bringing forward the next council
[6:22]
meeting in terms of a a motion. I'll get

into what the detail of that motion is
[6:26]
in a second, but when I came on council,
[6:28]
I I wondered if four meetings was
[6:30]
excessive, um one every Monday to do the
[6:34]
the job of council, and at that time I
[6:36]
wasn't sure if it was. Um so, I wanted
[6:38]
to learn and listen, and it's been 10
[6:40]
months in, and the average length I did
[6:42]
ask administration for that, and it was
[6:44]
96 minutes was the average length. So,
[6:48]
um in my opinion, some of the the
[6:50]
meetings can be relatively like fairly
[6:52]
short. Some of them have been 45 minutes
[6:54]
to an hour. Some of them have been a
[6:55]
little longer. Um but that's the
[6:57]
average, and uh by reducing one AMP
[7:01]
meeting a month, my estimate, and it's
[7:03]
very rough, would [snorts] be around
[7:05]
10,000. And then I would ask, and you'll
[7:07]
see in the motion that's below, I'd like
[7:09]
administration to give us a a much more
[7:11]
accurate indication of what that savings
[7:14]
could be if we did go to one a month.
[7:17]
Um I'm not suggesting to council that we
[7:20]
make a permanent shift at this time.
[7:22]
That the motions that I'll be bringing
[7:23]
forward at the next meeting
[7:25]
is that we move to a trial of one AMP
[7:29]
meeting per month for a 6-month period.
[7:31]
So, from September to the end of
[7:32]
February,
[7:34]
um just to see how it would work out.
[7:37]
And then, um
[7:39]
if if that motion were passed, I would
[7:41]
bring forward a second motion that at on
[7:43]
the February 22nd, 2027 council meeting
[7:48]
that at that time council discuss how
[7:49]
the trial went and make a determination
[7:52]
of whether we would stick with one or
[7:55]
revert back to the two agenda and
[7:57]
priority meeting. So, giving it a a
[7:59]
trial to see if it would work.

When I look at some of the agendas that
[8:03]
were in the past, it would be really a
[8:05]
matter of moving one and maybe to a
[8:07]
couple meetings two agenda items that
[8:09]
were on one of the four
[8:11]
and our meetings when my opinion would
[8:13]
be right around that two-hour mark,
[8:15]
which is what we're scheduled when we we
[8:17]
have those in our calendars.
[8:19]
But, I do think there's a bit more
[8:20]
information we need and that's what the
[8:22]
motion is there today is that asking
[8:24]
council or sorry, administration to to
[8:27]
get a um
[8:29]
a more detailed with regard to the
[8:30]
budget and time implications for both
[8:32]
council and administration because
[8:34]
administration there I've been on that
[8:36]
side. I know the amount of work that
[8:38]
goes into pre-planning and preparing for
[8:40]
a meeting, so it would be
[8:42]
um ongoing weekly for them. It would
[8:44]
give them a week break on that. Also,
[8:46]
their attendance at these meetings as as
[8:48]
well wouldn't be required on one Monday,
[8:50]
so
[8:52]
Um I also am interested at just more out
[8:55]
of curiosity in finding out what the
[8:57]
number and average length of meetings in
[8:58]
similar sized municipalities around.

And the rea- reason I say out of cur-
[9:03]
curiosity is because really it wouldn't
[9:06]
matter to me if one municipality had 10
[9:08]
or one had one.
[9:10]
Much more important to me is do we have
[9:12]
the meetings
[9:13]
the appropriate number of meetings to do
[9:15]
a good job as governors and and do the
[9:17]
and you know, address the topics that we
[9:19]
need to address. So,
[9:21]
um I I'd like to give it a try and see
[9:24]
if three month like the two council and
[9:26]
one A&P would be sufficient. If after
[9:29]
six months we evaluated and we see it's
[9:31]
not, we can always go back.
[9:34]
And another thing for council to keep in
[9:35]
mind, if there's an emergent item that
[9:37]
comes up, we always have to write the
[9:39]
call an additional meeting to cover
[9:41]
something that that may be coming up.
[9:43]
So, that's what I I share with Council.

