[42:00] property in the McKinleyville area to
[42:01] mixed-use in adding the McKinleyville
[42:02] Towncenter Q-qualifiedCombining zone.

[42:16] of the Board of Supervisors, John
[42:17] forward with the planning and building
[42:18] department.. Before I begin the
[42:21] presentation, just want to give a
[42:22] little bit of a proceduralDiscussion
[42:24] about public comment.So all the public
[42:27] comment that was receivedBeforeOctober
[42:30] 15(INAUDIBLE) with the board report
[42:37] that was published, Anything after that
[42:42] Was presented through theClerk of the
[42:46] board's office and is attached to, In
[42:53] the legistar file and is there. There
[42:54] were some subsequent comments that were
[42:55] received, and those you have on the
[42:56] dais this morning.So with that, I'm
[42:58] going to give a short, what I hope will
[43:01] be somewhat short presentationOn the
[43:04] TowncenterAnd
[43:05] >>I forgot to say one thing. Public
[43:14] comment is two minutes today, not
[43:15] three, and that will be for everyone. I
[43:17] really just if you have something to say
[43:21] , Please do, But it can get a little bit
[43:34] , You are welcome to say I agree,
[43:35] disagree, and you don't have to utilize
[43:36] the two minutes. I just want to put
[43:37] that out there. So thank you.

[43:55] beIn the work mode. This is a
[43:59] presentation onThe McKinleyville
[44:02] Towncenter,The things that I will go
[44:07] over briefly are the development of the
[44:08] ordinance, The Towncenter ordinance
[44:11] itself, the IR, the issues that seem to
[44:15] be of most concern to the public and
[44:17] then discuss the
[44:18] recommendation.
[44:22] First, I want to start by saying this
[44:23] is a process that started in 2019, the
[44:24] McKinleyville municipal advisory
[44:25] committeeIs created to collect
[44:27] informationThat's important to the
[44:30] community and provideRecommendations to
[44:33] the Board of Supervisors. So these are
[44:35] the currentIn past members and past
[44:38] chairs of theMcKinleyville municipal
[44:42] advisory committee, and they have
[44:47] worked tirelessly to bring this to this
[44:48] point.And there are members of the
[44:59] public, too, and I was afraid that I
[45:00] missed somebody, so I didn't try to name
[45:05] all the members of the public that
[45:06] participated in this, but there have
[45:07] been people who have been there every
[45:10] step of the way and it's so appreciated.
[45:12] So the McKinleyville town center comes
[45:17] out of the McKinleyville community plan
[45:18] to establish unique identity for
[45:19] McKinleyville that needs to be viable,
[45:24] a focal point for the community where
[45:25] social community interactionCan be
[45:26] conductedAnd it's identified as an area
[45:30] of mixed land usesWith encouragement
[45:33] for bicycle and pedestrian travelAnd
[45:35] also conveningConvenient automobile
[45:40] access. Some of the topics thatWere
[45:42] discussedIn great detail or how to
[45:47] address wetlands, It started off
[45:50] wondering whether not the definition
[45:54] should be modified within the community
[45:55] plan, that was ultimately decided by
[45:59] the bitmap they would not make the
[46:00] recommendation to do that, the town
[46:05] center also would be subject to the
[46:06] single parameter weapon requirement,
[46:07] spent a lot of time developing a
[46:08] pedestrian network, So there is a
[46:11] complete pedestrian connectivityBoth
[46:15] east-west from the McKinleyville Avenue
[46:19] all the way over to Pearson Park and
[46:22] there is a connection proposed linking
[46:26] the midtown trail and also pedestrian
[46:27] connectivity along central. So these
[46:29] only, The concept went from having
[46:33] individualAs Olds to zoning the entire
[46:37] Cal center mixed-useWith specific
[46:52] overlays on addressing how to deal with
[46:53] that. The building design is base code
[46:57] and that was something that was done to
[46:58] try to create more of an urban downtown
[47:01] feel with commercial uses on the first
[47:06] floor residential above that and then
[47:08] the road design, I know, it's going to
[47:13] be the big discussion today which was
[47:14] how to address central Avenue. There
[47:16] are policies within the McKinleyville
[47:17] community plantTo address pedestrians
[47:21] crossing central and so theUltimate
[47:27] what's been called the road diet is a
[47:28] function that came out of that.
[47:31] So this is an areaIdentified with the
[47:36] McKinleyville community plan is being
[47:37] the town center.And what is being
[47:40] proposedIsThere's one project that's
[47:45] actually proposed, That's the life plan
[47:48] Humboldt project, that's the area
[47:50] outlined inPurple south of Hilton. So
[47:57] the proposal is to sold basically the
[47:58] entire property mixed use, And so there
[48:02] would be one, been sold throughout the
[48:05] entire town center and that would be
[48:08] mixed use and that would be modifiedIn
[48:11] the Q Zone would have uses that are
[48:15] broken up like this, there will be a 14
[48:16] acreWetland on the Western end of the
[48:19] property, That is described wetland
[48:28] conservation preservation re-creation,
[48:29] part of that will be to retain halfOf
[48:33] the growth that exists there, so
[48:34] there's a little bit of flexibilityWith
[48:37] respect to the where that goes with the
[48:42] idea is to retain the Spruce Grove that
[48:43] exists there, because that is kind of
[48:46] identifying landmark of the landscape.
[48:52] You'll notice the public facility which
[48:53] is also encourage within the community
[48:54] plan is retained at Pearson Park, that
[48:56] also includes the library, Azalea Hall,
[48:59] the Sheriff substation. In the
[49:02] community center. The are three seems a
[49:05] little out of place, but the reason for
[49:11] that is that's where the Thunderbird
[49:12] trailer park is that there was a desire
[49:13] not to create the trailer park is being
[49:16] a nonconforming use. So the Arthur
[49:17] resultingBasically it's retained for
[49:19] that location.The IRR was prepared to
[49:27] evaluate the impacts of implementing
[49:32] the town center and that would be
[49:33] looking forward to actual construction
[49:34] becauseThe objective here is to have
[49:37] the actual construction of buildingsTo
[49:42] be ministerial, there may be a need for
[49:43] discretionary permits such as related
[49:44] to obtaining permitsTo relocate wetlands
[49:48] . So the EIRIs both programmatic but
[49:52] also provides environmentalSite
[49:55] clearance for future developments, And
[49:58] it alsoClearly would include
[50:05] (INAUDIBLE). In the EIR, there were
[50:08] Impacts that were identified as being,
[50:17] There was no impact or less than
[50:18] significant impact without mitigation,
[50:19] those are shown in white, there's less
[50:20] than significant after mitigations
[50:21] provided, those are shown in yellow,
[50:23] and there was one significant
[50:26] unavoidable impact and that was related
[50:28] to theTraffic noise along the railroad.
[50:44] The concern there wasn't that it
[50:45] exceeded 60 DV, which is the adorable
[50:46] plan bubble allowable, it's that it
[50:47] increase the overall noise by more than
[50:48] 5 dB, up to 7 dB.Due to the fact that
[50:57] it's already a low-speed mode there
[50:58] wasn't really, and the homes of the
[50:59] Northside face onto theStreet, there
[51:00] wasn't the ability to provideSound
[51:03] attenuation there, soIt was deemed to
[51:07] be a significant unavoidable impact.
[51:15] One of the interesting thingsThat
[51:19] confuses people, we are in an area "Heir
[51:22] of the environmental quality actTo
[51:28] evaluate level of service, it's now
[51:29] based on vehicle miles traveled, and
[51:33] since the project is so focused on
[51:34] pedestrian and bicycle in transit, It
[51:36] really is a self mitigating project and
[51:41] the impact was determined to be less
[51:42] than significant.The central Avenue
[51:44] laid reductionHad no SQL impact. There
[51:53] was, and I will talk about this a
[51:54] little bit more later, there was an
[51:55] operational analysisThat was done
[51:56] through the projectThat was separate
[51:58] from BNT, and that is also includedAs
[52:04] an appendix to the EIR.
[52:07] So we did examine a couple of
[52:13] alternatives, what is the project
[52:14] alternative, that always has to be
[52:15] evaluatedWithin a reduced scale
[52:20] project. One thing that is a concern
[52:21] for some people is the amount of
[52:22] development that could be allowed. I
[52:32] will go into a little bit more detail
[52:33] about that but what the EIR did was
[52:34] evaluated the theoretical maximum that
[52:35] could be filled so whatever happens out
[52:36] there would not exceed that, So that's
[52:37] not, those aren't regulatory numbers.
[52:44] The Micmac recommended building with
[52:45] the project as proposed rather than
[52:46] trying to reduce itPrimarily because
[52:48] there is a need for housing within the
[52:49] communityAnd with in Humboldt County.
[52:54] The ARR, the draftWe received 28 letters
[53:00] , Most of them came fromIndividualsWho
[53:05] commented on the document. There was
[53:13] one letter from state agency, one from
[53:14] a local agency, one from the
[53:15] nongovernmental organization.And so the
[53:17] final EIR includes the DE IR, it
[53:22] includes the changes that were madeTo
[53:24] the EIR and responding to the comments
[53:29] and in response to comments.There
[53:36] We did include some responses.related
[53:42] to the IR but focused on ordinance
[53:43] requirements, just wanted to explain
[53:44] why that's notSomething that the IRS
[53:49] going to respond to. I do want to say
[53:50] some of the comments did result in
[53:51] changesTo the EIR and we included those
[53:55] here. What was just included an updated
[54:01] cross-sectionIn the DIR, But we updated
[54:11] that with the new exhibit, we modified
[54:12] air quality mitigation. We also
[54:16] modified some of the biological
[54:17] resource mitigationPrimarily to address
[54:19] the concerns from the Department of
[54:22] Fish and wildlife and then try to
[54:26] address the noise little bit more
[54:27] thoroughly by having a construction
[54:31] noise coordinator and then including
[54:32] the alternativesIn the table to reduce
[54:40] alternatives. Some of the areas of
[54:41] concern you've seen relate to wetlands,
[54:42] Central Avenue, Relate to the amount
[54:49] analyzed in the open space, I will go
[54:50] through those briefly. The first one is
[54:51] related to wetlands and the concern with
[54:54] Policies 14 and 15 within the community
[54:57] plan.And that policy says up on
[55:02] existing parcelsShall be permitted.And
[55:08] one of the things that you will see is
[55:10] that there are actuallyFive existing
[55:15] undeveloped parcels that these policies
[55:17] would apply toAnd for thoseOur existing
[55:30] four of those are existing parcels
[55:31] since the community play. That would
[55:32] clearly be under policy 14 which allows
[55:33] Impacts of the wetlands provided they
[55:36] are mitigated. Policy 15, then, is the
[55:40] one that becomes a concernPeer and
[55:47] since no land use or development shall
[55:48] be permittedWhich degrade the wetland
[55:53] for distract from natural resource value
[55:57] . So the life plan Humboldt parcel was
[55:58] subdivided since adoption of the
[56:02] committee plan. So it is clearly
[56:03] subject to policy. One of the things I
[56:08] would point out, the reason I put this
[56:09] in different colors is if it said no
[56:11] land use or development shall be
[56:12] permitted wetland areas of newly
[56:15] created parcels, that would beVery
[56:18] clear, but it doesn't say that. It
[56:22] provides a modifier there which degrade
[56:23] the wetlands or detract from the
[56:26] natural value of the staff report and
[56:27] the findings, there's a great amount of
[56:29] analysis describing whyThe life plan
[56:32] humble is consistent with that.
[56:41] So I probably just went through this
[56:43] fast, I will just skip over that.One
[56:49] concern is the amount of development
[56:50] allowed, And it evaluates the
[56:58] possibility of 2650 units in 25 volumes
[56:59] per acre, and evaluated 106 acres. The
[57:06] total town center is 134 acres, so
[57:07] obviously Pearson Park was subtracted
[57:11] out, the public facilities were
[57:12] subtracted out with that basically
[57:13] leaves 54 acres undeveloped which would
[57:16] be about 1350 units, life plan Hubble
[57:19] is already developing propose to develop
[57:23] and they are at 144 unitsThey
[57:28] developed a 25 units per acre they
[57:29] would have 211 units.The area upon
[57:35] Pickett where it says 4.3 acres up
[57:36] there and kind of the(INAUDIBLE) color,
[57:46] that was a more recent modification
[57:47] that Micmac made a recommendation on,
[57:48] the property owner there wanted10 years
[57:52] to the acre, so what was proposed there
[57:53] is about 43 units, Making it 64. You
[57:57] can see the EIR was very conservative
[57:59] in the analysis. It probably won't ever
[58:06] reach the 2650 units. In order to do
[58:07] that, areas within the town centerWould
[58:10] need to be redeveloped.There would be
[58:15] the existing development that would
[58:16] need to be redoneAnd redeveloped under
[58:18] the town center.
[58:23] Another concern was space, the
[58:27] ordinance requires 3% of undeveloped
[58:29] property to be devoted toSome sort of
[58:31] open spaceWith a minimum of one site
[58:37] being at least 20,000 ft. . In this,
[58:41] the open space can be combined into one
[58:44] area or it can be spread across the
[58:45] properties, And so the 54 undeveloped
[58:48] acres would be about 1.62 acres. The
[58:55] Micmac the last meeting that they held
[58:56] was somewhat split, Some were open to
[58:58] the idea of looking for more than
[59:02] 20,000 ft. , others thought that1.62
[59:06] acres was really what dictates hereAnd
[59:09] they were fine with the language as is.
[59:14] So I am not going to read all this to
[59:15] you, The other concern is related to
[59:21] parkland and the way that parkland and
[59:23] is currently addressed within
[59:24] McKinleyville is that there's an option
[59:28] to either dedicate or to pay a part fee
[59:31] and then the part fee is usually
[59:32] provided to theMcKinleyville community
[59:34] services District and they develop
[59:38] parks using that fee, we recently had
[59:43] the board approve a request to transfer
[59:44] money to in CSD for the BMX Park, so
[59:48] that's what's in red down there, partly
[59:50] for public parksWhich meet those
[59:58] standards. The development of the town
[59:59] center will be consistent with current
[1:00:00] practice and consistent with what is
[1:00:01] allowed not only in thePolicies of the
[1:00:06] community plan itself but also in
[1:00:08] (INAUDIBLE).
[1:00:13] And then there was a comment about
[1:00:15] TraditionalVillage form, and there is a
[1:00:29] river reference to that, these are the
[1:00:30] actual languages from the guidelines,
[1:00:31] to assure a traditional village form,
[1:00:32] to avoid the strip shopping center look
[1:00:33] . So which is the driving focus here?
[1:00:36] Is it trying to define what a
[1:00:37] traditional villageIsOr is it to stay
[1:00:44] away from the standard strip shopping
[1:00:45] center look? That's really what the
[1:00:51] objective of the Q Zone, the Towncenter
[1:00:52] ordinance is intended to do is create a
[1:00:53] very walkablePedestrian oriented feel,
[1:00:56] similar to what traditionalDevelopment
[1:00:58] would look likeIn a state where you
[1:01:05] didn't have the tradition or the more
[1:01:06] recent strip designWith parking in the
[1:01:09] frontIn building's behind the parking.
[1:01:18] The big area of concern, Light as you
[1:01:22] are aware, of us that of (INAUDIBLE),
[1:01:26] so this is what the McKinleyville
[1:01:30] Municipal advisory committee ultimately
[1:01:31] recommended approvalAnd this would be
[1:01:33] three lanes. There would be in North
[1:01:35] Lane, Southlake, center lane. There
[1:01:42] would be a buffered bike lane, and then
[1:01:43] there would bePedestrian sidewalk
[1:01:50] adjacent to the buildings. One of the
[1:01:51] things I think is important to
[1:01:52] understand about this drawing that is
[1:01:53] accurately presented is that theCode
[1:02:01] looks to place buildings at the back of
[1:02:02] the walk so you have more of a town
[1:02:03] center kind of feel. So shop frontsWith
[1:02:07] residences,Originally there was a tree
[1:02:16] or the room read planner, there is a
[1:02:17] landscape strip there, the Micmac
[1:02:18] realized,There is utilities in this area
[1:02:22] . It would not be good to place
[1:02:25] landscaping there and soThey took that
[1:02:29] out and they wanted to see some kind of
[1:02:38] rock, gravel, some decorative payment
[1:02:39] treatment still keeping the curb, the
[1:02:40] buffered bicycle lane, But with the
[1:02:41] possibility if allowedTo place some
[1:02:46] kind of planter in that area, so that's
[1:02:49] what's reflected there. Obviously, the
[1:02:53] current configuration of the roadIs
[1:02:58] four lanes, and I want to clarify
[1:02:59] something, I heard a lot, I read a lot
[1:03:00] of comments aboutThe thinking that the
[1:03:03] entirety ofMcKinleyville Avenue would be
[1:03:12] In two lanes. So this is drawing, I'm
[1:03:13] sorry for the scale, I could get it any
[1:03:14] largerAnd have it often on a slide with
[1:03:18] the area in origin showing the existing
[1:03:19] two lane segments of McKinleyville
[1:03:26] Avenue.
[1:03:27] >>Are you referring to Central Avenue?

