[1:59] Mhm.
[4:13] » Okay, we will call this regular council
[4:15] meeting to order for August the 10th at
[4:17] 3:00 p.m. I'd like to welcome everybody
[4:19] in the gallery today and I'll ask
[4:21] Councillor Russell to please read the
[4:22] land acknowledgement.
[4:24] >> Thanks, Mayor Barclay. Town of Innisfail
[4:26] » Thanks, Mayor Barclay. Town of Innisfail
[4:26] acknowledges that we're meeting on
[4:27] Treaty 7 territory, the ancestral and
[4:29] traditional territory of the Blackfoot
[4:31] Confederacy, Kainai, Piikani, and
[4:33] Siksika, as well as the Tsuut'ina First
[4:35] Nation and Stoney Nakoda First Nation.
[4:38] We acknowledge this territory as home to
[4:40] the Métis Métis Nation of Alberta,
[4:42] Region 3 within the historical Northwest
[4:45] Métis Métis homeland.
[4:47] We acknowledge that many First Nations,
[4:49] Métis, and Inuit who have lived in and
[4:50] cared for these lands for generations.
[4:53] We are grateful for the traditional
[4:54] knowledge keepers and elders who are
[4:56] still with us today and those who have
[4:58] gone before us. We make this
[5:00] acknowledgement as an act of
[5:01] reconciliation and gratitude to those
[5:04] whose territory we reside on.
[5:07] >> Thank you, Councillor Russell.
[5:09] » Thank you, Councillor Russell.
[5:09] We'll move into 2.1. Are there any
[5:10] additions or deletions? No? I'll please
[5:12] have somebody make a motion that we ex-
[5:15] accept the agenda as presented.
[5:18] Councillor Strong.
[5:19] >> I'll make that motion.
[5:20] » I'll make that motion.
[5:20] >> Okay, thank you. All in favor?
[5:22] » Okay, thank you. All in favor?
[5:23] Carried.
[5:24] Okay, we'll move into 3.1, the regular
[5:26] council meeting minutes. I'll have a
[5:28] motion to accept the amended minutes. Uh
[5:31] just so you know, there was a um
[5:33] a change made uh with uh Councillor
[5:35] McKellar uh motion for
[5:38] sending a response letter regarding the
[5:41] non-disclosure agreements, which has
[5:42] been done. And uh that was missing from
[5:45] the minutes when we got them on Friday,
[5:47] and also just some um
[5:50] who was present and who was not. So,
[5:52] that's all been fixed up. So,
[5:54] I'll just have a motion then that we
[5:55] accept the minutes as amended, please.
[5:58] Councillor Russell?
[5:59] >> Mayor Barkley, I would make that motion.
[6:01] » Mayor Barkley, I would make that motion.
[6:01] >> All right, thank you. All in favor.
[6:04] » All right, thank you. All in favor.
[6:04] Carried.
[6:08] Okay, and we'll move into 4.1, and we
[6:11] have a notice of motion with Councillor
[6:13] Russell.
[6:15] >> Thanks, Mayor Barkley. So, council has
[6:17] » Thanks, Mayor Barkley. So, council has
[6:17] had the background of what I'm
[6:20] bringing forward the next council
[6:22] meeting in terms of a a motion. I'll get
[6:24] into what the detail of that motion is
[6:26] in a second, but when I came on council,
[6:28] I I wondered if four meetings was
[6:30] excessive, um one every Monday to do the
[6:34] the job of council, and at that time I
[6:36] wasn't sure if it was. Um so, I wanted
[6:38] to learn and listen, and it's been 10
[6:40] months in, and the average length I did
[6:42] ask administration for that, and it was
[6:44] 96 minutes was the average length. So,
[6:48] um in my opinion, some of the the
[6:50] meetings can be relatively like fairly
[6:52] short. Some of them have been 45 minutes
[6:54] to an hour. Some of them have been a
[6:55] little longer. Um but that's the
[6:57] average, and uh by reducing one AMP
[7:01] meeting a month, my estimate, and it's
[7:03] very rough, would [snorts] be around
[7:05] 10,000. And then I would ask, and you'll
[7:07] see in the motion that's below, I'd like
[7:09] administration to give us a a much more
[7:11] accurate indication of what that savings
[7:14] could be if we did go to one a month.
[7:17] Um I'm not suggesting to council that we
[7:20] make a permanent shift at this time.
[7:22] That the motions that I'll be bringing
[7:23] forward at the next meeting
[7:25] is that we move to a trial of one AMP
[7:29] meeting per month for a 6-month period.
[7:31] So, from September to the end of
[7:32] February,
[7:34] um just to see how it would work out.
[7:37] And then, um
[7:39] if if that motion were passed, I would
[7:41] bring forward a second motion that at on
[7:43] the February 22nd, 2027 council meeting
[7:48] that at that time council discuss how
[7:49] the trial went and make a determination
[7:52] of whether we would stick with one or
[7:55] revert back to the two agenda and
[7:57] priority meeting. So, giving it a a
[7:59] trial to see if it would work.
[8:01] When I look at some of the agendas that
[8:03] were in the past, it would be really a
[8:05] matter of moving one and maybe to a
[8:07] couple meetings two agenda items that
[8:09] were on one of the four
[8:11] and our meetings when my opinion would
[8:13] be right around that two-hour mark,
[8:15] which is what we're scheduled when we we
[8:17] have those in our calendars.
[8:19] But, I do think there's a bit more
[8:20] information we need and that's what the
[8:22] motion is there today is that asking
[8:24] council or sorry, administration to to
[8:27] get a um
[8:29] a more detailed with regard to the
[8:30] budget and time implications for both
[8:32] council and administration because
[8:34] administration there I've been on that
[8:36] side. I know the amount of work that
[8:38] goes into pre-planning and preparing for
[8:40] a meeting, so it would be
[8:42] um ongoing weekly for them. It would
[8:44] give them a week break on that. Also,
[8:46] their attendance at these meetings as as
[8:48] well wouldn't be required on one Monday,
[8:50] so
[8:52] Um I also am interested at just more out
[8:55] of curiosity in finding out what the
[8:57] number and average length of meetings in
[8:58] similar sized municipalities around.
