America and to the republic for which it

stands. One nation under God,

a motion to excuse Mr. Dyke from
[1:41]
tonight's meeting. Questions on the
motion.

[1:52]
» Very good. Next, we're going to move.
There's no minutes. We're going to move
[1:54]
on to audience comments. Citizens may
address your concerns to city council.
[1:59]
Please state your name and address for
the recorded journal. And please keep it
[2:03]
to the three-minute limit.
[2:11]
My name is Julie Dively, 316 Kuanas
Avenue in Herin and I was here the last
[2:18]
meeting and my concern is with the flock
cameras and um I appreciate that the
[2:25]
chief wrote the article in the paper and
spoke here, but it didn't answer all my
[2:31]
concerns and um I just uh still have
concerns. concerns about this huge
[2:38]
database
that you know we've we've purchased
[2:43]
these cameras
and we're recording all the innocent
[2:47]
people along with the criminals
and uh and then it seems like we're
[2:55]
sharing it with this huge database that
none of us should want that. I don't
[3:01]
understand why
why that's a good thing.
[3:06]
And we don't have to share it. According
to what I've read, we could have zero
[3:12]
sharing or sharing with just other
police departments or sharing with this
[3:18]
big national
database.
[3:23]
So, I just have very very uh serious
concerns about
[3:30]
uh my privacy and everyone's privacy,
especially in a small town where you
[3:36]
have these cameras and it's the same
people riding around. There might, you
[3:39]
know, there's some visitors and stuff,
but that's that's us someone recording
[3:44]
all our movements and everything we're
doing. And I just don't think that's a
[3:50]
good thing. I think it's dangerous and
I'm just hoping that you as a council
[3:58]
um look at the contract that that you
sign with them because their goals are
[4:05]
different than our goals and hearing.
They're a big huge billionaire company
[4:10]
that's building a national database and
Lord knows what they want to do with
[4:14]
that. It's not a good thing. And um and
they're really rich. They've made a ton
[4:20]
of money in not a long time. And so
that's I guess what I just would hope
[4:26]
you as a council would would look at
that and make me feel a little better
[4:31]
about it. Thank you.
>> Thank you, Miss NY.
[4:37]
Anyone else?
[4:44]
Hi, I'm Spencer Ritter, 28 South Court,
lifelong Heron resident, a lifelong R
[4:50]
Beach resident. Also have two short-term
rentals in the Ry Beach neighborhood.
[4:55]
Uh, which is why I popped in a couple
meetings back. I heard there was maybe
[4:59]
some issues with short-term rentals.
Wanted to hear what was going on. Uh, I
[5:04]
was relieved to hear. It sounds like the
problem is uh some transient guests
[5:09]
causing disturbances or problems to
residents. Not relieved because I would
[5:13]
uh wish that on anybody. I absolutely
believe that residents and neighbors are
[5:18]
more important than transient guests
would ever be. I was relieved personally
[5:22]
because I didn't know what the problem
was. I thought maybe I was part of the
[5:25]
problem and uh come to find out it's not
me because that's not how I operate. Um
[5:30]
I live in the neighborhood where I have
my rentals at. Um love my neighborhood.
[5:35]
love my neighbors. They all know me.
They know my number. They know they can
[5:38]
call me if there's any issues, but they
don't have to because I'm right there on
[5:42]
top of my properties and um any issues
we've had have ever been small, but I'm
[5:46]
quick to address them before it gets to
the point where the neighbors um even
[5:51]
need to worry about it. Sounds like
maybe the issue is some of the absentee
[5:56]
uh out of town, out of state owners. Uh
just speculating. But, uh, you know, to
[6:01]
that end, I appreciate that we have the,
uh, the three strikes rule that we have
[6:05]
to, uh, weed out any problem properties
and and hopefully keep the good guys
[6:10]
around, which I like to think I'm one
of. Um, you know, I did hear comments
[6:14]
that maybe, uh, the the three strikes
uh, needs to be a bit more stringent.
[6:20]
And, uh, people are having pro problems.
I can't say I disagree with that, but um
[6:25]
you know, I also heard a comment that I
appreciate, which was that there does
[6:28]
need to be a threshold um which at the
moment is a citation. It sounds like
[6:33]
there does need to be a threshold to
prevent a disgruntled uh neighbor or,
[6:38]
you know, somebody with a personal
vendetta, whatever it is, from from
[6:41]
making unfounded, you know, a few
unfounded phone calls and then somebody
[6:44]
will lose their their business, their
livelihood. So, uh, you know, it sounds
[6:49]
like the the city council is trying to
find a balanced approach and, you know,
[6:53]
from my standpoint as a short-term
rental owner, I appreciate that. And,
[6:57]
um, also I appreciate with the recent
moratorum,
[7:01]
uh, that it doesn't affect those of us
who, uh, already have a license. That
[7:06]
would be, uh, financially catastrophic
for that to all of a sudden be pulled
[7:12]
out from under me. So, um, you know, I
appreciate that and I think, uh, it
[7:16]
sends a good message to investors of the
city in the city in any capacity that
[7:21]
that, uh, somebody wouldn't just, uh, be
allowed to have their their business or
[7:25]
their livelihood pulled out from under
them. So, um, just aware of the time
[7:30]
here. Uh, again, just sounds like it's a
very balanced approach and thank you. I
[7:34]
hope you all figure out something that
and hopes the good guys stick around and
[7:38]
and weeds out the problem properties.
Thank you.
[7:41]
» Thank you, Rder. Anyone [clears throat]
[7:45]
else?
[7:48]
Okay, moving on to old business. We have
resolution number 57-2026.
[7:55]
Mr. Mayor,
>> Mr. Claus. Mr. Mayor, I make a motion to
[7:59]
place resolution number 57-2026
on its third and final reading.
[8:04]
Questions on that motion?
>> Roll call.

