founding rappers and entertainers and

stuff. And I was like, "Would you sell
[8:53]
my book, please?" And he's like, "Yes,
[8:55]
bring it on." And he sold, uh, 27 copies
[8:59]
of it so far without even trying. And he
[9:02]
wants like 50 more later. And so, um,
[9:05]
it's growing. It's growing. And I can't
[9:07]
wait to see how it'll grow when I
[9:09]
actually start marketing the thing. So,
[9:12]
the third book is going to be entitled
[9:14]
The Airport. And I'm really proud of
[9:16]
that one because it will feature
[9:20]
situations where you're dealing with
[9:22]
parents that travel for work and they
[9:24]
miss their kids and things along with
[9:26]
what airports look like through the eyes
[9:28]
of a kid. So, we can remind ourselves
[9:30]
there's joy and happiness to be had
[9:32]
everywhere. So, when you're in those
[9:34]
miserable or seemingly miserable
[9:36]
situations, put on your kid eyeballs and
[9:38]
you'll start to have fun again,

evening, mayor and council. Um, we have
[11:04]
been going back and forth about this
[11:07]
financial model now for probably four or
[11:10]
five months. We've been talking about
[11:11]
it, telling you what we have, what we're
[11:13]
able to do, uh, some different steps and
[11:15]
different things. So, tonight, um,
[11:18]
finally want to push this out to y'all
[11:20]
and let y'all see some of the
[11:21]
information that can come out of the
[11:23]
model and then so that y'all can ask
[11:25]
additional questions as we move forward
[11:27]
in the future.
[11:29]
Um, so we I've said this before,
[11:31]
internally we have a CIP team, a team
[11:33]
that meets uh once a month, talks about
[11:36]
all of our active CIP projects. Out of
[11:38]
that group, we have a smaller group
[11:41]
that's been working on this model. And
[11:42]
that's Alicia Massie, Alicia Gaddy, and
[11:45]
myself been trying to get this ready for
[11:47]
y'all to be able to give this to y'all.
[11:49]
So, I want to tell them thank you for
[11:50]
all the work they've done with and for
[11:52]
this tonight. Couple of things that just
[11:55]
walk through really quickly what we'll
[11:57]
do. um want to give just a very quick
[12:00]
review of the CIP so everybody
[12:01]
understands what that is we'll talk
[12:03]
about the financial model what it is
[12:06]
some of the variables and assumptions
[12:08]
that are built into it so that you
[12:09]
understand how we're getting the
[12:10]
outcomes and then we'll review quite a
[12:13]
few scenarios and then ask y'all any
[12:16]
questions what I handed to y'all is a
[12:18]
cheat sheet as you're looking and we're
[12:20]
talking about all these rather than all
[12:22]
the detail that's there that is very
[12:24]
simple straightforward
[12:27]
so So, what is a CIP? So, for us, a CIP
[12:29]
is a strategic plan. It tells how we're
[12:32]
going to get somewhere in the future,
[12:33]
right? It has a list of projects. It
[12:35]
goes far beyond that. It tries to meet
[12:37]
y'all's priorities for how you want to
[12:39]
see these projects move forward. Uh we
[12:42]
are talking about right now an FY27
[12:45]
through FY31 CIP. for the next 5 years.
[12:51]
The model or the what y'all have been
[12:53]
given so far makes up 24 projects. In
[12:56]
that right now, there are 11 funded
[12:58]
projects, five partially funded, six
[13:01]
unfunded, and three future projects.
[13:05]
All right, the financial model we worked
[13:08]
with first tryon advisors. They were the
[13:11]
ones that built the model and all the
[13:13]
background information that's in there.
[13:15]
Now we can update the model and have and
[13:17]
run different scenarios. So that's how
[13:19]
we got to this point. The model can
[13:21]
analyze a number of things, but these
[13:23]
are just a few that we can put in there.
[13:25]
So it'll look at all town funding
[13:27]
sources. We can look at different tax
[13:29]
rates. We can look at our debt service
[13:32]
capital reserve policy. We can look at
[13:36]
um growth assumptions, expenditure and
[13:39]
the growth rate and how fast things are
[13:41]
growing. We we can also look at
[13:44]
different models for funding projects
[13:46]
which are your PIGO, your debt or your
[13:48]
outside funding, whether that be grants
[13:50]
or through CRTPO uh with Todd and
[13:54]
Council Member Oscel Brooks and the work
[13:56]
they do there.
[13:59]
All right, talk really quick about some
[14:01]
of those variables and assumptions so
[14:03]
you know what you're going to see in
[14:04]
just a second. So those variables again
[14:06]
can be any number of those things. I
[14:08]
will not read them again. all those that
[14:10]
are over there on the
[14:12]
my left I guess it would be your left
[14:14]
too left hand side um the assumptions I
[14:17]
do want to talk about those so we have
[14:19]
some assumptions built into the model
[14:22]
always when you're do when you're
[14:23]
looking at any kind of budget or
[14:25]
forecast we're going to assume
[14:29]
uh lower on the growth side and higher
[14:33]
on the expenditures and we're going to
[14:34]
do that to make sure that we always have
[14:36]
enough to fund those things right So we put in growth rates of 3% for our
[14:42]
nonrevalu years. So growing at a 3% rate
[14:45]
on non-revaluers.
[14:47]
Um
[14:49]
we have grown more than that the last
[14:51]
couple of nonrevalu years, but that's
[14:53]
the rate that we we went with and a
[14:56]
five-year growth on reval years. We know
[14:58]
that we've been much higher than that
[15:00]
the last couple of revals. We don't
[15:02]
think it'll continue to be that high in
[15:03]
the future. So that's we're modeling
[15:06]
that at five. Also another assumption is
[15:09]
that if if and when we do model debt,
[15:12]
we're modeling take taking that first
[15:14]
payment for the debt the year after the
[15:17]
debt is issued. So if it's issued in
[15:20]
FY30, we would take be the first payment
[15:22]
would be due in FY31. So there's a year
[15:25]
lag and when your first debt payment is
[15:30]
right now we have six scenarios that
[15:32]
we've run through the model tonight.
[15:34]
Yes, you do see on that cheat sheet it
[15:36]
is correct. You see one, two, three, and
[15:39]
five. You don't see one for zero or
[15:41]
four. So zero is just a base, right?
[15:44]
That's just flat what the budget has for
[15:47]
this year. No projects are in it. Four.
[15:50]
Reason why you don't see four is an
[15:52]
actual like scenario that you were given
[15:54]
is because it is done in model two or
[15:58]
scenario two with the addition of one
[16:01]
additional project. So that's why when
[16:03]
you're running these models, they do
[16:04]
take time. So, we we chose a few to run
[16:07]
through uh as actual scenarios.
[16:11]
All right. Well, any questions that far

before we start talking about the actual
[16:16]
scenarios themselves? And if I can't
[16:18]
answer the question, I'm going to look
[16:19]
over my shoulder this direction to help
[16:21]
answer the question.

So, scenario one funds all of those
[16:32]
projects that you see up there. Those
[16:34]
are your existing funded projects. So
[16:37]
that's all of the funded projects are
[16:39]
funded. It does show when you model it
[16:42]
out in the future that the debt service
[16:45]
cap reserve policy would need to be
[16:47]
reduced to 5 cent and FY29. If you know
[16:51]
right now we're at 5 1.5 cent. So we're
[16:53]
showing that you would need to reduce
[16:54]
that a little bit.
[16:58]
So this is one of the output screens
[17:00]
that we get out of the model. Um, I'll
[17:02]
walk through on this one with a little
[17:04]
bit more detail and not on the other
[17:06]
ones. You can see it. Um, so you can see
[17:11]
in FY24, FY25, the tax rate was 18.5
[17:15]
cents. In FY26, it went down to 17 and
[17:19]
it's 17 from there after, right? We're
[17:21]
modeling it at a 17 cent tax rate. Um,
[17:25]
now you come over to the debt service
[17:27]
capital reserve fund column, which is
[17:29]
the next one over. You can see that in
[17:32]
FY28
[17:34]
we reduce that or sorry FY29 we reduce
[17:38]
that to 5 cent. Um and that's to be able
[17:40]
to make the model work as it goes out in other columns. You see here we're
[17:46]
able to set targets and minimums for
[17:48]
general fund. So you can see we set up
[17:51]
at the top a target of 50% a minimum of
[17:55]
that is y'all's policy is that minimum
[17:57]
of 30% for your fund balance. So you can
[18:01]
see as it goes down it starts so uh
[18:05]

It didn't flag any of these cells
[18:09]
because you are above 50%. When you drop
[18:12]
below 50% it starts flagging them just
[18:14]
to let us know. And as it goes down, you
[18:17]
can see the model does go below 30 right
[18:20]
here. We wouldn't allow that to happen
[18:22]
that far out. What you would do is you
[18:24]
would fund a project out of debt service
[18:26]
capital reserve rather than let the mo
[18:29]
we wouldn't let us dip below your 30%
[18:31]
minimum. Um, but it wasn't worth
[18:34]
rerunning the model to move a project
[18:36]
when you're less than a percent uh that
[18:39]
far out because you're talking as far as
[18:42]
uh FY38 at that point.
[18:46]
Um you can also see we can look at the
[18:49]
debt service capital reserve that is
[18:51]
what this five or five and a half cent
[18:54]
is pulling over here is how much money
[18:56]
is getting generated or what or how much
[18:58]
surplus you have in that given year and
[19:00]
then what the fund balance is. And then
[19:03]
you have the last fund that you're
[19:04]
seeing here on the screen is the one
[19:06]
that uh is has the money for the public
[19:10]
works facility and the uh community
[19:13]
center in it.

million for the public works. That's

if all of the projects get built out and
[21:31]
get, you know, expenditures happen the
[21:33]
way that we think that they will, the
[21:35]
5.5 cent that is going in will not be
[21:39]
quite enough to pay for all of those
[21:42]
projects into the debt service capital
[21:44]
reserve fund. So you would have to go
[21:46]
into the the fund balance of that fund.
[21:50]
Is it okay to say it that way? Okay. The
[21:52]
fund balance of that fund to pay the
[21:55]
730.
[21:57]
Right? So you can actually see that
[21:59]
graphically here. Right? You see it dip.