[9:01] And the rea- reason I say out of cur-
[9:03] curiosity is because really it wouldn't
[9:06] matter to me if one municipality had 10
[9:08] or one had one.
[9:10] Much more important to me is do we have
[9:12] the meetings
[9:13] the appropriate number of meetings to do
[9:15] a good job as governors and and do the
[9:17] and you know, address the topics that we
[9:19] need to address. So,
[9:21] um I I'd like to give it a try and see
[9:24] if three month like the two council and
[9:26] one A&P would be sufficient. If after
[9:29] six months we evaluated and we see it's
[9:31] not, we can always go back.
[9:34] And another thing for council to keep in
[9:35] mind, if there's an emergent item that
[9:37] comes up, we always have to write the
[9:39] call an additional meeting to cover
[9:41] something that that may be coming up.
[9:43] So, that's what I I share with Council.
[9:45] I I'll put that motion on the floor
[9:47] that's there. I think I just read it
[9:49] when I described it. So, I'll put that
[9:50] one on the floor for further information
[9:52] gathering. And then the other two
[9:54] motions I mentioned, I'll be bringing at
[9:55] the next Council meeting. So,
[9:57] >> Okay. Thank you, Council Russell. Um
[9:59] » Okay. Thank you, Council Russell. Um
[9:59] I'll open the floor to to comments.
[10:02] Any discussion?
[10:05] Council Heystee.
[10:06] >> Yeah, thanks, Mayor Barclay and uh
[10:08] » Yeah, thanks, Mayor Barclay and uh
[10:08] Council Russell.
[10:10] Uh
[10:10] thanks for the motion and and your
[10:12] explanation. So, when I when I look at
[10:15] this, it it there is I understand where
[10:18] you're coming from. It's a cost savings
[10:20] to the community.
[10:22] And then so when I read it
[10:24] >> [snorts]
[10:24] » [snorts]
[10:24] >> through, I was thinking, "Okay, well,
[10:26] » through, I was thinking, "Okay, well,
[10:26] this is a cost savings." And then I
[10:27] thought,
[10:28] "Well, there's an opportunity for us to
[10:31] cost save at the budget time as well as
[10:33] how do we deal with our whole the
[10:36] holistic approach within the Town of
[10:38] Innisfil?" So, I not only do I look at
[10:41] this with meetings, but also look at all
[10:43] our spending. And so,
[10:45] I guess the the rationale makes sense to
[10:47] me where you're coming from. Um I'm kind
[10:50] of 50/50 on it right now cuz I've had to
[10:53] flush it out and think it through. But
[10:55] also, I see for me some concerns. And
[10:59] this is where I look at it as it
[11:01] you know, like it it's a cost at the end
[11:04] of the day. But I also look at the
[11:05] administration side of things where
[11:07] we're able to we we potentially could
[11:10] have a new CAO coming on stream. So, how
[11:13] I look at it as a governor is going,
[11:16] "How do we build that relationship? How
[11:17] do we have that ongoing relationship
[11:19] with our new CAO, any changes along the
[11:22] way this next year, and continue on
[11:25] building on that?" So, I look at that
[11:26] $10,000 cost and I go,
[11:29] "We could call we can call a meeting at
[11:30] any time, right? Which I get. But
[11:34] sometimes how I look at it it's it's
[11:36] like team building. We've only been here
[11:39] 10 months and it's getting to know one
[11:41] another in our roles
[11:43] and how we do things. And that's how I
[11:45] look at I'm looking at this as a, you
[11:47] know, guy that's been around the table.
[11:49] I've seen it. Very busy at times. I I
[11:52] would say
[11:53] uh in my time, I think last round was a
[11:56] little busier at times, like big time.
[12:00] And we don't know what's coming down the
[12:01] pipes. And so when I look at a $10,000
[12:04] savings, I and and then I think of the
[12:07] big picture, I think of if we want to
[12:09] save money, there's there's ways to save
[12:11] money and to be prudent. And so like I I
[12:15] don't know if I'm on board. I I think
[12:18] where I'd be on board discussing this
[12:20] would be through budget when we're
[12:22] dealing with our budgets.
[12:24] And we're and we're trying to nail down
[12:25] where we're going to go as a team. And I
[12:28] think that's where where I'm heading
[12:30] with this one. So
[12:32] you know, I just wanted to enter the the
[12:35] debate of
[12:36] having this discussion with us as a team
[12:39] and seeing where everybody else is at.
[12:41] So thank you.
[12:43] >> Okay. Thank you, counselor.
[12:45] » Okay. Thank you, counselor.
[12:45] I stat, did you want to respond to the
[12:47] counselor?
[12:47] >> I could. I I get where you're coming
[12:49] » I could. I I get where you're coming
[12:49] from. Um
[12:50] the $10,000 is is I think uh
[12:54] it is a savings. I think it's going to
[12:55] be more than that when we hear back from
[12:57] administration because they haven't
[12:58] factored in the administrative side.
[13:00] Um we have a number of times that we get
[13:02] together outside of these where we have
[13:04] meetings on different topics. We just
[13:07] had one last week where we spent 3 hours
[13:09] together. Um there are the conferences
[13:12] that that some go to that that provides
[13:15] for that. For me, it's about being the
[13:17] most efficient and doing the good job
[13:19] that we can and and building building a
[13:21] relationship with the CEO. I would argue
[13:23] from a CA or from administrative
[13:25] perspective when I was on that side in a
[13:27] different organization
[13:29] that
[13:31] having to prepare for one less meeting
[13:32] in my first year would be a godsend
[13:35] rather than having that extra meeting to
[13:37] prepare for. So, there's there's two
[13:39] sides to that coin as well. So, but it's
[13:41] interesting to have the debate. I
[13:43] thought I'd bring it forward. I It's
[13:44] pretty clear where my thoughts are on
[13:45] it, but I thought I'd bring it forward.
[13:47] So.
[13:48] >> Okay. Thank you, Councillor Hill.
[13:50] » Okay. Thank you, Councillor Hill.
[13:50] >> Yes, thank you. Um I think that I would
[13:52] » Yes, thank you. Um I think that I would
[13:52] definitely be in favor of the trial
[13:54] period. Um
[13:56] you know, having things work efficiently
[13:58] with administration and council, if
[14:00] there is that shortfall or we find
[14:02] ourselves having to have
[14:04] multiple emergency meetings within that
[14:06] time frame, obviously, that'll be our
[14:08] good indicator.
