[5:27] iore I parti ipated in a regional accelerator program as a mentor for a

[5:33] new business startup which focused on customer Discovery the program was a 5we

[5:39] course with 3 to four hour learning sessions and office meetings with an

[5:43] advisor as well as extensive homework and a final presentation the client that

[5:49] I've been working with knocked the whole thing out of the ballpark I've received

[5:53] word that there's more funding available for further customer Discovery and we

[5:57] met on August 14th with Beth Lambo she's the associate vice president for

[6:03] research Innovation and Entrepreneurship from South Dakota

[6:08] School of minds and Technology we met with her to strategize research partners

[6:13] for this project building one and Castle Manor

[6:17] I've met with three developers to show building W and Castle Manor over the

[6:22] seever month summer months and I've also sent the floor plans plat and our

[6:27] housing study to those interested parties so I am trying to keep the

[6:32] interest up about our vacant buildings engage South Dakota South

[6:37] Dakota newsat and the Cheesman Center for democracy have partnered to examine

[6:41] significant issues for communities across South Dakota they chose two

[6:46] communities Watertown and hot springs for their pilot project this Cheesman

[6:51] Center is designing a survey to be released to Hot Springs residents in the

[6:55] fall of 24 to learn what our primary issues are I will be having a remote

[7:01] meeting with the group on August 20th the group of organizers not the

[7:06] residents and South Dakota news watch plans to be here the week of October

[7:11] 10th for

[7:15] pre-planning Rushmore region Alliance education Round Table in lie of our

[7:21] bonly meeting on September 5th the Rushmore region Alliance is going to

[7:26] host a round table for higher education institutions to learn what each is doing

[7:31] to address our Workforce needs in the area the School of Mines Western Dakota

[7:36] Tech Black Hill State and Shad State have all been invited to this round

[7:40] table Western Dakota board of retreat the retreat was held on July 19th

[7:45] facilitated by ACC consultant Ken Foley we covered seven different topics

[7:52] I won't Bor you with them but they're in the report and the retreat resulted in

[7:57] four pages of action items Western Dakota Tech applied for a rural

[8:03] development Grant to become a hub for registered apprentiship cooperatives in

[8:06] the Black Hills area they did not receive the grant this round they're

[8:10] going to reapply but I will pursue the program at

[8:13] the local level with our school districts as well as set up facilitation

[8:17] of the Bild Dakota scholarship applications for seniors fall is the

[8:21] time to begin work on these programs with the school district

[8:36] historic preservation I submitted a a memo of

[8:40] notification that was requested from Bob Jr uh about a month ago it entails our

[8:46] efforts to assist in refurbishing and maintaining our Historic downtown

[8:50] Sandstone structures there were many CR questions that I had to leave blank such

[8:55] as what buildings would need to come down in what order and in what year if

[8:59] we cannot find appropriate funding Bob Nelson Jr is working to fill in the

[9:04] blanks on that letter I'm currently helping a resident owner of one of our

[9:09] downtown buildings s in an application for the out of Deadwood Grant fund which

[9:14] the next cycle comes due in January of

[9:20] 25 FAA report and Business Park progress goed designation I met with the

[9:28] air committee and members of Hot Spring City Council to discuss the results of

[9:33] the FAA findings of how the city acquired the property for the airport

[9:37] the property was part of a land trade so the farm Security Administration could

[9:42] complete a project they were working on Brian shook with FAA sent an email to

[9:48] this effect and stated that the team believes so

[9:52] far that the release of the property can be handled is if the land was acquired

[9:57] with local funds rather than a federal obligation this means we wouldn't have

[10:01] to go through any of the federal reviews the Nea reviews The Arc reviews those

[10:06] kinds of things that are quite time consuming mayor Nelson has sent the list

[10:10] of restrictions to their lawyers for review and a decision will need to be

[10:14] made as to whether the restrictions would be released this will be up to

[10:18] city council I will attend an in-depth

[10:22] training session on land acquisition and Business Park development on August 27th

[10:27] and 29 through the 29th sorry on August 9th I was informed by Jennifer sedma

[10:34] director of West River planning that hot springs was chosen by goed as one of 17

[10:40] designated high impact Economic Development locations with the goal of

[10:45] creating a business park so that dub Tales quite nicely Mayor Bob Nelson city

