is ready. We'll call the

meeting to order.
[0:30]
We're just reason top of
[0:34]
right. So father, we call the
[0:36]
order will have a rule usually
[0:40]
just around room so showing a
[0:42]
start Morris district to
[0:46]
really just one point.
[0:49]
>> district 3, member at
[0:51]

[1:13]
>> one. We know that you can
[1:19]
even Jennifer the county
[1:20]
attorney question we is it to
[1:25]
special guest in the thank you
[1:31]
guys for being with us today.
[1:32]
All right. We have war any
[1:39]
additions or deletions to the
[1:40]
Next item is approval of the
[1:52]
minutes from NOVEMBER
[1:53]
>> make the most say daily all
[1:58]
in favor. Motion and the will
[2:07]
be into the community and
[2:10]
>> All right. So our staging
[2:10]
areas of and half starting
[2:15]
community. So we do have
[2:17]
professional development
[2:21]
coming up. We had the and
[2:21]
documentation were party took
[2:30]
place as is don't know side of
[2:31]
read in embers meeting that
[2:32]
parties and Lisa Knocks over.
[2:34]
We're going to show you some
[2:36]
of the changes that have been
[2:36]
been made to our reimbursement
[2:41]
process. Things too, Rhonda
[2:42]
participate from our county
[2:45]
budget Finance Department.
[2:46]
What we have coming is some
[2:48]
grant writing workshops. We
[2:49]
actually isolated them based
[2:50]
on funding priority this year
[2:55]
so they can get very, very
[2:56]
specific feedback before going
[2:58]
to Let me introduce Ashley.
[3:02]
She is a new member of our
[3:04]
team. Here. She is a part-time
[3:04]
data I'll actually give a
[3:09]
little and about Hello. I'm
[3:10]
Ashley born and raised here
[3:10]
and you are county. So I roots
[3:13]
run pretty deep. My
[3:14]
background. It is mostly and
[3:16]
focus from school district. So
[3:18]
that's where most of mine data
[3:19]
patient comes from is from
[3:22]
that department there.
[3:23]
>> Really involved in the
[3:23]
community. I'm on the Fair
[3:27]
Board Agriculture. And I'm
[3:29]
also on reunification. So just
[3:29]
some of the boards that are
[3:37]
local. I'm very excited as a
[3:38]
living his actions and the
[3:38]
roots in data and kind
[3:39]
understands the focus world,
[3:41]
which we really
[3:42]
>> drive gives us a lot of
[3:44]
strength over on our side. But
[3:50]
she has led community and
[3:50]
really understands a lot of
[3:51]
the of your do with their kids
[3:53]
in different environments as
[3:54]
well. Did you know that brings
[3:55]
in a lot of knowledge thing
[3:59]
from it.
[4:00]
>> ration stick suspect health
[4:05]
for.
[4:07]
>> 18. 18 87 I think is my
[4:08]
aunt for this one that we that
[4:13]
the county.
[4:13]
>> All right. So our great
[4:16]
writing workshops again, there
[4:19]
are specific specific she's
[4:21]
specific to the actual focus
[4:26]
areas and then on that we're
[4:27]
doing part to where they're
[4:28]
going to be able to bring in
[4:29]
information and you lunch and
[4:34]
learn learn from each other.
[4:35]
We just for communication and
[4:35]
engagement. Part one of our
[4:39]
super heroes in action. The
[4:40]
winner part one was childcare
[4:45]
resources. They were
[4:47]
definitely excited to be the
[4:48]
winner and have already put
[4:49]
state claim that the rest of
[4:50]
the years as their zone. So we
[4:54]
will see how this plays out.
[4:56]
For part 2, that was just
[4:57]
launched its really about
[4:58]
every program talking about
[5:00]
what their superpower as what
[5:02]
is it that they're doing in
[5:02]
the community that no one else
[5:03]
is doing and what kind of
[5:04]
impact are they making as a
[5:07]
result of it? So really, as
[5:07]
you can see, right here is a
[5:11]
little bit deeper. We did just
[5:12]
also launch season 2 of the
[5:16]
sunny side of I or c last year
[5:16]
we focus on programs this
[5:20]
year. We're focusing on county
[5:21]
leadership and their
[5:21]
acknowledgment of programs
[5:22]
that are making an impact in
[5:23]
our community. So the first
[5:27]
one we just piloted wet. Our
[5:28]
county Administrator Johnson
[5:30]
can act to give overview in
[5:30]
County. What has been working?
[5:31]
Well, what are some
[5:33]
opportunities grow? It just
[5:36]
got pushed out yesterday. Our
[5:37]
next one coming up with U.S.
[5:39]
Commission commissioner Chair
[5:41]
floor. And he's going to
[5:42]
actually selective program
[5:46]
that he feels is meeting the
[5:47]
the children and families in
[5:48]
his district. So we're really
[5:49]
trying to personalize that and
[5:51]
help every commissioner
[5:53]
understand the program's the
[5:54]
outcome measures and giving
[5:56]
more of an active role because
[5:58]
we have our GIs map. We can
[6:01]
really does aggregate exactly.
[6:02]
Where are the programs are and
[6:04]
what parts of the community
[6:06]
they're serving. We also have
[6:06]
our annual report that's going
[6:08]
to be going out on social
[6:11]
media. When you walked in, you
[6:12]
got to see some the info
[6:13]
graphics that are going to be
[6:16]
pushed out along with that.
[6:17]
Over the last 2 years, we've
[6:18]
gone from just talking about
[6:22]
what program outcomes. We're
[6:23]
being a cheetah talking about
[6:23]
what those layers supports
[6:24]
mean for the community. So no
[6:27]
longer is it just looking at
[6:28]
programs and isolation is
[6:32]
looking at what layers, of
[6:33]
course, are doing for prenatal
[6:34]
support for the after-school
[6:36]
space, for academics or for
[6:37]
mental health. And so to be
[6:38]
able to have the opportunity
[6:40]
to share out of the community,
[6:43]
the impact of these dollars. I
[6:46]
think it is the best thing we
[6:46]
can do for our taxpayers to
[6:47]
really understand where the
[6:49]
money's going and how it's
[6:50]
it's pretty return back for
[6:53]
us. Community in short term.
[6:55]
We do have a new season what
[6:58]
he car. It.
[6:59]
>> What I will say that this
[6:59]
team does really well just
[7:03]
said happened collaborating
[7:04]
with the partners that are
[7:06]
already within our community
[7:06]
and with in our organization.
[7:10]
And so by partnering with it,
[7:12]
we've been able to add our GIs
[7:12]
map or now we have a new cease
[7:16]
Page and I'm gonna let Robert.
[7:16]
>> show you what that page
[7:17]
looks like and how it's
[7:20]
becoming even more transparent
[7:21]
for stakeholders in the nba
[7:22]
might not be on the sac to
[7:24]
know what the work is that
[7:27]
we're doing how to see the
[7:27]
data.
[7:28]
>> it's a little easier to
[7:31]
navigate this. Always here is
[7:32]
just like hidden places. So if
[7:33]
you wanted to finds so our
[7:34]
goal is to really try to make
[7:35]
it as user-friendly as
[7:36]
possible. There's still some
[7:37]
work to be done, but we just
[7:38]
wanted to share with you a
[7:41]
little. So Rob is going to
[7:42]
take a minute just to say the
[7:44]
new web page.
[7:45]
>> And then also to show you
[7:47]
our updated GIs map, which is
[7:48]
with this now for a year, the
[7:53]
funding programs.
[7:54]
>> Yes, and this is home page.
[7:56]
Thank you. Specifically the
[7:57]
sky over 90 for all these
[8:00]
fantastic buttons and easy to
[8:02]
use interface. Very, really
[8:03]
helped us out tremendously and
[8:05]
were able to organize a lot of
[8:06]
information in a way, more
[8:09]
friendly way for are looking
[8:10]
for information figure by the
[8:12]
top there. We have our big
[8:13]
buttons the most common click
[8:15]
through. So we have our
[8:16]
agendas and minutes which can
[8:19]
Today's agenda is already
[8:20]
there.
[8:23]
>> And and then our funding
[8:25]
profit opportunities. So this
[8:26]
is rfp that upcoming. Starting
[8:32]
in JANUARY, average their
[8:32]
instructions one to win free
[8:34]
the timeline they can rsvp for
[8:36]
the workshops. So all the
[8:38]
informations that one major
[8:38]
ones, 5 people come very
[8:43]
easily navigated to it. Going
[8:46]
back, we also have our Seas
[8:46]
Act reports of explosions of
[8:49]
that. You'll see this year's
[8:51]
applications, the funding
[8:52]
recommendations as all of our
[8:54]
cash But also just added, it
[8:56]
is our annual report and the
[8:58]
supporting documents. So if
[9:01]
you want to dive into part
[9:01]
more detail here it is right
[9:02]
on the website. You can find
[9:05]
very quickly.
[9:06]
>> We did some acknowledgment
[9:08]
that all of our documents are
[9:09]
very pretty, which we
[9:11]
appreciate. But the supporting
[9:12]
documents are there as well,
[9:13]
which gives like the dever
[9:13]
look at where all of this, you
[9:18]
Kate comes from. So while
[9:21]
we're very happy to be able to
[9:22]
present that information in a
[9:23]
very visually pleasing way,
[9:25]
all the documentation is also
[9:28]
there. So it's not. It's not
[9:30]
that we're not showing the
[9:32]
work behind it with the
[9:33]
programs are submitting as
[9:36]
their evidence achieve post
[9:37]
anywhere. You know, when there
[9:39]
are positions that are open
[9:41]
for the committee and, you
[9:42]
know, I committee those I keep
[9:44]
getting asked like looking to
[9:46]
serve the community to know
[9:49]
that. I surprising. Secondly,
[9:50]
even living in Senate yet
[9:51]
tell. So we do all of our
[9:52]
social era of our county as a
[9:53]
whole. They also pushed out
[9:54]
and then it's the main web
[9:56]
page and then.
[9:58]
>> Anytime you want to see any
[9:59]
vacancies with any committees.
[10:01]
Is on the regular Web site.
[10:05]
Just goes open. I think it's
[10:06]
called vacancies. And then you
[10:09]
can see all the vacancies that
[10:09]
are available. We can also add
[10:11]
somewhere to this was it's a
[10:13]
good point. What interested in
[10:14]
a fight to seize at the
[10:15]
weekend. But the timeline on
[10:16]
there and then a link to the
[10:17]
page where they can do that.
[10:18]
Because there is a timeline
[10:21]
today might put in an
[10:22]
application and that somebody
[10:23]
might not get back to over 6
[10:24]
would be good for them. Just
[10:25]
understand the timeline to
[10:28]
that.
[10:30]
>> Well, we are waiting for
[10:31]
things that will have a list
[10:35]
of all the We have our funded
[10:36]
programs, of course, of the
[10:37]
Star Dash board that
[10:39]
everyone's familiar with every
[10:40]
year we've year said there's
[10:42]
the storm knowledge as well.
[10:43]
>> you go into just that you
[10:46]
guys know it has and a
[10:47]
programs in with their stated
[10:47]
outcomes are how much money
[10:48]
they were allocated and how
[10:50]
many children. They said no,
[10:50]
they were served and this is
[10:52]
what we pull over and I hate
[10:57]
it to the Florida reports. So
[11:00]
interest so previously, all of
[11:01]
this was just an like black
[11:04]
and white documents. And in
[11:06]
order to find out what agency
[11:07]
put in for the great to be a
[11:08]
public records request, it
[11:12]
wasn't like it was in public
[11:14]
and what we were fine. What I
[11:14]
found when I came and this is
[11:19]
judgment passes, are. What
[11:21]
people are putting in their
[11:22]
grant application of what was
[11:23]
admitted as like their final
[11:23]
report, those outcomes and
[11:25]
always match nor did the
[11:29]
outcome measures matchup. So
[11:30]
we want to just make sure
[11:31]
we're very transparent what
[11:32]
they put in their funding
[11:33]
recommendation from the
[11:36]
beginning is what you will see
[11:38]
their reporting on on the back
[11:39]
and another state of the
[11:40]
support that they actually met
[11:42]
were did not meet those
[11:43]
objectives and the number of
[11:47]
planes they said they served.
[11:48]
>> And then we also our
[11:50]
professional learning. These
[11:51]
days that we're hosting with
[11:54]
wings for babies and world
[11:54]
destruction. So this is for
[11:56]
the most part the rest of the
[11:57]
year. We still have a few
[11:58]
things that will fall as we go
[12:02]
through as we see the needs. I
[12:03]
have everything that we've
[12:04]
ever done as well as the
[12:08]
upcoming are all in one day.
[12:10]
So they want residency for
[12:10]
some of these all the
[12:13]
information Web site.
[12:15]
>> And as we have different
[12:16]
documented representations, we
[12:17]
put them on there so people
[12:19]
can be accessed the
[12:19]
information and you guys can
[12:21]
see what we're providing as
[12:24]
well. Again, your
[12:25]
>> And then I'm going to
[12:27]
there's a lot of really cool
[12:28]
things I would spend all day
[12:29]
highlighting everything. But
[12:31]
I'm gonna end of the GIs map
[12:31]
but right here on the popular
[12:35]
things to have huge. Thank you
[12:35]
to join And they're fantastic
[12:37]
team for putting this together
[12:42]
for us. So by default, you
[12:43]
should have current year. But
[12:44]
last year's data is here as
[12:48]
well. This is last year's by
[12:51]
AUGUST focus on this year for
[12:51]
now. But if curious, you it's
[12:52]
going last year, but these are
[12:54]
all of the sites that are
[12:55]
funded programs for this
[12:59]
fiscal We serve. What's really
[13:00]
cool is what you guys did for
[13:03]
us this year is now the
[13:05]
districts are filters. So
[13:06]
we'll use our very own
[13:07]
commissioner as an example for
[13:08]
district one. If you click
[13:11]
that, you can now see every
[13:12]
single program sites that
[13:16]
served at this district. You
[13:17]
need them drill down further
[13:19]
and go buy focus areas. And
[13:19]
want to say successes called
[13:25]
life. And now we have all the
[13:25]
programs that success in
[13:29]
school, my in district one
[13:30]
rolling down to find their
[13:32]
information you're looking
[13:34]
for. This is something that
[13:37]
you guys team worked very hard
[13:37]
break for us and we're very,
[13:40]
very happy. Very thankful for
[13:40]
them.
[13:44]
>> you know, we don't have
[13:47]
facts yet. That is We start.
[13:48]
Have at the conclusion of
[13:48]
quarter one because that's
[13:50]
when we see actual children
[13:50]
served. So that will be coming
[13:54]
post order one. But right now,
[13:57]
you can see all of these sites
[13:58]
might have program. Things
[13:59]
are.
[14:01]
>> click on one of the little
[14:03]
dots just they can do about
[14:05]
that. If you're working out in
[14:06]
the community or you're
[14:08]
working with students, this is
[14:10]
just good to know because you
[14:12]
can if you can to during you
[14:13]
can track somebody to tell
[14:13]
services that he did a success
[14:15]
well live in and they can see
[14:17]
what program it is with where
[14:20]
the contact information is who
[14:20]
they serve. Said this is just
[14:21]
a good resource. Thing for
[14:22]
parents. When you read into
[14:23]
they're looking for, something
[14:27]
particular election with And
[14:28]
you have will be, you know it
[14:29]
the more children. There's are
[14:32]
the bigger the circle.