[14:09] But as long as we're serving the
[14:10] community
[14:11] in the same capacity we are and we're
[14:13] not having dropping the ball in any any
[14:15] way, shape or form or
[14:17] Um I would have no problem with with the
[14:19] trial of this cuz 6 months does fly by
[14:21] pretty quick and it would be pretty It's
[14:23] a long enough time that it would
[14:24] actually be you know, something that
[14:26] gives us an actual good picture if it's
[14:28] going to be beneficial or not. So, I
[14:31] would I would have no problem trying it
[14:33] with the the intent that if it doesn't
[14:34] work, we'll turn right back to what we
[14:35] were doing.
[14:37] >> So, what you're asking for right now,
[14:38] » So, what you're asking for right now,
[14:38] Councillor Russell, is for
[14:40] administration to bring back a report,
[14:41] correct? You We're not making a decision
[14:43] today whether to do it or not do it. So,
[14:46] anybody else? Councillor Wing.
[14:48] >> Yeah, I
[14:48] » Yeah, I
[14:48] >> Thank you for that clarification, Mayor
[14:49] » Thank you for that clarification, Mayor
[14:50] Barkley, and thank you for the the
[14:51] notice of motion and I look forward to
[14:53] the debate in when it comes forward to
[14:55] council next. Thanks.
[14:57] >> Yeah, I know and I appreciate this, too,
[14:59] » Yeah, I know and I appreciate this, too,
[14:59] and and we can take a look at it and
[15:01] back to Councillor Highstead's comments
[15:02] about last year. I mean, we we came out
[15:05] of the gate with an extremely ambitious
[15:08] agenda. We think of
[15:10] outdoor rink, three playgrounds, a
[15:11] heliport, an aquatic center, industrial
[15:14] park, residential subdivision. Like, it
[15:17] was massive. And I I think things ebb
[15:19] and flow. So, we came out of the gate
[15:22] fairly aggressively and and very
[15:24] ambitiously and you can only pile so
[15:27] much on administration's plate until you
[15:29] kind of have to say, "Okay, well, um
[15:31] they now need to to catch up." I I look
[15:33] what we're doing right now and and I
[15:35] know we still have stuff that's been
[15:38] carried over from from last term, but
[15:41] you know, we also have a lot of work
[15:42] that we need to start looking at and I
[15:45] know in the CEO report there's mention
[15:46] of it, but um
[15:48] you know, what what are we doing next
[15:49] for housing? Um are we in the game, out
[15:52] of the game? Seniors housing, I've had
[15:54] people tap my shoulder about schools in
[15:57] this community and what are we doing and
[15:59] um
[16:00] you know, I always also look at
[16:02] industrial going forward and commercial
[16:04] going forward and and where are we going
[16:06] in the next 5, 10, 15, 20 years? So, I I
[16:09] think there's a lot of work that that
[16:11] needs to wrap up again and and uh as
[16:13] Councillor Highstead also said, a new
[16:15] CEO will be coming on board, so there's
[16:17] that part of it, too, but I I I
[16:19] certainly don't have any
[16:20] issue
[16:22] supporting what what you've put on to to
[16:24] have a report coming come back from
[16:26] administration and I think at times, I
[16:28] know in the past we've had agendas that
[16:30] have been extremely long and well over
[16:32] 200 pages and and that's not healthy,
[16:35] either, because uh you can only read so
[16:37] much when you get the agenda on Friday
[16:39] and the meeting's on Monday and uh I
[16:42] have sat here when we started meetings
[16:43] at 7:00 at night and we've been sitting
[16:45] here at till 11:00 and uh it makes Now
[16:49] now we start at 3:00, but there have
[16:51] been times where we've gone through 6:00
[16:52] and I know recently that that certainly
[16:54] hasn't been the case, but who knows
[16:56] what's what's coming um in the future,
[16:59] but certainly support this, Councillor
[17:01] Russell would no issue with that.
[17:06] Okay.
[17:07] Okay, so we have a motion on the floor.
[17:09] Um all in favor of the motion?
[17:12] Okay.
[17:14] Carried unanimously. Thank you.
[17:16] So, we'll move into our 4.2 and the CAO
[17:19] report.
[17:20] >> Thanks, Mayor Barkley. Uh with the
[17:21] » Thanks, Mayor Barkley. Uh with the
[17:21] council, I'll just uh highlight in the
[17:23] report the aquatic center will be closed
[17:25] at the end of the month, August 31st,
[17:27] until uh September 30th to address the
[17:30] final warranty and deficiency work.
[17:33] Um there's uh some items uh listed in
[17:35] the report of the primary focus areas.
[17:39] Um
[17:39] with a fall schedule to start back up um
[17:42] September 14th. Any more detailed
[17:44] questions refer over to the director. Um
[17:47] other than that, that's my report,
[17:48] council.
[17:50] >> Okay. Does anybody have any questions
[17:52] » Okay. Does anybody have any questions
[17:52] for CAO Becker on his report?
[17:54] No? I'll just have a motion then that we
[17:56] um accept the report as presented.
[17:59] Councillor Russell.
[17:59] >> Um Mayor Barkley, I'll make that motion.
[18:01] » Um Mayor Barkley, I'll make that motion.
[18:01] >> Okay. All in favor.
[18:03] » Okay. All in favor.
[18:03] Right. It carried. Thank you.
[18:05] And we'll move into council action
[18:07] control.
[18:09] Um there's a few items on here. Uh few
[18:12] red items
[18:13] that have been completed. So, does
[18:15] anybody have any questions about um
[18:17] anything on council action control?
[18:21] Don't see any. Just have a motion then
[18:22] that we accept council action control as
[18:24] presented. Councillor Highstead.
[18:26] >> Mayor Barkley, I'll make the motion to
[18:27] » Mayor Barkley, I'll make the motion to
[18:27] uh accept the council action control.
[18:30] >> Thank you. Just have a one question that
[18:32] » Thank you. Just have a one question that
[18:32] the Dorts Lake parking lot um Director
[18:35] Kennedy, is that when when is that
[18:36] starting, do you foresee?
