[4:10] The first is the very first elected woman to the Knox County Board, former

[4:15] member Carolyn Porter, passed away July 12th, 2025 at the age of 89. Mrs.

[4:22] supporter who I became uh friends with at a little bit through Judy Johnson was

[4:27] elected through the to the Knox County Board as the first female in 1973

[4:32] breaking barriers as the first woman to hold such a position and went on to

[4:36] serve two additional terms in 1992 2004

[4:41] among other distinguished leadership roles throughout the her lifetime here

[4:45] in Knox County that made a positive impact. I also want to take a moment to

[4:49] remember and honor a local hero. US Ar US Army Corporal Paul Eugene Hoots, a

[4:55] Gailsburg native who was killed in action during the Korean War, finally

[4:59] returned home to Gellsburg late last night by a muchdeserved escort of

[5:04] military and first responder personnel. Hoots was born and raised right here in

[5:09] Gailsburg and was a proud graduate of Gellsburg High School who left to

[5:14] honorably serve our great country during the Korean War. Corporal Hoots was

[5:18] missing in action in July of 1950 and remained unaccounted for until now.

[5:24] Corporal Hoots will be laid to rest with full military honors tomorrow with

[5:28] services beginning at 10:00 a.m. at HPW here in town, followed by a muchdeserved

[5:33] full escort to his proper burial location. We can say a prayer for those.

[6:21] Good afternoon. Um, I just want to say, um, as I come up here every month, um, I

[6:28] had a request this time, first time ever. Well, um on August the 5th, the

[6:35] national night out is going to be at Standish Park and that's where um

[6:41] families come together with the um public police officers and um they just

[6:47] remember and the safety and everything of the National Night Out. So, if you

[6:52] have any other questions, please contact um Tado Linger. On August the 9th, we

[6:59] have the NAACP has their back to school community cookout. It's an annual

[7:04] cookout that's been going over been going on for um several years. We give

[7:11] out um several backpacks from 250 to 300 backpacks. We feed over 400 some people

[7:20] hot dogs and hamburgers. and uh Representative Dan Swanson even flips at

[7:25] the grill, you know. So, this is a great fun thing. Our sheriff's department, our

[7:31] um Gailsburg Police, and there's other exhibitors, the health department,

[7:36] numerous of um organizations come out to um wish our kids a nice healthy back to

[7:43] school. And it's just not for Gailsburg, it's for all the counties. And this is

[7:48] now this year since co families have to purchase school

[7:54] supplies. Before the state was purchasing them for the schools and they

[7:59] were just issuing them out. So, it's been a very big crunch on families. I

[8:03] was at Walmart with my own grandson and this gentleman said of a family of five,

[8:09] it really hurts. When I spent $60 for one kid, I just can imagine having five

[8:16] kids and having to do school supplies. and we will be handing out school

[8:20] supplies. So, rain or shine, come on out on August the 9th for the back to school

[8:28] cookout. Thank you.

[8:36] » Thanks, Pam. Uh, next up we have uh Ken Springer.

[8:44] » Thank you very much. Um, wanted to use uh public comment this month to provide

[8:49] the board with uh a mid-year look at some economic data that I think tells

[8:54] helps tell the story of what's going on in the region. Um, at a lot of times in

[8:58] the summertime, you start to see economic reports on where we are so far

[9:02] in the year and I thought this would be gerine to the um board's interest

[9:05] tonight. Um, so I wanted to I pulled some publicly available data for both

[9:09] unemployment and retail sales. Um both of these appear to be appear to be doing

[9:13] fairly well um in um in our region. Uh Knox and Warren County is combined into

[9:19] a single unit as far as um unemployment data goes. And that that uh area is

[9:24] called the the Gellsburg Metropolitan area. Um so the current unemployment

[9:28] rate is 3.9% uh for the Gellsburg Microsa. Uh that's a little bit below

[9:34] the statewide rate of 4.4%. Um, as far as what that means,

[9:38] historically, uh, anything that is, um, basic, basically 5% is considered to be

[9:44] full employment. That that means that your labor supply and your labor demand

[9:47] is in balance. Um, so we're a little bit below that. So, uh, if you want to think

[9:51] about it, it's it's advantageous to folks that are seeking jobs right now.