[8:09]
» Yes. Ino.
>> Yes.
[8:11]
» Yes.
>> Yes.
[8:13]
» Mr. Shrader.
>> Thank you, Mr. Mayor. Good evening,
[8:15]
members of council, staff, and guests in
attendance, and those watching at home.
[8:20]
This is resolution number 57-20226,
a resolution declaring the city of
[8:25]
Hiron's withdrawal of its membership in
the Hiron Joint Recreation District
[8:31]
established pursuant to resolution
number 1995-16
[8:36]
adopted on June 12, 1995 and certifying
such withdrawal to the Hiron Joint
[8:42]
Recreation District Board.
[8:46]
» Your Hamilton.
>> Um, thank you, Mr. Mayor. So this is the
[8:49]
third and final on this. Um if this
passes tonight, what will happen is we
[8:54]
will submit a letter of resignation to
HGD. Um
[9:00]
after that um the township will vote on
doing the same thing. If they vote to do
[9:07]
the same thing and submit a letter of
rec uh resignation, HGRD at that point
[9:13]
would cease to um HGRD
has had a lot of wonderful leadership in
[9:22]
it for many many years. Um this is
nothing to do with how it's been run.
[9:28]
It's how it was organized and we never
managed to get it across the line to
[9:33]
fully function as a district. Um, so
bringing this back in, it operates
[9:39]
pretty much as a city department. It
will be a city department hopefully
[9:44]
keeping the same wonderful leadership
that we have currently bringing them
[9:48]
across. Um, so with that, I happily
answer any questions.
[9:54]

that are situated within the city of
[10:51]
Hurin.
Good.
[10:53]
» Mr. Steinwart.
[10:59]
So yes, this is also a third reading
transitioning from HRD
[11:05]
to a here on parks and recck advisory
board. Um once again the biggest
[11:10]
takeaway is is everything um remains
closely the same. Um these bylaws that
[11:16]
were drafted were presented to the
current HRD board
[11:20]
a
legal
[11:24]
talks about purpose and responsibilities
five monitor
[11:30]

the five member makeup

[13:00]
» Thank you, Mr. Mayor. This is ordinance
number 2026-21.
[13:05]
an ordinance establishing the rate to be
paid by residential property owners for
[13:10]
the period of January 2027 through
December 2027
[13:15]
for residential solid waste collection
and disposal authorizing and directing
[13:20]
the director of finance to certify the
costs of same to the Erie County Auditor
[13:25]
for placement on the tax duplicate for
collection with other city taxes in
[13:30]
2027.
>> Mr. Phillips,
[13:33]
» thank you Mr. Mayor.
This this ordinance is establishing our
[13:37]
rate for public services. We're um
entering the end of our five-year
[13:43]
contract with them. Um negotiating with
them, we were able to do a three-year
[13:49]
optional extension. Um and that would be
a 9 and a half% reduction from the rate
[13:55]
to start next year from the original
contract to what the price we're
[13:59]
certifying uh tonight. taking it from
$28 a month per can down to $26.
[14:06]
Um, and that's a 4% reduction from this
year's current rate. This rate would
[14:10]
take effect to start 2027.
There's any questions? I'm happy to
[14:16]

number 2026-22
an ordinance amending and restating
[14:57]
chapter 557 grass weeds and vegetation
the hearon codified ordinances.
[15:05]
» Mr. Hamilton.
>> Thank you, Mr. Mayor. I was going to
[15:09]
play a game and see how long I could
talk about weeds and tall grass for
[15:12]
tonight, but I'll I'll make it short.
Um, basically what we're doing is we're
[15:17]
rewriting this, taking out the
stipulations of what we say are weeds
[15:22]
and tall grass. We're referring back to
the experts at the state. So, we will
[15:28]
always refer back to them. Anytime they
update their list of um weeds, we will
[15:33]
follow along. This was driven by a lot
of people wanting to plant built weed
[15:39]
mainly, which we still classified as a
weed. Happy to answer any questions.
[15:45]
Questions for Mr. Hamilton?
Very good. May none. We have ordinance
[15:51]
number 2026-24.
[15:55]
» Mr. Mayor, Mr. Claus. Mr. Mayor, I make
a motion to place ordinance number
[16:00]
2026-24
on its second reading. Questions on the
[16:03]
second reading? Roll call.