It doesn't mean that there's no money in
[22:04]
that fund. It just means we're spending
[22:06]
more than the five a half cent. We're
[22:08]
going into we're spending some of that

savings account of that fund.

potential revenue that could be

generated off of the facility as well.

projects that would be funded through

Um, public works is still in there.

Again, that debt service capital reserve
[43:03]
policy drops down from what it is today.

And you could, we actually were able to

see two different options depending on
[43:12]
how council feels that they want to do
[43:14]
things going forward in the future. If

you run a payo model, which that means
[43:20]
paying cash for the projects, right?
[43:21]
You're not going to take on debt, uh, to
[43:24]
fund those unfunded projects, which is
[43:26]
those three listed underneath there. It
[43:28]
shows that you would potentially need a
[43:30]
5 cent tax increase to cover that.
[43:34]
If you run it as a transportation bond
[43:37]
or a street bond or you know ones that
[43:40]
we've done in the past, those same three
[43:43]
groupings of projects would show about a
[43:46]
penny and a half tax increase to fund
[43:49]
that large grouping of sidewalk projects
[43:52]
and those two intersection projects.
[43:55]
The model that you actually see here is
[43:58]
the one with the debt instrument, the
[44:01]
transportation bond. Uh because you can
[44:03]
see the 18.5 cent tax rate.

Um, the uh, ABC investigation has been
[50:05]
rocking right along. They did nine
[50:06]
investigations this last month. It's
[50:08]
totaled almost six and a half hours
[50:10]
worth of worth of work on the uh keeping
[50:12]
that in check. Everything looks good.

wasn't settled

trail. 74 is a mad house, so that
[50:57]
doesn't slow down for us.

um answered over 5,277
[51:02]
calls last month. So, averaged out about
[51:05]
170 calls answered per day or responded
[51:08]
to. So, very very busy. Um all our
[51:11]
violent crimes, breaking interms,
[51:13]
aggravated assaults is all remaining
[51:14]
very low, well under well under 2% on
[51:17]
most of them. So, percent wide. So, very
[51:20]
good on the stats. So, y'all have any uh
[51:23]

Um the intent is to develop a bank with
[53:27]
uh drive-thru windows and um within this
[53:31]
overlay district, this is within the
[53:32]
subreional overlay. It does require uh
[53:36]
conditional zoning for drive-throughs
[53:38]
and your applicants are on the screen
[53:40]
there before you with NWF acquisitions
[53:43]
and region law.
[53:46]
I'm going to share with you this concept
[53:48]
plan, but just please promise me that
[53:51]
you understand this is actually more of
[53:53]
a land use CZ. So, we are we are doing a
[53:58]
CZ to allow the drive-thru for the bank.
[54:01]
Um, but the applicant was willing to
[54:03]
share kind of where they are with their
[54:05]
concept plan and and so um thought we
[54:07]
would just share this with you, but know
[54:09]
that it's not tied to your approval
[54:11]
tonight.

And here is the uh photo of the property
[54:20]
currently zoned SF1
[54:22]
and it's uh been an abandoned structure
[54:25]
for some time now.
[54:29]
Take a look at the surrounding
[54:30]
commercial. Um so this is adjacent to
[54:34]
the ABC store
[54:36]
here fuel centers and then there are two
[54:40]
commercial projects. um one here and
[54:42]
then Sun Valley Station. If you may may
[54:45]
remember, they've picked back up and
[54:46]
submitted for site plan review as well.

Um and then of course you have your
[54:50]
Brandon Oaks residents in the rear.

Here's some uh photos of the site. This

is looking southeast from Old Monroe

You see this is looking northeast with

Sun Valley Commons to your left.

There's another one a little bit further

down. And then this is looking directly

into the property. You can see the ABC

store and our beautiful zoning sign.

So existing conditions out there. Uh you
[55:28]
do have a mix um with that SF 4 behind
[55:33]
Brandon Oaks and then further down past
[55:35]
the ABC store and Sun Valley station
[55:38]
plans. uh it goes back into SF1 with
[55:40]
kind of undeveloped property. Um but
[55:44]
surrounding this specific parcel is all
[55:46]
GBD
[55:48]
future land use of course because it's
[55:50]
in the subregional activity center
[55:52]
overlay it does uh call this area out to
[55:55]
be mixed use um shopping in an
[55:57]
entertainment district. And so this
[55:59]
furthers that
[56:03]
this request is consistent with the
[56:05]
comprehensive plan in the areas of
[56:07]
economic development goal number one,
[56:09]
land use and housing goal number one,
[56:10]
and land use and housing goal number
[56:12]
four.

Community meetings were held on June
[56:17]
29th. We did have three residents
[56:19]
attend. Um the main question was really
[56:22]
residential impacts and town mitigation.
[56:25]
There were no actual um comments in
[56:28]
opposition. I think the Brandon Oaks
[56:30]
community kind of blasted out a notice
[56:33]
to all residents. So, we did have some
[56:35]
residents that once they realized how
[56:37]
far it was from their house and that it
[56:38]
fronted Old Monroe Road, they they
[56:40]
didn't really have too many questions
[56:42]
for us. Um planning board um at their
[56:46]
July 21st, 2026 meeting did u vote for
[56:50]
approval for this request.
[56:53]
And here are your recommended conditions
[56:55]
for this. The first one you can kind of
[56:57]
skip over. That's just a a standard.
[57:00]
Hey, they still have to um adhere to all
[57:03]
the other regulations, including um NC
[57:06]
DO's regulations. The second one um is
[57:10]
where we're going to add that use for
[57:13]
banqu with drive-through facilities. But
[57:15]
also note that um you know, this is
[57:18]
going to have to go through construction
[57:20]
drawings and site plans and things could
[57:22]
change. And so we're leaving those
[57:24]
permitted uses by right there as well so
[57:27]
that they'll still have those options
[57:28]
rather than just locking them into only
[57:30]
a bank. Um and then we've got some rear
[57:33]
landscape buffers, a budding residential
[57:36]
with the most significant being that we
[57:37]
want them to connect to that wall um
[57:40]
that provides that buffer to the Spanish
[57:42]
moss residents.

and I'll be glad to answer any questions

property, I would say at least a year to

get through all of the site plan
[59:46]
approvals and such.

This is Indian Trail Fairview Road
[1:08:20]
corridor signage and we're looking at um
[1:08:22]
amending the code
[1:08:26]
and specifically we're looking to
[1:08:28]
establish standards for signage for
[1:08:30]
multi-tenant properties along Indian
[1:08:32]
Fair View Road based upon the size of
[1:08:35]
the property. Um and we've got two
[1:08:38]
applicants who have requested this
[1:08:39]
Premier Eye Care and the Church at
[1:08:41]
Indian Trail.
[1:08:45]
So, two signage requests actually came
[1:08:47]
in the same week for
[1:08:51]
essentially almost the same exact
[1:08:53]
height. Um, it exceeded well exceeded
[1:08:55]
the height requirements. And so when we
[1:08:57]
started researching um we found out that
[1:09:01]
the light industrial park um that is
[1:09:04]
going to be coming across from the
[1:09:06]
Church of Indian Trail already included
[1:09:08]
that in their CZ. So, you've got one 15
[1:09:11]
foot tall sign, you've got someone
[1:09:13]
requesting a 14 foot tall sign, and
[1:09:15]
you've got someone requesting a 15 foot
[1:09:17]
tall sign. And then you think about what
[1:09:20]
else is going on in that corridor. We
[1:09:22]
can see 74 junction asking, maybe even
[1:09:25]
our own public works facility. There's
[1:09:28]
other light industrial folks that we're
[1:09:29]
working with further down, Stinson
[1:09:31]
hardest. Um, so we really started to
[1:09:33]
realize that, okay, maybe this corridor
[1:09:35]
is changing a lot faster than we
[1:09:36]
realized. And um so we are putting forth
[1:09:40]
that amendment tonight. Here's some of
[1:09:42]
just the example of businesses. Um it
[1:09:47]
was before my time so I don't know how
[1:09:48]
it happened but Extreme Ice actually
[1:09:50]
already has you know a pretty fairly
[1:09:52]
tall sign. Um and then Indian Trail
[1:09:55]
Corporate Park um is now Oak
[1:09:59]
Trail Crossing. They've changed their
[1:10:01]
name. Um that's the light industrial
[1:10:03]
that that got the 15 foot tall sign. So
[1:10:06]
we we really are changing the face of
[1:10:08]
this corridor to no longer being
[1:10:10]
residential at all.
[1:10:13]
Um but the the amendment will establish
[1:10:16]
standards um based upon the size of the
[1:10:19]
property. It will improve visibility and
[1:10:21]
wayfinding for businesses and um
[1:10:23]
establish consistent signage standards.
[1:10:28]
And so here's the revisions that we are
[1:10:30]
looking at. Um there's strike through
[1:10:33]
and underline in red. That's what's
[1:10:34]
going away. And then the blue underline
[1:10:37]
is the new um so we already have a
[1:10:40]
specialized section for Highway 74 and
[1:10:42]
um and Old Monroe Road and we decided
[1:10:44]
that was the best place to add this in.
[1:10:46]
Um so we're just adding in Indian Trail
[1:10:48]
Fair View to that section and then we're
[1:10:52]
adding it into the chart. So, what we've
[1:10:54]
done is we've um we've increased the
[1:10:58]
square footage and the height of the
[1:10:59]
sign based on how the size of the
[1:11:02]
property and this complies with the
[1:11:04]
requests that we've had from both
[1:11:05]
applicants.
[1:11:08]
Your consistency findings for this
[1:11:10]
request is that um it is reasonable and
[1:11:13]
in the public interest as it promotes
[1:11:15]
the goals of the comprehensive plan and
[1:11:16]
economic development goal number two and
[1:11:18]
quality of life goal number one.

