We have a new aircraft coming and we're opening a new base in South Texas, so again I just
[3:34]

[4:03]
discuss, consider and take action on a presentation by
[4:07]
Rielle, in recognition of recommendations of
[4:10]
September as Connelection, Ma.
[4:20]
Good morning.
[4:22]
Good morning.
[4:23]
Good evening.
[4:25]
Yes, hi.
[4:26]
Good morning.
[4:27]
My name is Pam Hernandez.
[4:28]
I'm with Rielle.
[4:30]
I want to thank you all for having us have with me.
[5:00]
As the Vanna Molina, she is our food pantry manager and our transportation director,
[5:05]
Muthin, ordinalas Mata, we're all here. Thank you for taking the time and having us here.
[5:11]
We want to thank you for putting this proclamation together as Jim Wells County recognizes
[5:17]
hunger, action month. Santero, that went from hecho extends its sincere appreciation to Jim Wells County
[5:25]
commissioners and court for its continued support, partnership and commitment to the residents
[5:31]
we collectively serve. Together we are bringing nutritious food closer to the people who
[5:37]
needed and strengthening food security throughout Jim Wells County and rural South
[5:42]
Texas. We're happy to announce that we have been doing this for three years already. It seems
[5:48]
like we just started right and so we have really been breaking barriers and the numbers proved
[5:56]
that next I'm going to have Savannah Molina go ahead and share that amazing information
[6:01]
with you.
[6:02]
Thank you.
[6:03]
Thank you.
[6:04]
Good morning.
[6:05]
Thank you for this opportunity.
[6:08]
We have done so much together and it's been amazing.
[6:12]
we have served for the past 18 months. We've served about 51, 51,000 individuals in our area.
[6:20]
And the impact of food insecurity is so people need it so much nowadays.
[6:27]
You help this grow
[6:28]
from one place, now we have four places, and it's amazing. Yesterday we were in Orange Grove,
[6:34]
we served 87 households. We had a lady come up walking with her baby in one arm asking for food
[6:41]
and giving her that bag of food just frightened her life, you know, she was so happy grateful.
[6:46]
She even asked for an extra, we gave extra because she didn't know where she doesn't
[6:50]
be next week as well. So with the all's help getting back to the community has been amazing,
[6:56]
the blessings you all give is great. You know, those families really need it and they are very
[7:01]
grateful for all this. We're partying up with farmers to get farms to table now.
[7:06]
with most Jerry Farm we start getting milk so now families could get fresh milk so
[7:13]
getting with farmers are also helping our community stay local so thank you all
[7:18]
so much for everything you all do for us thank you seven you want to read the
[7:23]
press the information or do you have it I don't have a connection
[7:46]
Thank you.
[7:47]
Thank you.
[7:49]
So this is a Proclamation National Hunger Action Month for September 2026, whereas September
[7:57]
is recognized as Hunger Action Month, a time dedicated to raising awareness of hunger and
[8:03]
food insecurity and encouraging communities to take action to ensure that individuals and
[8:08]
families have access to nutritious food and essential resources, and whereas food and security
[8:15]
can affect individuals of all ages and circumstances, including children, older adults,
[8:21]
working families, individuals with disabilities, and others experiencing financial hardship
[8:26]
or unexpected challenges, and whereas access to nutritious food is essential to the health,
[8:34]
well-being, dignity, and stability of individuals and families and contributes to stronger healthcare
[8:42]
communities throughout Jim Wells County, and whereas the dressing hunger requires the
[8:48]
continued cooperation of local governments, non-profit organizations, businesses, volunteers,
[8:56]
community partners, and residents working together to identify needs and connect individuals and
[9:02]
families with available resources and whereas real real food pantries through its food
[9:09]
pantry locations serving Jim most county works to help individuals and families
[9:14]
experiencing food insecurity by providing access to food hygiene items and other
[9:21]
essential resources while connecting residents with additional community support
[9:25]
and whereas hunger action month provides an opportunity to recognize the dedicated
[9:30]
staff volunteers, donors, organizations and community partners who contribute their time, resources,
[9:39]
and compassion towards reducing hunger and strengthening the well-being of Jim Wells County
[9:45]
residents. Now, therefore, be it proclaimed that the Jim Wells County Commissioners court
[9:52]
hereby recognizes September 2026 as hunger action month in Jim Wells County, Texas and encourages
[10:00]
Or local hunger relief efforts volunteer when possible and work together towards a community where
[10:08]
everyone has access to the food and resources it needs to thrive. Thank you.
