Jasper County: offer counties. I know you currently work with Newton County, and we're looking to potentially engage with you and your company regarding HR services for the county, and potentially expanding that into payroll. So, I'll just give you the floor.

So, first and foremost, thank you for the opportunity, it's really great to meet you. I am Amber Fields, I'm one of the partners here at TrueU. I'm also the Chief Growth Officer, have been with the organization a little over 5 years, so I'm excited to share with you a little bit more about…

Amber Fields: We have been around for, a little over 12 years, almost 13 years, and in our time, we are solving the number one problem in business inside organizations who have people, is that number one challenge is the ability to attract, develop, and engage top talent so that you can retain them, so that you can drive the result that you're looking for. And through all the different services that we offer, that's what we're really focused on doing.

Amber Fields: We have, now over 350-plus years of combined experience designing and implementing proven HR talent culture strategies that drive those real organizational and business results.

Amber Fields: Everything from strategic to tactical, we are that full-service talent partner.
[1:13:12]
Amber Fields: What we do is we, focus on 4 different areas. We have a high focus, as I mentioned, on HR, talent, and culture strategy. So lots of organizations have a business plan and a finance plan, but don't often have a talent plan to really help them execute on, you know, focusing on the mission, taking care of the city, or whatever that might be. We help create that. That's really the foundation that we focus on.

Amber Fields: We also do outsourced and fractional HR. Some folks call it HR talent and culture operations. That's where we're going to spend a bulk of our time today.
[1:13:46]
Amber Fields: In addition to that, one of our differentiators is we have a virtual and in-person cultured community where we bring executive leaders, HR leaders, and people leaders together to help learn and grow.
[1:13:58]
Amber Fields: And then we also have an in-person and virtual leadership academy. So many leaders are, getting promoted because they're really great at their jobs, but never given the appropriate tools to be really great managers and leaders, and so we have accessibility, and offerings in that as well, if you were ever interested.
[1:14:16]
Amber Fields: So I wanted to share a little bit about what we heard in our first initial meetings. We talked about that today there is no, HR in place. The last HR hire left after about 5 months, and before that, HR sat inside the auditor's office without any formal HR training.
[1:14:34]
Amber Fields: There have been some payroll errors with the retirement withholdings, and taxes, have been calculated incorrectly with no clear review step to catch that.
[1:14:43]
Amber Fields: There has been some confidentiality gaps, so employee matters needs somewhere to go that sits outside of the department relationships and county politics.
[1:14:51]
Amber Fields: No shared process, so no formal HR system or documentation. Departments each kind of handle things their own way.
[1:14:59]
Amber Fields: There's been a little bit of resistance to change, so, friction between departments and pushback on new and younger HR staff asking for new habits and new expectations. We want to be able to resolve that. And then some retention pressure. County Pay competes against private sector, offers.
[1:15:17]
Amber Fields: And the last HR lead was poached away.
[1:15:20]
Amber Fields: So the… the other things that I took away, about 200 employees, there are 26 pay periods in a year, mostly remote support, and then we would… we would schedule on-site days to be able to support you all.
[1:15:33]
Amber Fields: Is there anything there, that I missed?

Amber Fields: Or anything that, in your conversations, you would want to add?
[1:15:42]
Jasper County: I think that covers some of the issues that we've been dealing with, but largely that we've just had no formal HR, not a good system in place. We haven't had time to…

Jasper County: And the way circumstances have fallen have kind of left us a little bit lacking in that regard, so we're really wanting to get
[1:15:58]
Jasper County: that, system in place for a better employee experience. And also, we… I talked with the auditor this morning, and her office has a lot of
[1:16:06]
Jasper County: other complex issues and deal with, and so that's where we're considering that, if we… if we have the payroll with you guys, it frees them up and allows this to be, you know, a more consistent process that we're looking to…
[1:16:20]
Jasper County: to implement here. Currently, the financial program, I believe the auditor uses is Lau, right? Are you able to interact and use that system?
[1:16:29]
Amber Fields: I believe so. Yeah, that's… we mentioned that's the one that Newton County uses as well.
[1:16:33]
Jasper County: Okay.
[1:16:34]
Amber Fields: Yeah.
[1:16:36]
Jasper County: Now, are you… what all are you providing? Just… just asking, what all you… do you provide for Newton County?