[1:03:33] McKinleyville Avenue is to the west.
[1:03:34] The green areaIs an area that will
[1:03:38] remain four lanes.The blue area is the
[1:03:42] area that would be where the lane
[1:03:47] reduction is. That would be between
[1:03:48] Railroad AvenueAnd hardwood. While I do
[1:03:51] not have the numbers to demonstrate this
[1:03:54] , I do drive this enough to know that
[1:03:59] when you come off the freeway and go up
[1:04:00] over Bella Vista HillAnd come down and
[1:04:02] hit the four-lane segmentThat before
[1:04:08] you even go through the light at the
[1:04:09] shopping center, a lot of people are
[1:04:10] alreadyGetting that right lane because
[1:04:11] the big turning movement is at the
[1:04:15] center Road intersection. And Sutter
[1:04:22] road, that intersection will not be
[1:04:23] affected by this.In fact, just personal
[1:04:26] experience, I was in the Chevron
[1:04:29] station at SutterIn central Saturday
[1:04:37] and was looking to make a left onto
[1:04:38] Sutter to get back on central and there
[1:04:40] were nine cars stacked in the turning
[1:04:41] lane. So the primary turning movement is
[1:04:46] on and off of Sutter there, there's a
[1:04:49] lot of traffic that goesOutsider,
[1:04:52] there's water development. The
[1:04:55] four-lane section within Park would
[1:05:00] Which is also another place where there
[1:05:01] is a lot of traffic that turns off on
[1:05:02] the hardwoodBefore getting into the
[1:05:09] Upper section therebetween heart would
[1:05:15] and redwood. I hope that helps a little
[1:05:16] bit for context, it's not all of the
[1:05:17] four-lane section that would be
[1:05:18] affected.
[1:05:21] Also wanted to say that the planning
[1:05:22] commission wasKind of vexed with what
[1:05:29] to do about this, they were concerned,
[1:05:30] that in order to see traffic jams, they
[1:05:31] don't want to see the communityPut into
[1:05:33] place with traffic solutions that
[1:05:37] nobody likes. So they asked for
[1:05:38] additional studyTo be done. As part of
[1:05:41] the recommendation today. But I do want
[1:05:49] to point out that one of the things the
[1:05:50] Micmac asked for and was provided was
[1:05:54] that there was an operational analysis
[1:05:55] doneFor all the intersectionsAroundThe
[1:06:00] town center.So that evaluated Murray in
[1:06:04] central, It identified and evaluated
[1:06:08] MurrayAnd McKinleyville peer can
[1:06:15] identify the intersections down along
[1:06:19] McKinleyville and down alongCentral to
[1:06:22] Heartwood. And so it did fine, that
[1:06:27] there would be impacts.It did also
[1:06:31] provide what the solutions, the
[1:06:33] improvements that can be made for those
[1:06:35] intersectionsTo maintain an adequate
[1:06:38] level of service. It did not address,
[1:06:44] though, intersections that were outside
[1:06:45] of the city area. So did the address
[1:06:47] somebody turns are being madeIn
[1:06:51] (INAUDIBLE) as school Road. It also did
[1:06:52] notInvolve something that is kind of a
[1:07:02] new topic of discussion that really
[1:07:03] wasn't a topic of discussion with this
[1:07:04] process started which is a possibility
[1:07:05] of havingI hello Road interchange.They
[1:07:10] are lookingAt northbound southbound.
[1:07:16] These options were provided to theMicmac
[1:07:20] and they are also provided to the
[1:07:23] Planning commission and these come out
[1:07:27] Of the McKinleyvilleModality study and
[1:07:32] the one the upper rightWas an
[1:07:34] alternativeThat maintain basically the
[1:07:38] five lane alignment, four legs North,
[1:07:43] four-lane South with a center turn
[1:07:44] lane, it maintainOn street bike paths
[1:07:47] and a 10 foot bike pedestrian path that
[1:07:53] separated from the street on the west
[1:07:55] side of the road.One of the things that
[1:07:59] The Micmac made the comment about, I
[1:08:04] don't know that this was unanimous, but
[1:08:05] there were concernsThe existing bridal
[1:08:10] trail they may be incompatible with the
[1:08:11] code desire to have white sidewalks in
[1:08:15] the retail on the first floor. So that
[1:08:16] wasSix rejected. What was brought up in
[1:08:22] at least one of the letters, it has an
[1:08:28] alternative to the current road that I
[1:08:29] proposed, the other lane reduction was
[1:08:30] reallyNot so much of payment reduction.
[1:08:35] This would also include the bridal trail
[1:08:37] which the Micmac commented on, ButIt
[1:08:43] is a three lane alternativeIn the
[1:08:45] center turn lane withBuffered by Clay
[1:08:48] on each side. SoEven the modality study
[1:08:54] did not recommend approval.
[1:09:04] So the recommendation to the Board of
[1:09:05] Supervisors is to adopt the resolution
[1:09:07] and certify the EIR andAdopt a running
[1:09:13] consideration, adopt the monitoring
[1:09:14] program, adopt a resolution to make all
[1:09:20] required findings for adoption of the
[1:09:21] zoning ordinance and then adopt the
[1:09:22] ordinance to rezone the town center
[1:09:29] mixed use with the Q Zone only late in
[1:09:30] direct any work done in central Avenue
[1:09:31] be done with an updated traffic analysis
[1:09:34] And designed to be presented to the
[1:09:35] Micmac public discussion. With that, I
[1:09:38] am happy to answer any questions you
[1:09:39] might have.

[1:10:37] recommendation was made to the Micmac
[1:10:38] which they agreed to, they service that
[1:10:39] committee to serve asThe place where
[1:10:41] public meetings will be held, or public
[1:10:47] input will be taken anywhere public
[1:10:48] discussion when we had. The first
[1:10:49] couple of meetings or meetings that
[1:10:55] were really not convened as the Micmac,
[1:10:56] they were much larger, we set up
[1:10:57] tables. First we didn't introduction
[1:10:58] and an overviewIn the Azalea Hall, and
[1:11:06] We had maybe 75 people there. Then we
[1:11:07] conducted a meetingBroke out in the
[1:11:14] table for people in the first meeting
[1:11:15] had identified the areas they would
[1:11:16] like to study and talk aboutAnd so we
[1:11:21] Set those and let people go around the
[1:11:22] tables and talk aboutWhat it was they
[1:11:25] wanted to see.From there we got
[1:11:36] sidetracked frankly on wetlands and
[1:11:37] that discussion was the focus for a few
[1:11:38] meetings and we then got intoCOVID, And
[1:11:43] it slowed down a little bit and started
[1:11:44] holding remote meetingsAndDuring that
[1:11:50] timePeople started asking what does
[1:11:54] this look like, what would the
[1:11:59] Towncenter look like, and we actually
[1:12:00] hired a great architect to come in and
[1:12:04] help us do a presentations and develop
[1:12:07] Something representative of what
[1:12:15] form-based code could look like in cash
[1:12:16] loser came and help us with that then a
[1:12:17] blocking study and amassing study and
[1:12:18] even did some things that you can see
[1:12:19] it from different angles and that I
[1:12:22] think help the public and helpedThe
[1:12:25] Micmac understandWhat it was that was
[1:12:29] being proposed here? Got into a
[1:12:31] discussion, the discussion of Central
[1:12:36] Avenue has been up and down and back
[1:12:37] and forth the entire timeAnd soOne of
[1:12:42] the things I want to point out that I
[1:12:43] think some people in the public were
[1:12:48] dissatisfied well with was the abnormal
[1:12:49] allowance for three minutes to speak,
[1:12:55] And so I think some people really
[1:12:56] wanted to have more back-and-forth but
[1:12:57] in order to maintain some sense of order
[1:13:05] , That wasn't allowed for. Went through
[1:13:06] all the items that I put up there on
[1:13:07] the screenAn ordinance was written, and
[1:13:11] then we probably spent, I want to say
[1:13:15] two years going through iterations of
[1:13:18] that ordinance. Staff responding to
[1:13:23] comments including something within the
[1:13:24] documentHaving the public comment,
[1:13:28] having the Micmac comment on it and
[1:13:31] then kind of going through it until we
[1:13:35] Got a finished document, we got a
[1:13:36] stable documentAnd based upon that we
[1:13:38] prepared theDraft EIRAnd then coming
[1:13:45] out of the draft EIR, so subtle changes
[1:13:46] were madeBut nothing that is really
[1:13:50] significant. Ability to bothThe EIR
[1:13:57] with the draft EIR is the final
[1:13:58] diversion of the document back to BRIC
[1:14:02] for their recommendation to the
[1:14:03] planning commission. The planning
[1:14:04] commission received the recommendation
[1:14:05] of the MicmacAnd they consider the
[1:14:09] public testimony, considered what was
[1:14:10] presented May the recommendation to
[1:14:15] adopt the ordinance, certify the EIR
[1:14:16] with no changes.

[1:15:52] of a new project and there's now
[1:15:53] direction to move away fromThe
[1:16:03] standard, which is a big parking lots
[1:16:04] in front and businesses and back.
[1:16:05] This is very much intended to do things
[1:16:06] at a human pedestrian scale.

[1:17:17] degraded wetlands, others of high
[1:17:18] quality ones, mostly they are degraded
[1:17:19] and they will be replaced at a 1.5:1

[1:17:49] members of the public were there on
[1:17:50] that trip, so the biologist did point
[1:17:54] out where there were higher quality
[1:17:55] wetlandsAnd where there were lower
[1:17:57] quality wetlands, And that is really
[1:18:03] what started the discussion around the
[1:18:04] 14 acre set asideThose based upon that
[1:18:05] trailAnd having that discussion.

