[2:07] public safety issue at hand. We need that bridge. We need it and it should have

[2:21] >> cup of tea, but I'm going to give it my best shot. We dropped our daughter off the

[2:27] same day that the. Latest victims. Were, uh.

[2:32] you know, it was a tragedy. All three of them have been tragedies.

[2:36] we've got three children dead. We've got to do something about it as a community.

[2:44] everybody needs to listen. We need to come together as a community and figure this out.

[2:59] our hearts go out to the victims, the families of the victims.

[3:06] we can't let this, uh we can't let this happen again. According to.

[3:15] articles I've read, this is the third time three different students are.

[3:19] dead over the last 15 years at the same location.

[3:30] my daughter could have been one. Of them.

[3:32] >> we dropped her off. Seven hours later. Those kids were hurt.

[3:36] um. >> anyone has driven the 544

[3:44] night near the university. They know they're students. They're they're there.

[3:50] it's no secret. There's five maybe six apartment complexes located

[3:54] across the street on 544. We don't have a bridge to safely get them from campus to

[4:00] over there. The reason they're not driving is there's no parking on

[4:05] campus. I have to hear it from my oldest daughter cassidy.

[4:08] she's probably stuck in traffic. I was hoping that she was going

[4:12] to be here this evening. She's on a presidential merit scholarship to the university.

[4:17] could have been one of her. Could have been her. The university knows.

[4:24] are students trying to. Cross in the dark again? It's a major public safety

[4:30] issue. Our children need us. We need a pedestrian bridge.

[4:36] we need more lighting. We need a slower speed through that section.

[4:44] we need a larger police presence in that section. The traffic lights they put up

[4:50] since then and lowered the speed to 40 isn't going to do it.

[4:52] it's not. I talked to my, uh, neighbor steve this morning.

[4:57] he's walking his dog and I told him what I was getting ready to do this evening.

[5:00] steve gave me some wonderful advice. There's plenty of towns that

[5:05] have it. We need it. I know this is county council,

[5:09] but this is our community we need we need a structure that is an academic zone a town and

[5:17] gown district. We can do it but we've got to come together and do it.

[5:28] I don't know where I'm on the clock. The uh.

[5:32] my understanding through my reading there's been money allocated, money allocated to

[5:39] the university, $12 million money allocated to the university, 5 million from the

[5:46] federal grant, 5 million from the state and 2% $2 million from the 1% sales tax that we

[5:55] have here. Where's the money? Where's the bridge?

[6:03] we got to do something about it. Somebody needs to start asking

[6:06] questions besides me. I drive it twice a day myself. I see it every day.

[6:14] I mean everybody that drives it every day sees it. I don't know why we don't have

[6:20] it coming to you guys for help. We need help. I'm not sure what we can do

[6:27] about it.

[6:35] why is it we can, uh. Now we what can the university build an expansion to the

[6:41] stadium in less than two years to make it 20,000 seats? How can they put a field house

[6:47] up in less than two years? How can they build a new road in 18 months?

[6:51] but we can't build a bridge that they've talked about for ten years.

[6:55] somebody needs to hold them accountable.

[7:42] d.o.t. To build the bridge. The county doesn't have the authority or the power or

[7:48] anything to do that. Uh, it's the state and the university and you ask

[7:54] questions about the university doing other things. We don't have the power to tell

[7:57] the university not to build up whatever it is they're building .

[8:01] whatever those things were that you mentioned. So we understand we're all for

[8:05] you too. We want it done. We want to protect these

[8:07] children and protect everybody else out there. But this is not something

[8:10] within our power. We're not we just wanted you to know that when everybody know

[8:14] that. So we'll just move forward and mr chairman.

[8:20] >> it was mentioned about the 1% sales tax that that's a capital improvement tax that

[8:26] doesn't it's not the county's capital improvement tax. That's the one that was passed

[8:37] have any I mean this you're we're glad you're here. It's a serious topic but

[8:42] sometimes people come here to talk to us and we're the wrong venue.

[8:52] I go to the university. I would tell them about it but we don't have the power to get

[9:27] significant amount of funding for that bridge and given that it is a public institution that

[9:35] receives taxpayer dollars along with and I sympathize with you being a parent, I think that,

[9:42] um, they should be open to receiving you receptive to your concerns and I would definitely

[9:52] take it to their board of directors. The money is there and so I

[9:57] think I think you should address that with them. Thank you.