[9:55] Uh, it's probably disadvantageous to, um, employers that are looking to find

[9:59] workers right now. Um uh the other thing that came out of the employment data is

[10:05] a trend that um we we talked a little bit about in in past years, but um after

[10:09] a long period of decline, the labor force in our 2count area appears to have

[10:14] stabilized at least temporarily. Um uh labor force is the sum total of

[10:20] everybody that either has a job or wants a job. Um and so it's currently hovering

[10:24] around 20,700 workers for Knox and Warren County. um we had been losing

[10:29] labor force uh pretty consistently for about 15 years and then um starting

[10:33] about mid 2023 that that that curve began to level off and has been fairly

[10:38] flat since then which is certainly better news for our region. Um and then

[10:42] lastly um pulled pulled the retail numbers from the Illinois Department of

[10:46] Revenue. Um my organization tracks 12 different metro areas in Illinois. Uh

[10:52] the retail data comes out on a quarterly basis. um in in the first quarter of

[10:56] 2025, which is the most recently available data, 11 out of the 12 metro

[11:00] areas that we look at showed um a growth in retail sales tax receipts. Um both uh

[11:06] Gailsburg and Monmouth showed growth in that quarter as well. Uh Gailsburg uh

[11:10] tax receipts, total tax receipts came in at 5.2% higher. Monmouth came in at uh

[11:15] 7.6% higher for quarter 1 of 25 when compared to quarter 1 and 24. So um just

[11:20] just some economic data to kind of tell the story. Um, if you this is something

[11:24] that the board finds interesting, I'm happy to come back and do this more

[11:27] often. Uh, this is stuff that we normally just track internally at KAPA,

[11:30] but I'm always happy to share it if it's of interest. So, thank you very much.

[17:17] having us here. I'm from Midwest Bank. My name is Lance Odding. Uh, we did

[17:20] provide a proposal for the Knox County Nursing Home for the renovation. Uh, we

[17:25] provided actually two proposals. Uh, one was, uh, for permanent funding. Uh, it

[17:30] was proposal one, but what I talked to Brian about was the renovation funding,

[17:34] which was proposal number two, which included a construction draw loan for

[17:39] the initial $10 million. Um, that would be a draw down, closed in construction

[17:43] line of credit. Um, your construction loan would include monthly interestonly

[17:48] payments during that 18-month term during the buildout um or during the

[17:52] buildout of the renovations. and then that would then be set to permanent

[17:56] financing uh upon the completion of that um of that uh that renovation. Um as far

[18:02] as the the rate, the rate was at 4.8%. It is an adjustable 5-year rate. So that

[18:08] means it'll adjust three times over the 20-year amortization. Uh and that'll

[18:12] adjust based on um uh 5-year FHLB rate uh floating. So basically today I looked

[18:20] at the FHLB rate, excuse me, and it was at 4.2%.

[18:25] Um, so again, that's a daily rate. That's where it would be. So when that

[18:29] does when that 5 years comes, we'll actually have an adjustment at that time

[18:32] during the term of that loan. The the county had asked for no prepayment

[18:36] penalties. We included that. There are no prepayment penalties on this. There's

[18:40] also no prepayment penalties for refinance. So if you uh choose to

[18:44] refinance during that time, there is no prepayment penalty for that or any any

[18:48] penalties to to refinance from us. >> Anybody have any questions for them?

[19:00] years. So the only thing we ask of the county obviously is just names of those

[19:04] individuals authorized on behalf of the county to execute those documents, loan

[19:13] purchase or yeah the financing of the renovations and that would be it.

[23:51] specifically uh our committee voted uh in the affirmative for Valley uh

[24:08] had tabulations done by both the county clerk and also Klinger and Associates.