[1:18:17] about the wetlands issue in the media,
[1:18:21] In social media, etc., were a lot of
[1:18:25] common survey that looters andKill off

[1:18:37] that they are to be replaced at a 1 1/2
[1:18:38] to 1 ratio, so there'll actually be
[1:18:40] more wetlands that exist now in terms
[1:18:41] of acreage and they would be all
[1:18:45] concentrated into what I consider as a
[1:18:46] wetlands expert very high quality
[1:18:49] wetlands complex in the Western thirdOf
[1:18:57] the developable area and furthermore,
[1:18:58] along Heller Road in McKinleyville
[1:18:59] Avenue, this being ditches that have a
[1:19:00] live streamRunning unit year round down
[1:19:06] to the railroad in McKinleyville Avenue
[1:19:07] which makes its way out to Hiller Park,
[1:19:08] Etc.The proposal is to actually pull
[1:19:16] that stream out of the ditches and run
[1:19:17] it through the wetlands complex which
[1:19:27] also has tremendous value to that
[1:19:28] complex in terms of habitat value,
[1:19:29] functionality, and all that. That also
[1:19:30] would provide an opportunityTo fill
[1:19:34] that existing ditch, the drain should
[1:19:35] be rerouted through the complex and by
[1:19:36] filling that ditch, curbs, gutters,
[1:19:43] sidewalks could be added to
[1:19:44] McKinleyville Avenue to complete what
[1:19:45] is the only missing section of the
[1:19:46] sidewalk on McKinleyville Avenue. So
[1:19:50] That also seems to be very positive
[1:19:51] aspectJust to clarify.

[1:24:26] this? I think the planning commission
[1:24:27] suggested that we have a full-blown
[1:24:28] traffic study.

[1:25:16] intersectionsAndSo for the project area
[1:25:23] intersections, that's absolutely

[1:25:31] looking for and interpreting some of
[1:25:32] the comments that were made in the
[1:25:33] planning commission is moreOf a
[1:25:34] systemic McKinleyville wide approach to
[1:25:36] traffic.And that wasn't the purpose of
[1:25:42] that study, But I'm not sure that you
[1:25:47] do something like thatUnless you are
[1:25:51] thinking traffic fees.
[1:25:52] >>Okay,And this doesn't mean to be any
[1:25:58] detriment to anything else, but we did
[1:25:59] a big bicycle lane or whatever on a
[1:26:01] Chennai Street, Which was a pretty
[1:26:04] major aspect, And I don't know what the
[1:26:06] results are.But I live in cotton, I
[1:26:11] travel that 2 to 3 times a day, And I
[1:26:23] have counted a total of 17 bikes. This
[1:26:24] is just me what I drive it, I keep
[1:26:25] track of my pickup, 17 bytes total, 11
[1:26:26] on the sidewalksIn J Street still gets
[1:26:29] a lot more traffic because everybody
[1:26:30] tells me why would you go down H and I
[1:26:35] when you can have J Street with wide
[1:26:36] lanes? I don't know if we can consider
[1:26:37] that a success.I don't see the success
[1:26:47] on one side, my issue is I am afraid
[1:26:48] for their restaurants and residents
[1:26:49] that are going to have another
[1:26:50] experiment that at the end goes, well,
[1:26:53] that doesn't work.

[1:28:02] are just driving through very fast,

[1:28:04] stopping, they are staying, while they
[1:28:05] are staying, they are spending money.
[1:28:06] So many communities are making that
[1:28:07] switch.And so this is something to try
[1:28:10] to get aheadOf a town that has really
[1:28:13] grown upStarted this may be a wide spot
[1:28:21] in the road, and now wants to see a
[1:28:24] town center. So how do you begin to
[1:28:28] create a placeThat is an attraction
[1:28:39] point, that people want to come and
[1:28:40] be.

[1:28:42] center, I have one other question like
[1:28:44] this, with the video littleFinancial
[1:28:48] involvement like we ask of other
[1:28:59] Developments all the way through to
[1:29:00] even wedding venues we want them to

[1:29:03] investment in there? The only other
[1:29:04] thing I ask is54 years ago, I remember

[1:32:50] clarification, was contracted "contacted
[1:32:51] by Caltrans because they are preparing
[1:32:52] to do some retrofit work on pillars

[1:32:59] Highway 101. It dawned on me that if we
[1:33:00] could have a southbound on-ramp and
[1:33:02] northbound offramp at Hiller Road it
[1:33:05] would be a game changer for
[1:33:06] McKinleyville to have that accessRight
[1:33:11] there in the middle of the community
[1:33:12] and directly off filler where the town
[1:33:13] center is proposed to be built. So in
[1:33:15] that retrofit consideration we brought
[1:33:18] the counter is and Tom Manson, public
[1:33:21] works church was there as well as
[1:33:28] Representatives from the CST, it has a
[1:33:29] pipeline day off that bridge crossing
[1:33:31] over and this is a measureThere would
[1:33:39] be no impact to the pipeline, which was
[1:33:40] good to hear. Caltrans was extremely
[1:33:41] excited, the staff there sentWow,
[1:33:49] that's a great idea. The reason there
[1:33:50] aren't ramps right there is because
[1:33:51] it's too close to the school Road
[1:33:52] interchange in terms of there has to be
[1:33:53] a one-mile separationIn terms of design
[1:33:54] parameters for Caltrans, but just like
[1:34:09] for the true that her injury is repose
[1:34:10] and change of to Trinidad which is way
[1:34:11] closer than one while to the Trinidad
[1:34:12] interchange, Heller could get an
[1:34:13] exemption just like the one in Trinidad
[1:34:14] and so they are adding to their listTo
[1:34:15] consider look atDesign parameters, flow
[1:34:16] servers, second editionAnd so I wanted
[1:34:27] to share with the community Caltrans
[1:34:28] thought that was a very good suggestion
[1:34:29] and it would be doable just like the
[1:34:30] interchange and Trinidad has become
[1:34:35] doable. I wanted to clarify that,
[1:34:36] because again having that on an offer
[1:34:37] of right there in the middle of the town
[1:34:40] could be incredible and it can be done
[1:34:41] without taking the land. Would be a
[1:34:42] little moreExpensive to do a bridge

[1:34:56] total wolf "toady "totally feasible
[1:34:57] without taking private property. That

[1:37:05] moving ahead with their interchange
[1:37:06] projects of the Caltrans Highway,
[1:37:07] Arcata is moving ahead with two of
[1:37:08] theirs, to rancheria is moving ahead in
[1:37:09] this day and age Caltrans doesn't do
[1:37:10] that kind of work anymore in the local
[1:37:15] agencies. It's generally the local
[1:37:16] agency that does that so just a word of
[1:37:17] caution on that, that is a game
[1:37:18] changer, I believe, we haven't done the
[1:37:19] traffic study, but that would make a
[1:37:20] very big change in the trafficAnd might
[1:37:21] even mitigate some of the other
[1:37:33] Recommendations that have come up if
[1:37:34] you go with the road diet. That's what

[1:49:00] McKinleyville, we need a safe way to

[1:49:04] McKinleyville. Even if you drive you
[1:49:08] become a pedestrian the minute you step
[1:49:09] out of your car, so please support the

[1:54:20] center. From my recollection of reading
[1:54:21] about this project, this plan was
[1:54:22] largely an addendum to the developer's
[1:54:23] original requestIn life plan. I have
[1:54:24] heard the way it's done, approval first
[1:54:43] , make adjustments. We, the public, are
[1:54:44] asking for adjustments and the
[1:54:45] developer is requesting full
[1:54:46] ministerial control and that is an
[1:54:47] extremely irresponsible plan given the
[1:54:48] size and nature of this project. Please

[1:54:50] question. But justAdded projects,That
[1:54:53] needs to be a new Prague Jack. Humboldt
[1:54:57] County is now considered climate Haven,

[2:01:23] right-hand lane with one of those
[2:01:24] flashing safety crosswalks were two
[2:01:25] teenagers were walking outAnd to my
[2:01:39] horror looked at my left hand mirrors,
[2:01:40] racing forward he didn't see the
[2:01:41] teenagers, they didn't see me and those
[2:01:42] teenagers escape death by a couple of

[2:06:59] discussed, proper town, he needs to
[2:07:00] have an identity. We're not going to
[2:07:01] have a whole town but even Trinidad
[2:07:02] Blue Lake have a sense of identity and
[2:07:04] the road diet is essential to create
[2:07:05] that. I'm convinced that when you do
[2:07:07] thingsIt increases. I strongly support

[2:07:36] grew up in San JoseAnd it's kind of not
[2:07:43] different from humble. It started off
[2:07:44] agricultural and there are some parts
[2:07:45] that try to retain that identity. It is
[2:08:02] (INAUDIBLE) they had a lot of
[2:08:03] congestion and erode diet, 15, 20 years
[2:08:04] ago. Transform the neighborhood and
[2:08:07] people that were initially very fearful
[2:08:08] of it and objected to it have turned
[2:08:11] into huge supporters because it
[2:08:12] enlivened the neighborhood, the
[2:08:16] businesses thrive, restaurants now live
[2:08:17] for places their property values have
[2:08:18] gone up. Other communities in the
[2:08:23] outlying areas all want to replicate it
[2:08:25] , Los Gatos, Saratoga, The east side of
[2:08:34] San Jose, they find it makes for safer
[2:08:35] streets, it makes for, gives a sense of
[2:08:36] identity to the area, And I just want
[2:08:41] to reassure people that it's scary and
[2:08:42] I was initially one of the objectors in
[2:08:43] San JoseAnd I'm grateful not to look
[2:08:45] back on it and seeWhat an incredible
[2:08:50] place it is nowAnd McKinley villas
[2:08:59] trying to achieve something similar.

[2:09:49] get tied up in this EIR?Okay, when I

[2:10:09] safe route to schools, which is been

[2:12:10] Bring 6000 more people, whatever,

[2:12:12] is you don't decrease the roads and the
[2:12:13] size of the road to take care of the
[2:12:14] new 6000 people nearby's got two cars,

[2:12:36] statements improvement in the air. The
[2:12:39] first is from Frank Maguire, his
[2:12:40] famously the north bank road, I've
[2:12:55] worked for (INAUDIBLE) for 25 years, 15
[2:12:56] were in the (INAUDIBLE) Avenue. It used
[2:12:57] to be known as the crash meets because
[2:12:58] there were so many accidents prior to
[2:12:59] the alteration that added lanes north
[2:13:00] and south and the addition of
[2:13:01] stoplights in a bicycle lane. Those
[2:13:02] changes reduce serious traffic accident
[2:13:05] , Sharing to each directional creates
[2:13:14] serious congestion and increase
[2:13:15] accidents from 7 to 9 AM from 330 to 6
[2:13:16] PM,. Accidents will increase. The road
[2:13:33] died is in the midst of (INAUDIBLE).
[2:13:34] This road diet would impede emergency
[2:13:35] response from the fire station and from
[2:13:36] the Humboldt County Sheriff substation,
[2:13:49] there is even a school in the middle of
[2:13:50] the planned area. Traffic from
[2:13:51] businesses and post office which are
[2:13:52] often very crowded are very close to
[2:13:53] the emergency response stations.
[2:13:54] Imagine fire police agencies and
[2:13:55] emergency responders from McKinleyville
[2:13:56] and outlying areasTrying to get through
[2:14:01] traffic during a disaster. Lives could
[2:14:02] be lost. The other one is from Diane
[2:14:03] Eric McGuire, it's similar, I don't
[2:14:04] think I can read it all and get it in
[2:14:05] time, I would like to addThere are many
[2:14:06] of us who do not live in areas of
[2:14:07] McKinleyville that are walkable or bike
[2:14:08] will, the awful Azalea Road, have a
[2:14:11] mountain bike, and he bank, I can't get
[2:14:14] to the town center without aEndangering
[2:14:16] myLife. Fix the other roads first, they
[2:14:22] don't help anybody.

[2:14:50] we surveyed the town of McKinleyville
[2:14:51] in my time there and what we
[2:14:52] overwhelmingly heard was McKinleyville
[2:15:03] did not want to town center, they did
[2:15:04] not want a bunch of high density
[2:15:05] growth, they wanted single-family
[2:15:06] growth and some slower growth. You have
[2:15:07] now shamelessly burned McKinleyville
[2:15:08] for over 30 years with high density
[2:15:09] housing. I left off of Sutter Road,
[2:15:10] turn off of it everyday. Whatever the
[2:15:11] interpretation here is not, it's
[2:15:12] getting more and more difficult to turn
[2:15:13] on the Miro when I come home like so
[2:15:17] many people experience when they did
[2:15:18] shed them to to send of Central Avenue.
[2:15:19] I got trapped on the highway because
[2:15:20] traffic was backed up from hardwoodTo
[2:15:21] Highway 101. Regularly. I felt in
[2:15:23] danger and saying on the highwayNobody
[2:15:36] in this town supports the road diet. We
[2:15:37] understand growth will happen, most are
[2:15:38] against this town center. I have been
[2:15:39] and sat in onMale meetings and they
[2:15:43] disregarded a Lenovo. The committee
[2:15:52] itself is appointed by you.It was
[2:16:02] headed by a Pearson employee. It feels
[2:16:03] like you're not being honest, you're
[2:16:04] not with the honest with the community
[2:16:07] community for Heller Park years ago,
[2:16:08] because you came out and told everybody
[2:16:09] of all also a lot of growth. That is
[2:16:13] not what the town said. It was any of
[2:16:14] you. I know a lot ofPeople in
[2:16:15] McKinleyville, they have been here my
[2:16:24] whole life and they are very opposed to
[2:16:25] this. We understand the development
[2:16:26] will happen, this road diet needs to go
[2:16:27] away.