[10:49] councilman bill lucans and I attended an informational session on August 16th to

[10:55] learn more about what this designation means ener

[10:59] report the data from the final report was very proi positive with the

[11:04] exception of a few complaints about the distances that residents had to walk 49

[11:10] of the 141 um attendees said that they were

[11:14] going to stay an extra night so that was a

[11:17] third several people said they were going to bring their families back for a

[11:22] vacation so that was really good no news the final expenditures during the

[11:27] conference I want you to know that these are margin

[11:31] of error numbers so they're a span of numbers so for food and drinks

[11:38] 3,822 to 5,19 I'm going to skip I've got the

[11:42] whole list of everything but I'm going to skip

[12:23] includes $255 to wandering bison $59 to two Cal

[12:29] scaryy $2,300 to smoking Mexican 665 to Dave

[12:34] the superfood truck $1,330 to the chamber for

[12:42] the extensions half of the chamber bucks and that total amounts to $

[12:50] 5,529 64 those are actual dollar spent so if I

[12:57] take out the margin of error between the total number 34888 to

[13:03] 50564 what the report showed with that amount

[13:09] 5529 was $4 48,2 5564 now that is of the people who

[13:16] reported that's the actual number that they got before they factored in the

[13:20] margin of error any questions about that and that

[13:25] was just for two days worth of conference that was less that was $26 2

[13:30] yes not two days remote women's group in late spring

[13:34] I formed a masterminds group for female workers with remote positions we've met

[13:39] five times over the summer and we've helped each other work through some of

[13:42] the barriers and challenges of working at distance from other employees and

[13:46] offices will also be exploring the possibility of a local project Health

[13:50] conference I've applied for a scholarship to cover the cost of travel

[13:53] and hotel for the creating Healthy and Wealthy communities workshop on October

[13:59] 1 and two presented by the South Dakota Department of

[14:23] it's given the size of the city staff and the the

[14:29] already very significant workload I don't see how we could do what you're

[14:51] did also include the hospital part the old hospital in addition to the castle

[14:57] the old hospital not just the Castle Manor

[15:00] right and then building one is up at the state that's

[15:03] home we it's a fantastic building I would

[15:08] love to find someone to convert it into Apartments Andrea recently in the news

[15:14] it talked about uh $3 million being brought to the Black Hills and hot

[15:22] springs being one of the recipients of some of the funding for housing uh can

[15:28] you enlighten on that can so Black Hills area Community

[15:35] Foundation approached us about forming a housing

[15:40] committee and it's been over a year ago it was in the fall of

[15:47] 23 and we were the first group to complete

[15:52] it and they had not applied Black Hills Community area foundation had not

[15:59] applied for3 million in federal funding yet they did this with the help of

[16:04] Senator rounds they got the funding on the first

[16:09] try the funds will be used for low interest interest loans for developers

[16:14] to do housing and the housing has to be for

[16:18] folks who are 80% of Ami and Ami is a funny funny number

[16:25] because 80% of Ami for one one single person in Far rer county is about

[16:32] 50,000 for two people it's about [Music]

[16:38] 57,000 for three it's about 62 so if you have kids you get about 6,000 more

[16:45] dollars accredited so it really diminishes as the number of people in

[16:51] your household goes up so it's uh it'll be interesting how it's

[16:57] utilized but we decided as a a committee as a housing committee to go ahead and

[17:04] participate in the event that we would needed in the future we at least wanted

[17:08] to have a place at the table okay does that answer your

[17:18] getting funding and grants for how come we don't have private investors how come

[17:22] we don't have real estate Moguls coming in and looking to develop on their own

[17:26] with why do we have to rely on government

[17:35] are we friendly to entrepreneurs are we friendly to business people how come we

[17:39] why do we have to rely on grants for housing why can't we

[17:42] get you know just regular developers coming in and buying land and dividing

[18:01] okay the state loves loans and they like 50 match loans too

[18:07] um so one of the developers that I had come and look at building one and Castle

[18:15] Manor works for a company that's in Rapid in sou Falls in Minnesota and

[18:22] Wisconsin and he told me that labor and materials costs are 30% higher in Rapid

[18:29] City in the Hills than they are in those other two states and the eastern part of