[16:07]
» Yes.

[16:09]
» Yes.
>> Yes.
[16:11]
» Yes. Mr. Shreder. Thank you, Mr. Mayor.
This is ordinance number 2026-24,
[16:18]
an ordinance amending and receding
section 385.0.1
[16:22]
lowercase A1 rules permit and fees of
chapter 385 smallboat moing harbor of
[16:29]
the heron and codified ordinances.
>> Mr. Steinwork
[16:37]
» second read on
proposed 2027 rate adjustment dockage at
[16:44]
the boat basin. Historically we've
reviewed probably every five years on
[16:49]
the seasonal uh dockage and transit gone
to another year. Um so two years ago we
[16:55]
did this package where
it
[17:03]
slight increase from like the 20 a
slight difference
[17:06]
» I should say of the resident
non-resident rates. So like a 20 foot
[17:10]
slip to $40 increase and a 30 foot slip
is a $60 increase for a resident where
[17:14]
non is a resident is a $40 increase for
a 20ft slip and a $90 increase for a
[17:20]
30-foot slip to give you a little bit of
background. Um, so the cost we look at
[17:25]
operating the arena, maintaining the
arena, increase in utilities,
[17:28]
maintenance, repairs go up and so we
feel that every two years is a good way
[17:32]
to try to adjust that. I'd be happy to
answer any questions. This is a second
[17:36]
read.
>> Any questions?
[17:42]

number 66-2026,
[18:15]
a resolution certifying sidewalk repair
and/or construction charges to the Erie
[18:20]
County Auditor for collection.
[18:25]
» Phillips.
>> Thank you, Mr. Mayor. If I may tackle
[18:28]
this in the following
um with the completion of the first
[18:33]
cycle of sidewalk repairs and tree
maintenance, these unpaid invoices are
[18:38]
being um certified for special
assessment. The amount owed is broken
[18:42]
out over four years with no interest
added. Um the county auditor does add a
[18:47]
2% fee for their um to pay their
service, but
[18:54]
if there's any questions, I'm happy to
address them.
[18:58]
No questions.
Thanks.
[19:02]

[20:04]
» Very good, Mr. Shreder.
>> Thank you, Mr. Mayor. This is ordinance
[20:06]
number 2026-25.
An ordinance amending ordinance number
[20:12]
2025-31
adopted on December 23, 2025
[20:18]
to provide for supplemental
appropriations from the general fund and
[20:22]
other funding sources and to provide for
cash transfers.
[20:25]
» Very good, Mr. Phillips.
>> Thank you, Mr. Mayor. This budget
[20:32]
is really just some clean up. So, we've
had a few um insurance claims, grants
[20:38]
that were successful. So, just
reimbursing some of those line items
[20:42]
that um we can give back to the
departments to to reuse. Um two of the
[20:48]
areas that are truly budget increases or
both for the fire department, one um
[20:54]
overtime and two, uh maintenance
expenses for new tires for the
[20:58]
ambulance. Um and overtime is really
just nature of call volume being high um
[21:04]
and various staffing issues.
Um and then some of the other cleanup
[21:08]
we're doing is with um
us leaving HGD and thus um we'll be
[21:17]
transferring that money directly from
the parks from the general fund to the
[21:21]
parks department rather than through a a
physical check we used to write to the
[21:25]
heron joint recreation district. And
then also with the sale of the Kangar
[21:32]
lot, we're able to repay the advance
that the general fund transacted in
[21:36]
2025.
So given that $25,000 back to the
[21:40]
general fund,
if there's any specific questions on
[21:45]
these budget items, I'm happy to jump
into
[21:49]

principal amount of $1,590,000
to pay cost of constructing,
[22:35]
reconstructing, resurfacing, paving,

there, constructing and reconstructing
curbs, gutters, sidewalks, concrete

related drainage facilities, parking

installing or relocating utilities, and

replacing or adding signage, lighting,
traffic signals, pedestrian safety
[23:07]
improvements, hardscaping, and
landscaping, together with all necessary
[23:12]
related improvements, and a pertinances
there, too. All is designated in the
[23:17]
plans approved or to be approved by
council and declaring an emergency.
[23:24]
Uh, I would like to make motion to
declare
[23:28]

[23:45]
» Thank you, Mr. Mayor. Ordinance
putting out a public sale for a bond for
[23:51]
the South Main Street skate project. Um,
we went back and forth with bond council
[23:56]
a few times looking if it made more
sense to do a direct placement with the
[23:59]
bank versus a public sale. Um, the
timing worked out really well with um,
[24:04]
some grant funding opportunities for the
boat basin as well. So, that legislation
[24:09]
you'll see later tonight, but putting
those projects together um, both being
[24:14]
tax exempt and being able to um, take
advantage of that a better rate and um,
[24:20]
the competitiveness of a public sale.
made the most financial sense to try to
[24:26]
do these together and take advantage of
all the the grant funding to knock out
[24:30]
these two big projects. Um, this bond
will be uh for 20 years. We anticipate
[24:36]
rates to be somewhere between four and
5%. Um, and these amounts you see here,
[24:41]
the 1.59 million is a maximum, but we
anticipate it'll be less than that. So,
[24:50]
» any questions on this?
Final adoption.