[14:33]
>> Right. And only color
[14:36]
coordinated Luvin Coleman
[14:37]
called Operation Red being
[14:38]
caught population centers,
[14:41]
color, coordination and sizes.
[14:53]
And that that meant.
[14:54]
>> All right. And then
[14:55]
Robert's going to share with
[14:57]
you what they went over and
[14:59]
our training with
[15:00]
reimbursements just so you can
[15:01]
see the level of fidelity
[15:04]
behind numbers. Process. No
[15:07]
one that puts and to receive
[15:07]
funding through children
[15:08]
services gets that money on
[15:10]
the front end. All of this or
[15:14]
embers Vance. And it is a
[15:16]
multi layered. I've process,
[15:17]
we streamlined it even
[15:19]
further. And we've refined it
[15:22]
even the for all talk about
[15:23]
that.
[15:23]
>> I did make a change this
[15:25]
year in the name of
[15:26]
transparency and efficiency.
[15:29]
So we're calling it abc's and
[15:30]
You can head to time for So
[15:32]
this is what referring to. So
[15:34]
every single line item now has
[15:36]
a letter associated with it.
[15:39]
So even if you're not
[15:40]
financially minded, you can
[15:42]
see the cover. Which is the my
[15:43]
landing requested. Then
[15:44]
there's going to be a
[15:47]
supporting document directly
[15:48]
behind Also labeled so you can
[15:50]
match apples to apples to
[15:51]
directly understand whats
[15:52]
going find where the money's
[15:56]
going to I do have an example.
[15:58]
Next slide. I don't have a
[15:59]
couple of lines. This is the
[16:01]
exact same cover. She's just
[16:02]
dancing. Actually read If you
[16:07]
have a couple times so we can
[16:07]
see covers plus a or the car
[16:12]
And then I will. So we have
[16:14]
listed. We have the title is
[16:14]
there which is matching up. I
[16:16]
have all these arrows.
[16:17]
>> This is a part of the
[16:19]
training that we did for our
[16:23]
agencies for contract signing.
[16:25]
But as you can see, apples,
[16:26]
apples, there's a dollar
[16:28]
amount. There's where it came
[16:30]
was a little note. They in
[16:31]
this case, they just made a
[16:34]
very it. There's 12 months
[16:35]
we're going take their salary
[16:37]
divided by 12 in just have a
[16:40]
flat request, which fine. But
[16:42]
we haven't noticed where the
[16:42]
money's going, where it's
[16:43]
coming from and it all. That
[16:46]
is apples to apples. So again,
[16:47]
this was done so even if
[16:49]
you're not financially minded,
[16:50]
you can look at the fact can
[16:55]
get a large and directly match
[16:57]
where the money to this
[16:58]
decrease the size of the
[17:00]
pocket replaced it with more
[17:00]
accurate information. I think
[17:01]
before people are just sitting
[17:02]
whatever they had and it would
[17:03]
take hours to get through it.
[17:06]
So this is really
[17:07]
>> only reduce the amount of
[17:08]
work for the agency and as
[17:09]
also made it a lot more
[17:11]
accurate and reliable.
[17:11]
>> As you're going through
[17:15]
this, have you felt counties
[17:20]
don't of Problem children the
[17:22]
course of all this that, you
[17:26]
know, I could you're not
[17:29]
Roberts voice is or I
[17:31]
surprising with so typically
[17:33]
it's something like a rounding
[17:36]
error and the excel by a penny
[17:38]
or something like But I'd say
[17:39]
implemented which was
[17:40]
effective OCTOBER. We haven't
[17:44]
had any issues as far as
[17:45]
missing documentation.
[17:45]
>> One of the things I'm still
[17:47]
working with some of agencies
[17:50]
on is through this exercise or
[17:51]
as Megan mentioned, that they
[17:53]
actually don't have to send as
[17:56]
much as they ares taking out
[17:58]
demonstrators burning with the
[17:59]
extra pay board has been a
[17:59]
huge save or vote for us and
[18:00]
the agency. But now since
[18:02]
implementing that. So so.
[18:04]
>> Just to finish us off so
[18:08]
far, everything looks like
[18:09]
properly accounted for that
[18:13]
the the expenses of these
[18:17]
folks are. So 2 are legitimate
[18:17]
it all tell today. No of know
[18:21]
crazy things going on, Good.
[18:23]
>> Was really nice to is we
[18:24]
can check in with think is it
[18:25]
you know, Robert, as everyone
[18:27]
aware of what they're putting
[18:28]
in for Mika, they say they
[18:29]
have. So when we go on to say
[18:30]
that is to get this eye on, is
[18:34]
happening?
[18:35]
>> All right. So we do have
[18:36]
onboarding taking place
[18:38]
tomorrow is not mandatory for
[18:40]
anyone. That has been a part
[18:41]
of seaside or the grants are a
[18:44]
needs assessment committee
[18:46]
previously for anyone knew it
[18:47]
is mandatory. So what will
[18:51]
over tomorrow? It is the
[18:53]
Sunshine Law. The purpose
[18:57]
next. Oh, my goodness, and
[18:57]
husband of the flu. And I'm
[19:02]
pretty know this is rising. So
[19:05]
>> know history of time or
[19:06]
night I feel great in New York
[19:09]
as we get issues be
[19:12]
>> and I'm Megan talk.
[19:14]
>> little bit deeper on the
[19:16]
roles and responsibilities
[19:18]
because this is a big part of
[19:18]
what is going to be gone and
[19:22]
onboarding time
[19:23]
>> like that. He said he
[19:24]
started onboarding based on
[19:25]
your suggestions that we want
[19:26]
to. Thank you for that. You to
[19:28]
the committee said we should
[19:29]
all understand role roles and
[19:30]
responsibilities what the tech
[19:35]
is a little more.
[19:37]
>> And that started all see
[19:38]
MR. Seymour in the disease and
[19:39]
to chair and I was color old
[19:42]
means. All right, tomorrow.
[19:44]
And anybody wants to come in
[19:45]
any news is that number,
[19:45]
they're more than welcome to
[19:47]
have the subcommittee members
[19:47]
coming as well as the main
[19:50]
committee. Everybody that's
[19:51]
themself feel Not a
[19:52]
requirement. Likely. We just
[19:54]
wanted to go over the rules
[19:55]
and responsibilities of a
[19:56]
second season. The committees
[19:57]
because there's a question
[19:59]
that arose last meeting about
[20:00]
it. And these the 2
[20:04]
subcommittees, eyes provided
[20:05]
delegate authority by a
[20:07]
committee. You also left the
[20:09]
subcommittee knowing what
[20:10]
their roles and
[20:10]
responsibilities are and then
[20:14]
they take on the tasks that
[20:16]
have been him. So for the
[20:17]
needs assessment committee,
[20:21]
they conducted anyone updates
[20:22]
full reassessment every 5
[20:24]
years. We are in year 3 of our
[20:24]
curtains assessments. We're
[20:26]
going to be looking you know,
[20:28]
in the next year to really say
[20:30]
what we need to do to get this
[20:31]
also be full needs assessment
[20:31]
by the time you will. When
[20:33]
ends it is usually a two-year
[20:34]
process that we're going to
[20:38]
get that pretty soon. I
[20:40]
identify and at ease and under
[20:41]
needs. We review hundreds of
[20:43]
data points. We've told you
[20:44]
guys is that it is an
[20:45]
extensive process. In every
[20:47]
year we have stated we review
[20:47]
all of this data point again
[20:48]
as well as calling and local
[20:51]
experts believe questions. We
[20:52]
have we have local experts
[20:53]
around the communities feels
[20:53]
that we make sure our
[20:56]
represented and then Dave
[20:58]
present the findings through
[21:00]
their executive update to the
[21:03]
main committee. We also ask 2
[21:03]
different a different
[21:04]
dissipated, the site visits
[21:06]
because it gives them a better
[21:07]
understanding was play on for
[21:09]
the Grants Review program
[21:11]
subcommittee. This is a
[21:12]
committee that reviews over
[21:14]
usually 60 different grant
[21:14]
applications a year. It's
[21:17]
based on a scoring rubric.
[21:20]
That was created with rfp, an
[21:21]
application to help identify
[21:23]
the needs that were identified
[21:24]
in a needs assessment as well
[21:25]
as the needs that have been
[21:28]
identified in the ordinance.
[21:29]
So once we lifted that we did
[21:32]
develop the r Pa. They read
[21:33]
through hundreds of pages. I
[21:33]
think it ended up being I
[21:38]
don't want to what was like.
[21:39]
300 hours per per cent of how
[21:42]
much they're reading. They
[21:44]
deliberate and they bring the
[21:45]
fighting to you after their
[21:46]
early reading. We did just so
[21:51]
everybody here knows make a
[21:52]
commitment from our grants
[21:53]
that committee members that
[21:57]
they all 60 applications and
[21:59]
score them unless there is
[22:00]
identified conflict with
[22:01]
interest for any of their
[22:01]
stores to be counted. And we
[22:03]
did that to make sure that
[22:04]
everybody was getting a
[22:11]
welfare scores in judgment. Is
[22:14]
up to me. They have
[22:15]
historically been the basket
[22:16]
coming on site business. So i
[22:16]
always like to give a shout
[22:19]
out. However, this year.
[22:20]
>> You guys are something
[22:21]
offensive as numbers that
[22:25]
thank you for that. Coming up,
[22:26]
Next. We have the main
[22:29]
committee, which is you
[22:31]
wonderful people. And I just
[22:32]
want to thank you for the
[22:32]
insight you get. And I have
[22:38]
learned a lot, everyone. And
[22:39]
when there's some pushback,
[22:39]
sometimes it really makes. I
[22:41]
think as as the community
[22:41]
stronger as a staff, think
[22:42]
about things and it makes our
[22:43]
processes stronger. So I do
[22:45]
appreciate all the feedback
[22:47]
we've received and your main
[22:50]
job is to review the needs
[22:50]
assessment. Updates a
[22:53]
long-term plans and findings
[22:55]
from the review subcommittee
[22:57]
mainly to look and see a
[22:58]
delegates. Authority of are
[22:58]
they following the processes
[23:00]
and procedures in place to
[23:01]
ensure that and everybody
[23:02]
knows how the decisions were
[23:09]
made. Many say we're at. They
[23:11]
selected members for out you
[23:12]
guys. Elected members of the
[23:15]
needs assessment. Canadian
[23:16]
subcommittee after getting
[23:18]
their applications oversee
[23:19]
program monitoring, including
[23:20]
reviewing accordingly dated.
[23:20]
That's what we're going to do
[23:22]
today. We're going to quickly
[23:22]
go over the in report. But if
[23:23]
there's any agencies that you
[23:24]
see in your that we are still
[23:25]
plenty today that you want to
[23:27]
bring in. We ask that you
[23:29]
please let us that schedule
[23:29]
you that you can ask the
[23:31]
questions and you guys can
[23:33]
have since, you you you can
[23:35]
have the opportunity to make
[23:36]
sure that they're doing what
[23:37]
they're saying. They're doing
[23:38]
the grant application. You
[23:40]
guys participated safe. Is it
[23:41]
make sure we follow the
[23:42]
Sunshine law help us maintain
[23:50]
this The sec. You delegates
[23:52]
how much money coming in from
[23:53]
the beginning is the ultimate
[23:54]
authority really when it comes
[23:56]
out that it makes the final
[23:58]
decisions based on your
[23:59]
recommendations, they do
[24:01]
delegate. The people in this
[24:01]
room have that you know,
[24:05]
there's a lot of trust in
[24:06]
there. Lead do want to add
[24:11]
anything for the vuse This is
[24:11]
really long. This is what
[24:14]
staff does. Staff is really
[24:14]
here to facilitate and support
[24:16]
all of the work. Another read
[24:17]
everything see us every day.
[24:17]
But if there's anything you
[24:18]
ever need from us, we're happy
[24:21]
to help. And if you have any
[24:22]
questions about what our goals
[24:22]
are, please reach out and we
[24:23]
can sit down and chat about
[24:29]
that. This is just a reminder
[24:31]
that we will be selecting new
[24:35]
subcommittee chairs next month
[24:37]
as well as vice chair. He says
[24:38]
case the chair cannot be
[24:41]
present with us. These are
[24:44]
just the people who have put
[24:47]
interest of these roles for
[24:48]
grants. We him a brand who
[24:48]
have shown interest beating
[24:51]
the Grants Review committee
[24:53]
ever has to interested meeting
[24:54]
committee of PRESIDENT Is not
[24:55]
here today to the nearest
[24:55]
interest and vice chair. You
[24:59]
not have to stick to this
[25:00]
list, but we wanted to share
[25:01]
with you who would be
[25:10]
interested leading to next.
[25:19]
It's a lot Kentucky. Is
[25:20]
oldest. Budget is a business
[25:24]
to run through this as well.
[25:27]
does it have been really
[25:29]
great. Where is the ph that Is
[25:35]
that at the end of the and
[25:36]
childcare resources visited,
[25:37]
this one of the first one It's
[25:38]
the last of his eyes. It's
[25:43]
been a while, great program.
[25:45]
Was really nice is people from
[25:45]
each part of their programs
[25:49]
that were there. So there was
[25:50]
people at a table ready to
[25:52]
share any data. All of access
[25:53]
to data. All of them are very
[25:54]
excited to share. So the idea
[25:55]
to overload which I would much
[25:57]
prefer that data under so it
[25:59]
was great to see all of for
[26:00]
right track. And we that
[26:04]
concern and I would flow is
[26:05]
going on program for programs
[26:09]
that they run a red, too. Feed
[26:11]
the lands. I love when we have
[26:14]
member of your neck can speak
[26:17]
to I really was impressed. But
[26:20]
this program, they are kids
[26:21]
that clearly needed the help
[26:24]
and intervention and
[26:27]
>> that's what and his team
[26:28]
do. There's a reading coach
[26:31]
there is there was good
[26:32]
interaction with the students.
[26:33]
The students understood why
[26:38]
they were there. What I truly
[26:39]
appreciated about John's you
[26:40]
share the story about one of
[26:43]
the kids that. You know is
[26:44]
coming up with flags to his
[26:46]
behavior and newington taken
[26:47]
the time. Well, not really
[26:50]
taking the time that. People
[26:56]
that can reach child. And not
[26:58]
been able to. And John was
[26:59]
able to reach them. And why
[27:01]
not really the root cause what
[27:05]
was going on. And that's just
[27:06]
so so important to be able to
[27:08]
have someone that connects. Is
[27:12]
able to connect to kids and do
[27:12]
that. And that's what this
[27:15]
program does. Had really good.
[27:18]
Outcomes. Megan, I don't and
[27:22]
Robert onto. Chime
[27:24]
>> I guess they would it. What
[27:29]
I see there's growth here.
[27:30]
Absolutely. And working
[27:31]
towards route comes there is a
[27:32]
feedback that we can
[27:34]
strengthen those. They've gone
[27:35]
out of that need homes of
[27:36]
these really strong and
[27:36]
outcomes. That person is
[27:37]
coming in coaching them on
[27:39]
daily I feel like the return
[27:42]
investment for this program
[27:43]
has increased because they're
[27:45]
really looking and businesses
[27:45]
organization that I was like,
[27:46]
how can we get better? What do
[27:48]
we need to do? And then they
[27:48]
seek out that resources. Top
[27:52]
of do that. I want to chime in
[27:53]
on that because this actually
[27:54]
is run by someone who used to
[27:58]
at the health department.