[18:34] South Dakota I know that's not a complete answer right okay so it's it's

[18:40] just it's just a little more expensive to do everything here in the Black Hills

[18:44] yes okay it is and refurbishing a building has its own set of I'm sure you

[18:51] know is okay are there any any prospects for manufacturing technology anything

[18:58] that like pays a like a wages for a family afford to live here like a

[19:03] family yeah um there are and uh the issue will be

[19:09] finding a place to put them and building the infrastructure and

[19:15] capacity for any of those companies who would like to come here I get rfis

[19:20] requests for information on a monthly basis sometimes

[19:25] several a week it it just depends on the year and one of the things that I find

[19:30] interesting that people don't know about hot springs in farer County they always

[19:35] want to be within 10 Mi of I90 well guess what 79 is a super highway too you

[19:42] can access that thing with a double semi anything you want but people just don't

[19:48] know it so they never request that in their

[19:52] rfis and that's probably something that we need to rectify and I think that was

[19:56] part of the reason we were included in this 17 communities as a potential high

[20:01] impact Economic Development Area because they came down and saw what we had in

[20:08] terms of Transportation options and we also have a rail railroad

[20:13] that runs two two railroads so it's a matter

[20:19] of making the investment on the front end to host those people and I don't

[20:25] mean through incentives I just mean being able to house the business being

[20:31] able to house the manufacturing operation or the research operation we

[20:37] don't have that capacity yet all right okay thank you

[20:49] building one and we've been talking about it for a while and the the folks

[20:53] that uh initially put together a great plan

[20:56] financing was a problem for them are they kind of out of the picture anymore

[21:01] no not necessarily um those folks have a a deep

[21:05] love for that building and they're hoping that the interest rates go down

[21:09] still the financing with them then yeah it's still a financing issue okay the um

[21:14] airport property that you talked a little bit about FAA and everything uh

[21:18] we need to sit down and have a little more detailed conversation about that

[21:23] yes and then the energized conference I appreciate you uh sharing the dollar

[21:28] figure for our budget meetings um I did share

[21:32] with Council the um uh email that Rachel I believe sent

[21:38] out yes uh so they were aware of some of that information but for you to share it

[21:42] publicly that $48,000 came into the

[21:46] community uh with a two-day conference uh and all of that was possible by

[21:51] Council thank you for uh making the the MU Center available at no cost and I yes

[21:58] thank you and thank you to all the city C council members who helped me uh bring

[22:04] that together it was really very easy and fluid and went quite smoothly so so

[22:11] she says she makes i' do it again she makes it look

[22:16] easy and we had many many compliments on our town on the Mueller Center people

[22:22] were shocked in the town the size of 3,800 whatever we are right now has a

[22:28] facility that can handle this many people in

[22:31] seats with a theater venue like this there there was nothing but compliments

[22:37] for Hot Springs we we underestimate ourselves and that was in the midst of

[22:43] all of the construction as well yes so again thank you um you're the the

[22:51] reason that energized conference came to Hot Springs and thank you Council again

[22:54] for recognizing that U it it was a a good thing to do to make theer Center

[22:59] available to have that many people come app thank

[26:20] change so this one for 18,000 um you recall a couple of meeting

[26:27] number of meetings ago when um Council you approved um funding to do a

[26:33] distribution study throughout Hot Springs to make sure that we had uh

[26:37] adequate size lines to get water especially to the um Southwest side of

[26:42] town where the U Martin tract is being developed and ideally um some homes uh

[26:49] in relation to F Health System so we're just looking at all of the distribution

[26:54] system um and found out that we're we're great there so the other side of that is

[27:00] um do we have capacity do we have the supply and that's what this particular

[27:05] one is doing is um doing the necessary work to uh design of piping layout for

[27:12] Evans uh well pumping tests so they're going to go in and um design the the

[27:19] necessary changes to the to the piping out there and conduct a capacity test

[27:24] from the Evans pump pumping station to make sure we have enough water and that

[27:28] one is going to be 18,000 uh what I highlighted in the U

[27:35] the contract and design of piping layout for Evans well pumping test provide

