chance to go through it. Uh is there any discussion on it? If not, looking
[0:37]
for approval to for tonight's agenda.
[0:41]
>> Make a motion to approve the agenda.
[0:43]
>> Okay.
[0:45]
Is there any discussion? Any other discussion?
[0:50]
Uh got a motion by Chris, second by
[0:52]
Greg. Uh Jeff,
[0:54]
>> I Cindy. Hi,
[0:55]
>> Greg.
[0:56]
>> Hi,
[0:56]
>> Chris.
[0:57]
>> Hi.
[1:01]
» All right. Uh, let's see.
[1:03]
Approval of the consent agenda. Minutes
[1:05]
on the 20th, 2026 regular meeting. Uh,
[1:09]
minutes from the July 21st, 2026 special
[1:12]
meetings.
[1:15]
There is nothing to
[1:18]
add or take away. Looking for a motion
[1:22]
to approve the consent agenda. Make a
[1:25]
motion to approve the consent agenda.
[1:29]
>> Second. Second. Second by Jeff. Any
[1:33]
other discussion? Any other discussion?
[1:38]
We have a motion by Chris. Second by
[1:40]
Jeff. Greg.
[1:41]
>> Hi.
[1:41]
>> Cindy.
[1:42]
>> Hi.
[1:42]
>> Jeff.
[1:43]
>> Hi.
[1:43]
>> Chris. All right. Bye.
[1:50]
Let's see.
[1:55]
Commission appearance. Warren Hoffman's
[1:57]
RV dump improvements.
[2:01]
>> How you doing, sir?
[2:01]
>> Doing good.
[2:02]
>> Come on. Come on. Have a seat.
[2:04]
>> Get a seat.
[2:08]
Guy on the front here.
[2:10]
No, just uh I I own an RV. Okay. And um
[2:16]
lately I know people have been coming in
[2:17]
over the forest. I had a few people
[2:18]
coming in looking for a place where they
[2:21]
have a RV dump. And uh just last year I
[2:24]
know you filled a hole in it. I was just
[2:25]
wondering the city was you want to put a
[2:28]
little bit of money into it to make a
[2:29]
little bit better and then maybe do some
[2:31]
signs on each side coming in to town on
[2:33]
each side and kind of an arrow pointing
[2:35]
over showing that we do have the NR.
[2:38]
Wasn't there wasn't there one before,
[2:40]
Greg? It it
[2:43]
the old commission wanted to take it all
[2:45]
out when we tore the RV to it down.
[2:50]
Simple reason. I think I was probably
[2:51]
part of it, but we'd always dig a blank
[2:55]
you unload into the that would slip down
[2:59]
and that was never any good. But
[3:02]
I don't think we've had any issues
[3:04]
because I know quite a few of us use it.
[3:07]
Um that's something that you guys would
[3:10]
consider looking at some signage and
[3:12]
then possibly you know is do you think
[3:15]
where the load out you think that
[3:19]
like for me when I pull up or I'm just
[3:22]
going to use myself
[3:24]
uh a smaller smaller trailer and not but
[3:27]
do you think um do we want to take and
[3:30]
look at making that apron a little bit
[3:32]
bigger or leave as is or just start with
[3:35]
the signage? Do you want to concrete
[3:38]
that?
[3:38]
>> There is. I mean, uh, you know, there's
[3:40]
a curb on it where you got to come on
[3:42]
out inside there a little bit. Sometimes
[3:43]
you got to straddle something little bit
[3:45]
maybe concrete there. But they do have a
[3:47]
flopper on there.
[3:48]
>> I don't know how, you know, when you put
[3:49]
your hose down in there, there's a
[3:51]
flapper that's on it, so you can't
[3:52]
really get your hose, which is good.
[3:54]
You're right. Someone
[3:56]
>> And it's good that there's a flapper on
[3:57]
there. At least last year it was still
[3:59]
on there when it But I didn't look at
[4:01]
this year.
[4:01]
>> Yeah, it's it's on there.
[4:02]
>> It's on there. So you you once you get
[4:04]
there, there's no way you can stop the
[4:06]
hose. But um no, it's just a really neat
[4:09]
thing to have and and for me I I don't
[4:12]
use it all the time. At the end of the
[4:13]
year, I normally rinse everything out.
[4:15]
It's just a good people coming in from
[4:17]
the lake if there will be a chance to
[4:18]
dump some place for them to dump.
[4:23]
>> We're looking at maybe possibly, you
[4:24]
know, some signage
[4:27]
and uh coming off 22
[4:31]
and then um maybe have a better sign at
[4:36]
that
[4:37]
>> right there at the Cameron here. Is that
[4:39]
something that we can also um look into
[4:42]
as far as you know like where the where
[4:45]
the RV dump is? I don't think we have a
[4:47]
very clear sign like
[4:48]
>> there is not there's just a it just has
[4:50]
that there there's no no sign of you
[4:53]
know like hey you know courtesy this is
[4:55]
you know open to the public you know
[4:58]
this this and this rule.
[4:59]
>> Yeah. There's nothing that shows
[5:02]
you go by just you don't realize it is a
[5:04]
dump you know unless you know it is one
[5:06]
there. Yeah,
[5:08]
I don't have any issue with that.
[5:12]
>> Do you think it would be a good
[5:15]
improvement to make a bigger slab? I
[5:17]
mean, do you think there's bigger
[5:19]
campers that are coming in than there
[5:20]
used to be?
[5:21]
>> Between the curb there, I know when I
[5:24]
look
[5:26]
>> make it a little bit easier to access.
[5:30]
As long as it's approaches open, there's
[5:32]
nothing bar
[5:36]
when I do pull out, you know, I normally
[5:37]
go down the other street, but we're
[5:40]
good. I think that'd be good.
[5:41]
>> So, this the signs B
[5:42]
>> just a sign out where you
[5:46]
>> if you want to put concrete there even
[5:47]
better, but
[5:49]
so sometimes when it rains it get it
[5:51]
gets muddy down there, you know, down.
[5:54]
>> Well,
[5:56]
we can get signed. looking at signs.
[6:02]
» So, I'm looking
[6:04]
for a motion to approve uh signage for
[6:07]
the
[6:08]
>> I'll make a motion to improve signage
[6:10]
for the RV down north of the public
[6:12]
works building. Right.
[6:16]
>> Motion by Sydney. Do I have a second?
[6:17]
>> I'll second.
[6:19]
>> Any other discussion? Any other discussion?
[6:23]
We have a motion by Sydney, second by
[6:25]
Jeff. Greg,
[6:27]
>> nice.
[6:28]
>> Chris,
[6:28]
>> I Cindy.
[6:30]
>> Hi.
[6:31]
>> Great.
[6:32]
>> Appreciate it, guys.
[6:32]
>> Thank you.
[6:33]
>> Yep.
[6:36]
[clears throat]
[6:37]
>> Uh, the Killer Salad Club, uh, they will
[6:39]
not be here tonight, so they're going to
[6:41]
be on the 17th meeting. So, we're just
[6:44]
going to cross that one off. Uh,
[6:47]
community, excuse me, community impact
[6:49]
recognition, Kilder Lions Club.
[6:54]
All right, thank you. Um, so this
[6:56]
evening will mark our second um,
[6:59]
community impact award that we'll be
[7:01]
giving out and um, this was um,
[7:04]
nominated um, and the Kilder Lions Club
[7:08]
and in the recognition of their
[7:10]
unwavering commitment to serving the
[7:12]
community. Um, as you all know, building
[7:14]
communities or Kilder isn't just about
[7:16]
the buildings. It's about the people.
[7:19]
And you know, the the Easter egg hunt,
[7:21]
the burgers of the park, the annual fish
[7:23]
fry, Fourth of July parade are just a
[7:26]
few of the many things that the um uh
[7:28]
the Kilder Lions Club are in charge of.
[7:32]
And so, um, tonight we'd like to, um,
[7:35]
ask, um, Andrew Jules and Jonathan
[7:38]
Avalos to come forward and, um, accept
[7:41]
this award.
[7:45]
And then if you, if you wouldn't mind,
[7:47]
I'd like to just get a picture of you
[7:48]
and, um, uh, President.
[7:53]
So, or whoever wants to be in the
[7:56]
picture is perfectly fine with me. So,
[8:02]
Yeah.
[8:08]
» So, it says here uh in recognition of
[8:11]
your outstanding commitment to the
[8:12]
people in the community of Kilder, North
[8:13]
Dakota, your generosity, partnership,
[8:16]
investment into our community continue
[8:18]
to make a meaningful impact and help
[8:20]
strengthen the future of Kilder. Uh
[8:22]
through your support, leadership, and
[8:24]
willingness to give back, you help
[8:26]
create a stronger, more connected
[8:28]
community. uh for current and future
[8:31]
generations. So,
[8:34]
you want to stand on this side and I'll
[8:37]
give you guys a handshake.
[8:40]
>> Perfect. Thank you.
[8:41]
>> Hey, one without the glasses.
[8:43]
>> Oh, sorry.
[8:44]
>> Oh, you [laughter]
[8:50]
Thanks. Thank you guys very
[8:55]
if you don't mind, we'll post that on
[8:57]
social media. Okay.
[9:13]
Is there anybody on public or on the
[9:15]
public comment? Okay.
[9:18]
All right. Old business. Uh 674th Avenue
[9:22]
Northwest carpet quotes. So we have two
[9:24]
quotes.
[9:28]
And this is first one is floor ceiling
[9:32]
car carpet one
[9:35]
for 12,25268
[9:41]
and the other one is is that Allens?
[9:44]
>> Yeah,
[9:46]
>> they are they came in at $10,42568.
[9:52]
And
[9:53]
>> what did you There is a third one on
[9:55]
there. $11,7798.
[10:01]
» So what's the diff
[10:04]
we can get to it quicker? Um, they can
[10:06]
all get to it roughly about the same
[10:09]
time, but
[10:11]
on approval, I have to put a hold on it
[10:15]
for just a little bit because we have
[10:17]
sewer problems up there as of Thursday.
[10:21]
And
[10:23]
I have to look at options on getting the
[10:26]
old cast irons
[10:28]
sewer lined either lined or possibly.
[10:32]
>> Have you had it sculpt or
[10:33]
>> Yeah, we had it sculpted. What is it? Is
[10:35]
it trees or
[10:36]
>> tree roots or
[10:37]
>> There's one joint in there that could
[10:40]
possibly have a tree root across it or
[10:42]
it's so much just deterioration of the
[10:46]
old cast iron. It's so scaly it's really
[10:49]
hard to tell. And there's some swallows
[10:52]
and things in it as well to where it's
[10:54]
bellying up.
[10:55]
>> Yeah. So, but the good news is from the
[10:59]
exterior of the house to the street,
[11:01]
it's already all PVC. They had that done
[11:03]
in the past, but just getting
[11:07]
from the internal lines to that is where
[11:11]
the problems are. So, we we've had it
[11:15]
done four times in the last four months
[11:18]
basically. And it seems like it's lasted
[11:22]
about a month and then just takes the
[11:25]
smallest thing to get caught on it or
[11:26]
whatever. And there we go again.
[11:29]
that basically you know paper
[11:32]
>> paper and stuff. The first
[11:35]
there was some wipes and things. So we
[11:37]
had discussions about all that and the
[11:40]
actual um Ben's oil actually paid for
[11:42]
that one and then that's where I started
[11:45]
stepping in to find out what the problem
[11:47]
was and what what's creating the backups
[11:49]
and stuff. And I didn't make it up
[11:52]
there, you know, for the 10 second third scoping, but this last one
[11:58]
I did and I was right there with him
[12:00]
watching it all the way. And
[12:04]
you know, either way, I mean, if we do
[12:05]
the liner, I don't know the lifespan of
[12:08]
that stuff because it's pretty new to
[12:10]
the market and everything. So, I'm going
[12:12]
to look at that option as maybe a
[12:14]
shortterm, long-term maybe type of thing
[12:17]
or getting pricing on having it you
[12:21]
know, the concrete busted up and done
[12:23]
right.
[12:24]
>> Greg, you've had experience with that
[12:26]
line before.
[12:26]
>> You can get it lined. That should work
[12:28]
just fine.
[12:29]
>> Is that you do I've never dealt with it.
[12:31]
Do you know how pricey that is?
[12:33]
>> It's break, but it's better and tear on
[12:35]
your basement floor.
[12:37]
>> You know,
[12:39]
so that's something under the radar
[12:41]
right now, these guys. So, I guess I
[12:43]
guess now knowing that um I guess I
[12:46]
would rather see a quote for that first
[12:48]
before we unless we guys want to make a
[12:50]
decision now. But
[12:51]
>> I was going to ask why is there two
[12:53]
quotes from Allen? Is one carpet better
[12:55]
than the other one?
[12:56]
>> One is better than the other one. The higher price one is comparable to
[13:00]
the floor ceiling and then the second
[13:03]
lower price is a little bit lower of a
[13:05]
grade.
[13:06]
>> Okay.
[13:06]
>> Yeah.
[13:08]
I mean, if the commission wanted to, you
[13:10]
could approve this tonight and then that
[13:12]
way it's already in line and everything
[13:15]
and we don't have to sort of go back to
[13:16]
it once we get through the sewer
[13:21]
would be my only thought.
[13:24]
>> Yeah. Then you'll lock the pricing up.
[13:26]
>> Yeah. Yeah.
[13:27]
>> Okay.
[13:31]
I'll make a motion to accept uh the bid
[13:34]
from Allen's for $11,77928.
[13:39]
Second, we have a motion by Cindy.
[13:42]
Second by Greg. Any other discussion?
[13:45]
Any discussion?
[13:49]
If not,
[13:51]
Jeff.
[13:52]
>> Hi, [clears throat] Chris.
[13:53]
>> Hi, Greg. Hi,
[13:54]
>> Cindy. Hi. Hi. And then get us a Yeah.
[13:59]
give
[14:00]
>> us a call for that for this for the next
[14:02]
meeting.
[14:03]
>> Yep.
[14:04]
>> On it. [laughter]
[14:08]
>> So, it is clean. It's fixed
[14:10]
>> as of now.
[14:12]
>> yep.
[14:12]
>> Yeah. Karen and I kind of had a little
[14:14]
joke because last time we did it, it was
[14:16]
a Friday. She says, "Well, at least it's
[14:19]
Thursday this time, Joe." But I'm thank
[14:21]
God.
[14:22]
So, there was a plus to all that. Good.
[14:29]
Yeah, let's run with that. Joe,
[14:36]
thank you. And then uh Lions, anything
[14:39]
else, Joe?
[14:40]
>> Uh nope, just the Lions Park.
[14:42]
>> Lions uh Lions Park playground. Uh let's
[14:46]
see, that's on 11, right?