[27:59]
>> Formed out the goodness of
[28:00]
his heart. And this is a group
[28:05]
that. You know, wasn't they
[28:08]
wouldn't have advanced the way
[28:09]
they answer without the help
[28:09]
of see sack and the
[28:11]
development work that we have
[28:12]
done with all of our agencies.
[28:13]
I it really was beautiful to
[28:15]
see.
[28:18]
>> So what do these what does
[28:20]
this program? Hope to achieve
[28:23]
the me too, to give you a
[28:26]
little bit of background If
[28:28]
you Kim, the types of kids are
[28:29]
coming into this program. What
[28:33]
are What are their challenges
[28:35]
and issues? Are we getting
[28:36]
kids who already are smart and
[28:36]
coming in and just getting
[28:39]
help with their homework?
[28:40]
>> Are we getting kind the
[28:42]
lower end? We're not achieving
[28:43]
and they're being brought to
[28:47]
help improve.
[28:49]
>> There are a lot of that is
[28:51]
in the annual report. If you
[28:52]
just talk want you deep dive I
[28:52]
don't know their statistics
[28:57]
off the top of my head. I I
[29:00]
But I would want to do that. I
[29:04]
so. They've never had a hard
[29:04]
time.
[29:05]
>> Because they have trust in
[29:05]
the community bringing the
[29:06]
right kids to the after-school
[29:13]
program. The here have a very
[29:14]
good relationship and that
[29:15]
really for their they're
[29:17]
bringing in a lot kids really
[29:19]
struggle academically and
[29:23]
socially emotionally they
[29:24]
always about this kind what
[29:25]
they're doing now, though, is
[29:26]
they're actually providing
[29:27]
academic supports that are
[29:29]
meeting the standards because
[29:32]
they're actually bringing in
[29:33]
tutors that are coming from an
[29:33]
academic background, which was
[29:39]
not the case 3 years So they
[29:41]
also and I would they're now
[29:42]
using correct? Well, they were
[29:43]
always bringing in the right
[29:47]
kids. Now whether matching it
[29:51]
with is research base outcome
[29:52]
measures.
[29:55]
>> And because it spans it
[29:56]
does ban.
[29:59]
>> The second grade I I there
[30:00]
is some high school kids, more
[30:03]
or less
[30:04]
>> But in reunification week,
[30:05]
I mean, these are things we
[30:07]
can look at it. Certainly I'm
[30:09]
I could dive into all
[30:10]
graphics,
[30:10]
>> Income levels and all of
[30:12]
that to give you a good.
[30:15]
You'll be able to get a
[30:16]
picture with the its of the
[30:17]
deal with Britain.
[30:21]
>> So I was 9, there's 33 say
[30:22]
think that they have a second
[30:31]
as well. Any other questions?
[30:32]
Thanks in teen driver doing
[30:35]
the talk about look.
[30:35]
>> Sure. Because of the nature
[30:38]
of the program are able to
[30:39]
through no mental health
[30:42]
thing, they have a brand new
[30:43]
person that they just hired.
[30:45]
She was absolutely fantastic,
[30:46]
young and energetic we're
[30:47]
sharing some of the stories on
[30:48]
how connecting with the
[30:51]
student says she was serving
[30:53]
and they were sending out to
[30:54]
me the students at the schools
[30:55]
themselves. They also want
[31:00]
their main location. They are
[31:02]
absolutely data-driven. They
[31:02]
were very impressive. But the
[31:05]
back of the and U.S. Doing an
[31:08]
excellent job. And you can
[31:09]
definitely tell that the team
[31:10]
is working for the right
[31:11]
reasons, stated that are all
[31:13]
artists
[31:15]
>> This is another one where
[31:17]
data wasn't as strong. The
[31:18]
last couple times we've gone
[31:20]
and now they have a staff to
[31:20]
speak So we're seeing a lot
[31:24]
more just across the board.
[31:28]
Was sent a physical based tool
[31:29]
to collect data, to monitor
[31:30]
progress said that is a new
[31:32]
thing as well. We're seeing
[31:35]
it's a gigantic. Will there be
[31:39]
along with clinicians So they
[31:42]
Variety of ways. Quick data.
[31:43]
>> Positive have to say the
[31:44]
photo with the bubbles might
[31:45]
be the greatest photo I've
[31:58]
ever had I it over to think it
[32:00]
is real quick just because we
[32:01]
are. Robert, about these
[32:03]
little kids love Robert and we
[32:05]
want that year and they came
[32:06]
barreling towards Robert. That
[32:06]
is an imposing a hat so
[32:13]
anything was Santa.
[32:13]
>> The most optimum was a
[32:15]
various when got my her yard
[32:17]
workman's comp now it was
[32:21]
number of my notes and totally
[32:22]
forgot him. But the dedication
[32:24]
of the staff was amazing. Just
[32:25]
to talk to the 2. And I again,
[32:26]
I took great notes.
[32:29]
>> Forgot them at home and
[32:31]
that both the members that we
[32:33]
spoke with just so energetic
[32:34]
about these children for
[32:36]
their, you know, early Head
[32:38]
start program. We saw kids
[32:41]
from group was went 2 year-old
[32:43]
and then we went in and saw
[32:45]
the 4 year olds and their
[32:46]
classroom as they going
[32:47]
through different skills and
[32:50]
things. But it was amazing. We
[32:54]
discussed about the testing
[32:55]
process to see where these
[32:57]
children are when they first
[33:00]
come in as far as our skill
[33:03]
level's arm and then they were
[33:03]
retesting was in every 3
[33:06]
months for 2 months. I don't.
[33:09]
>> depending on the age was
[33:10]
like her. It will depend. But
[33:12]
they had great notes showing
[33:13]
where they were doing this
[33:16]
with these students. They
[33:18]
also, of course, encourage
[33:19]
parent participation. There
[33:20]
are some things that the
[33:23]
parents do have to do and they
[33:24]
get them in there so they can
[33:25]
get their feedback on how the
[33:27]
children are developing. But
[33:31]
great program. They had all
[33:32]
kinds of children activities.
[33:37]
They were growing and teach in
[33:38]
3, 4, year-olds and Blaine 3
[33:39]
year-old grandson. That is not
[33:41]
an easy feat. They were doing
[33:43]
all kinds of amazing things.
[33:45]
These children and they were
[33:46]
at that point looking like
[33:47]
they were getting some good
[33:52]
results. I like thank board.
[33:54]
So every year that's Or did
[33:56]
They're the ones that direct
[33:57]
where the school's direction
[33:58]
is going you about view, that
[33:59]
this would be a model.
[34:02]
>> We're going have that.
[34:07]
That's have. This is a good
[34:14]
>> All right. Kind to see
[34:15]
>> I mean, the rooms, where I
[34:18]
would like to see probably get
[34:21]
another space. But I don't I
[34:22]
would imagine I would like to
[34:25]
see what their everything
[34:28]
attendance because it was
[34:28]
seats left open. Students seem
[34:33]
to be authentically engaged.
[34:35]
Every student was having good
[34:40]
time. I enjoyed seeing
[34:40]
tutorial programs will where
[34:43]
the students were receiving.
[34:47]
The support from live persons
[34:48]
on their computer they were
[34:52]
all involved and engaged. Far
[34:55]
as the little You know, you
[34:58]
ask a few questions. You know,
[34:59]
find out if they know exactly
[34:59]
what's going on, but they were
[35:02]
on top of the game. They knew
[35:04]
exactly what was happening in
[35:08]
U.S. All. Corporate earnings
[35:10]
teachers will around a little
[35:12]
reconstructions. So it was
[35:14]
great saying aye, you know,
[35:18]
really want to go back again.
[35:21]
>> Were they there? New new
[35:21]
space wasn't the new space. So
[35:22]
we went to both. Actually, has
[35:27]
said it we went in. We saw
[35:29]
spoke about 3 different
[35:30]
programs, their new space and
[35:31]
just of we didn't get to see
[35:32]
those programs in action. They
[35:33]
brought parents and we got to
[35:35]
speak.
[35:36]
>> 2.
[35:37]
>> The instructors for those
[35:38]
programs and we went to the
[35:41]
second location, which was at
[35:45]
>> church. I forget the name,
[35:46]
after-school program. They had
[35:47]
some of the teenagers are that
[35:48]
would normally get the news 5.
[35:51]
About a little little
[35:53]
overcrowded? But they do a lot
[35:54]
of teachers there that are
[35:55]
certified teachers as one of
[35:56]
the things they make sure that
[35:57]
for each grade level, they
[35:58]
have to there so they can
[35:59]
really help with the
[36:01]
instruction and the
[36:03]
intervention then they have to
[36:06]
programs where they do have
[36:07]
kids. You want to to from the
[36:08]
University of Florida Gators
[36:12]
and some other school that
[36:21]
event.
[36:22]
>> But use of technology it's
[36:22]
been a very successful
[36:25]
programs That's something I
[36:26]
think pretty great thing to
[36:33]
see. Sorry. Sometimes people
[36:33]
are his words and sometimes
[36:37]
and and now sports. We also
[36:39]
visited, give and she better.
[36:42]
>> Bob came from this
[36:44]
committee is on a vacation
[36:45]
right now. I asked him if you
[36:46]
cancel his plans speak to the
[36:51]
seat. No, but, you know, this
[36:53]
is a program that has 2
[36:55]
different programs. One is an
[36:56]
after school program where
[36:57]
we're able to see I was
[36:59]
depressed because they provide
[36:59]
intervention teachers there as
[37:01]
well that pulled the data and
[37:02]
then they have signed a
[37:03]
training for students that are
[37:05]
struggling reading in
[37:05]
different areas. So it's not
[37:07]
just here's a worksheet. It's
[37:08]
what are you specifically need
[37:09]
help on and how provide that
[37:10]
small group instruction based
[37:14]
on that there ability it.
[37:18]
Thank I didn't j. He's just
[37:19]
great have you. Other than
[37:21]
that Jalen, the runs the
[37:22]
program. If you don't that it
[37:27]
was, I think most of
[37:28]
regardless. He uses a lot of
[37:29]
data in a research space
[37:31]
program. So looking back at
[37:33]
the research, they have all
[37:34]
different levels of steps that
[37:35]
the kids get through. At the
[37:41]
end, they're measuring their
[37:42]
employers satisfaction survey
[37:43]
ended. They successfully
[37:45]
completed internship, is a
[37:46]
great way at the end is if the
[37:47]
figures are can have a data
[37:51]
and they're very successful.
[37:52]
>> all, in all these and what
[37:54]
you want about them much
[37:55]
longer.
[37:55]
>> Services you're always
[37:58]
going programs that we can.
[38:04]
I'm sorry. Yes, by a bunch
[38:05]
their facility is fantastic
[38:05]
that they really need to have
[38:08]
from last year site is a
[38:09]
worry, have age appropriate
[38:10]
task for the kids to do for me
[38:12]
on all the way to the
[38:13]
teenagers in this space is
[38:17]
really welcoming and really
[38:20]
allows for those interventions
[38:21]
and for the kids to be relaxed
[38:21]
in an environment that will
[38:22]
allow them to participate in
[38:25]
in 4 in the program. Of
[38:26]
course, this is the program
[38:29]
that receives referrals the
[38:31]
courts. So we want listen for
[38:35]
one of those. We did a lot of
[38:38]
our station one facility, 8
[38:39]
ERs who chaired a number of
[38:42]
stories that what have you
[38:43]
tearing up if you're listening
[38:44]
to So, yeah, we're very
[38:45]
impressed with by a bunch
[38:48]
money that this program is
[38:48]
continuing to grow. And that
[38:50]
is going invest things in the
[38:51]
community.
[38:52]
>> I will share one It has
[38:54]
come to our attention that
[38:57]
there MAY be insurance
[38:59]
concerns. The level of
[39:01]
insurance that they need to
[39:01]
have in order to run this
[39:02]
program because of the funding
[39:05]
from the county makes it
[39:07]
really difficult for them.
[39:08]
It's triple the cost for So we
[39:12]
MAY see them coming to the
[39:13]
table to get back some of the
[39:13]
funding because they MAY not
[39:15]
be able to continue it if they
[39:19]
cannot find an insurance
[39:19]
provider.
[39:21]
>> This is a this is the
[39:23]
courts came to the buggy.
[39:25]
Budget said, will you run
[39:26]
every other counties this way
[39:26]
to the eu budget stepped up
[39:27]
and they everything. Get
[39:29]
grants for it. You could tell
[39:30]
they love this program. You
[39:31]
can tell that the judges are
[39:32]
very thankful they had this
[39:34]
for them that the judges are
[39:38]
increasing today. They my
[39:39]
Visit from here is that don't
[39:40]
have that story. All right.
[39:41]
And it's a cease-fire that law
[39:42]
enforcement there which they
[39:43]
talk it to have the law
[39:46]
enforcement there. So there's
[39:47]
never any discussions. So it's
[39:47]
just something for the
[39:48]
committee to look at what
[39:51]
we're doing. It. Just like the
[39:53]
program. They take it on their
[39:53]
having some issues now
[39:56]
maintaining it. So.
[39:57]
>> And then if the violence
[39:59]
doesn't take that on the only
[40:00]
place that says supervises it
[40:05]
says the PlayStation correct.
[40:06]
And that's not something cdc's
[40:07]
acting on impose turned
[40:10]
violence. That is is the
[40:13]
reality Odessa serving Pratt.
[40:15]
And so maybe they resolve it
[40:15]
because I did ask him he
[40:16]
pleased that in writing
[40:17]
exactly what your issues are
[40:18]
so we can bring to the
[40:19]
committee.
[40:21]
>> And this was about 3 weeks
[40:22]
ago and I haven't received
[40:23]
anything yet. So maybe it's
[40:24]
been resolved. Maybe they
[40:25]
found an intern. Would be able
[40:28]
to do that at a more
[40:28]
reasonable and their minds
[40:29]
cost. So we'll see.
[40:33]
>> What was what was enough
[40:34]
asked what financial hole that
[40:35]
they were looking at?
[40:38]
>> I'm really not sure because
[40:39]
I asked for in writing and it
[40:41]
got it. It was just hey. Can
[40:43]
you talk to management about
[40:43]
lowering it? And I was like
[40:48]
with that is not. It's Nazis.
[40:49]
Acts conversation to have a
[40:54]
management. Requirements are
[40:55]
not okay. Our and we get
[40:57]
number. I think they found the
[40:57]
policy right now that they
[41:00]
think they have the evidence.
[41:03]
>> like $12,000 it was but
[41:07]
what we will find that out 12
[41:07]
year.
[41:08]
>> Yeah, we have strategy and
[41:10]
I don't know what the
[41:11]
baseline.
[41:11]
>> As we will find out once
[41:14]
they got in writing because
[41:15]
there MAY be opportunities
[41:16]
that come to the table here.
[41:23]
So. Team
[41:23]
>> We decided to prevention
[41:26]
prefer intervention program.
[41:30]
>> Yes, so I able see
[41:34]
>> Elaine that we went over
[41:38]
there really impressed
[41:39]
educator the teacher. She's
[41:40]
certified has a background
[41:43]
curriculum that they're using
[41:48]
basically is a lot of skills.