This one is to remove the school impact
[1:13:11]
study.
[1:13:13]
So, we're looking at removing the
[1:13:15]
requirement for a residential applicant
[1:13:18]
to provide a school impact study. Um,
[1:13:20]
that might sound crazy, but just hang in
[1:13:22]
there with me. Um, we really do feel
[1:13:24]
like that the changes will better serve
[1:13:26]
the residents and the applicants
[1:13:28]
overall. Um, and this is something that
[1:13:30]
the planning department's putting forth
[1:13:32]
as we've seen it be an issue. So, um,
[1:13:36]
currently in the code now, if you are
[1:13:38]
proposing 50 or more lots of residential
[1:13:42]
development, you're required to pro
[1:13:43]
provide a student impact study. Um, and
[1:13:46]
it was supposed to help provide a a
[1:13:48]
student yield, like projecting how many
[1:13:51]
students this development would bring.
[1:13:53]
Um, we have recently found that there is
[1:13:57]
no one any longer doing these
[1:13:59]
projections. these projections were kind
[1:14:02]
of all over the place. Um they weren't really consistent. They were
[1:14:07]
greatly contested. Um and so it just
[1:14:10]
ended up not being very informative. Um
[1:14:13]
we pulled the list serve for all the
[1:14:15]
planners in the state and did not get
[1:14:17]
one single person who um has it the way
[1:14:20]
we have it that requires a student
[1:14:23]
impact study. Um which made sense why we
[1:14:25]
can't find anybody to do one. So, um,
[1:14:28]
most communities
[1:14:31]
require the reporting coming straight
[1:14:33]
from the public school system. And so,
[1:14:37]
they have folks um that really know what
[1:14:40]
they're doing over there and they model
[1:14:42]
this for the school system's own um
[1:14:45]
needs as well and then they can just
[1:14:48]
provide us with it as we have resonings.
[1:14:51]
And so this has been something that
[1:14:52]
we've been receiving from the county in
[1:14:55]
addition to the the school impact study.
[1:14:58]
Um but they they do provide the relevant
[1:15:01]
um input to us that talks about um the
[1:15:04]
actuals in the attendance areas, the
[1:15:08]
school's rated capacity, um the total
[1:15:11]
existing residential units contributing
[1:15:13]
to the attendance area, and then they
[1:15:15]
add any other comments that they feel
[1:15:16]
may be appropriate for for the request.
[1:15:21]
So, what we're looking at doing is um
[1:15:24]
under the section where it says
[1:15:26]
application procedures, we're not going
[1:15:28]
to require the school impact study as a
[1:15:32]
um as a requirement for the applicant,
[1:15:36]
but instead we're going to be looking
[1:15:38]
under a new section in staff reviews
[1:15:40]
where that burden will be placed on
[1:15:42]
staff when they receive a reasonzoning
[1:15:44]
to reach out to the county to get this
[1:15:46]
information so that then the community
[1:15:48]
planning board and town council can take
[1:15:50]
that into consideration rather than
[1:15:52]
taking projections, you know, that that
[1:15:55]
are kind of all over the place depending
[1:15:57]
on who does the study.
[1:16:01]
And again, this is where the new section
[1:16:03]
will come in um under the subdivision
[1:16:05]
regulations and the previous one will go
[1:16:08]
away.
[1:16:10]
So our consistency findings for this
[1:16:12]
issue is this is a reasonable request
[1:16:15]
and in the public interest because it
[1:16:16]
promotes the goals of the comprehensive
[1:16:18]
plan in the areas of community
[1:16:20]
engagement goal number one and economic
[1:16:22]
development goal number two.
[1:16:25]

talking about um impact studies. We have
[1:16:35]
a lot of citizens here. Now would be a
[1:16:36]
good time. um you always hear why don't
[1:16:38]
we make um developers pay for
[1:16:41]
improvements to our school with impact
[1:16:43]
fees. So why is that something that we
[1:16:45]
don't do?
[1:16:46]
>> Right? So if you look at your tax bill
[1:16:48]
um it breaks it down. You can see that
[1:16:50]
the tax structure um there is designated
[1:16:53]
funds that go to the school system. The
[1:16:55]
model is set up that as you have growth
[1:16:58]
ideally it should pay for the you know
[1:17:00]
the needs of folks coming in. Um, and so
[1:17:04]
as a town when it comes to reszonings,
[1:17:08]
um, you know, things that are not
[1:17:09]
legally under our control, we have to be
[1:17:11]
careful about making decisions based on
[1:17:13]
that. And schools is one of those,
[1:17:15]
right? Because we don't, um, we don't
[1:17:17]
have schools. We don't have a school
[1:17:19]
system that we operate.
[1:17:20]
>> And impact fees are illegal in North
[1:17:22]
Carolina.

>> Correct. Correct. You do have system
[1:17:24]
development fees with water and sewer,
[1:17:26]
which could kind of be considered the
[1:17:28]
same thing, but actual impact fees are
[1:17:30]
illegal. Um, let me just ask a follow-up
[1:17:33]
question to that. I know you're going to
[1:17:34]
ask, but I'm going to ask for your
[1:17:36]
opinion here. Um, seeing that we're
[1:17:39]
going to sort of ask the county for that
[1:17:42]
information. This schools,
[1:17:45]
um, water and sewer do not fall under
[1:17:47]
our purview, right? So why why would we
[1:17:52]
include that as a means of sort of maybe
[1:17:56]
that could influence our decision one
[1:17:59]
way or another when we're making this
[1:18:00]
when we are deciding things like I I
[1:18:03]
just think legally doesn't that expose
[1:18:06]
us it becomes a slippery slope. I'm very
[1:18:08]
cons I'm I'm curious about your answer
[1:18:10]
but that that's sort of where I look at
[1:18:12]
it because we do not control anything
[1:18:14]
dealing with the schools. um we do not
[1:18:17]
control anything water and sewer and
[1:18:19]
we're removing it because it's not
[1:18:21]
consistent as to what other
[1:18:23]
municipalities or other plan um towns
[1:18:25]
are doing. But how do we how do we
[1:18:28]
really is should that something be part
[1:18:30]
of should we even consider that? Should
[1:18:33]
it be included?
[1:18:34]
>> I mean I think it's okay to consider it
[1:18:37]
whether you consider or not residents
[1:18:40]
are going to come forward and complain
[1:18:42]
right the schools are too crowded. Um,
[1:18:48]
with legislative reasoning, you have a
[1:18:50]
lot of um, discretion. So, as long as
[1:18:55]
you're not denying it for an illegal
[1:18:57]
reason, pretty much the courts are going
[1:19:00]
to end up on our side.
[1:19:01]

[1:19:04]
conversation is only about schools and
[1:19:07]
not about roads and traffic and property
[1:19:09]
values and all the other reasons why,
[1:19:11]
you know, people complain about new
[1:19:13]

could be a problem.

case went, you know, all through the
[1:20:04]
court of appeals. And the courts in
[1:20:06]
North Carolina have been very, very
[1:20:08]
clear that it is illegal. you cannot do
[1:20:10]
anything that could be defined as some
[1:20:13]
sort of impact fee. And the same thing
[1:20:16]
with with um reasonzoning, you know, if
[1:20:18]
we allow it and say, "Oh, but if you, know, pay this much for the
[1:20:22]
schools," then that's going to be
[1:20:23]
overturned. If if there's going to looks
[1:20:24]
like there's something we're trying to
[1:20:26]
do to buffer the impact with the schools
[1:20:29]
that they could interpret as a fee, then
[1:20:32]
that's going to be stricken.
[1:20:33]

Is is there a desire to strike it all

>> That would be my recommendation, but the
[1:20:41]
attorney will advise us on that.

know are going to be going into um Sun

Valley High in Trail Elementary you know
[1:22:43]
all the whatever whatever cluster it
[1:22:46]
might be um they're projecting what what
[1:22:50]
that development will bring um and you
[1:22:52]
know if you think about it you yeah
[1:22:54]
there's some difference in apartments
[1:22:56]
and town homes and single family, but it
[1:22:59]
it's really kind of a guessing game,
[1:23:01]
honestly. Um, but that report would be
[1:23:04]
included in in the planning board agenda
[1:23:06]
packets and town council packets. Um,
[1:23:08]
and and discussed as part of
[1:23:10]

towards

positive things to say to you would

some consultants that would lean very
[1:23:47]
conservative.

