All right, we're gonna get started here, uh, tonight.

So, uh, good evening. Uh, my name is Matt Audette. Uh, I am the Massachusetts Superfund section manager in EPA's New England office. I'll be the hearing officer for tonight's hearing on the proposed cleanup plan for the Baron McGuire Superfund site in Holbrook. A public information meeting was held on May 5th of this year.

The purpose of the informational meeting was to present the proposed cleanup plan in response, uh, to questions about the site. Uh, the public comment period subsequently began on May 6th of this year and runs until midnight Eastern time on June 12th again of this year.

The purpose of tonight's hearing is to formally accept oral comments on the proposed plan that was released to the public on April 16th of this year. EPA has provided a stenographer to record comments. We will not be responding, uh, this evening during the formal hearing, but we'll respond in writing after the close of the public comment period.

For the record, the proposed plan includes one, an interim groundwater remedial action consisting of in situ in place, treatment of groundwater within the operable unit to reduce the mass, mobility, and toxicity of contaminants using a sulfate amendment. Based on the results of the interim action, a final groundwater remedy will be established at a future date.

2, maintaining previously established land use restrictions called institutional controls. Or ICS for short, to prevent exposure to site-related contaminants of concern in groundwater through dermal contact, inhalation, or ingestion by current or future receptors such as residents until a final groundwater remedy is established at a future date. 3.

Inspections to verify the integrity of physical site controls, including fencing. Identify site conditions which need to be addressed to limit increased, uh, increased risk to human health and the environment. And assess compliance with interim IC restrictions. 4, monitoring of groundwater, surface water, and pour water to evaluate the achievement of interim performance standards.

And finally, periodic reviews at a minimum minimum of every 5 years to assess the protectiveness of the remedy. The total estimated cost of this proposed remedy is approximately $7.2 million. Those of you wishing to comment have indicated your, uh, desire to do so by using a signup sheet provided by EPA should be circulating.

When called upon, uh, please state your name and address and any affiliation you may have. If there are any other attendees who would like to enter a comment but did not sign up, we will accept your comment after those attendees listed on the sign up sheet have offered their comments. After all comments have been heard, I will close the formal hearing.

If you wish to submit written comments, you can hand them to EPA staff tonight, where you can transmit them by postal mail or email to the remedial project manager, Chris Kelly to my left at the address, uh, addresses provided in the plan.

At the conclusion of the hearing, please see any of the EPA representatives up here on the dais if you have any questions about how to submit comments. All oral oral comments that EPA receives tonight and the written comments that EPA receives during the comment period will be addressed in a responsiveness summary, become a part of the administrative record for the site.

I was reviewing the five year review, the most recent one, and I believe I recall that there was some, um, detections of PFASS at the site, and I didn't see any mention of that unless I missed it in the proposed plan.

And this is I just recapped this stuff so basically there's still a few more days this wasn't the last chance um for you or for anyone you know or other neighbors in Holbrook or Randolph to comment they have time until Friday night. I'm gonna point you to this when I answer your question later, but the administrative record.

Describes all of the documents and includes the documents that we used to draft the proposed plan. And the focus feasibility study, which is what we used essentially to copy and paste most of the information, discusses PFAS at the site and why it's not a contaminant of concern in the proposed plan.

Um, there's no one online besides our own colleagues at Massachusetts DEP, so the public, I don't think the public is really seeing this, but.