[18:40] >> Hi, Mayor Barkley. Um we are still on
[18:43] » Hi, Mayor Barkley. Um we are still on
[18:43] the approval side for the landfill or
[18:45] the land
[18:46] um land farming. So, I was just chatting
[18:48] with uh Howells, the contractor. Likely,
[18:51] it's uh the beginning of September is
[18:53] when we'll be starting.
[18:54] >> Perfect. Thank you for that.
[18:56] » Perfect. Thank you for that.
[18:56] Okay. So, we have a motion to accept um
[18:59] council action control. All in favor?
[19:02] Carried.
[19:04] Okay. And we'll get into 5.1
[19:07] with uh Director Jenkins.
[19:09] >> Thank you, Mayor Barkley. Uh so, we're
[19:11] » Thank you, Mayor Barkley. Uh so, we're
[19:11] looking to provide uh some options for
[19:13] consideration for council
[19:16] uh working towards developing a more
[19:17] structured sponsorship and naming rights
[19:19] program uh for our recreational
[19:22] facilities.
[19:23] Uh so the town currently generates just
[19:25] over $25,000
[19:27] uh from advertising. This is primarily
[19:30] achieved through the rink board
[19:31] advertisements and other internal
[19:33] signage at the arena.
[19:36] Based on sort of comparable municipal
[19:38] programs, we could look to increase this
[19:40] um
[19:41] by up to $100,000 annually through the
[19:44] addition of assets and dedicated
[19:46] marketing. Um
[19:48] So the report goes on to provide
[19:50] four different
[19:52] approaches that could be considered. Um
[19:55] the first being a comprehensive internal
[19:58] sponsorship program. So this would be
[20:00] looking to do this work internally.
[20:03] Would likely require uh additional
[20:05] specialized staff uh in order to create
[20:08] uh not only the asset inventory and the
[20:10] policy structure, but do the work uh in
[20:13] the community to market uh said assets.
[20:17] Uh the second option is looking to go
[20:20] entirely through a a third-party
[20:22] uh company
[20:24] where essentially that third party is
[20:27] given the rights to sell those assets uh
[20:29] for commission.
[20:31] Uh
[20:32] and the town would would achieve the
[20:34] revenue um without much on our own
[20:38] administrative side.
[20:40] Option three is essentially um sort of
[20:43] what we're doing right now. Um primarily
[20:46] working with local businesses um
[20:49] utilizing existing staff um to promote.
[20:52] This would include creating sort of a
[20:54] new advertising package for the aquatic
[20:56] center, um but again not necessarily
[20:59] dedicated staff out um
[21:01] sort of pounding the pavement looking
[21:03] for these opportunities.
[21:05] Uh Uh, the final uh option, which is
[21:08] what uh administration's recommending
[21:10] for consideration, is a hybrid
[21:12] sponsorship model. Uh, so looking to
[21:15] engage a third party
[21:17] on the front end to develop that
[21:19] inventory and policy structure for us.
[21:22] Um, and then after an initial sales
[21:25] period, that would transfer over to the
[21:27] town to manage. Um, so we would be
[21:30] administering the agreements um, and
[21:32] continuing on those efforts moving
[21:34] forward.
[21:36] Um, the financial impacts of that
[21:39] approach is estimated to be about
[21:41] $30,000 um, for that initial evaluation
[21:44] and framework development. Um, they
[21:47] would have an initial period, 3 to 6
[21:50] months is sort of the estimate um, to do
[21:53] initial sales um, of which they would
[21:55] receive a 20% commission. Then those um,
[21:59] agreements as well as sort of the
[22:00] marketing materials would be passed over
[22:02] for the town to uh, administer on an
[22:05] ongoing basis, which would then require
[22:08] um, some additional um,
[22:10] staff resources to manage and keep that
[22:12] program up.
[22:14] Um, so if council is um, interested in
[22:17] pursuing
[22:19] any of those options, um, we are looking
[22:22] to have that direction and then we would
[22:24] include that information
[22:26] um, in the operating budget. Uh, so the
[22:29] recommended motion is looking at that
[22:31] option four, um, but council can make
[22:33] those adjustments and we'll have more
[22:35] specific numbers
[22:37] uh, for presentation in budget if there
[22:39] is um, appetite to direct resources
[22:42] towards uh, expanding the sponsorship
[22:45] program.
[22:46] >> Okay. Thank you, Director Jenkins. Uh,
[22:48] » Okay. Thank you, Director Jenkins. Uh,
[22:48] could I please have someone make the
[22:49] recommended motion, Councillor Wing?
[22:51] >> Thank you, Mayor Barkley. I would move
[22:53] » Thank you, Mayor Barkley. I would move
[22:53] that council direct administration to
[22:55] include a formal sponsorship and naming
[22:57] rights program supported by a policy
[22:59] framework, asset valuation and marketing
[23:01] strategy In general accordance with the
[23:04] hybrid model described in this report as
[23:06] a project for consideration
[23:08] in the 2027 operating budget. And I just
[23:11] have a couple of comments. If I can
[23:12] Thank you, Director Jenkins, for the
[23:14] work. Um I think you've done a lot of
[23:16] thinking about this and put a lot of um
[23:18] good uh options out in front of us.
[23:22] Um I think for all of us Well, any of us
[23:25] that have spent time in other municipal
[23:27] assets in other communities,
[23:29] I we are definitely missing out on
[23:31] revenue, but we're also missing out on
[23:33] providing opportunities to local
[23:34] business. We have a lot of people coming
[23:36] into our community from outside that
[23:38] when they're when you're stuck in in the
[23:40] arena for a tournament all weekend, if
[23:42] you're seeing the names and the and the
[23:45] advertisements from our local
[23:46] businesses, it gets just It's just
[23:48] different. It gives you a better
[23:49] opportunity to be supportive.
[23:51] Um
[23:52] of course, programs like this are always
[23:53] donor or sponsor focused. So, even with
[23:57] um a hybrid model, a successful program
[24:00] is always responsive to whoever we're
[24:01] working with.