[10:15]
Thank you so much for your presentation.
[10:22]
I'm thinking I ask your questions.
[10:24]
Can you give us an update on your new facility?
[10:29]
Can you give me an update on your new facility?
[10:33]
Absolutely.
[10:34]
Before I move on to the facility,
[10:36]
let me just make one comment on the student security.
[10:40]
The numbers yesterday from Orange Grove 87 households were served.
[10:44]
75 of those households were new households.
[10:48]
They had never been registered in our system.
[10:51]
That tells us that, no matter how often we have food
[10:55]
pantry deliveries, food pantries here in Alice,
[10:59]
not everyone who needs it is being able to travel
[11:01]
to these locations.
[11:03]
So our new approach, sir, is also going into community.
[11:06]
So this is an indication of how much the need is
[11:09]
and how it continues.
[11:10]
That's about 83% of all of those served yesterday.
[11:14]
We're completely new families being served in need.
[11:18]
That is just a figure that is astounding.
[11:23]
The food insecurity is great.
[11:24]
But let me move to your question, sir.
[11:26]
Our facility, as you know, on the 22nd,
[11:28]
we're having our walkthrough on our maintenance facility.
[11:32]
The northern part of our campus is advancing much faster.
[11:35]
That's the maintenance facility,
[11:37]
the washman, the fuel station.
[11:38]
we're extending it to local communities,
[11:42]
local elected officials to come and see
[11:44]
this regional facility and how better serve them.
[11:46]
We are about halfway through the entire project
[11:49]
and we're hoping completion towards October of 2027.
[11:54]
But if you, once you go by there,
[11:56]
you will not recognize what's going on.
[11:57]
The facility is amazing.
[11:59]
Good, you see how it is growing by leave some bounds
[12:04]
and everything we're doing to bring it to its completion.
[12:08]
It's getting closer and closer every day. We were just awarded an additional $3 million from the Texas Transportation Commission. We're waiting to confirm which if any of the commissioners will be able to join us
[12:19]
But I hope you'll be able to join us. I know we've received some confirmations. Have we received your confirmation yet, sir?
[12:26]
About we hope we you'll be able to be there on the 22nd with us
[12:29]
Any third I've been so busy. There you go. It's a 23rd
[12:34]
Great anything else
[12:36]
That's it. No again appreciate you guys very much. I just want to say a few things about reality
[12:42]
I have attended a numerous events in San Diego, Alice, and I'm very impressed and astounded that
[12:50]
Look on people's faces when they attend a sentence for food resources which a health medical or
[12:57]
Mental health and you know, you have all these people come together to offer the services to people and some are very
[13:04]
free, you qualify, you get free medical, and I think the community really needs all that at
[13:11]
this time. You know, things are not what they used to be, and we understand that, but there
[13:18]
is a lot of need for help out there. Thank you very much. Absolutely. Thank you for those words.
[13:25]
I know that transportation is excellent.
[13:29]
Sir, you're right. I head of my agenda, because I was
[13:31]
Just about to roll in that aspect of how we integrate
[13:36]
mental health services, food pantry and transportation
[13:40]
for residents in our communities
[13:42]
that are not able to come to food pantry.
[13:45]
They can contact us and we would be able to provide
[13:47]
free transportation, my apologies.
[13:51]
No cost transportation to get to the food pantries
[13:54]
and we're looking at next year doing a food pantry
[13:59]
delivery based on eligibility and criteria to be met.