[10:08] animal ordinance and I believe we've heard from you before so. Good evening.

[10:16] >> my name is caroline, uh, animal advocate for orry county .

[10:20] uh, I also trap two tnr transport, uh, etc.. Um, I'd like to start with

[10:28] first uh, back in 2020 and 2021 uh, some new ordinance were ordinances were approved and

[10:35] published for animal protection . However there was a discrepancy

[10:39] and has not been corrected yet . Um that is section 4.3.1 c and

[10:46] section 4.3.1 d 2d have contradictory temperatures for legal tethering or penning.

[10:53] currently one state's 85 degrees max and one state's 90 degrees max temp both should

[10:59] read 85 and then we have a proposed change to a current ordinance as well.

[11:06] section 4.13 states is illegal to leave an animal in a car with a temperature 70 degrees

[11:11] or above we're proposing 50 degrees or above the outside temperature even at 70 can

[11:18] reach over 100 degrees within 20 minutes easily. So now since we are in the

[11:25] municipal code files let's add some more new ordinance proposed.

[11:30] um nobody can deny there's a huge breeding problem in ory county.

[11:34] we've come up with some solutions. Number one ban breeding for any

[11:42] type of dog for an extended period of time 3 to 5 years maybe allowing county and local

[11:49] rescues to catch up with the ongoing crisis of thousands of unwanted dogs.

[11:54] number two impose a fine for those that are still producing litters during this time say

[12:01] $2,000 and actually find them and collect the money and then um, maybe mandatory spay of any

[12:08] females at that location who's illegally producing litters so they cannot continue to ignore

[12:15] the law. Number three the current licensed and registered

[12:20] breeders in the county should pay a higher fee for their license and be limited to one

[12:26] litter per year. Per location not per female per location for an extended period

[12:33] of time again 3 to 5 years there is no such thing as an oops litter.

[12:39] if the female is not spayed almost guaranteed she will get pregnant so the same rules and

[12:44] fines should apply to anyone in or county producing a litter. The moneys received from these

[12:52] fines and a higher cost of breeding license can go back into offsetting some costs at

[12:56] the county shelter and possible funding of more animal control officers.

[13:00] this will help with the curbing of the overpopulation of dogs and help reduce intake, which

[13:06] is currently 300% over capacity . The expanded county shelter

[13:13] being built is another positive step. However it does not stop the

[13:16] breeding and within a few months they'll be full again. With that many more to fund and

[13:22] that many more to find homes for. Our proposed breeding ordinance

[13:30] is a solid solution and we'll start to curb this overpopulation crisis.

[13:35] horry county has got to get tough on this. It is only getting worse.

[13:39] there are feral dog packs forming throughout or county causing terrorizing pets and

[13:45] breeding in the woods. Now before we have an opportunity to utilize a mobile

[13:50] vet clinic which is already purchased by kind keepers rescue and what we need

[13:55] from you is approval on funding again for a second vet and this can be another low cost spay

[14:02] neuter solution servicing dogs and cats. Counties in south carolina

[14:08] lauren county, charleston county and in north carolina and other states have started

[14:13] to or have already established new breeding requirements in spay neuter ordinances.

[14:18] there is a national crisis and we must do the same. We will not adopt our way out

[14:25] of this crisis and I'm asking for you to review and please help get these proposals to the

[14:30] next step. Thank you. Thank you ma'am and if you have

[16:41] reduction folks on how to do that better. Um, but again this is a big

[16:45] issue just some does not want to go away because more and more things become battery

[16:48] powered. So we see that happen every day .

[16:55] people who appreciate what you do for us. Over 200 structure fires

[16:58] horry county last year all over 90,000 call these are structure fires of residential homes and

[17:05] commercial building. So once again stay very busy. They do it every day 24 hours a

[18:26] disaster preparation is an important task for anyone living in the potential path

[18:31] of widespread catastrophe and for coastal south carolina it's typically hurricanes.

[18:36] as such, fema has proclaimed september as national preparations month.

