The next item on our
agenda. Matters less than
[0:12]
a 100 said. Waste
Management Board. In motion
[0:19]
unless a specific request for
review is made by a board member or
[0:22]
a member of the public does anyone from
the public request. Anything from the.
[0:34]
From the board to remove
anything from the. Same Is there
[0:41]
a motion.
[0:49]
For motion is there
[0:49]
a 2nd 2nd which has been
seconded in favor say aye aye.
[0:58]
Here. Is for oral communication
time for people just for.
[1:06]
Patients matters. To anyone in
the public that would like to.
[1:13]
Speak to an item that is not. Seen.
[1:20]
The next item on our agenda is approved
the board calendar for fiscal year 2920
[1:27]
which is on page $26.00. Pack.
[1:39]
Would you like me to use would you put yes
or certainly So each year the board of
[1:44]
directors reviews the calendar for the
upcoming year just to make sure the other
[1:50]
isn't
[1:50]
a desire to change the dates the meeting
time or even the place so this is just
[1:56]
sort of an annual check and if you will
but for the calendar in particular we are
[2:01]
proposing this here typically we meet on
the 2nd Thursday of each month with the
[2:07]
exception of August and the summer we
are proposing to the board that we also
[2:14]
not meet on February. The need to meet as
frequently as we have needed to over the
[2:21]
last number of years has been
reduced because we're getting
[2:24]
a lot of the projects moving and sort of
out of the way and they're really moving
[2:27]
more in-house if you will in terms of we
have our directions now and we're working
[2:32]
on implementation and so we're bringing
policy and budgetary. Questions to the
[2:37]
board in addition to projects
that may need Board approval and
[2:42]
a number of the items that we're handling
now or are increasingly being handled
[2:45]
in-house because we have that direction
that we need for implementation and so in
[2:50]
looking at the last few
years February medians have
[2:54]
a tendency to be pretty light sometimes
we've had to cancel them because we just
[2:58]
haven't had the items. And
the. In addition to after this
[3:05]
was put out taking
[3:07]
a look at the I don't know for next month's
meeting the only 2 items that we have
[3:13]
are for the minutes of this meeting and the
financials of that is not to say there
[3:19]
weren't busy working on projects internally
and I'll go over that during my EDI
[3:23]
report it's just that there is not
[3:26]
a need for the board so what we would be
asking the board to do is to approve the
[3:33]
calendar as presented and add cancellation
of the. Elia love and meeting we're
[3:40]
happy to meet if you would like to the
other thing I would add is that just as
[3:44]
a matter of routine go ahead and save that
2nd Thursday of the month and for some
[3:51]
reason we have a need to meet because
things do happen. Which simply call
[3:58]
a special meeting for that same
2nd Thursday of the month.
[4:05]
OK comments from the board.
Comments from the public.
[4:15]
Entertain
[4:16]
a motion to approve
counter of. 20192020 with
[4:24]
the addition of cancellation
of the July. 4th.
[4:36]
Correct correct how make a motion of
[4:40]
a motion. It
[4:48]
was. Paul Bremer say. Cure.
[4:58]
Item on the agenda. With order
of officers for fiscal year
[5:04]
20192020. Certainly
[5:11]
So powers agreement requires that the board
appoint the board officers on an annual
[5:15]
basis that occurs typically on each fiscal
year the term will begin in July and our
[5:21]
current share is Michael Sweeney from
Ferndale and our vice chair is Frank Wilson
[5:26]
from Rio del And so we're simply asking
that the board you know open up for
[5:30]
discussion amongst yourselves today Turman
who you would like to lead the charge
[5:34]
for the next year and wish
to speak on this topic.
[5:43]
I'm open to doing so. One
more years mayor of.
[5:51]
This one so I should be around.
[5:59]
The world about the bush are doing
[6:01]
a pretty good job. Other
[6:17]
people. For.
[6:25]
You know I'm interested in some point
being involved but being fairly new to
[6:30]
support I'm pretty happy just continue
to get more familiar with the board
[6:37]
practices and procedures Yeah I feel the
same way so happy to keep it the way it is
[6:44]
. Say on this topic.