[14:49]
>> So, I was able to get the two posts
[14:51]
there. Um, EMG curving came in at the
[14:55]
7,80.
[14:57]
Um, I spoke to Estabonds again and he
[14:59]
did come down on his price this time,
[15:02]
but I keep going through his his bids
[15:05]
and stuff and he's way overkill in this
[15:08]
thing is why and he's just not getting
[15:10]
it. So, I'm looking for the approval on
[15:13]
the ENG Kirby.
[15:17]
» Yeah, get that done this month real
[15:20]
quick. So it's ready to go when our
[15:22]
playground is ready to be set up next
[15:24]
month.
[15:25]
>> They can do it this month off. You said
[15:27]
>> Yeah, he's in town right now. So he said
[15:29]
it'd be a good time.
[15:31]
>> Yeah, for me that's quite a difference
[15:33]
in quotes. So,
[15:35]
>> and like I say, you know, Esabon's
[15:37]
there. He's I was looking at it. He's
[15:40]
talking about bringing in sand and
[15:42]
everything and we don't need all that.
[15:44]
And I don't even know where he got that
[15:45]
from. Um he went up to a 16inch wide by
[15:49]
2 foot deep. I'm like, we discussed 8 in
[15:53]
wide and at that time I was thinking 2
[15:56]
foot, but I've spoken to Jenzy and stuff
[15:59]
and we only need to go a foot down. So,
[16:01]
it's just a perimeter and but yeah,
[16:04]
Eson, he's just he's not clicking with
[16:06]
me on this one for some reason,
[16:08]
unfortunately. Maybe he just doesn't
[16:10]
want it. I don't know.
[16:12]
Okay,
[16:14]
I'll make a motion forging
[16:17]
for $7,880.
[16:21]
Okay, I second.
[16:23]
>> Yeah, I'll second it. Uh, second. I got
[16:27]
a motion by Jeff, second by Chris. Any
[16:30]
other discussion? Any other discussion?
[16:34]
If not, Greg,
[16:36]
>> [clears throat]
[16:36]
>> uh, Cindy.
[16:37]
>> Hi,
[16:38]
>> Chris.
[16:38]
>> Hi, J. Hi.
[16:40]
>> Hi.
[16:41]
>> Thank you guys. Would you guys like to
[16:44]
jump down and go through all my other
[16:46]
stuff while I'm up here or just want me
[16:48]
to wait?
[16:48]
>> Well, you can wait. Okay.
[16:51]
Yeah, I like I like to sneak away.
[16:54]
Yeah, I know you do. That's why I was
[16:56]
trying to avoid me. [laughter]
[17:01]
All right. Heading the new business
[17:02]
here. Uh, conditional use permit lots
[17:05]
one and three and lot two block 21
[17:09]
kilder HWVL edition uh ages 123.
[17:17]
So,
[17:25]
they're looking to put in
[17:30]
See,
[17:31]
>> I can I can help. This is Sarah. Hi
[17:34]
there. With SRF Consulting.
[17:36]
>> Oh, there. Hey, thank you.
[17:37]
>> Hi.
[17:38]
>> Um, yes. So this is a conditional use
[17:41]
permits for the existing Hall RV and
[17:45]
rentals
[17:47]
and the conditional use permits are for
[17:51]
the the RV park that is within
[17:55]
commercial
[17:57]
zoning as well as um they have some
[18:01]
apartment units. So, a multifamily
[18:03]
dwelling unit. Um, also in commercial.
[18:07]
Um, so those two things do require a
[18:10]
conditional use permit.
[18:14]
Um, so that's what this is for. It's
[18:18]
been there for some time, but they
[18:20]
wanted to come into compliance with
[18:23]
their zoning.
[18:26]
>> Okay.
[18:28]
And there's they're looking at three. Is
[18:30]
that correct?
[18:33]
Pardon?
[18:34]
>> They're looking at three. Uh, how many
[18:36]
are they looking to do again here?
[18:38]
>> They're not looking to add anything.
[18:40]
It's just what's existing that has not
[18:43]
been in compliance.
[18:48]
[clears throat]
[18:49]
>> Planning on building. Let's see what
[18:51]
they
[19:03]
approval.
[19:04]
>> Yes, there's some um
[19:07]
some of the
[19:10]
what's in the land development code. Um
[19:12]
there's some uh some items that they
[19:15]
still don't fall under. Um so those are
[19:18]
the variance. That's up next.
[19:21]
Okay.
[19:24]
Nate,
[19:24]
>> do you have anything to add?
[19:31]
Uh, no, not on this. I don't.
[19:54]
So you want a motion on the variance
[19:57]
of lots one and three.
[20:01]
I think we need
[20:03]
>> separate.
[20:04]
>> Yeah, we need to do that
[20:07]
as the first one.
[20:08]
>> Yeah.
[20:11]
I guess I have
[20:14]
I don't have any concerns about this.
[20:17]
So, I guess I'll be looking for a motion
[20:19]
to approve the
[20:22]
uh commercial or conditional use permit.
[20:26]
Uh
[20:28]
that' be lots one and three and lot two,
[20:32]
lot 21, uh the Kilder HW HWBL edition.
[20:38]
>> I move. Okay,
[20:41]
>> we have a motion by Cindy. Do have a
[20:42]
second.
[20:45]
by Greg. Any other discussion?
[20:51]
There discussion.
[20:54]
Hi,
[20:55]
>> Chris. Hi,
[20:56]
>> Greg.
[20:57]
>> Cindy.
[20:58]
>> Hi.
[21:03]
Then we got move on to the variance.
[21:16]
Yeah. So, this is for the same property.
[21:19]
And so, within the
[21:23]
commercial district, the campgrounds and
[21:27]
the um multif family dwelling units,
[21:30]
there were some items that um they are
[21:34]
not able to comply with. Um number one
[21:37]
is the campground size. The code
[21:41]
requires campgrounds to contain a
[21:43]
minimum of 90,000 square feet and a
[21:46]
maximum of 15 campsites per gross acre
[21:51]
and approximately the campground right
[21:53]
now is 56,000 square ft. So, they're
[21:56]
requesting a variance from that. Uh the
[21:58]
second one is that the recreational
[22:01]
vehicle or tiny homes must be highway
[22:04]
ready within that campground. Um they
[22:07]
have designated uh three spots to
[22:11]
uh just specifically for those uh camp
[22:16]
uh
[22:19]
recreational vehicles or tiny homes that
[22:21]
they can be on those and not have to be
[22:23]
highway ready. And then the third one is
[22:27]
multifamily dwelling units. um metal
[22:30]
sighting is prohibited on those within
[22:34]
uh the code and so they since it has
[22:37]
already been there um
[22:41]
and the the planning and zoning
[22:42]
commission did
[22:45]
like basically wave that that they don't
[22:46]
have to change it. So that is the other
[22:49]
the third variance.
[22:52]
Okay.
[23:00]
Nate, did you have a chance to look this
[23:02]
over?
[23:07]
» You're muted. name.
[23:10]
» I mean, if uh if they're if they've been
[23:13]
in uh existence like this for a a matter
[23:17]
of time and they're trying to get into
[23:18]
compliance, I don't see any reason why
[23:20]
not to to go ahead and let them get into
[23:22]
compliance if there's not, you know, um
[23:25]
an act active movement to get them to
[23:28]
stop using the land in this way. So, I I
[23:31]
think getting in compliance seems like a
[23:33]
great idea to me.
[23:38]
Okay, looks like plans now would
[23:40]
unanimously to approve
[23:45]
uh suggest motion to accept the finding
[23:48]
of the staff and approve the variances
[23:50]
from the Kilder Land Development Code to
[23:53]
allow campground smaller than 90,000
[23:55]
square foot minimum requirement
[23:58]
to allow nonhighway ready recreational
[24:00]
vehicles or tiny homes in the campground
[24:03]
and to allow existing metal sighting on
[24:06]
multif family dwelling units at the
[24:09]
subject property lots one and three and
[24:13]
lots two block 21 of Kilder HW HWBL
[24:18]
edition
[24:21]
I guess I don't have I don't have any
[24:23]
issue with that
[24:26]
mission have anything that you want to
[24:28]
add or
[24:32]
anything that you can think of that
[24:38]
And if not, I'm looking for a motion to
[24:41]
approve [cough]
[24:42]
[clears throat] the variance.
[24:50]
» Motion by Cindy. Do I have a second?
[24:52]
Second by Jeff. Any other
[24:55]
discussion?
[25:01]
If not, uh, Greg,
[25:04]
>> hi. Chris,
[25:05]
>> hi.
[25:06]
>> Jeff, hi
[25:07]
>> Cindy. Hi.
[25:08]
>> Hi.
[25:11]
Request for minor subdivision
[25:15]
in lots 101, block 5, Rock Haven
[25:19]
edition,
[25:21]
and it was
[25:22]
>> Yep. This is a
[25:27]
plat to um combine lots 10 and 11. They
[25:31]
are owned by the same person. Um lot 10
[25:35]
has the
[25:38]
current house and garage and the lot to
[25:41]
the south is vacant and it looks like
[25:43]
they are
[25:46]
planning on putting a
[25:48]
garage or shop building on the vacant
[25:51]
lot. So, they're looking just to combine
[25:53]
those two.
[25:59]
» Let's see what size that lot is.
[26:12]
Sorry, I'm just looking on the um
[26:16]
so once um combined it should be on the
[26:21]
>> Yeah, it says once it's combined be
[26:23]
24,500
[26:25]
or 24,455
[26:27]
squirts.
[26:30]
Yeah. Combined,
[26:46]
Nate, did we have something like this
[26:47]
happen few years back
[26:50]
or
[26:52]
do you have any do you have any uh
[26:54]
suggestions or comment?
[26:58]
Um, I feel like we probably have had
[27:01]
this happen, but I can't put my finger
[27:03]
on what um where that would have been or
[27:06]
what that would have been involving. Um,
[27:10]
but in general, yeah, same same as the
[27:12]
other ones. Like, you know, I don't see
[27:14]
any major red flags with this. It's it
[27:16]
seems to make sense, you know, as long
[27:18]
as there's nobody sees any issues with,
[27:20]
you know, having a a larger single lot
[27:23]
there than than two smaller lots. but
[27:26]
doesn't uh doesn't look to cause any
[27:28]
issues to me.
[27:37]
And again, Rethone's
[27:39]
full obviously.
[28:12]
Sarah, was this also recommended from
[28:13]
planning and zoning for approval?
[28:15]
>> It was. Yep.
[28:18]
>> Make the motion to approve
[28:21]
the minor subdivision of lots 10 and 11,
[28:24]
block five and rock 8.
[28:27]
I'll second.
[28:29]
>> [clears throat]
[28:35]
» Okay, we have a we have a motion by
[28:38]
Chris, a second by it, Greg.
[28:41]
>> Yeah, second by Greg. Uh, any other
[28:44]
discussion?
[28:51]
Not uh Jeff. Hi,
[28:54]
>> Cindy. Hi. Greg Chris. Hi. Hi.
[29:04]
Okay. Uh, outdoor pool survey.
[29:17]
I've not had a chance to look at this
[29:18]
yet, so no worries. Um,
[29:23]
our survey ended about a week and a half
[29:25]
ago. It had very promising results most
[29:29]
with
[29:31]
one of the questions being should Kilder
[29:33]
the city of Kilder build an outdoor pool
[29:35]
and 85% were a solid yes on that. Um,
[29:40]
as you look through there's been there's
[29:41]
a lot of recommendations as to what
[29:45]
should be
[29:47]
included in it. Whether it's a lazy
[29:48]
river, slides, diving boards, etc.,
[29:51]
swimming lanes,
[29:53]
anything that meets the requirement for
[29:55]
swim lessons of all levels. There were a
[30:00]
lot of concerns as well that we plan to
[30:02]
approach and
[30:05]
um
[30:08]
I'm looking for
[30:11]
help um
[30:14]
address that's that's probably the best
[30:17]
word I can think of at the top of my
[30:19]
head. Uh going forward though, our plan
[30:23]
would be to release the results of the
[30:25]
survey to the public so that they can
[30:28]
see as well um that we didn't just take
[30:30]
it and then do our own thing with it.
[30:32]
But we're taking everyone's thoughts and
[30:34]
concerns into account when going forward
[30:36]
with this plan if the commission chooses
[30:38]
to do so. But
[30:42]
>> what were some what were some of the um
[30:44]
your major concerns? Um, one was funding
[30:48]
staffing.
[30:51]
Oh, there it is.
[30:52]
>> Question eight. What concerning Benny,
[30:53]
do you have?
[30:55]
>> There it is.
[30:56]
>> Down on the bottom here.
[30:58]
>> Bottom [snorts] of page 49. Question
[31:01]
eight.
[31:47]
Looks like we had a pretty good turn on
[31:50]
responses.
[31:51]
>> Yes, we had over
[31:53]
>> 300.
[31:54]
>> Yep.
[31:57]
We pushed it out during the uh county
[31:59]
fair. We did everything we could to get
[32:01]
more results. We even extended it by a
[32:03]
week and that helped with we sent it to
[32:06]
the county. They sent out a text to my
[32:08]
gov that got us over 100 responses
[32:10]
overnight. So that was very good way to
[32:14]
work with the county on that
[32:17]
and
[32:19]
yeah.
[32:21]
>> Okay. So you're looking to be be able to push this out
[32:26]
to the public.
[32:27]
>> We're looking to be able to push the
[32:28]
results out to the public and then go
[32:30]
forward with planning. And we have a
[32:32]
couple questions for the commission if
[32:33]
the commission does choose to go forward
[32:35]
with this. uh one being
[32:38]
recommendation for plots of land to look
[32:41]
into and or or as well as what a budget
[32:46]
would look like for this building off
[32:48]
just the beginning budget that we're
[32:50]
looking at
[32:51]
>> as we go forward.
[32:52]
>> That's probably something that we could
[32:54]
address during our budget meeting.
[32:56]
>> Okay.
[32:57]
>> There's been some money set aside
[32:58]
already, right?
[33:00]
in the past.
[33:03]
>> That money that has been set aside, does
[33:05]
that carry over from year to year? Like
[33:07]
if some was set aside this year, can you
[33:10]
add to it for next year? How does that
[33:12]
um
[33:13]
>> the budgeting work?
[33:14]
>> I asked him about that and I wasn't
[33:16]
really sure. I think cuz I think three
[33:20]
years ago they put in $2 million into
[33:22]
that and then they did build an outdoor
[33:25]
pool obviously and then they budgeted
[33:27]
another $2 million but I don't think it
[33:28]
added to 4 million budgeted for it. I
[33:30]
think it's stated that that's how I
[33:32]
understood it from talking to Matt on
[33:34]
how that budgeting work.
