[11:33] significant work created all around the valley for us. I am grateful that we didn't have

[11:41] any loss of life or any injuries and I am sorry for those individuals who suffered property

[11:47] damage and those kind of things but we do continue to assess the damage and look at

[11:56] areas that need some work and move forward in that direction. Outside of the flooding we

[30:02] I can provide an update on a couple things. The city's appeals board had a hearing yesterday, and it was for a variance. So the appeals board, usually kind of two general functions, when there's an administrative decision made by the city and the applicant disagrees with that, they can appeal that to the city of Pills Board. Or if somebody would like a variance to a city ordinance, then they ask for that variance to the appeals board. It's made up of three members.

[30:32] So this one was a variance request for a lot in fire rock, and the owner wanted an exception to the setback requirements.

[30:44] They wanted to move the house closer to the street, and their justification was their argument was, is that a rock retaining wall in the backyard made their lot smaller, and so they needed to move their house closer to the street to be able to use the lot.

[31:00] not. Fred and Gary did a good job preparing a staff report that outlined what the criteria

[31:06] are for variances. It's set by state law and there's five requirements yet. I won't

[31:14] get into the details. But in general, it has to be a very unique limitation on that particular

[31:19] piece of property that is not self-imposed and not solely economic in nature. And so the

[31:26] The appeals were looked at that and they looked at the houses that had been built on both sides of this house.

[31:30] It had the same retaining wall in the backyard and they just, they didn't buy off that this was a unique piece of property that warranted an exception to the city ordinances and they denied that request.

[31:45] Also, the the San Hollow Mesa development agreement amendment has been recorded.

[31:51] And so I think that has been, as far as legal claims, is resolved now and now it's just a matter of processing those applications for that neighborhood 6.

[32:03] You know, should they choose to move ahead with that?

[32:06] There's been talk, but we haven't received an application for the first phase of that neighborhood 6, the way we agreed.

[32:13] So we don't know what their plan is, but the legal issue for now has been resolved.

[32:24] The mayor asked about a potential closed meeting to talk about a project proposal and a potential development agreement.

[32:35] And so if that's if you're interested in that, we can look forward to that.

[32:38] Don't get too excited at the end of the meeting because I think we'll extend it a little bit.

[33:35] our cruise did a wonderful job of getting out there they were out there quick and investigating

[33:40] checking on stuff trying to get things cleaned up as quick as they can and so I appreciate

[33:45] everybody's helped there. That was a wonderful turn out of our staff and they did a great job

[33:50] I felt like and so I just wanted to thank them and our effort, Taden and the Water Department

[33:56] for getting out there and being so responsive to that. So I don't have that happened very often.

[34:02] Kind of an interesting experience.

[34:07] Also our projects continue to march forward with our police

[34:12] station in our city office. We received word this week that we had applied for a C.I.B. grant

[34:21] and loan to help in the funding of our two buildings. C.I.B. reached out to us and said they

[34:28] didn't have the money to really fund as much as many items as were submitted. And anyway,

[34:35] earlier this week they said that they actually ended up having more than what they're expected to

[34:39] come in, so Mayor doesn't know this yet, but we have a meeting set up for September 3rd

[34:44] for him and I to go up to Salt Lake and present before them to try to secure more favorable

[34:51] financing than perhaps we can get on the open market to finance these buildings. So I don't

[34:57] know Mayor if you actually are available on September 3rd, but if not, then we will handle this.

[35:04] Anyway, presentation before the CIB board, it sounds like they have some money.

[35:08] It likely won't be grant money, but we're hopeful that they would have some money that would be available at a more favorable interest rate

[35:15] And all we could to get

[35:17] It was interesting because they sent out a letter to begin with

[35:20] Saying they didn't need to have money when course cities down here in our county since there's no mineral rights and stuff

[35:27] The oil that they raised that money from kind of a low-end at the state

[35:33] they're asking for some of them to withdraw so they

[35:36] have it and you know we figured we're probably on the bottom and wouldn't let's

[35:40] draw and probably as be you when we say now let's make it stick it out let's make

[35:44] sure that the force of them to have to decide some glad we stayed in yeah

[35:48] yeah on I applaud our our administration finance team page and Brandon for putting a

[35:55] lot of effort into this I mean it takes a lot of work to try to get some of this

