[4:41]
Thank you for your work. I appreciate it. It's all
[4:43]
I have to say. Great, thank you. More than welcome
[4:46]
to repeat that anytime you like. All right, anyone else
[4:51]
in the room? Don't see anyone else in the room.
[4:55]
And let me just double check online. No one online.
[5:00]
Great. Thank you. Commissioners report. Yes, boy, it was a
[5:06]
full week of activity. So I know we'll probably have
[5:09]
some overlap.
[15:15]
Getting people in and the stability, it just increases the
[15:20]
stability around especially affordable housing so much more. And we
[15:27]
really appreciate the landlords who participate in that. After that,
[15:31]
I ran over to Red Rock's Community College where some
[15:35]
of the instructors in their technical fields there
[15:46]
were doing what they call the ACE boot camp where
[15:48]
they bring in, could be high school students, could be
[15:54]
college students, or there are even some folks a little
[15:57]
bit beyond that in their technical careers that came in
[16:05]
doing some competitions on making using the various machines to
[16:12]
make machines and then have competitions about using those machines
[16:21]
to do tasks and just really neat to see the
[16:25]
collaborations between our community college. War and tech, our technical
[16:32]
high school there. And these were folks that I met
[16:36]
when we did our trip to Tucson to look at
[16:41]
their community college and some of the things that they're
[16:46]
looking at there. So great to see all those participants
[16:52]
as well. Thank you for our parts in open space
[17:01]
for hosting national public lands day again.
[46:02]
Three minutes, due diligence or recording documents, the sale purchase
[46:08]
of that. And the county triffice would also like the
[46:12]
authority to extend the purchase sale agreement as we continue
[46:16]
our negotiations in case it be run out of time.
[46:21]
And other than that, is there any specific you wanted
[46:23]
to add.
[52:04]
Have some aware, just a discussion doesn't have to be
[52:07]
a firm number, but. Any questions.
[52:35]
For 1. 1. 2.
[1:03:31]
And I think we landed in the best possible place
[1:03:34]
given the situation and what was put forward by the
[1:03:37]
city of Lakewood. So thank you for that.
[1:03:50]
I think Jefferson County has responded incredibly well considering the
[1:03:55]
city of Lakewood approach, which does not need the standards
[1:04:00]
that any of this region has set for a number
[1:04:02]
of years, even before the sphere weather IGA. And so
[1:04:06]
it's unfortunate. It's unfortunate with leadership changes that happened in
[1:04:09]
Lakewood, but I do commend Jefferson County for responding the
[1:04:13]
way we have, but it is less than ideal for
[1:04:16]
sure. And the only communication challenge I think we could
[1:04:20]
face is among some of those homelessness prevention advocates in
[1:04:25]
our VATA who feel very strongly about this. And then
[1:04:28]
the question is, why did the county make a decision
[1:04:31]
to take away a million dollars from the 3 million
[1:04:33]
dollar pot that were set aside for navigation center? And
[1:04:36]
so I think we should just be prepared. Should we
[1:04:40]
get questions about that to help explain why this happened.
[1:04:39]
I think the public facing fiscal stewardship component to this
[1:04:43]
that you all have discussed a couple different times over
[1:04:46]
the years with us of having the money sitting there,
[1:04:50]
not being utilized when we do have increasing issues and
[1:04:54]
needs and costs. So I think it's both of those.
[1:04:57]
And I, you know, we work closely to advocates and
[1:05:00]
we completely understand where they're coming from. And at the
[1:05:02]
end of the day, we inject the county can't control
[1:05:05]
what's happening in our VATA. So how long do we
[1:05:09]
call those funds aside while they continue to work out
[1:05:13]
possible solutions? But I agree. I think it's something we
[1:05:16]
need to be careful. Yeah, I think that's a really
[1:05:18]
good point too. And it's been oppressing issue for us
[1:05:21]
for four or five years now. Yeah. That's exactly that.
