Thank you for coming, and thank you for
doing this. City of Klamath Falls,
[3:04]
Oregon, has a proclamation in the matter
of commemorating the 25th anniversary
[3:09]
25th anniversary of the September 11th,
2021,
[3:14]
and proclamation September 11th, 2026,
as a Patriot Day and as a National Day
[3:20]
of Remembrance.
Whereas, it has been 25 years since
[3:25]
September 11th, 2021, when across the
country daily life was put on hold.
[3:30]
Millions of Americans were horrified as
we witnessed an unimaginable act of
[3:35]
ruthless and evil unfold. Horrific
scenes and personal accounts were
[3:40]
broadcast on television of the high of
the four hijacked aircraft. The media
[3:46]
coverage was huge. Graphic photos and
scenes indelibly were etched into the
[3:52]
American psyche of the Twin Towers, the
Pentagon, and the plane that crashed in
[3:57]
Pennsylvania.
Whereas solemnly and ceremoniously we
[4:01]
gather to remember and honor the
thousands of innocent victims murdered
[4:04]
by terrorists on September 11th, 2021 or
2001.
[4:10]
We are here to never forget 9/11, the
day that galvanized and effectively
[4:14]
changed our country forever. We vowed to
never let it happen again.
[4:19]
Whereas today we gather to remember the
lives lost, of the courage shown, and of
[4:24]
the
common unity forged in this tragedy. On
[4:28]
this solemn day, we honor the lives that
perished, the innocent, the first
[4:32]
responders, and those who stood in
harm's way to protect others. Whereas we
[4:37]
lift up the families that still suffer
and process the heavy weight and extreme
[4:42]
loss of precious life.
To put around them a hedge of comfort
[4:46]
and peace, we commemorate this day with
their for the loved ones to remember and
[4:52]
never forget this memorial.
Whereas the destruction and carnage were
[4:57]
unconscionable, but the acts of heroism
proved unprecedented to the
[5:01]
firefighters, police officers, medical
technicians, military personnel, and
[5:07]
ordinary citizens as their actions truly
were extraordinary.
[5:12]
Whereas this is a tribute to our
community's responders, men and women of
[5:16]
the armed force,
law enforcement, firefighters, and first
[5:19]
responders past and present for their
continued vigilance and valor in
[5:24]
serving, protecting the Klamath Basin.
We thank you for your service,
[5:28]
dedication, and commitment to others.
Whereas this day is a day of reflection
[5:34]
on the aftermath of 9/11. You answered
the call then and still answer the call
[5:39]
brilliantly today.
Whereas as a community we vow to never
[5:43]
forget these events and throughout the
country this day is designated Patriot
[5:48]
Day and National Day of Service and
Remembrance. So, let us hold a moment of
[5:52]
silence to reflect in our of our past
experience.

by the mayor and city council, as a

community, we vow to never forget and
that September 11th, 2026 is Patriots

lost and families destroyed

by the carnage
and the destruction.

This day is a reminder
of not only the loss of life, but the

families still suffering, prospering,
processing,

and the memory.
This Friday, September 11th, we give a
[7:30]
tribute and a thank you for the heroism
as America reeled from this change
[7:36]
forever. A change forever.

Today
is a day of reflection, prayer, and a
[7:43]
vow to never forget these events.
Throughout this country, this day,
[7:49]
September 11th, 9/11, is designated
Patriot Day.
[7:53]
And a national day,
national day of service and remembrance.

As a member of the Veterans Advisory
Council, I'm inviting the
[8:05]
council, and also the community,
to the Patriot Day 9 9/11 ceremony at
[8:10]
the Veterans Park at 10:00 Friday, 11
September, to commemorate the 25th
[8:17]
anniversary of September 11th.

on 9/11. I was running a golf tournament
at the Running Y. I mean,
[8:51]
it sounds silly to say that was such a
somber event for the country, but
[8:55]
they had no idea how to handle that.
There were no regs for terrorism.
[9:00]
We played on all day. It was most uns-
unsurreal day of my life.
[9:05]
Running a golf tournament on 9/11.
Well, thanks for the chance to talk. Um
[9:11]
and uh
Councilman Angeli is going to be one of
[9:15]
the leading speakers, the leading
speaker for that event, and so I think
[9:18]
we should all go. That's going to be
terrific. Thank you for doing that and
[9:21]
working on all that.
Okay, so
[9:24]
I'm not known much for gargantuan
exaltations or hyperbolics, but
[9:30]
I am pretty fired up about this package.
We're asking you to join the partnership
[9:33]
with us.
So,
[9:36]
we want you to help take a leading role
with
[9:38]
uh RR T, the Ross Ragland, Kingsley,
and a number of terrific sponsors.
[9:44]
And this is as strong a project as I've
been involved with locally.
[9:48]
Um I was proud to bring the presence on
Marine band from the White House twice.
[9:52]
That was pretty cool, too. A little bit
different, but this one's pretty neat.

