[19:14] presented Mr Tucker is there a second second Mr brazle it's on the floor any
[19:20] discussion seeing none all those in favor raise your
[19:25] hand and do we have Mr tomson on the on the line so all in present all there are
[19:30] present all right Brent how do you vote on the
[19:33] agenda I vote Yes it's unanimous Miss Hannah thank you that takes us to the
[19:38] first matter of business item number five under ordinances this is a second
[19:42] reading the first reading was entitle only uh we had a bit of a summary last
[19:48] time and I'll just summarize briefly it it allows a uh a business to receive a
[19:54] tax credit from the state based on certification of Abandonment and that
[19:58] would be the second reading we need a motion I would move that we adopt this
[20:03] ordinance Mr shate Mr Tucker has the second any discussion on this
[20:11] ordinance seeing none we'll pull it to a vote all those in favor raise your
[20:16] hand it's unanimous by all who are present Mr Tomlinson how do you vote I
[20:22] vote Yes it's unanimous Miss Hannah thank you
[20:27] item number six is new business placed on the agenda by the administrator Mr
[20:32] temper Mr temper any um well let's go ahead and get a vote
[20:37] for it or get a motion for it who's going to make a motion on that one I'll
[20:42] make a motion second okay we got Mr Brazzle Mr Tucker let's hear from Mr
[20:46] Templer on it um thank you Mr chair members of council what you have before
[20:50] you is a um a a series of bids uh for the watery River Veterans Park boat ramp
[20:58] project that's been in the in the works for quite some time so this will
[21:02] officially give us the go-ahead to get moving on this um I must say I'm very
[21:07] pleased with these numbers um just in light of today's construction costs um
[21:13] so I asked that yall approve the bid for contractor Services of Kershaw LLC out
[21:19] of Kershaw South Carolina for the sum of 8
[21:23] 173,50 19717 little background on this company
[21:28] we have worked with them in the past uh they have done um vast majority of phase
[21:34] one out at the river parcel they're very familiar uh with that property we are
[21:39] familiar with their work and um I'm excited to have them do the work and I'm
[21:43] excited about the uh the price that came back thank you for the summary Mr
[21:47] Templer Mr brazle you had the motion so this is uh everything complete including
[21:52] the floating dock asphalt um parking to uh concrete launch points everything
[22:00] nothing was left out right no sir that's sounds good do we have a rendering that
[22:05] we can show or do we not have that in the packet I don't have it we'll we'll
[22:09] um we'll get it available but it's it's the same concept that we've been talking
[22:13] about since since it is moving forward I'd like to be able to push it out at
[22:17] least uh maybe let let Johnny push it out to the Press oh yeah maybe if Martin
[22:23] would show it um in the chronicle it'd be nice for the public to see what
[22:27] what's happening so I appreciate all the work uh getting it to this point and
[22:32] looking forward to seeing it happen what is what's the time frame that they gave
[22:35] us um for the contractor to work in was it four months that they had to complete
[22:40] the project yeah and then the the uh the ramp or the that's for the ramp piece
[22:46] and then the dock we were waiting on that core piece so um but I think it was
[22:54] by early spring somewhere in there so good we'll be putting both in in the
[22:59] spring thank you thank you Mr brow Mr Tucker you have
[23:02] the second I just want excuse me tell Danny and staff thank you for staying
[23:07] persistent on this and getting this um you know finally close to the Finish
[23:12] Line um I've been here and done quite a few projects myself and so as Mr Jones
[23:18] with uh this local company and they do good work and um they've got skin in the
[23:22] game because they got relatives and uh family here as well so um feel very
[23:27] comfortable uh with the bid even though a couple of them almost doubled his but
[23:33] um yeah yeah you saw that number I appreciate all you you and your staff's
[23:37] efforts of seeing this to to the end thank you Mr Tucker any other discussion
[23:43] Mr shate uh three things with last Logistics uh first I want to give a
[23:48] special shout out to our chairman and our vice chairman because I know this is
[23:52] something that was really started on before I came on and I know councilman
[23:56] Brazzle has been pushing this hard and when chairman conell was our state
[24:00] representative he helped get some State money that made this a possibility so uh
[24:04] because I know you gentlemen won't toot your own horns let me just say that I
[24:07] don't think we'd be here today without both of you guys and your work on this
[24:10] so thank you both and just to the administrator as we move forward now is
[24:14] I think the time to Pivot and make sure we're talking pretty regularly over
[24:17] these next two months about some of our next Rec style projects specifically KC
[24:21] West and wber park I know that's not on this agenda but as we move forward I'd
[24:25] like to start getting updates on that so we can keep the foot on the gas pedal
[24:28] there as we've done with this project and then third Mr chairman do we need to
[24:32] make another motion to accept this specific bid or is the motion on the
[24:35] floor sufficient yeah I understand that was the motion okay I just want to make
[24:40] AC so the motion on the floor now is to accept the lowest bid as proposed okay
[24:44] gotcha just restate the motion please I'll restate it I'd like to make a
