[2:56] yes perfect. Hi my name is jennifer elvis and I thank you guys for having

[3:02] me today I recently started a rescue called by the beach animal rescue.

[3:06] I've been in rescue for about eight years. The reason why I started rescue

[3:11] is because of the purpose of helping dogs in the community to find safe and

[3:15] responsible loving homes. When I started this rescue I knew there would be some

[3:20] challenges. I knew there would be veterinary bills, foster homes,

[3:23] needed food supplies and countless hours of work. What I did not fully understand

[3:29] was just how many people would turn to one small rescue because they have nowhere else

[3:32] to go. Since putting my phone number and my address on my website

[3:38] and facebook page, I have had countless people come to my house with dogs they want to

[3:44] ensure surrender not to mention as I'm at work I've had people come and bring the ring

[3:50] doorbell and at my desk as an office manager of a medical office have to tell people that

[3:55] I cannot take the dog. I am not a brick and mortar it is my home and I put that to

[4:00] take donations so that people could leave things so I could get the rescue started.

[4:04] because of all this we have a huge problem. The problem is that people

[4:09] cannot afford to spay and neuter their dogs. They cannot afford to spay and

[4:15] neuter which also extends to an expected litters they call because they no longer can

[4:21] afford the pet because the dog has behavior problems and unfortunately some people just

[4:27] want someone else for the responsibility and they no longer want their dog.

[4:31] first we need to have more access to affordable spay and neuter.

[4:36] one of the biggest problems I see people generally cannot afford to fix their animals if

[4:41] we want fewer unwanted puppies and fewer dogs returning to our shelters, we need an affordable

[4:47] solution that can actually use. I would like to see the county work towards bringing a spay

[4:53] and neuter excuse me spay and neuter mobile clinic to homes that cannot afford to spay

[5:01] neuter dogs and maybe we could do it on a based on an income or maybe a highly discounted

[5:07] rate instead of waiting for someone to surrender six puppies we should be helping

[5:11] the person prevent the unwanted next litter prevention is less expensive less heartbreaking

[5:17] than dealing with the consequences. Second, we need stronger

[5:22] consequences for irresponsible breeding. Backyard breeders are

[5:26] contributing to the number of unwanted dogs in the community.

[5:28] people are breeding dogs without considering whether there are enough responsible

[5:32] homes available for these puppies. Then the puppies end up being

[5:36] surrendered, dumped, abandoned or turned over to shelters and rescues.

[5:39] I believe we need to look at stronger uh, fines enforcement for irresponsible repeat

[5:46] backyard breeders. Third, a banning a dog does not make the problem disappear.

[5:51] it simply transfers the responsibility to someone else. It transfers it to the shelters

[5:56] . It transfers the rescues in the taxpayers.

[5:59] I would like to see the county consider a stronger enforcement and penalties for those who

[6:04] abandon the animals or allow their dogs to run at large. There should be meaningful

[6:10] consequences for people who knowingly dump animals to the public or leave the animals in

[6:14] a situation where they suffer. Protect the public. Finally, I want to talk about

[6:21] the shelters and rescues. Our local shelter and rescue organizations are doing

[6:25] everything they can, but we cannot rescue our way out of an overpopulation problem.

[6:30] I want to be able to help the shelters myself, but I cannot even go to a shelter to help

[6:35] because people are coming to my door and calling my phone to take their own dogs.

[6:39] I want to be able to take dogs from the shelter that need placement but again I can't

[6:43] because people are surrendering their dogs. This is not about blaming

[6:49] people it's about creating better resources, better education and better

[6:54] accountability. I am asking the council to consider regular mobile spay

[7:01] and neuter clinics offering free and income based services ,meaningful penalties for

[7:06] animal abandonment and repeated dog at large violations. I started by the beach animal

[7:12] rescue because I believe every dog deserves a chance. But the answer cannot simply be

[7:18] asking rescues and shelters to take more dogs. We have to stop the cycle if we

[7:22] can prevent unwanted litters, hold irresponsible owners accountable, make veterinary

[7:27] care accessible and give a legitimate resources to the point of abandonment.

[7:33] we can reduce the number of dogs entering shelters in the first place.

[7:36] this means fewer dogs suffering less pressure on our shelters, less pressure on our rescues

[7:41] and most importantly a safer and more responsible community for both people and animals.

[7:45] I'm asking you to work with us and again and by the beach animal rescue jennifer elvis

[8:00] public. It's not where we going back and forth and in negotiating

[8:26] I'm a lifelong resident of orange county. I'm here tonight because I have

[8:30] serious questions about orry county's use of flock safety automated license plate reader

[8:37] cameras. I want to be clear I am not opposed to law enforcement

[8:41] using technology to catch criminals if these cameras help locate stolen vehicles, find

[8:47] dangerous suspects or protect our deputies and citizens, that's a legitimate public

[8:52] safety purpose. My concern is oversight and accountability.

