[2:38] database that you know we've we've purchased

[2:43] these cameras and we're recording all the innocent

[2:47] people along with the criminals and uh and then it seems like we're

[2:55] sharing it with this huge database that none of us should want that. I don't

[3:01] understand why why that's a good thing.

[3:06] And we don't have to share it. According to what I've read, we could have zero

[3:12] sharing or sharing with just other police departments or sharing with this

[3:18] big national database.

[3:23] So, I just have very very uh serious concerns about

[3:30] uh my privacy and everyone's privacy, especially in a small town where you

[3:36] have these cameras and it's the same people riding around. There might, you

[3:39] know, there's some visitors and stuff, but that's that's us someone recording

[3:44] all our movements and everything we're doing. And I just don't think that's a

[3:50] good thing. I think it's dangerous and I'm just hoping that you as a council

[3:58] um look at the contract that that you sign with them because their goals are

[4:05] different than our goals and hearing. They're a big huge billionaire company

[4:10] that's building a national database and Lord knows what they want to do with

[4:14] that. It's not a good thing. And um and they're really rich. They've made a ton

[4:20] of money in not a long time. And so that's I guess what I just would hope

[4:26] you as a council would would look at that and make me feel a little better

[4:59] some issues with short-term rentals. Wanted to hear what was going on. Uh, I

[5:04] was relieved to hear. It sounds like the problem is uh some transient guests

[5:09] causing disturbances or problems to residents. Not relieved because I would

[5:13] uh wish that on anybody. I absolutely believe that residents and neighbors are

[5:18] more important than transient guests would ever be. I was relieved personally

[5:22] because I didn't know what the problem was. I thought maybe I was part of the

[5:25] problem and uh come to find out it's not me because that's not how I operate. Um

[5:30] I live in the neighborhood where I have my rentals at. Um love my neighborhood.

[5:35] love my neighbors. They all know me. They know my number. They know they can

[5:38] call me if there's any issues, but they don't have to because I'm right there on

[5:42] top of my properties and um any issues we've had have ever been small, but I'm

[5:46] quick to address them before it gets to the point where the neighbors um even

[5:51] need to worry about it. Sounds like maybe the issue is some of the absentee

[5:56] uh out of town, out of state owners. Uh just speculating. But, uh, you know, to

[6:01] that end, I appreciate that we have the, uh, the three strikes rule that we have

[6:05] to, uh, weed out any problem properties and and hopefully keep the good guys

[6:10] around, which I like to think I'm one of. Um, you know, I did hear comments

[6:14] that maybe, uh, the the three strikes uh, needs to be a bit more stringent.

[6:20] And, uh, people are having pro problems. I can't say I disagree with that, but um

[6:25] you know, I also heard a comment that I appreciate, which was that there does

[6:28] need to be a threshold um which at the moment is a citation. It sounds like

[6:33] there does need to be a threshold to prevent a disgruntled uh neighbor or,

[6:38] you know, somebody with a personal vendetta, whatever it is, from from

[6:41] making unfounded, you know, a few unfounded phone calls and then somebody

[6:44] will lose their their business, their livelihood. So, uh, you know, it sounds

[6:49] like the the city council is trying to find a balanced approach and, you know,

[6:53] from my standpoint as a short-term rental owner, I appreciate that. And,

[6:57] um, also I appreciate with the recent moratorum,

[7:01] uh, that it doesn't affect those of us who, uh, already have a license. That

[7:06] would be, uh, financially catastrophic for that to all of a sudden be pulled

[7:12] out from under me. So, um, you know, I appreciate that and I think, uh, it

[7:16] sends a good message to investors of the city in the city in any capacity that

[7:21] that, uh, somebody wouldn't just, uh, be allowed to have their their business or

[7:25] their livelihood pulled out from under them. So, um, just aware of the time

[7:30] here. Uh, again, just sounds like it's a very balanced approach and thank you. I

[24:26] do these together and take advantage of all the the grant funding to knock out

[24:30] these two big projects. Um, this bond will be uh for 20 years. We anticipate

[24:36] rates to be somewhere between four and 5%. Um, and these amounts you see here,

[24:41] the 1.59 million is a maximum, but we anticipate it'll be less than that. So,

[28:58] flow capacity, it just didn't make sense.

[29:01] Um, from a cash flow perspective, adding

[29:05] this piece in, from our original budgeted expectations of the South Main

[29:09] Street project, it's only a $10,000 debt payment annually increase. Um, so

[29:16] it made sense to to try to get this done and utilize all the grant funding for

[29:20] this.

[29:24] Thank you, Mr. Mayor. Just just to jump in. We all know

[29:29] the amount of money we need to spend on the movies. Um, it's tired. It hasn't

[29:34] had a lot of love over the years. So, we're trying to play a little bit catch

[29:38] up with this. Um, we're getting to to invest in some of the core utilities

[29:44] along with just the the project for doing the docks. Um the electrical

[29:49] portion of this will take us forward for any other upgrades we do. Um boats get

[29:55] smarter, they draw more power, and the electrical system down there just can't

[30:00] support it. Um the lights down there, do we have four different kind of lights

[30:05] down there, Doug? Um they will all be made the same so it looks cohesive. It

[30:12] looks nice. It's a centerpiece of town. I think if we don't start investing in

[30:17] it, um, it's just going to keep getting older and older looking. So, that's one

[34:52] uh, last year $200,000 from the House Bill 2, um, from the onetime strategic

[34:58] community investment fund for a total of 500,000 that will go to this project.