[18:41] the south carolina state guard and the state emergency management division uh um

[18:48] department encourages horry county residents. And others to visit to visit

[18:57] ready.gov for specific ways to prepare how to get your go bags, your financial concerns

[19:01] and how to take care of pets. The message is to take steps to plan and prepare now you also

[19:10] recognize the south county state guard in your resolution. Our service is part of the

[19:14] south carolina military department along with the south carolina army national guard,

[19:18] the south carolina air national guard and state operations to include the state emergency

[19:24] management division, the history of the south carolina state guard uh reaches back to

[19:29] 1670 and we have over 350 years of recorded service. Our chain of command includes

[19:34] major general leon lott, the south cone adjutant general major general robin stilwell

[19:39] and the commander in chief is our governor henry mcmaster. And we are always looking for

[19:45] interested recruits and you simply need to search csg. Uh in google and it'll pop

[19:51] right up. You can also search ww sgt escargot v if the need arise.

[25:13] highway 90 and, um, that is um I probably need to point out. Okay.

[25:18] shell, um, are not aware it's a very dangerous road and the reason it's dangerous is

[25:23] because it's probably actually and arguably the most heavily industrialized corridor and I

[25:30] reached county um, we have um, uh, a lot of heavy trucks on that road every day.

[25:40] um, a lot of garbage trucks. Um, I did a little bit of research to find out just

[25:44] about how big they were and how much they weigh and everything and um, the garbage trucks and

[25:48] all the big dump trucks that are on the road because we've got nine active dirt mounds and

[25:53] it could change at any time. There could be. More because you know, y'all

[25:57] don't really have to review those. Um, but the dump trucks and the

[26:02] garbage trucks weigh 30 to 40 tons and, um, my little midsize suv weighs about three tons and

[26:09] so we got a lot of, uh, a lot of different kinds of traffic on that road and it's uh um

[26:17] another reason it's dangerous is because it's got a lot of curves and everything and

[26:22] um, going back to um you know, um, when we got school busses on the road now and I checked

[26:28] to see how much their school busses weigh and they weigh about half the amount that um,

[26:34] a big old garbage truck or dump truck weighs um and uh, so I just I just want to remind

[26:44] y'all about what's on that road and sometimes rolls you have to look at things differently

[26:50] because of the way a road is and y'all have the ability to, um, change rules and make rules

[26:57] ,um, related to conditions and um, how I 90 is not like a lot of the other places in every

[27:04] county. Um we're different um but we are getting very crowded not

[27:09] only with heavy industry but with houses and our schools are overcrowded.

[27:13] so I think you sell on your information sheet that um carolina forest um school is

[27:18] the most overcrowded school in the county 120% capacity although that could change

[27:24] based on the um numbers that come in probably in a few weeks from the school district.

[27:29] um, waltham elementary is over 100% capacity. Um, so I'm just wondering if

[27:35] y'all are taking all of those things into consideration when you're um, doing the rezonings

[27:40] on highway 90. I just just wanted to bring all this stuff back to your

[27:44] attention and, um, and hope that you'll think about that because it seems like on these

[27:50] little information sheets that we get that there's a big gap between what's on the

[27:55] information sheet and the actual reality on the ground and um, look at those school

[28:01] percentages real closely. Look at the traffic counts and traffic counts are another

[28:05] thing that um may or may not be accurate um, at this point in time and when I say 2023 um

[28:13] traffic counts on the information sheet I wonder why they're not 2025 or 2026

[28:20] because there's little sensors in the road and um, have to put something on line with all the

[28:26] traffic count solid and if I can find it, I'm sure all your people can find it too.

[28:31] and y'all. So, um please please think about highway 90 and what we're

[28:36] going through and use that information and that can your decisions.

[31:42] that um if everything was billed out that was already approved on highway 90.

[31:48] um, the traffic count would be 22,000 cars a day and we're not looking at getting major

[31:57] improvements to highway 90 maybe even in my lifetime might be 20 years.

[32:02] and so every little thing we do it might seem like we're just doing a little something to

[32:07] change, you know, just an um let's say what it is 30 some houses, almost 40 some houses

[32:14] today. Um, that doesn't seem like much but you know, there's a

[32:18] cumulative impact of all these things and um, we're going to be in a bad mess whenever we're

[33:23] of jones big swamp can't get to international drive because it's really swamp.

