[2:13] repavement paper and pavement which is uh you have an available entitlement of

[2:18] six hundred thousand dollars the uh ledotd is talking about getting in

[2:24] another 120 000 and when interesting in front of this is that if we go ahead and

[2:31] design this now it's an extra possibly four hundred thousand dollars that the

[2:36] FAA is thinking about getting in so we're really highly motivated particular

[2:42] you see an additional 400. how much already uh 607 it works at the

[2:48] uh 700 and uh eighty seven thousand dollars

[2:52] so we've been busy trying to shake the tree for that in 2015 we're talking

[2:57] about doing RSA improvements which is our runaway safety area improvements to

[3:04] put the airport 2016 we're working on prohibit defense and Mexican inspecting

[3:10] those improvements that we designed 2017 we're doing a Airport layout plan 2018

[3:17] we are designing parallel taxiways and we've got carriers so total for the

[3:25] specificity for the program through the 2018

[3:30] is 3 million two hundred sixteen thousand dollars will change

[3:36] for the next five years so a great fun you are the resolution so that you we

[3:43] can actually submit this to the FAA so we can be in line to make sure and

[3:49] that's three point tomatoes and there's 3.2 3 million 216 000

[6:38] temporary agreement in place there's still some issues about

[6:41] contractual liability that we're still working on to hammer out a long-term

[6:46] agreement but I believe Mr Coleman can answer some of those questions or

[6:49] respond better to it yeah basically Verizon wants to put a antenna on the

[6:56] blue water tank up there and they're willing to as I understand it pay the

[7:01] time about 460 dollars a month uh in lease money uh and they want to

[7:08] fight are talking about a five-year lease

[7:11] and they're talking about a three percent increase per year to take

[7:18] care of inflation and then they would like they wanted full renewals but we

[7:23] could buy them and that was not possible that most it could do would be 20 years

[7:28] you know but with three percent compounded for 20 years it gets up to be

[7:32] a fairly decent figure you know and uh type of thing and uh but uh the other

[7:40] thing is that I think that the plus to us is

[7:43] that this will give you if you do happen to use it for us it'll give you much

[7:48] better reception than what you've had in the past plus the fact that you will

[7:52] also have available to you 4G coverage which is a heck of a lot faster than

[7:58] what might have now and so I think it's a plus if it can be brought about in a

[8:03] way that's not detrimental in any way for the town right talk to Dennis

[8:08] butcher about the antenna and he shared me in Engineers did it's not a problem

[8:13] to have it up there that type of thing they're asking for I think now an

[8:19] agreement from now to the end of the year or until you reach the other

[8:24] long-term agreement so that they can go on and begin surveying and do making

[8:29] certain studies that they might need to do that involve federal regulations and

[8:33] so forth and so on and I think right now what they're looking for is that

[8:37] resolution from y'all saying that they can have access to the

[8:42] the tank itself or get in or key or whatever because there's a lot gate and

[8:48] can have access and digress from it and to make some studies I mean now in the

[8:54] end of the year and hopefully that might be done maybe even within the next 30 to

[8:59] 60 days and maybe it might be it would be operational

[9:04] services and also on top of what Mr Coleman

[9:07] stated this would be the first Venture for Verizon in the town of North

[9:12] Louisiana also with regards to Etc yeah more in the library there's

[9:17] hell of us that they're going to use whatever we agreed to it's a pattern for

[9:21] most of the other parents and all of the gym so this is an agreement or a

[9:25] resolution security

[9:28] I wasn't prepared to a resolution we will have that ready yes we don't have

[9:33] to do an agreement for the end of the year are you saying that they need a

[9:36] resolution on a group they would want an agreement in place to

[9:41] get started basically to be able to get the key to go on to the property because

[11:32] basically the plan that asked me if I would to come and let's make a

[11:38] report on the activities of the grant committee and that's what we will

[11:43] attempt to do is the grant committee Miss Jenkins is here and Mrs Jackson is