» Very good. Next on the agenda is
resolution number 68-2026.
[25:06]
» Mr. Mayor,
>> Mr. Harris,
[25:07]

[25:24]
» Mr. Shreder. Thank you, Mr. Mayor. This
is resolution number 68-2026.
[25:30]
A resolution authorizing the city
manager to accept the proposal and enter
[25:34]
into an agreement with K McCartney and
Associates, Inc. for professional
[25:39]
construction engineering and inspection
services relating to the South Main
[25:44]
Streetscape project known as PI118507
in the amount of $261,15062.
[25:55]
» Very good, Mr. Hamilton.
>> Thank you, Mr. Mayor. Um, we put an RFQ
[26:00]
out for [clears throat] firms to do our
contract uh administration and
[26:05]
inspection on this project. We actually
we got a lot of responses. We got five.
[26:10]
Um KM were scored the highest. Um at
that point we go in to negotiate on
[26:15]
pricing because it's a request for
qualifications. Um um KM came back with
[26:21]
261,15062.
[26:25]
We believe that's high. Um we no longer
do
[26:31]
the
set amounts on our projects. we switch
[26:35]
them all to time and materials. So we
will only get build for services that we
[26:41]
actually use.
Um so we do not expect to get close to
[26:45]
that 260 but it's a not to exceed
amount. So that's what we'll let to
[26:50]
answer any questions.
>> Questions for Mr. Hamilton.

2026-26.
[27:07]

[27:24]
» Very good. Mr. Shrader.
>> Thank you, Mr. Mayor. This is ordinance
[27:27]
number [clears throat] 2026-26,
an ordinance providing for the issuance
[27:32]
and sale of bonds in the maximum
principal amount of $800,000
[27:37]
for the purpose of paying the cost of
improving the city's boat basin and
[27:41]
related facilities, including replacing
floating docks and decking and
[27:46]
constructing, reconstructing, and
installing structural improvements
[27:50]
related there too. Demolishing existing
boat docks and related appertinences.
[27:55]
installing lighting, safety, and other
related equipment and improving the
[27:59]
electrical and other utility systems
together with all necessary related
[28:04]
improvements and a pertinances there
too. All as designated in the plans
[28:08]
approved or to be approved by council
and declaring an emergency.
[28:14]
I' like to make a motion to declare
ordinance number 2026-26
[28:20]
as emergency measure measure. Questions
on that? Roll call.
[28:26]

>> Yes.
[28:28]
» Yes. [clears throat]
>> Yes.
[28:30]
» Martino.
>> Yes.
[28:31]
» Yes.
>> Mr. Phillips, you're busy tonight.
[28:35]
» Thank you, Mr. Mayor. So, this is the
the bond financing
[28:40]
in tandem with the South Main Street
Shape project. Um, the bids came back
[28:46]
higher than expected on the boat basin
transient dockage project. Um, we looked
[28:53]
at maybe advancing from the general
fund, but with the boat basin's cash
[28:58]
flow capacity, it just didn't make
sense.
[29:01]
Um,
from a cash flow perspective, adding
[29:05]
this piece in, from our original
budgeted expectations of the South Main
[29:09]
Street project, it's only a $10,000
debt payment annually increase. Um, so
[29:16]
it made sense to to try to get this done
and utilize all the grant funding for
[29:20]
this.
[29:24]
Thank you, Mr. Mayor. Just just to jump
in. We all know
[29:29]
the amount of money we need to spend on
the movies. Um, it's tired. It hasn't
[29:34]
had a lot of love over the years. So,
we're trying to play a little bit catch
[29:38]
up with this. Um, we're getting to to
invest in some of the core utilities
[29:44]
along with just the the project for
doing the docks. Um the electrical
[29:49]
portion of this will take us forward for
any other upgrades we do. Um boats get
[29:55]
smarter, they draw more power, and the
electrical system down there just can't
[30:00]
support it. Um the lights down there, do
we have four different kind of lights
[30:05]
down there, Doug? Um they will all be
made the same so it looks cohesive. It
[30:12]
looks nice. It's a centerpiece of town.
I think if we don't start investing in
[30:17]
it, um, it's just going to keep getting
older and older looking. So, that's one
[30:22]
to
any questions or comments for Mr.
[30:26]
Phillips
or
[30:30]
Hamilton or Mr. Stein.
>> Final adoption.
[30:35]
» Yeah.
>> Oh, hold on. Sorry.
[30:37]
» Just have one question. Um, with the
electrical upgrades, have we talked
[30:40]
about um the fact that a lot of the
boats, the newer boats are starting to
[30:45]
become powered? We had a think about
like the actual
[30:51]
» Yeah. charging station ability.
>> You Mr. Mayor. So, the electrical work
[30:57]
that we're looking at doing is
the dock project itself um is putting
[31:03]
all the marine electrical infrastructure
in. Um, They are not charging stations.
[31:09]
They are just shore hookups. Um but what
we are doing is we're going to increase
[31:15]
the service from first energy. Um
because we're we're going to share the
[31:21]
padmount transformer with the secondary
intake which will be 480. Um so we will
[31:28]
have plenty of juice coming through that
service if at some point we get to a
[31:33]
point we do need charging stations.
>> That was
[31:35]
» um but yeah, most of this electric work
is kind of background stuff so we can
[31:40]
bring the new dogs home.
>> Yeah, it was just it was just my
[31:42]
question since we have all these Teslas
and you know electric cars might as well
[31:46]
see if we're planning for that too
close.
[31:50]
» Uh yeah, in addition on electrical, are
we doing um Stu or Doug? Uh are you
[31:57]
doing 50 amp or a mixture of on the
pedestals or what?
[32:12]
the newer boats or bigger boats are
going
[32:17]
and then the lighting um is that going
to match our our standard lighting that
[32:22]
we're using on the streets as well or
something different
[32:32]
kind. I just want to remind council that
we did get a $50,000 grant for that
[32:36]
project from the county. Um and then the
street light fund will chip in to that
[32:42]
project also. Um so we'll be using
multiple funds to get down the street.
[32:47]
» Great. Thank you.
>> Any other questions?
[32:50]