[33:40]
So yeah, I guess as as of now, do we
[33:44]
need to
[33:45]
we don't do we need to approve to have
[33:47]
this um information put out to the
[33:49]
public?
[33:50]
>> Right.
[33:51]
>> Yeah.
[33:52]
I think
[33:52]
>> that's what the committee's initially
[33:54]
asking is the commission would be
[33:56]
willing to allow the public to know what
[33:57]
the results of the survey are.
[33:59]
>> I think it'd be great.
[34:01]
I guess I've been looking for a motion
[34:03]
to allow to have this pushed out to the
[34:05]
public. I'll make a motion to allow the
[34:08]
results of the survey for an outdoor
[34:09]
pool to
[34:11]
be provided to the public.
[34:14]
>> A motion by Cindy. Do I have a second?
[34:16]
>> I'll second.
[34:17]
>> Second by Jeff. Any other discussion?
[34:24]
>> So, may I say something? So, we'll
[34:27]
address this on Thursday then at the
[34:29]
preliminary budget meeting as far as
[34:31]
Okay. to make sure that we don't
[34:33]
continue, you know, budgeting that 2
[34:35]
mill.
[34:36]
>> Yeah. Because the committee probably
[34:38]
needs some direction once the survey
[34:40]
results are provided to the public as
[34:42]
far as like Josh said, as far as the
[34:46]
commission talking about location and
[34:48]
>> Yep.
[34:49]
>> some ideas that the committee has
[34:50]
already talked about to share with the
[34:52]
commission as well.
[34:54]
>> Yep. I like that.
[34:57]
>> Thank you.
[34:59]
Let's see. Greg,
[35:00]
>> hi
[35:01]
>> Chris.
[35:01]
>> Hi
[35:02]
>> Jeff.
[35:03]
>> Hi
[35:03]
>> Cindy.
[35:04]
>> Hi.
[35:06]
>> Yeah, like I said, we'll address that on
[35:07]
our budget meeting. Good.
[35:10]
>> We want to address that um these guys I
[35:12]
guess have a week off because of the
[35:14]
aquatic center being closed and um would
[35:17]
it be okay for them to go out and look
[35:20]
at some other Willist specifically would
[35:22]
want to go and look at um and look at
[35:25]
some of the other pools in the area to
[35:26]
get some ideas. And
[35:28]
>> I would I would say yes,
[35:29]
>> you'd obviously pay for their traveling
[35:32]
expenses.
[35:33]
>> I would say yes. And I was also look at
[35:34]
like Bulas. Um
[35:37]
>> I think Hazen doesn't have one.
[35:40]
>> See one in Stanley this weekend and also
[35:43]
and they just opened it in Stanley.
[35:45]
>> Another another one another one I would
[35:47]
suggest looking if you're going to go
[35:49]
towards they're listening. Um New Town
[35:52]
Casino there. That's a pretty pretty
[35:55]
nice one.
[35:57]
We did talk at a meeting last week about
[35:59]
trying to find ways for full-time staff
[36:01]
to
[36:03]
be able to get some hours when the uh
[36:05]
week is when they're closed for the
[36:06]
painting. And so that was one of the
[36:08]
things that we talked about would be to
[36:10]
allow them to visit as many different
[36:12]
places to get as many different ideas.
[36:14]
>> Yeah.
[36:15]
>> Because there's so many suggestions
[36:16]
within the survey as far as what the
[36:19]
survey results show as far what people
[36:21]
would like to see in this if it would
[36:23]
come to fruition. And so that was
[36:26]
something that we did talk about also
[36:28]
last week.
[36:29]
>> It provides you a good opportunity to
[36:30]
talk to the staff at the other place to
[36:32]
see what's used more than others, what
[36:35]
they would do differently,
[36:36]
>> that kind of [clears throat] stuff.
[36:37]
>> Just a knowledge um sharing I think it
[36:41]
great idea.
[36:41]
>> Yes.
[36:42]
>> We also have um I've got connections
[36:44]
with Benjamin Ray down in Dickinson and
[36:47]
he's willing to come up to one of our
[36:49]
committee meetings and talk to us about
[36:50]
their pros and cons as well. And I know
[36:53]
Ryan has gone on to tour the facilities
[36:56]
as well. And so it's we're trying to get
[36:58]
as many as we can so we can have as many
[37:00]
ideas as possible and make this the best
[37:03]
we can for Kilder.
[37:04]
>> Yeah. And obviously pick their brain,
[37:06]
find out what what works, what doesn't
[37:08]
work. Um
[37:10]
>> which heaters they have.
[37:11]
>> Yeah. [laughter]
[37:12]
>> Which heaters they have.
[37:15]
>> You know, there might be some that they
[37:18]
would advise never doing like whatever,
[37:21]
you know. So, I mean, absolutely ask
[37:23]
those questions and
[37:26]
yeah, I have no issue with that. So,
[37:30]
all good.
[37:31]
>> Yeah, I don't think we need you guys
[37:33]
probably should use one of our engineers
[37:35]
to get started emulate the land and
[37:40]
everything.
[37:41]
>> We've been checking into that the amount
[37:42]
of land that we would need.
[37:44]
>> Yeah. Okay. So,
[37:45]
>> but I did only I would probably Eric I I
[37:51]
know they do that at advancement
[37:56]
a little bit. So
[38:05]
that as well.
[38:07]
>> We're worried about the land we need for
[38:09]
the parking lot too.
[38:12]
the parking lot, the actual facility. I
[38:15]
mean, we're land blocked up at the
[38:16]
aquatic center right now, but we can
[38:18]
avoid getting land blocked at the
[38:19]
outdoor pool. So, if there are new
[38:21]
features in the future that we feature
[38:24]
features in the future that we would
[38:25]
like to add to it going forward, then we
[38:28]
can do that instead of being land
[38:30]
blocked and being stuck in the same
[38:32]
situation itself.
[38:34]
>> Yep.
[38:34]
>> Lots to consider going forward.
[38:38]
Any other questions from the commission?
[38:46]
Thank you guys.
[39:07]
fire marshall and codes on the
[39:11]
foundation building and stuff. Um,
[39:13]
basically we're right there right now.
[39:16]
Um, capacity versus available space in
[39:19]
the building. Um, the fire department's
[39:23]
willing to work with us and stuff. Uh
[39:26]
we're so close to needing fire
[39:28]
suppression, which we discussed doing in
[39:31]
the past, and that's about $100,000.
[39:33]
Um if we stay right where we're at,
[39:37]
we're willing to work with us and just
[39:39]
do a fire alarm system. And I have that
[39:42]
price here in front of you guys from
[39:44]
System Technology for the $14,475.
[39:50]
And that's a complete install. That's
[39:52]
them doing the electrical, everything.
[39:55]
So when they come on site from start to
[39:57]
finish and when they leave it'll be done
[40:00]
and activated and to go with the fire
[40:03]
department.
[40:04]
>> So why did you Okay. So they're out of
[40:07]
Fargo.
[40:08]
>> Yeah.
[40:08]
>> Is there anybody?
[40:09]
>> There is no one else in North Dakota
[40:11]
that does the fire suppression or fire
[40:14]
alarm systems like this.
[40:16]
>> Really?
[40:16]
>> Yeah. They are the only ones. They run
[40:18]
the whole state.
[40:21]
I see.
[40:21]
>> And that's why it took me so long to get
[40:24]
this. I was trying to get them out here
[40:25]
to put their eyes off here.
[40:28]
>> So, what did they have? What did the
[40:30]
fire department have before? Nothing.
[40:32]
>> Nothing.
[40:33]
>> Oh, it was just the fire department.
[40:36]
They were
[40:36]
>> fire truck [laughter]
[40:38]
fire hydrant outside in their trucks.
[40:41]
Manower to show up.
[40:44]
But the difference of that is the
[40:46]
capacity thing. Back then it was
[40:48]
basically just a garage housing trucks
[40:51]
versus now you have human lives in
[40:54]
there, you know, in these daily events
[40:57]
and stuff and we're going to do
[40:59]
everything we can to cover everybody's
[41:01]
tail and make it safe for everybody.
[41:05]
>> This is honestly the the best result and
[41:08]
solution to the matter at this point.
[41:10]
It's our so it's still our building on
[41:14]
you know it's not a it's a it's not a
[41:18]
want it's a need exact
[41:28]
looking for approval on that one if
[41:30]
everybody's okay with it.
[41:37]
Yeah.
[41:39]
I'll make the motion to approve system
[41:41]
technologies
[41:44]
quote for a fire alarm system for
[41:46]
$14,475.
[41:49]
So,
[41:51]
uh, real quick. So, this basically
[41:54]
covers everything. It's everything from
[41:55]
the smoke detectors to alerting the the
[42:00]
>> pole station,
[42:02]
>> the lights, you name it. Yeah. Okay.
[42:04]
>> And they hardline into the internet
[42:07]
that's already there. So it it it comes
[42:10]
with a monitoring system on their behalf
[42:13]
as well.
[42:14]
>> That also includes like you know like
[42:17]
exit you like where it's flashing to get
[42:19]
out of the building and
[42:21]
>> yeah I mean it's there's going to be I
[42:23]
think we figured in total of I think it
[42:26]
was nine strobe lights in there. So
[42:28]
basically when they kick off it's
[42:31]
probably be a big old light show.
[42:33]
Okay.
[42:35]
Right. They have a motion by Chris. Is
[42:38]
there a second? One second. Second by
[42:41]
Greg. Any other discussion? Any other discussion?
[42:48]
>> If not, Jeff.
[42:50]
>> Hi,
[42:50]
>> Cindy.
[42:51]
>> Hi, Greg.
[42:53]
>> Hi.
[42:53]
>> Chris,
[42:54]
>> I
[43:00]
have the Havoc votes for the hall for
[43:04]
the mall hallway. So is this is it
[43:07]
completely done? No.
[43:10]
>> No.
[43:11]
>> So like it's it's shot, right?
[43:12]
>> Yeah. It's go up there and look at it
[43:16]
and I don't know who had or came in had
[43:19]
involved in it and stuff, but yeah. All
[43:22]
the side panels are completely tore off
[43:24]
of it. It hasn't probably been used in
[43:27]
five years is what I've learned. The
[43:30]
hallways haven't had any heat in them at
[43:32]
all.
[43:33]
And so all the wiring script and it's yeah it's done.
[43:40]
>> So here's my question and Chris maybe
[43:42]
you want to bring this up uh when we
[43:44]
discussed a little earlier.
[43:45]
>> Sure. So we're there is a mall
[43:47]
association right and I know there's
[43:49]
funds that go into that the dues from
[43:52]
the members of the malls association. I don't know I know Matt Teresa isn't
[43:57]
Matt that
[43:58]
>> he's like president of that.
[44:00]
>> Yeah. Is that is this something that
[44:02]
they they don't have the funds in their
[44:04]
account to pay?
[44:05]
>> They don't.
[44:06]
>> Okay.
[44:06]
>> Yeah.
[44:07]
>> Because I didn't know that they were
[44:09]
talking about raising the dues and that
[44:10]
type of stuff.
[44:11]
>> Yeah, that's the reason it's here. Um
[44:14]
because
[44:15]
>> the mall association doesn't have the
[44:17]
funds available. It has been presented
[44:19]
to the mall association and they did
[44:21]
approve it to come to the city
[44:23]
commission.
[44:23]
>> Okay. Um partially due because we own so
[44:27]
much of the mall already and
[44:30]
If honestly we all know if if the city
[44:33]
doesn't step up on these type of items
[44:35]
in the mall not going to happen.
[44:38]
>> So are we and it's not good for our
[44:41]
investments. We've already invested in
[44:43]
>> Have we talked to anybody else with the mushing you'll see if they're
[44:48]
like you guys say that there's no money
[44:50]
into that.
[44:51]
>> Rivera has nothing to do with them
[44:54]
>> with that part. Okay. They're totally
[44:57]
separate in their own building basically
[45:00]
just with the attached hallway.
[45:02]
>> Yeah,
[45:03]
>> that's what connects down to
[45:13]
these be.
[45:14]
>> Yeah. So, I got the two quotes here for
[45:16]
you guys. The the one from Foods Heating
[45:19]
and Air, his is $1,944.
[45:27]
That one's Which one did you see?
[45:32]
>> All counties refrigeration.
[45:34]
>> Yeah.
[45:36]
>> Well, that one's $20,994.
[45:40]
But it it does not include the crane. It
[45:44]
does not include the electrical
[45:46]
connections. It does not include
[45:49]
anything other than him basically coming
[45:51]
out and it's us assisting in getting the
[45:55]
unit on the roof.
[45:57]
Um, in saying that, the one from all
[46:00]
counts, uh, refrigeration there, this is
[46:03]
a complete install
[46:05]
with the crane and everything on it. Um,
[46:10]
he has the electrician involved in this
[46:13]
boat. He has the HVAC cleaning system in
[46:17]
his quote to clean out the old duct work
[46:20]
that has never been cleaned.
[46:23]
>> And
[46:24]
your
[46:26]
>> and the icing on the cake on him doing
[46:28]
this, this now becomes a heater and AC
[46:33]
versus Collins. It's just a heat read.
[46:37]
It's actually cheaper come to find out
[46:40]
to buy the dual pack system than it is
[46:43]
regular just standard heater. So he
[46:47]
figured right in because it was cheaper
[46:49]
for he says he had no reasoning or
[46:52]
understanding why.
[46:54]
But it's just cheaper to purchase the
[46:57]
dual pack roof unit than a single heater
[47:01]
or a single AC unit. So, and that place
[47:04]
has never had a AC in the hallway.
[47:09]
>> So, do they need one?
[47:10]
>> It's Yeah, it's it's a double it's a
[47:14]
double win in my eyes cuz you're getting
[47:16]
both luxuries for basically the price of
[47:19]
one.
[47:20]
>> And that's with the You're talking about
[47:23]
this all counties refrigeration rate.
[47:25]
>> Yes.
[47:27]
The all counties on is 30,000,
[47:31]
>> but they include cranes and
[47:32]
electricians,
[47:34]
that stuff.
[47:35]
>> The other one was 20,000 without the
[47:38]
utilization of the crane.
[47:39]
>> Yes, exactly.
[47:41]
>> And it's just a heater and just a
[47:43]
heater, not a AC unit.
[47:45]
>> Oh, yeah.
[47:47]
>> With which one? I'm confused.
[47:50]
>> All counties.
[47:51]
That's just the heater.
[47:53]
>> No, all counties is Yeah. Okay. And I
[47:57]
just I reason being is I I don't have
[47:59]
that other vote here.
[48:02]
I was curious if what they have
[48:10]
are very to say I guess
[48:15]
basically says union labor mileage and
[48:19]
that's about it.
[48:26]
» [clears throat]
[48:29]
» And I tried to get a third one for you
[48:31]
guys, but they never call the back or
[48:33]
guys.