[14:03]
But we thank you also for how transportation
[14:06]
plays a key role.
[14:07]
OK, sure appreciate your presentation.
[14:10]
Thank you.
[14:10]
The photo with you all.
[14:12]
Yes.
[14:25]
I think I was just here when you see it.
[14:28]
Yeah.
[14:29]
I
[14:50]
was just here when you see it.
[14:50]
Thank you.
[14:51]
Thank you so much.
[14:52]
Thank you.
[14:54]
Thank you.
[15:00]
Thank you.
[15:03]
Thank you, I know.
[15:04]
Thank you.
[15:05]
Thank you.
[15:08]
Thank you.
[15:09]
Thank you.
[15:18]
Motion to approve item number 6.1.
[15:21]
Second, motion.
[15:23]
There's a motion in a second, only a favor to keep us in, aye.
[15:26]
I'm the first, same sign.
[15:27]
Motion passes.
[15:33]
Item number seven, rest resolution.
[15:37]
7.1.
[15:39]
Discuss consider take action on a proposal.
[15:44]
Resolution presented by a representative of the
[15:48]
From Community Action Corporation of South Texas,
[15:51]
Australia I think.
[15:53]
Accounting.
[15:54]
program 227, Texas Department of Agricultural, Texas feeding Texas food delivery food program,
[16:06]
a grant program.
[16:12]
Morning.
[16:12]
How are you?
[16:14]
Good.
[16:14]
Good.
[16:17]
Good.
[16:19]
Good.
[16:19]
We have a quick little update about our organization and our services that we've provided.
[16:26]
Community action is a nonprofit organization.
[16:29]
We have live service divisions within Jim Wells County.
[16:32]
We provide our Head Start Services, our early childhood intervention services.
[16:36]
We have a health center here.
[16:39]
We provide energy assistance and we have community services.
[16:43]
And in our community services, before I talk about our meals and wheels program, we did
[16:48]
receive funding for our veterans. So we are now providing rental mortgage and utility assistance
[16:55]
for our veterans here in Jim Wells County. So if you all know of anybody who would be interested,
[17:01]
I'm going to leave these here for you. Spread the word. The spots are limited. I think we only have
[17:08]
30 spots. But in Jim Wells County, we already have six bets taking care of.
[17:16]
So okay. So in our
[17:19]
meals and wheels program in our congregate services and our home delivered meal services. We've provided
[17:27]
over 500 clients with services. We've provided over 95,000 meals to these clients. 13,000 of them
[17:40]
were for our congregate meal services and over 81,000 were for our home delivered meal programs. And
[17:48]
that's for Jim Wells County alone.
[17:51]
So that's a little update for from our meals and wheels program.
[17:55]
And that was from October to July.
[17:58]
So we still have August and September before the years up.
[18:03]
So the reason why I'm here is actually
[18:05]
to continue our collaboration with the Texas Feeding
[18:10]
Texas program.
[18:11]
It's a grant program with the Department of Agriculture,
[18:15]
community action collaborates with Jamil's County and with that we provide additional meals home delivered meal services for our constituents.
[18:27]
So,
[18:31]
so much.
[18:33]
Yeah.
[18:34]
Make a motion to approve item sample when presented.
[18:36]
Second.
[18:39]
Yeah.
[18:39]
There's a motion and a second only favor in the case.
[18:43]
You're saying aye.
[18:44]
All the posts saying,
[18:45]
you have the resolution.
[18:47]
Sir, can you read it?
[18:52]
Usually it's legit.
[18:54]
Quick question.
[18:58]
Okay, a resolution of the county of Jim Wells County Texas certifies
[19:03]
that the county has awarded a monetary grant to a community action corporation
[19:08]
of South Texas and organization that provides home-delivered meals to homebound persons
[19:13]
in the county who are elderly or have a disability and certify that the county has approved the
[19:20]
organization's accounting system or fiscal agent. Whereas the organization intends to
[19:26]
apply for grant funds from the department of agriculture to supplement and extend existing
[19:35]
services for homebound persons in the county who are elderly and are disabled pursuant
[19:41]
the Home Delivered meal program. Whereas the programs rules require an applicant organization
[19:51]
to receive a cash grant from the county in which the Home Delivered meals services are provided
[19:57]
as a condition of eligible.