[41:50]
Social emotional skills for
[41:51]
children coming from an
[41:54]
extreme, extremely traumatic
[41:54]
situation and that they're
[41:59]
actually house at the from
[42:01]
Family Center. It was a group
[42:04]
6 kids. I mean, they were just
[42:07]
incredibly engaged, respectful
[42:09]
interactions instructor
[42:10]
instructor is passion about
[42:12]
this program, which I think he
[42:15]
is a lot comes to those late
[42:16]
night tutoring sessions as you
[42:20]
have to have somebody who's
[42:21]
really engaged authentically
[42:21]
connect into what they're
[42:26]
doing with the students. What
[42:28]
I really impressive was the
[42:28]
way that she connects. Not
[42:29]
only kids in a small group,
[42:34]
but also digitally. She needs
[42:35]
each session with them and
[42:36]
checks. Their attendance has
[42:37]
been full of their focus
[42:38]
checks or grades checks their
[42:43]
tests. Gore's and it has an
[42:45]
open conversation with them
[42:47]
about, you know what they
[42:47]
scored on their outer attest
[42:48]
that day. Did they do is get
[42:49]
is a thought they were going
[42:50]
to do. What can you do better?
[42:52]
So individuals setting with
[42:54]
these kids and it was just a
[42:55]
really nice clean space. I
[42:56]
would like to see more kids in
[43:00]
here. I know is different
[43:03]
situation that you might not
[43:04]
always have kids and their
[43:05]
because people are coming in
[43:06]
going into transient
[43:10]
population. But it was really
[43:11]
it was a joyful experience
[43:14]
interact with herself. I was
[43:17]
like a dream to the kids that
[43:18]
use. And there I 4th grade to
[43:22]
maybe 10th grade.
[43:24]
>> they that day. They were
[43:25]
talking about conflict
[43:25]
resolution. So they were doing
[43:31]
some articles rating, not
[43:32]
talking about how they can
[43:33]
apply what they read in
[43:35]
article to daily lives.
[43:38]
>> it was session. Kids are
[43:48]
super respectful
[43:49]
>> And then this is just big
[43:52]
thank you to this just for
[43:53]
comparison from last year, we
[43:56]
had Graham. We programs by
[44:00]
this time last year and have 4
[44:01]
committees made up for this
[44:01]
patient was gay was a
[44:05]
participant rate 50% this
[44:06]
year. We've already seen the
[44:09]
team programs and others 18.
[44:10]
We've had 13 participation
[44:11]
giving us the participation
[44:13]
rate of 72%.
[44:14]
>> mean, everybody sat or
[44:17]
anything so We really
[44:18]
appreciate think this is one
[44:20]
of the ways. And when we look
[44:21]
at rules and responsibilities,
[44:22]
one of the big roles as the
[44:24]
oversight and buy you showing
[44:25]
up ensuring with the
[44:26]
committee, what you see there
[44:27]
I think is one of the biggest
[44:30]
things we could do. Oversight.
[44:31]
>> You know, is that there's a
[44:31]
lack size or anything like
[44:32]
that. But the committee, your
[44:34]
role is to to participate. I
[44:35]
thank you for those in common.
[44:36]
And if you go on more, please
[44:43]
do. Upcoming. Say that we have
[44:45]
won it coming up. Senator
[44:46]
Levin, thank for setting up.
[44:46]
We have 2 that are available
[44:48]
in DECEMBER 12 and healthy
[44:53]
start and one JANUARY 7th at
[44:54]
healthy starts out they've got
[44:55]
a lot of programs or not. It
[44:56]
is at present with Robert. You
[44:57]
can sign right now, right for
[44:58]
you leave. It would be great
[44:59]
if we had with this possible
[45:00]
by committee members at the
[45:03]
end of this.
[45:10]
>> All Thank business our
[45:15]
first item
[45:18]
>> overview by attorney
[45:19]
Schuler on term limit. Was
[45:37]
going to go over there
[45:38]
I
[45:42]
everybody who's in for I to
[45:48]
talk sure to like dust talk
[45:51]
about out terms work on The
[45:53]
second committee, take this
[45:55]
opportunity. Talked about a
[45:58]
little bit more than that
[46:00]
because it wanted explain to
[46:03]
you search structurally how
[46:04]
ladies direct your attention
[46:13]
to our find on to it county
[46:15]
coaches. Come your home page
[46:16]
here and you can go down to
[46:19]
the section and here in our
[46:26]
county code. So the sections
[46:27]
of our with the board of
[46:27]
County commissioners
[46:30]
committees. Or this first part
[46:34]
of first chapter seeing here
[46:38]
capture border commissioners,
[46:38]
meetings and procedures. And
[46:40]
thing I would point out. Is
[46:46]
that. A lot of people assume
[46:47]
our board of county
[46:47]
commissioners in our
[46:50]
committees are Robert's rules
[46:55]
order type person or Indian
[46:57]
River County has its own rules
[46:58]
of procedure. Guide our
[46:59]
committees. And I'm not gonna
[47:02]
go through them today. But
[47:04]
just if you want to read you
[47:09]
can go and about. How it works
[47:13]
because it's not always right.
[47:14]
Exactly the same way because
[47:16]
the board of county
[47:17]
commissioners, but question,
[47:18]
parliamentary procedure
[47:18]
questions. That's where you
[47:22]
would go for your answer.
[47:24]
Chapter. One of deals
[47:25]
specifically with with
[47:27]
commissions and boards and
[47:30]
you'll see here that act
[47:31]
because you're so important
[47:33]
and you has its own section.
[47:36]
There's also general
[47:39]
provisions that words
[47:40]
committees, although you will
[47:43]
find a little bit of
[47:47]
differences between general
[47:48]
provisions in our code that
[47:49]
boards and committees
[47:51]
sometimes little bit different
[47:52]
procedures in Is just
[47:55]
particular to you? But I did
[47:56]
want let you know where you
[48:00]
can find this in your coach.
[48:01]
Here in Section 102.3, I
[48:05]
wanted to point out. That
[48:07]
these are your general
[48:09]
provisions that are planning
[48:10]
build up all the commissions
[48:11]
and the board's unless there's
[48:12]
something different in the sea
[48:13]
sacked ordinance. So, for
[48:19]
example, the Sea mean
[48:20]
Committee members are
[48:22]
four-year terms, but that is
[48:23]
also here. Fault in our code.
[48:26]
So it's not specified term of
[48:27]
the committee of the board is
[48:31]
going to be 4 years. And
[48:33]
here's something I wanted to
[48:34]
point out about the seasick
[48:36]
mean committee that I don't
[48:37]
think is common MAY not be
[48:41]
commonly understood is that is
[48:44]
that point? The terms for the
[48:45]
main committee members begins
[48:50]
in JANUARY. In the term is
[48:51]
independent of the person who
[48:52]
occupies the term. Not to give
[48:53]
you an example of that is like
[48:56]
our board of County
[48:57]
commissioners. If a
[48:58]
commissioner gets elected to a
[48:58]
four-year term can't finish
[49:04]
for some reason and the
[49:05]
governor appoints a
[49:06]
replacement 2 years that
[49:07]
replacement is serving out the
[49:11]
rest of that regional
[49:12]
commissioners tournament and
[49:12]
works the same Leon Army
[49:13]
communities and our Pfizer
[49:17]
boards that that like this is
[49:19]
the second is the same. So. It
[49:22]
really only applies for
[49:23]
certain members on this
[49:26]
committee that we're tracking
[49:29]
your turn, but just you
[49:30]
understand our our office, the
[49:31]
county attorney's office for
[49:35]
the main communities consider
[49:36]
committee monitor. And that's
[49:38]
our job is to make sure that
[49:39]
we're tracking your term
[49:42]
saying no. When did it with
[49:48]
me? So again, we've got some
[49:49]
general provisions here in
[49:54]
here. You can see. Under the
[49:55]
rules of procedure. It says
[49:56]
commission and board show
[49:58]
followed of county commission,
[49:59]
which is what I showed you
[50:04]
before. We have regulatory
[50:05]
commissions and boards and
[50:08]
advisory. You're an advisory
[50:10]
board, a regulatory commission
[50:11]
or board would be war that has
[50:13]
been the regulate the Planning
[50:14]
Commission. I promise you
[50:18]
reckon does And here you are.
[50:21]
Here's our sea said here's our
[50:22]
sea sec rules this in this
[50:24]
section of our code and couple
[50:38]
things. Ok? So here's our
[50:41]
membership one of the 3.0, 2,
[50:42]
2, is our membership of the
[50:47]
sea. Saxo. We have our county
[50:49]
commissioner who is now
[50:53]
non-voting member. We have 6
[50:55]
what we call x, voting
[50:56]
members. And what that means
[51:01]
either We're in agency. And so
[51:03]
it's the officer, the agency
[51:04]
holding that position and the
[51:08]
people rotate through This are
[51:10]
not here. These ex officio are
[51:11]
not going to be members of
[51:11]
board of County commissioners
[51:17]
of point. And we have 5 voting
[51:18]
members who are appointed by
[51:20]
the board County
[51:21]
commissioners. And so that
[51:22]
would be or district one
[51:25]
district. 2 representatives
[51:27]
they serve at the pleasure of
[51:29]
that commissioner. And so even
[51:31]
though in our office, we're
[51:32]
tracking that four-year term.
[51:33]
If we have a commission of it,
[51:37]
served for that. One for your
[51:39]
journalist whose Joe Fresh or
[51:39]
as an example because he
[51:40]
served several terms. He could
[51:42]
have the same. See sect
[51:47]
members served throughout his.
[51:48]
Tourism as a commissioner for
[51:49]
several successive terms
[51:51]
because that person serves at
[51:54]
the pleasure of the mission
[51:57]
so. We we also have 3 at-large
[51:58]
members that appointed by the
[52:00]
board. And those are really
[52:03]
for purposes of this code MAY
[52:05]
be the most critical that we
[52:05]
track because if you see when
[52:11]
you go down in our section
[52:12]
here, there are of those
[52:13]
particular members, one, all
[52:17]
of the board members here on
[52:20]
this on this committee have to
[52:20]
be residents for at least 24
[52:23]
months prior to their
[52:25]
nomination. Again, we have or
[52:29]
4 year term. And then it says
[52:30]
that at-large members no more
[52:33]
than 2 successive or your
[52:35]
terms. So there is a time
[52:35]
limit. There are really the
[52:40]
only time limited committee
[52:42]
members. One thing I wanted to
[52:42]
explain about that because it
[52:45]
MAY not be obvious is that
[52:48]
because we are tracking those.
[52:54]
Members by term. It is
[52:55]
possible. Served for more than
[52:58]
8 years. If when you're
[52:59]
initially pointed Seder
[53:00]
initially appointed 2 years
[53:01]
into someone else's term, that
[53:02]
person doesn't finish. Your
[53:06]
pointed at large to fulfill
[53:07]
the remainder of that term and
[53:09]
how we interpret it is under
[53:10]
the code. Then you have the
[53:14]
opportunity to serve no more
[53:16]
than 2 successive 4 year term.
[53:17]
So it is conceivable that some
[53:18]
of our at large members go a
[53:20]
little bit longer than 8 years
[53:23]
based on that. Generally,
[53:27]
otherwise, they're they're And
[53:29]
then as you go on in our code,
[53:32]
we talk more about the duties
[53:34]
here. We have some committees.
[53:37]
Subcommittees are less formal.
[53:39]
They're actually if you read
[53:43]
the content of this, there are
[53:44]
only 2 year terms they serve.
[53:51]
I Option in city this means
[53:52]
committee has a lot of power
[53:55]
over their existence and even
[53:57]
though they're written into
[54:02]
our code. So because those are
[54:03]
two-year terms in their less
[54:06]
and our code provides to the
[54:08]
rules. Committee can establish
[54:09]
rules and procedures that MAY
[54:13]
differ. I know that community
[54:14]
services is tracking those
[54:14]
some committee members of the
[54:15]
year tracking them
[54:19]
differently. As of NOVEMBER,
[54:23]
we just absorbed taking on the
[54:27]
role of monitoring the
[54:28]
subcommittees in NOVEMBER. So
[54:30]
we'll talk about So I just
[54:31]
wanted to go over that.
[54:32]
Wondering if anybody has any
[54:36]
questions. So question I would
[54:37]
ask is how do they know what
[54:41]
term they're Okay. Another
[54:44]
taking over some houses, ok?
[54:50]
So I didn't hand some
[54:51]
information. She that kind
[54:59]
thing going do with
[54:59]
>> must accept this u reason
[55:01]
this is always had write.
[55:05]
You've representative Durham
[55:06]
dcf or department of Health,
[55:10]
whatever, whatever they
[55:11]
because we are looking at
[55:14]
their term, but it matter is
[55:17]
not much or is tracking
[55:20]
because really, again, only
[55:21]
ones that were most concerned
[55:23]
at-large members that are
[55:25]
terminated. So I did view I
[55:33]
handed out GOD nation about
[55:34]
personal information about you
[55:35]
that you have a question about
[55:36]
it. Please contact me a
[55:41]
office. And if you see it the
[55:45]
here, something that looks If
[55:46]
you have a question right now
[55:57]
that I can take have to.
[55:57]
>> commission the same
[56:00]
replaces another one of term.
[56:01]
New commissioner come in and
[56:02]
replace the appointee in the
[56:09]
middle as well.
[56:12]
>> Well, yeah, because of
[56:13]
there's someone who's not
[56:16]
here. By get How will we know
[56:17]
if someone is coming and
[56:22]
midterm? Because it doesn't
[56:25]
say what turned their hand. So
[56:26]
we just want to make sure
[56:27]
staff the questions get feel
[56:30]
this their last. Lindsay
[56:32]
Samberg, for example, it shows
[56:36]
2025 27. So why does what
[56:39]
would her official first term
[56:40]
start? Because I assume what
[56:42]
buying is that she's taking
[56:50]
over someone right? So again.
[56:52]
Our communities track has a
[56:53]
little bit of mind. It is.
[56:54]
We're about to transition out
[56:57]
of using ran against.
[56:58]
>> So if you want specific
[56:59]
information, for example,
[57:10]
Lindsay. He was appointed in
[57:16]
SEPTEMBER on SEPTEMBER 20 She
[57:19]
in this be someone else's his
[57:20]
first full term would JANUARY.
[57:23]
21 7.
[57:26]
>> got a list of that so I can
[57:27]
disperse it. Everybody of like
[57:28]
whether they're currently in
[57:31]
someone else's term, they've
[57:32]
officially start their first
[57:33]
time, a So really it's only
[57:36]
words I think it really
[57:37]
matters for is the average
[57:39]
members. He had again
[57:41]
commissioner appointed.
[57:42]
>> doesn't. We're tracking
[57:44]
that term someone to serve at
[57:47]
the pleasure of that do not
[57:47]
through a limited so they
[57:52]
could just go
[57:53]
>> So a nice end that we'll
[57:55]
necessarily all the Robert's
[57:55]
rules of order for it. So what
[57:58]
is required for us have a
[58:02]
quorum vote like how many?
[58:12]
It's also for actions actually
[58:18]
is a generation majority We.
[58:19]
Sodium. If you're a 15 member
[58:21]
board. So that would be.
[58:28]
>> 8 right now.
[58:29]
>> And maybe start printing on
[58:35]
the agenda is to public with
[58:38]
>> so we don't we don't follow
[58:45]
Robert's rules of order at So,
[58:49]
I asked to make chapter one 2
[58:56]
wanted them. Are is. Was the
[59:03]
worst Any other questions.
[59:14]
Know. Thank you, Senator.
[59:15]
>> Alright, next, I going to
[59:16]
playing pride and annual
[59:24]
reports. I'm just waiting for
[59:34]
that. Yeah. Sorry. We sale.