» Thank you, Mr. Mayor. This is resolution
number 69-20226,
[33:29]
a resolution authorizing the city
manager to award the base bid and enter
[33:34]
into an agreement with Shoreline
Contractors LLC for professional
[33:38]
construction services relating to the
Hironboat Basin floating dock
[33:42]
replacement project in the amount of
$750,81457.
[33:51]
» Mr. Steinwork.
[33:56]
So yes, resolution
6926
[34:00]
um accept the base bid for shoreline
contractors that includes the
[34:05]
installation
placement of new floating docks and
[34:08]
decking uh basically the their concrete
pavers uh for our transit docks on B and
[34:14]
H pier. So, um, BP Pier is on the south
side, uh, next to the yacht club and H
[34:20]
pier, uh, backs up to the river, the 32
ft docks. Um, this installation includes
[34:25]
the all the anchoring systems, the gang
ways, uh, the utility power pedestals.
[34:30]
Uh, we did receive five base uh, bids
and we opened those on July 15th. Uh,
[34:36]
and Shoreline Contractors was the lowest
and best. Um, I guess a reminder, uh,
[34:42]
this project was awarded, uh, $300,000
from the BI, which is the boating
[34:47]
infrastructure grant through ODNR, um,
this year. And then we, um, received,
[34:52]
uh, last year $200,000 from the House
Bill 2, um, from the onetime strategic
[34:58]
community investment fund for a total of
500,000 that will go to this project.
[35:03]
Um, Mr. Phillips um outlined how we
would bridge that gap um to the 750 uh
[35:10]
with the bonds and then the timeline if
that's a question that's going to be
[35:14]
asked always is um they could start
after if if awarded they could start
[35:19]
after December 1st and the completion
date would be April 1st 27.

[38:54]
» Thank you, Mr. Mayor. Um, this is
another fiveyear renewal and the
[39:00]
language is basically the same from last
5-year agreement that we had. Um, the
[39:06]
only substantive change we made was we
changed it from a 60-day cancellation on
[39:13]
either side to a six month. um just if
something were to happen that one side
[39:18]
or other decided to cancel it takes a
long time to spin up a building

[41:40]
request to bring in another liquor

[41:48]
Miss Tolman Towns End has requested to
bring one in. The intention is to bring
[41:54]
it in, put on the property and try and
move the property on. Um, if that
[42:00]
doesn't happen in short order, um, then
the intention is to open up
[42:06]
um to get it back functioning again. Um
the estimation is that this will
[42:11]
probably bring in about 10 10 plus
full-time positions. Um
[42:24]
» we are expanding currently and the next
door is like double the size. So
[42:31]
I you know now have two of them pretty
much and the guys that work for me are
[42:36]
all like kind of excited now. kind of
want us to take this one over too, but
[42:41]
I'd like to see, you know, what kind of
inquiries we get before I jump on a
[42:46]
third bandwagon of doing it. So, um, but
I am willing to do it otherwise because
[42:52]
I do think it's needed in the boat basin
and I've had other inquiries of
[42:57]
different types of businesses and I feel
like that it's best suited for what it
[43:00]
is. Um, and also, I mean, I don't know,
I'm getting more excited seeing that you
[43:04]
guys are doing all these renovations in
the boat basin. So
[43:08]
» I think that would even, you know, fit
everything even better. So
[43:13]
» Mr. A,
>> do we keep track? I I I read in the
[43:16]
notes that there are so many based on
the population, but you have an
[43:21]
exception, you know, for tourist areas
or whatever. Do we keep track of how
[43:25]
many we're uh accepting above our
allotted amount, if you will? Does that
[43:31]
make sense?
>> Really, Mr. Mayor? The city does not. Um
[43:35]
the the Ohio Liquor Department tracks
that stuff for us. Um we have we have
[43:41]
our cap. Um and that's why they allow
TXES. If there's a need within a
[43:47]
jurisdiction for economic development
reasons, then they will allow you to
[43:53]
bring one in. They're not assigning a
new license to the state. You have to
[43:57]
find one and bring it in.
>> And and she already has one. you can

