[3:20] of Remembrance. Whereas, it has been 25 years since

[3:25] September 11th, 2021, when across the country daily life was put on hold.

[3:30] Millions of Americans were horrified as we witnessed an unimaginable act of

[3:35] ruthless and evil unfold. Horrific scenes and personal accounts were

[3:40] broadcast on television of the high of the four hijacked aircraft. The media

[3:46] coverage was huge. Graphic photos and scenes indelibly were etched into the

[3:52] American psyche of the Twin Towers, the Pentagon, and the plane that crashed in

[3:57] Pennsylvania. Whereas solemnly and ceremoniously we

[4:01] gather to remember and honor the thousands of innocent victims murdered

[4:04] by terrorists on September 11th, 2021 or 2001.

[4:10] We are here to never forget 9/11, the day that galvanized and effectively

[4:14] changed our country forever. We vowed to never let it happen again.

[4:19] Whereas today we gather to remember the lives lost, of the courage shown, and of

[4:24] the common unity forged in this tragedy. On

[4:28] this solemn day, we honor the lives that perished, the innocent, the first

[4:32] responders, and those who stood in harm's way to protect others. Whereas we

[4:37] lift up the families that still suffer and process the heavy weight and extreme

[4:42] loss of precious life. To put around them a hedge of comfort

[4:46] and peace, we commemorate this day with their for the loved ones to remember and

[9:15] the leading speakers, the leading speaker for that event, and so I think

[9:24] I'm not known much for gargantuan exaltations or hyperbolics, but

[9:30] I am pretty fired up about this package. We're asking you to join the partnership

[15:31] had about different things in our community. Um

[15:35] here again to say hey, we don't want the Flock cameras, we don't want a lot of

[15:38] this technology that's being pushed upon us.

[15:41] And I feel like you guys aren't listening. Um the city hasn't even had a

[15:46] public comment about it where the community is addressed. So, that's kind

[15:49] of disheartening. Um and just the community engagement from the city

[15:53] standpoint seems to again, that seems to be something that there's a trend of

[15:57] less of it. Third Thursday, the city wasn't really present. You know, I went

[16:01] to the planning commission open house and

[16:04] there was a lot of really great information there that the community

[16:07] could have had access to if you guys were at Third Thursday. Right? So, stuff

[16:11] like that. And it's hard when I hear that the city

[16:14] doesn't have any money, but then we're developing another park, we're doing

[16:17] beautification projects. Great. I love it. I love that we have a beautiful

[16:20] city. But one hand, we don't have the money,

[16:24] and then the other hand, we're spending money. I understand there's a lot of

[16:26] grant money that funds a lot of these projects, and that's that's fine, but

[16:30] I feel like there's other things that need to be addressed to build a stronger

[16:33] community such as the engagement. Um

[16:37] and you know, last last time I came, you know, uh sitting there for 20 minutes

[16:42] while the uh young lady from K-Tech was grilled by our city attorney here, that

[16:48] was very disheartening. And I sat there in the audience and I said, "What are

[16:51] they hiding?" Because that's how it was presented to

[16:54] me is you guys were very serious about trying to keep her out of

[16:58] a meeting for 20 minutes. And then to watch a YouTube video and his

[17:02] microphone's off.

[17:04] How is that transparent? You know, you

[17:08] the city council and the city need to be they need to be one, right?

[17:14] I feel like a A of people don't even realize there's a city council meeting

[17:17] going on. They don't even understand what it takes to talk to you guys.