[35:58] financing in place and so we work hard to try to save the city money hopefully we'll

[36:17] things we had a power board meeting last week and Mike Jones did a, he has a

[36:22] drone and a flyover or a sub station to kind of identify each apparatus in

[36:36] substation it's deserts out deserts out deserts out deserts and let's hope in

[36:42] that maybe you know you can maybe get that together in a short in a short

[36:46] short version bring it to city council it was really interesting did a good

[36:50] job on that so it was just his personal drone and some time during that and then

[36:55] on the MI metering, which is a two-way metering that rolled out a little bit. Kind of a trial

[37:02] to try to get the communication up and running. It had a few little struggles there, so they

[37:06] haven't been rolling that out full yet, but they're getting close to be able to do a full

[37:10] implementation of that. So that'll be a good upgrade when we get that going. And then with

[37:17] this event the flood event kind of remember asking so who is our emergency

[37:24] manager and I don't know that we have an emergency manager in our city right

[37:27] now that's probably something we need to maybe get working on get

[37:32] practicing a little bit for emergencies in the future although it was probably

[37:36] it handled really well you know I get one by time I got out there it was probably

[37:43] just 20 minutes in and the guide were cleaning out. I mean it was pretty amazing how we didn't have

[37:51] any OC open but it was pretty well organized anyway. You know guys were out there working hard

[37:55] and getting their old open up in a hurry but I just something that we probably need to work on

[38:00] especially with Super El Nino coming in this winter. You know we may have more issues.

[38:41] working with. On the flood issue, I did show up for my community service on Sunday afternoon

[38:51] with my son hoping to engage and I had to talk to two or three people before I could figure out how

[39:00] I can be helpful and I wonder if maybe a little bit of guidance from, I don't know,

[39:08] some way that the city could assist and giving, you know, the well-meaning, well-intending,

[39:17] you know, church volunteer driven effort, some guidance on how to be most effective

[39:24] to put people to work because it was, I really wanted to engage and I spent

[39:32] a portion of my time trying to figure out how I could engage and then I did

[39:38] want to inquire also about the status of the, you know, retention over, you know,

[39:47] at the top. I know we are in process and have funding issues and stuff,

[39:54] but what's the timeline for rollout of that?

[40:22] our portion as I understand would be 5 million, that's 67 million. The comment

[40:29] period I believe, I think we're still in the comment period. I think they finished

[40:35] the comment. We're in the comment period but I think they had closed it in May. We

[40:40] have some new maps that are out that we can forward to you as a council so you can

[40:44] see some of that. I think they call it a ROD right of decision, record of decision,

[40:53] record of decision, I think once that comes out and they approve of it then it goes

[41:01] to a final design stage which would likely be seen another year on that and once

[41:07] that's done if the financing is approved through NRCS then it's a build time so I

[41:12] you're probably, you could still be another three, four years. I think 2031 is

[41:17] what Arthur estimated would be a completion date, optimal completion date on

[41:21] that. So it tells that it would be, there's a retention area and it controls the

[41:26] water flow that comes out and even dry detention basin there. Yeah, with it.

[41:32] Just have a run for three or four days rather than three or four hours.

[41:41] I asked Carthler if that project was on the list when we did our fees for drainage and he said no, so that five millions not part of what we did for raising that rating.

[42:00] just a couple of things I to want to echo everybody else I I was out there

[42:14] Thanks to councilman Emley he called me and he says what are you doing being a slacker and I mean

[42:21] I was just home buttering had no idea watching a little rain in my backyard thinking it was cool

[42:26] But what out? Very proud of all of our departments. They were working very hard, coordinating together.

[42:33] I mean, it didn't matter where you went, there was, I mean, it was just solid trying to get our infrastructure back running again, trying to get things to where people could still move.

[42:46] And police department did an awesome job protecting the scenes so that the workers could work.

[42:53] work. It was great. I just want to thank all of them. I want to thank the Mayor, the

[42:59] Council, Caden, for all your hard work down there too. I mean, it was awesome to see.

[43:05] And once again, our community came together as they always do. You know, we've always

[43:11] looked at this and said the reason Hurricane gets through events is because of what our

[43:15] citizens do and our citizens came together and they've been working literally every day

[43:21] trying to get people back to some level of normalcy but that was awesome. On the

[43:29] other things we had a mosquito abatement board meeting that's most exciting

[43:34] thing on earth but it's kind of interesting because with all the rain and

[43:38] the weather and standing water and everything else we have that several cases of

[43:44] West Nile virus down here, but to be honest, none of them are reported in

[43:51] hurricane. Most of the most of the West Nile virus cases are in St.