[20:00]
To receive the program grant funds. Be it resolved by the county section 1, the county, county, hereby
[20:10]
certifies that it has awarded a cash grant to the organization in the amount of $28,000 or the
[20:17]
purpose of supporting home-delivered meal services and satisfying the local grant requirement
[20:24]
necessary for the organization's eligibility to apply or funding under the 2027 home delivered
[20:32]
meal grant program. The grant shall be paid and utilized during the period beginning in
[20:38]
1 January 2027 to 31 of December 2027. The county hereby certifies that the organization provides
[20:46]
home delivered meals to homebound persons in the county who are elderly and or have a disability.
[20:55]
The county hereby certifies that it has approved the organization's accounting system
[21:00]
or fiscal agent which meets applicable financial management systems required to set forth
[21:08]
in the Texas Grant Management Standards
[21:13]
by the Texas Comtroller of Public Accounts.
[21:19]
And then, that's where it is.
[21:22]
Okay, there was a motion in the past.
[21:26]
You will get you 28,000.
[21:28]
Oh, wonderful.
[21:29]
Anyway, you want to take your photo.
[21:32]
Oh, we don't need a photo.
[21:34]
Yeah, we need to take one.
[21:36]
Oh, we do? Okay.
[21:39]
Well, there were about 20,000.
[21:44]
Come on. Come on, thank you.
[21:46]
Merry.
[21:48]
Merry.
[21:49]
Yeah, thank you very much.
[21:50]
Uh, but then you know what to do?
[21:51]
You don't have to join me, do you want to join me?
[21:54]
I'm ready.
[21:56]
Come on. Come on.
[21:58]
Come on. Come on. Come on.
[21:58]
Come on. Come on. Come on. Come on.
[22:02]
Ready, one, two,
[22:07]
one.
[22:08]
Thank you.
[22:10]
Now you're on record that weren't yours here.
[22:21]
I night am eight.
[22:23]
I think the department.
[22:25]
Okay.
[22:26]
I night am eight point one.
[22:27]
Discuss the center take action to upgrade the new.
[22:32]
VTXI fiber internet service.
[22:35]
Or eight county facilities in Orange Grove.
[22:38]
And pretty much.
[23:04]
Good morning, commissioners.
[23:06]
My name is Robert Silva from GMO County ID department.
[23:10]
I'm presenting you the proposal to upgrade the fiber internet
[23:17]
for Israeli city, because what's going on right now?
[23:24]
My now a car contract.
[23:26]
We have the bundles, which is the phone and internet.
[23:29]
Now that we have switched to vetted network,
[23:32]
So we have to renew the contract just for the internet only.
[23:38]
They have offers, the speed, you look at the next page.
[23:45]
You see the capares, while we have a curly,
[23:48]
with a new proposed quilt, contract three years.
[23:55]
And mine now, some of the office had a low internet speed,
[23:59]
If you look at each location, some have 50 Macs in the SP, the lowest one is in RSGRAW,
[24:12]
which was a 25 Mac.
[24:14]
We need to definitely upgrade it because our FOX IP phone require a high speed internet for clarity
[24:21]
and a stable ability.
[24:23]
Though I'm requesting the Commissary Court permission to renew the three-year contract.
[24:30]
So everybody, they have the same urnage speed.
[24:35]
I have added one more location, which is a pretty far
[24:39]
Jesuit of the piece of office in Pima.
[24:43]
I could not add pretty six-bit ball and pretty three is
[24:48]
idea because they don't offer fiber in any of the area.
[24:52]
So I'm looking through the way to get the fiber and the time.
[24:56]
But right now, it's just for the in location.
[25:00]
Mr. President, please.