[59:36]
And so as of NOVEMBER, rc sack
[59:37]
staff is now observing
[59:39]
monitoring the subcommittees.
[59:43]
So what we did it we actually
[59:45]
went through and figure out
[59:46]
exactly when each person's
[59:48]
term started when their first
[59:49]
term ends.
[59:50]
>> So that you can see very
[59:53]
clearly when they started.
[59:54]
Thomas Time they have this was
[59:59]
asked one of the many members
[1:00:00]
last year. So we just want to
[1:00:02]
make sure everyone gets a copy
[1:00:04]
of it and you can see exactly
[1:00:07]
is currently. And when they
[1:00:09]
came in and when their terms
[1:00:12]
with that and please that.
[1:00:14]
>> Prior to 2022, the new
[1:00:16]
ordinance. It wasn't tracking
[1:00:16]
term limits a subcommittee. So
[1:00:18]
in that the word came in.
[1:00:19]
Every said everybody is that
[1:00:23]
you won't see anybody on there
[1:00:24]
prior to 2020. I just want to
[1:00:25]
clarify for public record.
[1:00:27]
They were tracking it.
[1:00:29]
>> But it was being tracked
[1:00:30]
through the commission's
[1:00:30]
office through the
[1:00:32]
commissioner says and Laura,
[1:00:35]
when they rewrote the
[1:00:35]
ordinance, it restarted
[1:00:41]
everyone's And now what you've
[1:00:44]
all been waiting for, this.
[1:00:45]
>> there any committee of the
[1:00:54]
on a report coming up? I like,
[1:00:54]
like you said, it was super
[1:00:59]
here. Big on being so for the
[1:01:00]
cotton impact very least a
[1:01:00]
sleazebag your calendars,
[1:01:01]
you're going to be getting
[1:01:03]
ours, bp very soon. It will be
[1:01:06]
severely if the because every
[1:01:09]
child deserves moving on. This
[1:01:12]
is our working. 24 25 can you
[1:01:12]
please put to So follow along.
[1:01:13]
And then it's already been
[1:01:15]
whole front street fighters.
[1:01:17]
>> we didn't do this year's.
[1:01:23]
We didn't print out the pages,
[1:01:24]
but has been available to you
[1:01:27]
in the end times.
[1:01:28]
>> And we also have it on our
[1:01:30]
website as supporting
[1:01:32]
documents for the fiscal year.
[1:01:33]
So anyone in the public can
[1:01:35]
see and anyone supporting
[1:01:37]
documents. So there's any
[1:01:39]
questions about how did the
[1:01:39]
agency's me that what kind of
[1:01:41]
kid. So they're serving. It is
[1:01:45]
required in the fall
[1:01:46]
description that they include
[1:01:47]
all of that along with their
[1:01:49]
data points. So encourage you
[1:01:50]
to please read that if you
[1:01:50]
have any questions about any
[1:01:52]
of the programs. Well, we're
[1:01:55]
here to show you is how staff
[1:01:57]
took all of this information
[1:01:58]
and it's showing you what the
[1:01:59]
layers, of course, are doing
[1:02:00]
for this community. If you
[1:02:03]
want to see the details that
[1:02:04]
is and the supporting
[1:02:05]
documents and then you can see
[1:02:08]
each programs out. Condoms and
[1:02:09]
this like condensed very
[1:02:11]
pretty as some people call it
[1:02:13]
pretty version that these his
[1:02:14]
name, is it overall highlights
[1:02:16]
and it the snapshot what the
[1:02:19]
agencies reported back
[1:02:20]
addition to the supporting
[1:02:23]
act. As we said, there's also
[1:02:24]
supporting evidence. So
[1:02:25]
Senator Edwards and all of
[1:02:27]
that that we you track of it.
[1:02:27]
We can share with you the suv
[1:02:28]
impact if you have any
[1:02:30]
questions.
[1:02:31]
>> I support.
[1:02:32]
>> What you're saying a thank
[1:02:32]
you to the county
[1:02:33]
commissioners. And if we flip
[1:02:37]
over. Reason that, you know,
[1:02:39]
out. There it is. I've got
[1:02:42]
friends the utilization pages
[1:02:45]
Page 40 shows you where their
[1:02:46]
money based on a round of
[1:02:47]
funding important that in a
[1:02:47]

[1:02:52]

[1:02:56]
than at the utilization rate.
[1:02:58]
They have a clue how which is
[1:03:00]
99.6% ever. It was all bent
[1:03:03]
serving children. Indian River
[1:03:07]
County flips 8. There are some
[1:03:09]
cute pictures in here
[1:03:10]
something the love. Thank you.
[1:03:11]
Card customers who are out of
[1:03:12]
the feeling mess the district
[1:03:14]
in stated intentions. Me and
[1:03:17]
we've over 21,000 touch
[1:03:18]
points. Just remember of grass
[1:03:19]
in the community to point to
[1:03:21]
the cause. We don't know if a
[1:03:21]
child is unhealthy our
[1:03:26]
program. Might also be afters
[1:03:26]
We don't want always say
[1:03:27]
individual, but that is where
[1:03:30]
we're getting those numbers
[1:03:32]
and some big things is didn't
[1:03:34]
really focus on learning this
[1:03:36]
year. Majority of her finding.
[1:03:40]
you look at, helping kids and
[1:03:40]
so great early in development,
[1:03:48]
we able to touch. That we had
[1:03:49]
9,000 overnight doesn't touch
[1:03:49]
points in early childhood
[1:03:53]
development, 6,500 to their
[1:03:54]
receiving better access to
[1:03:55]
quality education through
[1:03:58]
professional development early
[1:04:01]
education. Teachers 1600 City
[1:04:02]
Ward, families received for
[1:04:03]
the support that we're looking
[1:04:06]
at. Helping families too. We
[1:04:06]
know you talk to caregivers
[1:04:08]
education. You know what
[1:04:08]
what's the real issue? And
[1:04:13]
they say. Parents said not
[1:04:15]
only do our program, support
[1:04:16]
students, the teachers and
[1:04:17]
educators, that we're really
[1:04:17]
all try to understand how we
[1:04:19]
get parents involved. So for
[1:04:24]
all of our points. For all of
[1:04:26]
our priority areas, we make
[1:04:27]
sure that parent education and
[1:04:29]
care to engage. A part of
[1:04:30]
that? We are seeing a lot of
[1:04:35]
progress in that period
[1:04:36]
engagement prior month. A
[1:04:37]
survey, encouraging survey,
[1:04:38]
but we're asking to get really
[1:04:39]
parents involved 2 in the
[1:04:42]
whole process of raising your
[1:04:43]
kids. 92% of the outcomes that
[1:04:46]
were given by our agencies
[1:04:48]
were methods years. And that
[1:04:50]
is be was at 88% year
[1:04:54]
previous. This is. Just
[1:04:54]
remember that the thousands
[1:04:56]
our love challenging than they
[1:04:58]
were before are there was room
[1:04:59]
to grow, always or some real
[1:05:03]
research base outcomes here.
[1:05:06]
So those are overall ways that
[1:05:11]
we can find 7 to flip through.
[1:05:12]
We're going to now move to
[1:05:13]
some funding priorities. What
[1:05:13]
we're asking is ready to go
[1:05:16]
over some of the bigger points
[1:05:17]
and data figures in funding
[1:05:21]
priorities. And how are able
[1:05:24]
to use our wonderful day
[1:05:27]
absolute the has come and
[1:05:29]
steps to isn't it? Lake City,
[1:05:31]
72 the layers of But if
[1:05:32]
there's any question every
[1:05:35]
over the big numbers or if
[1:05:36]
there's any organizations
[1:05:37]
programs that you guys would
[1:05:39]
more information about. We're
[1:05:42]
going to take those notes. All
[1:05:42]
demand We get you that
[1:05:43]
information that we have and
[1:05:44]
you can let us know that was
[1:05:45]
sufficient enough. So for
[1:05:49]
health and well-being, there
[1:05:50]
were 7 programs and health and
[1:05:53]
well-being its summer house.
[1:05:54]
But some of the big highlights
[1:05:56]
were that we were able to
[1:05:57]
reach almost 4,000 students in
[1:05:58]
prevention programs that this
[1:06:01]
is all of those programs
[1:06:02]
helping hoping students not
[1:06:04]
get to the place where it
[1:06:06]
needed to spend extra money on
[1:06:07]
intervention we were able to
[1:06:10]
work with over 200 care
[1:06:11]
takers. These are family
[1:06:12]
members or people that are in
[1:06:17]
charge of. All right. Fielder
[1:06:18]
and guardianship of really
[1:06:20]
help them understand how to be
[1:06:22]
better. Parents. I know you're
[1:06:23]
going to moms, particularly
[1:06:24]
that help with their here to
[1:06:26]
make sure their babies for the
[1:06:30]
healthiest as possible with
[1:06:30]
board. And the new students
[1:06:36]
received physical education,
[1:06:39]
support and nutrition advice
[1:06:41]
out of 87 for event, a 7% of
[1:06:42]
participants party that's
[1:06:45]
killer skills. Well, as anyone
[1:06:46]
made muscle brosseau, as Ed
[1:06:47]
just say, kids are to be
[1:06:48]
outside more. It is. These are
[1:06:52]
really starting to monitor.
[1:06:53]
They ran a mile this much. Now
[1:06:54]
the band has. Now we're seeing
[1:06:56]
that lift seeing really some
[1:06:58]
excitement of tracking that
[1:07:00]
for us and health and
[1:07:02]
well-being. Are there any
[1:07:04]
questions about a disease that
[1:07:05]
you guys with that and health
[1:07:06]
and wellbeing or that you
[1:07:08]
would like to add additional
[1:07:09]
information really give a
[1:07:10]
minute to look at it for
[1:07:10]
second place. So we're looking
[1:07:20]
at pages 13. That And I know
[1:07:24]
we sent this in But I just
[1:07:25]
want to make sure you have the
[1:07:26]
space right now. There's
[1:07:27]
anything that's concerning we
[1:07:31]
have bring. The programs to
[1:07:45]
you to discuss.
[1:07:46]
And these get
[1:07:48]
it. You guys can always email
[1:07:52]
me to after you have some time
[1:07:53]
my e-mails or give me a call.
[1:07:54]
So you have to make final
[1:07:54]
decisions that we just wanted
[1:07:59]
to space for that thing, data
[1:08:00]
they're really, is. I mean,
[1:08:05]
past That's fantastic.
[1:08:06]
>> Well, I think it came last
[1:08:08]
meeting while the agencies are
[1:08:09]
selecting their own out some
[1:08:12]
measures and that is trail and
[1:08:13]
and the rfp process. That is
[1:08:15]
exactly what they're telling
[1:08:17]
us. This is the research be
[1:08:20]
shot you are using. This is
[1:08:20]
how on measure that outcome.
[1:08:22]
And then the grant
[1:08:23]
subcommittee this size. Is
[1:08:24]
this something that we feel
[1:08:25]
should be recommended for
[1:08:26]
funding to make an impact
[1:08:29]
based on the needs assessment
[1:08:30]
and when they bring that
[1:08:31]
forward is really important.
[1:08:33]
Looking at those outcome
[1:08:35]
measures and that we in this
[1:08:36]
that we facility to see. You
[1:08:38]
have space to look at them as
[1:08:39]
well e do. We feel like this
[1:08:39]
is going to create a return
[1:08:42]
back on the needs in the area.
[1:08:43]
And I think the more we hone
[1:08:45]
in on what outcome measures
[1:08:47]
are and what staff is doing is
[1:08:47]
just making sure its research
[1:08:49]
base and that we're providing
[1:08:50]
professional development. But
[1:08:54]
that this committee really
[1:08:55]
interesting. The grant
[1:08:57]
subcommittee that the redirect
[1:08:58]
that they have and the metrics
[1:08:59]
that they're looking at are
[1:09:02]
creating the return back and
[1:09:02]
asking questions if you don't
[1:09:03]
feel like those outcome,
[1:09:05]
measures are appropriate to
[1:09:07]
make the return on investment
[1:09:10]
fired U.S. Funding. Once we
[1:09:11]
fund we're really looking. Are
[1:09:12]
they doing what they said?
[1:09:13]
They're doing? So it's not a
[1:09:15]
matter of questioning the
[1:09:16]
agency's once they've been
[1:09:18]
funded based on their outcome
[1:09:20]
measures. It's a matter of are
[1:09:23]
they actually creating the
[1:09:24]
right dosage? Is that tenants
[1:09:26]
and their program after Are
[1:09:26]
they meeting with the kids
[1:09:27]
enough in order have the
[1:09:29]
outcome measures that they
[1:09:30]
said not question the outcome
[1:09:31]
measures that we've already
[1:09:35]
funded for. You know, we're
[1:09:38]
here to facilitate But this is
[1:09:39]
the fruit of your labor,
[1:09:40]
everything that you've done
[1:09:41]
leads to these outcome,
[1:09:42]
measures that were not
[1:09:44]
reporting out to you. So one,
[1:09:46]
take a minute and enjoy that
[1:09:51]
because this is why. You know,
[1:09:52]
the county commissioners put
[1:09:53]
aside this this funding and I
[1:09:53]
think in the next 5 years,
[1:09:55]
what we're gonna be able to
[1:09:57]
see is what does 5 years of
[1:09:59]
support around nurturing
[1:10:00]
families in communities do to
[1:10:02]
impact earnings assessment?
[1:10:05]
What is 5 years of funding due
[1:10:06]
to impact success school and
[1:10:07]
life. We should be able to see
[1:10:10]
a 5 year really clear
[1:10:12]
indicator of funding leading
[1:10:14]
to action and hopefully
[1:10:15]
filling gaps. So where we can
[1:10:16]
move on to the next needs that
[1:10:18]
MAY be Warren has pressing 5
[1:10:24]
years prior. Governor
[1:10:29]
convincing communities we
[1:10:32]
>> 2,601 touch points. What is
[1:10:33]
the unique programs and
[1:10:34]
supports we see here and that
[1:10:37]
people is the fatherhood
[1:10:38]
program. I did. The father
[1:10:39]
abandoned son, a father, say
[1:10:40]
that they felt like they could
[1:10:41]
be better fathers because of
[1:10:44]
the reserves based curriculum
[1:10:48]
we've reached, you know it and
[1:10:49]
46 families through ensuring
[1:10:51]
healthy pregnancies 34 others
[1:10:54]
took part in. Supportive
[1:10:55]
parenting. So once they have
[1:10:58]
their child, they had some
[1:10:59]
around it that this is really
[1:10:59]
when you're looking at the
[1:11:03]
aces you look at your tree
[1:11:05]
damage are like how we says
[1:11:07]
that's really looking at
[1:11:08]
parents. If they had, we're
[1:11:09]
how do we help educate dance
[1:11:10]
if they can provide the best
[1:11:12]
possible space for without
[1:11:17]
risk factors? 99% children
[1:11:18]
that went to supervised visit
[1:11:22]
in the in programs that we had
[1:11:24]
showed that parents show full
[1:11:26]
compliance and 96% had
[1:11:27]
positive interactions and were
[1:11:31]
monitored the entire program.