[27:40] proposals uh to the city of Hot Springs with a uh

[27:45] ae2 s's recommendations uh attend the pumping

[27:49] test and collecting data throughout the test

[27:54] so that's what this particular amendment's for

[27:58] and if I recall right or remind me if I'm right um all this started because we

[28:04] wanted to be able to get on the state's uh list

[28:12] for grants for the new um tank to store all the water in for that part of town

[28:20] right well that that's certainly part of it as far as the uh our water master

[28:24] plan uh identifies you know our current condition future needs um right so all

[28:32] of this surrounds that is what got it going we've known for a number of years

[28:37] that we need to have it updated and we started two years ago maybe yes three

[28:41] years ago with with the initial conversations and we're taking the

[28:46] necessary steps to get everything wrapped up and I guess the only thing I

[28:51] would either remind Council or inform councel

[28:55] is this amendment is for a2s engineering work they'll go out and they'll identify

[29:04] the contractors and such this does not cover the actual contractor work that

[29:09] modifies the piping so that the pumping test can be conducted so there will be

[29:15] another charge

[29:18] once they have done their work or part of their

[29:24] work so we're spending a lot of money up front just to be on a list to get grants

[29:29] um and for a plan we can't build anything if we don't know what we need

[29:32] to build it's a very necessary the water

[29:37] the water master plan is is is a critical document for us

[29:42] to to do anything as and we have to have grants to do anything we can't build a

[29:49] one or two or three million gallon tank on our own so that would be mostly

[29:54] funded from uh by grants and so we can't even apply for those grants until this

[30:00] water master plan is updated and we've got to have this

[30:04] information because this would likely be the water source to fill that new

[30:11] tank so yes it's uh I guess it's our water reality yeah

[30:19] and Travis as you were asking about you know why can't U developers just come to

[30:24] Hot Springs and you know begin throwing up uh homes without grants uh this is

[30:29] the one thing that they're asking the city about is if we come here and we

[30:33] want to put up 10 15 20 homes in a Development Area do you have the

[30:38] utilities uh necessary to support those those homes um we know that uh sewer

[30:46] wise we're fine we found out with the last distribution study we're fine there

[30:51] uh we just need to make sure that we can put enough water into the into the lines

[30:56] this is all necessary to assure develop ERS that uh if you want to come here we

[31:00] can meet your

[32:38] major hazards facing the county as a whole and communities

[32:45] specifically for at least the last two of those pred disaster mitigation

[32:52] plans emergency power generation for critical facilities has been on that

[32:59] and we are finally making progress on getting grants to install those

[33:05] generators and so this is the first step to install an emergency uh backup

[33:12] generator for both the hot Brook pumping station and the wastewater treatment

[33:17] facility uh if you're wondering why hot Brook versus Evans Plunge pumping

[33:24] station uh hot Brook pumping St actually fills the 2 million gallon tank

[33:32] which can then gravity feed the 1 million gallon tank so if

[33:37] we as a region suffer a significant power outage that would be the best

[33:43] place to to have emergency power to maintain pumping capacity to keep our

[33:49] tanks fill um I'm looking at Misty cuz what

[33:55] I'm about to say may or may not be correct

[33:58] typically the grants for these types of things whether it's a Homeland Security

[34:04] Grant or uh something else through the state is typically at

[34:09] 90% I thought they were 80 20 or 5050 I think it depend I think they're at least

[34:15] 80% and what I'm about to say I'm kind of

[34:20] guessing at is this engineering study can count as uh

[34:27] what's the term payment in kind or service some contribution yeah anyway

[34:32] this could go this engineering study could probably be used as part of our

[34:39] percentage for the actual installation Grant that's an assumption and a guess

[34:44] and a hope and because it is just a plan this yeah this is just being proposed or

[34:50] again just engineer PL not any and if I remember correct you are

[34:56] right it is a 20 if I remember correctly and

[35:02] so you know these are not cheap pieces equipment I I wish we could go down and

[35:07] buy a uh a pull start generator with a plugin

[35:13] but this is you know installing new switch gear and the tanks and the

[35:18] foundations and so there is a lot of engineering that goes into it I was

[35:22] concerned with how long the plans were good for knowing what we're facing in

[35:26] these two funds and they're good not forever I mean t

[35:31] out with it but for a good long time so if we can't get to these projects

[35:36] because you don't get the first round grant funding or something um