[6:57]
For
[6:58]
a. New people. Keep
[7:19]
I am. As chair of the board and
Frank coarseness vice chair.
[7:35]
Thank you. Board member report.
[9:04]
Frank was saying that. One of the objections
to the project has been. There doesn't
[9:11]
seem to be
[9:11]
a point for decommissioning this.
Project if it's built so that something
[9:18]
. Potentially for the type of
[9:25]
material that it is is probably something
that would be pretty easily source
[9:29]
recycled so I think people are talking
more about the concrete basis.
[9:36]
And one thing that might be included in
environmental impacts or potentially would
[9:40]
be
[9:41]
a. Disposal for for the project
which case we would be happy to
[9:47]
review it if that's included. Lifetime
is 30 years that's what their project
[9:56]
so in the project could be
much good food program. You.
[10:04]
Know it would be for their.
Own other topics the
[10:11]
city of Arcadia is to preserve
on banning restricting.
[10:22]
The of. The council members. For.
[10:29]
Smaller. Banding So those are.
[10:45]
Less And let's say we had a presentation
at the last council meeting by
[10:51]
a feral waste humbled. And they are
preparing to enter at the forthcoming
[10:58]
Council meeting will be entering into
an increment with them that they'll be
[11:03]
a creating plans with the city of
Eureka. Something I did express at that
[11:10]
last meeting as kind of looking beyond.
[11:16]
Bags I mean and they're
great but also. Have
[11:21]
a larger factors and don't waste production
like Akon struction waste and things
[11:27]
like that and so hopefully
[11:29]
a. More systemic challenges. We
[11:36]
continue bring those to the forefront.
[11:53]
Fisher as they are working
on a kind of a P.R.
[11:56]
Campaign to friends like video and intricate
informational things about how to
[12:03]
Erika shift the thinking around
purchasing habits and things like that
[12:10]
so. Give us
[12:17]
a presentation. I'm sure they are happy
[12:24]
to can think of your presentation. Yet.
[12:32]
This coming. To discuss
[12:39]
the crease for recycling which
I guess. The market is.
[12:48]
Depressed. Because of China.
[12:58]
Countries trying to close their
doors to waste from. Nations.
[13:07]
Ever report. The big question for.
[13:15]
You.
[13:22]
And. The.
[13:30]
Best place to. Talk about.
[13:39]
Print of brochure that she put together
[13:42]
a. Paper. Paper.
[13:52]
Trying to do. Just.
[14:05]
Putting in the trash same question to.
[14:17]
Future.
[14:25]
Directors. Generally kind of straight
that's pretty quickly because.
[14:33]
In the form of you have
[14:36]
a tendency to want to read things
1st but I want to highlight
[14:39]
a couple. Of items. That. I
[14:46]
was able to make
[14:47]
a presentation to both the board of supervisors
as well as the city of Ferndale in
[14:51]
the last couple of weeks and next week
I'll be before the city of Rio del as well
[14:56]
as the city of Arcadia moving forward I
still haven't heard anything from the lake
[15:03]
so. It's not just offered to suffer you
just let it go but why not be before you
[15:10]
guys is not because I have an offer for.
Whatever you guys would like to have me
[15:15]
come forward I'm happy to and of course
made the presentation already to the city
[15:19]
of Eureka. And again if any of you are
aware of any groups or organizations that
[15:24]
would be interested in receiving
[15:26]
a similar presentation or happy to make
that happen also. I want to know that.