[48:38]
» Yeah, there's really not much detail on
[48:41]
that. This one's laid out very well.
[48:49]
What I see the issue is you put a brand
[48:52]
new heater on there.
[48:54]
We're going to be paying somebody to
[48:56]
clean up duct t that's included in
[48:58]
there.
[48:58]
>> No, I know. That's what I'm saying. Like
[49:00]
it is kind of a no-brainer to me. But
[49:02]
>> yeah,
[49:06]
exactly. Cuz if Paul was to do it and he
[49:08]
kicked that thing on, who knows what's
[49:10]
going to blow out that thing.
[49:12]
>> Yeah.
[49:13]
>> And
[49:13]
>> it wouldn't be pretty, I'm sure. I've
[49:15]
been in there in summer and winter and
[49:17]
it's terrible. It's either hot or cold.
[49:20]
Yeah.
[49:49]
way I see it, we're trying to revitalize
[49:52]
that mall and this is another step in
[49:55]
that process. So, I'm looking for a
[49:57]
motion to approve
[50:00]
uh
[50:03]
all refri refrigeration for the amount
[50:07]
of
[50:09]
$30,7267.
[50:16]
» I'll make that motion. Okay, we have a
[50:18]
motion appeal by Chris or Greg. We have
[50:20]
a second.
[50:22]
by Jeff. Any other discussion?
[50:25]
Any other
[50:27]
discussion? If not, Cindy,
[50:30]
>> hi.
[50:31]
>> Uh, Chris,
[50:32]
>> hi.
[50:32]
>> Jeff,
[50:33]
>> hi.
[50:33]
>> Greg,
[50:34]
>> hi.
[50:38]
Now, we're going into the mall roof
[50:41]
repair quotes.
[50:43]
>> Yeah.
[50:44]
So,
[50:46]
there's two, right?
[50:47]
>> Yes, sir.
[50:50]
basically
[50:53]
the first one
[51:01]
city and what's the other one?
[51:03]
>> They're both city.
[51:04]
>> Oh,
[51:09]
do
[51:13]
um
[51:15]
the cold blown here for the 165 290.
[51:18]
That's for basically a complete new
[51:21]
roof.
[51:22]
What they do is it's an overlay mitt and
[51:27]
it is basically covers the pre-existing
[51:30]
roof. They insulate in between the
[51:33]
existing roof and add plland to it and
[51:36]
they go up to walls with flashing and
[51:38]
everything. Um it's actually the same
[51:41]
roofing system that Rivera Bank had put
[51:43]
on when they were having all their
[51:45]
issues.
[51:46]
Um, no issues since they've done that or
[51:48]
anything. These guys,
[51:53]
they they've got the market on this
[51:55]
style of roofing and product for these
[51:58]
type of projects and everything. Um, I
[52:01]
tried to get a couple more quotes. One
[52:03]
of them went up there and looked at it,
[52:05]
said no thank you. The other one never
[52:08]
showed up.
[52:13]
» So, Rivera Rivera is already done.
[52:16]
Exactly. All the way through our library
[52:18]
back wall all the way over to Bronson's
[52:22]
market.
[52:23]
>> Okay.
[52:26]
>> How about Bronson?
[52:28]
>> That's next to the project.
[52:34]
» So that's not Bronson has been part of
[52:36]
that. The grocery store is part of this.
[52:39]
>> This is just actually the mall section
[52:41]
itself.
[52:42]
>> What's the Do you know the square
[52:44]
footage?
[52:45]
Um,
[52:49]
I do have I think
[52:52]
I'm sorry.
[53:00]
So, how long is this if we do this? How long
[53:06]
is that roof good for?
[53:07]
>> 15 year warranty.
[53:10]
>> It's a warranty for 15, but is it a
[53:12]
30-year roof? 20 year roof like it I'd
[53:16]
say it's like your typical commercial
[53:18]
roofing is probably 20 years
[53:31]
and again you know it's an investment
[53:33]
for
[53:35]
to keep covering our investments that
[53:37]
we've already done
[53:41]
businesses and everything in there with
[53:43]
the existing library and
[53:45]
>> yeah the other business that are that
[53:47]
are coming in
[53:51]
» it's not going to get any cheaper soon
[53:56]
that's approximately 12,5
[53:59]
>> 12,500 gross
[54:04]
» so I see one go up for 158,000 but I
[54:07]
don't see the other one
[54:09]
>> oh I got
[54:10]
>> where am I not looking
[54:12]
>> um there should be Another one for
[54:14]
76,389.
[54:19]
» Yeah. Short change.
[54:24]
This is for the front part of the
[54:25]
building. The other one.
[54:28]
>> So the total would be the 78 plus the
[54:31]
158.
[54:32]
>> Yeah. Yeah.
[54:38]
763.
[54:43]
Yeah. Where did you see that? Or you see
[54:46]
Chris or No,
[54:48]
>> we have 158,000.
[54:50]
>> Yeah, that's all
[54:55]
missing.
[54:58]
» Um, for a second one,
[55:01]
>> I didn't I don't have that original
[55:03]
file.
[55:04]
>> I sent it to you, didn't I? Oh, no. M.
[55:07]
I'm sorry. That's mad.
[55:10]
So, it's two quotes for the same roof or
[55:14]
this two quotes for two different
[55:16]
>> two quotes for the same roof. Okay.
[55:18]
>> But the main roof is the 156 or whatever
[55:22]
that is.
[55:23]
>> All right. 165 290 and then the eyebrow
[55:26]
part on the front. The second quot for
[55:30]
that for 76 389.
[55:42]
does include gutters on that 22 park and
[55:45]
the gutters and everything.
[55:52]
» We just have the one quote from Twin
[55:53]
City or the two different roofs, right?
[55:55]
That's fine to predict.
[55:56]
>> There's two quotes from Twin City for
[55:59]
the roof and then
[56:01]
>> for two different types of the roof,
[56:03]
right?
[56:03]
>> Yeah. Yeah. Would it be possible to get
[56:06]
another?
[56:08]
>> You had you did reach out to someone and
[56:10]
didn't get a call back.
[56:10]
>> I had one that went up there on the roof
[56:12]
and said no thank you. The other one
[56:15]
maybe he went up there and didn't tell
[56:16]
me and said I never heard from him
[56:19]
again.
[56:22]
» Like we did didn't we do some work to
[56:24]
the fire hall room?
[56:27]
>> No, that was gutter. Yeah.
[56:40]
that intel with the heater and
[56:41]
everything. Which one do you do first?
[56:43]
The roof.
[56:44]
>> This shouldn't affect the heater or vice
[56:47]
versa.
[56:49]
Cuz basically they have to kind of
[56:51]
elevate those units and then do the
[56:53]
roofing and everything and then reset
[56:55]
them down.
[57:50]
Is there a lot of leaks in the roof?
[57:58]
So, both of them would come both of them
[58:00]
would come to $234,589.
[58:05]
So, is that over
[58:09]
Do that if that goes if that's over if
[58:12]
we split it. We can do it. But
[58:16]
it's over 200,000. Don't we have to have
[58:17]
that bid at all?
[58:19]
>> Well, that's basically what we did.
[58:21]
>> And if it is split,
[58:23]
>> but you only have one one bit.
[58:27]
>> Question for Nate. We have to get it
[58:30]
all.
[58:34]
» You got that, Nick?
[58:37]
Yeah, I not I I don't have the the ordinance
[58:42]
in front of me, but I thought that we
[58:44]
had updated the bidding requirement to
[58:46]
200 grand and so this would fall under
[58:49]
that. So, I don't know that you would be
[58:51]
required to, but I can do some real
[58:53]
quick check in here on my end to see if
[58:55]
I can find that. But that that's my
[58:57]
recollection.
[58:59]
Yeah, cuz he got one bid for the main
[59:02]
part of the roof for 158,200
[59:05]
and then the other part of the roof
[59:08]
$76,389
[59:11]
from the same company.
[59:14]
I'm just curious if we if we can keep
[59:17]
that separate on those two those two
[59:19]
roof lines or do we or do we have or do
[59:22]
we have to put them together as one
[59:24]
bill?
[59:26]
How how is it how are they different
[59:28]
again? I'm not sure I'm following the
[59:30]
difference between the bids.
[59:32]
>> I think they're just different sections
[59:34]
of the roof. Yeah.
[59:35]
>> Yeah. Basically, you have the the main
[59:38]
structure
[59:39]
>> and then you have a lead two off of the
[59:41]
structure.
[59:42]
>> Mhm.
[59:43]
>> So that's how it's divided out.
[59:46]
>> Okay.
[59:47]
Um, and we're planning on doing both of
[59:50]
these simultaneously or or right in
[59:53]
conjunction with each other.
[59:55]
>> Well, I think his main goal would be to
[59:57]
focus on the main roof first and
[59:59]
hopefully weather pending would be the
[1:00:01]
lean view after that.
[1:00:03]
>> Well, could you approve one bid and then
[1:00:06]
wait and kind of see how that one goes
[1:00:08]
and then at the towards the end of that
[1:00:09]
project, you know, move forward with the
[1:00:11]
second one.
[1:00:15]
What do you guys think? Yeah, I think we
[1:00:19]
could, you know.
[1:00:24]
Is one more prevalent than the other?
[1:00:27]
>> The main road.
[1:00:28]
>> Yeah.
[1:00:34]
» Or we can you do it two different
[1:00:37]
motions
[1:00:38]
like kind of like we do with our
[1:00:40]
sidewalks that like that project's done
[1:00:42]
and they can go into the next
[1:00:44]
>> two. Yeah.
[1:00:48]
What do you think of that?
[1:00:58]
Well, I think we should move forward.
[1:01:00]
Um, I think we should have two separate
[1:01:03]
motions. That's how I feel. I think we
[1:01:05]
should have two separate motions.
[1:01:06]
starting starting off with the main roof
[1:01:09]
and then in uh second motion for the the
[1:01:13]
other section and you know one then then
[1:01:17]
the other
[1:01:20]
so [clears throat] there's no other
[1:01:22]
discussion
[1:01:24]
anybody have any comments or want to
[1:01:26]
make a motion
[1:01:29]
>> well we kind of coming down
[1:01:35]
and
[1:01:36]
I'll make a
[1:01:39]
phase one. That's one for what? That's
[1:01:42]
correct. Center 58200.
[1:01:43]
>> Yep.
[1:01:47]
Okay. We have a motion by K or Greg. Do
[1:01:50]
I have a second?
[1:01:54]
by Jeff. Any other discussion?
[1:02:02]
Huh? Cindy.
[1:02:04]
Chris
[1:02:05]
>> Hi,
[1:02:06]
>> Jeff.
[1:02:07]
>> Hi,

>> Craig.
[1:02:08]
>> Hi.
[1:02:10]
>> Then also looking for a motion for phase
[1:02:12]
two in the amount of $76,389.
[1:02:20]
» Make a motion to approve phase two of
[1:02:22]
the mall roof repair at $76,389.
[1:02:27]
Okay. Have a motion by Cindy. Is there a
[1:02:29]
second?
[1:02:35]
by Jeff. Any other discussion?
[1:02:37]
Any other
[1:02:40]
discussion? If not, Greg.
[1:02:42]
>> Hi,
[1:02:42]
>> Chris.
[1:02:43]
>> Hi, Jeff.
[1:02:44]
>> Hi,
[1:02:44]
>> Sydney.
[1:02:45]
>> Hi.
[1:02:49]
» thank you guys. Thank you.
[1:03:04]
» Business welcome commission introduction
[1:03:07]
program.
[1:03:10]
Okay. Well, as you guys probably
[1:03:12]
noticed, we've had some new businesses
[1:03:13]
on Main Street, which is pretty
[1:03:14]
exciting. We have Back and Balance, the
[1:03:17]
new um chiropractor in Tam. We also have
[1:03:21]
um uh it's not Western Edge. That's a
[1:03:25]
good thing.
[1:03:26]
>> Um the physical therapist. And so
[1:03:29]
anyway, as as we were thinking or was
[1:03:31]
thinking about how to welcome them to
[1:03:32]
the community, I um thought of um you
[1:03:36]
know, going visiting obviously, but then
[1:03:38]
I thought, well, why don't we take it a
[1:03:40]
step further and actually invite them to
[1:03:42]
commission meeting um and have them come
[1:03:46]
in and introduce themselves to the
[1:03:48]
commission and give them just, you know,
[1:03:50]
five minutes to do an introduction. So
[1:03:53]
basically um
[1:03:55]
so I I created some cards um and if the
[1:03:58]
commission doesn't want to do it at the
[1:04:00]
meeting then I'll I'll still go out and
[1:04:02]
do it individually but I think it'd be
[1:04:04]
very impactful and also give them an
[1:04:06]
opportunity to meet the commission and
[1:04:08]
just say hello and and welcome. So along
[1:04:11]
with that, it was going to be um a
[1:04:13]
welcome plan, a personalized welcome
[1:04:15]
card, and then they'll also get a um a
[1:04:18]
proud business u window decal. Um those
[1:04:20]
will also go out to existing businesses.
[1:04:23]
Um and then um a commemorative photo. So
[1:04:26]
then we can share it on Facebook and
[1:04:27]
say, you know, welcome to the community.
[1:04:29]
We now have this business in our
[1:04:30]
community. But further to that, um it's
[1:04:32]
a really great way to update our
[1:04:34]
business directory. Um and also um like
[1:04:39]
I said the social media spotlight and
[1:04:40]
then the headliner advertising feature.
[1:04:42]
We thought that we could also promote
[1:04:44]
them um on the headliners too. So um so
[1:04:47]
just looking for your support as to
[1:04:49]
inviting them to a commission meeting
[1:04:51]
and just doing a welcome during that
[1:04:53]
time.
[1:04:55]
>> It isn't Western Edge. That's
[1:04:57]
>> and No, it's not Western. It's Active
[1:04:58]
Edge. It's Active Edge. Thank you.
[1:05:00]
>> That's the Western Edge is the name of
[1:05:02]
the Yeah. of the massage place. So um
[1:05:05]
but pretty exciting having you know some
[1:05:07]
new businesses come into town again. So
[1:05:11]
>> so with your blessing or that would be
[1:05:13]
my recommendation is that we would
[1:05:15]
invite them to our commission meetings
[1:05:17]
and and probably on the first Monday of
[1:05:19]
the month versus the third when we did
[1:05:21]
the community impact if that makes
[1:05:22]
sense.
[1:05:24]
>> Yeah. And time limit five minutes.
[1:05:26]
>> Yeah. Won't take
[1:05:27]
>> I mean the couple minutes be just fine.
[1:05:29]
>> Yeah. So and I will just pass it on the
[1:05:32]
card if you guys like to look at it. So,
[1:05:34]
um,
[1:05:36]
thank you.