Um that M says that we've already

modified it. Um we don't do two M's, so

we're going with a new case number. Um
[1:29:20]
so we are looking to add a land use uh
[1:29:23]
for a veterinarian clinic and office. um
[1:29:28]
without outdoor animal areas. Um and
[1:29:31]
this is in the Hanfield Village Shopping
[1:29:33]
Center. No new structures are planned.
[1:29:35]
This is within an existing structure. Um
[1:29:38]
and the original Hanfield Village uh CZ
[1:29:42]
did not allow it. It excluded uh
[1:29:44]
veterinarian services as um a prohibited
[1:29:47]
use.
[1:29:49]
So just a little bit about the
[1:29:50]
conditional zoning. This is obviously
[1:29:52]
the public shopping center. It was
[1:29:54]
approved in 2015
[1:29:56]
and amended in 2024 to allow
[1:29:59]
drive-through facilities and a cigar
[1:30:01]
shop on Wesley Chapel Stouts Road. You
[1:30:03]
may remember that. Um, and this
[1:30:06]
petition, just like the previous
[1:30:08]
modification, doesn't change any of the
[1:30:10]
original approvals. We're just changing
[1:30:12]
the specific use for vet. Everything
[1:30:15]
else remains in place. Um and again
[1:30:18]
property conditions uh currently it's
[1:30:21]
within that Sun Valley Activity Center
[1:30:23]
overlay that we talked about on um the
[1:30:25]
first public hearing for tonight. It's
[1:30:28]
zone CZGBD which is general business
[1:30:31]
district. And then obviously you've got
[1:30:33]
um the Publix and all of the the
[1:30:36]
tenants, the restaurants and personal
[1:30:38]
services in that shopping center.
[1:30:42]
surrounding conditions. It's adjacent to
[1:30:44]
other shopping as well as the um Sun
[1:30:47]
Valley High School and then there are
[1:30:49]
some nearby residential subdivisions.
[1:30:54]
This is the building. So, previously
[1:30:56]
where um the joint chiropractic was and
[1:30:59]
located behind the um copper t uh tap
[1:31:04]
and table club Pilates Geico
[1:31:09]
and then your existing zoning
[1:31:11]
conditions. So, you can see that Sun
[1:31:13]
Valley Commons is GBD. You've got the
[1:31:15]
Hanfield Village that's GBD and then you
[1:31:17]
do have some um SF1 surrounding it as
[1:31:20]
well.
[1:31:22]
future land use. Again, um it is in the
[1:31:25]
subregional activity center overlay. It
[1:31:27]
does um plan for this area to be an
[1:31:30]
entertainment district and mixed use is
[1:31:32]
what we are looking for. So, it complies
[1:31:34]
with that and it complies with the
[1:31:37]
comprehensive plan in the areas of
[1:31:38]
economic development goal number one,
[1:31:40]
land use and housing goal number one,
[1:31:42]
and land use and housing goal number
[1:31:43]
four.
[1:31:46]
And why wouldn't they allow vet clinics
[1:31:49]
um by right? So, we did look at a couple
[1:31:53]
of the impacts um and really talked a
[1:31:57]
lot in planning board about the outdoor
[1:31:59]
areas um and really honed in with the
[1:32:04]
tenant that it would be primarily vet
[1:32:08]
clinic. They're not going to be having
[1:32:09]
boarding where, you know, the dogs are
[1:32:11]
going to um have to go in and out. Um
[1:32:15]
and so the outdoor area would not be
[1:32:17]
necessary. And we also have an example
[1:32:20]
in the Sun Valley area already with PEP
[1:32:22]
bar if y'all are familiar with that. Um
[1:32:25]
we were a little concerned when that
[1:32:27]
came in by Wright. Um but that has not
[1:32:29]
been an issue with there needing to be
[1:32:31]
any um outdoor facilities for the
[1:32:33]
animals. They're they're they're in and
[1:32:35]
out um quickly.
[1:32:39]
So, our recommended conditions um is
[1:32:42]
just this blue at the bottom and that it
[1:32:45]
allows the veterinarian clinics and
[1:32:47]
offices without outdoor animal areas may
[1:32:50]
be permitted. Um and any indoor animal
[1:32:52]
boarding must only be associated with
[1:32:55]
medical care.

update. Uh Chestnut Square Park phase 2B
[1:33:59]
field and community center. Mr.

So, tonight we're going to talk u give
[1:34:15]
you a little bit of the history less,
[1:34:18]
you know, where we're, you know, how we
[1:34:20]
came to be at this point. Uh, concept
[1:34:23]
site plan and then the design contract.
[1:34:29]
So, um, we back in January of last year,
[1:34:33]
um, basic council decided to delay this
[1:34:37]
project due to the fact, uh, staff came
[1:34:39]
back to y'all to suggest this might be a
[1:34:42]
good piece of property to for a future
[1:34:44]
community center. And so then we came
[1:34:46]
back to you the following month in
[1:34:47]
February 2025 uh, to approve
[1:34:51]
analysis uh, contract to see if this
[1:34:53]
would be doable.
[1:34:55]
Uh and then basically um Adam came back
[1:34:59]
to y'all uh just recently to get council
[1:35:02]
approval on concept 2B.
[1:35:07]
So just right now the you know what we
[1:35:11]
got out there is what we built was Chest
[1:35:13]
Square Park phase 2A.
[1:35:16]
So, just to go back to our CIP ordinance
[1:35:18]
and give you a rundown of where where
[1:35:20]
we're at is basically we expended those
[1:35:22]
funds. This is what we expended to build
[1:35:24]
that phase 2A section. Uh so, we used
[1:35:27]
those four funding sources, Cal
[1:35:29]
Preserve, part Bond, storm water, skip
[1:35:31]
grant. Uh and I'm not going to go
[1:35:33]
through the amounts, but basically that
[1:35:35]
equaled about 3.19
[1:35:37]
basically $3.2 million.
[1:35:40]
Um
[1:35:41]
and so what we have remaining in that
[1:35:43]
$7.5 million CIP
[1:35:47]
uh is uh basically 4.3 uh and you have
[1:35:50]
those fund four funding sources general
[1:35:53]
fund capital reserve part bond and then
[1:35:55]
a little bit of storm water which we
[1:35:57]
probably won't use. Um, but just to be
[1:36:00]
transparent, that's that's exactly what
[1:36:02]
the amounts were.
[1:36:05]
So, uh, when we came to y'all with a
[1:36:10]
chestnut phase 2, this was what was
[1:36:13]
going to be the total, uh, site layout
[1:36:16]
and what was going to be built in the
[1:36:17]
future. Obviously, we're not building
[1:36:19]
that now. U, so that parking lot area is
[1:36:22]
changing. Uh, the fields being
[1:36:25]
repositioned. Um, and so, uh, just to
[1:36:28]
give you a sense of what y'all approved
[1:36:30]
way back then, that was what that was
[1:36:32]
what was technically approved. Now, we
[1:36:34]
doesn't we don't have to build that
[1:36:35]
weird parking lot area with the circle,
[1:36:37]
um, and so forth and so on. So, I think
[1:36:40]
it's been a good decision. So, this is
[1:36:43]
what you approved in June, uh, concept
[1:36:45]
2B.
[1:36:47]
All right. So, again, we've shifted the
[1:36:50]
field down. Um the way this the this con
[1:36:54]
this uh submittal agreement that you're
[1:36:56]
going to uh ask to be approved tonight
[1:36:58]
basically we'll replplat this property.
[1:37:00]
So this property line you see down here
[1:37:02]
at the b bottom going across the field
[1:37:06]
will no longer be there that this
[1:37:07]
property will be one property not two
[1:37:10]
separate properties. Uh so we're going
[1:37:12]
to clean up that u and then again you
[1:37:15]
get more parking. Um
[1:37:17]
and uh we we'll uh still do the part do
[1:37:21]
the uh bathroom facility at the existing
[1:37:23]
parking lot that was built in phase 2 A
[1:37:26]
um and then um finish out the boardwalk.
[1:37:31]
So what you approved in that original
[1:37:34]
contract analysis was $59,700.
[1:37:37]
We're pretty much have expended all that
[1:37:38]
money. And so the supplemental agreement
[1:37:41]
is broken down into two main sources.
[1:37:44]
And I'll give you a breakdown of that in
[1:37:46]
a minute. Um, so you basically have the
[1:37:48]
Chesnut Square part two phase 2B design,
[1:37:52]
which is around $274,000.
[1:37:55]
And then you'll have the community
[1:37:56]
center um design renderings. Uh, again,
[1:38:00]
giving you a sense of what that's could
[1:38:02]
be in the future, give you options of
[1:38:04]
what you could choose,
[1:38:06]
um, the facade and everything. Um, that
[1:38:09]
will be part of that. Uh, and you
[1:38:11]
basically that 177,000 you see there is
[1:38:15]
going to give you almost uh a 50% design
[1:38:18]
of that building. I mean, you're going
[1:38:19]
to get a good sense of what that
[1:38:21]
building is going to look like from in
[1:38:23]
from inside and out. U
[1:38:26]
so just just so we're clear about that.
[1:38:28]
Um and so that breakdown of that
[1:38:31]
supplement agreement is again
[1:38:34]
any any plan you've got to go back and
[1:38:36]
do some surveying. Uh so we're going to
[1:38:38]
do a little bit of surveying. The
[1:38:39]
schematic design is 38,000. That's
[1:38:41]
basically getting you at 30% design
[1:38:43]
plans and then it comes back to us to
[1:38:45]
review as staff and you know again
[1:38:48]
that's when you're going to find if you
[1:38:49]
got any hiccups with grade or anything
[1:38:51]
like that. Um hopefully that's not the
[1:38:53]
case but again that's a stepping stone
[1:38:56]
and then you go into um basically
[1:38:58]
construction docks in permitting which
[1:39:00]
gets you to basically your 90 to 90 to
[1:39:03]
100% plans. That's all in that 89,000.
[1:39:08]
Um,
[1:39:10]
and that's includes storm water. You
[1:39:12]
know, we we still got to make sure the
[1:39:14]
pond itself uh can can take the
[1:39:17]
impervious that we're putting back the
[1:39:18]
additional impervious we're putting back
[1:39:20]
out there. We may have to put a smaller
[1:39:22]
pond in a different in a a different
[1:39:24]
location. Don't know that yet, but
[1:39:26]
again, that's part of that that money.
[1:39:29]
And then the sub services, that's
[1:39:31]
basically all the subcontractors. You've
[1:39:33]
got you got the the guy that's going to
[1:39:35]
design this uh synthetic turf field. All
[1:39:38]
right, that's a separate consultant.
[1:39:41]
Then you have your architectural design
[1:39:43]
um
[1:39:45]
of the building and all that. And then
[1:39:47]
you have um
[1:39:50]
and also the bathroom stuff. Again, we
[1:39:52]
have to go back and take a look at make
[1:39:54]
sure what we designed back then. We did
[1:39:57]
have somewhat of a a permanent design
[1:39:59]
for that building, but again, that's
[1:40:00]
been several years old. So he has to go
[1:40:02]
back and make sure it's up to code now
[1:40:04]
the any updated building code standards.
[1:40:07]
So you got a little bit of services in
[1:40:08]
that. And then of course we got to get a
[1:40:10]
new cost estimation to figure out
[1:40:12]
exactly what it's going to cost us. Cuz
[1:40:14]
again you have 4.3. I can't guarantee
[1:40:17]
you it's going to come in below that. Uh
[1:40:20]
hopefully it does, but we we'll know
[1:40:22]
that sooner or rather than later when we
[1:40:24]
get to that 60% plan stage. And so we'll
[1:40:27]
come back to y'all then. And then
[1:40:29]
basically we we'll have to do some
[1:40:31]
material testing services out there. Uh
[1:40:33]
so you've got to factor that in, you
[1:40:35]
know, a pot of money to make sure you
[1:40:37]
have enough to do that. And then
[1:40:39]
reimburse is just, you know, documents,
[1:40:42]
printing, stuff like that.
[1:40:46]
Uh what's not in this number is uh the
[1:40:50]
permitting itself is trying to get the
[1:40:52]
documents together, but do you know
[1:40:53]
obviously the town do pays the
[1:40:55]
permitting fees for those third party uh
[1:40:57]
agencies. So, that's a little bit of
[1:40:59]
money. It's not much, but again, it's
[1:41:01]
not technically in that number. Just so
[1:41:02]
you're we're clear.
[1:41:05]

