[3:20] Universal's month-long Clear the Shelters campaign.

[3:24] It's a cause that uh our animal shelter participates in every year.

[3:30] And during the month, the shelter is offering reduced

[3:34] adoption fees for all animals. So, we encourage anyone considering a pet to

[3:39] visit the Islip Animal Shelter not just in you know, this particular month, but

[3:44] anytime really. And lastly, we would just ask everyone

[8:20] » Hi, my name is Dale Luongo. I live here uh

[8:24] my whole life in uh Town of Islip with my husband, Anthony.

[8:28] Um lifelong residents. We live on 47 Shore Lane and um

[8:33] in Bay Shore. And um this is about the parking policy on our street. Um

[8:41] what's happening right now is that because we live on a street that is

[8:44] adjacent to the Fire Island ferries and users of the ferries try to avoid the

[8:50] paid parking, it has become necessary to implement policies that restrict the

[8:54] parking on that street. Uh otherwise, our streets would be completely

[8:58] dominated by those trying to utilize that area for the ferries.

[9:03] And um

[9:07] our street is restricted right now to 2-hour parking, no overnight parking.

[9:13] And this policy protects our privileges to park in front of our homes and in on

[9:20] our own street as well as any guests who visit the homeowner or the resident.

[9:25] This policy, which protects the homeowner, on the flip side is

[9:29] penalizing the homeowners on my street when they inadvertently

[9:34] park over 2 hours or a guest does. Uh as much as we try to comply with

[9:40] these burden- burdensome rules, in reality, we receive tickets, as well as

[9:45] the ferry patrons, and I am sure that was never the intent of the rules.

[9:50] Uh a workaround needs to be thought through to prevent these incidents. When

[9:54] I called the parking violations department to discuss recent tickets

[9:58] that my guests and a cousin who lives with us incurred, I was told that many

[10:03] streets, about 10 to 15 of like Ocean Avenue, have a pass policy in place

[10:09] already, and that our street did not. And uh the man I spoke to didn't know

[10:13] why. Perhaps our street was overlooked. I would say this policy, uh if it was

[10:19] extended to our street, it would be the start to a solution, but

[10:23] would that would add that I would add that a reusable windshield pass,

[10:27] something like that, um available for our guests, would also be useful. As it

[10:33] is now, guests must keep track of their time, then they disengage from their

[10:37] visit, then they have to go move their cars, shuffle them around, and play a

[10:41] kind of a game to to keep from getting a ticket. And uh usually it works, but

[10:47] sometimes it doesn't. And when it doesn't, I'm the one that's very

[10:50] embarrassed that my guest got a ticket, and that I'm the one that pays it uh

[10:55] eventually. And um the security man who writes the tickets said that we should

[11:00] write a note, leave it in our dashboard, but I just think a more formal version

[11:05] of that idea would be more reliable. Um you know, I I value our uh community. I

[11:12] I support the parking management that has been put forth, but enforcement of

[11:18] that present policy, as it stands, I feel it's unfair and um and overly

[11:24] punitive to the people that live on that street and and pay taxes.

[11:35] would permit residents to be parking there.

[12:06] you for this opportunity. I just lost my thing. Hold on.

[12:11] Trying to zoom it in and I uh Okay, I'm

[12:16] Stephanie Volpe, 92 Glen Mere Way in Holbrook.

[12:20] I know we're really early on this issue, but I wanted to call it to attention of

[12:24] the board. It's about the Amazon proposed building,

[12:29] the 4.2 million square foot warehouse they want to put in Holbrook.

[12:34] It's not about being anti-Amazon. It's about the scope and scale of this

[12:39] property that we're concerned about. Um it's not zoned for this use, so when it

[12:43] does come in front of the board, we'd appreciate a vote no on the zone change.

[12:48] Um it's to protect the residential neighborhoods. Traffic's already a

[12:52] nightmare with the current Amazon and SunVet Mall traffic with the normal

[12:57] Broadway Avenue um traffic. So, that would just be

[13:02] made tremendously worse.