[25:01]
Robert DeDé, elderly senators, the law for building?
[25:04]
You sure?
[25:05]
The elderly senator is the law for building, right?
[25:10]
The elderly senator, and pre-mont, it's the law for building, right?
[25:13]
Yeah, I had to include the senior senator, and I have to provide the senior senator.
[25:19]
And for the library, what's in the position of the senate?
[25:23]
I also recluse yours, PG4, PG3, and the other office.
[25:29]
I mentioned, listen on there.
[25:32]
This is really important.
[25:33]
We've got to have it upgraded
[25:35]
because we've got our car contract.
[25:37]
We're still paid for the vote and internet.
[25:40]
And we're going to do way with phone,
[25:41]
it's the U.T. that gets internet on the side.
[25:45]
So, another request is,
[25:47]
is it's okay,
[25:49]
we could pay out of the non-departmental telephone.
[25:55]
I had thought to me on the body
[25:59]
We could do that, however, each office will have to pay out of their budget and put it
[26:05]
into the not departmental.
[26:07]
That's a question you could do that.
[26:08]
That way, they will receive one bill for all of it and then they could give you the bill
[26:17]
each office and they have to be versed and they go to the not department.
[26:23]
Yeah, I mean we can figure out those logistics.
[26:27]
It's a fairgrounds cover to know this, it's a fairgrounds cover, no, because it'll have
[26:33]
fiber in the area,
[26:37]
it's only in the area that has fiber, it's readable.
[26:40]
I know, peace in one, I try to get them one, so we're working on that, we're working on that.
[26:47]
The mission is, I have a question for Mr. Luzano.
[26:49]
Matt, when you go to Orange Grove, where do you, what building do you use?
[26:53]
No, part of the
[26:58]
site, it's the customers, the one right in front of the commissioners, the building is where the ambulance services.
[27:08]
So it's two separate buildings?
[27:10]
It's two separate buildings.
[27:12]
So, okay, there's no way we could merge those.
[27:15]
It's on depot one and four.
[27:18]
Well, I see I see two five and seven are all.
[27:24]
and you sure will not duplicating stuff.
[27:27]
How many buildings do we have in Orange Grove?
[27:30]
Just a separate, separate location.
[27:34]
You can use the facility other oh, internet.
[27:38]
OK, so.
[27:39]
Like, for it's I know, if you look at an orange Grove,
[27:42]
one building right in the next to each other,
[27:45]
or the other between not ours,
[27:48]
so we have to be separate.
[27:49]
They're all just said that.
[27:50]
That's two.
[27:50]
Who are the third one?
[27:52]
Where is the third one in Orange Grove?
[27:55]
Third one is far other. It's a road of bridge.
[27:58]
Oh, okay, okay. I have no clue.
[28:01]
I need to check with Commissioner René.
[28:03]
Yeah, that's okay. That's on 624, but I'll farther west.
[28:13]
And there's no way we could do those two buildings.
[28:16]
You have to...
[28:17]
Well, that's a thing because they all, they all, they all power sort.
[28:21]
It's that big power.
[28:22]
And I don't know how to get that.
[28:28]
What is this ticket fake moment?
[28:30]
Because we're going to end up paying for two different networks in it. They're right next to each other.
[28:35]
I think it's one building, but they just haven't come out.
[28:38]
So we're going this way to go to this.
[28:41]
There's a way to go to the JPE's office.
[28:44]
Yeah.
[28:44]
But I think it's one building.
[28:45]
It just blocked off the section.
[28:48]
It's two different departments.
[28:49]
Yeah.
[28:50]
It just seems like a technicality to me.
[28:52]
because they're probably close enough that you could even set up
[28:55]
up some kind of Wi-Fi system.
[28:57]
I don't know if I can split it.
[28:59]
Should we do it like Conquid?
[29:01]
I don't know.
[29:02]
Can we do that?
[29:02]
You can try that.
[29:06]
Well, but you need it.
[29:08]
Yeah, my point is, yeah, we could do one.