[1:06:20]
That's nice.
[1:06:24]
Don't think we need to
[1:06:27]
stand. I don't think so.
[1:06:29]
>> That looks I'm I'm I'm content with
[1:06:32]
that. So, I think it's a good I mean,
[1:06:35]
you get one chance at a first
[1:06:36]
impression, right? I think that that
[1:06:38]
sets the the tone really good for
[1:06:41]
business coming into account. So,
[1:07:01]
» thank you very much.
[1:07:04]
Builder Aquatics and Wellness Center
[1:07:06]
part-time.
[1:07:09]
What's going on here?
[1:07:11]
>> Last week, Katie was able to interview
[1:07:14]
me fair for the part-time blackguard and
[1:07:18]
front desk position that we have open. Y
[1:07:20]
>> and we would like to recommend a that we
[1:07:25]
are able to hire on Medicare for that
[1:07:27]
part-time and lifeguard and front desk
[1:07:29]
position.
[1:07:31]
We're looking for approval on that. Any
[1:07:35]
discussion?
[1:07:38]
>> If not, looking for a motion to hire me
[1:07:40]
third as part of the question
[1:07:46]
motion by Greg. Do I have a second?
[1:07:51]
» Second.
[1:07:52]
by Cindy. Any other discussion?
[1:07:55]
Any other
[1:07:57]
discussion?
[1:07:59]
Uh Chris.
[1:08:00]
>> All right.
[1:08:01]
>> Go. Same. See, uh, Cindy,
[1:08:05]
great.
[1:08:09]
[clears throat]
[1:08:09]
>> Thank you.
[1:08:10]
>> Awesome. We're fully set up right now.
[1:08:12]
Good. I mean, everything's
[1:08:14]
>> Yeah, everything's going smoothly. We're
[1:08:16]
looking for a couple more as we enter
[1:08:17]
into the school year.
[1:08:18]
>> Yep.
[1:08:18]
>> Because high school help usually play
[1:08:20]
sports. So, we're looking for a couple
[1:08:23]
more people that would be willing to
[1:08:25]
become lifeguards and warm for us. So,
[1:08:28]
if you know, anyone send him up for an
[1:08:30]
application.
[1:08:31]
>> Sounds good. Thanks, Josh. Or
[1:08:34]
HWBL, uh, McKenzie Electric Utility
[1:08:38]
Relocation Contract.
[1:08:45]
Uh,
[1:08:46]
so
[1:08:48]
as part of the HSL project,
[1:08:51]
we are going to have to relocate or
[1:08:55]
Kenzie Elect has to relocate one of
[1:08:57]
their lines. And in the franchise
[1:09:00]
agreement, anything within a right in
[1:09:02]
the within the right of way that they
[1:09:04]
have their lines, they have to relocate
[1:09:06]
at their own costs.
[1:09:08]
This line, um, I think it was initially
[1:09:11]
installed, a portion of it got outside
[1:09:14]
the rightway and then back in 2013, they
[1:09:17]
got a an easement with the city. It's
[1:09:20]
actually the city's property, so it's
[1:09:22]
therefore outside of the rightway.
[1:09:25]
Um, and so they submitted this contract
[1:09:27]
to adjust that line with a portion being
[1:09:32]
um outside of the rightway being paid
[1:09:36]
[clears throat] for by the city, which
[1:09:38]
is the way that it is set up. Um, I do
[1:09:42]
have one concern I'm still working
[1:09:44]
through with them as far as the the
[1:09:46]
amount or the portion of that line
[1:09:50]
that's within the the easement that they
[1:09:52]
have.
[1:09:54]
But um in order to allow the project
[1:09:57]
forward, I would suggest um approving
[1:10:00]
this contract and then having additional
[1:10:02]
negotiations with as far as what portion
[1:10:05]
of it
[1:10:07]
>> say what percent of it
[1:10:08]
>> of the total project. What percent of it
[1:10:11]
is it out of that easement? Is it line
[1:10:13]
up with the numbers here?
[1:10:14]
>> It is. Yeah.
[1:10:15]
>> Okay. But it's just a matter of whether
[1:10:18]
it's, you know, whether it should be I
[1:10:20]
think they have 310 feet
[1:10:24]
being outside of the rightway versus
[1:10:27]
like 240, which I think it might be.
[1:10:29]
>> Okay.
[1:10:30]
>> Um, but it it is prorated
[1:10:33]
um as far as the amount of line that's
[1:10:35]
outside of the right outside of the
[1:10:37]
rightway versus inside. It's kind of
[1:10:39]
what they're proposing that city base.
[1:10:42]
Where's that number?
[1:10:46]
Uh
[1:10:49]
it says they're saying we have 21%
[1:10:53]
that 340p would be 21% of the total
[1:10:56]
project and then they'll cover the 1311
[1:10:59]
which is 78% y uh
[1:11:03]
>> 7% right.
[1:11:04]
>> Yeah
[1:11:06]
113
[1:11:09]
>> they're looking for us to pay $30. Yeah,
[1:11:14]
like it does come down to over 200
[1:11:19]
cities 26 240 or 40.
[1:11:23]
>> Will that percentage then drop from 21?
[1:11:27]
>> Yeah. So the the amount So I'd say the
[1:11:30]
amount would be capped at 30.
[1:11:32]
>> Okay. Um but think we can approve but you're
[1:11:37]
going to maybe see if we can negotiate
[1:11:39]
that a little bit.
[1:11:40]
>> Yeah. Um I I would in my response to
[1:11:43]
them I'll have some sort of a caveat
[1:11:45]
that um you know because we we want them
[1:11:47]
to start moving forward on it so that
[1:11:49]
the rest of the project can move
[1:11:51]
forward. Um but I'll just have
[1:11:53]
additional conversations with them to
[1:11:55]
see if if that number needs should be
[1:11:57]
reduced. Maybe there is additional
[1:11:59]
documentation. They haven't got back to
[1:12:00]
me as far as that additional
[1:12:04]
footage to where it would come out to to
[1:12:06]
this 30,000.
[1:12:14]
you're looking for I'm looking for
[1:12:16]
approval of of this. Um,
[1:12:21]
and then like I said, I'll I'll work
[1:12:23]
with them on if it should be reduced,
[1:12:25]
but it's a a max. I guess you're looking
[1:12:29]
for like a uh just approval of the
[1:12:32]
contract in the amount the city's amount
[1:12:34]
of 30,000
[1:12:37]
with electric. Yeah.
[1:12:40]
>> Okay.
[1:12:41]
>> Make the motion.
[1:12:42]
>> I have a motion by Chris. Do I have a
[1:12:44]
second?
[1:12:44]
>> Second.
[1:12:47]
>> Okay. Any other discussion? Any other discussion?
[1:12:53]
Not
[1:12:55]
>> Cindy. Hi.
[1:12:56]
>> Yep. Chris.
[1:12:57]
>> Hi.
[1:13:01]
Great. What else we got here?
[1:13:06]
Highlands and Engineering HBL
[1:13:08]
construction engineering contract.
[1:13:12]
Uh so this would be the construction
[1:13:14]
engineering services for the HBL
[1:13:16]
project. Um that's to cover all of our
[1:13:20]
work RPR at builds. Um and then final
[1:13:25]
project close out. Uh it's in the amount
[1:13:28]
of 191,000 and this would be entirely an
[1:13:32]
hourly contract not to not to exceed
[1:13:36]
191,000.
[1:13:39]
This is the project with central
[1:13:40]
Specialties.
[1:13:46]
Okay,
[1:13:49]
you got anything to say on that? No time
[1:13:51]
to
[1:13:55]
not looking for a motion
[1:13:57]
to approve
[1:13:59]
$19,000
[1:14:02]
for the engineering construction
[1:14:04]
engineering contract. So move
[1:14:08]
>> motion by Cindy. Do I have a second?
[1:14:12]
by Greg. Any other discussion?
[1:14:14]
Any other
[1:14:16]
discussion?
[1:14:18]
Jeff. Hi Chris. Hi Greg. Hi Cindy. Hi
[1:14:24]
[clears throat]
[1:14:26]
street drainage improvement project.
[1:14:33]
Um
[1:14:35]
so this is the
[1:14:37]
same
[1:14:40]
easement in discussion we had before. Um
[1:14:46]
we've kind of gotten back and forth now
[1:14:49]
with Greg. Um
[1:14:52]
or attached the
[1:14:55]
um the latest
[1:14:58]
um
[1:14:59]
ement draft and just looking for the
[1:15:02]
city's
[1:15:04]
decision uh as far as if we want to move
[1:15:06]
forward with this. And if we do, um, in
[1:15:11]
the second page of the easement, there's
[1:15:13]
five items in there that, uh, Doitz has
[1:15:16]
said requested be in there. Um,
[1:15:20]
which of those items the city is willing
[1:15:23]
to, um, have in there. Uh, a couple of
[1:15:28]
items are removal of the drop curb. This
[1:15:30]
is something that from my understanding
[1:15:33]
they cut the curb themselves. is that
[1:15:37]
um when they purchase the property um if everything that we're doing on the
[1:15:44]
line
[1:15:45]
going from the city property out to the
[1:15:48]
end of their property is done um if that
[1:15:52]
curb isn't replaced it's kind of
[1:15:55]
defeating the purpose of of the project.
[1:15:58]
Um they're wanting that to be in and
[1:16:00]
paid by the city. um the installation of
[1:16:03]
a 6ft driveway kind of same thing. If
[1:16:07]
that driveway is not installed, the
[1:16:09]
water's just going to rush off of the
[1:16:12]
street and continue doing some of what
[1:16:14]
it has been doing in the past.
[1:16:17]
Um there's some tree mulch which is
[1:16:20]
essentially back up to number two. So
[1:16:24]
they're wanting 6T concrete from the you
[1:16:26]
know curb and gutter in to where their driveway is now. Is that
[1:16:30]
what they're I I guess I've never seen.
[1:16:32]
>> Yeah. So, essentially the city's
[1:16:35]
driveway detail would take from the back
[1:16:38]
of the curb 6 feet back and it raises 6
[1:16:41]
in. It basically so it can't so the
[1:16:44]
water can't flow out back into the
[1:16:47]
property like it's doing now.
[1:16:49]
>> Okay.
[1:16:49]
>> During a high flow situation
[1:16:51]
>> then vice versa. Why they want to put
[1:16:53]
the curb back in.
[1:16:55]
>> Correct. And so I guess a little bit of
[1:16:58]
background. These are things that I
[1:17:00]
recommended. Um, you know, if we're
[1:17:03]
looking to solve the entire or remedy
[1:17:05]
this entire issue there, those two
[1:17:09]
things are things that should be done.
[1:17:11]
Otherwise, we're the city would be
[1:17:14]
investing 150,000 and continue having
[1:17:17]
the same issue, I guess.
[1:17:20]
Okay. Um, and then,
[1:17:25]
uh, number three is really nothing. They
[1:17:28]
want some mulch picked up. And then
[1:17:30]
number four, they want
[1:17:31]
>> what? Say that again. Now
[1:17:32]
>> number three, um they've got some tree
[1:17:36]
mulch or Oh, they want the any of the
[1:17:39]
chippings from the trees. They want
[1:17:41]
those kept. We're not mulching those
[1:17:43]
trees. We're going to be taking them off
[1:17:44]
the landfill or tree pile.
[1:17:47]
>> Okay.
[1:17:47]
>> I mean, I'm not going to, you know, like
[1:17:49]
they can go get what they want when we
[1:17:53]
multered pile, but we're not going to
[1:17:55]
sit there and mulch them there. Is that
[1:17:57]
where you're getting at?
[1:17:58]
>> Uh I think from like the stumps and
[1:18:01]
stuff
[1:18:04]
was there request this one was um
[1:18:14]
total trees are being removed from the
[1:18:15]
property.
[1:18:18]
>> I believe it was approximately 10. I
[1:18:19]
don't have the number in front of me. I
[1:18:20]
have it before. But
[1:18:23]
>> so they want the city to mulch them
[1:18:24]
right there and then they keep the
[1:18:25]
mulch. Is that what that says?
[1:18:27]
>> That's kind of what I'm reading it,
[1:18:29]
right?
[1:18:31]
>> Yeah.
[1:18:35]
» From the existing tree mulch.
[1:18:46]
Any more information on that? Kenzie?
[1:18:49]
Yeah.
[1:18:51]
No.
[1:18:52]
for uh moving three trees from the east
[1:18:55]
from the eastment.
[1:18:57]
So, how big are these trees?
[1:19:04]
Uh
[1:19:07]
look, I don't think they're
[1:19:11]
going to guess. Okay.
[1:19:15]
Cuz I don't want to take
[1:19:18]
you can't anything over 5 in you. It's it's
[1:19:25]
just not worth it. Now, if you got two
[1:19:27]
to you can two to 4 inch trees or or 4
[1:19:30]
inch or less, those are movable. But I I
[1:19:33]
would like to have a little bit more
[1:19:34]
information on that. Okay.
[1:19:44]
They're wanting 10 new trees installed
[1:19:47]
for the ones that are being removed.
[1:19:49]
>> They want us to install 10 new trees.
[1:19:51]
>> Yeah.
[1:19:56]
Don't
[1:20:08]
fix the curb that they cut and then give
[1:20:10]
them trees
[1:20:12]
then give the mulch and I just I have a
[1:20:15]
big problem with the goal this I don't
[1:20:18]
think it's fair but [clears throat]
[1:20:21]
I need more information on this I would
[1:20:23]
like
[1:20:24]
If it's RF guys, I like the table. I
[1:20:27]
think
[1:20:27]
>> when we get into the trees, you know,
[1:20:29]
how expensive trees?
[1:20:31]
>> Yeah.
[1:20:31]
>> I mean, we're talking or talking the
[1:20:34]
tree you can get in a bag. Like, what
[1:20:36]
type of trees are we talking about?
[1:20:37]
Because that takes this
[1:20:39]
>> I mean, we could look at it tens of
[1:20:41]
thousands of dollars we're spending on
[1:20:42]
trees.
[1:20:44]
>> Just some clarification I would want to
[1:20:46]
see on their five items.
[1:20:50]
>> Yeah. And that's
[1:20:50]
>> none of that is a good I'm sorry.
[1:20:52]
>> Go ahead. No, here you're fine. Sorry.
[1:20:54]
Go ahead, Cindy.
[1:20:54]
>> I was just going to ask if the quote
[1:20:56]
that you have here
[1:20:58]
would not include any of the costs for
[1:21:00]
one through five.
[1:21:01]
>> It includes one and two, not three,
[1:21:05]
four, and five.
[1:21:06]
>> Yeah.
[1:21:11]
I guess I would ask for a motion
[1:21:13]
to table till we get some more
[1:21:15]
information on that.