[8:58] these cameras can collect information about vehicles traveling throughout our

[9:03] community. That makes it extremely important that citizens know

[9:07] who can search that information ,why they can search it and who makes sure the system isn't

[9:13] being misused. I previously emailed members of this council asking

[9:18] questions about flock cameras, but I didn't receive even even one reply.

[9:23] so tonight I'm asking these questions publicly and asking that they be answered publicly

[9:30] who independently audits searches conducted through ori county's flock systems is

[9:37] every search recorded along with the identity of the person conducting that and the reason

[9:42] for the search who reviews these records for improper searches which outside agencies

[9:52] have access to ori county's flock system and the data how long is the vehicle information

[10:01] retained and if someone searches for a citizen's vehicle?

[10:07] I'll bear with me one second without a legitimate law enforcement reason who

[10:12] discovers it and what happens to that person? Most importantly is the agency

[10:18] using this surveillance system essentially responsible for policing itself or is there

[10:24] meaningful independent oversight? This isn't about being

[10:29] anti-police it's about a very simple principle if government has the ability to track the

[10:36] movements of the citizens, citizens have the right to know who is watching the watchers.

[10:42] I am asking this council to provide the public with the policies governor camera access

[10:48] ,data sharing and retention as well as information about audits and safeguards against

[10:56] misuse. I'm also asking council can to center regular public report

[11:03] and showing how this system is being used and whether any improper searches have been

[11:09] discovered. Public safety in confrontation constitutional privacy do not

[11:15] have to be enemies. We can protect both. Thank you for your time and

[11:27] I want to let you know something that mr hardy is going to take this up at our

[11:30] very next, uh, public safety meeting. These are great questions and

[11:34] it's a great thing you won't find a bigger supporter of, uh ,search and seizure and

[11:39] protection than this council here. And we're looking out for

[11:42] everybody in horry county. We'll take it up at our next that right, mr hardy?

[11:45] right. That'll be in october.

[11:56] ordinances that are here tonight. Um, normally public input is

[12:01] for the people that haven't had an otherwise an opportunity to be heard.

[12:05] uh, this ordinance has had three public hearings already. Um, but y'all are here and you

[12:10] signed up, so we want to hear from you. Um, when this thing comes up

[12:15] tonight for vote, there'll be debate and there'll be discussion on it like it

[12:19] normally is. What? Since you're here, let's hear

[12:21] from you. Uh, there was an email sent out earlier uh, answered all the

[12:26] questions that we got. We got like 80 emails. I think they were all about the

[12:29] same email but we got them we read them, we heard we responded.

[12:33] so we've sent an email out to y'all hopefully y'all got that and read that too.

[12:37] so we'll start off with um and curse on ordinance 73 dash 2026.

[12:50] thank you for hearing from us and thank you very much for that email today.

[12:54] and thank you, assistant administrator gilbert for sending it out on your behalf.

[12:59] um, it did clarify quite a bit for us and that was wonderful. Um, not having the flyover in

[13:06] the current project plan is great news for us. Um understanding the scope and

[13:11] the flow of traffic um was very important in that email as well.

[13:15] so we really appreciate that and we do have some concerns still remaining.

[13:19] um, one of the concerns mentioned in the email about noise um that that there would

[13:25] be no need for sound barriers because of there not being a flyover.

[13:30] we still think there will be tremendous noise impact to surfside beach club.

[13:35] um, and I'm sorry if I didn't say that's where we were from, but I knew you knew that since

[13:39] you sent us the email. Um, but it will still impact surfside beach club 17 bypass

[13:48] already gives us tremendous amount of noise and that increased traffic flow will

[13:51] certainly impact the homes along that that corridor. Um, the concerns we also have

[13:57] that brought us here were the maps and the public information about this ordinance that have

[14:02] been available on any websites that we could find. Um, the maps clearly are

[14:08] showing an impact to several homes in our community that may not be uh, depicted accurately

[14:16] ,but it clearly looks like the road is going right through our homes.

[14:21] although your email did say it would not be impacting the east side of the bypass.

[14:26] so if that's the case we're very happy to hear that. But again the noise we still

[14:30] think will be an issue um infrastructure concerns I think everybody has these concerns.

[14:35] we know there's a lot of uh new police, new uh fire, new medical all being uh brought

[14:41] into play and that's great but I think that's managing the current um, population now and

[14:47] not the future population that all of this um this ordinance and the associated building

[14:54] will will bring to us. So we're really concerned about that as well.

[14:58] um flooding we talked and I know your email addressed environmental impacts and how

[15:05] the um all of the state county federal rules would be followed and I'm sure that's the case

[15:11] but we're very concerned about it. All of our water drains under

[15:15] 17 bypass to the west um everything out of surfside beach club all of our retention

[15:20] ponds go out to the west. So any backup, any additional water or impact from the flow

[15:28] of that water will impact us and flood our community. Um, so we really are concerned

[15:33] about that um, and building in that area where it's already um a wetland in some areas you're

[15:40] taking up a lot of that space um, and the volume of water that would normally flow out.