[2:20:20] Avenue and its shops are part of
[2:20:21] McKinleyville's practical identity and
[2:20:22] using traffic accessIs needed for
[2:20:28] businesses to be successful. A lower
[2:20:29] speed limit and the speed bumps would
[2:20:37] be substantially less expensive than
[2:20:38] restructuring the driving lanes, the
[2:20:39] bicycle lanes need clear and regular
[2:20:40] paintingBudgeted. Some white posts and
[2:20:43] barriers in the crosswalks need more
[2:20:44] intensePainting and signaling.
[2:20:49] McKinleyville hasWalking areas that are
[2:20:53] already here, The Midtown trails
[2:20:59] extended to the south, it would be the
[2:21:00] envy of it is. Passing through the
[2:21:11] developments with tributaries to the
[2:21:12] existing shopping plaza, the CEQA farm
[2:21:13] stand, the hardwood trail and on to
[2:21:14] school Road in the mad River Trail,
[2:21:16] pain trails through the west side ofSet
[2:21:24] town would be family-friendly into
[2:21:25] place for tourists. The new Heller Road
[2:21:26] project is a great example of what
[2:21:28] could be done to many streets on the
[2:21:29] west side of town where roads have
[2:21:31] incomplete walkways and edges. It would
[2:21:38] be miraculous to make improvements for
[2:21:39] bicyclists and walkers on Central
[2:21:40] Avenue NorthOf rail will drive and
[2:21:42] north of Murray Road "railroad. I hope
[2:21:54] there is still time to take a closer
[2:21:55] look at improving existing assets in
[2:21:56] McKinleyville and spend money there.

[2:23:20] Hillard Road that you can go out and see

[2:24:30] ride your bike and you can experience
[2:24:31] what Hilliard feels like, which is a
[2:24:32] nice prelude to what this town center

[2:24:37] of canvassing and there were so many
[2:24:38] people who said we want a sense of
[2:24:41] place, we want the heart of
[2:24:42] McKinleyville and we want a place where
[2:24:45] people feel safe, and is one public
[2:24:46] speaker said, McKinleyville middle
[2:24:48] school isIn the town center. With the
[2:24:55] closing Morris we will get a lot more
[2:24:58] Traffic of children. We wantKids to feel
[2:25:06] Ready to walk and bike to school.As I
[2:25:13] represented this community in this
[2:25:16] endeavor for the last two years, and not
[2:25:24] only looked at our community for today
[2:25:25] but also our future generations and as
[2:25:26] one public member said in the Micmac
[2:25:27] meeting, they said please,Be brave and
[2:25:28] voteOf the central Avenue Road diet.
[2:25:33] Understands coping andI chose to be
[2:25:41] brave and envision a really wonderful
[2:25:42] heart of McKinley well for us in the

[2:26:43] Central, I've written down central many
[2:26:44] times on my bike, car speeding past,
[2:26:45] inches away, I've had to cross two
[2:26:46] lanes of traffic, weight in the middle
[2:26:47] of the street to make a left turn into
[2:26:48] a business with cars and trucks
[2:26:49] speeding by on both sides pulling up in
[2:26:50] front of meOn that turn lane, I have
[2:26:52] also crossed on foot many times and
[2:26:53] been almost hit. It's really not a safe
[2:26:54] and welcoming environment to be a
[2:26:55] successful Towncenter some things have
[2:26:56] to change. I do wish that the current
[2:26:59] naysayers to join the processors
[2:27:00] earlier because my experiences will
[2:27:01] many of the folksWere skipped really
[2:27:04] came around once they learn more. I
[2:27:05] think the planning commission as you
[2:27:07] know recommended adoption of the
[2:27:08] ordinance, Just as the Micmac thenIs
[2:27:17] Central Avenue changes regarding the
[2:27:18] idea of a communitywide transportation
[2:27:19] plan, we support that, but as you know
[2:27:28] there's currently no money for it and
[2:27:29] would take years to develop and I think
[2:27:30] it's important for the county not tie
[2:27:31] his hands in the meantime so we ask
[2:27:32] that if you move for the communitywide
[2:27:33] plan that you take it the action
[2:27:34] separately or making contingent on
[2:27:39] anything in the town center ordinance.

[2:28:18] Caltrans has advised against reducing
[2:28:19] the number of lanes. It's difficult to
[2:28:20] cross the street if you are driving
[2:28:21] your car and someone is going across
[2:28:23] the street and you want to make a
[2:28:26] right-hand turn, you back traffic up
[2:28:33] Waiting even on a green light. So by
[2:28:34] cutting it down there will be no wait
[2:28:35] for a person to keep on going straight
[2:28:36] throughIf someone is trying to make a
[2:28:39] right-hand turn, will back the traffic
[2:28:40] up even further.Additionally with the
[2:28:52] plans to attract more elderly residents
[2:28:53] to the town center, fewer lanes can
[2:28:54] obstruct emergency vehicles, creating
[2:28:55] hazards for those who need assistance
[2:28:56] which would be a death trap. This
[2:28:59] change doesn't benefit McKinleyville
[2:29:00] residents workers or business owners,
[2:29:04] It's unclear who will profit but it's
[2:29:05] definitely not the taxpayers, thank you.

[2:29:37] stated there be two lanes and a turn
[2:29:38] lane. The turn lane is only good for
[2:29:39] turning left, it doesn't help traffic
[2:29:40] making right-hand turns. Merging into
[2:29:41] the trafficFrom a side road would be
[2:29:44] difficult if not impossible causing
[2:29:45] frustration and stupid actions that
[2:29:46] lead to accidents. If youFacts, it is
[2:29:50] stated there were 17,000 people living
[2:29:51] inMac,12,000 people travel from the US
[2:30:03] 101 exchange throughout the day and a
[2:30:04] 24 hour period. 83% of people use their
[2:30:11] cars on a daily basis. There's a 20
[2:30:12] foot public utility easement on the
[2:30:13] easterly side that could be better
[2:30:14] utilized. It did not recommend for
[2:30:15] reduction for Central Avenue but a
[2:30:19] multiuse trail. We only have more
[2:30:20] people in cars, peopleWould createTo
[2:30:25] design "Had to handle heavy traffic.
[2:31:06] There used to be more money put in the
[2:31:07] infrastructure. The keep saying this
[2:31:08] could take 20 years. If they get
[2:31:09] funding it could happen sooner. We feel
[2:31:10] we haven't been heard through this
[2:31:11] process. We get two or three minutes to
[2:31:12] voice our concerns or ask questions
[2:31:13] which we don't get any feedback on.
[2:31:14] They say they have had public workshops
[2:31:15] but in the beginning it was turned
[2:31:16] COVID. In closing I urge the board to
[2:31:17] vote to keep Central Avenue as it is
[2:31:18] currently four lanes and in turn lane
[2:31:19] with McKinleyville being the in the
[2:31:20] county, if incorporated the County
[2:31:21] would be the second largest in the
[2:31:22] county, maybe it's time for us to
[2:31:23] incorporate.

[2:32:17] McKinleyville and directs the
[2:32:18] improvement of wetlands to make them a
[2:32:19] source of improved habitat for wildlife
[2:32:20] in public and facilitates homes and
[2:32:21] workspaces versus promoting ordinance
[2:32:22] for level impact undeveloped areas
[2:32:23] throughout the county.I will jump
[2:32:24] ahead, the district has concerns about
[2:32:25] the road diet given that the potential
[2:32:26] impacts to theDistricts water sewer and
[2:32:34] streetlight infrastructure have yet to
[2:32:35] be analyzed, the planning commission
[2:32:36] made an excellent recommendation that
[2:32:37] the McKinleyville wide sanity be
[2:32:38] Conducted in the road diet be reviewed
[2:32:39] prior to implementation, MCSE should
[2:32:44] also be included in the design review to
[2:32:53] maintain the work on infrastructure
[2:32:54] safely. The McKinleyville community
[2:32:55] services District urges the board to
[2:32:56] certified the EIR and adopt the town
[2:32:57] center as written.

[2:33:17] things wrong with this ordinance.
[2:33:18] Number one, it is writtenMinisterial,
[2:33:32] and if it's approved the public will no
[2:33:33] longer have a say in what happens in
[2:33:34] McKinleyville's town center. This is
[2:33:35] not only unacceptable but it's also
[2:33:36] undemocratic. I think it needs to be
[2:33:37] rewritten. Number two is the road and
[2:33:38] Central Avenue does not needA diet. And
[2:33:46] does not need to go from 5 to 2 lanes.
[2:33:47] The 2013 traffic study showed 15,000
[2:33:48] cards you Central Avenue every day.
[2:33:49] Then using that information, the Micmac
[2:33:58] Work tirelessly with residents,
[2:33:59] business owners, and transportation
[2:34:00] professionals to design the central
[2:34:01] AvenueSafety quarter that we have today.
[2:34:16] The County design ADA assessable road
[2:34:17] crossings in every single crosswalk.
[2:34:18] Every crosswalk at stop lights that can
[2:34:19] beTime to slow down traffic. It was a
[2:34:24] thoughtful community driven process
[2:34:25] aimed at improving safety and traffic
[2:34:26] flow for everyone.In the 10 years since
[2:34:27] his completionThisShow (INAUDIBLE)
[2:34:40] along the entire Central Avenue.
[2:34:41] Changes in violence in two lanes. Given
[2:34:42] the fact that it seems prudentAnd

[2:35:43] time to some of the things, And they're

[2:35:49] lot of good in that plan.The
[2:35:53] underground utilities, the landscaping,
[2:35:54] the, A lot of things are good about
[2:35:56] that plan.It was always of bad design,
[2:36:04] the five lane highway. It is so huge.
[2:36:05] It is difficultTo cross even, it just
[2:36:10] takes time to get across that, it is not
[2:36:15] pedestrian friendly, was bad design
[2:36:16] then and we have enough opportunity now
[2:36:20] , I never thought we would see this, we
[2:36:21] have an opportunity now to correct
[2:36:22] somethingMaybe we didn't do a great job
[2:36:29] on last time. They even took out the
[2:36:30] beautiful cypress trees in those days
[2:36:31] that were traffic calming and they were
[2:36:32] lovely.

[2:36:47] the Micmac to be brave and to prove it.

[2:40:38] believe it was a reason for the four
[2:40:39] lanes, And as a parent, I have chosen
[2:40:49] to stay in McKinleyville and raise my
[2:40:50] child there. We have five schools, if
[2:40:51] you include McKinleyville, excuse me,
[2:40:59] mad River high school, we have a lot of
[2:41:00] parents bring their children daily to
[2:41:01] school, picking them up from school,
[2:41:02] taking in the practice, to games, the
[2:41:03] impact of going from four lanes to two
[2:41:07] lanes would absolutely make things less
[2:41:08] safe in my opinion. There are so many
[2:41:09] carsCertain times of day. I know
[2:41:15] sometimes a day there are not, but as
[2:41:16] was mentioned, Sutter Road is very busy
[2:41:29] . It's almost as if there is a light
[2:41:30] down by Azalea, the amount of cars that
[2:41:31] just flow, it's like they all got a
[2:41:32] green light and they're all coming.
[2:41:33] It's constant. I've seen the backup up
[2:41:34] to Bella Vista hero. There is(INAUDIBLE)
[2:41:42] All lanes are full most of the time.
[2:41:43] I've heard from my FedEx driver, my son
[2:41:50] gets medication that is delivered once
[2:41:51] a month and she said central Avenue is
[2:41:52] the busiest street in Humboldt County.
[2:41:53] Period.A current traffic study I think
[2:41:57] is vital, Maybe a broader traffic study
[2:42:03] the taking into consideration the
[2:42:04] amount of parents, The movement that
[2:42:08] happens in that time. The expansion of
[2:42:13] Sidewalks is great, there's a lot of
[2:42:14] great ideas but keep four lanes, do not
[2:42:15] reduce to two.

[2:42:52] Avenue becauseThis ordinance is the
[2:42:55] last time that the citizens of
[2:42:58] McKinleyville will have any say,
[2:43:05] Officially, about what happens to the
[2:43:06] future of our town, and that sense of
[2:43:07] placeIs very important to a lot of
[2:43:10] people. We reflect many different
[2:43:11] attributesOf who this place is, and to
[2:43:21] me, one of the most important things is
[2:43:22] that we have a space, we have enough
[2:43:23] open space where we can come together
[2:43:24] and experience thatIn the built
[2:43:28] environment. Central Avenue is always
[2:43:29] going to go through the center of town,
[2:43:33] No matter how fast it's going, it's
[2:43:34] just a fact in Pearson Park is on the
[2:43:40] east side, you can't see it from
[2:43:41] Central Avenue, and that's our civic
[2:43:42] area, but the built space on the west
[2:43:43] side, which now will be on the and
[2:43:45] Pearson foundation landIs designated
[2:43:49] only 20,000 ft. minimumAs the mandated
[2:43:59] Public space. I'm asking you to put it
[2:44:00] in, change the ordinance to say at
[2:44:01] least an acre. I have a felt sense of
[2:44:04] the difference between 1/2 acre and an
[2:44:05] acreAndLiving in a rural area I think
[2:44:13] you all do too. So to have a sense and
[2:44:14] build it around, Because the space has
[2:44:23] to be determined before the project
[2:44:24] goes forward if we only have 1/2 acre
[2:44:25] it will never be more. So thank you.