[1:21:19]
Yeah, I'll make a motion to table.
[1:21:24]
And you can get more
[1:21:27]
motion by Greg to table. I have a
[1:21:30]
second.
[1:21:31]
>> Any other discussion?
[1:21:34]
Any other discussions? Any other
[1:21:36]
discussion? We have a motion by Craig.
[1:21:38]
Second by uh Jeff. Cindy.
[1:21:41]
>> Hi.
[1:21:42]
>> Chris.
[1:21:42]
>> Hi.
[1:21:43]
>> Jeff.
[1:21:43]
>> Hi.
[1:21:44]
>> Craig.
[1:21:44]
>> Hi.
[1:21:48]
We'll
[1:21:52]
keep on rolling here. Okay. Uh back to
[1:21:55]
the HWBL project. Uh we've scheduled a
[1:21:59]
pre-construction conference uh for
[1:22:01]
August 12th at 1:00 p.m. with um Central
[1:22:05]
Specialties.
[1:22:08]
That is next T or Tuesday. Yeah, next
[1:22:11]
Tuesday, right?
[1:22:13]
>> Wednesday.
[1:22:14]
So that's August 12th.
[1:22:17]
>> Yep.
[1:22:18]
Where are you going to have that at?
[1:22:20]
>> We have it virtually right now.
[1:22:22]
>> Is that something that you guys want
[1:22:23]
here?
[1:22:24]
>> I like to be there. I know Greg as well.
[1:22:27]
>> And
[1:22:29]
that's something we can do virtual here.
[1:22:31]
I'm sure we can. We'll get Matt to
[1:22:33]
>> Yeah. Yeah. I've I'll make sure that
[1:22:36]
Matt I think he already does have the
[1:22:38]
team's invite, but
[1:22:48]
12. Do you have a time?
[1:22:50]
>> One o'clock.
[1:22:56]
And then there
[1:23:03]
construction September 1st.
[1:23:05]
Nice.
[1:23:09]
Any
[1:23:22]
questions with that project?
[1:23:25]
>> I I don't have any. Greg, do you have
[1:23:27]
any questions on that one?
[1:23:28]
>> Uh, on to the chip seal project. We have
[1:23:32]
a pre-cons scheduled for tomorrow at 1
[1:23:35]
p.m. that's also virtual.
[1:23:38]
Um,
[1:23:39]
>> is that something I can team send to?
[1:23:41]
>> Yep.
[1:23:42]
>> So, that's 12 a.m. tomorrow.
[1:23:44]
>> Yep.
[1:23:51]
Um, and I can You want to send me your
[1:23:54]
email that you want to send to? Yep. I
[1:23:56]
can send that invite to you.
[1:23:57]
>> Yeah, we can just do that by my uh
[1:24:00]
killed one.
[1:24:01]
>> Okay. I'll make sure you have it.
[1:24:08]
I know Matt Matt and Cameron both have
[1:24:09]
it as well. Me and Cameron both have it
[1:24:11]
as well.
[1:24:13]
You'll you'll just meet up with Cameron
[1:24:15]
then.
[1:24:16]
>> Yeah, I I talked to him today. Okay.
[1:24:21]
Um
[1:24:22]
I did speak with the contractor earlier
[1:24:25]
today. Um
[1:24:27]
they are thinking it's going to be later
[1:24:29]
in the week at least. He couldn't give
[1:24:30]
me a date. Um he did say that he's going
[1:24:34]
to be into
[1:24:36]
the completion date. So, we'll be
[1:24:37]
looking at the damages, but uh
[1:24:42]
yeah, he didn't
[1:24:45]
he's very uh wishy-washy on on when it
[1:24:48]
would be, but I've made him aware of the
[1:24:51]
completion date and the liquidated
[1:24:53]
damages three or four times. So, they're
[1:24:56]
working on it, but they've got some
[1:24:58]
hauling issues getting everything
[1:25:00]
delivered. So,
[1:25:03]
we got place a stage. What's up? They
[1:25:06]
didn't They're bringing in the chips,
[1:25:08]
right?
[1:25:09]
>> They are. Yeah.
[1:25:10]
>> Yeah. Do we need a place to stage or
[1:25:12]
they they don't need need a staging area
[1:25:14]
or
[1:25:15]
>> uh they have not requested anything.
[1:25:16]
Okay. They they usually take care of
[1:25:18]
that and uh they'll be doing it in
[1:25:20]
conjunction with the DOT's chip seal
[1:25:22]
through the city as well. Okay.
[1:25:30]
And so after the meeting tomorrow, um
[1:25:33]
I'll send out an email
[1:25:36]
as far as when they plan to start just
[1:25:38]
so we can give up to residents as well
[1:25:43]
because there will be disruptions to
[1:25:46]
parking at that time.
[1:25:49]
>> Did it say in here where uh where what
[1:25:52]
where they're going to start?
[1:25:55]
>> No, that'll be that'll be on it'll be
[1:25:58]
on discussion items. Okay.
[1:26:05]
Uh, Rodeo Ridge.
[1:26:10]
Uh,
[1:26:12]
so we are planning to
[1:26:16]
install lighting on Casey Avenue, Rough
[1:26:18]
Sock Road, CC Avenue. Um and then we are
[1:26:22]
also talking with Greg gonna include
[1:26:27]
um a high street from 103rd to North
[1:26:30]
Prairie Park as well as the entrance to
[1:26:32]
North Prairie Park unless there's any
[1:26:34]
issues with that.
[1:26:37]
>> It definitely needs to be lighted. Yeah.
[1:26:39]
>> Yeah.
[1:26:40]
>> Having discussed it one.
[1:26:43]
>> Yeah. I know it's been asked about what
[1:26:45]
we can do to it, but um I guess we'll
[1:26:47]
just
[1:26:49]
um when
[1:26:51]
the electrical engineer designs
[1:26:52]
everything, we'll just include that as
[1:26:54]
part
[1:26:58]
that's all that I have. So you guys have
[1:27:00]
any questions for me?
[1:27:04]
My answer question,
[1:27:07]
you going to email me?
[1:27:12]
Yes. Okay.
[1:27:15]
>> Yeah, I'll get a hold of Matt and make
[1:27:16]
sure that are set up for 1:00 tomorrow.
[1:27:19]
>> Sounds good.
[1:27:20]
>> Thank you, Kenzie. Uh, anything with the
[1:27:23]
public works came
[1:27:27]
everything's good.
[1:27:28]
>> Okay.
[1:27:31]
Aquatic Center
[1:27:33]
support. Everybody
[1:27:36]
anything to add?
[1:27:37]
>> Yeah, a couple things. This will be the
[1:27:39]
last time for problems. Um, so our
[1:27:42]
anniversary week was this last week. We
[1:27:44]
had about 200 people show up to the
[1:27:46]
carnival that we had on Friday. Then
[1:27:48]
throughout the week, we had water
[1:27:49]
volleyball on Monday, gym challenges,
[1:27:53]
um, games with lifeguards, and then a
[1:27:57]
aqua fitness night. So, people were in
[1:28:00]
attendance for most of the activities.
[1:28:02]
The only one that wasn't mainly attended
[1:28:04]
was the gym challenges, but we actually
[1:28:07]
had youth that participated in that one
[1:28:09]
and ended up winning the twoe
[1:28:10]
memberships. So, that was kind of fun to
[1:28:13]
have the youth involved and winning
[1:28:15]
those. Overall, it was a successful
[1:28:17]
week. The pool was open and running and
[1:28:21]
people were definitely in it all week
[1:28:23]
long. So,
[1:28:25]
the we brought it up earlier with the
[1:28:29]
building getting painted uh in two
[1:28:31]
weeks, they're doing the ceiling of the
[1:28:34]
front lobby, the gym, and then they'll
[1:28:36]
start on the pool area. So, for that,
[1:28:40]
since they are doing the ceilings as
[1:28:41]
well as the walls, we're shutting down
[1:28:44]
the whole building because of fumes and
[1:28:46]
what they had to do to get around.
[1:28:48]
During that week, the full-timers were
[1:28:50]
going to go along those floors of
[1:28:53]
different facilities, see what we could
[1:28:54]
bring back to Kilder, see what we could
[1:28:56]
apply to what we have, look at the
[1:28:59]
outdoor facilities for the outdoor pool.
[1:29:01]
Um, and we'll also be draining the pool
[1:29:04]
and doing some maintenance on the back
[1:29:05]
rooms that we can get into for that time
[1:29:09]
to prepare the pool for a complete
[1:29:12]
repainting as well.
[1:29:14]
Other than that,
[1:29:17]
we have an update on the new heater. It
[1:29:20]
has been shipped. It should be arriving
[1:29:21]
this week and that install should be
[1:29:23]
happening during that same time that it
[1:29:25]
is closed for painting. That is the goal
[1:29:27]
that we're looking for to be closed as
[1:29:29]
limit as small amounts of Boston. So, we
[1:29:33]
knock everything out in that week and
[1:29:36]
we'll be good to go. Build the pool up,
[1:29:38]
heat it up, balance it out, open it
[1:29:40]
right back up for private swim. But we
[1:29:43]
have group swim going on right now for
[1:29:45]
this week and next week. So
[1:29:47]
that's everything we have.
[1:29:50]
>> Yeah. I'm glad you had pretty good
[1:29:51]
turnover.
[1:29:52]
>> Yeah, it was really fun to see balanced
[1:29:55]
out about it balanced out last year
[1:29:57]
which was our 10 year sales.
[1:30:00]
>> Awesome. Thank you, Josh.
[1:30:04]
Uh let's see. Tyrell
[1:30:08]
giving advant.
[1:30:20]
So theres and I met today um to discuss
[1:30:24]
the Kyr the iHeart Radio.
[1:30:26]
>> So um Teresa was working with uh Jeff on
[1:30:31]
having them come out and have the
[1:30:32]
Michael Bell here. Um and so that's
[1:30:35]
scheduled for August 13. Um and so
[1:30:38]
>> yeah, so we have a great um so we will
[1:30:41]
be hosting that at the um Zen County
[1:30:44]
Roundup. They had some criteria
[1:30:45]
regarding um a dedicated uh Wi-Fi and
[1:30:49]
stuff. So we're going to have it there.
[1:30:51]
And so from 8 to 8:30 um we are going to
[1:30:54]
they'll be on the air that it's a 30
[1:30:56]
minute segment that lasts 17 minutes. So
[1:30:59]
we actually have the full two hours. So
[1:31:01]
what we've got is we break it up into
[1:31:02]
four different segments and the first
[1:31:04]
one will be um featuring the D County
[1:31:07]
Roundup Community Kitchen, the elder
[1:31:08]
care and talking about that program
[1:31:10]
because that does affect all of Dun
[1:31:12]
County. Um and then at 8 from 8:30 till
[1:31:15]
9:00 uh Rian Sidowski will be on and
[1:31:18]
she'll be talking about her um business
[1:31:20]
in town and her physical therapy. And
[1:31:23]
then I have a call into Back and Balance
[1:31:24]
because I want to have them on too and
[1:31:26]
talk about why they why they chose
[1:31:28]
Kilder to open their businesses and to
[1:31:30]
talk about that somewhat. So that they
[1:31:32]
would be featured from 8:30 till 9:00.
[1:31:34]
And from 9:00 to 9:30 um we have Seth
[1:31:36]
Murphy and the um high school national
[1:31:39]
finals participants and they're going to
[1:31:42]
come in and talk about um their
[1:31:44]
experience down at the um national
[1:31:46]
finals and and let the kids tell their
[1:31:48]
story. And um they're going to even go
[1:31:50]
into some detail as to how disciplined
[1:31:53]
like the rodeo is as far as cuz he joked
[1:31:56]
with me. He said, "Well, we'll be there
[1:31:57]
with bells on." I said, "What about your
[1:31:59]
spurs?" And he's like, "Our Spurs and
[1:32:00]
our cowboy hats and our shirts will be
[1:32:01]
tucked in." A lot of things that people
[1:32:03]
of course a lot of the people from here
[1:32:05]
we know that a lot of people outside
[1:32:07]
don't understand the strict guidelines
[1:32:09]
for some of the rodeo participants. So
[1:32:12]
anyway, so they're going to be telling
[1:32:13]
their story from 9:00 to 9:30 and then
[1:32:15]
at 9:30 till 10:00 then um Carson
[1:32:18]
Clling, is it Carson speak?
[1:32:20]
>> Um both Carson and D will be there. So I
[1:32:23]
met with them today on the parking lot
[1:32:24]
sale um and [clears throat] so they got
[1:32:26]
me a bunch of information. So um they'll
[1:32:28]
be there to talk about that and they'll
[1:32:30]
have um we talked over marketing and
[1:32:32]
what that looks like, try and get um
[1:32:34]
more people from outside the community
[1:32:36]
to attend that milking horse sale. So
[1:32:39]
they have been promoting so that comes
[1:32:41]
from the visitors fund and they have
[1:32:42]
been promoting the hotels as well. Last
[1:32:44]
year they did sell out of the hotels and
[1:32:46]
it sounds like they've had quite a few
[1:32:47]
people call um to book rooms for that
[1:32:50]
event. So that's the the whole premise
[1:32:53]
of the visitors board is to get people
[1:32:55]
to stay overnight.
[1:32:57]
And then just to add to that one a
[1:32:58]
little bit further too with this iHeart
[1:33:00]
Radio um once again we meet every Monday
[1:33:03]
and we talk about the things that are
[1:33:04]
coming up in the community and we want
[1:33:07]
to highlight for those those events. So,
[1:33:09]
they're talking this week about the 4
[1:33:11]
achievement days. Monday, Tuesday,
[1:33:13]
Wednesday. And then Thursday, Friday, I
[1:33:16]
think they're going to um have some ads
[1:33:18]
just saying, "Hey, well,
[1:33:19]
congratulations, North Dakota High
[1:33:21]
School um NFR." And then the following
[1:33:23]
week, we'll be talking about um the
[1:33:26]
upcoming event which um Brady will talk
[1:33:29]
about with the mall association and then
[1:33:31]
um
[1:33:33]
we bucket sale
[1:33:35]
>> and the bucket sale. I thought we had
[1:33:37]
one other thing being in there. Mall
[1:33:39]
Association. Yeah. So, so anyway, so the
[1:33:41]
headliner thing is going really well,
[1:33:43]
you guys. I I just can't thank you
[1:33:45]
enough for supporting that because I
[1:33:47]
think it's really really good. So,
[1:33:49]
that's all. Thank you.
[1:33:52]
>> Appreciate it. That's
[1:33:53]
>> Yeah. And then
[1:33:54]
>> a lot of effort put into that. So, I
[1:33:56]
appreciate it.