[15:33]
In particular. Internally we are doing
[15:38]
a lot of work on our our policies that are
becoming for before you so our personnel
[15:43]
policies and we're looking at actually
without the July meeting perhaps taking
[15:49]
a look at the entire handbook they can
come to you for some revisions it was last
[15:54]
completely overhauled in 2009
there has been specific policy
[16:01]
changes periodic League but now wanting
to do is take over but most comprehensive
[16:06]
look at making sure that everything is
going to be consistent and internally
[16:10]
consistent also so that will be coming
forward in the next couple of months. We are
[16:17]
also one of the things the authority was
set up in our personnel policies and all
[16:23]
the valuations are due in June all of
them so. We're busy writing all of the
[16:29]
evaluations percent of them to the
employees so if that ends up just being
[16:33]
a pretty big. Time demand and so one of
the one of our proposed actions will be
[16:40]
that we're issuing evaluations of the
anniversary of hire date that will be make it
[16:44]
much more manageable for everybody is
working with our employees so one thing
[16:50]
that's kind of exciting for if is. First
off which implemented the household
[16:57]
hazardous waste to 6 days
[16:59]
a week and that has been moving forward
very well the next component that we're
[17:04]
working on with Deirdre and Laurel is
to expand our existing reuse program
[17:11]
specifically it is for busy pain right
now but we're looking at being able to
[17:15]
expand it to include use household hazardous.
Materials to come in so you know look
[17:22]
at like Windex containers that are like 3
quarters full or whatever so if it's in
[17:26]
the original container and it's appears
to be in good shape and everything else
[17:32]
then it's something that we're going to
consider so we'll be working with Nancy on
[17:37]
making sure that we have all of the.
Liabilities that are related to that but it is
[17:42]
an expansion of an existing
program it's something that
[17:45]
a larger number of larger entities
have developed over the years and it's
[17:49]
a great way to make sure that we're actually
using all of that as opposed to having
[17:53]
to dispose of it as hazardous
waste. They. Are sort of
[18:00]
bigger items if you will is we've completed
the annual strong water inspection
[18:04]
which is done annually. An all star
water report for this this year has
[18:11]
been completed uploaded to the state
of California smart system and
[18:18]
will be meeting with
[18:20]
a contractor pre-construction meeting for
the stormwater perfect projects at the
[18:26]
transfer station. Michael you are here.
[18:34]
I don't think there are you guys were
here. When we did Cummings road burn ash
[18:40]
project one of our conditions was that
we had 35 years of monitoring for both
[18:47]
vegetation addition to bottle
removal. We will be undertaking
[18:52]
a bottle removal next Monday it
will take about a week maybe
[18:57]
a city residents that
are come up you know as
[18:59]
a result of storms or what and this is
clearly our 5th and final year of having to
[19:03]
do the monitoring and so that's going to
be completing the project in its entirety
[19:08]
and realize how all of our board members
have changed over that time period but
[19:13]
it's
[19:13]
a significant milestone and it means that
is the. Particular project from foe. That
[19:20]
piece has been really knife. The other
thing that I want to call to your
[19:27]
attention that we may need some assistance
from all of you is that the chair of the
[19:32]
local task force and the chair of the
task force is responsible for helping to
[19:37]
evaluate and identify regional issues
of concerns around Waste Management
[19:44]
they are proposing to
meet not just the once
[19:47]
a year for to actually move it to at least
quarterly meetings tentatively we were
[19:53]
looking at it chill I'd 12 that they might
be kind of moving around little bit
[19:57]
because he's having difficulty getting
people to confirm their ability to attend
[20:01]
those meetings so if all of you could
check with your staff to make sure that
[20:08]
they realize the importance of this what
we're talking about those are always
[20:12]
strategies it's really wonderful that all
the cities are taking this all and but it
[20:16]
was also equally important that
you know we be moving forward as
[20:20]
a region so that we don't have conflicting
messages between our communities because
[20:25]
we really want to make sure that you know
the general public it's easier for them
[20:30]
to understand. And you know how and why and
that we're all living together in sort
[20:35]
of
[20:35]
a uniform manner to see better waste
handling if our materials in addition to
[20:42]
some of the goals and objectives
that we all have I think there's
[20:45]
a lot of common ground on that one so that
forum is really important so we need to
[20:51]
see support of that forum so that what I
want to make sure that you're aware of I
[20:57]
don't know for certain what they are because
like I said it's starting to change
[21:00]
between the time this was printed and
and today. If you have any questions
[21:06]
certainly we're happy to provide information
once it becomes available for the
[21:11]
local task force chair. Form. From an.