[2:44:52] people came to the MicmacTo voice their
[2:44:56] opinions on many parts of the town
[2:44:58] center, And the letters were read, the
[2:45:04] emails were readAnd what I did was I
[2:45:11] highlighted what I thought was their
[2:45:12] main pointsAnd I did give people who
[2:45:16] live in McKinleyvilleA little more
[2:45:21] priority than people who wrote letters
[2:45:22] who lived in other areasThat shopped in
[2:45:24] McKinleyville, say,And it's pretty
[2:45:32] 50/50, we are pretty much split on this
[2:45:33] issueI was one of those that opposed it
[2:45:39] and then IAfter reading all the letters
[2:45:43] and listening to the commentsI did
[2:45:51] change my mind and the main thing was
[2:45:52] safety. I heard safety, safety, safety,
[2:45:53] peopleWalking along there, are riding
[2:45:55] their bikes along Central Avenue do not
[2:45:58] feel safe, and a lot of people don't
[2:46:01] ride their bikes in the green space,
[2:46:04] there up on the sidewalks.And I am just
[2:46:10] really happy that McKinleyville is
[2:46:11] getting the humble commonsAnd though we
[2:46:15] are housing programs in McKinleyville,
[2:46:20] I think that's two great things for
[2:46:21] McKinleyvilleAnd my biggest issue is
[2:46:28] open space, I don't think we have
[2:46:29] allotted enough open space in the town
[2:46:30] center. This was supposed to be the

[2:49:40] store, And it's all built. When you
[2:49:48] going to go up against that curve?This
[2:49:55] is 80 years, I don't know when people
[2:49:56] start tearing down buildings, take this
[2:49:57] out of itAnd look at what's going to
[2:49:58] happen to it, all the rest of us that
[2:50:04] aren't going to feel safe in her
[2:50:05] neighborhood to because they're making
[2:50:06] it safer on that road. There's a lot of
[2:50:11] room up there to do different

[2:50:47] the '90s, we took that on as a project,

[2:50:52] and I would like to offer up a
[2:50:53] recommendationThat I think might be
[2:50:57] palatable for both sides of the aisle,
[2:50:59] Is thatThe road issue beRemoved from
[2:51:08] the rest of the process for now, And is
[2:51:13] this property is developed to see how
[2:51:15] the impactsAre affectedBy the trafficIn
[2:51:24] the flow of people to and from workIn
[2:51:30] the seniors and the kids and the horses
[2:51:31] and whatever else you're going to use
[2:51:32] on the property, The roadway there, I
[2:51:33] thinkTwo easy fixes right now would be
[2:51:39] to as Dennis Mayo said do something
[2:51:44] about the sidewalk area, because it's
[2:51:45] pretty old and needs attention,
[2:51:48] Straighten it out, widen it,Get the
[2:51:52] bumps and stuff out of there, and then
[2:51:53] alsoIgnoring the speed limit in
[2:52:05] enforcing it so people aren't driving
[2:52:06] fast, because was going to happen is
[2:52:07] you close it down, the crazy people
[2:52:08] want to drive fast, they are going to
[2:52:09] be going on the back streets and it's
[2:52:10] going to make it dangerous for others.I
[2:52:11] think putting it on the back burner for
[2:52:12] nowAnd road studies and seeing how it
[2:52:14] plays outWould be a good function at
[2:52:32] this point.

[2:53:22] happen in my wife and I both look
[2:53:23] forward to that, we own our home in
[2:53:24] McKinleyville, we do walk across that
[2:53:25] street and you almost have to run
[2:53:26] sometimes, but depends on what time of
[2:53:27] dayAnd I just hope it goes forwardAnd

[2:54:44] the buses that use the road, people
[2:54:45] have to get around those, the trucks
[2:54:46] for those buildings, work in a doctor's
[2:54:47] office and we have a lot of older
[2:54:48] people that are now cutting up and
[2:54:49] going around Holly already. If you take
[2:54:50] it toTwo lane center turn lane, They
[2:54:52] are going to be in trouble.Even though
[2:54:54] they drive really well, The ones that
[2:54:57] need to have alreadyReverse the driving
[2:55:08] that they do. That would make it
[2:55:09] unbearable for this people trying to
[2:55:10] get in and out. The buses that bring
[2:55:11] people fromThe care facilitiesAlready
[2:55:15] have problems trying to get across the
[2:55:16] street. If youIf you have
[2:55:33] bumper-to-bumper traffic there's no
[2:55:34] way. They will be going around hauling
[2:55:35] everything too. I've already talked to
[2:55:36] them about that. There's got to be a
[2:55:37] balance, it's just that we half to find
[2:55:38] it. Doesn't need to go back to Micmac

[3:19:27] is allowed with ministerial approval,
[3:19:28] that's not a change, but a community
[3:19:29] plan identifies it once it's in
[3:19:30] development it says without the special
[3:19:31] permit which would be a discretionary
[3:19:34] permit so it's encouraging not to create
[3:19:36] elaboratePermitting processes as part
[3:19:42] of the plan. But the wetlands would
[3:19:43] require a special permit.There was a
[3:19:48] discussion on affordable housing, But
[3:19:52] the things I told the Micmac was theIn
[3:19:54] order to developIn affordable housing
[3:19:57] program it is really a complicated
[3:20:01] process and should be addressedOn a
[3:20:03] much larger scaleAnd what the Micmac
[3:20:07] directed be doneIs that they would like
[3:20:10] to start that discussionAmongst the

[3:20:19] to the board. So I would anticipate at
[3:20:20] some point in the future that you will
[3:20:21] hear a recommendation from the Micmac
[3:20:22] aboutWhether to adopt affordable
[3:20:28] housing ordinances, inclusionary
[3:20:29] ordinances.And then there was a comment
[3:20:33] that the developer asked for
[3:20:39] administrative approval. This is not
[3:20:40] something the developer asked for. This
[3:20:41] comes out of theCommunity plan.And then
[3:20:47] there was a desire to understand the
[3:20:48] timing of the road diet, And there is
[3:20:52] no timing on that. It really is
[3:20:53] dependent upon financingAnd as I
[3:20:54] mentionedIn my response to supervisor
[3:20:58] Bohn, That is going to have to be
[3:21:03] funded by other than development.
[3:21:05] Because that will be an expensive
[3:21:09] Process to undertake is so there's not
[3:21:11] currently financingFor it, there's not
[3:21:15] Timeline all that, soThe town center
[3:21:18] can begin to developWithout the road
[3:21:21] diet occurring, and this part of the
[3:21:24] decision on the part of theBoard of
[3:21:28] Supervisors today is whether or not as
[3:21:31] you've been asked several times to to
[3:21:34] further the decisions on the road diet.
[3:21:40] I just wanted to also identifyThat it's
[3:21:46] comforting to ask for additional studies
[3:21:47] .But then one of the thingsWith the
[3:21:58] deferred decision that I would
[3:21:59] encourage the board to ask themselves
[3:22:00] this, what would be your tolerance with
[3:22:01] results of the additional study, if it
[3:22:03] came back and said yes, There will be
[3:22:06] diversion of traffic on the streets,
[3:22:13] Would that be acceptable? You've
[3:22:14] already got a study that says that.And
[3:22:19] so if that's something that's
[3:22:20] unacceptable andObviously the road diet
[3:22:23] should not be considered.If, on the
[3:22:27] other hand, there isCriteria placed upon
[3:22:37] The fighting a sense of place, defining
[3:22:38] what the community center looks like,
[3:22:39] recognizing that there will be some
[3:22:42] trade-offs involved, Then those need to
[3:22:46] be the mitigating circumstances.It
[3:22:49] would be appropriate to follow the
[3:22:53] recommendation to do additional studies?
[3:22:55] And make sure thatThe design this back
[3:23:03] to the Micmac and it has been passed

[3:25:16] Of the potential? We are asking for
[3:25:20] what's being talked about his
[3:25:22] storefronts and I thinkWe have that
[3:25:33] same issue that isThe developmentUp to
[3:25:39] the street for would be in place of the
[3:25:42] existing parking thereThen you have
[3:25:49] buildings behind it maybe. What I'm
[3:25:53] getting at is I would like some
[3:25:54] flexibilityTo allow some back-and-forth
[3:26:02] on those access pointsPeople into the
[3:26:07] downtown, be a part of thatAnd in
[3:26:10] exchange for reducing the requirement,
[3:26:14] The parking minimums, make sure there
[3:26:18] is actually some public parking
[3:26:19] available as well of that construct. Is
[3:26:24] that something that can be discussed in
[3:26:25] the future as part of that design work?
[3:26:26] >>I would say that really shouldBe
[3:26:30] involved with a full on additional
[3:26:33] study. One of the thingsThat we backed
[3:26:35] away from was having parking on Central
[3:26:41] In particularly made that decision when
[3:26:44] our traffic consultant said if you
[3:26:48] wanted to slow traffic down put parking
[3:26:49] on Central and it was like okay, I
[3:26:51] don't want to go that far.
[3:26:53] >>What I'm getting at is for deliveries
[3:26:58] and other things like that, we're going
[3:26:59] to have to make sure there is at least
[3:27:07] Career, services, I'm just trying to
[3:27:08] figure out how this will work. I will
[3:27:09] let you guys work that out, I get it.
[3:27:11] I'm thinking about so many places where
[3:27:12] I have seen, I just want to put out
[3:27:14] there there's a great book, install
[3:27:21] called confessions of a recovering
[3:27:22] engineer, I recommend everybody read
[3:27:27] this even if you're not an engineer. It
[3:27:28] speaks very clearly to the construct of
[3:27:31] And especially in sort of theAmerican
[3:27:36] experience of the idea that more and
[3:27:41] wider roads bring you prosperityAnd it
[3:27:46] does a pretty amazing deconstruction of
[3:27:47] that constructAcross a lot of various
[3:27:56] Landscape in townAreas and cities as
[3:28:00] well.It's really, It just it speaks
[3:28:09] very much to why we see the term road
[3:28:13] diet, we can make more popularize, that
[3:28:15] sort of thing, when I looked at this
[3:28:18] Project or I guess what you call it
[3:28:20] this Q Zone, The first thing I did
[3:28:25] actually was when I dove into this
[3:28:26] questionOf the road Diane I basically
[3:28:41] made a pretty comprehensive searching
[3:28:42] road diet failures. What are road
[3:28:43] dial "road diet failures? Where is that
[3:28:44] happening, where is that usually
[3:28:45] occurring? I can tell you that there
[3:28:46] are less failures than there are
[3:28:47] Successes that you see in the studies
[3:28:52] but in general the failures tend to
[3:28:53] occur if there's a threshold of 20,000
[3:28:54] Trips a day, it's about where they
[3:28:58] begin to occur or whereThere are
[3:29:04] certain cautions and design parameters
[3:29:05] you might have to think about in terms
[3:29:06] of that. That's moving into, That's
[3:29:11] almost double what we are talking about
[3:29:12] here.In this space. The other example,
[3:29:17] the other thing I always think about
[3:29:20] when I look at proposals like this is
[3:29:25] if the existing condition was as what
[3:29:26] is being proposed today, if sort of the
[3:29:29] vision was created and actually existed
[3:29:34] like there was the three lanes, the
[3:29:35] center lane and the turn lanes and
[3:29:36] there was nice street skates and there
[3:29:38] was buildings up to the corners, Would
[3:29:42] we be proposing toDo what's there today
[3:29:46] ? LikeWould we be sitting here today
[3:29:53] like what really needs to change, we
[3:29:54] need to remove those buildings, pull it
[3:29:55] back, I don't think we would be doing
[3:29:56] that.That generally helps meSort of
[3:30:01] trying to figure out whether we are
[3:30:05] moving in the right direction or not,
[3:30:06] if it's perfect or not, it's a whole
[3:30:11] another, I think whether we have
[3:30:12] certain criticisms and details of that
[3:30:13] but in generalAnd sometimes it does
[3:30:14] take time and in deference to
[3:30:19] (INAUDIBLE), he's right, it takes time,
[3:30:21] that is not, Things do not happen
[3:30:25] magically or immediately, that's real.
[3:30:30] And if we are going to decide to move
[3:30:31] forward with something like this,AsThe
[3:30:34] institutionGovernment, We are not, they
[3:30:38] are not, We are the planningAnd body for
[3:30:43] McKinleyville, Good or bad, and I think
[3:30:50] that that's the commitment that we
[3:30:51] make today, even if it's a split vote,
[3:30:53] whatever that is,If that's the direction
[3:31:01] That we have to support it, that's what
[3:31:02] I'm getting at, we have to provide the
[3:31:03] resources to do thatAnd then understand
[3:31:07] that the expectation is it brings value
[3:31:12] , Not just cultural value, safety value
[3:31:13] but economic valueTo that area. SoYes,
[3:31:24] Did I mentionLike a place I was
[3:31:29] thinking about is like Fort BraggAnd if
[3:31:35] you drive through Fort Bragg the
[3:31:36] highway narrows down to two lanes and
[3:31:37] it goes through, it winds up to four
[3:31:43] lanes for just a little while, but if
[3:31:44] you look at the difference between
[3:31:45] four-lane section and the two main
[3:31:46] section, the 29 section certainly has
[3:31:49] some congestion in it. But it also has
[3:31:52] the thriving storefronts and it has a
[3:31:53] communityThat's doing all kinds of stuff
[3:31:57] and I just can't imagine askingFort
[3:32:01] Bragg to widen that out to four lanes
[3:32:05] in that spot if somehow that would make
[3:32:06] that community better. And if you
[3:32:11] compare that to the section where they
[3:32:12] did widen it out to four lanesDown on
[3:32:14] the south end of that town, You are
[3:32:24] like the ticket running across the road
[3:32:25] there, it is really dangerous, the
[3:32:26] community is separated from its
[3:32:27] oceanfront properties, it has this very
[3:32:28] no man's land sort of feel to it in
[3:32:29] terms of, No pedestrians go walking
[3:32:36] from downtown down in that area, they
[3:32:37] just don't do it because it feels
[3:32:38] dangerous and they're not into it.So I
[3:32:40] could name off so many other examples
[3:32:43] of this that I've seen across the
[3:32:46] United States, Especially after you see
[3:32:50] these changes, so in thatI am confident
[3:32:56] That if we do embark on thisThat will
[3:33:00] do it withThe care that needs to be done
[3:33:05] And with the, We have to understand for
[3:33:15] the reasons why we would do something
[3:33:16] like this. Again, it's a safety part of
[3:33:17] this, There's a part about the culture,
[3:33:19] but really there's a strong economic
[3:33:22] BenefitTo making these kinds of
[3:33:29] changes. I also think that when this
[3:33:30] was widened out to four lanes we just
[3:33:31] really were just from a design
[3:33:34] perspective the engineers at that time
[3:33:36] Were just toldA different story. When
[3:33:45] you read about these sorts of things,
[3:33:46] they are sold in full that these types
[3:33:48] of infrastructuresWould create benefits
[3:33:51] that in general are not as, Didn't come
[3:33:59] to fruition in the way that we might
[3:34:00] imagine, especially rural America.
[3:34:01] That's what I have for now.