[1:05:27]
As much as some of this is unsettled or unsettling
[1:05:35]
the point thinking back five years ago when we were
[1:05:37]
having these conversations, we have, here's our six million dollars
[1:05:42]
in three and three and all of that. And, um,
[1:05:46]
three of it's spent. And knowing that as unsettled as
[1:05:51]
the other three million might be knowing that, um, a
[1:05:56]
million of that will go to actually helping our unhoused
[1:06:00]
population in the next year. Gives me some, some comfort
[1:06:07]
there, but also, you know, knowing that the other, it
[1:06:12]
sounds, um, I'm guessing since you mentioned. The idea around
[1:06:18]
Westminster, uh, maybe doing something similar thing that that's out
[1:06:23]
there and I know that that had bubbled up a
[1:06:26]
little bit. Uh, a month or two ago that I
[1:06:29]
had heard something, uh, so obviously our dad knows about
[1:06:35]
that discussion now. The deputy city manager said it openly
[1:06:40]
in our monthly meeting. Okay. So, um, that's out there.
[1:06:44]
So our value was the first site to it potential
[1:06:48]
navigation center. They actually owned land for a navigation center
[1:06:51]
at the very beginning. That was our, our like promise
[1:06:54]
at the very beginning of how quickly it could be
[1:06:56]
done, but their council decided to sell the land. So.
[1:07:02]
For a couple of points. So, um, I do like
[1:07:05]
in the first time I've been here, it's an amazing
[1:07:08]
amount of work you all have done responding to the
[1:07:10]
call and in a very broad geographic range. So I
[1:07:17]
think we should take note of that. I do think,
[1:07:20]
I mean, one of the things I carry and Kate
[1:07:22]
and I have talked about is thinking, um, being able
[1:07:26]
to be more comprehensive in our thinking and our approach
[1:07:29]
towards homelessness. And I, and I think that's been the
[1:07:32]
intent all along, but it's been a little bit of
[1:07:34]
a scramble. So we just got to plug the holes,
[1:07:37]
right? Um, whether it's cold weather, whether it's a navigation
[1:07:40]
center, I think there's some time now and things are
[1:07:43]
established that we can think more comprehensively in our conversations
[1:07:47]
with our, uh, with our partners, uh, and then Lesail
[1:07:51]
just offer, I am, I forgot, I am going to
[1:07:53]
visit the navigation center next week and have a conversation
[1:07:56]
with Travis about what, just to understand center and then
[1:08:01]
how we're going to approach the conversation next year. Yeah.
[1:08:05]
I think my frustration stands through the fact that we
[1:08:08]
have been very comprehensive and strategic and collaborative with the
[1:08:13]
cities in dealing with this issue. And it's a critical
[1:08:16]
issue that we all have to step up and address.
[1:08:19]
Um, understandably. And I really respect the work that our
[1:08:23]
team has done and how you've really lifted this up
[1:08:26]
through the regional forums and more. And I think this
[1:08:29]
is a case where we had a huge surprise as
[1:08:32]
we know from one of our partners and doing our
[1:08:36]
best sort of navigate this specific piece of it and
[1:08:39]
just making sure that it doesn't have a ripple impact
[1:08:42]
on the good strategies that we know actually work at
[1:08:45]
a responsive, especially during extreme weather.
[1:08:55]
I was going to do my, my best invitation of
[1:08:58]
Joni Goose. Can you tell me how, how much money
[1:09:02]
did he put into the construction of Edwin?
[1:09:12]
I know like what the navigation hears in like what
[1:09:19]
I know that they put a lot of skin in
[1:09:21]
the game. I have any of the other cities put
[1:09:25]
money in like how much did you? Was there two
[1:09:29]
millimeter? Oh, three million. We couldn't have any of the
[1:09:33]
other cities than a. Right. They are contributing. Right.
[1:09:45]
There's been limited, uh, contributions. Okay. I just, and I
[1:09:51]
won't go through each city then as congressman Nagusa, he
[1:09:58]
would, he would do it in a. Very. Statistic way.