[33:27] so you put more people on what I call to swamp island and I don't know if anybody knows

[33:34] this. There's a at. Least 500 more homes to be

[33:38] built. In that area. There are about 50 left in

[33:43] field view 151 and copper point and 233 and auburn woods. But I went into our brown woods

[33:51] today and I saw what looked like a whole nother phase that the lots aren't even.

[33:56] uh. >> set up with the septic and

[33:58] all the utilities and stuff. So that's going to put us even more over capacity and and.

[34:07] we just need y'all to, uh, vote this down and please start rezoning.

[34:12] we we we just got unchecked growth and inadequate infrastructure and it's really

[34:19] putting the public. Safety at risk. We're not safe on the county's

[34:24] roads. We've got almost.

[34:25] >> uh, 40 fatalities this year . I know not all of them are on

[34:29] highway 90 but there's some. So please consider this think about your people um, even the

[34:36] people that get in wrecks and they don't die. Their cars are tore up, their

[34:40] bodies are broken. They're missing work. They get behind on their bills

[34:44] and I know some of it's because people bad driving. I know some of it is but

[34:48] there's too many cars on what roads we have. It's not safe anymore.

[35:01] mr gilruth. Um, are the right. For infrastructure

[35:07] improvements. Contemplated along highway 90 addressing some of these.

[35:11] concerns that were raised tonight? Yes, the rod four is under is

[35:17] under design uh, from 501 all the way to little river. On highway 90.

[35:22] >> east cox road. The one of the issues that was mentioned was that this

[35:28] connectivity during extreme flood events that will be addressed by the elevation

[35:32] of the uh the new bridges over of the swamp jones big swamp area will be elevated.

[35:38] uh so that will not be an issue. The capacity will be increased

[35:41] substantially. They are and the the you know the 1415 16,000 is about the

[35:47] capacity of a two lane mid-block road. Uh, so that.

[35:51] you know. Go into a five lane section of you know, center left turn

[35:56] lanes desales where the need where they're needed will increase the capacity on the

[36:00] site, enhance the safety of the. Will those those improvements

[36:03] be done and miss wood would miss woods lifetime? Absolutely yes sir I cannot I

[36:10] can't imagine it would not be so it is under design. Uh nobody can predict the

[36:14] future. I'm just I I'm trying to get it.

[36:16] I'm not trying to be funny. I mean, I'm trying to get an idea on like when are we going

[36:19] to see these improvements come to reality? This isn't.

[36:22] we're not talking. About 25 year plan. Like I said we're talking.

[36:25] about more more um improvement . Coming quicker than that.

[36:31] understanding the. >> urgency of this we started

[36:34] an early design contract um, back in december I believe it was uh and started they've

[36:40] they've done survey uh they've started the survey all the way from over over the entire 23 or

[36:46] 24 miles. Um, they're finishing that and now they will be on the design

[36:51] for the next couple of years year and a half to two years or so.

[36:54] um, it will take some time to acquire the right of way once the designs are done when we

[36:59] get to the point uh, typically that's 1 to 2 years we'll start the first phase is probably

[37:04] going to be a four phase project. Uh, it is anticipated that

[37:08] those phases will overlap between 1 or 2 years each uh, depending on the uh depending

[37:14] on a number of things. One of those is included as revenue.

[37:17] um so realistically it will be uh a few years before the entirety of the of the corridor

[37:25] is complete but you will see improvements and they will they will.

[37:29] they've we don't know which phase will be first yet. Uh that will be based on the

[37:36] design uh and the findings of the the full traffic studies that they're doing.

[37:40] uh but we will put those the first phase will be where the most need is where the most

[37:45] issues are. And then we'll work our way from there.

[39:19] coming out of race ferry on both sides there's a dirt man. So you got dump trucks in front

[39:24] of you. You got dump trucks behind you. You got dump trucks coming in

[39:28] both ways. You got garbage trucks coming and the intersection is

[39:33] extremely misaligned. So that just makes it, um, all that more dangerous and um, uh,

[39:40] did do a little bit of research and I found that, um, that counties could adapt um, their

[39:46] rules and regulations based on things like this. So um, I'd like for y'all to

[39:51] consider that and, um, I'd like to add one more little point. Um, I'd like to thank mr gill

[39:59] ray for the compliment about this project that finished in my lifetime.