our spending. And so,

I guess the the rationale makes sense to
[10:47]
me where you're coming from. Um I'm kind
[10:50]
of 50/50 on it right now cuz I've had to
[10:53]
flush it out and think it through. But
[10:55]
also, I see for me some concerns. And
[10:59]
this is where I look at it as it
[11:01]
you know, like it it's a cost at the end
[11:04]
of the day. But I also look at the
[11:05]
administration side of things where
[11:07]
we're able to we we potentially could
[11:10]
have a new CAO coming on stream. So, how
[11:13]
I look at it as a governor is going,
[11:16]
"How do we build that relationship? How
[11:17]
do we have that ongoing relationship
[11:19]
with our new CAO, any changes along the
[11:22]
way this next year, and continue on
[11:25]
building on that?" So, I look at that
[11:26]
$10,000 cost and I go,
[11:29]
"We could call we can call a meeting at
[11:30]
any time, right? Which I get. But
[11:34]
sometimes how I look at it it's it's
[11:36]
like team building. We've only been here
[11:39]
10 months and it's getting to know one
[11:41]
another in our roles
[11:43]
and how we do things. And that's how I
[11:45]
look at I'm looking at this as a, you
[11:47]
know, guy that's been around the table.

I've seen it. Very busy at times. I I
[11:52]
would say

uh in my time, I think last round was a
[11:56]
little busier at times, like big time.

And we don't know what's coming down the
[12:01]
pipes. And so when I look at a $10,000
[12:04]
savings, I and and then I think of the
[12:07]
big picture, I think of if we want to
[12:09]
save money, there's there's ways to save
[12:11]
money and to be prudent. And so like I I
[12:15]
don't know if I'm on board. I I think
[12:18]
where I'd be on board discussing this
[12:20]
would be through budget when we're
[12:22]
dealing with our budgets.

And we're and we're trying to nail down
[12:25]
where we're going to go as a team. And I
[12:28]
think that's where where I'm heading
[12:30]
with this one. So

you know, I just wanted to enter the the
[12:35]
debate of

having this discussion with us as a team

and seeing where everybody else is at.

for that. For me, it's about being the
[13:17]
most efficient and doing the good job
[13:19]
that we can and and building building a
[13:21]
relationship with the CEO. I would argue
[13:23]
from a CA or from administrative
[13:25]
perspective when I was on that side in a
[13:27]
different organization
[13:29]
that
[13:31]
having to prepare for one less meeting
[13:32]
in my first year would be a godsend
[13:35]
rather than having that extra meeting to
[13:37]
prepare for. So, there's there's two
[13:39]
sides to that coin as well. So, but it's
[13:41]
interesting to have the debate. I

pretty clear where my thoughts are on

pretty quick and it would be pretty It's

a long enough time that it would

actually be you know, something that

gives us an actual good picture if it's

going to be beneficial or not. So, I

would I would have no problem trying it

with the the intent that if it doesn't
[14:34]
work, we'll turn right back to what we

of the gate with an extremely ambitious

agenda. We think of

outdoor rink, three playgrounds, a
[15:11]
heliport, an aquatic center, industrial
[15:14]
park, residential subdivision. Like, it
[15:17]
was massive. And I I think things ebb
[15:19]
and flow. So, we came out of the gate
[15:22]
fairly aggressively and and very
[15:24]
ambitiously and you can only pile so
[15:27]
much on administration's plate until you
[15:29]
kind of have to say, "Okay, well, um
[15:31]
they now need to to catch up." I I look
[15:33]
what we're doing right now and and I
[15:35]
know we still have stuff that's been
[15:38]
carried over from from last term, but
[15:41]
you know, we also have a lot of work
[15:42]
that we need to start looking at and I
[15:45]
know in the CEO report there's mention
[15:46]
of it, but um
[15:48]
you know, what what are we doing next
[15:49]
for housing? Um are we in the game, out
[15:52]
of the game? Seniors housing, I've had
[15:54]
people tap my shoulder about schools in
[15:57]
this community and what are we doing and
[15:59]
um
[16:00]
you know, I always also look at
[16:02]
industrial going forward and commercial
[16:04]
going forward and and where are we going
[16:06]
in the next 5, 10, 15, 20 years? So, I I
[16:09]
think there's a lot of work that that
[16:11]
needs to wrap up again and and uh as
[16:13]
Councillor Highstead also said, a new
[16:15]
CEO will be coming on board, so there's
[16:17]
that part of it, too, but I I I
[16:19]
certainly don't have any
[16:20]
issue
[16:22]
supporting what what you've put on to to
[16:24]
have a report coming come back from
[16:26]
administration and I think at times, I
[16:28]
know in the past we've had agendas that
[16:30]
have been extremely long and well over
[16:32]
200 pages and and that's not healthy,
[16:35]
either, because uh you can only read so
[16:37]
much when you get the agenda on Friday
[16:39]
and the meeting's on Monday and uh I
[16:42]
have sat here when we started meetings
[16:43]
at 7:00 at night and we've been sitting
[16:45]
here at till 11:00 and uh it makes Now
[16:49]
now we start at 3:00, but there have
[16:51]
been times where we've gone through 6:00
[16:52]
and I know recently that that certainly
[16:54]
hasn't been the case, but who knows
[16:56]
what's what's coming um in the future,
[16:59]
but certainly support this, Councillor
[17:01]
Russell would no issue with that.