[1:10:08]
Talking about potential ways of looking in the future, uh,
[1:10:12]
talking about the point in time. So in my mind,
[1:10:16]
I'm seeing the point in time, uh, finding people where
[1:10:20]
they are. And counting them where they have, are we,
[1:10:26]
do we locate folks at the point in time survey
[1:10:32]
that we locate them specifically. Whether they're on this side
[1:10:36]
of the street in Jeff, though, unencorporated or this side
[1:10:40]
of the street in likewood. Yes. So our point signed
[1:10:46]
is divided out with regions. And that's how we get
[1:10:50]
the percentages of our population of homelessness. Um, the only,
[1:10:56]
the one factor this last year, the discrepancy is because
[1:11:00]
our motel vouchering, um, defaulted to our address, the county
[1:11:06]
address, which is located in golden. Goldens, point time count
[1:11:11]
reflex 430 something. I have asked in DHI to pull
[1:11:19]
that out and make that differentiation. And I'm not getting
[1:11:23]
very far. So it's another just disclaimer asterisk to the
[1:11:27]
point time count. But yes, they are designated by an
[1:11:30]
incorporated Jeff co and each municipality for the percentage based
[1:11:35]
on how they answer. So they could be in Lakewood
[1:11:37]
at one of the events where their services and items
[1:11:41]
being provided. But if they identify that they stayed last
[1:11:44]
night in Westminster, if they will count as Westminster. Yep.
[1:11:49]
So it comes down to how that's answered. That's a
[1:11:52]
survey. And they're in a motel. The motel could be
[1:11:57]
in wheat ridge. Yet they spend most of their time
[1:12:02]
in like winners. Yeah. And we did last year instead
[1:12:06]
of going out, um, because we sheltered, I think there
[1:12:09]
was almost 400 that we sheltered the magnet point time
[1:12:13]
count. Um, we did vocal surveys, uh, with them instead
[1:12:17]
of, uh, the individual survey. So that's why they all
[1:12:20]
fell into, because we wanted to capture numbers, um, that's
[1:12:24]
why they fell into the one address rather than where
[1:12:27]
the motel was located. So no matter how the hundred
[1:12:36]
percent most fair way of doing this, um, the nuances
[1:12:41]
to it. Yeah. I know none of our entities and
[1:12:47]
Jeffko would ever do this. But also, you know, point
[1:12:51]
times coming up next week. Let's make sure our numbers
[1:12:54]
are lower. I know none of our entities would ever
[1:12:57]
think of doing something along those lines. But it is
[1:13:00]
something liquid. Expressives with the numbers. They do express the
[1:13:04]
nurse sometimes that while we're holding magnet events and liquid.
[1:13:08]
So this drawing more people in it. Like there are
[1:13:10]
those types of, but yeah, the intentional moving people, that's
[1:13:12]
not happening, but there is some arguments that will make
[1:13:15]
after a daughter's two painting wise, some numbers are higher
[1:13:18]
than others. And the navigation center being in Lakewood and
[1:13:23]
not even near a border in liquid. It's smack in
[1:13:26]
the middle. Of liquid. So, um. I'll just ask how
[1:13:34]
much money did Jefferson County put in three million. Yes.
[1:13:39]
Okay. I'll stop similar to six on the new mount
[1:13:44]
we're going to put in. So I'll read that. Um,
[1:13:47]
we are asking direction support for bringing asking direction of
[1:13:53]
the hearing for the chair for the BCC to delegate
[1:13:58]
authority to the county manager to sign this IgA. Um,
[1:14:02]
it is over 500, 000 dollars. So we will need
[1:14:05]
that signature authority.
[1:20:21]
Who share some recommendations or appointments to two boards. The
[1:20:25]
airport advisory board, as well as the community correction sport.
[1:20:37]
All right, so we are seeking to fill four upcoming
[1:20:44]
vacancies, but then also recommending. Additional members, Cammy Welch filled
[1:20:51]
a fifth spot on the airport advice or reward.
[1:21:07]
And if you flip to the next one, you'll see.