[1:11:33]
If anybody has any questions
[1:11:35]
about the programs that were
[1:11:38]
in communities in the know,
[1:11:38]
>> what the h#
[1:11:39]
is. We didn't
[1:11:43]
have a lot of programs of
[1:11:45]
flying under like reduce
[1:11:47]
recidivism word, juvenile
[1:11:48]
delinquency. And so that's
[1:11:49]
something that you MAY want to
[1:11:51]
look at as as a committee, you
[1:11:54]
know. I know you guys are very
[1:11:56]
well connected out in the
[1:11:58]
community. Are there programs
[1:11:58]
that are helping with that
[1:11:59]
rescue that you think maybe
[1:12:01]
should be applying for
[1:12:03]
funding, get them in Arlene's
[1:12:04]
sooner than later so that they
[1:12:06]
can start doing some of the
[1:12:07]
professional development
[1:12:08]
because we want to make sure
[1:12:09]
we're providing as much
[1:12:15]
support as possible.
[1:12:16]
>> And then finally, we have
[1:12:22]
successes school and my we had
[1:12:24]
almost 9,000 students that
[1:12:25]
attended a program have
[1:12:30]
remember a man. Looking at
[1:12:34]
some of the funding areas of
[1:12:35]
area, 100% of students who are
[1:12:36]
in a program that focused on
[1:12:38]
student attendance at.
[1:12:42]
>> The tainted tenets of up to
[1:12:43]
90% rate.
[1:12:45]
>> 79 students had reading and
[1:12:46]
math 93 1% of its students
[1:12:51]
were having reading prevention
[1:12:52]
it's small group showed it.
[1:12:53]
You've been roadside world
[1:12:57]
fluency 85% Nadler, gains deal
[1:13:00]
at the la. The progress
[1:13:02]
monitoring tool and 93% of
[1:13:04]
students who participated in
[1:13:05]
small groups. Math instruction
[1:13:10]
should learning gains. And you
[1:13:11]
can read on student that were
[1:13:14]
participating in the research
[1:13:14]
phase to ring return reading
[1:13:17]
and math really well. We also
[1:13:21]
looked at the several programs
[1:13:22]
work with internships 98% as
[1:13:26]
does programs that did work
[1:13:28]
experience or internships had
[1:13:30]
successful completion of their
[1:13:32]
sine. And really this to show
[1:13:32]
that do your ready to be a
[1:13:35]
that helped follow-up. Those
[1:13:36]
kids are going to be really
[1:13:37]
successful in his work
[1:13:38]
experiences, which will lead
[1:13:39]
to inflate ability or further
[1:13:41]
education. Later down the
[1:13:43]
road, there's 100% you're
[1:13:44]
participating in the program.
[1:13:45]
City college planning
[1:13:46]
workshops, they gained
[1:13:49]
admission death. At least one
[1:13:52]
university and 89% of
[1:13:53]
persistent presence that him
[1:13:56]
in straight increase work
[1:13:58]
repaired. Ms meeting where he
[1:13:59]
side to help kids get ready
[1:14:00]
for real well, we're really
[1:14:03]
seeing this van for of To
[1:14:04]
graduation, getting kids ready
[1:14:07]
for the suspect program. And
[1:14:08]
while we don't fund this
[1:14:11]
program, there is a workforce
[1:14:15]
programs being offered career
[1:14:17]
Human Services team is going
[1:14:17]
to be piloting. So we're also
[1:14:19]
going to be bringing in and
[1:14:20]
turns through.
[1:14:22]
>> The county and hopefully
[1:14:24]
helping them learn about
[1:14:27]
county government and getting
[1:14:28]
position to where they can
[1:14:28]
transition into a role at some
[1:14:32]
part of the county. So it's
[1:14:33]
not just a matter of where
[1:14:36]
we're funding has a as a
[1:14:37]
philosophy of our team. We
[1:14:39]
want to bring in turns within
[1:14:42]
our program offerings and show
[1:14:42]
them with the county hopefully
[1:14:44]
get them into full-time
[1:14:46]
employment. I think you think
[1:14:46]
have no idea what's available
[1:14:49]
even in their county. I so I
[1:14:51]
was 40, never thought I'd be
[1:14:53]
working. And of the count
[1:14:53]
Indian River County. And then
[1:14:54]
I was like, well, there's a
[1:14:55]
whole department for that Jan,
[1:14:58]
like with the possibilities,
[1:14:58]
are.
[1:14:59]
>> It is going to be going to
[1:15:05]
your own. I just like that By
[1:15:06]
the way, the I you a lot of
[1:15:07]
time talking, but disease,
[1:15:10]
everybody is right diligently.
[1:15:11]
I couldn't be happier with the
[1:15:15]
physician at it. And Robert
[1:15:15]
and in his position really
[1:15:17]
making all happened behind the
[1:15:22]
team with was that. Questions
[1:15:27]
about the unknown.
[1:15:28]
>> Very transparent. We're
[1:15:29]
very honest about where each
[1:15:31]
program is and where they
[1:15:33]
land. Some of the programs.
[1:15:36]
We'll see red. You know, they
[1:15:37]
very, very high outcome.
[1:15:39]
Expectations and we don't
[1:15:41]
discourage that. So read
[1:15:42]
doesn't always mean that it
[1:15:44]
just means like they had a
[1:15:45]
lofty goal and they were some
[1:15:47]
time. It was like one
[1:15:48]
percentage away and we don't
[1:15:49]
shy away from being honest
[1:15:50]
about that. We're going to be
[1:15:52]
a tree fall and we're not
[1:15:54]
asking them to lower
[1:15:56]
expectations. We want if they
[1:15:56]
want to say 100% are going to
[1:15:58]
an outcome measure. We wanted
[1:16:01]
them to shoot for it. So well,
[1:16:01]
while we celebrate golden,
[1:16:04]
find impasse. I don't want
[1:16:07]
look like any program that is
[1:16:07]
making a lofty goal should be
[1:16:08]
shot and therefore, we should
[1:16:11]
consider not funding them. I
[1:16:11]
really want you to look at
[1:16:14]
what their outcome measures
[1:16:17]
for and see that some of them
[1:16:18]
have created really strong
[1:16:20]
expectations. Program they
[1:16:22]
have chipped away and they're
[1:16:23]
they're improving, but they
[1:16:25]
might not be there yet. And
[1:16:28]
just on end some of the never
[1:16:29]
served. Cleveland numbers are,
[1:16:30]
but it depends on many kids
[1:16:31]
were actually born in Indian
[1:16:34]
River County or.
[1:16:37]
>> You know what dcf is giving
[1:16:37]
as the caseload. A lot of the
[1:16:38]
numbers planes are when you
[1:16:41]
see that. Unfortunately, not
[1:16:47]
program's fall.
[1:16:53]
>> any of the questions, know
[1:16:55]
>> looks really said very
[1:16:57]
pretty really, really like to
[1:16:58]
things that you guys are gonna
[1:16:59]
probably get a waiver of the
[1:17:01]
year and still super here. It
[1:17:07]
is. As the aids and
[1:17:11]
>> All right. Community there
[1:17:15]
and sure does not share.
[1:17:16]
>> Knowing that both say that
[1:17:17]
it's been a rough couple of
[1:17:18]
but as as agency continued
[1:17:21]
you. We are committed to doing
[1:17:23]
it and we're going service
[1:17:32]
possible. Deserves.
[1:17:35]
>> school district UMass and
[1:17:35]
Innovation, educational,
[1:17:41]
innovation operational update.
[1:17:44]
Our space all high level
[1:17:46]
overview is we dollars to
[1:17:48]
operate and our schools that
[1:17:50]
are at capacity are operating
[1:17:52]
under those dollars. But the
[1:17:53]
schools that are under
[1:17:53]
enrolled are draining from the
[1:17:54]
schools that are at capacity.
[1:17:57]
Is there still salaries for a
[1:18:02]
principal or dvd? There still
[1:18:02]
are using media offered at
[1:18:07]
those schools. So very, very
[1:18:08]
high level as you will hear,
[1:18:12]
if you haven't heard 23 town
[1:18:14]
halls and family Sessions have
[1:18:15]
happened today. What is
[1:18:15]
happening right now with the
[1:18:19]
faculty but the freshman
[1:18:20]
Learning Center is a unique
[1:18:24]
space where 9th grade has not
[1:18:24]
proven to be successful. You
[1:18:27]
have emerging many middle
[1:18:28]
schools happening there and
[1:18:32]
because it's only 9th grade,
[1:18:35]
they're fighting to be top
[1:18:36]
dog. So I 9th grade center is
[1:18:36]
no longer a practice that's
[1:18:39]
proving to be sustainable.
[1:18:40]
When you look at the cost to
[1:18:42]
operate the freshman Learning
[1:18:43]
Center, it's about 1.2 million
[1:18:46]
dollars. The 9th graders will
[1:18:48]
go to main campus and have a
[1:18:49]
very traditional high school
[1:18:50]
experience this upcoming year
[1:18:53]
pending board approval. They
[1:18:54]
will be kind of like Sebastian
[1:18:56]
River High school in it in
[1:18:57]
their own part of the campus
[1:18:59]
to protect them a little bit.
[1:19:03]
But we feel like that is a
[1:19:03]
good decision. There is a
[1:19:05]
great principle. They're
[1:19:06]
that's building culture. And
[1:19:09]
she's trying to manage into
[1:19:10]
spaces and she has asked for
[1:19:12]
to be on the main campus. So
[1:19:13]
that leaves the freshman
[1:19:16]
Learning Center open. We have
[1:19:19]
asked him move, pass a middle
[1:19:20]
school. It's not a healthy
[1:19:22]
brand us right now. When you
[1:19:24]
look at that school, we have
[1:19:26]
choice and 23% of families
[1:19:27]
leave that school drive past
[1:19:28]
and make another choice. So we
[1:19:31]
need to rebrand and moving
[1:19:32]
awesome. Middle school to
[1:19:34]
freshman learning Center.
[1:19:36]
Incident between 2 very
[1:19:37]
healthy brands be Beach
[1:19:41]
Elementary and high school. So
[1:19:43]
that new this happening,
[1:19:43]
Osceola Magnet is moving to
[1:19:47]
also middle school. We survey
[1:19:48]
families and they wanted a 6
[1:19:52]
great experience there. When
[1:19:53]
you ask them now they want to
[1:19:56]
do school experience and that
[1:19:58]
facility can accommodate it.
[1:19:59]
So they'll be moving the
[1:20:00]
middle school where questions
[1:20:02]
are already set up 2, the
[1:20:05]
middle school stays and they
[1:20:07]
can expand and grow. It also
[1:20:10]
allows to have our legacy
[1:20:11]
magnet schools right now,
[1:20:12]
which are all seal. And I'll
[1:20:13]
tell you the roads change if
[1:20:14]
you don't already know it. But
[1:20:16]
we can both have kindergarten
[1:20:18]
seats and we need to turn
[1:20:19]
families away from those
[1:20:22]
kindergarten seeds. So being
[1:20:23]
at a facility like that allows
[1:20:26]
us to open season access
[1:20:27]
families that don't get into
[1:20:28]
our legacy. Magnet schools
[1:20:32]
leave our district altogether.
[1:20:32]
So that is the immediate shift
[1:20:37]
for that pocket. We also due
[1:20:42]
declining. It's student age
[1:20:43]
enrollment. We have 4
[1:20:45]
elementary schools, your beach
[1:20:46]
elementary, Glendale centers
[1:20:48]
and rosebud not been a 2 mile
[1:20:50]
radius. So that enrollment in
[1:20:52]
that community is not growing
[1:20:52]
for the populations. So when
[1:20:56]
you look at a school like a
[1:20:58]
Rosewood magnet who is at 130%
[1:21:01]
capacity versus a Dale, who is
[1:21:05]
barely at 60% capacity and
[1:21:06]
projected to decline. We had
[1:21:07]
to proactively address it.
[1:21:08]
We're not in any sort of
[1:21:10]
crisis at the moment. But if
[1:21:13]
we don't stabilize funds now
[1:21:13]
to 3 years out, we'll find
[1:21:16]
ourselves in a What we are
[1:21:22]
proposing is to moves that 257
[1:21:23]
students at Glendale to Citrus
[1:21:27]
Elementary build that brand of
[1:21:30]
programming Glendale has a
[1:21:31]
really thriving ag or science
[1:21:32]
program. And I didn't mean to
[1:21:33]
centrist. They'll be able to
[1:21:34]
grow that with space more than
[1:21:36]
enough space for greenhouses
[1:21:40]
all of those things. We are
[1:21:41]
also proposing. Rosewood is
[1:21:43]
one of our oldest facilities.
[1:21:46]
The cost to operate it is
[1:21:47]
monumental. If we really did
[1:21:48]
use it, lightning mortar
[1:21:49]
strike, a circuit were there.
[1:21:52]
That circuit court doesn't
[1:21:54]
existence on a two-year back
[1:21:58]
So we need to proactively.
[1:21:59]
Plan for that in
[1:22:00]
cost-effective way. So our
[1:22:02]
plan is to new PRESIDENT
[1:22:05]
Magnet to the start facility
[1:22:06]
that is those are the major
[1:22:09]
major moves happening. We've
[1:22:12]
had a pretty good response.
[1:22:14]
Like I said, we had 23 faculty
[1:22:17]
and town hall meetings. We've
[1:22:17]
taken community input along
[1:22:20]
the way. Really after
[1:22:22]
Christmas parade of pending
[1:22:23]
board approval girl hit the
[1:22:23]
ground running on merging
[1:22:27]
cultures, merging logistics.
[1:22:29]
Planning for staff moves
[1:22:30]
fighting for programming. And
[1:22:31]
all of those things said
[1:22:32]
that's the major initiative.
[1:22:33]
Of course, very proud of your
[1:22:36]
feet high school. They have
[1:22:40]
made the state championships.
[1:22:41]
There's a community have rally
[1:22:43]
on Thursday. Gates Open at
[1:22:45]
5.30. The pep rally starts at
[1:22:47]
6 is an interactive experience
[1:22:48]
where?
[1:22:49]
>> After all, the performances
[1:22:50]
will come down on the field
[1:22:51]
and meet the players and the
[1:22:53]
coaches and the cheerleaders
[1:22:55]
and the band. Encourage you go
[1:22:56]
out Tickets are still
[1:22:58]
available. If you want to make
[1:23:01]
that rent, the team will
[1:23:02]
depart Saturday at noon. We're
[1:23:02]
working with a new River
[1:23:05]
County Sheriff's office to
[1:23:08]
have departure at noon and 70
[1:23:10]
intersections will be closed
[1:23:12]
so that fans can come out and
[1:23:13]
cheer them on. It was quite
[1:23:15]
exciting to see the stances
[1:23:16]
well, as they work for the
[1:23:17]
past couple weeks. Stay tuned
[1:23:21]
for more updates on Thank you
[1:23:27]
so You could in all of the
[1:23:28]
>> shuffling. But the school's
[1:23:28]
hasn't been discussion of
[1:23:33]
specialization or I just heard
[1:23:35]
somebody mention once like is
[1:23:36]
certainly a school that just
[1:23:37]
focuses on kids and I ups are
[1:23:39]
just that. You know,
[1:23:40]
disadvantage learning could
[1:23:40]
like is there a school that
[1:23:41]
would just be for them that
[1:23:44]
could do like more intensive
[1:23:47]
intervention. We have
[1:23:48]
something a pen and the school
[1:23:49]
teams are making the
[1:23:51]
programming decisions. We
[1:23:54]
>> Definitely ask them to
[1:23:55]
think about one of family
[1:23:56]
chooses a choice program in
[1:23:57]
kindergarten. We need to make
[1:24:02]
sure it's the k 12 Those teams
[1:24:02]
are actively working on what
[1:24:04]
that looks like. And then we
[1:24:05]
will be supporting them in
[1:24:08]
making sure it's implemented
[1:24:13]
the reach. Also middle that
[1:24:15]
has suggested a name for of
[1:24:15]
course, pending board
[1:24:16]
approval. But they've asked
[1:24:19]
for channel to continue the
[1:24:21]
brand and the color scheme and
[1:24:25]
logos and of But we are
[1:24:26]
allowing the schools and
[1:24:27]
people doing the work to
[1:24:32]
design work. Anything we can
[1:24:33]
do to help. Please, just let
[1:24:34]
us know. I know you're doing
[1:24:37]
community innovation and
[1:24:38]
>> what is JANUARY where
[1:24:39]
people can come We didn't get
[1:24:45]
hurt. Middle We have a
[1:24:46]
showcase their schools. We re
[1:24:48]
branded. What was choice there
[1:24:51]
and you can come out and meet
[1:24:52]
students who are at those
[1:24:54]
schools who, well, you'll hear
[1:24:55]
first hand. We definitely find
[1:24:56]
that elementary parents want
[1:24:57]
to talk to the elementary
[1:24:58]
principal, the middle and high
[1:25:00]
school students want to talk
[1:25:03]
to someone is age group. So we
[1:25:06]
have a plan to rebrand what
[1:25:06]
that looks like. And then
[1:25:08]
you'll also the reveal of the
[1:25:08]
program night.