[21:20]
I know this is a forum so basically it's
[21:23]
a meeting so it's oh OK so. First it's
[21:30]
a state mandate every county has to have
a local task force to examine these A.B.
[21:35]
939 the integrated waste management.
They're supposed to meet at least once
[21:41]
a year the membership is comprised of
[21:44]
a representative from each city and the
county the city manager determines who they
[21:51]
attend they will be for each
respective city that is correct so.
[21:59]
The task force chair has been trying
to get people to respond to your
[22:06]
availability to attend the meeting and he's
had some difficulty in doing that so I
[22:12]
let him know that I
would. Convey that. To.
[22:22]
Absolutely happy too. I would be
happy to if the fair interested
[22:28]
in attending that meeting would it be
wise to mention and to see the Main Tera
[22:35]
prospectus a managers so I want
to just point out that this is
[22:40]
a brother committee it is noticed and the
public is encouraged to welcome to attend
[22:49]
and that concludes my report.
[22:57]
To. Rebuild.
[23:04]
The financial Yes So.
[23:10]
So. At the coming landfill the
[23:17]
way that materials handle from like
the 1930 S. Until the late 1960 S.
[23:22]
Is that material would come up there it
would be open air burden they would just
[23:25]
push it down on both sides of the ravine
the land fill it up being developed on the
[23:29]
north side that incorporated that material
and that's when we got the cleanup
[23:34]
abatement order because there was this
left over debris that straddled property
[23:41]
that we owned in addition to the other
property that we're calling So we got
[23:44]
a choice clean up an abatement order for
that cleanup so we went through and over
[23:49]
90000 cubic yards of material was removed
it was excavated and placed up into the
[23:55]
phase 2 area of the landfill capped and
covered but in the meantime as rain events
[24:01]
occur or settling continues to occur you
know we get little amounts of debris that
[24:07]
comes out and. The regional boarded the
per They put anything more than 3 inches
[24:13]
had to be removed but when the. Regulator
came out on for the fight she said I want
[24:19]
to see anything over one inch so it gets
pretty small so they're going down into
[24:25]
the creek bed and so when we get these
higher rainfall events scour some of the
[24:31]
banks away it does
continue to open up just
[24:34]
a bottle to bury the contaminated soil
that has all been removed the contaminated
[24:40]
soil contained heavy metals that was
all brought back to native soil we've
[24:46]
verified that through pretty extensive to
see both random and through laboratory
[24:50]
testing so the soil is not the issue it's
the inert which are the bottle of little
[24:55]
ceramic pieces that may be there and so
we're just continuing to clean that up.
[25:03]
Also of course it's hard. Or. It's
going to be fixed it's 6 days
[25:10]
a week now. We're doing it Saturdays. So
[25:17]
I'm actually going to stop there
for a minute because I have
[25:19]
a few different times in my white brain I
don't want to confuse anything but I have
[25:23]
to come up and just hit the hours
and then the award shows to please
[25:35]
explain I think rightfully so make sure
that he's got there on the file it's open
[25:41]
from 8 to 4 on Saturdays and then we're
close for lunches from 12 to one and the
[25:46]
Monday Friday same thing. So no more night
90 specials so it's $8.00 to $4.00 and
[25:54]
it did pick up at 1st we were skating you
know there to every business on the 1st
[25:58]
Saturday and it would be pretty slow for
the last 3 this last weekend to pick up to
[26:02]
it it was adorable. They were saying
crowds and so we're hoping it's going to
[26:08]
equalise are
[26:08]
a lot of people have been hearing the
ads that I've been reading on the radio
[26:11]
saying that our open on Saturdays
star the message is getting out.
[26:20]
You have to. Yes.
[26:31]
Your comments.
[26:41]
So much so so. True and true. See you in
[26:48]
September the special happens.