[24:03] Um third party, I believe, is essential
[24:05] to get us started. Certainly, the
[24:07] expertise is not something that we would
[24:09] typically find on staff here and
[24:12] shouldn't, actually. And the dedicated
[24:14] time will be important just to get
[24:16] things launched. The reality is you're
[24:17] going to have to pay somebody, so you
[24:19] may as well be paying somebody to start
[24:20] with that has a the skill set to get the
[24:22] work done efficiently.
[24:23] And the program then in the future can
[24:26] generate its own overhead revenue. So,
[24:27] it should be
[24:29] I would anticipate that it would be a
[24:31] successful program that would pay for
[24:32] its own pay for its cost plus put
[24:35] revenue into the budget for us. So,
[24:37] thank you for your work.
[24:39] >> Okay. Thank you, Council Heisted.
[24:41] » Okay. Thank you, Council Heisted.
[24:41] >> Um actually, Mayor Barkley, Council
[24:43] » Um actually, Mayor Barkley, Council
[24:43] Russell put his
[24:45] >> I didn't see his name on first, so
[24:46] » I didn't see his name on first, so
[24:46] >> could you be in all places?
[24:48] » could you be in all places?
[24:48] >> I'm I'm just keep your head up.
[24:50] » I'm I'm just keep your head up.
[24:50] >> [laughter]
[24:51] » [laughter]
[24:51] >> Uh thanks, Mayor Barkley. Um I I too,
[24:54] » Uh thanks, Mayor Barkley. Um I I too,
[24:54] anything that can increase revenue and
[24:55] and and help us in that area. Um that's
[24:58] not tax base is great. Um
[25:01] I guess the numbers
[25:03] when I look at if it's if we only can
[25:05] generate 50 and we're spending 45, you
[25:07] know, and I'd like to see a bit more
[25:09] detail there, but it's a lot of work if
[25:11] it's just going to be a wash, but if
[25:13] there's potential for 100,000 and we can
[25:15] reach that, it has potentially add 50,
[25:17] 55,000 to the revenue every year. So, I
[25:21] think it's something certainly for us to
[25:23] consider and like the motion says, I
[25:24] don't think we're making a decision on
[25:26] it today other than that we're going to
[25:27] consider it in our operating budget. So,
[25:29] I might certainly be in support of
[25:31] delving into this a bit more.
[25:32] >> Okay.
[25:33] » Okay.
[25:33] Thank you, Councillor Heystead.
[25:35] >> Thanks Mayor.
[25:36] » Thanks Mayor.
[25:36] Thanks Mayor Barclay.
[25:37] I'm going to speak to this as a
[25:39] Councillor as well as a board member of
[25:41] the Innisfail Eagles.
[25:44] I'm the guy that goes around and and
[25:45] tries to market the team as well as we
[25:47] can and try to coordinate our efforts at
[25:51] the the arena and I think there's
[25:53] there's an opportunity to have some
[25:55] assistance from a a third party that's
[25:57] going to help the community on this, but
[25:59] I do and I and I did express this last
[26:02] time when we we were changing the policy
[26:04] about 10 months ago as I think
[26:06] you know, this is and if anybody has any
[26:09] questions about what I'm saying, please
[26:11] ask. But you know, there's opportunity
[26:14] for those groups like the Eagles, the
[26:16] Mavs, the
[26:17] the uh figure skating club and the
[26:20] Phantoms uh minor, you know, minor
[26:22] hockey, minor lacrosse. I think there's
[26:24] a opportunity for them to help sell the
[26:27] sponsorship as well as long as they have
[26:29] a clear package readily available. They
[26:32] they can help. They have those
[26:33] relationships with different businesses
[26:36] not only in Innisfail, but Central
[26:37] Alberta and I think that's good for our
[26:40] community. If if Innisfail wins and
[26:42] those minor sports teams win, I think
[26:45] that that would be a great uh model that
[26:48] I had I brought forward about 10, 12
[26:51] months ago,
[26:52] but uh yeah, I'm open to this. I think
[26:55] there's tons of opportunities in all our
[26:57] facilities. So
[26:59] we'll see where we land. Thanks.
[27:03] >> Okay, thank you.
[27:05] » Okay, thank you.
[27:05] Anybody else?
[27:06] So Director Jenkins with with the
[27:08] recreation master plan
[27:11] would this kind of fold into that work
[27:13] or
[27:15] >> So not the specifics. The rec master
[27:18] » So not the specifics. The rec master
[27:18] plan will give us some financial models
[27:20] and and compare us to other
[27:22] municipalities whether that's with
[27:23] respect to user fees or or even some of
[27:25] these.
[27:27] Where the external consultant for this
[27:28] is going to specifically come in and
[27:30] value the assets.
[27:33] How many visitors are going by? What
[27:36] dollar value should that equate to?
[27:39] And then they often have
[27:41] some of those regional and national
[27:44] connections for for larger businesses
[27:46] that may um
[27:48] that they have have those relationships
[27:50] built with where someone locally may not
[27:53] have those contacts.
[27:55] >> Yeah, for sure. Thank you. Counselor
[27:57] » Yeah, for sure. Thank you. Counselor
[27:57] Heisted.
[27:58] >> Yeah, and and the last thing I'm going
[27:59] » Yeah, and and the last thing I'm going
[27:59] to say I'm going to
[28:01] Mayor Barkley is Counselor Wing had a
[28:03] good comment. Like our our staff our
[28:06] internal staff they're not you know,
[28:08] their backgrounds to run the arena, do
[28:10] the their day-to-day jobs and not to you
[28:13] know, they can market
[28:15] some of the work that's going on, but I
[28:17] think that they've done a good job over
[28:20] the years trying to do this, but I think
[28:22] there's there's way more opportunities
[28:24] to generate revenue for the community.
[28:27] So not saying don't shut them out. Maybe
[28:30] they'll they'll learn something from
[28:32] this as well.
[28:34] But that's where I'm coming from.
[28:35] Thanks. And Counselor Wing if I'm
[28:38] offside on what you were getting at
[28:41] tell me. Thanks.
[28:43] >> Counselor Hill.
[28:44] » Counselor Hill.