[3:34:36] that the person who said it's really
[3:34:37] kind of roughly divided down the middle.
[3:34:39] About theThe traffic calming component
[3:34:46] of it, not necessarily the entirety of
[3:34:47] thisZoning amendment.And that includes
[3:35:04] all the many, many petitions and other
[3:35:05] methods of providing information. So
[3:35:06] there really is a lot of diversity of
[3:35:07] opinion, I think I've heard quite a few
[3:35:08] people say everyone feels the way I do
[3:35:09] and I'm here to tell you that not
[3:35:10] everyone feels the same way about it.
[3:35:16] It may be an indication that maybe the
[3:35:17] people you're in community with feel
[3:35:18] the same way but you've got an abundant
[3:35:19] diversity of feedback.SoI want to cut
[3:35:23] or share a few things about Humboldt
[3:35:24] County and our not awesomenessStaff's
[3:35:36] when it comes to roadways.
[3:35:37] Unfortunately, we have, we are fourth
[3:35:38] out of 58 counties in the stateFor
[3:35:42] bicycle collisions in fifth out of50
[3:35:48] counties in the state for equestrian
[3:35:49] collisions. More than twice the state
[3:35:50] average. We are working towards a
[3:35:53] vision zero approach where there are no
[3:35:57] Injuries or fatalities on her own ways
[3:36:02] We're not there yet. Is very
[3:36:04] unmentionable thatIn our work, I look
[3:36:09] forward to kind of keeping in the
[3:36:13] sites, Keithley is very red "Keeping in
[3:36:17] the front of your mind.It's the books
[3:36:26] this deadliest in the state for DUI.
[3:36:27] Some sobering no pun intended stats
[3:36:28] there.So Central Avenue, a couple of
[3:36:34] folks wondered why we are talking about
[3:36:35] are including it in thisZoning
[3:36:41] amendment and it's right in the middle
[3:36:42] of the area we are talking about, it
[3:36:43] bisects it, that is why. When it comes
[3:36:46] to the actual project area or zoning
[3:36:47] amendment area, because projects are
[3:36:51] yet to come, we are just talk about the
[3:36:52] zoning piece of it, andClick the
[3:36:55] infrastructure piece, there were
[3:38:24] (INAUDIBLE) roadways what's front and
[3:38:25] center, An example is given earlier
[3:38:27] about Eureka going from three in this
[3:38:34] case to two lanes and a large part of
[3:38:35] that was to reduce the crossing distance
[3:38:36] for the seniorsIn the high school and
[3:38:43] medicals middle school students at us
[3:38:44] all literally running across the street
[3:38:45] or waiting forA break in the traffic
[3:38:49] that never cameWhen using a mobility
[3:38:57] device. So I take it really to heart
[3:38:58] that these projects are not just about
[3:38:59] the users of theCentral Avenue in this
[3:39:00] case but alsoThose who are crossing.I
[3:39:08] have also worked on a lot of school
[3:39:13] projects in McKinleyville so I
[3:39:14] appreciate people bring those up and in
[3:39:15] the time that I have worked on those
[3:39:16] projects prior to being on this boardI
[3:39:22] got to see the evaluation of roots
[3:39:23] changed during that period of time from
[3:39:25] analyzing what used to be called level
[3:39:26] of service and has other terms, it is
[3:39:30] essentially about how many vehicles you
[3:39:31] can move through spaceTwo reducing
[3:39:34] vehicle miles traveled so the exact
[3:39:35] opposite goalIn evaluating the safety
[3:39:38] of all users in the roadwayAnd I will
[3:39:40] just say with what has been brought up
[3:39:47] about the youth getting to and from the
[3:39:48] school that's within this zoning
[3:39:49] amendment area, that is veryTop of mind
[3:39:52] for me, so we are planning for a space
[3:39:55] that is going to have a lot of youth
[3:39:57] and a lot of seniorsAnd they are not
[3:40:01] all going to be in vehicles, soI am
[3:40:05] pleased to see the process that's been
[3:40:06] undertaken. I support it fully, I am
[3:40:10] here and ready toMove forward after
[3:40:13] hearing about the abundantCommunity
[3:40:15] inputAnd also want to just add that I
[3:40:20] have heard all the input, there's been
[3:40:22] a lot of it, and just because those of
[3:40:24] us in this position, if we don't agree

[3:41:17] design process down the line but I
[3:41:18] would love to hear little bit more
[3:41:19] about that half plus acre of open space.

[3:41:58] opportunity for either that decide to
[3:41:59] do something else where there's a lot
[3:42:00] more smaller open space areas spread out
[3:42:04] through the area and it's not justThe
[3:42:07] and Pearson property, obviously life
[3:42:11] plan Humboldt has an obligation, the
[3:42:15] property has an obligation in that as
[3:42:16] wellAs Pickett Road properties. They
[3:42:19] can either doOn their own, all of the,
[3:42:29] Or they can consolidate it, location,
[3:42:30] that would be negotiated between the
[3:42:31] property owners, So how they want that
[3:42:34] to occur. So really comes, I think part
[3:42:38] of the problem is no oneProperty is big
[3:42:40] enoughThat the minimal requirements be
[3:42:51] an acre on that property. He said it's
[3:42:52] got to be an anchor, you are basically
[3:42:53] saying that one property is going to
[3:42:54] have an acreOf open spaceDedicated to

[3:45:02] understanding of that when I first
[3:45:07] started redwood feels 35 years ago in
[3:45:08] the first location because it had
[3:45:09] wetlands. Yes, we can do that back
[3:45:14] then. With that being said, Life plan
[3:45:19] sounds great and I think it is greatAnd
[3:45:22] I appreciate everybody that split their
[3:45:23] time inAnd it looks like a great
[3:45:25] project for a lot of people, There's
[3:45:28] benefits both for the people that live
[3:45:31] there and things like that, I

[3:48:28] to get on F Street from Oak or any the

[3:48:37] have matching funds are not going to do
[3:48:38] it now the price is going to be so
[3:48:39] expensive but they are still having
[3:48:40] accidentsThey don't call the police,
[3:48:41] they got a fender bender, it doesn't
[3:48:42] matter, There's been some serious
[3:48:46] accidents. I heard one statistic that
[3:48:51] Central at avenue after the change was
[3:48:52] the fifth safestAnd then the fatality,
[3:48:58] I think the one fatality was brought up
[3:48:59] an extremely drunk driver, I believe.

[3:49:02] accidents on Broadway, I don't know, I
[3:49:06] checked, it's been years but I checked
[3:49:10] and there is no incorrigible accidents
[3:49:11] which means people wereEvery day, they
[3:49:14] are crossing the middle-of-the-road.I
[3:49:16] guessYou don't see it if you don't
[3:49:20] drive it, but there are so many
[3:49:26] shopping carts again the get hit and
[3:49:27] everything else they get written up as
[3:49:28] an accident.We put into crosswalks I
[3:49:31] guess there's another one planned, but
[3:49:32] I've had peopleProcess at the Verizon
[3:49:37] store less than 100 yards away at the
[3:49:38] theater.SoI can't support the road diet
[3:49:45] because it is think it's the cart is so

[3:50:59] projects too because there a lot
[3:51:00] willing to move wetlands and everything

[3:51:04] some, I have a lot more faith of the
[3:51:06] peopleOf McKinleyville that have been
[3:51:10] there 40, 50 years in the businesses.

[3:51:21] what, there's a couple people up here
[3:51:22] that got up and spoke that if that plan
[3:51:23] happens there probably going to build it
[3:51:25] But they had let them know that they
[3:51:26] didn't basically approve it. The life
[3:51:27] plan partI think housing for seniors,
[3:51:31] great, I think you guys for adding some
[3:51:32] affordable or low income housing, that
[3:51:33] was nice of you, That's what everybody
[3:51:37] has to do with the county.I hope that
[3:51:40] clarifies it.

[3:52:33] like, so having the thought of your
[3:52:34] daily commuteBe changed and added time
[3:52:39] or have to leave earlier in the morning
[3:52:40] or have to get your kids up earlierIs
[3:52:41] quite a thought, right?But also
[3:52:44] recognize thatWhen you go faster,
[3:52:48] safety becomesNot as, That increases
[3:52:58] safety concerns as well. I've heard you
[3:52:59] guys say about the safetyBy having the
[3:53:07] roads cut down. I also know some tub
[3:53:08] slowing down increases safetyAnd so
[3:53:17] that's, I don't live in McKinleyville,
[3:53:18] it's not my district, I don't go there
[3:53:19] often so I haven't been there and seen
[3:53:20] all that, I really do want to recognize
[3:53:21] that but also like my colleague said, I
[3:53:22] really want to thank everybody for
[3:53:23] their letters and their emails, which
[3:53:25] were really about 50-50For and against,
[3:53:32] the road diet, not too many against the
[3:53:33] McKinleyville center plan but the road
[3:53:34] died itselfWas the biggest concern.
[3:53:39] With that being said, my questions to
[3:53:40] Director Ford are so out of the
[3:53:41] planning commissionIt says that they
[3:53:43] encourage forTraffic study. I have a
[3:53:50] bunch of questions, so it is, to go to
[3:53:51] the lineIf we do a traffic study, what
[3:53:59] would be different in the future than
[3:54:00] what we haven't already done?
[3:54:02] >>I think it would take a look at a
[3:54:03] broader area and look atWhere traffic
[3:54:07] is actually going to and coming from, I
[3:54:09] thinkThere is a lot ofTrafficOn Central
[3:54:16] AvenueThat doesn't necessarily go
[3:54:23] through the town center. Your invited
[3:54:24] roles hope " it drives the whole month.
[3:54:26] To really coming to understandWhere the
[3:54:30] heaviest traffic isAndUnderstandingWhat
[3:54:37] the needs of the community areI think
[3:54:40] the planning commission not only was
[3:54:44] looking at this as an opportunity toDo
[3:54:53] a deeper dive but also look at
[3:54:54] transportation as a whole. So that
[3:54:56] would include not onlyThe road diet but
[3:55:00] it would also includeHow do weAffect
[3:55:07] better bicycle connections?. It's hard
[3:55:18] to get to the town centerFor roads that
[3:55:26] exist because it's really not a good
[3:55:27] place to ride. Beginning to really
[3:55:28] examine all of those things for the
[3:55:29] community.

[3:55:31] study that's currently been done, I
[3:55:32] think there'sThree or four exits off
[3:55:36] the freeway that come into McKinleyville
[3:55:39] ? I know for three for sure.Is there
[3:55:43] five? Predict if you call up to
[3:55:44] If you go all the way up to
[3:55:45] >>I don't know if you know of the users
[3:55:56] that use central Avenue, is there an
[3:55:57] alternative route for them that they
[3:55:59] can utilize those other five exits to
[3:56:01] access their homes?
[3:56:02] >>The first office central and anybody
[3:56:12] that's going to go east on to Sutter is
[3:56:13] going to get there for sure. Probably
[3:56:14] anybody going to Heartwood is going to
[3:56:17] get off there. Realistically, if you're
[3:56:18] going up to the McKinleyville shopping
[3:56:19] center, The Safeway are getting off
[3:56:21] there even if it does get into the
[3:56:25] (INAUDIBLE) area. For peopleThat live
[3:56:28] north, If you are doing that get off on
[3:56:34] school Road, it's going to take you
[3:56:35] longer.If you go up to bury road that
[3:56:39] you are backtracking. But if you live
[3:56:42] on to the north and the town or ifIf
[3:56:49] you live in the north end of town the's
[3:56:51] it makes sense to go for very(INAUDIBLE)
[3:57:04] offered Tubbs I would not drive down
[3:57:05] to Washington and go to school, would
[3:57:07] go up to Murray and get on the freeway,
[3:57:10] Provide up to buryTo McKinley Villa
[3:57:13] Drive South, So there's a line in there
[3:57:20] sometimes and sometimes it SUSTIVA day,
[3:57:21] it's just easier.