um of those two amounts? Again, you've
[1:41:11]
got 40 451,700 is your total amount. And

that gets you again that 177 is inside

we estimate it to cost. It'll cost us. I

think that is what you will need as the

mayor, as the face of the town going out

and asking people for money. They're
[1:45:55]
going to ask you, well, what are you
[1:45:57]
going to build? You have something to
[1:45:58]
show, right? Even if it's the plan, how
[1:46:01]
much it's going to cost? you have an
[1:46:02]
estimate of what it's going to cost if
[1:46:04]
you had the money one time. So I think
[1:46:06]
these things are necessary for us to
[1:46:08]
move on to that next phase. And anybody
[1:46:11]
who you know brings up a point in saying
[1:46:13]
well why haven't you asked for money? I
[1:46:14]
mean I'm just going to be honest.

So let's not worry about these. Let's

not worry about you know the people who

haven't they don't have any experience

you know you know trying to get this

thing moved uh contractwise or anything

else. Um so um we uh the DOT did give

them a certain amount of money to uh
[1:48:48]
move the dry pond back to the back. We
[1:48:51]
have uh as a as a staff has have

recommended that we do not just uh
[1:48:57]
remove replace the dry pond. We want to
[1:49:00]
get this site back in compliance. Um and
[1:49:03]
that would be to put a water quality
[1:49:05]
feature back there. And so, uh, our
[1:49:08]
consultant that that we hired, uh, that
[1:49:11]
the the fire department is paying, um,
[1:49:14]
basically, uh, designed a wet pond back
[1:49:16]
there.
[1:49:18]
And it's because, as you can see all
[1:49:20]
that impervious on the screen. Um, uh,
[1:49:23]
the fire department when it was first
[1:49:25]
built was the building structure itself
[1:49:27]
and then the front parking area. And
[1:49:29]
then they had a little bit of park uh,
[1:49:30]
asphalt in the back for the trucks to
[1:49:32]
obviously drive around the building. But
[1:49:34]
all that parking at the that you see at
[1:49:37]
the back here
[1:49:39]
uh basically was built due to the fact
[1:49:42]
this is a place you go and cast your
[1:49:44]
votes. So they need the parking area to
[1:49:46]
have somebody to park back there. Um and
[1:49:49]
so that got added. I don't know when. Um
[1:49:53]
but again that's not being captured by
[1:49:55]
any kind of a storm water uh facility.
[1:49:58]
Uh and so it needs to come back into
[1:50:00]
compliance. So um so I've talked to
[1:50:03]
them. We um
[1:50:05]
we did put a little bit of design funds
[1:50:08]
uh together. It was about $7,000 storm
[1:50:11]
funds uh that uh I did go to the
[1:50:14]
committee for and and we just approved
[1:50:15]
as staff because it was a low amount. Uh
[1:50:17]
so we did uh add a little bit of design
[1:50:20]
funds to get that water quality designed
[1:50:23]
feature design. But that's the reason
[1:50:24]
why we we need to put this back in
[1:50:26]
compliance in our stormwater permit our
[1:50:28]
MS4 permitting. It really encourages
[1:50:31]
retro, we call it retrofitting a uh uh
[1:50:34]
property. And so being this is a
[1:50:36]
government facility, we think this is uh
[1:50:39]
this be our first one, but we think it's
[1:50:40]
a good idea to spend $200 to help uh
[1:50:43]
this uh property get back in compliance
[1:50:46]
because technically they didn't have to
[1:50:48]
do this. I mean, they all they needed to
[1:50:50]
do was because our grandfather didn't is
[1:50:51]
move that dry pond and we feel like
[1:50:53]
that's not um a good a permanent
[1:50:56]
solution.
[1:50:58]
So where we at right now is we have full
[1:51:01]
design plans completed. We have an
[1:51:02]
engineer estimate that was completed
[1:51:04]
that has been uh shared to the um sen
[1:51:07]
fire department fire chief. Um
[1:51:11]
uh obviously all that impervious I just
[1:51:14]
showed you all that parking lot area the fire department does want to uh
[1:51:18]
rehab all the asphalt. So that is wasn't
[1:51:21]
part of this scope. You know obviously
[1:51:22]
DOT is not paying for all that based on
[1:51:24]
the rideway acquisition. So, they've got
[1:51:26]
to come up with those funds. So, that's
[1:51:28]
what they're doing right now is they're
[1:51:30]
going back to the county and trying to
[1:51:32]
get more funds for the project. Um, they
[1:51:35]
feel like they can get those fairly
[1:51:37]
soon. So, we're tenatively going to
[1:51:39]
advertise this in September if they can
[1:51:41]
get those funds. If not, it'll just get
[1:51:43]
delayed till, you know, whenever. Um,
[1:51:47]
but we we still are trying to get this
[1:51:49]
thing bid out as soon as we can to go
[1:51:50]
ahead and get the process start because
[1:51:52]
we we do know road is finally coming
[1:51:55]
soon.
[1:51:57]
Um,
[1:51:59]
and then there's obviously a little bit
[1:52:01]
more a little bit of material testing.
[1:52:03]
Um, so we we have a called one of our
[1:52:06]
consultant we've used in the past. It's
[1:52:07]
very small amount but there will be a
[1:52:09]
little bit of testing that need to be done.
[1:52:12]
So DOT basically gave them $38,816
[1:52:17]
to move this pond. And obviously to move
[1:52:20]
it, you had to redo some of the storm
[1:52:23]
water pipe mean, you know, all the
[1:52:24]
parking lots drained towards open road.
[1:52:26]
Now it's got to drain to the back. So
[1:52:27]
you got to reverse all of it. So all
[1:52:29]
that's included in the 308. Uh the
[1:52:31]
design obviously taken some of that. Um
[1:52:35]
so right now that that's a total of 358
[1:52:38]
because again they're going to need
[1:52:40]
every bit of 308. So, they knew the 49
[1:52:42]
was going to be extra
[1:52:44]
and they're basically in charge of all
[1:52:46]
the overages. Uh, again, we're going to
[1:52:48]
help them out with some storm funds, but
[1:52:50]
that's that's it as far as that goes.
[1:52:52]
So, just wanted to give you a clo more
[1:52:55]
closeup what I was talking about with
[1:52:56]
the imper the impervious. Again, that's
[1:52:58]
all new asphalt back there. So, it's a
[1:53:00]
very big area u that they want to
[1:53:02]
improve. So, that's a big number they've
[1:53:04]
got to go get. And so
[1:53:07]
now again, we gave them seven grand to
[1:53:11]
uh to design the water quality feature.
[1:53:13]
Um but now they've got to go back and
[1:53:15]
get our total in engineers estimate with
[1:53:18]
everything included 750,000.
[1:53:21]
Um uh the uh their total would be the
[1:53:26]
259 plus the parking lot. And to convert
[1:53:30]
that to make that a water quality, we
[1:53:32]
basically we took several line items
[1:53:33]
that are considered water quality line
[1:53:35]
items like your your plantings
[1:53:38]
um uh some of the vegetation
[1:53:41]
um and and uh for instance a trash rack
[1:53:45]
uh appearance uh you know items for the
[1:53:48]
structure stuff like that that ends up
[1:53:49]
being around 92 and again that's an
[1:53:51]
engineer's estimate. I haven't bid it
[1:53:53]
out yet. Don't know what the total
[1:53:54]
number is going to be but needed funds
[1:53:56]
for the county. They need to go back and
[1:53:58]
get 397,000 to make this work. But what
[1:54:01]
I'm asking the town to do, uh, the
[1:54:04]
council is approved using, uh, not to
[1:54:06]
exceed $100,000 of storm water funds uh,
[1:54:09]
to help build the, uh, water quality
[1:54:11]
pond.