[35:10] with the bonds and then the timeline if that's a question that's going to be

[45:40] to the businesses, make sure they know what's going on, what will be shut, what

[45:43] will be open. Um the intent at this point is to keep southbound traffic

[45:52] flowing on Main Street. Um northbound traffic will be diverted Bogart to

[45:59] Williams and Center. So we can always be working in one lane um on Main Street

[46:05] and we can move it side to side as we need. So southbound will be open on Main

[46:11] Street. northbound will go Bogart to Williams Center, Standard and the other

[46:16] side streets. Um, again, that will be part of the flyer. We'll make sure the

[46:21] local businesses understand that. Um, and we think that project will probably

[46:27] go on because of the winter months through to March of next year.

[46:38] Um chapter 1133 off street parking um a draft amendment um was submitted to the

[46:45] planning commission on 813. Um planning commission had no changes to what was

[46:51] submitted. Um so that amendment will come to council for consideration.

[46:58] Um and that was just hardcaping on public parking.

[47:06] Um with the adoption of ordinance 202623 enacting the moratorum on transient

[47:14] rentals. Um just a reminder if you hold a license you'll be able to renew it. Um

[47:22] they will carry on functioning. Transfers can happen. Um anyone on the

[47:27] waiting list will stay there. they will not be able to pull an available um

[47:32] license if one comes available until the end of the review and we will not be

[47:38] letting anyone join the waiting list until the end of the moratorial time. Um

[47:43] as a side note, I've fielded a lot of calls from transit rental owners um who

[47:50] are trying to have their voice heard and make sure that they have a say in this

[48:38] by the Erie County Solid Waste District Recycle Materials Grant. never make

[48:49] boat basin shelters. Um tables are on order and will be assembled and

[48:53] installed in the fall. Epic grant and the city was awarded the

[48:59] 50,000 I mentioned earlier um from the epic conventions and visitors bureau

[49:05] board to be used towards the replacement of lights and poles around the boat

[49:09] basin area. Um we will pull the rest of the funding together um from the bonding

[49:15] and from the street life fall skills academy. There's still time

[49:21] to register um for the fall golf skills academy ages 10 through 17. The sawmill

[49:27] creek golf course and the program starts on September 13th. Ball balls here um is

[49:34] began at Favens Park and will run through Saturdays and Sunday. Um

[49:40] September 20th, safety services, the school inspections

[49:45] are all complete by um the fire department and the buildings are all

[49:49] ready for the students. Fire department run volume is on pace to

[49:54] give us another good um month. I'm not even going to use this number because

[49:59] it's a week old at this point. Chief, >> where are we at?

[50:05] » Wow. >> So they're keeping them busy. fire

[50:08] training. Um you'll see the crews training along the lake shore this month

[50:12] using boats to supply boat to supply the engine and ladder um with water. Um so

[50:19] don't be panicked when you see our guys operating on the the lakeside

[50:23] smoke detector program. Fire department is in development phase with local Red

[50:29] Cross to begin smoke detector program to provide and install smoke detectors for

[50:34] hearing residents. There'll be more information on that to come.

[50:40] water department [clears throat] staffer. We're looking at replacing the

[50:45] water line um on Lincoln and Washington Street. We have an opportunity for

[50:52] another OPWC uh loan grant combo and trying to find a

[50:57] project that doesn't overwhelm the budget that will kind of fit into that

[51:01] half a million dollar range that that funding usually is in. Um, so we're

[51:06] going to have a hard look at that one. We had four breaks in that area last

[51:10] year. It's not a particularly old line. It's just not a very good one. Um, so we

[51:16] will look at that and if we can make it work through grant funding and a little

[51:20] bit of local dollars, we will. West Side Water Tower. Um, I don't think anyone

[51:26] managed to go out there and sit and watch the whole thing go up. Um, we have

[51:30] a very cool time lapse video. Um but the bowl was raised. Um so now they will

[51:36] finish um putting the roof on um all the safety proportions and then they'll move

[51:42] inside to actually put the insides in. Um still have another year left on that

[51:46] project. So just because it looks like a pretty nice um water tower, it's just a

[51:51] big empty dome at this point. So lots more work to do.

[51:56] um service department. Um we we let you know we're looking at doing Riverside

[52:02] Drive. Um we sent a request for quotes out to all the local contractors that we

[52:08] use. Um we did a walk through. Um we're expecting pricing back in on 91 at that

[52:15] point. Depending on how the pricing comes back in will depend if we move

[52:18] forward that

[52:22] projects out to bid. Um we have the Konagra seaw wall reventment project out

[52:27] to bid. Um bids are due we did a walk through last week with all of the

[52:34] prospective bidders and the bids are due September 7th at

[52:41] meetings for September. We have utilities September 2nd at 5:00 in the

[52:47] council chambers. The city council meeting Tuesday, September 8th at 6:30

[52:51] in the council chambers. BCA meeting Monday, September 14th at 5:30 in the