[11:50] here uh Mr mccalman's also on our committee as he is the mayor and Laurie

[11:57] uh is on the committee and uh Tony Johnson

[12:02] and then the engineer which is a Baylor engineer

[12:07] and they were supposed to be here tonight

[12:09] and they're not and I'm disappointed in that because they were supposed to bring

[12:13] some things to be passed out so that as I'm trying to cover this y'all could be

[12:18] looking at something you can take them home with you and show you in more

[12:20] detail but anyway I'll try to recover it as best I can okay one of the things

[12:26] that we kept accomplished since we began to work on this is is last year we got a

[12:32] 35 000 grant for which we bought a backup that the

[12:38] town's been using has been very helpful and very new year

[12:43] and one of the other things that we've done here since we got a grant for a

[12:48] hundred thousand dollars from Delta Regional authorities to make some

[12:52] improvements to the Sewer treatment plant down there and the town matched at

[12:58] was sixty thousand dollars and that's been uh completed

[13:02] there are still some other improvements that need to be made down there to bring

[13:07] it up to Optimal operating efficiency about years ago when that plant was put

[13:13] in uh they

[13:17] didn't wind up with enough funds to complete the project properly and so

[13:22] they had to kind of gerrymander a pickup and use some of the old stuff out of the

[13:27] old plant in it and it doesn't operate

[13:33] as well as it should have or could have but yet still we still have an answer

[13:38] maybe for that the other thing is is that

[13:42] that we there was obtain a grant from Louisiana Community Development block

[13:50] grant to put in a water well which y'all all are aware of that has been put in

[13:56] that resulted in about was about 470 uh one thousand dollars and of which the

[14:05] town had to pay I think it was about 37 000 out of that of low performance

[14:12] it's very fortunate that we got that well

[14:15] because now that we have another Well down if we haven't had that drill drill

[14:20] we'd be in serious serious trouble you know and as some of y'all are probably

[14:25] wearing is there is another well over at Mayfield that was an older well

[14:32] that because of the alkaline salt that has deep through the casing and the

[14:40] internal fighting both we've had three different companies have looked at it

[14:44] and said that it's not we don't believe that it's going to be repairable

[14:50] there's an outside possibility maybe a 10 change that we might could get some

[14:54] kind of special approval from the Department of Health and

[14:59] environmental people to put a plastic sleeve inside that but

[15:04] the likelihood of that is somewhat remote but it is every opportunity of

[15:10] trying to drift that problem of that well going down being looked at and

[15:14] addressed and we'll talk about that a little bit later

[15:18] the there was a project that we submitted

[15:25] last year to make improvements to the sewer system

[15:30] down really an area that's bounded by Lewis

[15:34] Marine Dutchtown Pearl Street West 4th from Louisiana Department of funds

[15:42] uh but it wasn't approved now we knew at the time we submitted it that it

[15:49] would be questionable the situation that we got into that we

[15:54] understand that there were nine grants submitted

[15:57] six of them got approved all six of them the town came up with about fifty

[16:02] thousand dollars matching funds which we did not have at that time so we didn't

[16:06] commit that because we didn't have it but we know that in the future we could

[16:10] resubmit it and if we come up with matching funds like the other people did

[16:15] then we would likely be able to receive that Grant in the near future

[16:21] we did a utility rate evaluation report

[16:26] and uh regular engineering did that and uh that report had been done and at no

[16:35] cost of the town of Homer the rent that we get from the EQ will pay the town

[16:42] whatever the cost of that was uh this last year we had a

[16:48] applied for about 36 000 but we only got uh thirty six thousand dollars from

[16:55] Louisiana Community

[16:58] and they've all weed eaters and mowing equipment

[17:03] and repair a roof on some stuff I think and that was at no cost to the panel

[17:11] uh the other thing that has happened from our from the activity of the

[17:17] committee was that there are two groundwater tanks over at Mayfield

[17:23] they received water from the West and then there is uh

[17:31] chlorine cooked in the water to kill any germs or an environmental stuff

[17:36] but it has to be held supposedly in there for about 30 30 minutes in order