[1:25:10]
>> Pathways there. So schools
[1:25:11]
won't be schools will be
[1:25:13]
intentionally place that you
[1:25:16]
are looking for Steve Hadley,
[1:25:17]
you will see are elementary
[1:25:18]
options. Layered with your
[1:25:19]
mail option with your high
[1:25:23]
school option. Wonderful.
[1:25:27]
Thank you.
[1:25:28]
>> Alright needs Assessment
[1:25:33]
Committee We choose or chairs
[1:25:33]
next month. So these are just
[1:25:35]
the next meeting to discuss.
[1:25:36]
Standard for grants is very
[1:25:39]
something.
[1:25:41]
>> And if you're looking to be
[1:25:42]
considered for the
[1:25:43]
subcommittee chairs, please
[1:25:44]
just make sure you're already
[1:25:45]
available for the dates that
[1:25:47]
they have already put aside.
[1:25:49]
Just the one thing we would
[1:25:51]
ask, yes, because they're not.
[1:25:52]
Those can be changed because
[1:25:54]
of Rahm assigned. All of that.
[1:25:55]
So if that's something you
[1:25:56]
want to that are parties make
[1:25:59]
sure, you recent happenings,
[1:26:00]
everybody can just check on
[1:26:02]
that and make sure especially
[1:26:03]
for the grant because 40's or
[1:26:09]
not
[1:26:11]
>> with that, we will move
[1:26:12]
into committing matters. And
[1:26:16]
the next item is committee MR.
[1:26:17]
Duncan Smith.
[1:26:23]
>> Never So. Last I want
[1:26:31]
prolong to want get out here
[1:26:33]
and going as I last watch how
[1:26:36]
Weber a week proceed things
[1:26:38]
that we do the way that we've
[1:26:43]
done You know, a number of
[1:26:44]
things going through my mind
[1:26:48]
expressed some round focus and
[1:26:54]
trying to somehow l. Work with
[1:26:54]
the organs. The larger
[1:26:56]
organizations like Sheriff's
[1:26:58]
Office, hospital district
[1:27:00]
school district. How do we we
[1:27:02]
link huge with them. Better
[1:27:07]
link it with them. You know,
[1:27:10]
and so doing that, I kind of
[1:27:10]
stepped back to one point. And
[1:27:13]
I just went back into the
[1:27:16]
governors governs this I think
[1:27:20]
its ordinance 2022 7. And
[1:27:21]
within that there's a section
[1:27:27]
one, 30 dot. 21, which roles
[1:27:28]
and responsibilities. It Rico.
[1:27:29]
Police often won't belabor any
[1:27:32]
of this. But the first is to
[1:27:33]
provide a unified system of
[1:27:34]
planning and delivery within
[1:27:38]
the children's needs. But
[1:27:40]
within which the children's
[1:27:41]
needs can be identified,
[1:27:41]
targeted, evaluated and
[1:27:46]
addressed by see sec. But the
[1:27:48]
next collect information and
[1:27:49]
statistical data and conduct
[1:27:53]
research useful to see sack
[1:27:54]
and the deciding the needs of
[1:27:58]
children in the county.
[1:27:59]
Another consult collaborating
[1:28:02]
Forton a with other agencies
[1:28:04]
to the end that unnecessary
[1:28:07]
duplication of services will
[1:28:10]
be prevented. Following what
[1:28:11]
was recommended allocation of
[1:28:13]
funds to agencies to provide
[1:28:13]
services for benefit a new
[1:28:16]
river, telling children. And
[1:28:17]
so when I was I was thinking
[1:28:22]
about that. You know, I went
[1:28:23]
back to the focus, you know,
[1:28:26]
how do we how do strengthen?
[1:28:26]
Our winds just some of these
[1:28:33]
organizations. And so to that
[1:28:34]
we have a new needs assessment
[1:28:37]
update coming 2027. So that
[1:28:39]
start shortly. Effort going
[1:28:44]
into that. And as part of that
[1:28:45]
thinking that perhaps our main
[1:28:48]
could help those drafting that
[1:28:51]
report by providing input from
[1:28:53]
organizations with which we
[1:28:54]
must coordinate programming,
[1:28:55]
wind implementation and
[1:28:57]
provide complimentary funding
[1:28:59]
to enhance their efforts. So
[1:29:03]
they're saying is. Would be
[1:29:08]
nice if we could ask sheriff's
[1:29:10]
Department the school the
[1:29:12]
health department to provide
[1:29:12]
us with presentation this
[1:29:22]
year. On. We're the cc sack.
[1:29:22]
Complementing the efforts that
[1:29:23]
they're making with the
[1:29:28]
children most telling. What
[1:29:30]
sorts of things, what sorts of
[1:29:31]
programs could we create? What
[1:29:34]
sorts of programs can we?
[1:29:40]
Engage in with you? 2? Make an
[1:29:41]
improvement in the efforts.
[1:29:45]
You're already trying to make.
[1:29:46]
And so I you know, governor
[1:29:51]
encourage. That. Hopefully
[1:29:52]
committee would agree with
[1:29:52]
with something along those
[1:29:58]
lines. I think that would
[1:30:00]
extremely helpful in trying to
[1:30:01]
figure out where we really
[1:30:03]
need to be how we can help,
[1:30:10]
how we provide for firm
[1:30:10]
Sicknick argument, a better
[1:30:11]
child coming into the
[1:30:15]
kindergarten door. How can
[1:30:19]
work with the sheriff's office
[1:30:20]
too? Reduce truancy and
[1:30:24]
whatever else they think they
[1:30:24]
would need from organization
[1:30:26]
like that would enhance. There
[1:30:30]
are efforts within children
[1:30:31]
within the community. Same
[1:30:32]
thing with the hospital
[1:30:33]
district. You know, what are
[1:30:37]
they focusing on? Where are
[1:30:39]
they going with their program?
[1:30:41]
And again, what is it we can
[1:30:42]
do to supplement and
[1:30:43]
complement whatever they're
[1:30:44]
trying to do. I think that
[1:30:45]
would be really helpful. And
[1:30:51]
in terms of focusing our and
[1:30:52]
and looking at some of the
[1:30:55]
programs that we currently
[1:30:55]
funded, perhaps even reaching
[1:30:56]
out to those organizations and
[1:30:57]
talking to them about, hey,
[1:31:01]
can you? You're talking about
[1:31:04]
a program like this? Could you
[1:31:06]
modify it to do x, y and z so
[1:31:08]
that helps us with kinder.
[1:31:09]
But, you know, putting
[1:31:13]
kindergarten ready, in place.
[1:31:16]
Order, addresses, truancy or
[1:31:22]
has a better has a a way of
[1:31:24]
focusing on mental health and
[1:31:28]
those sorts of things hospital
[1:31:29]
district. That is one of the
[1:31:29]
things that look, this to next
[1:31:32]
year. We all agree to go
[1:31:36]
forward with that. The other
[1:31:37]
thing too, is taking place in
[1:31:39]
the background is are a number
[1:31:41]
of other agencies that are
[1:31:45]
putting together. Also more of
[1:31:47]
a coordinated effort within
[1:31:52]
their scope work. One of them
[1:31:54]
Iran early learning and the
[1:31:57]
child care group that has been
[1:32:00]
meeting for the last couple
[1:32:02]
months and they are in the
[1:32:04]
process of trying to figure
[1:32:07]
out how network the 45
[1:32:08]
different child care
[1:32:09]
organizations that we have in
[1:32:10]
the county into something
[1:32:13]
that's little bit more
[1:32:14]
unified. Through l reached
[1:32:16]
through, trying to provide
[1:32:18]
support to these
[1:32:19]
organizations, not eliminate
[1:32:22]
them, but help them with
[1:32:26]
curriculum, help them with.
[1:32:27]
Support. If they are having a
[1:32:28]
they're having children that
[1:32:31]
just aren't making it. You
[1:32:33]
know, somebody to call of, for
[1:32:34]
example, childhood care
[1:32:35]
resources. Does some of that
[1:32:38]
already, you know, perhaps
[1:32:42]
expanding that expanding
[1:32:43]
upgrading a voluntary pre
[1:32:44]
cooked kindergarten and some
[1:32:46]
of these organizations. You
[1:32:48]
know what they do for Vpk is
[1:32:50]
does it doesn't necessarily
[1:32:52]
match what best-in-class would
[1:32:54]
be. And so reaching out to
[1:32:57]
these organizations having him
[1:32:58]
in for programming having him
[1:32:59]
in to see what real you know,
[1:33:03]
a a will run vpk program
[1:33:08]
really looks like. Would be
[1:33:10]
helpful is something through
[1:33:11]
early learning coalition,
[1:33:12]
perhaps we could we could
[1:33:15]
start to fund. So there's
[1:33:18]
number of ways I think we can
[1:33:19]
focus on this every poll that
[1:33:19]
I think I said this. But if
[1:33:25]
that holds true. Early
[1:33:25]
learning in shelter are
[1:33:26]
probably the number one issue
[1:33:27]
within every American
[1:33:30]
community. Pops up in all all
[1:33:34]
the statistics. And I'd say
[1:33:35]
it's the same with ours. And,
[1:33:36]
you know, I've gone through a
[1:33:40]
lot of detail looking at
[1:33:42]
numbers root causes for
[1:33:45]
poverty in our county and and
[1:33:46]
issues associated with getting
[1:33:51]
kids to me. You know, the
[1:33:53]
standards, especially for
[1:33:56]
education that we need to
[1:33:56]
complement. You know, the
[1:33:57]
great work that Doctor Moore
[1:34:01]
and his staff are doing. You
[1:34:03]
know what we I think it would
[1:34:04]
be great. I mean, a corporate
[1:34:05]
America. We always look pretty
[1:34:06]
city, which is that seems like
[1:34:09]
a really productive thing for
[1:34:13]
us to create better to coming
[1:34:14]
through to the kindergarten a
[1:34:15]
door so that they can improve
[1:34:20]
upon as opposed to remediate.
[1:34:21]
>> And so that that is I see a
[1:34:24]
lot going on That group has
[1:34:30]
also through private funding
[1:34:31]
schedule with the Florida
[1:34:34]
Chamber of Commerce to study
[1:34:35]
on early learning and
[1:34:37]
childcare within Indian River
[1:34:42]
County. And so when they've
[1:34:42]
completed that as well, and
[1:34:44]
glorious with their assessment
[1:34:45]
recommendations on how they
[1:34:48]
think we could improve. So,
[1:34:48]
you know, with all that
[1:34:51]
information be great. To pass
[1:34:54]
that along to subcommittees
[1:34:57]
and trying to get them to.
[1:34:59]
Having that are implement that
[1:35:01]
sort of thing into their
[1:35:03]
assessments so that we can
[1:35:05]
maybe start to pull some of
[1:35:06]
the so the broad swath of that
[1:35:09]
we. We currently contribute to
[1:35:10]
into something a little bit
[1:35:13]
more focused and something
[1:35:16]
that we can we can see the
[1:35:17]
benefits of Morton were
[1:35:19]
clearly if the committee wants
[1:35:20]
or whatever's best believe
[1:35:21]
that together, schedule of
[1:35:22]
people could bring it to hear
[1:35:23]
from, if that's something that
[1:35:23]
the committee would like to do
[1:35:27]
and we could.
[1:35:28]
>> are there any comments or
[1:35:31]
questions or feedback on
[1:35:35]
comment?
[1:35:36]
>> so I in public health issue
[1:35:37]
when we do our coffee helped
[1:35:38]
set up a process community
[1:35:39]
health improvement planning
[1:35:40]
process. We do something
[1:35:40]
similar to what you talked
[1:35:44]
about is that
[1:35:46]
>> Do what I Similar redo key
[1:35:47]
stakeholder interview process
[1:35:51]
and we have that has set set
[1:35:53]
set of questions for that
[1:35:54]
interview gather. That's
[1:35:54]
objective information. And
[1:35:58]
also complements data process
[1:36:01]
itself. And so we're putting
[1:36:02]
together a can a community
[1:36:04]
health assessment. We're using
[1:36:06]
both sides of to to really
[1:36:07]
inform the needs assessment
[1:36:11]
process. That's how I
[1:36:11]
>> see those things bullied.
[1:36:15]
But I do think that. Bringing
[1:36:16]
in like you would sending you
[1:36:19]
suggested it is. Those leaders
[1:36:23]
in our community in this area.
[1:36:25]
I think that makes sense
[1:36:25]
essentially good pilot, that
[1:36:29]
process to see how we couldn't
[1:36:30]
agree that in the next needs
[1:36:31]
assessment. I mean, certainly
[1:36:34]
this is update and so were
[1:36:36]
sent. I think in terms of
[1:36:38]
well, we have to update, but I
[1:36:43]
think that. We can learn in
[1:36:45]
these tanks 2 years, how we
[1:36:46]
can integrate that when we
[1:36:49]
have next rotation of the
[1:36:49]
needs. Rest.
[1:36:51]
>> And that's what we're
[1:36:53]
talking 2.27. So this
[1:36:54]
absolutely a spring to get
[1:36:57]
what to 27. And we've already
[1:37:00]
finished. 26. So it goes in
[1:37:02]
27. You almost need to start.
[1:37:02]
Absolutely. And you do see
[1:37:03]
that as you well know. I'm
[1:37:04]
sure as part of
[1:37:09]
>> whether it's a health
[1:37:09]
department, public health type
[1:37:10]
of assessment to the
[1:37:12]
assessments that hospitals go
[1:37:15]
through. You see that he's
[1:37:15]
with the key informant
[1:37:18]
interviews. That's a
[1:37:19]
centerpiece of those
[1:37:21]
assessments. In many cases. So
[1:37:25]
I think that's healthy.
[1:37:27]
>> And just to those it, I
[1:37:27]
think what might be helpful. I
[1:37:28]
where you're MAY be going with
[1:37:32]
this. Dr Schott. Is there any
[1:37:34]
way to maybe get an update on
[1:37:37]
what's happening with Pre-k?