[29:13]
Pay for one service instead of two, but whatever.
[29:21]
Yeah, right, right, that's the plan.
[29:24]
I'm a winner to take a fit.
[29:27]
Where will it start?
[29:30]
Once this one now is, we're going to prove that we knew the contract.
[29:35]
We did say how to start right now.
[29:37]
Like you mentioned about the two building.
[29:40]
We decided to go with one.
[29:41]
We could renew the, quote, and I'll come back next to Mr.
[29:45]
For a minute.
[29:47]
But it's up to you guys.
[29:48]
I would recommend that each building has their own internet
[29:51]
because one part goes out was still ready.
[29:55]
So like the Laughlin building, what you need one at the...
[30:00]
The hall and the one over here at the elderly. Well, I had one cover. We could do that, but I would recommend, they each have their own internet, you know, because it's a public, because it's a between it's a private property, and we can't fill our across.
[30:16]
Yeah, because last year when you're going to head on a presentation and we have service
[30:19]
away in the hall area, that's where you can put on the ground, can't do it, you can do that.
[30:27]
My question about that is, can we do it cross the private property or around like the
[30:33]
paved road? Is it real? The next is a paved? No, no, talking about Prima.
[30:44]
Oh,
[30:44]
the old church building. Yeah, because they're senior and senior, we will fly or
[30:50]
another office. You decided to expand more service office. We can include that in the
[30:57]
elections in some of that.
[31:25]
We have a cheap peak included, but it's fine building.
[31:33]
We said for me
[31:39]
and it, we have the funding for it.
[31:43]
You have the
[31:49]
money for it.
[31:49]
You want to surprise your situation?
[31:53]
Yeah, I mean we are already paying for any service, so it's just...
[31:58]
We're actually coming in at a less amount.
[32:02]
OK.
[32:02]
It's already quite good.
[32:05]
Yeah.
[32:06]
We're going to get more speed.
[32:09]
OK.
[32:10]
I make a motion to prove I don't have 8.1% presented.
[32:13]
Second.
[32:14]
There's a motion in the second.
[32:15]
I'll leave favor in the game by saying aye.
[32:16]
Aye.
[32:17]
Motion passes.
[32:18]
OK.
[32:19]
Thank you, Robert.
[32:21]
Thank you, Robert.
[32:23]
Line 9, number 9.
[32:26]
A-rolls and bills, I'm point one, discuss considerate actions on payrolls and bills
[32:33]
submitted by the county auditor with the exception of 15, exception of 15, 15, 2, 3, and
[32:39]
important.
[33:27]
I'll make a motion to approve the bills, present it.
[33:33]
Second.
[33:34]
There's a motion in a second, only favoring the kick by saying aye.
[33:38]
the posting sign, post-impasses.
[33:49]
Uh, I get signed by George.
[33:59]
Okay, uh, line nine to the last nine of this, uh,
[34:03]
line nine number nine.
[34:06]
Number 10, I don't know.
[34:10]
That's a, what do you think?
[34:12]
What do you think?
[34:13]
George.
[34:14]
I just like to remind the public that we're under a burn ban,
[34:18]
do not burn, or you will face consequences, be determined by far-depirment.
[34:29]
And we need to burn.
[34:33]
That's around Jermos County Emergency Management.
[34:36]
We do have prescribed burns.
[34:40]
For agricultural, there are certain circumstances that have to be made.
[34:46]
If you think that you qualify, they can call me directly 3, 6, 1, 2, 2, 2, 7, 4, 1, 2, we'll discuss it,
[34:54]
and we'll get the proper paperwork filled out to protect their property and our county property. Thank you.
[35:00]
Thank you, Lance. Thank you, Lance. Thank you, sir. One more reminder to the public, please do not illegally dump out in the county roads.
[35:09]
We appreciate your cooperation.
[35:21]
Motion to adjourn. Second.
[35:23]
It's a motion to adjourn, only favoring the K-Person, aye. All right. We are adjourned. Thank you very much.