Amber Fields: So we do, their… what we call core services. We're not there yet. You'll get to see everything that is included in there, but we are their full HR team, essentially, and so we go on-site at least once per month, and really are that HR team
[1:16:58]
Amber Fields: And I'll show you down… I'll show you in a couple slides ahead exactly everything that we offer for them.

Jasper County: I feel like it's a good fit, I feel like it gives us a lot of,

Jasper County: a lot of, reassurance, you know, whether it's… whether it's TrueU or another firm like that, just… just to not have a gap like we have now.

Jasper County: Right. Because we're not responsible for that person. So, no, I don't have any questions. I think… I think it's a good… good direction. I think there's a lot of merit when you look at a neighboring county utilizing the same format we're looking at here.

Jasper County: trying to reinvent the wheel is not easy, or necessary when you've got somebody else doing it. Yeah.

Amber Fields: So I won't go through everything here. Like I said, you guys can take a look at this, in… when I send this over, but it just kind of shows you a couple gaps that you have, and at risk with the benefits and withholdings. You do have that handbook and policy in place, so that's good. And then a few additional gaps, and then at risk, the development and succession, so…

Amber Fields: Not having any manager training in place would be something that we would want to look at down the road.
[1:18:26]
Amber Fields: So I did include some of the, you know, with not having formal HR infrastructure in place, some of the things that it could expose the county to, that payroll and withholding accuracy, with no one being in that HR seat today, just making sure that every hire is compliant, the leave requests, the terminations, you know, for over 200 employees, that's… it's… it's unknown, and it's probably being absorbed by
[1:18:51]
Amber Fields: another staff doing that job, which takes them away from focusing on their
[1:18:56]
Amber Fields: their job, that confidentiality and neutrality, the undocumented practices, and then turnover in a thin market. So…
[1:19:04]
Amber Fields: The good news is, we are a partner that can take care of that. So we really want to focus on running your HR so that you can run the organization, because it is also a business. And so, you get your own dedicated talent team, so we… we are… we come in teams of 2 to 3, depending on, how much
[1:19:24]
Amber Fields: work there is, how many needs there are, so we get a VP of Talent. Our VP of Talent has at least 20 years of experience in HR, our HR director has at least 10, and then there is a talent business partner underneath that that has anywhere between 2 and 5.
[1:19:39]
Amber Fields: Sometimes you'll see them working on policies, updating handbooks, things like that. We come with an HR talent and culture toolbox of proven tactics, SOPs, HR best practices to really simplify the complexity of HR.
[1:19:55]
Amber Fields: And in the end, we want, to be able to be that integrated partner, where your employees know who we are, they know how… who to come to with issues, if they have questions. We are very much an integrated part of your organization, and I'll tell you a little bit more about that later.
[1:20:14]
Amber Fields: So, when you ask the question about what we are doing, for Newton County and what we are, proposing that we do for you all, so as I mentioned, you get the dedicated HR team, you get the toolbox of proven tactics.
[1:20:27]
Amber Fields: We will also manage all of your current HR relationships. So, your benefits provider, if there's 401 offered, for your payroll, you know, working through… working with that relationship, so… so kind of handling all of those conversations, being that point person for all of those current HR relationships.
[1:20:47]
Amber Fields: Most importantly, we're going to make sure that you are compliant. Make sure that in the hiring process, your I-9s are completed, any postings, any paperwork that is relevant to be connected, collected, we're going to do that. E-Verify if that is relevant. I'm not sure that that is for you all. The handbook.
[1:21:05]
Amber Fields: We're gonna look at it. I know it's worked through, another organization, but we can also continue to work with them and look at it. If there's any new HR policies, maintaining that.
[1:21:15]
Amber Fields: We handle employee file structure, maintenance and recording retention, so just making sure from
[1:21:20]
Amber Fields: the interview, hiring, to when they leave, when an employee turns over, we've got the appropriate information we need to have on file, and that we're only keeping it for as long as we need to. Lots of organizations believe they have to keep it forever, and if you're ever audited, you actually don't want to have those on hand.