[28:44] >> Yeah, I I think this is awesome. There's
[28:47] » Yeah, I I think this is awesome. There's
[28:47] I think there's been too many individual
[28:49] efforts for between all the different
[28:51] user groups
[28:53] to try to generate dollars here and and
[28:56] recognition for local business and it's
[28:58] been kind of individual efforts and I
[29:01] think by going through this process we
[29:03] could hopefully get a streamlined
[29:05] process that would make it a lot more
[29:07] easy for businesses to to see you know
[29:10] what is a $500 sponsorship what is a
[29:12] $5,000 sponsorship and there's levels of
[29:15] playing field for everybody
[29:17] and and then creates the the fairness of
[29:19] of you know where can you advertise for
[29:22] how long and it just has a set criteria
[29:25] versus having to deal with different
[29:27] user groups and having to come back and
[29:29] and then obviously you know user groups
[29:30] are and are usually volunteers so they
[29:32] might not get the same professional
[29:35] response or timing that you would want.
[29:37] So having something this I think would
[29:38] really sharpen the pencil on
[29:40] on the sponsorships for our community.
[29:43] >> Thank you and I and I particularly like
[29:46] » Thank you and I and I particularly like
[29:46] the the asset valuation as well. I mean
[29:47] we focus a lot on the arena
[29:50] >> [clears throat]
[29:50] » [clears throat]
[29:50] >> but we also have other facilities that
[29:51] » but we also have other facilities that
[29:51] are available to that we're we're not um
[29:55] not taking advantage of right now. So um
[29:57] we we have a a motion on the floor so
[30:00] there's no further comments so I'll ask
[30:02] all in favor.
[30:04] Okay, carried unanimously. Thank you.
[30:07] Okay and we'll go on to correspondence
[30:09] and information.
[30:12] So um couple of things we talked before
[30:14] about uh the 52nd Avenue email that I
[30:18] think has been addressed with um
[30:20] Director Leaf in the past. Um
[30:22] also that the Founders Cup this was kind
[30:24] of a Did you want to talk speak to that
[30:26] Seal Becker or do you want me me to
[30:28] carry on or
[30:29] >> I just wanted to explain uh
[30:32] » I just wanted to explain uh
[30:32] my practice on the letter support. Well
[30:34] 90% of the time we'd have letter support
[30:36] come directly from council. This one
[30:38] came in the very last day
[30:40] um through administration like that
[30:42] potential conflict with other users,
[30:43] looked like the window was open.
[30:45] I went ahead and provided letter support
[30:47] without your authorization. But again,
[30:50] normally we would try to get to you just
[30:52] to make sure we're streamlined, you're
[30:53] aware what's coming.
[30:55] Um, but this is why it's in your agenda
[30:57] uh today.
[31:00] >> Um, also add uh they've also reached out
[31:02] » Um, also add uh they've also reached out
[31:02] to ask about sponsoring the the team
[31:05] going to nationals. Uh we we do have a
[31:07] policy in place that does not provide
[31:10] for that kind of support. We would um
[31:12] potentially look at support for if they
[31:14] did get the the national tournament
[31:16] here. But uh we I think that policy is
[31:19] from a couple years ago if if I recall
[31:21] and so anyway that it's there. I can we
[31:24] can discuss that if you like. Um,
[31:27] also there's a letter from
[31:33] the regional rec facility.
[31:35] >> If I could just highlight that one to
[31:37] » If I could just highlight that one to
[31:37] council. Just so this letter came to you
[31:40] uh for the date there. Um,
[31:41] administration is intending to come back
[31:43] to you in 2 weeks with a
[31:45] with a um
[31:46] with a report a little bit more detail.
[31:48] Um, looking for your for your guidance
[31:49] but today is for your information
[31:51] knowing that it's um to you. And again,
[31:54] we'll come back to you in in with more
[31:56] detail in a couple weeks.
[31:57] >> Okay, thank you.
[31:58] » Okay, thank you.
[31:59] And also uh email from uh Mr. Long. Um,
[32:03] see you back. I'm wondering has that
[32:04] been passed on to Director Leith?
[32:07] Or
[32:08] what are we doing with um with his
[32:10] suggestions? I I know he's very involved
[32:12] in the men's shed with the the bike
[32:14] program and
[32:15] >> And then directly to your question, it
[32:17] » And then directly to your question, it
[32:17] was highlighted to to the director um
[32:19] this morning
[32:20] um knowing that it's coming before you
[32:21] for for dialogue. I'm certainly
[32:23] listening to your dialogue today and
[32:25] we'll we'll take it from there but so
[32:26] the director has been informed about his
[32:29] uh letter.
[32:29] >> Do do you have any um
[32:31] » Do do you have any um
[32:31] any advice on it from either one of you
[32:33] as far as I mean I mean I think we
[32:34] should respond to to Ray because he took
[32:36] the time to to send this in, but um
[32:39] would that come from
[32:40] you, Director Leith, or
[32:42] >> [snorts]
[32:45] » Uh Your Worship, yes, the initial
[32:47] response will come from me if you wish
[32:49] me to share that response. I I'm open to
[32:51] do that.
[32:52] >> Yeah, we'll
[32:54] » Yeah, we'll
[32:54] >> Yeah, I guess the discussion will have
[32:55] » Yeah, I guess the discussion will have
[32:55] any dialogue amongst the letters
[32:57] addressed to you. Um certainly we'll
[32:59] take it based on your dialogue, um but
[33:02] certainly we'll follow up with that.
[33:03] >> Okay, but you don't need a motion for
[33:04] » Okay, but you don't need a motion for
[33:04] that.
[33:05] >> I'll see you back in your room.
[33:05] » I'll see you back in your room.
[33:05] >> No, you're good. Okay, yeah. Okay, no,
[33:08] » No, you're good. Okay, yeah. Okay, no,
[33:08] thank you
[33:09] for that. Um Councillor Wing.
[33:11] >> And just we'll respond also to the
[33:12] » And just we'll respond also to the
[33:12] Moffatts regarding the work that we have
[33:14] already discussed relative to the speed
[33:16] limit on 52nd and monitoring that.
[33:18] >> I think we did already. Yeah, do okay.
[33:20] » I think we did already. Yeah, do okay.
[33:20] Thank you.
[33:23] Okay.
[33:25] Councillor Highstead.