with uh Director Jenkins.

looking to provide uh some options for
[19:13]
consideration for council
[19:16]
uh working towards developing a more
[19:17]
structured sponsorship and naming rights
[19:19]
program uh for our recreational
[19:22]
facilities.

Uh so the town currently generates just
[19:25]
over $25,000
[19:27]
uh from advertising. This is primarily
[19:30]
achieved through the rink board
[19:31]
advertisements and other internal
[19:33]
signage at the arena.
[19:36]
Based on sort of comparable municipal
[19:38]
programs, we could look to increase this
[19:40]
um
[19:41]
by up to $100,000 annually through the
[19:44]
addition of assets and dedicated
[19:46]
marketing. Um
[19:48]
So the report goes on to provide
[19:50]
four different
[19:52]
approaches that could be considered. Um
[19:55]
the first being a comprehensive internal
[19:58]
sponsorship program. So this would be
[20:00]
looking to do this work internally.
[20:03]
Would likely require uh additional
[20:05]
specialized staff uh in order to create
[20:08]
uh not only the asset inventory and the
[20:10]
policy structure, but do the work uh in
[20:13]
the community to market uh said assets.
[20:17]
Uh the second option is looking to go
[20:20]
entirely through a a third-party
[20:22]
uh company
[20:24]
where essentially that third party is
[20:27]
given the rights to sell those assets uh
[20:29]
for commission.
[20:31]
Uh
[20:32]
and the town would would achieve the
[20:34]
revenue um without much on our own
[20:38]
administrative side.
[20:40]
Option three is essentially um sort of
[20:43]
what we're doing right now. Um primarily
[20:46]
working with local businesses um
[20:49]
utilizing existing staff um to promote.
[20:52]
This would include creating sort of a
[20:54]
new advertising package for the aquatic
[20:56]
center, um but again not necessarily
[20:59]
dedicated staff out um
[21:01]
sort of pounding the pavement looking
[21:03]
for these opportunities.
[21:05]
Uh Uh, the final uh option, which is
[21:08]
what uh administration's recommending
[21:10]
for consideration, is a hybrid
[21:12]
sponsorship model. Uh, so looking to
[21:15]
engage a third party
[21:17]
on the front end to develop that
[21:19]
inventory and policy structure for us.
[21:22]
Um, and then after an initial sales
[21:25]
period, that would transfer over to the
[21:27]
town to manage. Um, so we would be
[21:30]
administering the agreements um, and
[21:32]
continuing on those efforts moving
[21:34]
forward.
[21:36]
Um, the financial impacts of that
[21:39]
approach is estimated to be about
[21:41]
$30,000 um, for that initial evaluation
[21:44]
and framework development. Um, they
[21:47]
would have an initial period, 3 to 6
[21:50]
months is sort of the estimate um, to do
[21:53]
initial sales um, of which they would
[21:55]
receive a 20% commission. Then those um,
[21:59]
agreements as well as sort of the
[22:00]
marketing materials would be passed over
[22:02]
for the town to uh, administer on an
[22:05]
ongoing basis, which would then require
[22:08]
um, some additional um,
[22:10]
staff resources to manage and keep that
[22:12]
program up.
[22:14]
Um, so if council is um, interested in
[22:17]
pursuing
[22:19]
any of those options, um, we are looking
[22:22]
to have that direction and then we would
[22:24]
include that information
[22:26]
um, in the operating budget. Uh, so the
[22:29]
recommended motion is looking at that
[22:31]
option four, um, but council can make
[22:33]
those adjustments and we'll have more
[22:35]
specific numbers
[22:37]
uh, for presentation in budget if there
[22:39]
is um, appetite to direct resources
[22:42]
towards uh, expanding the sponsorship
[22:45]
program.

good uh options out in front of us.