[13:05] Um we need an independent comprehensive

[13:08] traffic analysis as long as well as an environmental study for the area since

[13:13] it drains into the Sanssouci watershed. Public safety must come first with the

[13:19] traffic. It comes um car accidents.

[13:23] Um it does look like from the renderings that we pulled from online, they want to

[13:27] reopen Church Street. And Church Street, I don't know if you

[13:30] remember, was closed down because of how deadly it was to pedestrians,

[13:34] specifically children that were crossing over to the SunVet Mall.

[13:38] Um groundwater, stormwater must be

[13:41] protected. We live on Long Island and we already have concerns with water,

[13:45] especially in that area, since part of it was already a superfund site that had

[13:49] to be cleaned up from the '80s. Um noise, light pollution, air quality.

[13:56] We uh question whether or not the promised

[13:59] benefits from Amazon would value what would happen to the community and to the

[14:05] nature that would get destroyed. Um we oppose taxpayer-funded incentives and

[14:10] abatements for the project. We think Amazon can afford, if they were to build

[14:15] here, to build without tax abatement tax uh

[14:19] discounts and abatements. Um

[14:22] we would ask for full transparency. We found out about this through Newsday. Um

[14:28] with repeated discussions with local elected officials,

[14:32] um with concerns about this property for the past 15 years. So, um

[14:37] finding out by Newsday was kind of hard to hear.

[14:41] Um a town does not have to improve or develop upon every single

[14:47] empty property, especially with all the um

[14:51] » [clears throat] >> warehouses that already exist,

[14:53] especially ones that are empty. So, I would be asked on behalf of my

[14:58] community if we look long and hard and reject this when it does come in front

[15:03] of you. Thanks. >> Thank you. Next speaker, Jim Kiernan.

[15:16] » she she really uh hit on all the points. I I think really why we're here tonight

[15:21] is just to introduce ourselves to the board because there is a a huge huge

[15:27] group movement coming to oppose this project. So, this is at the very initial

[15:33] stage. There was over 200 people at the firehouse last night showing their

[15:38] opposition. So, really what we're trying to do is just let you know this is

[15:43] coming. [clears throat] This is a big wave coming and that

[15:47] everything is done above board and transparent. We met

[15:51] somebody we met a couple of individuals today from the IDA and also from the

[15:56] planning board and they were terrific. I mean, they

[15:59] they let it they gave us the the step-by-step how this process goes.

[16:05] I mean, we're all kind of rookies at this. We're just community members just

[16:09] trying to do the right thing. I've been in Holbrook a lot of years as you could

[16:13] tell by just looking at me. This is a bad idea. It really is a bad idea. So,

[16:25] assured there is a process that has to take place with any application,

[16:29] especially one like this. And it will be done with the utmost

[16:34] transparency. Next speaker, Gary McDonald.

[16:47] » Yes, ma'am. I don't I don't know if this has anything to do with what you're

[16:49] talking about right now. I came to speak at the contract screening

[16:53] » Would you please speak right into the microphone, please? Thank you.

[16:56] » I came to speak about the contract screening bids

[17:00] which I heard was supposed to be awarded today.

[17:04] » Well, not right here, but go ahead. >> Okay.

[17:08] I've been I'm from Lakeland Avenue Landscaping Supply. We've been screening

[17:12] compost for the town of Islip for over 20 years.

[17:16] Uh as of this year we were notified that we weren't going to

[17:22] receive this lower bid going forward. We are we were the lowest bidder by far

[17:29] on the contract. We own the equipment necessary to do the job.

[17:34] We had an issue this spring where breakdown and getting parts for machine

[17:38] put us a little behind. And then we weren't ready as normally as

[17:42] early as we should have been. We outproduce anybody out on the island.

[17:47] We have the only two real large screening plants that are

[17:52] tuned just for compost. We screened 31,725

[17:57] yd of compost in 6 weeks. Never been done before.