[43:57] George and Washington. There has been a couple reported in other places on

[44:03] these sites, but absolutely not in hurricane. The one big thing of it is it's not

[44:07] been transferred to humans. They have had a lot of issue with livestock, and my

[44:13] understanding based on what I was told at the meeting is that if a mosquito with

[44:18] West Nile bites infects a horse, likelihood if the horse has not been inoculated

[44:23] it'll kill it. So that was kind of interesting to know I had no idea what that

[44:29] would happen. But they're working very diligently if you see anywhere that's

[44:33] got standing water. They said you know literally half a cup of water sitting out

[44:41] and mosquitoes can breed and move on. So it doesn't take big bodies of water it

[44:46] just takes water and so I mean I have to say you know thanks Mayor for putting

[44:53] me to assign me to this because I've walked around my house dumped out buckets

[44:57] that I've had sitting out there for literally

[45:00] Just to try to protect for some of this going on. But the crews down there are working really hard. They're out every day. Their staff has built up. They've actually done more calls this year than ever in history. So, but they are, they are open. If you ever, if you have a problem, if you have mosquitoes in your yard, I have to call their office. They'll send a team out. They'll check it. They'll trap them. And if you've got an issue, they'll

[45:30] try to do their very best to kill the larvae before they even hatch. So it's really a good program they've got going down there.

[46:44] another time. And especially local businesses, while I was there, pizza was getting dropped off,

[46:49] hamburgers were getting dropped off. Someone donated a bunch of buckets. So I'm just so impressed

[46:54] with just the whole community for it. That happened from that flood. A couple

[47:01] of other things, I did have someone ask me about if Hurricane's going to get

[47:07] any electric vehicle charging stations.

[47:15] I believe we have conduits. I don't know

[47:22] of any private ones, but I believe we have conduits run

[47:25] at the Fort Court Gym, the city office police station,

[47:30] that we have planned down here.

[47:31] We do have planned conduits in that project

[47:34] that we admittedly, when we've looked into some of this,

[47:37] it's pretty price, unless you can get Tesla to come

[47:40] and just put them in.

[48:08] stations I've been involved with in the past, we've had to revamp and rebuild entire substations to

[48:14] make them work. So they draw an enormous amount of power. So there's a lot more to it than just

[48:18] then just post them up and send in different places. There's a lot that's got to happen for that.

[48:28] come through. So yeah, interesting. And then another person approached me saying that they do

[48:37] 12-step meetings in the museum, but their space is, they're starting to get really busy and full,

[48:53] more space or more availability.

[50:48] airport meeting this week we're gonna be talking about one of those one of the

[50:52] things on the items tonight I believe we're talking about at least on one of the

[50:57] spots out there.

[51:08] you think of just the airport, there wouldn't be much to say, but there's quite a

[52:42] FEMA get here we'd be done so that's kind of the way it works with us a lot of good people out there

[52:47] that her work can help. And we'll do an after-action on it. And yeah, it's part of some

[52:53] emergency management. You always have somebody that's over the wall on tears and stuff.

[52:58] I don't know how you quite coordinate that because people show up on the side all the time and

[53:03] just start jumping in and doing stuff. So I don't know how you get them all to work through that.

[53:08] But that's some process we do need to get and work at because a lot of them are good.

[54:09] probably two to three hours a piece and these are the little frames I'm gonna have

[54:14] the seeds down there with the kids on Saturday to have them come and and put the

[54:19] seeds in these and then we will store them I'll put them up on one of those

[54:24] cans that we do with regular seed displays and from the cities that we'll have

[54:31] down there and display these along with with those so I hope we get a bunch of

[54:35] kids and some adults and stuff with that. I said I've got to start getting some, get

[54:41] some of these kids. It's getting really super charged so they can get excited about that

[54:45] because one of these days I'm not going to be around. Somebody's got to carry it on,

[54:49] so I keep that tradition going. But I think we'll have fun. Hopefully we'll have a good

[54:55] group of kids down there. I've heard some pretty good things about it. So we'll see what