So, that we have kind of a trifecta of
benefits. First, the Ragland's bringing
[9:59]
top quality
country artist, Coffey Anderson. He's by
[10:03]
far the most patriotic country star in
the country.
[10:06]
Again, go see red, white, and blue on
your phone, or you can't say hero
[10:10]
without her, which is honoring the women
who are under
[10:13]
represented and being honored. And I So,
I think that is very cool.
[10:17]
And so,
second partnership part is that Coffey's
[10:22]
going to Kingsley on Thursday.
And so, that's a big piece because we're
[10:26]
honoring the entire base, and we would
like you to go and be there. So, talk
[10:29]
about that just a little bit more in a
minute, but
[10:32]
he's going to be out in the biggest
hangar of the entire base. Population
[10:35]
will be there, and I think the city
should be well represented that way. So,
[10:39]
we would like all of you to go and be a
part of that.
[10:43]
And then third, the partnership is going
to
[10:46]
have the Ragland regain its role as the
finest performing arts center in
[10:51]
Oregon's small towns. There's nothing
like what we have. We don't think of
[10:53]
ourselves that way, but that is what we
are.
[10:56]
So, what I'm going to focus on in this
session is asking you to join the
[11:00]
partnership of a number of generous
sponsors, including Klamath County.
[11:05]
Um
They gave 10,000. We're asking you to
[11:09]
match that. And we have a number of
other sponsors that are bigger or
[11:12]
similar size to that. So, just really
quickly,
[11:15]
if you can make it, go to the regular
airport, not the base, and there will be
[11:21]
a military transport that will pick you
up so you don't have to fight getting
[11:24]
through the gate and finding the big
hangar, cuz they will drive you right to
[11:27]
the event. You need to be there at 4:30
for the 5:00 event.
[11:32]
So, that's key. So, be there at that
time.
[11:35]
And then, it'll last about an hour and
15 minutes. Coffey will talk. He's
[11:40]
incredibly supportive of the military,
as you will see from his songs. And uh
[11:45]
he is terrific. And then, after it's
over, there'll be transportation back to
[11:49]
the hangar. So, all you have to do is
get our airport parking lot,
[11:52]
unfortunately, is very empty. So, you
won't have a problem parking there.

So, I'm going to pass it on to Fran now
and then go watch my granddaughter play

soccer. She is the goalie for Hindley.

season with Coffey.

want to be long-time partners with you

all." I want you to come I want you to
come and welcome Coffey to our beautiful
[12:41]
little town. Um let him know he's done a
lot of media so far, but let him know
[12:46]
that you welcome him. And I am really
proud of the fact that we've partnered
[12:52]
up with uh Kingsley and we're doing
things with the military where Coffey
[12:56]
can talk to the families. And then, he
can sing he's going to do a couple songs
[13:01]
for them. But, at the Ragland, we're
going to honor our military. Uh Dana
[13:06]
Worth is going to be opening. And she'll
sing the national anthem as well for us.

Um Coffey will do a really sweet little
concert. We have a meet and greet. Um or
[13:19]
as I call it, eat and greet. We'll we'll
have some little munchies for you.

hope, if anything, you will be able to

and hopefully stay for the concert.
Um it would be very meaningful one to

Speaking of 9/11, I remember where I was
and I was taking my daughter to school
[14:51]
and we didn't know whether to let her
stay or take her home and we let them
[14:56]
stay. We felt it was better for them to
be together.
[14:59]
And this is what hopefully we can do, be
together as a community, as a family, uh
[15:07]
with our kids, moms, dads, and I'm out.