[17:21] Is there any other way I can communicate with all of you? Probably. Is this the

[17:25] way that I prefer to communicate? Yes, it is. And that's why I choose it. Um

[17:29] you know, and it's like last time I mentioned the sign boards, the the

[17:32] electronic sign boards, because when I did the barricades, I was told we have

[17:36] to go pick those up every time because they're 20 to $30,000. In the San

[17:41] Francisco Bay Area and other places in the country, they pull the tires off of

[17:44] them because they have jacks on all four corners. They actually pull the axle out

[17:48] of them. So, when we have city employees where

[17:52] there's a minimum call out of 2 hours for two people to go pick these things

[17:56] up, they can wait till the next day. It doesn't We don't need to be using

[17:59] overtime for that. You know, and I I really would like to see the city

[18:04] do the street barricades again and support all of these different

[18:09] all of these different um events that we have annually. You know, it that people

[18:16] Every time I do it, people ask me, "How did you get this contract?" "What do you

[18:19] mean? I'm volunteering." They're blown away. "The city doesn't do this

[18:22] anymore?" Nope. Oh, wow. And

[18:25] so there's just a lot of stuff like that. Um

[23:29] Council. So, the League of Oregon Cities has opened

[23:32] up the ballot for uh selecting priorities for this upcoming 2027-

[23:37] 28 legislative sessions. And uh each city is asked to submit one

[23:43] uh ranked list of their five priorities

[23:46] uh that were chosen from options that were developed by the uh League of

[23:50] Oregon Cities policy committees. Uh these rankings help shape the League

[23:55] of Oregon Cities their uh statewide efforts in their legit uh legislative

[23:59] agenda for the year. Uh staff, we we've reviewed some of

[24:02] these uh priorities, um evaluated those based on what our council priorities are

[24:08] for the year, and have come up with five that I've

[24:11] I've shared with those with you. Uh those being

[24:14] um water reuse, and that was specifically uh

[24:18] in mind of our wastewater treatment plants, which we're going through our

[24:21] permitting process with DEQ now. Uh the 27 uh transportation package

[24:28] uh to support a you know, a comprehensive statewide

[24:32] uh package that helps ensure adequate funding for cities.

[24:36] Uh full funding and streamlining for the housing production.

[24:39] Um the other two that we had was strengthening economic and workforce

[24:44] development and infrastructure funding.

[24:49] So, uh following Council's discussion, uh confirmation of any cities

[24:54] of the city's top five selections, then I'll submit those to the

[24:58] uh to the voting portal ahead of the

[25:01] September 25th deadline.

[25:30] barrier or centralized homeless shelter. And so, I would just be on the record of

[25:39] production, but understand that there are competing priorities and we need

[25:53] funding and coordination for shelter and homeless response.

[26:09] five that I've recommended, I

[30:45] delve deeply in discussion because it seems to be a changing

[30:50] um situation every day across the US both

[30:55] for and against and a lot of constituents in my ward have brought it

[30:59] up. um

[31:02] about things that are going on with that and given the status that we've had the

[31:06] cameras in place for a period of time my I think it would be prudent if we looked

[31:11] at um maybe reviewing

[31:14] what the benefits and the the pros and cons of this are. So, I would

[31:19] I would request that we potentially have a work session to discuss that.

[31:33] inquiries about it for quite a while. I know we spoke about it um at a meeting

[31:37] not long ago. We had the chief come and address the topic. Um we put a lot of

[31:41] attention on to it at that time, but things have changed. Um I'd be curious

[31:45] at looking at how much each camera costs, you know, how do we know when

[31:49] those cameras are being put up, where they're being put up, um you know, sort

[31:53] of seeing, you know, what options we have financially as well. Like is it

[31:57] worth putting that money into it or could we put that into a be you know,

[32:00] have somebody hit the streets and and put more into our our community um

[32:06] versus it going to a a major company. I just think it's worthy of a conversation

[32:10] to kind of look at those things.

[32:14] » Counselor McLain? >> Yeah, I agree. I'd like to have a work

[32:16] session about it. I think it's it's a huge conversation local, state,

[32:20] nationally. Um we're hearing a lot from constituents in public comment and then

[32:26] I'm daily having conversations about flat cameras. I appreciated the data and

[32:31] the presentation that the chief and some of the staff did, but I I like other

[32:35] counselors have said, it's it's a hot topic and it's ongoing. Um so I'd be in

[32:41] support of that. >> Okay.

[33:23] community-wide, I think that'd be really important. And Captain Ron there had

[33:27] done a fine job of present presenting that and he's put a lot of effort into

[33:31] that and I think it'd be great to support that.