on an agreement with Indian Trail Town

Center LLC for not for an amount not to
[1:56:54]
exceed half a million dollars. Uh we
[1:56:56]
have worked with uh Melanie, gotten that
[1:57:00]
agreement drafted. It uh went to Taipar.
[1:57:04]
They were good with it. It's come back
[1:57:05]
to us. So now we are here tonight to uh
[1:57:08]
ratify that agreement. Also with that is
[1:57:12]
the budget amendments that it'll take to
[1:57:14]
do that. Um
[1:57:17]
it is my recommendation to in this
[1:57:20]
year's budget. We allotted $200,000 for
[1:57:24]
economic development to use that. And in
[1:57:26]
the past y'all have put aside and saved
[1:57:29]
out of past budgets an amount of
[1:57:32]
$320,000
[1:57:33]
for economic development. So, take 300
[1:57:36]
of that, the 200 of this year's budget,
[1:57:38]
adds up to 500 to be able to fund that.

Um, leaving in that, let's call it the
[1:57:45]
economic development savings account.

Again, I'm not using a budgetary term.

I'm using just a a general term would
[1:57:52]
still be about $20,000 sitting there for

future projects that council wanted to

do incentives for. Remember, this

unassigned fund balance to move that

projects could we submit? uh this fall
[2:04:00]
call again uh if you don't recall I
[2:04:03]
talked a little bit about this
[2:04:04]
previously uh but they you've got a a
[2:04:07]
significant amount of money um uh for
[2:04:10]
this fall call usually it's only around
[2:04:12]
30 million and there are a little bit
[2:04:14]
over 50 uh due to not being not using uh
[2:04:18]
some monies uh in the pre previous
[2:04:22]
uh iterations. So, um I think it's a
[2:04:25]
it's an opportunity to at least um you
[2:04:28]
know, at least submit at least one
[2:04:29]
project. If we don't do two, we're going
[2:04:31]
to I'm going to show you two projects
[2:04:32]
tonight, but again, if we can at least
[2:04:35]
do one of them, I think would be a good
[2:04:36]
idea, uh just because there's
[2:04:38]
opportunity there. And I think you're
[2:04:40]
going to get a lot of applicants, so
[2:04:41]
it's probably going to be a tough um a
[2:04:44]
tough application process uh to get
[2:04:46]
award funding, but I think we ought to
[2:04:48]
take a a shot at it. So, uh, two
[2:04:51]
projects tonight like to talk about is
[2:04:53]
Chestnut Lane Potter Road intersection
[2:04:55]
improvements. That's one of the
[2:04:56]
intersections in our, uh, transportation
[2:04:58]
master plan and Price Mil Creek
[2:05:02]
Greenway.
[2:05:04]
All right. So, uh, if you go to your the
[2:05:07]
transportation master plan, that
[2:05:08]
basically this is the drawing you'll see
[2:05:10]
u, uh, in the main body of the document
[2:05:12]
and the appendixes. Um, so
[2:05:16]
what what the uh suggestions or
[2:05:18]
recommendations were was to basically uh
[2:05:21]
add uh two right turn lane movements on
[2:05:24]
and I'll I'll zoom in here in a minute
[2:05:26]
on two legs of the intersections and
[2:05:28]
then extend uh left turn lanes on the
[2:05:31]
other sections and then basically
[2:05:34]
improves all pedestrian uh uh uh safety
[2:05:38]
features like the curb ramps, the ped uh
[2:05:41]
push buttons
[2:05:43]
But right now there's no crosswalks out
[2:05:45]
there right now. There's it's all the
[2:05:46]
striping is kind of gone. Um and so and
[2:05:50]
then add
[2:05:51]
a sidewalk that's missing uh at in the
[2:05:54]
Stalin section.
[2:05:57]
So if you look at it, uh so it would be
[2:06:00]
this right turn lane would be a brand
[2:06:01]
new lane. Right now it's a straight
[2:06:03]
right combo. you would build a brand new
[2:06:06]
right turn lane uh coming up from the
[2:06:09]
neighborhoods on the east side or west
[2:06:11]
side of the town going to eastly
[2:06:14]
um you would add a right turn lane right
[2:06:16]
now that's a straight right and then you
[2:06:18]
would extend the left turn lane along
[2:06:20]
Potter going north
[2:06:23]
um and then the left turn lane
[2:06:26]
uh I believe I didn't highlight it but I
[2:06:29]
believe that's on Potter going south you
[2:06:31]
would extend that left turn lane a
[2:06:32]
little bit as well
[2:06:34]
uh And then again do improvements. Um
[2:06:37]
refle reflectivity markings. Uh all
[2:06:41]
these curb ramps need to be updated. Uh
[2:06:44]
and then add that go if you go back to
[2:06:46]
the other drawing. This section of
[2:06:48]
sidewalk here is is not there on the uh
[2:06:52]
this is the Indian parcel but it's
[2:06:54]
basically Stalin's uh you know
[2:06:56]
subdivisions that need to be connected
[2:06:57]
back to this intersection. Um, so I we
[2:07:01]
pic I picked this one or suggested this
[2:07:03]
to Adam because uh we're going to come
[2:07:05]
to y y'all in September with pro with
[2:07:09]
suggestion to do a joint venture with
[2:07:11]
Stalins's to uh connect the sidewalk on
[2:07:14]
Chestnut on the west side of town uh
[2:07:18]
where the new subdivision have been
[2:07:20]
built uh west of Kenwood South if y'all
[2:07:22]
know that area. there's uh missing
[2:07:24]
sidewalk connections and they would like
[2:07:27]
the uh us to partner with them that you
[2:07:29]
know Chestnut Lane in that area is a
[2:07:32]
mixed bag of Stalins and Indian parcels.
[2:07:36]
So would like to extend that sidewalk
[2:07:38]
all the way to Weddington Road. Is that correct? Weddington Road. Yeah.
[2:07:43]
So, I think if we're going to do that,
[2:07:46]
if y'all decide to do that, then I think
[2:07:48]
it's a good idea to go ahead and get
[2:07:49]
this started in the process. Again,
[2:07:53]
you're talking about if we would get
[2:07:56]
approved in 2026, we wouldn't be able to
[2:07:58]
do design till 2029. So, it would be a
[2:08:03]
long ways away. Um, but again, you would
[2:08:06]
be able to at least start the process of
[2:08:08]
getting this updated. So I thought just
[2:08:11]
be being that it's not um uh moneywise
[2:08:15]
it's a few million
[2:08:19]
because just those turn lanes that's
[2:08:21]
pretty much what's you're eating the
[2:08:22]
money. Uh but if we can get a 8020 split
[2:08:25]
it would be a little over half million
[2:08:26]
to the town to be to spend. Again, you
[2:08:29]
would have several years from 29 all the
[2:08:32]
way to 2031
[2:08:34]