[3:58:35] policies that will put into the plan to
[3:58:36] re-examine it, here we are again and we
[3:58:37] are re-examining it again it's my
[3:58:39] understanding providing the same
[3:58:40] recommendations. Paramedic if we offer
[3:59:04] an understanding of the road diet
[3:59:05] process, what does that look like? Does
[3:59:06] it come back to the board before would
[3:59:07] be reapproved? Would he go back to
[3:59:08] commission? What would it look like in
[3:59:09] the long run?
[3:59:11] >>It depends on how you want to
[3:59:12] structure for the approval. If you were
[3:59:13] looking to have the study done before
[3:59:14] you begin to do any improvements, You
[3:59:21] have the study completed, And that
[3:59:28] should go through the Micmac that you
[3:59:29] go through TST community shelter, That
[3:59:44] something to move forward with her than
[3:59:45] funding would be stopped to go out to
[3:59:46] do whatever the results of the study
[3:59:48] are. It could be as simple as just
[3:59:49] central but it could be more
[3:59:51] comprehensiveLooking at other areas in
[3:59:55] the McKinleyville networkOf connection
[4:00:00] Which would be pedestrian, bicycle,
[4:00:01] public transitAn automobile traffic.

[4:00:11] done through the countyOr through grant

[4:00:19] expensive part of the EIR that was done

[4:00:47] biggest one is thank you forFor the
[4:00:49] community for those who have shown up
[4:00:55] today and submitted comments, not only
[4:00:56] in the last week or so but through the
[4:00:57] whole process and I will tell you all
[4:00:58] the phone callsAnd all the other input
[4:01:04] I get at the grocery store and
[4:01:05] everywhere else, it has been 50/50
[4:01:08] split for me, I think we all have our
[4:01:09] different audiences and people on this
[4:01:19] board may have had different
[4:01:20] experiences, maybe they heard mostly
[4:01:21] opposition, maybe there'd mostly
[4:01:22] support, will tell you from my
[4:01:23] perspective it's been about 50/50.And I
[4:01:24] will say thatEvery person that has
[4:01:25] commented and hasn't even commented,
[4:01:32] all those opinions are valid, every one
[4:01:33] of them is valid, no matter what they
[4:01:34] felt about it and I know this board
[4:01:40] takes all of those comments seriously,
[4:01:41] as do I.
[4:01:42] But I really want to think and person.
[4:01:46] When I first joined this board in 2019,
[4:01:47] started attending the Micmac meetings,
[4:01:50] And and was there, and she continuously
[4:01:59] brought forth this vision of wanting to
[4:02:00] be able to use her undeveloped
[4:02:01] properties to create a town center and
[4:02:02] a character for the town which she had
[4:02:03] many people felt that while many people
[4:02:05] think Central Avenue is wonderful, It
[4:02:09] was kind of like a maze three USA and
[4:02:11] not really a town center. So her and
[4:02:16] she is maintain that vision from the
[4:02:17] startAnd I cannot thank her enough peer
[4:02:21] can pack in fact the wholeFamily has
[4:02:30] been good to humble. I think the
[4:02:31] Pearson family and and in particular
[4:02:37] for that. I want to thank and Lindsay
[4:02:38] and her board and her volunteers for
[4:02:39] bringing forth this vision of life plan
[4:02:40] Humboldt.I also want to think this
[4:02:44] board. Without this boards support for
[4:02:49] planning staff to engage for six years,
[4:02:55] And we have been any otherPlans, zoning
[4:03:05] plans changes that need to be applied,
[4:03:06] many other things, thank you as board
[4:03:07] members for your support of that staff
[4:03:08] time, Primarily by Director Ford, who
[4:03:11] lives in McKinleyville.We are lucky for
[4:03:13] that.But also, funding to complete the
[4:03:18] EIR. Without your support for that, we
[4:03:23] would be here today. Thank you for that.
[4:03:32] Want to think the back for the six
[4:03:33] years of dedication, and I know some
[4:03:34] people said they did listen,I think
[4:03:42] what that is is if you make comments
[4:03:43] and your comments aren't necessarily
[4:03:44] what the end result is, it feels like
[4:03:45] you haven't been heard. I can
[4:03:46] appreciate that. I will sell you that
[4:03:50] Because of you this "magnificent job.
[4:03:57] The meetings have had 10 to 30 people
[4:03:58] or more, we had a couple 40 or 50 people
[4:04:07] , Is a large cross-section of the
[4:04:08] community? No. But in terms of public
[4:04:09] participation is pretty significant.
[4:04:10] Really, you think "rarely do you get
[4:04:25] people showing up until the very end
[4:04:26] and then you get all kinds of comments.
[4:04:27] Go to think the Micmac and the NCS
[4:04:28] team. They have two representatives of
[4:04:29] the Micmac and they have engaged in
[4:04:30] discussions as we see here today with
[4:04:31] one of the directors here as well as a
[4:04:32] general managerSharing with us their
[4:04:33] concerns aboutTheThe traffic calming
[4:04:41] proposals and stuff like that, or
[4:04:42] things in this data is done in the
[4:04:51] back, fantastic job, they represent the
[4:04:52] community. It's not easy to make those
[4:04:53] appointments hereOn the border to try
[4:05:02] to make sure of that but I will tell
[4:05:03] you have had a number of very liberal
[4:05:04] people in order to get on Micmac and
[4:05:05] instead I can't move all that is that
[4:05:06] it so Lego "(INAUDIBLE)I think we are
[4:05:13] better for having that diverse group. I
[4:05:14] wanted to thank those who took the time
[4:05:15] to actually move beyond their
[4:05:16] reactionary thoughts about traffic,
[4:05:22] begin stuff and actually put a line, I
[4:05:23] did some research about traffic, be it
[4:05:24] about smartAnd that are one of theUse.
[4:05:40] It's one thing to make a quick
[4:05:41] reactionary comment but to follow that
[4:05:47] And do the research, be careful that,
[4:05:48] it might change your mind. I want to
[4:05:49] thank those that really took that time
[4:05:50] to dig in and if you haven't had that
[4:05:51] time do thatThere's a lot of
[4:06:00] information out there that will help
[4:06:01] you how these things will beForm,
[4:06:04] viewpoint toSix years, the toes and
[4:06:12] orders of her "The (INAUDIBLE) put into
[4:06:17] the(INAUDIBLE) ultimately supposed to
[4:06:37] follow through and make happen but it
[4:06:38] didn't happen for 19 years. It really
[4:06:39] get started till 2019 and why that is
[4:06:40] we can all conjecture why it never got
[4:06:41] started or didn't happen, some
[4:06:42] commenters today talk about how we did
[4:06:43] want a town center, so I'm sure some of
[4:06:44] that had something to do with that, but
[4:06:45] at any rate, things change, leadership
[4:06:46] changed at the board and at the Micmac
[4:06:47] and ultimatelyWe got started on really
[4:06:48] figuring out how toMove that forward
[4:06:50] and get it done and I want to say that
[4:06:53] a lot of that had to do withThis group
[4:07:03] called the organizing committee, of
[4:07:04] which several rivers are here today.
[4:07:05] And they all worked really hard to keep
[4:07:06] this vision aliveFor a town center.
[4:07:07] ThereFailed continuing to bring that
[4:07:14] order. I would recognize Bonnie
[4:07:15] McGregor who is here today.

[4:07:18] Yes.We are supposed to not clap, you
[4:07:25] can do this, I guess. Bonnie, you and
[4:07:26] many other members of your group That
[4:07:32] Vision alive along with in person. I
[4:07:33] can't thank you enough, I want to thank
[4:07:34] you enough is a better way of saying
[4:07:56] that. All the members of that group did
[4:07:57] keep it alive. They were a big element
[4:07:58] getting them painted by clades along
[4:07:59] central and other things like that,
[4:08:00] there are many other people, and no
[4:08:01] shell and others have a lot to do with
[4:08:02] trying to make sure central could be as
[4:08:03] safe as it could be being a four-way
[4:08:04] thoroughfare and all that stuff. So I
[4:08:05] appreciate all that, but here we are,
[4:08:06] finally after 19 years this thing
[4:08:07] startedIn six years worth of work has
[4:08:08] gone into thisAnd while the sports
[4:08:09] deliberation is super important,
[4:08:11] there's no way that four hours of
[4:08:12] deliberation can replace six years
[4:08:13] worth of effort by the community
[4:08:15] Although our opinions matter as well
[4:08:16] and I appreciateThe question from the
[4:08:21] board that have already been asked to
[4:08:22] try to clarify things.Central is not
[4:08:28] safe. It might be safe for cars the way
[4:08:29] is when constrained or developed, but
[4:08:32] it is not safer for pedestriansIn the
[4:08:37] stories I too have seen situations like
[4:08:38] this previous editor, Previous board
[4:08:45] member Rhett Wesley Chapel talk about
[4:08:46] hiking we stopped in the right lane
[4:08:47] flashing lights for the crosswalks are
[4:08:48] going off,Children start crossing with
[4:08:52] the car in the left lane does not
[4:08:53] reflectCrossing lights and they just
[4:08:58] barrel through, we are talking about
[4:08:59] lives on the line here, near misses and
[4:09:01] things like that.So we need to figure
[4:09:07] something out. Maybe what we've already
[4:09:08] propose is exactly you and I'll talk a
[4:09:11] little more about that.I do agree that
[4:09:15] the planning commission recommendation
[4:09:21] Her comprehensive circulation study for
[4:09:22] the entire community makes a lot of
[4:09:24] sense, a lot of us would theWe did look
[4:09:30] outside the impact of itWe did look at
[4:09:37] the potential for on-ramp and offer help
[4:09:51] , We did look at McKinleyville Avenue.
[4:09:52] That's the furthest out we have looked,
[4:09:53] that roundabout. We did look at the
[4:09:54] Hiller ramps, that just came up during
[4:09:55] this process and I was very pleased
[4:09:56] with Caltrans responseThat they thought
[4:10:14] wow, that would be a game changer. I
[4:10:15] think we can all agree if there was an
[4:10:16] on-ramp and offramp going south that
[4:10:17] would be a game changer because that
[4:10:18] connects right to the town center, it's
[4:10:19] in the middle of town, while there
[4:10:20] currently are five ways to get into
[4:10:21] McKinleyville, that's the missing link,
[4:10:22] that's the one that's perhaps most
[4:10:23] importantTo really change the
[4:10:24] circulation patterns on Central and on
[4:10:25] McKinleyville Avenue without flooding
[4:10:26] the neighborhoods, frankly.So I am very
[4:10:27] excited about looking into that further
[4:10:28] with Caltrans.
[4:10:34] Additionally, it may not be well known
[4:10:35] but this ordinance calls for completion
[4:10:36] of the Mintel trail. Several people
[4:10:37] spoke about thatAs a really great way
[4:10:38] to offerAn alternative route separate
[4:10:39] from centralTo walk, so it's language,
[4:10:45] it is it railroad it picks up again
[4:10:50] that in Heartwood. To complete that
[4:10:51] through the testsLife plan Humboldt is
[4:10:54] dedicated to thatIn the ordinance calls
[4:11:01] for completion for the whole property.
[4:11:02] That is going to be another game changer
[4:11:06] to have that completed trail. The rest
[4:11:07] of Humboldt County has often been a
[4:11:08] little jealous of McKinleyvilleWith its
[4:11:18] trail, and once we complete the midtown
[4:11:19] trail that is a complete piece of that
[4:11:20] wonderful aspects. There are proposals
[4:11:21] for roundabouts as we speakAnd
[4:11:22] volunteers in the community including
[4:11:23] Micmac, we are trying outSome quick
[4:11:31] build ideas of Heller Road as we speak,
[4:11:32] including testing at around about with
[4:11:33] temporary measures that Hillary Road.
[4:11:35] This really exciting, because those two
[4:11:38] could be a chain changer.
[4:11:53] Open spaces mentioned and I too like
[4:11:54] Bonnie feel like it would be nice to
[4:11:55] have more open space and I can tell you
[4:11:56] in my discussions with Ann Pearson she
[4:11:57] feels that way too. She feels very much
[4:11:58] like through the middle of the
[4:11:59] developmentThere some wetland areas
[4:12:03] that they could be developed into duck
[4:12:04] ponds. It won't satisfy have been
[4:12:05] wetland mitigation, per se, but it
[4:12:06] could be amenitiesTo the hotelAnd I
[4:12:14] have a lot of faith in what she did in
[4:12:15] setting up this nonprofit foundation to
[4:12:16] carry forward through vision. I have a
[4:12:21] lot of faith they will look for
[4:12:22] opportunities to agree even more open
[4:12:23] space. I appreciate the comments people
[4:12:27] and they know that. It is well
[4:12:28] documented that density was one of
[4:12:29] those things helps create a vibrantSend
[4:12:31] center. TheWhy would we be making these
[4:12:56] retail spaces would we have them
[4:12:57] already? I am here to tell you there's
[4:12:58] some really big picture stuff going on
[4:12:59] in McKinleyville that I know you know
[4:13:00] about or maybe you don't but the idea
[4:13:01] of improving the vista point facility
[4:13:02] on 101 so we can pull visitors off the
[4:13:03] highway and right now how many other
[4:13:04] hotels, motels are there in
[4:13:05] McKinleyville? One. Holiday Inn. One.
[4:13:06] Steve Mosher who has gotten the entire
[4:13:10] Airport business Park permit is set
[4:13:11] often to be the one set disappoint
[4:13:12] facility is able to get people off the
[4:13:13] highway even if you're going northOr
[4:13:14] South, That will cause his business
[4:13:27] card to fill out the very short period
[4:13:28] of time. Humboldt County's airport is
[4:13:29] growing, and we have actually property
[4:13:30] at the airport that could be developed
[4:13:31] in hotels, motels, and other types of
[4:13:32] things, and the town center for its
[4:13:36] (INAUDIBLE) was census going to do is
[4:13:37] bring a lot of income in from outside
[4:13:38] the community that is going along with
[4:13:39] the densification of life plan Humboldt
[4:13:42] Is going to lead to a vibrant town
[4:13:43] center retail operation. We are going
[4:13:44] to ceaseStorage filled up, Bob would
[4:13:48] perhaps "Mom and pops be able to freaks
[4:13:55] succeed. I look forward to that day. In
[4:14:03] our meetings, it was split on the
[4:14:04] density issue between population age,
[4:14:05] what with the Asian interests of people?
[4:14:11] The young people are like I love it,
[4:14:12] it's vibrant. Price older folks, let's
[4:14:13] just keep it down.That also is very
[4:14:14] splitIn particular by age group which I
[4:14:20] think is interesting. I believe this
[4:14:21] process will lead to increasedVibrant
[4:14:26] retail environment we also know to do a
[4:14:36] traffic study that was done thanks to
[4:14:37] the efforts of the coalition for
[4:14:38] responsible transportation priorities,
[4:14:39] we got a grant to actually study
[4:14:40] transit in McKinleyville because right
[4:14:44] now we just kind of have it through
[4:14:45] transit, we don't have an intercity
[4:14:46] transit, and that is because we are not
[4:14:47] dense enough, we are sprawled out over
[4:14:48] all over Pierce's well document thatBy
[4:14:53] identifying that will lead to intercity
[4:14:54] traffic which I and many others look
[4:14:58] forward to which would then make the
[4:14:59] community transit "Commuting transit,
[4:15:12] people who want to get from one place
[4:15:13] to the next without wandering around
[4:15:14] town, that's a very exciting thing.
[4:15:15] It's also been mentioned that during
[4:15:16] construction people saw this incredible
[4:15:17] trafficCongestion and delays, people
[4:15:19] are waiting at least another couple of
[4:15:20] minutes to get to their homes, It is
[4:15:26] interesting with his well documented
[4:15:27] also that is not a fair test of what it
[4:15:30] would look like with improvements. It
[4:15:31] was a permit changes, we adjust our
[4:15:34] behavior.If Heller ramps are there, not
[4:15:47] if, when they are there, that will
[4:15:48] create another option for people get
[4:15:53] directly home, etc. That some of the
[4:15:54] comments I have at this time, I'm sure
[4:15:55] the rest of the board will also have
[4:15:58] more comments but I wanted to go ahead
[4:15:59] make a motion at this time. It's not to
[4:16:04] shut down discussion, because often we
[4:16:05] will make a motion if there's a second,
[4:16:06] others were discussion. I wanted to go
[4:16:07] ahead and just go ahead andMake a
[4:16:10] motion at this timeTo basically improve
[4:16:13] staff recommendation, which is to adopt
[4:16:21] the resolution to certify the
[4:16:22] environmental impact report and pending
[4:16:23] adoption of the statement of overriding
[4:16:24] consideration for the Towncenter zoning
[4:16:25] amendment ordinance and to adopt the
[4:16:28] mitigation monitoring the reporting
[4:16:29] programAnd to adopt the resolution to
[4:16:34] make all required for end-user approval