[1:33:57]
>> Um and then just a couple things that I
[1:34:00]
had. So, uh with I touched on ADA at the
[1:34:03]
last meeting. Um, so tomorrow I do have
[1:34:05]
a meeting with Mike Miller with the
[1:34:07]
county. Um, and he is going to go over
[1:34:10]
some of the document remediation. So
[1:34:12]
that's going to be the big bulk of what
[1:34:14]
we have to do. And u remediation is
[1:34:16]
basically just making sure that all the
[1:34:18]
documents that we have online can be
[1:34:20]
read by like screen readers. So someone
[1:34:23]
who uh would be visually impaired. That
[1:34:25]
way they can open those documents and
[1:34:27]
have access to it. So, um, a lot of
[1:34:30]
times what smaller cities do is they'll
[1:34:32]
make accommodations for people to come
[1:34:34]
into city hall or, um, get those records
[1:34:38]
that way and we want to get away from
[1:34:40]
doing that because some people may not
[1:34:41]
have those transportations, things like
[1:34:43]
that. So, having that access to it. So,
[1:34:46]
that's kind of just an update on that.
[1:34:48]
Um, and then I'm still working on
[1:34:50]
getting the commission videos up online.
[1:34:52]
So, um, that's a work in progress as
[1:34:54]
well.
[1:34:56]
[laughter]
[1:34:58]
So, and that's all I have.
[1:35:00]
>> Perfect. Okay. Any questions for
[1:35:02]
Terrell?
[1:35:03]
>> Thanks, Ter.
[1:35:17]
» Okay, this is my last.
[1:35:21]
Um, so I just wanted to um give you guys
[1:35:24]
a couple updates. Um, Bronson's lease
[1:35:26]
has been signed. We just received it
[1:35:27]
back, so we didn't have a chance to
[1:35:29]
present it and get it on the agenda, so
[1:35:31]
I read it to sign.
[1:35:32]
>> Um, and then, um, North Prairie, um,
[1:35:35]
edition. Um, I talked to Ruan this
[1:35:38]
morning. Um, and, uh, they actually went
[1:35:42]
they went out to bid, which was just is
[1:35:44]
really surprising to me. So, that they
[1:35:46]
are getting true hard numbers for us.
[1:35:50]
And it doesn't mean that they're
[1:35:51]
accepting those bids or they'll I don't
[1:35:53]
know how the whole bid process goes, but
[1:35:55]
she she assured me that in order to get
[1:35:57]
a very accurate this is how they want it
[1:35:59]
to go and that they did hire somebody
[1:36:01]
specific for this project, which I
[1:36:03]
thought was kind of interesting and um
[1:36:05]
kind of exciting. The same thing. So,
[1:36:07]
she told me she'd have a update to me by
[1:36:10]
tomorrow afternoon. So, hopefully we'll
[1:36:12]
see something very soon from them.
[1:36:15]
Whether it you know what that looks
[1:36:16]
like, I don't know. But um
[1:36:19]
>> Oh, did she get back did she get back to
[1:36:22]
you in the la um in the not 30 days?
[1:36:24]
>> No, it's past it a little bit. Yeah. So,
[1:36:27]
I think it was June 26 was when she had
[1:36:29]
sent me the email. So,
[1:36:31]
>> um and then so we already talked about
[1:36:34]
the uh the um headliner. Um
[1:36:39]
and then what else?
[1:36:42]
>> What's that? Nate trying to say
[1:36:44]
something. Oh, sorry. Nate.
[1:36:45]
>> Nate, did you have something?
[1:36:47]
No, I'm sorry. I wasn't trying to say
[1:36:49]
anything.
[1:36:50]
>> Okay.
[1:36:50]
Um, and as far as the my report,
[1:36:56]
um, do you guys have any questions that
[1:36:58]
I could answer on that? Other than that,
[1:37:01]
I don't have anything really additional.
[1:37:05]
[clears throat]
[1:37:10]
Um, my first uh, update that I'll
[1:37:13]
provide is on the log cabin park. So,
[1:37:15]
Jonathan Corner of ISI Inspections is
[1:37:18]
scheduled to come out this Wednesday on
[1:37:19]
August 5th to um do that inspection on
[1:37:22]
the cabin. He's already dropped off some
[1:37:25]
equipment last week um for the radon
[1:37:27]
testing. He needed to set it up early
[1:37:29]
and so he came out, he was doing a job
[1:37:31]
in Dickinson. He came out and set that
[1:37:32]
up. So, he said the process takes he
[1:37:35]
thinks around four to six hours. So,
[1:37:37]
we'll know by the end of the day,
[1:37:38]
Wednesday, kind of the results on that.
[1:37:41]
and I'm gonna be requesting like a full
[1:37:43]
breakdown so that we can present that at
[1:37:45]
the next commission meeting. Um but
[1:37:47]
that's about all the updates I have so
[1:37:48]
far on the log cabin and then looking
[1:37:51]
towards the mall renovations. So um
[1:37:54]
first starting with the bathrooms um as
[1:37:57]
well as that unit 8 kind of looking at
[1:37:59]
those that what it would cost to put up
[1:38:00]
those walls. Um I met with two different
[1:38:03]
contractors with Joe. One of those was
[1:38:06]
uh Jerry Uer of JD Builders and the
[1:38:09]
other one was Eddie Garcia. So I met
[1:38:11]
with them both last week and I provided
[1:38:13]
a full breakdown of what was expected
[1:38:15]
for the bathroom renovations. And then
[1:38:18]
we also took um a trip to unit number
[1:38:20]
eight and kind of just gave a quick
[1:38:22]
overview of what we were looking at for
[1:38:24]
that renovation as well. Those couple
[1:38:25]
walls that need to be put up. And so
[1:38:27]
both of them are going to get back to
[1:38:29]
me. They um Jerry provided an ex a two
[1:38:34]
week approximation of to get those
[1:38:35]
quotes and Eddie didn't really give me
[1:38:37]
much of a timeline there. So I'm waiting
[1:38:39]
to hear back from him. So um but that's
[1:38:41]
kind of I'm hoping at the next
[1:38:43]
commission meeting I'll have quotes that
[1:38:44]
I can pro provide on both the bathrooms
[1:38:46]
and unit number eight. Um to go along
[1:38:48]
with that. I do have one update on the
[1:38:51]
unit number eight. I made a fly through
[1:38:53]
video and it's currently up in the mall
[1:38:56]
so people can scan the QR code that's
[1:38:58]
out there in front of the unit and watch
[1:38:59]
this video and it kind of provides a
[1:39:01]
full breakdown. It's like a full
[1:39:02]
rendered video showing what that might
[1:39:04]
look like in the future once they put
[1:39:05]
those walls up. So, I would like I'm
[1:39:08]
going to try to play that for you guys
[1:39:09]
right now over the screen. We'll see if
[1:39:10]
that works.
[1:39:18]
So, just to provide a a reminder. So
[1:39:20]
that unit number eight is the one on the
[1:39:21]
corner here. This is what it looks like
[1:39:22]
when it's blank. And then this was that
[1:39:26]
proposed floor plan. So we create kind
[1:39:28]
of that reception area, a couple of
[1:39:29]
different offices, and then a break room
[1:39:31]
in the back. And this is the unit that
[1:39:34]
um Tranquil and Nourished is currently I
[1:39:37]
think they have they signed that lease
[1:39:38]
yet, but they are the ones that are
[1:39:40]
interested in moving into this lot. Um
[1:39:42]
so this is like a rendered video of what
[1:39:44]
that space might look like.
[1:39:49]
It's going to be really glitchy.
[1:39:53]
My screen is not as glitchy as it looks
[1:39:56]
up there, but you're going to get caught
[1:39:58]
up.
[1:40:00]
>> I challenged him [clears throat] to
[1:40:01]
superimpose Matt's face on all the
[1:40:03]
characters.
[1:40:05]
>> There is also music that plays when you
[1:40:06]
scan on your phone and watch it. It's
[1:40:08]
not just silence. But
[1:40:13]
so that window looks out that main
[1:40:15]
hallway in the mall.
[1:40:17]
And then this next office, that is
[1:40:19]
another one. That's the bigger one. Then
[1:40:21]
when you go down Bronson's hallway,
[1:40:25]
those panels that you see on the wall
[1:40:26]
are all acoustical panels cuz uh or
[1:40:29]
tranquil nourish the Lindsay was really
[1:40:32]
um kind of wanting to see how how we
[1:40:35]
could um apply acoustical
[1:40:37]
um strategies into their offices. So,
[1:40:44]
but obviously this isn't designed
[1:40:46]
specifically for their business. This
[1:40:47]
was more of an overall design for how
[1:40:49]
any any type of business could really
[1:40:51]
move into this space.
[1:41:10]
And this is the same kind of uh video
[1:41:12]
that I would like to create for unit
[1:41:14]
number uh six and five, the old clinic.
[1:41:17]
and then the um kind of the empty number
[1:41:19]
six uh just to kind of provide a um a
[1:41:22]
visual for people where we'll point to
[1:41:24]
them all and they can kind of see the
[1:41:27]
vision for the future really what that's
[1:41:29]
for. So that is my update I have on that
[1:41:32]
and like I said I've also shared that
[1:41:34]
with both contractors so they can kind
[1:41:36]
of use that as visualization as well to
[1:41:39]
kind of understand what's going into
[1:41:41]
this. Obviously, we weren't providing
[1:41:42]
all of all of that visualization. We're
[1:41:45]
providing the walls and maybe some new
[1:41:47]
flooring and whatnot, but um yeah. And
[1:41:50]
then um the last thing I have is talking
[1:41:54]
about a an event that we're doing at the
[1:41:57]
mall. So, the last mall association
[1:41:59]
meeting, um, we proposed the idea of
[1:42:02]
doing a community event at the mall as a
[1:42:05]
means to kind of get more foot traffic
[1:42:07]
into into the mall, uh, to promote the
[1:42:10]
businesses that are already in there, as
[1:42:11]
well as the future renovations that
[1:42:13]
we're going to be doing. And so, um, on
[1:42:15]
the flyer that I think you guys can all
[1:42:18]
see in front of you, uh, there's a list
[1:42:19]
of all the different things that have
[1:42:20]
been going on. The library is doing a
[1:42:22]
book sale that, uh, that evening.
[1:42:24]
There's going to be door prizes. We have
[1:42:25]
some leftover peeled deer bags from that
[1:42:27]
we're hanging out during the 4th of
[1:42:28]
July. And so the book sale will be fill
[1:42:31]
up that bag for $5. Um Bronson's is
[1:42:34]
providing hot dogs that night um for
[1:42:36]
free. And I they also said they were
[1:42:37]
going to be doing gift cards hanging or
[1:42:39]
doing like a prize like Yeah. drawings
[1:42:42]
for gift cards. Um I believe we hired um
[1:42:46]
or [clears throat]
[1:42:47]
>> fainted beans.
[1:42:48]
>> Yep. For dirty sodas. Um Rivera is meant
[1:42:51]
to be doing a popcorn machine. I think
[1:42:52]
they're also doing slushies. um face
[1:42:55]
painting will be there with um Gabby and
[1:42:58]
then um we'll have a display that shows
[1:43:00]
all these renovations I've kind of been
[1:43:02]
showing you over the last few weeks. So,
[1:43:03]
the bathroom renovations will be on
[1:43:04]
display as well as all the QR codes of
[1:43:06]
these flythroughs so that people come in
[1:43:08]
and they can kind of see that, you know,
[1:43:10]
we are making an effort to revitalize
[1:43:13]
those those empty lots. So, yeah, kind
[1:43:16]
of the whole point is to um is to really
[1:43:18]
just get people into the mall and see,
[1:43:20]
hey, we're doing something here.
[1:43:22]
And and then just one other further
[1:43:24]
exciting thing that happened today.
[1:43:25]
Somebody came in and wanted to see the
[1:43:29]
um what unit is that one? Number six.
[1:43:33]
>> And they are very very interested in
[1:43:36]
unit six. And so that isn't going to be
[1:43:38]
one that's going to be done as quickly
[1:43:40]
because that has the panel in it that
[1:43:42]
has to be moved. So and we haven't even
[1:43:44]
advertised yet. So that's really
[1:43:46]
exciting. So, and what kind of the plan
[1:43:50]
that we talked about for that one was to
[1:43:52]
set it up as a um initially as a Do you
[1:43:56]
have that? Do you have that drawing? Um
[1:43:58]
>> uh so so we had just a conference room
[1:44:00]
and then three individual offices so
[1:44:02]
that if people wanted it for just office
[1:44:05]
space, they could rent the office space
[1:44:06]
and then they'd have the common um
[1:44:09]
conference room if they chose to use it.
[1:44:11]
So that's just one of the ideas. It
[1:44:13]
doesn't mean that's the idea. Yeah, it's
[1:44:14]
a very interesting lot. The way it's very long and not very wide. So,
[1:44:18]
the way that that that you would
[1:44:20]
potentially want to put walls up in
[1:44:22]
there becomes a little bit intricate or
[1:44:24]
tricky, but we kind of I do have a
[1:44:27]
current floor plan going that I think
[1:44:28]
uses that space to its best ability. Um,
[1:44:31]
but I I don't have it for for display
[1:44:33]
right now, but it will be ready by this
[1:44:35]
mall event and by the next commission
[1:44:36]
meeting, I'll be able to present that as
[1:44:38]
well.
[1:44:38]
>> Good.
[1:44:41]
The only thing I would have to say is uh
[1:44:42]
I would reach out to the two contractors
[1:44:45]
about the bathroom, you know, let their
[1:44:46]
votes and just let know that commission
[1:44:50]
would like to see him by the 17th, you
[1:44:52]
know, so for that that meeting or the
[1:44:54]
17th, right?
[1:44:55]
>> Yeah. The next commission meeting. Yeah.
[1:44:56]
>> Y which will actually be Brady's last
[1:44:58]
meeting to his official.
[1:45:02]
>> Okay.
[1:45:02]
>> Yep. So I I'll reach out to them and
[1:45:04]
I'll let them know. That's kind of our
[1:45:06]
goal.
[1:45:07]
>> Yeah. Perfect. Perfect. Thanks.
[1:45:09]
>> Thank you guys. Appreciate it.
[1:45:14]
» Ryan,
[1:45:17]
have anything else to add to your
[1:45:19]
director's report?
[1:45:20]
>> No. Do you guys have any questions?
[1:45:22]
>> Um,
[1:45:26]
we still look like we're going to be uh
[1:45:29]
the playground equipment at the line
[1:45:31]
facility may happen this fall.
[1:45:33]
>> Yep. We're uh I'm trying to he's working
[1:45:35]
with his u his team. I'm trying to get a
[1:45:39]
set time and date for me and then that's
[1:45:42]
where we can start planning on that.