bring.
>> But we

population. We don't know if we have 20

expected to start that project second
[45:28]
week of September. Um we're doing flyers
up for the local businesses and any
[45:34]
residents that'll be affected. Um we'll
take them out, hand deliver them, talk
[45:40]
to the businesses, make sure they know
what's going on, what will be shut, what
[45:43]
will be open. Um the intent at this
point is to keep southbound traffic
[45:52]
flowing on Main Street. Um northbound
traffic will be diverted Bogart to
[45:59]
Williams and Center. So we can always be
working in one lane um on Main Street
[46:05]
and we can move it side to side as we
need. So southbound will be open on Main
[46:11]
Street. northbound will go Bogart to
Williams Center, Standard and the other

side streets. Um, again, that will be
part of the flyer. We'll make sure the
[46:21]
local businesses understand that. Um,
and we think that project will probably
[46:27]
go on because of the winter months
through to March of next year.
[46:38]
Um chapter 1133 off street parking um a
draft amendment um was submitted to the
[46:45]
planning commission on 813. Um planning
commission had no changes to what was
[46:51]
submitted. Um so that amendment will
come to council for consideration.
[46:58]
Um and that was just hardcaping on
public parking.
[47:06]
Um with the adoption of ordinance 202623
enacting the moratorum on transient
[47:14]
rentals. Um just a reminder if you hold
a license you'll be able to renew it. Um
[47:22]
they will carry on functioning.
Transfers can happen. Um anyone on the
[47:27]
waiting list will stay there. they will
not be able to pull an available um
[47:32]
license if one comes available until the
end of the review and we will not be
[47:38]
letting anyone join the waiting list
until the end of the moratorial time. Um
[47:43]
as a side note, I've fielded a lot of
calls from transit rental owners um who
[47:50]
are trying to have their voice heard and
make sure that they have a say in this
[47:54]
process. Um, I've been very clear with
them that this this will be a very
[48:00]
transparent process and everyone on all
sides will be involved. So, I want to
[48:06]
make sure that everybody hears that.
Um, we still have an opening on the
[48:12]
board of zoning appeals. Um, if we get
any brave soul who would like to join
[48:17]
us, um, please call Terry at 4194335000
[48:23]
extension 11102.
[48:28]
Parks and wreck. Um, the picnic table
grant the city was awarded $9,66.50
[48:38]
by the Erie County Solid Waste District
Recycle Materials Grant. never make
[48:43]
those simple. Um funding will be used to
purchase six new picnic tables for the
[48:49]
boat basin shelters. Um tables are on
order and will be assembled and
[48:53]
installed in the fall.
Epic grant and the city was awarded the
[48:59]
50,000 I mentioned earlier um from the
epic conventions and visitors bureau
[49:05]
board to be used towards the replacement
of lights and poles around the boat
[49:09]
basin area. Um we will pull the rest of
the funding together um from the bonding
[49:15]
and from the street life
fall skills academy. There's still time
[49:21]
to register um for the fall golf skills
academy ages 10 through 17. The sawmill
[49:27]
creek golf course and the program starts
on September 13th. Ball balls here um is
[49:34]
began at Favens Park and will run
through Saturdays and Sunday. Um
[49:40]
September 20th,
safety services, the school inspections
[49:45]
are all complete by um the fire
department and the buildings are all
[49:49]
ready for the students.
Fire department run volume is on pace to
[49:54]
give us another good um month. I'm not
even going to use this number because
[49:59]
it's a week old at this point. Chief,
>> where are we at?
[50:05]
» Wow.
>> So they're keeping them busy. fire
[50:08]
training. Um you'll see the crews
training along the lake shore this month
[50:12]
using boats to supply boat to supply the
engine and ladder um with water. Um so
[50:19]
don't be panicked when you see our guys
operating on the the lakeside
[50:23]
smoke detector program. Fire department
is in development phase with local Red
[50:29]
Cross to begin smoke detector program to
provide and install smoke detectors for
[50:34]
hearing residents. There'll be more
information on that to come.
[50:40]
water department [clears throat]
staffer. We're looking at replacing the
[50:45]
water line um on Lincoln and Washington
Street. We have an opportunity for
[50:52]
another OPWC
uh loan grant combo and trying to find a
[50:57]
project that doesn't overwhelm the
budget that will kind of fit into that
[51:01]
half a million dollar range that that
funding usually is in. Um, so we're
[51:06]
going to have a hard look at that one.
We had four breaks in that area last
[51:10]
year. It's not a particularly old line.
It's just not a very good one. Um, so we