[17:42] to be effective those tanks are supposed to according to

[17:46] the people that make pains these supposed to be rehabilitated every 10

[17:51] years those tanks were over 20 years old when we got some funds together to try

[17:57] to rehabilitate one which would cost about twenty thousand dollars and they

[18:01] went over there and tried to rehabilitate it and clean it up on the

[18:04] inside and scale off of it started one enough a pencil-sized holes in almost

[18:11] every foot in the tank which meant structural interior integrity was gone

[18:17] and so the bottom line is the people that have cooked inside a tank said

[18:21] there's no way they could do that to give us any kind of guaranteed so then

[18:24] the decision was made to seek some funds and we took some funds that we were to

[18:29] go used to run a lineup for Lion's Hill Road we took some funds that we were

[18:34] going to maybe run a line out Dutchtown Road you know and prove the line out

[18:39] there we got position to use those funds to

[18:42] happen replace that water tank over there and then Town Council voted to

[18:48] also supplement that with some funds from the industrial funds which is

[18:52] permitted to do that under that when that money collected is for water and

[18:57] this is what that was for and that job was completed in July

[19:02] 23rd of this year so we do have one good tank over there and of course we still

[19:08] are going to have to address the idea of what we're going to do about the other

[19:11] thing it's just as bad as the one we give them a question

[19:15] um you water metering system we've been

[19:19] working on that for about a year year and a half

[19:22] uh it is being bid out at the present time

[19:26] and it looks like that the DEQ was allowing about 900 000 and they will

[19:33] come under that nine hundred thousand gold

[19:36] and if so then we may can use those extra funds with their permission

[19:40] instead of qualified it or to do the work that we have not been able to do at

[19:46] the wastewater treatment plant but you know that's a two things the other thing

[19:52] is is we

[19:57] improvements to the Sewer lines the van holes and a program that will

[20:04] let them take water from the soar plant down there and use it to water the

[20:08] coffee forces and the water park the ballpark

[20:13] and as well as put some monitoring equipment on

[20:19] the system whereby the engineers as well as the local Town officials and or

[20:25] whoever is working with a sewer system and monitoring them under computers

[20:31] externally and if something goes wrong try to get it fixed before it pairs up

[20:37] number two Community probated things that Grant is for two million six

[20:44] hundred thousand a million of it we don't have to pay that

[20:48] the million million six that we talked about that this has had

[20:54] to be paid back is over a 20-year period at an interest rate of 0.95

[21:00] which is probably risk than the installation

[21:04] and so that has been bid out and and it's in the process of of being done and

[21:15] improved and improved hopefully before the end of the year

[21:18] of some of the the work will begin I think one of the companies that's

[21:22] working on the sewer lines is already in town

[21:25] Hall and I'm trying to be brief but y'all asked me to do it you know

[21:30] this is that Baylor didn't come up with a figure of about five hundred thousand

[21:35] dollars it is cost to renew the sea Hall in complex and

[21:41] what they come up with and as a result of that last year your

[21:46] legislators came up with a hundred and fifty thousand of which the town had to

[21:51] come up with a 25 match or fifty thousand dollars to make improvements to

[21:56] the City Hall but the guy that came up from Capital

[22:00] Alpha he told us that you know we'll please wait we're going to try to get

[22:04] you some more money next year about something this and stuff is that okay so

[22:09] you can kind of do it at all at one time but in order to do the 150 which would

[22:14] take care of a good portion of the roof things that need to be taken care of

[22:19] yeah we got a twenty six thousand dollar Grant so

[22:24] um look at a community funds and then we filed a claim for the

[22:30] insurance company which is both of our recent storm and they give us 20 or

[22:35] around twenty four thousand dollars so that 26 to 24 means that that will give

[22:42] us the fifty thousand at the time needs to match the 150 we got so we've got a

[22:46] capital Outlook October of this year there's 225 thousand dollars

[22:54] has been approved by the legislature if we get it funded in if you all know any