Um I think for all of us Well, any of us

that have spent time in other municipal
[23:27]
assets in other communities,
[23:29]
I we are definitely missing out on
[23:31]
revenue, but we're also missing out on
[23:33]
providing opportunities to local
[23:34]
business. We have a lot of people coming
[23:36]
into our community from outside that
[23:38]
when they're when you're stuck in in the
[23:40]
arena for a tournament all weekend, if
[23:42]
you're seeing the names and the and the
[23:45]
advertisements from our local
[23:46]
businesses, it gets just It's just
[23:48]
different. It gives you a better
[23:49]
opportunity to be supportive.
[23:51]
Um
[23:52]
of course, programs like this are always
[23:53]
donor or sponsor focused. So, even with
[23:57]
um a hybrid model, a successful program
[24:00]
is always responsive to whoever we're
[24:01]
working with.
[24:03]
Um third party, I believe, is essential
[24:05]
to get us started. Certainly, the
[24:07]
expertise is not something that we would
[24:09]
typically find on staff here and
[24:12]
shouldn't, actually. And the dedicated
[24:14]
time will be important just to get
[24:16]
things launched. The reality is you're
[24:17]
going to have to pay somebody, so you
[24:19]
may as well be paying somebody to start
[24:20]
with that has a the skill set to get the
[24:22]
work done efficiently.
[24:23]
And the program then in the future can
[24:26]
generate its own overhead revenue. So,
[24:27]
it should be
[24:29]
I would anticipate that it would be a
[24:31]
successful program that would pay for
[24:32]
its own pay for its cost plus put
[24:35]
revenue into the budget for us. So,

there's an opportunity to have some

assistance from a a third party that's
[25:57]
going to help the community on this, but

I do and I and I did express this last

time when we we were changing the policy
[26:04]
about 10 months ago as I think
[26:06]
you know, this is and if anybody has any
[26:09]
questions about what I'm saying, please
[26:11]
ask. But you know, there's opportunity
[26:14]
for those groups like the Eagles, the
[26:16]
Mavs, the
[26:17]
the uh figure skating club and the
[26:20]
Phantoms uh minor, you know, minor
[26:22]
hockey, minor lacrosse. I think there's
[26:24]
a opportunity for them to help sell the
[26:27]
sponsorship as well as long as they have
[26:29]
a clear package readily available. They
[26:32]
they can help. They have those
[26:33]
relationships with different businesses
[26:36]
not only in Innisfail, but Central
[26:37]
Alberta and I think that's good for our
[26:40]
community. If if Innisfail wins and
[26:42]
those minor sports teams win, I think
[26:45]
that that would be a great uh model that
[26:48]
I had I brought forward about 10, 12
[26:51]
months ago,

but uh yeah, I'm open to this. I think

there's tons of opportunities in all our
[26:57]
facilities. So

playing field for everybody

and and then creates the the fairness of
[29:19]
of you know where can you advertise for
[29:22]
how long and it just has a set criteria
[29:25]
versus having to deal with different
[29:27]
user groups and having to come back and
[29:29]
and then obviously you know user groups
[29:30]
are and are usually volunteers so they
[29:32]
might not get the same professional
[29:35]
response or timing that you would want.

So having something this I think would
[29:38]
really sharpen the pencil on
[29:40]
on the sponsorships for our community.

taken off where the there's data on

people really injur- injuring themselves

I my concern, you know, just living in a

small town, we don't we're trying to do
[34:25]
our best and I I look at this as an
[34:28]
opportunity with Minister Trevena in the
[34:30]
transportation side of things. He's in
[34:32]
our backyard. Like this is where
[34:35]
you know, our administration working
[34:37]
with the
[34:38]
Minister of Transportation on e-bikes
[34:40]
and and potentially how do we how do we
[34:43]
make this better in our own province is
[34:45]
that's how I'm looking at this. As to me

or doing my rounds, I've done all my
[34:50]
rounds. If if parents don't want to look
[34:52]
after their kids and make sure their
[34:54]
kids have helmets on or um people aren't

responsible, that's up to them, but