[1:25:23]
To realign those expenditures with the board's original 2025 and
[1:25:28]
10th that those funds be covered by RPPF. The transition
[1:25:35]
did not occur in 2025 and it wasn't appropriated in
[1:25:40]
2026. Those funds have been set aside, and this will
[1:25:45]
not change the savings numbers that you've been looking at
[1:25:48]
during budget developments.
[1:36:00]
Folks to drive and park. We would see it more
[1:36:03]
as a neighborhood access. If I remember correctly, Joe Kirby
[1:36:10]
was working. There were some folks experiencing homelessness who used
[1:36:15]
that area quite a bit, that the neighbors that done
[1:36:20]
some work with the neighbors and stuff addressing that. So.
[1:36:28]
Well, hopefully we get that roundabout and until they're talking
[1:36:33]
about, like I said, everything should be designed so we
[1:36:35]
don't have to rebuild. Like
[1:36:45]
road capacity. How do you think about ecosystem capacity by
[1:36:48]
increasing your doubling your parking spaces? Just more property, Aaron,
[1:36:54]
you and I have talked about just people always trying
[1:36:56]
to balance.
[1:47:29]
Helps pedestrians. Crossing. I mean, that doesn't address being on
[1:47:34]
the side of the street. So I appreciate your comment
[1:47:37]
about, is there a way to bump it up? I
[1:47:40]
don't know, I haven't looked into that yet. Design takes
[1:47:43]
time. You know, it's not a slip of switch, but
[1:47:47]
to the extent, we can push this up anywhere on
[1:47:51]
the list for design in 2027. And certainly construction. I
[1:47:56]
will ask about that. Well, and let me ask you
[1:47:59]
this, Commissioner, would you be comfortable providing direction to our
[1:48:03]
county manager to do exactly that we're born, not just
[1:48:07]
wanting to kind of row commissioner? I like to think
[1:48:10]
I am. But I also think that's right. I think
[1:48:17]
it would be helpful to maybe in a future briefing
[1:48:20]
or maybe it's a Wednesday meeting, just to hear back
[1:48:24]
from Verdenbridge, given the concerns with your community today on
[1:48:28]
what might be possible. In terms of keep the most
[1:48:31]
kids safe. And I recognize this is. I just think
[1:48:36]
it would be good to be able to say, we
[1:48:39]
heard those concerns. Here's what we think we can do.
[1:48:41]
Here's how we might be able to balance it given
[1:48:43]
the fact that it was set for more than a,
[1:48:47]
it was set for 2027. It was a construction. Yeah.
[1:48:54]
Just one other thing I wanted to, are you okay?
[1:48:56]
Oh, yes. As I look at the map here. I
[1:49:04]
drag this word right here. It's not talking, but I
[1:49:11]
have not gone left or right on 52nd here before.
[1:49:16]
So along war, there's quite a few businesses and everything,
[1:49:22]
but also on the other side, on the east side
[1:49:25]
of the board, there's. Looks like a five - owl
[1:49:31]
house. Pretty dense. Carbon townhouse
[1:49:38]
area. And then there's another one a little bit further
[1:49:43]
east. And then the more neighborhoods over there. So what
[1:49:47]
I heard from Friday and what we heard today were
[1:49:50]
all folks who live west of Drake. Estates.
[1:50:04]
But I'm guessing that there are folks over on the
[1:50:07]
east side that might have, and maybe it's not as
[1:50:11]
much of an issue because obviously the. Stoplights and stuff
[1:50:19]
at 50 second, they're award and everything. But just also
[1:50:24]
wanted to make sure because it's kind of a business
[1:50:28]
slash industrial area. To get through from ward over to
[1:50:33]
Drake. So just want to make sure that if there
[1:50:38]
are folks over to these side. Yeah, appreciate the comment
[1:50:42]
about being contextual and having not just the ones stripped
[1:50:47]
that came up in the comments today, but hope you're
[1:50:49]
a little brother.
[1:51:14]
So we will do that.