[1:37:38]
And if there's any plans to
[1:37:39]
expand maybe there's financial
[1:37:40]
limitations, what are what it
[1:37:46]
preventing it from expanding?
[1:37:46]
Sure that really if you don't
[1:37:49]
have add.
[1:37:49]
>> Stickler the challenge was
[1:37:53]
is finding that we are not
[1:37:55]
funded for a full day Pre-k.
[1:37:56]
So those dollars have come
[1:37:58]
from somewhere else. If we do
[1:38:01]
find all day full day Pre-k
[1:38:02]
vpk and that that is
[1:38:03]
absolutely the challenge that
[1:38:06]
our family's faces. They would
[1:38:08]
still have to provide child
[1:38:10]
care, which is almost at the
[1:38:11]
same weekly rate, right that
[1:38:12]
they would if they send their
[1:38:15]
child every day for today. So
[1:38:16]
that would absolutely be a
[1:38:20]
welcomed. How is like a
[1:38:23]
private public partnership? Is
[1:38:24]
how do we create a high
[1:38:25]
quality experience, whether
[1:38:28]
it's in our spaces or other
[1:38:30]
spaces? Because I can
[1:38:31]
understand why families making
[1:38:32]
that decision because it's the
[1:38:33]
same costs for them so they
[1:38:35]
can leave to go to war, drop
[1:38:36]
their child off at Pre-k right
[1:38:39]
around their house work all
[1:38:41]
day beyond the limitations
[1:38:42]
that we can have them to teach
[1:38:44]
them and care for them and
[1:38:48]
pick them up on way home. So I
[1:38:50]
think there is so much
[1:38:50]
opportunity. I think it will
[1:38:53]
be important for us to monitor
[1:38:57]
this session because there is
[1:38:58]
interest from some of our
[1:39:00]
legislators to shift the
[1:39:01]
oversight of Pre-k from early
[1:39:03]
learning coalitions to school
[1:39:05]
districts and in particular,
[1:39:07]
our board approved that is a
[1:39:11]
priority. They feel like we
[1:39:12]
have strong quarter tied for k
[1:39:14]
12 education and they have
[1:39:16]
asked as their advocacy for
[1:39:18]
their legislative priority to
[1:39:19]
consider giving us the
[1:39:19]
oversight of the Pre-k spaces,
[1:39:23]
all of them. That feed into
[1:39:25]
our schools. Do you think
[1:39:27]
maybe there's opportunity?
[1:39:30]
Know you're not planning that
[1:39:32]
baby in JANUARY. You can
[1:39:33]
update if there's potential
[1:39:35]
brick and mortar space to
[1:39:35]
expand Pre-k to know that
[1:39:37]
there is consolidation or if
[1:39:37]
that's in the works or if
[1:39:41]
there's any talk of it.
[1:39:42]
>> Just as Doug is saying,
[1:39:42]
this it. This might a priority
[1:39:46]
focus area but before you
[1:39:46]
build an entire need
[1:39:49]
synonymous those in need. But
[1:39:50]
as a matter thing that can
[1:39:54]
actually. With that analogy be
[1:39:57]
supported financially. If
[1:39:57]
there's space, Italy's opens
[1:40:00]
opportunity that.
[1:40:01]
>> You and top of that, tend
[1:40:05]
to look at how that impacts
[1:40:09]
the 40 some odd care
[1:40:09]
facilities because a lot of
[1:40:13]
them rely on that extra vpk
[1:40:17]
funding, too. Subsidize
[1:40:21]
offensively. You know kids.
[1:40:23]
>> If you have ever Mary Beth,
[1:40:25]
our ignorance of the pk as
[1:40:26]
saying Helens, she used to do
[1:40:28]
it 3 c's and increases
[1:40:30]
heritage. And she is like Mary
[1:40:33]
Poppins in the apartment, but
[1:40:35]
not only issue that fun and
[1:40:37]
exciting loves everything like
[1:40:39]
our kids through that program
[1:40:41]
to and the kids like him out
[1:40:43]
of there, they can read think
[1:40:43]
and all their numbers,
[1:40:45]
everything is purposeful.
[1:40:47]
Minute they come and to take
[1:40:49]
their lunch box out. But there
[1:40:49]
was violent Everybody gets a
[1:40:50]
different job each day when
[1:40:52]
she's just she onto my says
[1:40:53]
every second with those kids
[1:40:55]
and she would be a great
[1:40:56]
person to to talk to about
[1:41:00]
creating a prototype. And
[1:41:02]
she's second when of a lot of
[1:41:04]
our innovations. We understand
[1:41:05]
it's creating empty facilities
[1:41:07]
and one of the
[1:41:10]
>> silly assessments. We are
[1:41:12]
going to ask what's called the
[1:41:13]
coast. All the report
[1:41:15]
Glendale, which will be a
[1:41:18]
vacant facility. And we feel
[1:41:19]
like Glenn Deal is a
[1:41:21]
centralized facility to house
[1:41:23]
a centralized Pre-k. So those
[1:41:24]
are things already in motion
[1:41:29]
to figure out how we optimize
[1:41:31]
the space is whether it's
[1:41:33]
adult education or Pre-k or
[1:41:36]
special But I think part of
[1:41:38]
the conversation is also
[1:41:39]
leading to is the fact that
[1:41:43]
the existing system.
[1:41:43]
>> It ships great, but heart
[1:41:47]
of the problem is. The way
[1:41:50]
that the existing Pre-k are
[1:41:53]
evaluated is not consistent in
[1:41:55]
their programming and they're
[1:41:57]
really not being held. To a
[1:42:01]
standard. Of curriculum and
[1:42:05]
outcomes. I mean, it's. If
[1:42:06]
everybody survives the day and
[1:42:09]
they're like that and they
[1:42:13]
might not I my life at this
[1:42:14]
for kids. You expect to drop
[1:42:16]
them off and
[1:42:18]
>> and they're learning
[1:42:19]
something in there. You can
[1:42:21]
you know what they're supposed
[1:42:22]
to learn at the end of the
[1:42:23]
day. But each of our Pre-k is
[1:42:26]
within the community.
[1:42:28]
>> Are such different types of
[1:42:29]
groups with different types of
[1:42:30]
funding sources and different
[1:42:33]
types of resources available.
[1:42:37]
>> To that I think kind of the
[1:42:39]
model that we have done with
[1:42:39]
our friends partners of
[1:42:42]
professional development and
[1:42:43]
financial responsibility and
[1:42:44]
board management and all that
[1:42:48]
kind of stuff.
[1:42:50]
>> But transferred to a vpk
[1:42:51]
scenario would be very good.
[1:42:54]
So, you know, if it does trans
[1:42:55]
for to the school district, I
[1:42:57]
think you're in a better space
[1:42:58]
to kind of evaluate and
[1:42:59]
overseas and oversee their
[1:43:00]
standards of the existing and
[1:43:04]
then at war because there is a
[1:43:05]
very big lack of vpk
[1:43:05]
opportunities, especially in
[1:43:07]
the North County. And I know
[1:43:08]
is that this informant, but I
[1:43:11]
must say it again. I know
[1:43:14]
you're doing magical things
[1:43:15]
that elementary bat. That
[1:43:17]
community is very concerned
[1:43:18]
about losing the vpk 1000
[1:43:21]
Elementary because all that
[1:43:22]
leaves is our and they're
[1:43:24]
pretty much maxed out on dvd
[1:43:26]
case basis. And that's years
[1:43:27]
ago in this community in
[1:43:31]
Indian River County. We have
[1:43:32]
the highest density of kids in
[1:43:33]
the smallest space with the
[1:43:34]
lowest one of the lowest
[1:43:36]
incomes and the counties and
[1:43:37]
lack of transportation. We're
[1:43:42]
just kind of off. So having
[1:43:43]
that leave the spaces is very
[1:43:46]
concerning to the community,
[1:43:46]
but I will get a of ice on
[1:43:50]
backside. I said before but I
[1:43:52]
think that's one of the things
[1:43:53]
that start that I understand
[1:43:55]
from the conversations and the
[1:43:57]
passes, the lack of became,
[1:43:58]
but also the lack of quality
[1:43:59]
became because they're just
[1:44:01]
not being held accountable.
[1:44:02]
Consistently. Well, that
[1:44:03]
vetting
[1:44:05]
>> There needs to be a hand in
[1:44:10]
glove. Match between the
[1:44:13]
school district wants and what
[1:44:16]
they're getting And so I think
[1:44:19]
that is that action that we
[1:44:23]
need from is it is. What is
[1:44:28]
your vision in the future for?
[1:44:29]
Well, if you're pre
[1:44:29]
kindergarten and that's the
[1:44:30]
space you guys want to play
[1:44:31]
and what's your vision for
[1:44:33]
this thing? How do we network?
[1:44:36]
Are you going to eliminate? I
[1:44:38]
mean, that's really direct. If
[1:44:39]
you're good, are you going
[1:44:40]
eliminate some of these sort
[1:44:43]
of these organizations that
[1:44:47]
the bk Is there a way to
[1:44:47]
weaken network that into you
[1:44:50]
guys somehow so that they can?
[1:44:52]
They're not threatened to
[1:44:54]
still exist, especially in
[1:44:57]
some of lesser developed
[1:44:59]
areas. How do you know how
[1:45:00]
this whole thing come
[1:45:02]
together? So love to hear what
[1:45:02]
you guys Patients have already
[1:45:03]
reached out to Doctor Moore
[1:45:05]
and said let us be a part
[1:45:07]
>> this journey. So Many of
[1:45:11]
those conversations have
[1:45:14]
already and are happening on a
[1:45:15]
day-to-day.
[1:45:16]
>> So so it's going to flow
[1:45:17]
into the funding And put if
[1:45:21]
we're going to focus on
[1:45:22]
childcare in the uk because we
[1:45:25]
believe it's. We believe that
[1:45:28]
education is the way out
[1:45:29]
poverty and education is the
[1:45:31]
way and to better outcomes for
[1:45:33]
children next thing also left,
[1:45:35]
I mean, one of the things I
[1:45:38]
came across was researching so
[1:45:41]
stuff was when Lyndon Johnson
[1:45:43]
put together the disgraced
[1:45:46]
same program and 64 and as
[1:45:50]
we're on hid his. He was
[1:45:51]
quoted as saying he wanted to
[1:45:51]
make taxpayers out of them.
[1:45:57]
Tax evaders. That's what we
[1:45:58]
definitely. That's what we
[1:45:59]
want to do, too. I mean you
[1:46:01]
know, that's pretty course.
[1:46:03]
But that's what we want to do.
[1:46:04]
We want to see these kids
[1:46:07]
finally get into professions
[1:46:08]
pay enough to have a family to
[1:46:12]
pay enough to support
[1:46:13]
themselves that you know, we
[1:46:15]
can eliminate as much poverty
[1:46:16]
ins and certain that are in
[1:46:19]
this county as we can. So
[1:46:21]
education is certainly a path
[1:46:23]
to that. Probably the most
[1:46:25]
important. So what do we do
[1:46:26]
this Why don't we see it?
[1:46:28]
Because you also mentioned
[1:46:31]
hospital distract the
[1:46:32]
sheriff's department.
[1:46:35]
>> and the the early morning,
[1:46:36]
group early learning group. So
[1:46:38]
why don't we start maybe with
[1:46:42]
school district in JANUARY?
[1:46:44]
>> We renovation will be to
[1:46:47]
close. Will be good timing.
[1:46:50]
>> I was stopped or more in
[1:46:51]
because I know he'll want to
[1:46:51]
give an update. So I want to
[1:46:56]
be sure that the timing.
[1:46:57]
>> Allows for fruitful update
[1:46:58]
versus flu. It could be what
[1:47:00]
we can do in the next year is
[1:47:01]
at each one of our meetings,
[1:47:02]
have some kind of update from
[1:47:06]
one of these groups. That's
[1:47:07]
basically a community partner.
[1:47:09]
See what their focus areas
[1:47:09]
going to be and what they're
[1:47:11]
kind of working on.
[1:47:12]
>> What our programming and
[1:47:15]
funding can help drive better
[1:47:16]
outcomes for them or support
[1:47:19]
what they're trying to do. And
[1:47:22]
then in our baby our NOVEMBER
[1:47:23]
meeting, we can kind of bring
[1:47:24]
it all together to provide
[1:47:27]
some focus moving into 27
[1:47:30]
designed work. That's a very
[1:47:31]
early plant.
[1:47:32]
>> think this really speaks to
[1:47:34]
the value of the community
[1:47:37]
forum because I think a lot of
[1:47:37]
the conversation started we
[1:47:39]
are addressing where are the
[1:47:40]
needs in early learning
[1:47:42]
learning seas and then the
[1:47:47]
follow? With that we we did
[1:47:50]
not do a follow-up. But early
[1:47:51]
learning in DECEMBER we
[1:47:53]
planned for it. But because
[1:47:54]
there's so much work being
[1:47:54]
done right now, we're going to
[1:47:56]
back off a little of the
[1:47:58]
groups. Do what they need to
[1:48:00]
the scenes, but we will have a
[1:48:01]
community forum on towards the
[1:48:03]
end of the year. Focus on
[1:48:07]
career Pathways we love to
[1:48:09]
really expand that and be able
[1:48:10]
to showcase there's so much
[1:48:12]
happening with career Tech
[1:48:13]
education within the school
[1:48:13]
district and Treasure Coast
[1:48:17]
Technical College and then
[1:48:18]
ever say college, there's
[1:48:19]
opportunity. Don't think most
[1:48:20]
of the community is aware of
[1:48:21]
unless they have a a child
[1:48:25]
that is in high school. I know
[1:48:27]
that and I sometimes you do
[1:48:29]
You down. So I still do wonder
[1:48:33]
if
[1:48:34]
>> we are really starting to
[1:48:35]
grow towards a more of a
[1:48:36]
children's improvement plan.
[1:48:38]
And now growing.
[1:48:39]
>> Strategic plan. Already
[1:48:45]
have. Specifically for see
[1:48:47]
sacked or have an opportunity
[1:48:48]
to Camino over our group
[1:48:49]
movement that specifically for
[1:48:52]
kids.
[1:48:54]
>> And maybe this is something
[1:48:55]
that, you know, and different
[1:48:59]
task force are. Some committee
[1:49:01]
kind of grows out that that
[1:49:04]
take some of these ideas and
[1:49:06]
tries to create policy.
[1:49:07]
Because I think what I'm
[1:49:09]
hearing this group wants to
[1:49:13]
talk a little bit more about
[1:49:14]
policy and creating policy is
[1:49:14]
going support our future
[1:49:17]
versus just. You know, forever
[1:49:22]
stamp said Henry. So we'll
[1:49:23]
work towards that. And the
[1:49:25]
next years. And that's okay
[1:49:27]
with everybody. And i
[1:49:29]
appreciate you time for
[1:49:31]
bringing this or think it's
[1:49:33]
it's great to kind refocus our
[1:49:37]
efforts and think we've the
[1:49:38]
kind of created the structure
[1:49:39]

[1:49:41]
running wells and talents.

[1:49:45]

[1:50:00]
>> All right. Well, on that
[1:50:04]
happy note. Afraid to ask if

[1:50:25]
very much, especially for
[1:50:28]
putting with me and my first
[1:50:28]
year, not only the side, but
[1:50:32]

[1:50:33]
pleasure working with
[1:50:33]

[1:50:34]