[51:16]
will look at that and if we can make it
work through grant funding and a little
[51:20]
bit of local dollars, we will. West Side
Water Tower. Um, I don't think anyone
[51:26]
managed to go out there and sit and
watch the whole thing go up. Um, we have
[51:30]
a very cool time lapse video. Um but the
bowl was raised. Um so now they will
[51:36]
finish um putting the roof on um all the
safety proportions and then they'll move
[51:42]
inside to actually put the insides in.
Um still have another year left on that
[51:46]
project. So just because it looks like a
pretty nice um water tower, it's just a
[51:51]
big empty dome at this point. So lots
more work to do.
[51:56]
um service department. Um we we let you
know we're looking at doing Riverside
[52:02]
Drive. Um we sent a request for quotes
out to all the local contractors that we
[52:08]
use. Um we did a walk through. Um we're
expecting pricing back in on 91 at that
[52:15]
point. Depending on how the pricing
comes back in will depend if we move
[52:18]
forward that
[52:22]
projects out to bid. Um we have the
Konagra seaw wall reventment project out
[52:27]
to bid. Um bids are due we did a walk
through last week with all of the
[52:34]
prospective bidders and the bids are due
September 7th at
[52:41]
meetings for September. We have
utilities September 2nd at 5:00 in the
[52:47]
council chambers. The city council
meeting Tuesday, September 8th at 6:30
[52:51]
in the council chambers. BCA meeting
Monday, September 14th at 5:30 in the
[52:58]
council chambers. Planning Commission
meeting Wednesday, September 16th at
[53:02]
5:00 in the council chambers. We have
our second council meeting on Tuesday,
[53:07]
September 22nd at 6:30 in the council
chambers. And finally, reminder that
[53:14]
city administration offices will be
closed September 7th for Labor Day.
[53:20]
Happy to answer any question.
>> Any questions for Mr. [clears throat]
[53:23]
Hamilton? Mr. Klaus,
>> do we and Doug? Is there a parks and
[53:28]
recck board meeting on the 1st,
September 1st, or what are we doing with
[53:33]
that?
>> We were talking about that today.
[53:41]
Now, after the township
recuses himself, we won't really have
[53:46]
any HR members and then they won't we'll
have new members to appoint. So, we're
[53:52]
talking about having a potential
organizational meeting, but we're going
[53:55]
to send something out Wednesday or
Thursday
[53:58]
» to the current members. So,
>> so won't be on the first obviously.
[54:03]
» It won't be on the
>> Well, that would have been the regular
[54:06]
schedule. That would have been the
regular
[54:09]
» but by Thursday we'll have something out
to to clarify.
[54:19]
» Do we have a rendition of what the South
is going to look like a a final?
[54:25]
» Would you mind sending that out if we
>> Yeah, through you, Mr. Mayor. So, we
[54:29]
don't have any nice pictures.
>> We have the plan sets. Okay. Um, but you
[54:34]
can see what's going to happen from the
main pages on the plan sets. You can see
[54:39]
where the multi-use path will be, how
the roads are going to change, how the
[54:43]
lanes, how the parking will change a
little bit, the street lights are going.
[54:46]
So, yeah, for sure I'll share it
>> and have we shared that with the
[54:51]
businesses on South?
>> Uh, yeah. So, we we did a series of
[54:55]
meetings with the businesses. Everyone
was invited um probably 18 months ago.
[55:00]
Um, we went through it in depth on the
TV with lots of questions. Um, we made a
[55:07]
lot of changes based on the feedback we
got. Um, but when we go back out, we'll
[55:12]
have a [clears throat] we'll have the
main pages that kind of show what's
[55:17]
going on with us so we can walk you.
[55:23]
» Any other questions for Mr. Hamilton?
All right. Mayor's discussion. I'll keep
[55:30]
this short. Um, I want to thank Miss
Dively,
[55:34]
Mr. Ritter, and I apologize because I
didn't catch your name. Miss
[55:40]
» Jamie.
>> Jamie. Okay. Thank you for coming in.
[55:44]
Um,
Miss Dively,
[55:50]
I was not here at that meeting. I was
not here at the meeting for but I did
[55:56]
» like I said I believe I came and spoke
with the chief so we went over
[55:59]
everything so I'm getting a better
understanding of everything. Um
[56:07]
I'm learning and I'm seeing want to get
both sides. Um everybody's looking into
[56:13]
it. We are we're not we're not we are
looking.
[56:20]
Um but thank you so much for coming in
because truly appreciate when you guys
[56:24]
come in and speak
appreciate. Um I want to thank the
[56:30]
hertorical
uh society for making the uh K9
[56:35]
donation.
Um
[56:38]
the tracks that's uh
something needs to be done with that
[56:43]
down there. It's been vacant too long.
So it is a it's back in the heyday. And
[56:50]
I some of the older people on the
council, Mr. Hag, Mr. Arino,