[33:26] >> Yeah, Mayor Barclay, as to the letter
[33:28] » Yeah, Mayor Barclay, as to the letter
[33:28] regarding the e-bikes and all that, I
[33:30] think
[33:31] um I I
[33:32] I think some of you know where I stand
[33:34] on this, but
[33:36] um
[33:38] Director Leith, I I do see
[33:41] uh lots of opportunity and I thank the
[33:43] peace officers and administration for
[33:45] making an effort to educate the
[33:47] community on
[33:49] rules. I kind of like the non-rules,
[33:52] right?
[33:53] I guess my concern, and this is this is
[33:56] my pet peeve watching the national news
[33:58] the last couple weeks,
[34:00] if you watch CTV or any of the the news
[34:03] uh broadcasts,
[34:05] e-bikes and and scooters and all these
[34:08] issues that are it's finally really
[34:11] taken off where the there's data on
[34:13] people really injur- injuring themselves
[34:15] and and I think it's, you know,
[34:20] I my concern, you know, just living in a
[34:23] small town, we don't we're trying to do
[34:25] our best and I I look at this as an
[34:28] opportunity with Minister Trevena in the
[34:30] transportation side of things. He's in
[34:32] our backyard. Like this is where
[34:35] you know, our administration working
[34:37] with the
[34:38] Minister of Transportation on e-bikes
[34:40] and and potentially how do we how do we
[34:43] make this better in our own province is
[34:45] that's how I'm looking at this. As to me
[34:48] or doing my rounds, I've done all my
[34:50] rounds. If if parents don't want to look
[34:52] after their kids and make sure their
[34:54] kids have helmets on or um people aren't
[34:57] responsible, that's up to them, but
[34:59] that's
[35:00] uh Director Leith, I think there's an
[35:01] opportunity for us to have that
[35:03] conversation one-on-one with uh
[35:06] uh
[35:07] Minister Dreishin who's in our backyard.
[35:09] And that's how I look at it. It's just
[35:11] our we
[35:13] our roles are so minimal compared to the
[35:16] ministry.
[35:18] And I think that you can only I can only
[35:20] chirp so much. So I think it's it's upon
[35:23] us to have those conversations.
[35:25] >> Just as a reminder, we we did have a
[35:27] » Just as a reminder, we we did have a
[35:27] meeting with him. So CEO Becker,
[35:29] Director Leith, and I had a meeting with
[35:30] him what, 6 weeks ago, maybe a month ago
[35:33] and and uh Director Leith really led the
[35:35] meeting and and talked about it and the
[35:37] province of Alberta is in the process.
[35:39] Mentioned this before. They are
[35:42] uh drafting new legislation around these
[35:45] issues and um I know uh Director Leith
[35:48] also said at the time he was he had a I
[35:51] think a a regional meeting with his
[35:53] counterparts and they were also going to
[35:54] submit some further documentation, but
[35:57] certainly the ministry is on top of it.
[36:00] And [snorts]
[36:01] um
[36:01] they they are aware
[36:03] of um
[36:05] that the issue's out there and and they
[36:06] are
[36:07] trying to
[36:10] put some new legislation in place. So I
[36:11] don't know if you've had any follow-up,
[36:13] Director Leith, with with uh them or
[36:16] >> No, you wish I had through to Councillor
[36:18] » No, you wish I had through to Councillor
[36:18] Haystead. Yeah,
[36:19] I think
[36:20] uh by watching the news locally is
[36:23] you've seen lots of municipalities
[36:25] stepping up and following suit now from
[36:27] some of the stuff that I think we
[36:29] initiated that that rolling ball so to
[36:32] speak.
[36:33] Um again, that frustration is as I think
[36:36] uh Minister Dreeshen indicated that
[36:37] April next year was likely when those
[36:40] changes were going to come out and
[36:43] hopefully we get through this summer
[36:44] without any too serious an incident, but
[36:47] yeah, it's an ongoing education piece
[36:49] and we do the best with the resources we
[36:51] have.
[36:51] >> Thank you very much.
[36:54] » Thank you very much.
[36:54] And we did ask if it could be speeded up
[36:56] from April, but not not sure that was a
[36:58] yes. There's a a lot on the
[37:01] the plate, so.
[37:03] Okay, so um
[37:06] there's nothing else. We'll just have a
[37:08] motion that we accept the correspondence
[37:09] as information.
[37:13] Councillor Wing, Mayor Barclay, I'll
[37:15] make the motion to accept correspondence
[37:16] and information for information. Okay,
[37:19] thank you. All in favor.
[37:21] Okay, carried. Then we'll go around the
[37:23] table with our
[37:24] reports.
[37:26] Councillor Heistad.
[37:27] >> Yeah, my my report was pretty brief and
[37:29] » Yeah, my my report was pretty brief and
[37:29] I've talked enough, so thank you.
[37:31] >> I think they're all brief.
[37:33] » I think they're all brief.
[37:33] >> [laughter]
[37:34] » [laughter]
[37:34] >> Councillor Russell.
[37:35] » Councillor Russell.
[37:35] >> Thanks, Mayor Barclay. I've talked a
[37:36] » Thanks, Mayor Barclay. I've talked a
[37:36] lot, too, but I'm going to talk a bit
[37:37] more.
[37:38] >> Okay.
[37:38] » Okay.
[37:38] >> Um my report is there, but I just wanted
[37:40] » Um my report is there, but I just wanted
[37:40] to mention the Innisfil Kids Academy
[37:41] grand opening that a few of us attended
[37:43] and how impressed I was with the
[37:45] facility,
[37:46] but also the concern and justified that
[37:49] the provincial and federal government
[37:50] have not been able to sort out the
[37:51] funding for that $10 a day daycare. I
[37:54] don't know if there's anything we can
[37:55] do. That's that's on their their front,
[37:57] but it's unfortunate that that hasn't
[37:59] been resolved yet for them, which would
[38:01] certainly help their business, but very
[38:03] impressed with the with what they've
[38:04] done over there. So.
[38:07] >> Thank you, Councillor Wing.
[38:10] » Thank you, Councillor Wing.
[38:10] >> Thank you, Mayor Barclay. Um my report
[38:12] » Thank you, Mayor Barclay. Um my report
[38:12] is included and just the only addition
[38:14] would be upcoming um the public budget
[38:18] consultation next week that we'll be
[38:19] having before we meet again for council,
[38:21] so I'll be there. Thank you.