[1:21:38]
Amber Fields: And so, we look at your leave management, so your PTO, FMLA, you know, any time off, we're gonna, manage that for you.
[1:21:47]
Amber Fields: We manage your pre-boarding of new hires, your orientation of new hires. I do like to make a delineation here. We handle everything up to the date of hire, and we will make sure that they have a plan, they know exactly where to show up, when to show up.
[1:22:03]
Amber Fields: We do leave onboarding for you all, because we want, we want them to really understand what it looks like to be a part of Jasper, what is the culture, and we really believe the people internally are the ones that, should have that conversation and welcome them, but we're definitely going to be a part of guiding and making sure that there's a solid plan in place for that.
[1:22:23]
Amber Fields: We do workers' compensation and unemployment claims management.
[1:22:27]
Amber Fields: Offboarding of employees, which includes an exit interview. We want to collect the data as to the reason why they're leaving, what would have made them stay? How can we continue to be better, you know, employers.
[1:22:39]
Amber Fields: Because we want our people to want to work for us. And then we handle all job descriptions. We also call them success profiles, so we create the external-facing job description. You probably have those today. We can help create the internal document.
[1:22:52]
Amber Fields: which is called a success profile, and it really gives employees an understanding of what it means to do their job, how it's done, and what does success look like in a year from now. So it becomes a really great tool based on that job description, where you can coach them throughout the year, and at the end of that year, you can continue to coach them up, or coach them out if their tour of duty is over.
[1:23:14]
Amber Fields: We create SOPs for every HR process that we do for you all, and so everything is documented, it lives inside of your, framework, whatever you use, Google or 365, or whatever you use, we have that live inside of your environment.
[1:23:29]
Amber Fields: And then employee relations management. So if there is an issue, if you do have to have us on-site because, you know, something is happening… happening, we can be available for that as needed. We can talk about what it looks like to have somebody on-site, a little bit further on.
[1:23:47]
Amber Fields: But if there's any issues with managers, coaching, one of the things that I love about what we do and the way we do it is, we don't just handle the situation for you, we can, but we also want to teach your managers and leaders, what does it look like to have those hard conversations? How can we coach you and help you, making sure you're handling them appropriately to protect the organization?
[1:24:10]
Amber Fields: So we work really closely with your teams on that.
[1:24:14]
Amber Fields: As mentioned, you get access to the Discounted Leadership Academy programs. If you wanted to participate in the monthly professional development, you can. There's also an online learning platform.

Amber Fields: So I'm going to pause there, because there's a lot, that we do take care of and answer any questions before I move into some of the premium and more strategic services.

Jasper County: It looks like a pretty comprehensive list, and we'll cover a lot of the deficiencies we currently have.

Jasper County: Yeah. I would say, based on… based on what our conversations have been.

Amber Fields: Yeah.

Amber Fields: This is everything that we believe is necessary for a solid HR infrastructure to protect an organization. This is everything that would need to be covered.

Jasper County: Got it.

Amber Fields: Okay.

Amber Fields: So typically what happens is we continue the relationship, more things come up, right? So…

Amber Fields: things like, engagement survey administration, we can do that. Interview process development, we can create that interview process, we can do the guides, and we can train your team so that everybody's interviewing across the board consistently, the way that you all want it to be done.
[1:25:20]
Amber Fields: If you were to ever go out and shop your benefits provider or your payroll company, we could come in and help, and these are on a project basis, but we could do all of the work. The benefits design, selecting the appropriate carrier, or vendor, and then doing the open enrollment for it. So, I won't go through everything here, but…

Amber Fields: A couple things to note. Recruiting is not included. That would be, a more strategic service, so if you ever wanted us to go out and help, in bringing in new candidates, things like that, that is something we can do. It is not included in what we're proposing today.