[4:16:56] criteria and also, very important, to
[4:17:01] add to this, planning commission
[4:17:02] recommendation for a comprehensive
[4:17:03] circulation planAnd coordination of
[4:17:12] that development process and review
[4:17:13] with the kid LouisvilleService district
[4:17:22] and community. In a way that does with
[4:17:23] a lot of people ask for which is
[4:17:24] bifurcate this. That was the end of our
[4:17:25] motion, and that is will point out that
[4:17:26] whatever we do, Whatever that looks
[4:17:27] like in terms of traffic calmingDetails
[4:17:32] , This will not happen overnight. It
[4:17:33] took us(INAUDIBLE) so we will work with
[4:17:48] age,, we look for grants, and that will
[4:17:49] take some time, but we will get it right
[4:17:59] , We will figure out how to make it
[4:18:00] safe for convenience and cars and add
[4:18:01] pedestrians and bicyclists. I hope we
[4:18:02] all stay committed to that low-grade
[4:18:03] opportunity.

[4:18:49] people spent knowing on this, but I
[4:18:50] don't mean just the remote issue but
[4:18:51] all the other parts as well. There's an
[4:18:52] interesting comment and criticism,
[4:18:56] John, of the ministerial nature of the,
[4:18:58] I want to, of the process for the
[4:19:04] development or redevelopment of some of
[4:19:05] these properties in this form based
[4:19:07] code. Could you just. There's a
[4:19:24] positive and negative do this in some
[4:19:25] people's minds which one is especially
[4:19:26] in California, a lot of other places
[4:19:27] have been criticized we slow down the
[4:19:28] development decision agree that
[4:19:30] Processes themselves to allow for that
[4:19:32] of new housingAnd one who's inThis
[4:19:44] (INAUDIBLE) based process, so can you
[4:19:45] summarize that so we can understand a
[4:19:46] little bit?Favorite a.In part of our
[4:19:54] general planning we are required to do
[4:19:55] itIs remove encumbrances. There a lot
[4:20:05] of time for housing development this
[4:20:11] requires discretionary items. So
[4:20:12] McKinleyville community plan,
[4:20:15] identified there should be a design
[4:20:16] review committee establishedTo create
[4:20:18] guidelinesFor a developmentWithin the
[4:20:24] town center.So the committee was to
[4:20:28] create the guidelines..
[4:20:29] >>But then the place is something a
[4:20:37] little different.It says (INAUDIBLE).
[4:20:42] Normally when you have design review,
[4:20:44] it includes a requirementFor special
[4:20:47] permit.So interpreting that, what that
[4:20:55] means is we don't have the
[4:20:56] discretionary process. What will happen
[4:21:01] when development comes in is thatThe
[4:21:05] style of development, the way it's laid
[4:21:07] out

[4:21:27] happened to the plate of building
[4:21:28] department, on application comes in,
[4:21:30] they gets referred to a bunch of
[4:21:33] different places, and one of those. The
[4:21:38] plannerTo ever for the ordinance. It
[4:21:48] will be looking at the development to
[4:21:49] ensure all those criteriaThat are in
[4:21:53] this ordinance are being complied with
[4:21:55] and the way it's laid out are being
[4:21:56] complied with.And that this is a site
[4:22:00] plan, includes the run-up with theSo it
[4:22:12] went pretty much a parking income
[4:22:13] notices very clear,Except for willfully
[4:22:22] Fayetteville family residential and
[4:22:23] even then it's limited.That will all
[4:22:26] get reviewed before the drilling permit.
[4:22:41] I do want to point out for comparison
[4:22:42] that's not really a change from
[4:22:43] existing conditions.
[4:22:44] This is not a streamlining element of
[4:22:45] this. I guess the concern was the
[4:22:46] community would have less of an input
[4:22:52] What you're trying to streamline
[4:22:53] things, just to. Are we going to
[4:22:59] streamline this process or not?

[4:23:42] in, I think we just sometimes disagree
[4:23:43] on strategy to get there, but in
[4:23:45] general, everybody really wants the
[4:23:46] same thing.I personally am not as
[4:23:54] enthused the supervisor Madrone about
[4:23:55] doing another traffic study. If that's
[4:24:07] what gets this over the hope that I
[4:24:08] think that's the way we go. I think the
[4:24:09] traffic study that was done is pretty
[4:24:10] comprehensive, I think thatIt looks that
[4:24:13] Almost everything you would want to in
[4:24:14] thisAndAgain, More importantly, I want
[4:24:21] toEncourage, Again, more development, a
[4:24:28] redevelopment of the town centers
[4:24:29] possible.I don't want traffic study
[4:24:45] that will come up with the same results
[4:24:46] to slow things down. With that I am
[4:24:47] still supportive of the motionAs it

[4:25:51] density of the multimodal improvements

[4:26:06] have heard from both folks in both
[4:26:07] those categories. So I appreciate all

[4:26:12] ready to hopefully move forward and

[4:30:22] McKinleyville, my grandson plays
[4:30:23] baseball so I've gone up there for
[4:30:28] sporting events and have seen a lot of
[4:30:29] change. I don't go for five years at a
[4:30:30] time sometimes and so I was kind of
[4:30:33] shocked the last time I was up there to
[4:30:34] see the amount of emptySpace is up there
[4:30:37] And to see, I think it's a U-Haul where
[4:30:41] Kmart used to be in those areas that
[4:30:42] aren't really conduciveOf bringing
[4:30:45] people to your town to shopAnd to spend
[4:30:47] money, And I know that it's, I can feel
[4:30:54] it from you folks that it's painful to
[4:30:57] have changes to think about reducing
[4:30:58] your commuteIn time and this is going
[4:31:06] to be a pain in the butt that I'm going
[4:31:07] to sit here in traffic and all the
[4:31:08] things, but in my own districtI would
[4:31:09] really relishSomething, and we
[4:31:14] struggled to find that we have been
[4:31:15] searching for it in that area to really
[4:31:16] bring people into our town, If you go
[4:31:18] to Garberville, it's two lanes a very
[4:31:21] wide streetsAnd they are not, They
[4:31:27] don't have the lines down them so you
[4:31:28] get people, To people trying to go down
[4:31:30] one lane and it's a mess.But I just
[4:31:34] want to say thatBeing a
[4:31:38] brick-and-mortar right now is superhard
[4:31:40] and with Amazon and all those things
[4:31:49] That delivered a people storefronts,
[4:31:50] it's not about the Kmart in the world
[4:31:51] are the target in the world or those
[4:31:52] bigger box stores, it's really aboutThe
[4:31:53] feelIn the diningThe small mom-and-pop
[4:31:56] said the experience that really bring
[4:31:58] people inAnd walk from store to store
[4:32:04] and have that really good feel, and
[4:32:13] like I said, I want to get from point a
[4:32:14] to be very quickly. I hate traveling, I
[4:32:15] am tired of trying all the things. But
[4:32:17] if you can add to your communityAnd
[4:32:19] reallyEntice people into your community
[4:32:24] to spend time there and spend money
[4:32:25] there, In such a plus, And I went to
[4:32:30] different areas lately and saw where
[4:32:31] they locked up whole streets and have
[4:32:34] this shopping community there, shopping
[4:32:41] center, they don't allow cars and all
[4:32:42] of the war and I thought to myself this
[4:32:43] is great, I can walk from blockade to
[4:32:45] block Ted and it's a big old experience.
[4:32:48] It was hacked and pulledOf people and
[4:32:57] spending money, and bring it from the
[4:32:58] law of southern Humboldt that's failing
[4:32:59] economically and businesses are closing
[4:33:07] , there are two more businesses closing
[4:33:08] at the end of this month ended
[4:33:09] December. Just really sad for me. I've
[4:33:10] been there my whole life and seen a lot
[4:33:11] of changes and never seated as bad as
[4:33:13] it is right now. If you think your
[4:33:14] community is not going to be affected,
[4:33:16] Is strictly down pretty quickly these

[4:42:17] reality. We got a wing stop. The mom
[4:42:44] and pops, and I go back, 60 some years
[4:42:45] ago, I was raised in a corner grocery
[4:42:46] store, one cash register,Put Sue to
[4:42:50] sisters through college and my dad said
[4:42:52] we don't make enough to put you through
[4:42:59] college, be a truck driver, and that's
[4:43:00] what I became. I'm saying I believe in
[4:43:01] that mom-and-pop theory, locally owned,
[4:43:08] And I thrive for that day, but I don't
[4:43:09] know that we can never get it back.

[4:44:22] vision is there's going to beRetail

[4:44:32] live there don't have to drive to go to
[4:44:34] restaurants, they don't have to drive
[4:44:37] to go to the grocery store.They are

[4:45:41] now, I don't want us to do the workOf a
[4:45:46] traffic study that's precipitated by
[4:45:47] Caltrans change, I prefer that they
[4:45:52] find that working I don't really want
[4:45:53] to bifurcate this projectWhich is about
[4:45:56] the entire sense of placeAnd is a
[4:45:59] cohesive packageIf the study that we
[4:46:02] are going to be requiring to make
[4:46:10] changes is going to duplicate what we