[56:55]
[clears throat] um know how good that
went. So they've told me about it. So
[57:00]
» yeah, right. [laughter]
>> And Mr. Claus. Um,
[57:06]
Mr. H the water tower,
>> even though he's a
[57:09]
» I will tell you I did go out watch that
get lifted.
[57:14]
It it was like watching paint dry.
[clears throat]
[57:17]
» Um, so I didn't stay long, but uh that
is a huge task undertaking and it just
[57:24]
amazes but uh they're doing a great job.
It looks good. So we get this wrapped
[57:30]
up. It's going to take some time, but
when it's done, it's going to good asset
[57:34]
to the community. Um,
[57:39]
Mr. Ritter, I think he left as far as
the transient rental. Believe me,
[57:45]
behind the scenes, there's a whole lot
of work going on, especially with our
[57:48]
law department and staff and all this
stuff is going to come back to council.
[57:53]
We've had several meetings with
residents. So, um, that's another thing
[57:58]
that we are seriously looking into and,
uh, guess we're looking forward to
[58:03]
having some work sessions and like Mr.
Hamilton said, those work sessions,
[58:08]
everybody is invited. So, um, please
show up and uh, give us your input.
[58:15]
Other than that, I have nothing else.
So, we will move to the good of the
[58:19]
order, Mr. Hegy.
>> Yeah, I just wanted to thank everybody
[58:23]
who came also. Um it doesn't happen
often and uh for someone to come and say
[58:29]
we're doing a good job that doesn't
happen ever. So [clears throat]
[58:32]
unfortunately he left but no thank you
for coming. I personally don't read face
[58:37]
twit book whatever it's called and
[laughter]
[58:40]
so this is the best way to get him. So
thank you very much. I wanted to also
[58:44]
express my condolences to the Ward
family and the Phillips family. Betty
[58:49]
Ward passed away a couple weeks ago and
Rita Phillips passed away uh just couple
[58:55]
about a week ago. Uh both of them
longtime Hiron residents. Uh Mrs. Ward
[59:00]
was very invol for those of us with a
certain age. Mrs. Ward was very involved
[59:04]
in the booster club and doing things
with the school. So I cond those
[59:10]
families. That's all I have.
>> Thank you Mr. Mr. Harris.
[59:13]
» Don't have anything to add tonight.
>> Very good. Mr. Close. Uh just thanks
[59:20]
everybody for coming. Um as as we you
know there's as Mr. Hegy said there's
[59:25]
not always a lot of times we have no one
here or one person. Um so we we
[59:29]
appreciate the input. I also um as Mayor
Tab said I'm I'm very uh looking forward
[59:37]
to and want to point out the the um
transient rental discussions and and
[59:42]
make sure that you know staff is aware.
I know they're working hard on it,
[59:46]
especially legal department, but we I
want to keep that moving as quickly as
[59:51]
possible in terms of our uh to have our
first work session. Um because we know
[59:56]
we're going to probably have to have at
least a couple and um
[1:00:00]
want to get that rolling. You know, we
don't the the moratorum was so that
[1:00:05]
something doesn't get crazy, but we also
don't want that to be in place, you
[1:00:10]
know, for a super extended period of
time either. Um, I think there's a lot
[1:00:15]
of discussion to be had. We had a lot of
discussion. It was when several of us
[1:00:20]
just got on council when we passed that
originally and we spent a lot of time um
[1:00:26]
getting it to where we thought it was
good, but now it's time to review. Um, a
[1:00:31]
lot of things have happened. So, that's
really important one
[1:00:37]
for myself, but I think for the city as
a whole. That's it.
[1:00:41]
» Good. Mr. Bill will come. All right. I'd
like to thank everyone in the audience
[1:00:45]
for coming in tonight as well as those
who uh watch us at home. Um thank you
[1:00:50]
staff for all your hard work. Um like to
thank the historical society for their
[1:00:54]
donation and condolences to the families
as well. Um home games coming up. We
[1:01:00]
have girl or boys golf on August 31st
and September 2nd. Girls tennis August
[1:01:05]
26th and 31st. Volleyball on September
3rd. And the first home game for
[1:01:11]
football is against Hopewell Louden.
this Friday, August 28th, followed up by
[1:01:15]
our next away game at Genanoa on
September 4th. Please come out and
[1:01:20]
support our local events, programs,
student athletes, and go Tigers.
[1:01:24]
» Good, Mr. Artino.
>> I just would like to thank everybody for
[1:01:28]
coming out tonight and uh look forward
to seeing you all again sometime.
[1:01:34]
» Thank you.
>> Very good. With that, I'll entertain a
[1:01:38]
motion for adjournment.
>> Mr. Mayor,
[1:01:39]
» Mr. Bcom.
>> I move that we adjourn tonight's
[1:01:42]
meeting.
>> Questions?
[1:01:44]
» Roll call.
>> Yes.
[1:01:47]
» Yes.
>> Yes.
[1:01:49]
» Yes.
>> Yes.
[1:01:52]
» Very good. Thank you everyone.