Again, I'm not going to spend a ton of time here, but I just want you to know you do have access to continued education and growth for your leaders virtually. Amber Fields: So, both. So, the programs that are the quarterly ones for the executives, obviously HR leaders and people leaders, these are both monthly and quarterly that they can attend. They're held at a particular time, but they're also recorded, so they can go in and watch them on their own time if you want. We teach things, like…

Amber Fields: Accountability, how to set appropriate expectations, conflict resolution, effective communication, stuff like that.

Jasper County: Got it. Okay.
[1:27:01]
Amber Fields: And these, these are multi-company cohorts, so you have anywhere between 15 to 30 people in a cohort with other, organizations, and these are… it's about 42 hours of training.
[1:27:14]
Amber Fields: They meet 6 times in that 3 months, and these are the different competencies based on the class, that we offer.
[1:27:21]
Amber Fields: Happy to chat about that in the future, if you want to dig in a little bit more on that.

Amber Fields: We also have access to assessments, so lots of organizations like to use these as great tools for better communication, understanding one another. Know that you can get access to those through us as well.

Amber Fields: And then this is just a smattering of the different types of organizations that we work with, the people that, if you were to come to an event, you'd be in the room with, that we have, that we have worked with. So every… from government organizations, non-for-profits, professional services, construction, and all across the country. So, we are coast to coast.

Amber Fields: With a big presence here in Indy, obviously, because it's where we started.

Amber Fields: Yeah, we are very lucky. We get to work with a lot of really great people. So this is the scope of work, friends. Everything that I mentioned before, in addition to that, we did add one strategic service for you all, and that's the payroll services. So we would be working to run payroll for you all, in addition to everything else that we talked about.

Amber Fields: So here is the investment slide. It is the $9,500 per month. It is a one-year agreement.

Amber Fields: We put in here on-site, so it would be $500 per day, and what that means is you have a dedicated 1 or 2 times per month that we would be driving up and being there for the day.
[1:29:15]
Amber Fields: As mentioned, there might be times that we will come up, especially in the first 90 days, that we will be up there more frequently, spending more time with you all, because we… we are, business and organizationally minded first. We really want to understand the culture of the company, organization, really understanding where you sit today, working with you to figure out prioritization of what needs to be worked on first.

Amber Fields: And so, in that first 90 days, we'll be spending a lot of time, so…
[1:29:43]
Amber Fields: Rin, when I sent over the, agreement, you noticed I put a… in there, this wouldn't start… the onsite wouldn't start until after the fourth… after the third month in month four, and I did it for 6 months, because then you might want to drop down to one day, or, some virtual time.

Jasper County: Got it.
[1:29:59]
Amber Fields: Okay? There is a one-time foundation fee, everyone. It is spread out over the first 3 months of service, because as I mentioned, we'll be spending a lot of time with you just getting onboarded and everything.

Jasper County: Okay.