[24:13] uh mathematically uh valley uh came out uh economically with the best uh

[24:20] performance. Uh Clinger did a assessment also of uh the three uh uh bids from SD

[24:28] Hines and Valley. Uh they all so our overall qualifications fee proposals

[24:35] insurance bonding submission of in infrastructure were all in the

[24:38] affirmative. Um, uh, Estie's actually had a slight advantage from Clinger's

[24:44] uh, perspective as far as base of experience, cost, timeline, quality of

[24:50] past performance of references. Of course, they came up short on the

[24:54] overall cost. Uh, and checking both with Klinger and also uh, with other

[25:00] locations here in Gailsburg who have used all three of these uh, uh, uh,

[25:05] general contractors. uh they're all given very high marks and again from our

[25:11] committee we uh voted in the affirmative on valley commercial construction. Are

[25:15] there any comments or questions? >> I just have one just a clarification.

[25:22] » I know back in April um Cody submitted a proposal for Clinger for the engineering

[25:28] firm to do uh to be the construction manager as well. Um, was that included

[25:35] in the the review? Because I I just want to make sure we're not spending u an

[25:40] extra 200 and whatever the uh Valley Construction is, you know, if we spend

[25:46] 225,000 >> 223,820

[25:49] » $223,000 with Valley if they're going to go the

[25:53] next step and do exactly what we would do is go contact our engineering firm.

[25:58] No, Clinger, I think, will still have the same basic uh operation and

[26:03] involvement. Uh, but having having a construction manager really puts

[26:07] eyeballs on each step of the process to make sure that uh the product being put

[26:13] in place is in a proper uh sequence that uh uh that uh that it's at a level of

[26:20] performance. Uh documents will be reviewed both by Clinger and the

[26:25] construction manager, >> right? uh but uh you can't expect

[26:28] Klinger to be on site on a continuous basis to really make sure and inspect uh

[26:34] all the work to be done in a proper fashion.

[26:36] » I was just concerned with other government entities that don't have for

[26:40] a smaller project this one um to have a a a separate assigned construction

[26:47] manager. They usually go through the engineering firm um for smaller

[26:53] projects. Yeah, I just I'm just concerned that we're spending $223,000

[26:58] on top of whatever we >> like performance contract that we've had

[27:02] in the past with MSI. We've had both involved, but of course the performance

[27:07] contract uh at the kind of uh the 10% and 5% profits is be much higher. This

[27:13] is going to be a project that's between 1.5 and $2 million is my estimate,

[27:18] » right? uh it would be a similar kind of thing uh but at a less cost than than

[27:23] what a performance contract right. I just can't compare this specific single

[27:28] small project with a performance contact contracting master contract with another

[27:32] vendor because that one is a large scale full county building

[27:37] » um >> understand

[27:38] » project that we took on four years ago roughly but I just want to make sure

[27:42] that we're not you know affording affording Klinger the opportunity to

[27:49] participate in the bids. >> We we will not be circumventing them. I

[27:53] think they'll be in the process, but we'll have uh construction capable

[27:57] people actually eyeballs on the site making sure that all the right things

[28:02] are being done and bringing clinger in in case there's other engineering

[28:06] concerns. We open up a wall and all a sudden there's a surprise.

[28:09] » Uh those issues have to be dealt with as we go along.

[28:12] » I I agree that that's a good good plan. Just I'm thinking cost

[28:17] » is all. So that's my concern. >> That's all I have.

[28:20] » Uh yeah. Um I am voting highly for this because um we used to have one Rick,

[28:28] what was his name? But anyway, but anyway, he was a um he

[28:35] was a union um f person and he used to do that and we made sure that um he he

[28:43] worked hand in hand with the engineer and plus some of the things that we've

[28:47] had to redone over and over from the holes in the um courthouse, all that

[28:52] stuff wouldn't been happening if we would have had somebody

[32:59] completed by winter. So those two townships serving I think it was nearly

[33:05] 700 households or u facilities and that those townships will have uh high or

[33:13] high speeded fiber internet for the first time.