u to uh spend out that money and then
[2:08:38]
get reimbursement for it. So
[2:08:41]
anyway, and then the next one is Price
[2:08:44]
Mil Creek Greenway. U this this project
[2:08:47]
is actually in the priorit
[2:08:49]
prioritization 8. U that's a process of
[2:08:52]
trying to get projects into the step.
[2:08:55]
And so they've um they've started that
[2:08:57]
process. Right now it has been ranked.
[2:09:00]
It is not ranked very well. Uh we do
[2:09:02]
have two projects uh in the pedestrian
[2:09:05]
what they call it non-highway group.
[2:09:08]
It's this project and our sidewalk
[2:09:09]
connections project. And if you don't if
[2:09:11]
you don't recall that that's all our gap
[2:09:13]
connections. We have like eight to nine
[2:09:16]
streets that we combined all together.
[2:09:19]
that actually got ranked high out of 40
[2:09:22]
non-highway projects in P8. Uh that is
[2:09:26]
number seven. So I feel like that's got
[2:09:28]
a a great shot of getting to the step.
[2:09:31]
So um I wouldn't mess with that right
[2:09:34]
now, but Price Mill is in the middle of
[2:09:36]
the road, lower half. It's just it's
[2:09:38]
been sitting there, Lord knows since me
[2:09:41]
and Adam been here. Um and so it's just
[2:09:43]
never going to get funded through that
[2:09:45]
process.
[2:09:46]
I think it's an ideal candidate greenway
[2:09:49]
wise because again road is coming. I
[2:09:51]
know some people don't think that but it
[2:09:53]
is coming and you're going to have a
[2:09:55]
10ft multi-use path on that side road
[2:09:57]
that this greenway will connect to. And
[2:09:59]
as you can see it's going to connect you
[2:10:02]
know six subdivisions um u well six
[2:10:07]
subdivision have opportunities to get to
[2:10:09]
that greenway. Some of them going to
[2:10:10]
have to walk a little longer than
[2:10:11]
others, but it it's to me going to get
[2:10:14]
used more probably most more than most
[2:10:16]
greenways we've got planned in the
[2:10:17]
future. Um, and again, we've got
[2:10:21]
uh it's one one and a half miles and if
[2:10:23]
you look at the drawn county parcels, we
[2:10:27]
already own about 80% of the property
[2:10:29]
already that we don't even have to pay
[2:10:30]
for. Um, so that's a savings in itself.
[2:10:34]
Uh, we don't have to go back and buy
[2:10:36]
that permanent easement from these
[2:10:38]
folks. we would just have to deal with
[2:10:40]
heritage subdivision which I think they
[2:10:42]
would welcome uh that connection. Um and
[2:10:47]
then we se several parcels right there
[2:10:49]
uh along road where we have already part
[2:10:52]
property.
[2:10:54]
So again uh think it's a ideal candidate
[2:10:57]
uh to move forward with if you would
[2:10:59]
like. Um this is a big number because we
[2:11:03]
use DO's estimating tool. Uh, so I
[2:11:07]
haven't really had chance to really
[2:11:08]
break down the cost. I don't think it's
[2:11:11]
going to cost $4.7 million, but again,
[2:11:14]
that's what the the the program spit
[2:11:17]
out. Um, so that would obviously at 8020
[2:11:21]
split that would be a million dollars
[2:11:23]
we'd be on the hook for, which again, I
[2:11:25]
don't think it's going to cost that much
[2:11:26]
to build. Um, if we act sooner rather
[2:11:31]
than later.
[2:11:32]
and I'll be happy to ask answer any

we have in a master plan. We we already

got one starting like we're going to
[2:11:53]
start doing design for Stinson Hardest
[2:11:55]
Yroview.
[2:11:58]
So there's only two left. It's that one
[2:12:00]
and Fate Church in Unionville. Faith
[2:12:01]
Church is pretty high costwise.
[2:12:04]
Um, but I picked again picked this one
[2:12:07]
because
[2:12:08]
I would think not, you know, I'm not
[2:12:11]
making a decision for y'all, but I would
[2:12:12]
think the partnership with Stalins to do
[2:12:13]
that sidewalk connection is probably a
[2:12:15]
good project to to move forward with.
[2:12:17]
And if you're going to do that, then,
[2:12:19]
you know, why not try to improve this
[2:12:20]
intersection? It's it doesn't fail right
[2:12:23]
now. It's fine right now, but we we do
[2:12:26]
forecast the 2050. it will fail in 2050
[2:12:29]
and that's crash ratio data and
[2:12:32]
everything. It's going to fail. Um you
[2:12:35]
have about 25 crashes a year at the
[2:12:37]
intersection. We did look at, you know,
[2:12:41]
uh redoing the intersection to a
[2:12:42]
roundabout to an RCI intersection. It
[2:12:45]
just it doesn't work because Potter has
[2:12:47]
more um more volume and it's only a
[2:12:50]
two-lane road um than Chestnut does. So
[2:12:54]
that that
[2:12:56]
uh misbalance with the traffic uh is not
[2:12:59]
acceptable those types and roundabout
[2:13:01]
wouldn't would fail in 2050. So you
[2:13:03]
don't want to build a roundabout.
[2:13:05]
>> So this is a cheaper option is build
[2:13:07]
some turn lanes and and do some
[2:13:09]
pedestrian improvements.
[2:13:11]
>> So our recommend I mean like the
[2:13:13]
recommendation from myself and the team
[2:13:16]
would be to go after both projects.

the low point on um Chestnut. Yeah, it's a it's technically a low priority
[2:14:17]
project for us in our ped plan, but
[2:14:19]
since Stalins is willing to spend money
[2:14:22]
to do it, to me, I think that, you know,
[2:14:25]
that helps assist us in saying that, you
[2:14:27]
know, uh we maybe should we should look
[2:14:30]
at moving forward, you know, sooner
[2:14:31]
rather than later since we are getting
[2:14:33]
help with it.

11th. The city of Charlotte voted six to
[2:15:43]
five to resend the support for the
[2:15:45]
current I77 South Express lanes.
[2:15:49]
From what I was told, it was kind of a
[2:15:51]
spare of the moment thing that they
[2:15:53]
didn't really know what was going to
[2:15:54]
happen. They had one council member that
[2:15:56]
wasn't really sure which way they were
[2:15:58]
going to lean, but the final result was
[2:16:00]
a six to five. So, with that said, at
[2:16:04]
the May CRTPO meeting, the mayor of
[2:16:06]
Matthews made a motion for CRTPO's board
[2:16:08]
to vote to follow Charlotte's footsteps
[2:16:11]
and receing its support for the I77
[2:16:13]
South Lane project. Um, now this item
[2:16:17]
wasn't on our agenda for the main
[2:16:19]
meeting, so it needed a uh supermajority
[2:16:22]
to pass. With that said, Charlotte, we
[2:16:25]
have a weighted vote and Charlotte
[2:16:27]
carries 40 votes. The motion pass with
[2:16:29]
the supermajority.
[2:16:33]

[2:16:35]
Thank you. So, no, go ahead. You're
[2:16:39]
doing a good job. Um, so after the uh
[2:16:44]
that vote was cast to resend support,
[2:16:47]
then soon after that, Senator Vicky
[2:16:49]
Sawya proposed language for bill Senate
[2:16:51]
Bill 257. The language discussed that a
[2:16:55]
reimbursement rule that would require
[2:16:57]
the municipalities of the no that voted
[2:16:59]
to resend it support for the I77 South
[2:17:02]
Express lanes to be responsible repay NC
[2:17:05]
DOT back between 6064 million for the
[2:17:09]
primary the preliminary cost and I'm
[2:17:12]
happy to say that Indian Trail was not
[2:17:15]
part of that. Um, you know, we were not
[2:17:18]
one of those municipalities. And with
[2:17:21]
that said, I cast a vote that we did not
[2:17:25]
rece
[2:17:30]
on the agenda. I didn't have time to
[2:17:31]
come back to the council to discuss
[2:17:33]
anything. Um, so that was my decision at
[2:17:37]
the time.
[2:17:38]

just say before you did that is Clarence
[2:17:44]
did not vote with a majority, the super
[2:17:47]
majority. He he voted against the super

not owe millions of dollars uh to
[2:17:58]
for what what this is all about. And I'm
[2:18:00]
just just saying that kudos to our CRTBO
[2:18:06]
rep who I know
[2:18:09]
Monrose
[2:18:11]
got got caught up in all that and knows
[2:18:13]
a couple of million dollar or they don't
[2:18:15]
act could owe a couple of million
[2:18:17]
dollars along with other towns. And I
[2:18:20]
just just wanted it to be known that you did the right thing that you
[2:18:24]
didn't join you didn't join the super
[2:18:26]
majority. you didn't you didn't uh vote
[2:18:30]
for an item that wasn't on the agenda
[2:18:32]
that they put on the agenda and rush
[2:18:34]
through and I'm just going to say good
[2:18:36]
job and go on.
[2:18:37]