[15:46] um. So I do think that those are our major concerns.

[15:52] you did address most of them in the email and I think that saved a lot of unnecessary

[15:57] comments tonight. So that was wonderful. I think going forward.

[16:00] we would. Really love. Accurate information posted um

[16:05] things that that really depict what the project plan is um understanding changes of the

[16:10] scope of work moving forward so that we know what really does impact us or not.

[16:14] I mean we know future and the future flow of of traffic is very important.

[16:19] you know, I think 31 extension is a great, great idea as long as it's managed properly and um

[16:27] and the traffic light in the in the uh traffic flow is managed appropriately and I I think

[16:32] you've addressed it and if that is accurate and if that's the way the scope continues um that

[16:37] that's fine but we do have those other concerns that I think are very important and if

[16:40] I missed anything I'm sure my my fellow homeowners that are up next we'll we'll let you

[17:07] um, I'm a surfside beach resident. Um, we I have some concerns as

[17:12] well. Um, like when was this traffic study done?

[17:16] um, because it's getting worse and worse by the day. Um, today just getting out on

[17:23] 17 bypass it's almost impossible to go from light to light.

[17:27] how is this going to impact the future of that traffic pattern ?

[17:32] um, is anybody done an accident survey? There are accidents basically

[17:39] deadly in that area in that corridor. And you know, it's another

[17:43] concern. Um, you know, 17 bypass is really the only north-south

[17:50] route um, in the whole area and we use that, you know, to get from north to south, which has

[17:58] been, you know, a problem on a consistent basis. Um, you know, traffic

[18:06] congestion has been crazy. Um, and if we create more lights on 17 bypass, how is

[18:14] that going to impact the traffic flow? Um, I'd like to get some sort

[18:20] of answers, um, on the traffic environment and and economic survey studies current um

[18:27] because basically to my understanding the density survey was established almost

[18:32] 30 years ago and the email that I received today um, has anybody done it in the last ten

[18:39] years in the last five years? Um, because I'm sure that the the uh the density has changed

[18:47] quite since 30 years ago. Um so that's that's another question that I have.

[18:54] um, are there any renderings of what this is going to look like because at one point we

[19:00] thought there was going to be a flyover. Now today at 203 we got an

[19:05] email saying that that wasn't going to happen. Is there anything that we can

[19:09] see that can show us um that that has change and will change?

[19:14] um, is this current plan final ? Can it change will there be a

[19:23] flyover if if deemed necessary ? We don't know that we've really

[19:28] been left in the dark on this whole project. Um and you know when will this

[19:35] construction start? Is there any etas? Uh, and on the second question

[19:42] when will it end? How long will this project take to complete?

[20:23] event. We received an updated flier. From uh.

[20:30] david gura. With respect to uh. A change that was being made or

[20:37] an idea that was about to be made. We live in surfside beach club.

[20:43] holiday homes development. Is proposing a deal with myrtle beach farm company.

[20:49] and burrows and. Chafe and its affiliate. To purchase some 760.

[20:54] acres of dense forest and open land in the pine ridge truck if zoning changes and horry county

[21:04] approves this arrangement for homes, development will break ground and to begin build in

[21:11] about 2029. The project will be larger.

[21:15] >> in mass. And population than the meridian complex.

[21:20] the melbourne park. Complex and surfside beach complex combined.

[21:25] in order for all this to happen, the dense forest and vegetation will be plowed under

[21:31] triggering a severe threat to our ecosystem exposing high levels of stored carbon dioxide

[21:40] ,threatening water management from storm runoff and destroying our animal habitats

[21:44] ,studies show. That 2000 homes would generate an increase in population

[21:53] of approximately 400 or 4000 800.

[21:57] >> to. 5000 new residents not to include approximately 640 to

[22:04] 800 school age children. With that, there is a strong possibility that a new

[22:08] elementary school will be needed. In addition, there would be a

[22:12] need to hire and train 10 to 12 new police officers, increased myrtle beach fire and rescue

[22:18] and purchase additional equipment to facilitate the needs.

[22:23] now there was um my dialog included some information about a flyover but with respect to

[22:31] this new change that was just emailed to us about four hours ago, apparently that flyover

[22:38] arrangement has been derailed. I may be wrong. Let's hope so.

[22:44] we are suffering from overgrowth in our community and um and the issue only gets

[22:52] worse with with continued growth. So we're asking pretty much the

[22:57] council to take a look at the new opportunities that developers are having and maybe

[23:04] restrict some of the some of the new construction that might be going on.

[23:09] we all came here from different parts of the united states to live in tranquility and peace

[23:15] and we find right now that myrtle beach and the surfside area is rapidly being overgrown

[23:21] with population. Thank you for the time and I appreciate you fellas doing the

[23:26] due diligence that you were sworn to provide. Thank you.