Amber Fields: Okay? And then those Leadership Academy classes are above the, above the cost, but they're highly discounted for our clients.
[1:30:20]
Amber Fields: I left those there as well.
[1:30:22]
Jasper County: Okay, what would it look like? Let's… let's just say, hypothetically, we enter into an agreement with.
[1:30:28]
Jasper County: your company and you. What's the timeline look like as far as getting up to speed and getting implemented here? I know it's a ramp-up process, I'm sure, but what's that look like?
[1:30:41]
Amber Fields: Yeah, so, we would… you've already got the agreement, if you signed it, we would be launching and onboarding within the next 2 to 3 weeks. We've just brought on a couple new employees.
[1:30:51]
Amber Fields: And so we want to get them onboarded. I don't know where your account would go, it really just depends on, at what time you come in. We look at capacity, we look at experience, and so we will make those determinations once you decide, you want to work with us.
[1:31:06]
Amber Fields: And so, in that time frame, though, there's some back-end work that we're going to be doing. We will be working with you all to determine what key meetings that we need to be a part of as it relates to leadership meetings, meetings that we should be attending to get acclimated with all of you or anybody else inside of the office that we need to be connected with.
[1:31:26]
Amber Fields: We would schedule a 90-minute, kickoff.
[1:31:29]
Amber Fields: Whether that be virtual, in person, I leave that up to you and the HR team to decide, but it would be about 90 minutes long for us to really establish
[1:31:38]
Amber Fields: who we are, get to know everyone, get to know, you know, all the parties that be. We would ask for an HR email, so HR at, you know, Jasper County, and so that all of the communications flow, and we can immediately start receiving things, sending things out. If any emergency came up and you needed HR support, we can begin the day the agreement is signed, okay, if anything were to come up.
[1:32:04]
Amber Fields: During that 90-minute, we would want to look at the immediate systems that we need to get access to. We would talk through, like I said, the prioritization, and then schedule the next, kind of, 30, 60, 90 days of what that's going to look like. It typically takes us, you know, 45 to 60 days to get fully onboarded and taking over and doing a lot of the day-to-day work.

Amber Fields: So I've kind of broken it out over the first 90 days. You've got the kickoff, one to two weeks, after signature, you've got your first 30 days of transition and access, you've got your 31 to 60 days of building that foundation, and then the full handover is 61 to 90. So on, you know, the 90th day, we will be handling almost everything.

Amber Fields: And finally, a year from now, just making sure that you have a professional HR function that is fully stood up and running, your payroll and benefits are accurate and compliant for every cycle, your process and documentation exist, and departments follow the same ones, and then, you know, really hoping for less drama, better employee experience, and a reason for people to stay.

Jasper County: So realistically, we could… I mean, if we did something here in the near future, we could be… we could count on having you guys onboarded, like, October 1st, starting this, right?

Amber Fields: Yeah.

Amber Fields: Or at least the kickoff schedule, like, at least starting, yeah, starting the conversation by then, absolutely.

Jasper County: the payroll going. We know HR needs to probably go that direction, since the,
[1:34:52]
Jasper County: Last few months, and going through, having a good one in place and losing it,

Jasper County: I think it's a, a right direction to go. I guess one question I have, would they need a,

Jasper County: office to use here, when they're here during the days, to where you would be keeping a place, such as you had for HR?

Jasper County: You are on. Alright, perfect. Good morning, everyone. Morning. So, I'll be covering for myself, and then Mark Runyon as well, for both projects. So, first on the NiceHorse Genco,
[1:41:49]
Jasper County: Schaefer CCGT project, just overall construction updates. So, if you've been driving by there, noticed, really just focus on earthwork still. So continued, topsoil stripping and installing some of our stormwater ponds and other drainage features.
[1:42:04]
Jasper County: We did also continue receiving and stockpiling aggregates, and then spreading those across the site to support future work.
[1:42:11]
Jasper County: One thing I'll point out is really a lot of that, like, stockpiling and receiving aggregates, that's going to continue throughout this year for additional foundation work, deep foundations, and things of that nature. So a lot of that traffic, the goal is to spread it out, but it will continue for, like, those dump trucks and things like that.
[1:42:28]
Jasper County: continue to receive temporary facilities to support construction. They have been installing the, the fencing around the facility, and then we're working on installing the, craft access road that will be coming in off of County Road 180 East. So, that's been, been ongoing.
[1:42:45]
Jasper County: Outside of that, just generally receiving deliveries and things of that nature. They'll be, staffing up for one of their subcontractors that will be installing, our deeper foundations in the next month or so here, so there'll be a little uptick in traffic as that work on, continues.

Jasper County: But other than that, did complete some of the road repairs that we had on 1450, and then also we had that road crossing on, 180 East, and that was completed as well.