[24:48] motion to accept the bid from contractor Services of Kershaw LLC for
[24:54] $873,000 to construct the bo ramp and parking lot
[24:59] on the watery River at Veterans Park second same second there we go thank you
[25:05] Mr she make any further discussion if I may Mr Jones Mr chairman thank you I
[25:09] would like to Echo what Mr Chum said no question about it chairman you got us
[25:13] some money over here and that really made everything look realistic or at
[25:17] least it gave us the opportunity where we could upgrade it to where it's it's
[25:20] nicer than what we would have done before and and and Council braa you've
[25:24] stayed on it no question about you have stayed on it you have annoyed me
[25:28] sometimes talking about so much but I'll be honest with you uh I appreciate as I
[25:34] said I have to Echo Mr Chum's comments I Echo his comments that you guys have
[25:38] done a great job and I appreciate that and and so what's the target date to get
[25:43] it completed spring of a year spring of a year four months yeah okay that's
[25:47] broad but we'll live with it right now April 1 that's
[25:51] better Mr chair I just can sir just say ditto to what Mr Jones ad Mr sh said um
[25:59] by giving you guys your due um flowers while your eyes open because I I know
[26:04] for a fact both of y'all really really beat the bushes to make sure this is
[26:08] happening um as Mr Jones said um Mr brow of some days I didn't want you to talk
[26:13] about this but um I'm glad it's done and I'm glad you did stick with it and see
[26:17] it out um to its completion so thanks again guys Mr Jim what was that amount
[26:22] that you award got awarded to the county I couldn't remember 500,000 more than
[26:28] that 600 somewhat it it was enough right It's
[26:33] never enough sir well it was just about enough he did a did he did Kershaw
[26:38] County a great service right any further discussion Mr tomson any
[26:47] discussion I have no discussion okay hearing none um I have just a few
[26:51] comments this was a great team effort I I think from the county and also the
[26:55] state it wasn't me or just me anyway there's a delation that had to fight for
[27:00] $500,000 to make sure we could repatriate those tax dollars back to
[27:03] Kershaw County for a great project and the the frequency with which Mr Brazzle
[27:09] said boat ramp almost rivaled the frequency with which uh Mr Snodgrass
[27:14] would have said East Camden whenever he was on Council is that the TRU for those
[27:19] for those who were here you would know that he would say East Camden every
[27:22] other sentence and uh that's the kind appreciate that he'll appreciate that
[27:27] that's the kind of Pursuit and attention that is required I found in government
[27:30] you have to stay on it and hold people accountable and get it done and I think
[27:33] Mr schumake's right along with others we've got some other projects that we've
[27:37] committed to we're going to get them done and make sure um that we bring
[27:40] those across the finish line for the benefit of Kershaw County Citizens as we
[27:44] should uh those were my comments any other discussion before we vote all
[27:48] right for those in person if you're in favor raise your
[27:51] hand unanimous in person Miss Hannah Mr tomason how do you
[27:56] votee I vote Yes yes from Mr Thomason it's unanimous Miss Hannah thank you all
[28:02] right that passes takes us to the next agenda item number seven gentlemen this
[28:05] is appointments it's on the agenda by Vice chairman Brazzle do we have a
[28:10] motion yes sir Mr chairman I'd like to make a motion to appoint Mason wolf to
[28:17] the Planning Commission board we have a vacancy in my
[28:21] district I was second got a second from Mr schumake we've got a motion that's on
[28:26] table go ahead Mr brazle thank you um so I've known Mason for a long time I've
[28:31] known his parents for a long time Kip and Jill wolf we have them here in the
[28:35] audience and um I couldn't think of a more level-headed person to put in a
[28:41] position with as much power as as the Planning Commission has um development
[28:47] and growth in Kershaw County is the hottest topic and Mason will do a good
[28:52] job of being fair and uh not leaning one way or the other making his own
[28:57] decisions and very proud that he accepted the opportunity it it took me
[29:01] three or four weeks working on him but we got him in the room and Mason thanks
[29:05] for being here and thank you all for being here tonight thank you Mr brazle
[29:09] Mr shake you had the second yeah I me first off your entire family is a family
[29:13] of service you know obviously our clean Community commission chairwoman and
[29:18] happy to have you aboard I think that and I've said it before with what with
[29:22] what's happening right now I think the Planning Commission is one of our most
[29:25] important commissions and you've seen a lot of activity just in the last month
[29:29] or so uh that shows that it's going to be hard work because there's a lot of
[29:33] controversial stuff coming um and just obviously you know listen to what you
[29:39] think is right along with the applicable law and I that's all you can do but uh
[29:43] congratulations man I haven't got chance to know you as long as Russell has but
[29:47] you know not only what your agreement to serve here but the work you do at the
[29:50] watery trash Festival uh every year is fantastic I've been out there every year
[29:53] since I've been on and uh again I just thank you and your whole family for the
[29:57] work you guys do for this County so thank you so much and if you guys will