[2:18:40]
what NC do is saying is they spend about
[2:18:43]
$60 million to this point uh you know on
[2:18:45]
this project and um excuse me and since
[2:18:50]
we have a weighted vote, Indian Trail is
[2:18:52]
at two votes. Uh we that's based on
[2:18:56]
population. Indian Trail is at about
[2:18:58]
45,000 in population. Once Indian Trail
[2:19:01]
hits 50,000 then we will receive another
[2:19:03]
vote or unless something changes and
[2:19:05]
then we have three votes. So what they
[2:19:07]
did is they broke it down uh the 40
[2:19:10]
votes of Charlotte was you know how much
[2:19:12]
they would pay and then each other
[2:19:14]
municipality that voted against it how
[2:19:16]
much they would pay based on their vote
[2:19:18]
which is based on the population. So
[2:19:22]
with that said, at the July CRTPO
[2:19:24]
meeting, a few municipality reps hinted
[2:19:27]
that after having some discussion with
[2:19:29]
their boards, they might have second
[2:19:31]
thoughts about voting to resend. Um, so
[2:19:35]
the motion, it was asked, the motion
[2:19:37]
failed at that time, but we were advised
[2:19:40]
that the money was still in step and
[2:19:42]
that we could cast another vote at the
[2:19:45]
September meeting. So with that said, um
[2:19:49]
I want you to come back, present it to
[2:19:52]
our two board members that are here now
[2:19:55]
and uh see if you have any feedback. I
[2:19:57]
strongly suggest that we continue the
[2:19:59]
same path uh until we have more
[2:20:01]
information or more information is
[2:20:02]
available because uh NCA DOT was saying
[2:20:06]
that they haven't presented um all their
[2:20:09]
information yet. So,
[2:20:13]
>> so um what whatever path you choose that
[2:20:16]
we don't end up owing money is the path
[2:20:18]
I said I suggest. Um, having said that,
[2:20:22]
I I don't agree with that with a
[2:20:24]
punitive measure, but I do think that
[2:20:26]
the deliberation that you've, you know,
[2:20:28]
you've engaged in has been very well
[2:20:30]
serving and and I know the mayor talked
[2:20:33]
about, you know, Clarence's um, uh,
[2:20:36]
approach to this, but many of you didn't
[2:20:38]
know Clarence was not on the town
[2:20:39]
council and he was coming to every one
[2:20:42]
of those CRTPO meetings because I was a
[2:20:44]
representative, I think, at that time.
[2:20:47]
And Clarence has taken an a very um he
[2:20:51]
he's he's taken this on very seriously
[2:20:54]
in that Charlotte as you know has 40
[2:20:56]
votes. We have two. So Charlotte always
[2:20:59]
the projects kind of this bigger city in
[2:21:02]
your you know big banks and other big
[2:21:04]
companies there. But in Indian Trail
[2:21:06]
Clarence being there at the table
[2:21:07]
attending the meetings gives us
[2:21:09]
representation that Todd and his team
[2:21:11]
can present projects and we can get them
[2:21:13]
funded. Right. So that kudos to Clarence
[2:21:16]
for really taking this on and being our
[2:21:19]
primary delegate to the fact that when I
[2:21:22]
was on there, I never got up here and
[2:21:23]
speak. So you can see he's elevated sort
[2:21:25]
of the representation and what he's
[2:21:27]
bringing back to the to the council and
[2:21:29]
to the residents. So kudos to you,
[2:21:30]
Clarence. But whatever path you choose
[2:21:33]
that make sure we don't we don't pay but
[2:21:35]
we get money, I'm I'm all right with it.

actually we still have discussions.

He'll call me, he gets the agenda, he'll

call me about things that are going on

in CRTPO and we have that discussion and
[2:22:21]
so I try my best to make sure that I
[2:22:24]
don't go up there and say what Clarence
[2:22:26]
wants to say. So, um it is something
[2:22:29]
that I still continuously have
[2:22:31]
conversation and I did sent to the town
[2:22:34]
manager an email to send out to all the
[2:22:36]
council so that the council could have
[2:22:38]
feedback as well. So, all right. No
[2:22:41]

engineer up there from or we got some NC

DOT uh, reps up there, the mayor, Todd

Huntinger, town manager, and myself. and
[2:23:21]
we asked them to come down so that we
[2:23:22]
can um so that they can see the
[2:23:26]
conditions of some of the roads in
[2:23:28]
Indian trail and put eyes on it to u so
[2:23:30]
that we can have a more in-depth
[2:23:33]
conversation of the streets and the
[2:23:35]
traffic in Indian trail. So, and I also
[2:23:40]
I should have started a presentation
[2:23:42]
with this, but I would like to do a did
[2:23:45]
you know on my presentation and I have a
[2:23:48]
question. So, this is more of a question
[2:23:50]
cuz I don't know. So, if you know that's
[2:23:52]

reflect on something special that
[2:26:09]
happened in our community today. Um, we
[2:26:11]
had the privilege of unveiling the
[2:26:13]
street in honor of Mr. Jerham Sutton.
[2:26:17]
Mr. Sutton means a great deal to this
[2:26:18]
community and recognizing him reminds us
[2:26:21]
of the lasting impact one person can
[2:26:24]
have through service to others. I also
[2:26:28]
want to thank Miss Bhalik for her
[2:26:30]
continued efforts with adopt cot.
[2:26:33]
Supporting the men and women who serve
[2:26:34]
and protect our community matters and we
[2:26:37]
appreciate her commitment. And while
[2:26:39]
we're talking about service, I'll say
[2:26:41]
this. Public service requires courage.
[2:26:44]
Leadership is not about showing up only
[2:26:46]
when decisions are easy or the votes are
[2:26:48]
comfortable. The people elect us to show
[2:26:51]
up, take a position, cast the difficult
[2:26:53]
votes, and be accountable to them. When
[2:26:57]
the moment gets uncomfortable, that is
[2:26:59]
precisely when leadership matters most.
[2:27:02]
Avoiding a difficult decision does not
[2:27:04]
make the responsibility disappear.
[2:27:07]
In that same spirit of responsibility
[2:27:09]
and service that's going to carry on
[2:27:12]
into our schools as the new year begins.
[2:27:15]
My wife and I, one of our sons starts
[2:27:17]
his college journey on Thursday. And we
[2:27:20]
are incredibly proud of him. Of course,
[2:27:23]
there's one small benefit. His room is
[2:27:27]
going to officially become my new gym. I
[2:27:30]
also wish Mr. Mlam and Miss and Mrs. Cox
[2:27:35]
and their families the very best as
[2:27:36]
their children begin their college
[2:27:38]
journeys as well. To all of our students
[2:27:40]
returning to elementary, middle, high
[2:27:42]
school, college, I wish you a safe and
[2:27:45]
successful year. And to our teachers,
[2:27:47]
educators, administrators, school
[2:27:49]
resource officers, crossing guards,
[2:27:51]
cafeteria workers, coaches, and support
[2:27:53]
staff. Thank you. Um my mother worked in
[2:27:56]
education for aboutif
[2:28:02]
um working in education is more than a
[2:28:04]
job. It's a vocation. We know they do
[2:28:06]
not pay the teachers and and everybody
[2:28:09]
else as much as they should but these
[2:28:11]
are very important people within our
[2:28:13]
community and we are very grateful for
[2:28:15]
the commitment to our children.

good the people in Indian Troll are. So,

Common Heart as they celebrated their

20th anniversary recently. Um I did get

to go to that ribbon cutting which was

really fun and it's really nice to see

someone in our community again making

such a difference. So um I already said
[2:30:34]

you to the employees that work on

holidays so that we can enjoy whether

it's Fourth of July parade or whatever.

We can enjoy things, but forgive me, I

should be including law enforcement,

first responders. They're there at the
[2:32:27]
parades and things like that so that we
[2:32:29]
can um have a good time. And I never say

thank you to our town attorney who does

very proud of that. So, uh I'm glad it's

coming. We had Facebook Live, a great

meeting with the the Legion Post. We we
[2:34:47]
talked to some good people there. Uh we

had uh I I spoke at a um something
[2:34:53]
called the convention estates at the um
[2:34:57]
uh Golden Corral on sat a couple of
[2:34:59]
Saturdays ago. I was the guest speaker
[2:35:01]
and I enjoyed it. It was it was a lot of
[2:35:04]
fun. Uh coffee with the mayor this last
[2:35:06]
time was at the VFW. Some of you were
[2:35:08]
here were there. Uh I see in this room
[2:35:10]
were there. Uh it was great. Uh we had a
[2:35:13]
big crowd there. Uh may the mayor cooked
[2:35:16]
hamburgers and hot dogs and had good
[2:35:18]
stuff. And um before I forget to say
[2:35:20]
this, I I I'm not taking credit for all
[2:35:23]
this because staff helps me out a lot
[2:35:25]
with all this stuff. Staff staff is uh
[2:35:28]
behind the mayor 100%. We had some great
[2:35:31]
questions. Uh and they got some answers.

Uh went to Kimberly's place, moved to
[2:35:36]
Monroe. I don't know if anybody knew
[2:35:37]
that. Kimberly's Place used to uh be
[2:35:40]
right here in town. They've got a nice

place that they bought up in uh Monroe.

very nice. Went up there and visited
[2:35:45]
them. Uh we did a uh a ride with the

with DOT Clarence and I and you saw

everybody that was in that picture.

Uh rode through some neighborhoods and

Wesley Chapel Road. Uh something I don't
[2:35:59]
have on here and I wanted to say this. I

got a call from a resident the other day
[2:36:04]
uh that was uh that actually complained

about u uh rightfully so complained
[2:36:10]
about Wesley Chapel Road. And uh I
[2:36:12]
called DOT and um they said they'd try
[2:36:16]
to help us out. They actually uh said we
[2:36:20]
need to put some long they called them
[2:36:22]
long patches and within two days they
[2:36:24]
had two long patches on Wesley two or
[2:36:27]
three long patches on Wesley Chapel
[2:36:29]
Road. And uh that I thought that was
[2:36:31]

with the senior group downstairs, went

Sullivan, a Christian uh, sports here in

flooded. Their yard got flooded and uh
[2:37:13]
Adam being the man he is um is going to

try to work with them. I don't think

it's Indian Trail's fault at all. They had bought a house in a in a flood

zone. But it's just just who we are and
[2:37:25]
it's just who you are, Adam. And it's
[2:37:27]
just just what I'm so proud to work with
[2:37:29]
the town that we're going to help them

anyway or do our best to help them

saw multiple people for the water line

bags and school supplies to children and

uh we had some good food and it was just

a great time. Uh went and worked with