Jasper County: Is there a process to come back and pave over top of the asphalt, or the concrete, or are you just leaving concrete as it is? So the way that I think we have it laid out is,

Jasper County: that initial asphalt that was done for the entire road was really just the initial base, and then after all projects are done, then we'd go back and asphalt it at all. Alright, I didn't know if you… I noticed, obviously.

Jasper County: there's a difference in height there, so I didn't know if you guys were gonna come back in and patch over top that to bring it to the height or not, so… Not at this point, but then, yeah, end state of after all project is done, give a clean,

Jasper County: All right, then moving over to the NIPSCO, Schaefer Gas Peak project. One question, are you on… are you on schedule with this? Sort of? As far as you know? Sort of. Yes, currently we are on schedule overall for the project, so as far as initial activities, delivery of equipment, right now, nothing… nothing outside of whack. What we're doing is we're really refining some of the, like, when the plant will be… come online and things like that.

Jasper County: All in the same general time frame. Okay.

Jasper County: Have you… have you started receiving any of your heavy hauls that were supposed to be coming in through rail yet? No, we won't be receiving anything for that particular project until, I think it's late 20… yeah, in 2027, late 2027. Okay. Early 2028. Yeah, so there will be some on the peaker units, though, yep.

Jasper County: Alright, continue. Yeah, yeah, so for the NIPSCO Schaefer Gas Peaker project, on that one, they did actually receive some heavy hauls, so if you look at some of the major, deliveries that we had, did receive

Jasper County: one of the GSUs, so that was a heavy haul coming in from our internal rail spur. They did the heavy haul from that rail spur, through the internal plant roads, and then out, to the project site there, and all that went
[1:45:14]
Jasper County: fairly well.
[1:45:15]
Jasper County: They do have a couple other large deliveries coming throughout this month. I believe all of them are coming via truck, though. So, like, the unit auxiliary transformers are smaller transformers, the generator circuit breakers, and then compressed air systems. So I don't envision any of those to be highly impactful, you know, if they're slightly oversized loads, but there's nothing slow-moving or anything like that. Should be fairly standard.

Jasper County: From a construction perspective on their end, so they did complete mobilization of their general works contractor that will be doing the majority of the work at the facility there. They started installing, deep foundations, so those are the stone columns. After that, they'll have the primary foundations that go on top of those, and that will continue throughout the year.

Jasper County: And then now, they have continued additional installation of steel structures within their substation.
[1:46:04]
Jasper County: Completed the gas infrastructure that will go to the facility, so they completed that gas line, and then completed the pressure testing associated with that.
[1:46:14]
Jasper County: Minor note on that one, there's a little road repair that needs to be completed, right next to, like, the peaker entrances off of 1450, and I believe they're gonna start that tomorrow.
[1:46:26]
Jasper County: And then for that project, overall, you know, getting it online, that has shifted out into the 2028 time period. But outside of that, it's about what we have for the PECA projects. Any questions on that one?

Jasper County: Do you know if, and you may not, because you're doing this remark, but… Yeah. Do you know if they got the addressing issue figured out with the peaker and the other projects down there, so when these addresses are getting punched in.

Jasper County: Google Earth, and something's coming from Fort Wayne, it doesn't bring them down $300, it takes them around to bring them in on $1,500. I know Mary was working on that, I know Amazon was, and I just want to make sure

Jasper County: you're getting these other heavy loads, we don't shoot them down 300. Right, we haven't seen… we have explored it, but we haven't found, like, an IT issue where we can go in and say, in Google Maps, it will now tell you to go a preferred route.

Jasper County: But what we have been doing is we've been issuing a very specific set of delivery instructions to anybody, at least I know on the CCGT project, if you're delivering to this site, you are to follow these roads, and here are the roads that you are to exclude because they're outside of the improved

Jasper County: roads and things like that. So, yes, there has been a strong effort in doing that, so we'll continue to work through that.