[1:45:43]
We're we're pushing for the phase one to
[1:45:46]
happen this fall for sure, but I'm also
[1:45:48]
trying to push the envelope of trying to
[1:45:50]
get the the extra replacements for the
[1:45:53]
original to do it kind of the same time.
[1:45:56]
If not, it might be pushed into the late
[1:45:58]
fall, but it's just matter of time on
[1:46:00]
his scheduling with his guys. So, I'm
[1:46:03]
making sure I do a followup with them
[1:46:04]
every every uh every week having coffee
[1:46:07]
with him. So,
[1:46:09]
>> um one question, maybe Joe can answer
[1:46:11]
this. How what's what's the status on
[1:46:13]
the bathroom up there?
[1:46:15]
>> Uh the last
[1:46:17]
did their uh final connect yesterday
[1:46:21]
um to get it connected back up.
[1:46:23]
>> Okay.
[1:46:23]
>> And Cash was supposed to be there this
[1:46:25]
afternoon. I don't know if he made it or
[1:46:27]
not, but other than cash and Jerry just
[1:46:31]
had a few
[1:46:34]
things and stuff.
[1:46:37]
>> Awesome. It's all
[1:46:40]
>> good. Can we get lights in there though?
[1:46:42]
It's kind of hard to open.
[1:46:47]
» No, it looks really good up there. Good, good. um
[1:46:54]
with uh with the park and with our park
[1:46:56]
board and park uh park board uh park or
[1:47:00]
summer help. When are when are we losing
[1:47:03]
them? Usually I mean we're going to be
[1:47:05]
getting pretty close, right? When when
[1:47:07]
are like school start school starts or
[1:47:09]
things are pract
[1:47:15]
or
[1:47:17]
>> I'm losing my health next week. So bad
[1:47:20]
>> cuz school starts on the
[1:47:21]
>> 17th
[1:47:23]
practice starts before then football.
[1:47:25]
>> Yeah. If I lose one for sure next week,
[1:47:28]
all the other ones that are going to
[1:47:29]
stick around till the 17th basically the
[1:47:33]
15th I guess 14th be
[1:47:42]
I have no other questions. Appreciate
[1:47:45]
the reports, guys.
[1:47:46]
>> Yeah. Um, just want to just give you a
[1:47:48]
quick update. Um, brought in one of our
[1:47:50]
two employees, Amanda. I brought her
[1:47:52]
around town, show her around and show
[1:47:55]
her some of the projects that we've been
[1:47:56]
working on and the playgrounds and stuff
[1:47:59]
like that just to get her acquainted
[1:48:00]
with things and uh, introduced her to
[1:48:03]
uh, the city uh, employee entities that
[1:48:05]
we have the public works and, you know,
[1:48:08]
introduce her as a city employee, not
[1:48:10]
her previous. So, that took up some of
[1:48:14]
our day. And then, um, just to kind of
[1:48:18]
I know it's a park board deal, but I'm
[1:48:20]
just kind of giving you guys some
[1:48:21]
information. So, tackle football is
[1:48:23]
going to be starting soon. And then
[1:48:24]
pending approval tomorrow or Wednesday,
[1:48:26]
excuse me. Uh, we are looking at hiring
[1:48:29]
Andy Cook as our director, replacing
[1:48:32]
David Cook, uh, or David Dukart, sorry,
[1:48:35]
as he went on was, uh, taking on the,
[1:48:38]
uh, offensive line varsity. And then
[1:48:41]
we'll have Anthony Dukart and then Pat
[1:48:44]
Hedger and Garrett Quintes as our our
[1:48:46]
coaches. And then we're going to have
[1:48:48]
Klay Carlson and Nick Dukart as our
[1:48:49]
volunteer coaches. So just thought I'd
[1:48:52]
throw that out there. Um even though
[1:48:54]
that's the park district side, but other
[1:48:56]
than that, we're just working on some
[1:48:57]
registrations, getting ready for tackle
[1:48:59]
football coming up here at the end of
[1:49:00]
the week. Uh we're going to have
[1:49:02]
registrations and then um we're going to
[1:49:05]
have registrations before uh the coun's
[1:49:07]
uh benefit that they're going to have.
[1:49:09]
So, we're not interfering with that. We
[1:49:11]
want to make sure we're done with that.
[1:49:12]
So, but other than that, that's really
[1:49:14]
all I have is any more questions.
[1:49:18]
>> All right. Thank you, Ryan. I appreciate
[1:49:19]
it.
[1:49:23]
» We got some
[1:49:26]
additions here.
[1:49:29]
>> Yes. So, the first one's the SRO
[1:49:31]
position.
[1:49:32]
Um, talking to Matt and I think you told
[1:49:36]
Christie as well, but hiring board for
[1:49:38]
that as we get to that 21 days.
[1:49:41]
>> Are we are we closed on are we are we
[1:49:44]
closed on that SRO position or does when
[1:49:47]
does it
[1:49:48]
>> I think it closes this week.
[1:49:51]
>> think so.
[1:49:52]
>> Okay.
[1:49:53]
>> So, we're going to um I'll have a
[1:49:56]
conversation with Chris. Uh
[1:50:01]
we need to take and get a board
[1:50:04]
together.
[1:50:05]
>> Yeah. So for the last one, we do bring
[1:50:08]
in some members from the um school board
[1:50:12]
to sit on that as well. Um
[1:50:14]
[clears throat]
[1:50:15]
we also have uh one of the KBD officers,
[1:50:19]
one of our officers, Josh Bin's on the
[1:50:21]
school board as well. So I think that would be a good asset to that
[1:50:25]
hiring board. So you thinking obviously
[1:50:28]
yourself I I will be on that one.
[1:50:31]
>> Josh Keen
[1:50:33]
um
[1:50:34]
>> Matt and then probably one like either
[1:50:36]
the the principal or superintendent.
[1:50:38]
>> Yeah.
[1:50:39]
>> Try to get that.
[1:50:40]
>> Yep.
[1:50:42]
>> We'll get that.
[1:50:42]
>> Have a front office person.
[1:50:45]
>> Front office person. Yeah.
[1:50:48]
>> Or I was going to say the last one we
[1:50:50]
had Jenny Wallace in on that one and
[1:50:52]
then Mr. Simmons,
[1:50:55]
Matt, Chris, and myself. Yeah. You know,
[1:50:58]
we'll get that aired up a little bit
[1:51:00]
here this week.
[1:51:01]
>> Yeah. And we'll
[1:51:05]
And then
[1:51:09]
when
[1:51:10]
I guess I'd like to know like when it closes. We could start
[1:51:16]
scheduling it.
[1:51:18]
>> You're gone the next week.
[1:51:19]
>> Gone next week. So, we won't be able to
[1:51:22]
get anything set.
[1:51:24]
And then there's interviews the week of
[1:51:26]
the 17th already. So, we'd be looking to
[1:51:29]
do interviews the week probably the 24th
[1:51:32]
if that works.
[1:51:33]
>> 24th or even until the beginning of
[1:51:35]
September.
[1:51:37]
>> Yeah.
[1:51:39]
Just let's just let's just uh plan on
[1:51:43]
thinking the 24th doing
[1:51:46]
um that position.
[1:51:48]
>> Yeah. And that gives us some time yet
[1:51:51]
unless we wanted to set that board today
[1:51:55]
gives us some time to set up a meeting
[1:51:57]
the week of the 17th to go through
[1:51:59]
applicant
[1:52:01]
who we want to interview
[1:52:03]
and then interview that either last week
[1:52:06]
of August the 24th or the first week of
[1:52:10]
September. When does it close? That's my
[1:52:13]
sure. So, I guess what I'd like to do is
[1:52:16]
uh you know when Matt comes back
[1:52:18]
tomorrow, well, I'll give him a call.
[1:52:21]
I'll find out when that date is and if
[1:52:23]
it if say it's the 18th or I I don't I
[1:52:28]
don't even know what the next I think
[1:52:30]
the 21 days goes from the day it was
[1:52:32]
listed. Yeah, I know the motion was made
[1:52:34]
to list it
[1:52:37]
ago. Yeah. And then
[1:52:39]
>> when was it listed?
[1:52:40]
>> But it wasn't listed right away. It was
[1:52:42]
like a week after. So,
[1:52:46]
but then we got interviews on the week
[1:52:48]
of the 18th. Maybe we
[1:52:52]
do our selection
[1:52:54]
on the 20th
[1:52:57]
or the 24th.
[1:53:00]
Yeah,
[1:53:06]
I agree. I think we should follow up
[1:53:07]
with Matt um when he gets back tomorrow.
[1:53:21]
So, let's set this board. So, it'll be
[1:53:24]
myself, Chris, Matt, Joshua Keen,
[1:53:28]
uh probably two from the school, one up,
[1:53:31]
one administrator, and one uh principal
[1:53:36]
or vice or superintendent. Probably
[1:53:38]
principal, huh? Um,
[1:53:40]
>> I would have a front office person.
[1:53:42]
>> Second.
[1:53:43]
>> I would have a front office.
[1:53:44]
>> Oh, absolutely. No, that's Janelle.
[1:53:47]
>> Janelle or Jenny? Yep. [clears throat]
[1:53:50]
>> Well,
[1:53:50]
>> cuz we're done with elementary school.
[1:53:52]
>> Yeah.
[1:53:54]
>> Yep.
[1:53:55]
>> Um Janelle
[1:53:57]
and then Cook. See if we can get Cook.
[1:54:00]
>> Cook or Simmons.
[1:54:01]
>> Yep.
[1:54:02]
>> So, we can have Matt um reach out to
[1:54:04]
them and see who can attend. So,
[1:54:08]
make a motion to set the hiring board
[1:54:10]
for the SRO position with myself, Logan,
[1:54:13]
Josh Bane, Janelle, Andy Cook, andor
[1:54:17]
Jeff Simmons.
[1:54:21]
We have a motion by Chris. Do I have a
[1:54:22]
second?
[1:54:24]
>> Second.
[1:54:25]
by Greg. Um, any other
[1:54:29]
discussion? Any other discussion? Any
[1:54:31]
other discussion? If not, uh, Jeff,
[1:54:34]
>> hi.
[1:54:34]
>> Cindy,
[1:54:35]
>> hi. Uh, Greg.
[1:54:37]
>> Hi, Chris.
[1:54:38]
>> Hi. Hi.
[1:54:40]
>> And then the second item will be the
[1:54:43]
Joe's resignation. I did send that to
[1:54:44]
you guys in an email uh before the
[1:54:47]
meeting, but I do have a copy here in
[1:54:50]
person that I can read to you guys if
[1:54:51]
you would like.
[1:54:52]
>> Okay. Go ahead.
[1:54:54]
>> Chief, I hereby resign as a full-time
[1:54:56]
officer for the Kilder Police
[1:54:57]
Department. It has been a privilege to
[1:54:59]
serve the citizens of the city of Kilder
[1:55:01]
these past years. I've enjoyed working
[1:55:03]
under your leadership and wish yourself
[1:55:04]
and the department nothing but success
[1:55:06]
in your future endeavors. My last day
[1:55:08]
will be July 31st. So this Friday was
[1:55:10]
his last day.
[1:55:12]
So we'll need to open
[1:55:14]
>> Well, we got to accept it, right?
[1:55:16]
>> So I'll make the motion to accept
[1:55:21]
Joseph Rogers resignation.
[1:55:27]
» I got a motion by Chris, second by Jeff.
[1:55:30]
Any discussion? Any discussion? Any
[1:55:32]
other discussion?
[1:55:34]
If not, Greg, Cindy,
[1:55:37]
>> hi.
[1:55:37]
>> Yeah.
[1:55:38]
>> Hi,
[1:55:38]
>> Chris.
[1:55:39]
>> Hi.
[1:55:42]
>> Then we need to open up We'll get We'll talk to Matt tomorrow, but
[1:55:46]
we'll need a motion to open up uh to
[1:55:49]
Roger's position for hire.
[1:55:52]
>> I'll make a motion to open up the Kier
[1:55:54]
Police Department officer position.
[1:55:57]
>> Okay.
[1:55:59]
Motion by Chris. Do I have a second?
[1:56:04]
» Second by Jeff. Any other discussion?
[1:56:06]
Any other
[1:56:07]
discussion? If not, Greg.
[1:56:09]
>> Hi,
[1:56:10]
>> Vindy.
[1:56:11]
>> Hi, Jeff.
[1:56:12]
>> Hi,
[1:56:13]
>> Chris. [clears throat]
[1:56:13]
>> Hi.
[1:56:15]
>> Thank you. And I did email you guys our
[1:56:17]
calls for service as well for the month.
[1:56:19]
>> Appreciate that. Thank you,
[1:56:23]
Commissioner Business, portfolio
[1:56:25]
reports. Uh Jeff, do you have anything?
[1:56:29]
Um,
[1:56:32]
no. I got the uh ATA president come down
[1:56:38]
to a shooting complex in two weeks.
[1:56:41]
So Joe's going to get really annoyed at
[1:56:43]
me. Both Joe's will probably maybe
[1:56:45]
Amanda.
[1:56:46]
Yeah, sounds perfect. Um,
[1:56:52]
yeah, it's kind of a big deal because
[1:56:54]
it's going to bring a lot of people down
[1:56:56]
here.
[1:56:57]
Um,
[1:56:59]
so we hit the ground running. Sounds
[1:57:01]
like doing good.
[1:57:05]
Sounds like a mandate ground running. So
[1:57:08]
doing [clears throat] good.
[1:57:14]
Greg,
[1:57:15]
Cindy,
[1:57:19]
just welcome board Amanda, Joe Rogers to
[1:57:22]
the other side. Excited to see what
[1:57:24]
those guys can do. So that's all I have.
[1:57:28]
Uh [clears throat] I got one here. Uh
[1:57:30]
it's not doesn't have a name on it, but
[1:57:33]
it's uh if I read this correctly, it
[1:57:35]
says uh and it's so nice to see some
[1:57:37]
trees planted around the city. They add
[1:57:39]
some extra they add some extra work to
[1:57:43]
get established, but the benefits are
[1:57:45]
worth the effort. always enjoy the flags
[1:57:48]
around the fourth
[1:57:51]
and the
[1:57:53]
bleachers. The p oh the pots or the the
[1:57:57]
flower pots were very nice touch for the
[1:58:00]
summer. Um it all gives people
[1:58:05]
traveling through a a sense of pride in
[1:58:08]
our little town by those who live here.
[1:58:10]
Just thought you should know. So it's a
[1:58:13]
very nice card. not not uh no no name on
[1:58:16]
it. So I do appreciate it. Um yeah uh
[1:58:20]
other than that I
[1:58:23]
had something
[1:58:27]
but maybe if you go first. Do you have
[1:58:31]
anything with for the
[1:58:37]

[2:00:13]
>> Second.
[2:00:14]

[2:00:16]
Any other
[2:00:19]