[30:01] stick around just for a few minutes we'll grab a picture just as soon as we
[30:05] adjourn thank you both any further discussion uh Mr
[30:09] Jones you to the man with a new haircut over Mr Mr Tucker per you head
[30:15] in thank you Mr chairman you are full of yourself Mr Jones um I want to say also
[30:21] to the wolf family uh thank you so very much for all y'all have done and will
[30:24] continue to do uh for this community and this County Mason I want to say to you I
[30:29] don't know you that well but here's what I can say you're a lot younger than a
[30:32] bunch of these old farts up here sitting with me and it's good to have young
[30:36] brilliant people on boards and commissions because that's a step where
[30:40] you can one day hopefully come up here and serve and U be a bright shining star
[30:44] for um the citizens throughout Kershaw County in a different position so I want
[30:48] to say thank you and I'm happy and just excited for you continue to to continue
[30:53] a good serving heart thank you thank you Mr Tucker any further discussion Mr
[31:00] yes I I had an appointment at 3:30 today and I'm not trying to brag on myself but
[31:06] and I heard you were going to be here there's no way I would have miss it
[31:09] Mason that's not what you said in the
[31:13] text but I I have to tell you something I'm so proud of you I really am and I
[31:18] remember you when you were just a young boy too and you know your dad mom we've
[31:22] all been close friends in our community along with Russell and everybody and but
[31:26] this is a a this problem probably one of the most important or the most important
[31:30] appointment we make because it's mandated by state law and there are
[31:33] certain requirements you have to meet which with your education where you went
[31:37] to college you have no problems with that whatsoever but uh thank you Mason I
[31:42] love you I love your family appreciate you so
[31:46] much thank you Mr Jones Mr KO I always wait to last I I let everybody get
[31:51] everything out the way before I speak but Mason
[31:54] congratulations uh Mr Jones is correct this is one of the the most important
[31:59] commissions we have and it's a big responsibility and I'm glad to see some
[32:03] young blood stepping up to take these opportunities to lead Kershaw County in
[32:10] the right direction you come from a great family um known some of them all
[32:15] my life or they've known me all my life and your mother does a great job on the
[32:20] clean commission so congratulations look forward to to what you going to do for
[32:24] us in the future you got Miss bethon sitting up there I got
[32:28] M thank you thank you Mr Kato Mr Thomason any
[32:33] discussion I would just like to say congratulations and you do come from a
[32:38] wonderful family and you have some big shoes to fill and we look forward to to
[32:43] working with you congratulations thank you Mr Thomson
[32:47] I'll just remark that I've witnessed your family do service in the community
[32:50] for a long time so no doubt you grew up seeing the same thing and it's just
[32:53] natural to you I'm also pleased to have young people or younger people get get
[32:58] involved because uh Kershaw County experiences a lot of brain drain we
[33:01] raise up wonderful uh kids with great moral compass they're bright they're
[33:06] smart they go to good colleges or develop a lot of skills through
[33:10] vocational uh training programming and Community College and then they can't
[33:14] have a job around here and they go and live somewhere else and so all those
[33:17] that that great human asset goes somewhere else and so it's just exciting
[33:21] to have you here and I know your wife's very proud of you I know your parents
[33:23] are proud of you and really I don't know if it's like an early Christmas
[33:27] president or something to tell you that you're going to have a new boat ramp for
[33:30] your next watery River Festival when we clean up some trash so maybe that's
[33:34] maybe that's part of the the silver lining of the announcement um and having
[33:37] that on the agenda earlier but congrat chairman can I make one quick comment
[33:40] sure go ahead didn't mean to interrupt you but it just I'm sitting here and
[33:44] when I start thinking things it gets dangerous um did you know that that's a
[33:49] third generation business in our community Kip's dad Kip and now Mason
[33:55] and you know we have another Third Generation Mr brazo here we're the same
[33:58] his grandfather his dad and them I mean if that doesn't make you proud of of
[34:02] when you have third generation families running the and let me tell you they
[34:07] take you to the next level Kip he's going to probably surpass you as you
[34:11] grow the business I have no doubt your your retirement income should go up with
[34:18] that I have no doubt no doubt every every parent would want that for their
[34:23] child wouldn't they I want it for my kids too well okay I think we've uh
[34:27] we've discussed it let's go ahead and pull it to a vote for those in person um
[34:31] raise your hand if you're in favor 200% unanimous in person Miss
[34:36] Hannah Mr Thomson how do you vote I vote Yes it is unanimous Miss Hannah thank
[34:42] you very much that concludes that
[34:48] item we uh we want to hop up and take a picture and hug on your neck and
[34:51] everything but let's go ahead and get a motion to adjourn make a motion we
[34:55] adjourn all right second got a second any discussion seeing none all in favor
[35:00] raise your hand unanimous in person Mr Thomason how do you vote I vote Yes we
[35:07] are adjourned Miss Hannah if not you hang on to that that's the shortest ever
[35:10] had