[22:59] legislatures please call them and encourage them to see that it's funded

[23:03] because if it's not funded or bonded we won't get the money but we're hopeful

[23:08] that it will be we'll have to come up with a 75 000

[23:12] match on that and we will apply for Louisiana Lookout

[23:17] money and they've kind of indicated to us that that would become that'll leave

[23:21] us with forty thousand dollars that we need and in order not to take it out of

[23:25] General funds would

[23:28] want to ask that uh representative Jefferson and he will try

[23:34] to put forty thousand dollars in there for us

[23:37] uh in house bill one which will be at 35 Plus 40 or give us our 75 000 match so

[23:44] we could get all this that was just done all the handicap

[23:48] accessible stuff and Etc that was being required

[23:51] to be done without any requirement of funds out of the grant

[23:57] program and uh the

[24:02] many questions about the DH Department dhh has told us the old tank of their

[24:09] food I thought it was JC Parks up there mixed

[24:13] up Joe mcafar that the old kind of the old

[24:18] silver tank has done that and so we got a grant to uh to take that

[24:25] paint down and it was 35 000 and we've gotten indications it's probably going

[24:30] to cost less than 20. and they told us that they would work

[24:34] with us on the other 15 and we use it for any other project on the portable

[24:39] drinking water sign and so that's where we stand on that lines Hill Bridge you

[24:45] all asked me about 400 000 project and on top of the gentleman down there and

[24:50] he said that that's more or less been finished

[24:53] and what we did on January the 14th of 2015. but April 14 2015. different Big

[25:02] League anywhere in the 14th 2015. I think now

[25:09] that's when it's going to be biz you know and it probably had multiple

[25:13] years complete but in the meantime go down and look at that bridge or if you

[25:18] look at that sign on it I think it says very very low limit

[25:23] information school buses or the fire trucks or anything couldn't go over it

[25:27] you know and so I think when y'all were writing that letter to the police jury

[25:32] they made it their number one priority of all the off-reach programs in the

[25:37] parish forums for the family and so a big thank you to the public jury if I

[25:42] think would certainly be an order and uh thankful thing again let's go for what

[25:49] did the school board do something about the buses

[25:52] not letting them go over the bridge I can't remember didn't they do something

[25:56] we alerted them to the situation and how they addressed that I can't tell you I

[26:01] can't remember either but they didn't yeah they voted on Sunday

[26:05] well they aborted in support the pound for the question again maybe that's

[26:09] where she was and that was why it was expedited it was so normal when you put

[26:13] one in under that offer off the bridge program and really what that is and it

[26:18] means that they get a certain amount of money each year mistake uh to repair

[26:23] bridges that are not on the state roads that's why they call it all Bridge you

[26:28] know off-road bridge and this is not only state roadway and so that's why it

[26:34] was in the polisher is really the one that calls your shops on that they're

[26:38] the one is actually and they made it their number one project I think two

[26:42] years ago so we've been doing all we could each

[26:47] other um

[26:53] all I know the thing is there is a grant that we're applying for for USDA to

[26:59] improve the freshwater science and uh that's not been completed yet

[27:05] maybe about the next meeting and who will inform you of that but that would

[27:10] involve uh repainting the blue tank up there you can include taking care of the

[27:18] other water treatment with what over Mayfield that hadn't been done

[27:24] and many other things mostly probably replacing all lines over 25 or 30 years

[27:29] old and found and now we got some that's 70 or 80 years old that need to be

[27:35] replaced and that's enough for me to say

[27:44] reason why that grand update was um as late as it was because the grand

[27:49] committee meets and it's an agenda of like 15 to 20 items trying to better the

[27:55] environment and the infrastructure here at the town of home I appreciate the

[27:58] Grant Community and their due diligence of serving and helping to retrieve all

[28:03] these grants and contact contacting the necessary representatives and senators

[28:07] and once again for making those weeks thank you recommended thank you so much