[18:03] The person next in line on the compost bid is 45% to 76% higher

[18:12] than we are. Our rates from last year to this year

[18:16] only went up 14% to cover the increase in cost and fuel

[18:21] and things of that nature. Really don't Really don't think it's

[18:25] fair to us or to the taxpayers to have to pay this increase

[18:31] cost in screening the product when it it's hard enough on people to pay their

[18:36] bills now. We uh

[18:39] we find it hard to believe that uh

[18:44] another company that's going to screen the same same amount of material for the

[18:48] same money would be almost 45% higher than what we are.

[18:54] So, what I uh

[18:57] the other thing I find is that nobody, including this next company

[19:02] in line, owns equipment that meets the bid process of 100 yd an hour. We do.

[19:09] We have the machines. Their machines cannot.

[19:12] Our mechanic and their mechanic are the same people. We We know this for sure.

[19:18] We uh even offered the town when we were

[19:21] screening it to try to help them get caught up.

[19:24] To screen in advance and take a deferred payment the following year if that's

[19:29] what they needed to help get out from under the bind they were in.

[19:32] Which they said they couldn't do. It's okay.

[19:35] The next problem is DEC is looking to cut the size of the piles at compost

[19:41] facility by 50% by early 2028. Which means a lot of material has to be

[19:47] screened and moved. And to move all that extra material and

[19:52] an extra increase of 45 to 75 cent I truly believe would be a unfair burden

[19:58] to the taxpayer. >> Thank you, Mr. McDonald. I would just

[20:01] ask, what is the name of your company? >> Lakeland Avenue Landscape Supply.

[20:06] And like I said, >> Lakeland Avenue Landscape Supply.

[20:11] And like I said, we've been screening the compost here for 20 years.

[20:39] the former owner at 261 South Seneca Road Avenue, Bayport.

[20:44] Last year uh they had come in

[20:49] with the same thing, a resolution and

[20:53] took a lot of my boats, trailers, things that were

[20:58] worth a lot of money because they weren't registered. Um

[21:03] this all happened because it was put through

[21:06] Fifth District and Supreme Court simultaneously.

[21:10] Um

[21:13] the Supreme Court ruled first. They hired private counsel.

[21:18] Um anyone I talked to about this, different

[21:22] attorneys, there's no precedent for what happened. And now they have

[21:28] a hearing today about taking um my truck and the trailer, which is

[21:34] all I have left there. It's a work trailer.

[21:36] The truck is a Hummer H1. Neither of these things are eyesores.

[21:41] Um

[21:44] basically the other part of it is the overgrowth of grass. The property

[21:51] was wetlands to begin with. Wouldn't be built on today, but when they came in to

[21:56] do the cleanup um

[22:00] they basically sunk into the ground because there's water aquifers

[22:06] in different areas on the ground. >> [clears throat]

[22:09] » Some of it is 4 ft down, some of it is like 2 ft. Anyway, they got two of their

[22:13] biggest machines stuck. And they had to get outside help

[22:19] to even release the machines because they were suctioned to the mud.

[22:23] And any point it made huge ruts in the property. They said they would come back

[22:29] and grade it. Um they never did. I called

[22:35] tried to inquire about it. Nothing. They never came back.

[22:39] The new owner of the house also sent landscaping

[22:45] uh company, two of them, over there.

[22:50] And they tried to do what they could, but they had no machines that could go

[22:55] over these giant ruts that were made, which was all over the property. It's a

[22:59] corner lot, 1 acre. At any rate, those conditions right now

[23:06] are basically the result of uh

[23:10] the last resolution that became and did what they did. I

[23:14] mean, it was a pretty

[23:17] pretty bad hack job. And it created more problems than

[23:21] solved. Uh they took away

[23:26] I mean, I have pictures of everything, but really nice boats and things that I

[23:29] had there. At any rate, they never gave me one piece of paperwork, nothing,

[23:32] nothing even written on a card. Is that my time?

[29:39] To call 811 and make sure that there is no gas service there that you would be

[29:49] really cost any anyone any money to call. It's a 24

[29:53] 7 phone number that's available. So it's just that little extra bit of caution

[29:57] that uh we're just trying to get the word out. So thank you for those who

[36:18] Corp uh Inc. for DPW 2-2026, Browns River