[38:23] >> Okay, thank you. And counselor Strong?
[38:26] » Okay, thank you. And counselor Strong?
[38:26] >> As submitted.
[38:27] » As submitted.
[38:27] >> Thank you. Counselor Hill?
[38:29] » Thank you. Counselor Hill?
[38:29] >> Um, [clears throat]
[38:31] » Um, [clears throat]
[38:31] I had no not a lot on my plate for my
[38:33] council duties in the last couple weeks,
[38:35] so nothing to report.
[38:37] >> Okay.
[38:38] » Okay.
[38:38] No worries. And um
[38:41] did speak with Minister Dreeshen about
[38:43] that situation like a while ago and um
[38:48] like the the money comes from the
[38:50] federal government to the provincial
[38:51] government to the the daycares and money
[38:55] runs out and so there wasn't much that
[38:59] could be done, but um
[39:02] I personally wouldn't mind finding out
[39:05] more information. I I think and maybe
[39:07] sending a letter off to Minister
[39:09] Nicolaides about this situation.
[39:13] And CCing Minister Dreeshen on it since
[39:15] he's our MLA and and just the
[39:17] I think what was bothersome for me was
[39:19] the the letter that was dated up to June
[39:22] 4th, said the funding was cut off June
[39:24] 4th. So he you have somebody that's put
[39:26] a great deal of money investment into
[39:28] this facility and thinking that
[39:32] they were going to
[39:34] get the subsidy and now they're not. I
[39:36] mean they're they're going ahead
[39:37] obviously, but you're right, beautiful
[39:38] space and and they've done some amazing
[39:41] work there, so
[39:43] I don't know if you want a motion for
[39:44] that CEO Becker if we can just um
[39:47] can go ahead and describe a
[39:49] a letter on the situation, maybe work
[39:51] even with um
[39:53] with Kids Academy owners with Parwinder
[39:56] and his team to just get some more
[39:58] information around that and
[40:00] cuz it's a a bit bothersome the way it
[40:02] all
[40:03] >> Yeah, I think um
[40:05] » Yeah, I think um
[40:05] if council is seeking more information
[40:07] on that program, a motion would be
[40:09] required just to
[40:11] put it in play.
[40:11] >> I would like more information cuz I'm
[40:13] » I would like more information cuz I'm
[40:13] not really sure how it all works. I
[40:14] believe Alberta and Saskatchewan are the
[40:16] only two provinces that have not signed
[40:18] an agreement with the federal government
[40:19] over the subsidized daycare, but yet
[40:21] they were still getting money. So, I'm
[40:23] I'm not sure how it works.
[40:25] Okay, so maybe I'll have somebody make a
[40:28] motion
[40:29] that we direct administration to gather
[40:33] more information regarding
[40:35] >> The Tin Dale dog
[40:36] » The Tin Dale dog
[40:36] >> daycare.
[40:37] » daycare.
[40:37] >> Mayor Barclay, I'll make that motion.
[40:39] » Mayor Barclay, I'll make that motion.
[40:39] How's that?
[40:40] So, did that make sense?
[40:42] >> Yeah.
[40:43] » Yeah.
[40:43] Okay.
[40:43] >> Sorry for the gallery for the pain.
[40:46] » Sorry for the gallery for the pain.
[40:46] Um yeah, just my motion that we
[40:51] >> Yeah, I think
[40:52] » Yeah, I think
[40:52] >> You got it.
[40:53] » You got it.
[40:53] >> I think we have a council just uh
[40:55] » I think we have a council just uh
[40:55] you want the information regarding the
[40:56] daycare subsidy program.
[40:58] >> Mhm.
[40:59] » Mhm.
[40:59] >> Thanks.
[41:00] » Thanks.
[41:00] >> Okay, all in favor.
[41:03] » Okay, all in favor.
[41:03] Carried.
[41:04] Okay.
[41:05] And our my report, I I have nothing
[41:07] further. A little bit late as well. Um
[41:10] I must say um
[41:13] wasn't a council event, but I
[41:15] did have I was at something where
[41:16] counselor counselor Boss Doug Boss um
[41:19] presented and uh it's absolutely amazing
[41:22] what's going on at Discovery Wildlife
[41:24] Park. So, I'm looking forward. I know
[41:26] that we are trying to get a a date set
[41:28] up to to go there as council and um
[41:30] you know, there
[41:32] 27 km of Christmas lights they're
[41:34] beginning to put up now and 100,000
[41:37] visitors a year and um
[41:39] it's pretty impressive all the work
[41:40] they're doing even having to trim the
[41:42] toes of the lions. So, can't do that on
[41:45] my dog.
[41:46] >> [laughter]
[41:47] » [laughter]
[41:48] >> Anyway, [snorts]
[41:48] » Anyway, [snorts]
[41:48] so looking forward to finding a date
[41:51] that works for all of us. We'll move
[41:53] into upcoming events.
[41:56] So,
[41:57] as counselor Wing said, I think
[41:58] September
[42:00] No, August 19th, the public budget
[42:02] information session.
[42:05] » And then Wanita, I can send you an
[42:07] email, but the
[42:09] strategic planning that's on September
[42:11] the 9th is actually the water
[42:12] commission, not the wastewater
[42:13] commission.
[42:15] Thanks.
[42:16] Want me to send that to you? Okay.
[42:19] >> And we have a wastewater meeting on
[42:21] » And we have a wastewater meeting on
[42:21] August 21st.
[42:25] In Annapolis.
[42:28] >> Okay, so um just have somebody make a
[42:30] » Okay, so um just have somebody make a
[42:30] motion that we accept the upcoming
[42:31] events as amended. Counselor Hill.
[42:34] >> I would make that motion as amended.
[42:36] » I would make that motion as amended.
[42:36] >> Perfect, thank you. All in favor?
[42:38] » Perfect, thank you. All in favor?
[42:38] Right, and then a motion to go with in
[42:40] camera, please. Counselor Hill.
[42:42] >> I also make the motion that we move in
[42:43] » I also make the motion that we move in
[42:43] camera, Mayor Buckley.
[42:44] >> Thank you. All in favor?
[42:47] » Thank you. All in favor?
[42:47] Carried. Thank you. Just take
[45:21] » Mhm.