» Hello. Uh good evening. So, um last
council meeting I voiced some concerns I
[15:31]
had about different things in our
community. Um
[15:35]
here again to say hey, we don't want the
Flock cameras, we don't want a lot of
[15:38]
this technology that's being pushed upon
us.
[15:41]
And I feel like you guys aren't
listening. Um the city hasn't even had a
[15:46]
public comment about it where the
community is addressed. So, that's kind
[15:49]
of disheartening. Um and just the
community engagement from the city
[15:53]
standpoint seems to again, that seems to
be something that there's a trend of
[15:57]
less of it. Third Thursday, the city
wasn't really present. You know, I went
[16:01]
to the planning commission open house
and
[16:04]
there was a lot of really great
information there that the community
[16:07]
could have had access to if you guys
were at Third Thursday. Right? So, stuff
[16:11]
like that.
And it's hard when I hear that the city
[16:14]
doesn't have any money, but then we're
developing another park, we're doing
[16:17]
beautification projects. Great. I love
it. I love that we have a beautiful
[16:20]
city.
But one hand, we don't have the money,
[16:24]
and then the other hand, we're spending
money. I understand there's a lot of
[16:26]
grant money that funds a lot of these
projects, and that's that's fine, but
[16:30]
I feel like there's other things that
need to be addressed to build a stronger
[16:33]
community
such as the engagement. Um
[16:37]
and you know, last last time I came, you
know, uh sitting there for 20 minutes
[16:42]
while the uh young lady from K-Tech was
grilled by our city attorney here, that
[16:48]
was very disheartening. And I sat there
in the audience and I said, "What are
[16:51]
they hiding?"
Because that's how it was presented to
[16:54]
me is you guys were very
serious about trying to keep her out of
[16:58]
a meeting for 20 minutes. And then to
watch a YouTube video and his
[17:02]
microphone's off.
[17:04]
How is that transparent?
You know, you
[17:08]
the city council and the city need to be
they need to be one, right?
[17:14]
I feel like a A of people don't even
realize there's a city council meeting
[17:17]
going on. They don't even understand
what it takes to talk to you guys.
[17:21]
Is there any other way I can communicate
with all of you? Probably. Is this the
[17:25]
way that I prefer to communicate? Yes,
it is. And that's why I choose it. Um
[17:29]
you know, and it's like last time I
mentioned the sign boards, the the
[17:32]
electronic sign boards, because when I
did the barricades, I was told we have
[17:36]
to go pick those up every time because
they're 20 to $30,000. In the San
[17:41]
Francisco Bay Area and other places in
the country, they pull the tires off of
[17:44]
them because they have jacks on all four
corners. They actually pull the axle out
[17:48]
of them.
So, when we have city employees where
[17:52]
there's a minimum call out of 2 hours
for two people to go pick these things
[17:56]
up, they can wait till the next day. It
doesn't We don't need to be using
[17:59]
overtime for that. You know, and I I
really would like to see the city
[18:04]
do the street barricades again and
support all of these different
[18:09]
all of these different um events that we
have annually. You know, it that people
[18:16]
Every time I do it, people ask me, "How
did you get this contract?" "What do you
[18:19]
mean? I'm volunteering." They're blown
away. "The city doesn't do this
[18:22]
anymore?" Nope.
Oh, wow. And
[18:25]
so there's just a lot of stuff like
that. Um
[18:29]
yeah. Anyways, I think that's all I have

and RH2 has stepped up and helped us
with those things. So, we're just

looking to get that contract extended.

We're to have the contractor or excuse

me, the consultant do a lot of the
in-house stuff that we would typically
[21:08]
do. So, couple things have come up um on
this project and again that time and

materials thing. So, I'd be more than

looking for another contract amendment
with these guys for this one.

some other items from contractor and the
providers and implementers.

the costs are warranted and they are
[22:26]
within the wastewater collection capital

legislative priorities for submittal to
the League of Oregon Cities and the city
[23:21]
delegate to vote on behalf of the city
and city manager Jonathan Tyco Tyco
[23:27]
reporting.

Council. So,
the League of Oregon Cities has opened
[23:32]
up the ballot for uh selecting
priorities for this upcoming 2027-
[23:37]
28 legislative sessions.
And uh each city is asked to submit one
[23:43]
uh
ranked list of their five priorities
[23:46]
uh that were chosen from options that
were developed by the uh League of
[23:50]
Oregon Cities policy committees.
Uh these rankings help shape the League
[23:55]
of Oregon Cities their uh statewide
efforts in their legit uh legislative
[23:59]
agenda for the year.
Uh staff, we we've reviewed some of
[24:02]
these uh priorities, um evaluated those
based on what our council priorities are
[24:08]
for the year,
and have come up with five that I've
[24:11]
I've shared with those with you. Uh
those being
[24:14]
um water reuse,
and that was specifically uh
[24:18]
in mind of our wastewater treatment
plants, which we're going through our
[24:21]
permitting process with DEQ now.
Uh the 27 uh transportation package
[24:28]
uh to support a you know, a
comprehensive statewide
[24:32]
uh package that helps ensure adequate
funding for cities.
[24:36]
Uh full funding and streamlining for the
housing production.
[24:39]
Um the other two that we had was
strengthening economic and workforce
[24:44]
development
and infrastructure funding.
[24:49]
So, uh following Council's discussion,
uh confirmation of any cities
[24:54]
of the city's top five selections, then
I'll submit those to the
[24:58]
uh
to the voting portal ahead of the
[25:01]
September 25th deadline.

these five, just because our city votes

the priority around some sort of a low
[25:30]
barrier or centralized homeless shelter.
And so, I would just be on the record of
[25:35]
saying I would have probably
put that one up there over the housing
[25:39]
production, but understand that there
are competing priorities and we need
[25:42]
both.

what the benefits and the the pros and
cons of this are. So, I would

at looking at how much each camera
costs, you know, how do we know when
[31:49]
those cameras are being put up, where
they're being put up, um you know, sort
[31:53]
of seeing, you know, what options we
have financially as well. Like is it
[31:57]
worth putting that money into it or
could we put that into a be you know,
[32:00]
have somebody hit the streets and and
put more into our our community um
[32:06]
versus it going to a a major company. I
just think it's worthy of a conversation
[32:10]
to kind of look at those things.

topic and it's ongoing. Um so I'd be in

support of that.
