[3:22] the purchase of outdoor gym equipment for phase one of the Lac du Bonnet

[3:25] project and the transfer of the equipment to the Rural Municipality of

[3:28] Lac du Bonnet du Bonnet for fulfillment of the grant requirements.

[3:31] And whereas Holiday Park Roll Number 221650.000

[3:37] is owned by the Rural Municipality of Lac du Bonnet. And whereas the Lac du

[3:40] Bonnet District Historical Society approved the placement of the outdoor

[3:44] exercise equipment at Holiday Park on July 13th, 2026 as per the Holiday Park

[3:49] Master Plan. And whereas the equipment will be purchased by Two Rivers Resource

[3:53] Seniors Resource Council Incorporated using the approved

[3:57] federal grant funding and the eligible installation costs will also be funded

[4:01] through the through the grant. Therefore, be it resolved that Council

[4:04] approve the installation of the outdoor exercise equipment at Holiday Park, roll

[4:08] number 221650.000,

[4:11] and accept ownership and maintenance of the equipment and that upon fulfillment

[4:14] of the grant requirements by Two Rivers Seniors Resource Council Incorporated.

[4:19] Be it resolved that the Chief Administrative Officer or designate be

[4:22] authorized to execute any documentation necessary to facilitate the instant

[4:27] installation and transfer of the ownership of the equipment.

[4:30] And we have the Holiday Park gym equipment location

[4:34] residing there, as well as a number of other documents about the equipment.

[5:03] New business. We have the Lackawanna Regional Airport Authority, 10.1, the

[5:07] gate operator pedestals and that resolution approved by Deputy Mayor

[5:14] Lackawanna Regional Airport fencing project for Branchville Fencing pursuant

[5:18] to resolution number 2025-0441 dated November 4th, 2025.

[5:25] And whereas, Council subsequently approved the supply and installation of

[5:28] automatic gate hardware and associated components by Branchville Fencing

[5:31] pursuant to resolution number 2026-0192 dated May 19th, 2026. And whereas,

[5:38] modified pedestal mounts are required to accommodate the LiftMaster CSL-24UL

[5:44] gate operators at the north entrance to the LDB Regional Airport. Therefore, be

[5:49] it resolved that council through the RM of Lac La Biche will approve the

[5:52] locations submitted by Branch Mechanical in the amount of $530 plus GST for the

[5:57] buying and installation of the modified pedestal arms required for the

[6:00] LiftMaster CSL24UL gate operators at the north entrance to

[6:05] the LDB Regional Airport. And further, be it resolved that this unbudgeted

[6:09] expense expenditure be funded from the $400,000

[6:13] provincial airport infrastructure grant received from the Manitoba Municipal and

[6:16] Northern Relations.

[6:19] And we also have the administrative recommendation there. So, I'll call for

[6:27] And point two is the taxiway extension for Lac La Biche Regional Airport. And

[6:31] that resolution is moved by Councillor Kelloway, seconded by Deputy or

[6:40] through H25 at the Lac La Biche Regional Airport requires an approximate 180 m

[6:44] extension of the existing airport taxiway. And whereas the use of

[6:48] limestone instead of RM pit will provide a more cost-effective solution when

[6:52] considering the hangar's future use and upcoming airport projects in the future.

[6:57] Therefore, be it resolved that council of the Rural Municipality of Lac La

[7:00] Biche approve the construction of a taxiway extension using purchased

[7:03] limestone at an estimated cost of $46,000 plus taxes. And that this

[7:08] expenditure be funded from the $400,000 airport infrastructure funding received

[7:12] from the Manitoba Manitoba Municipal and Northern Relations and included in the

[7:16] 2026 budget. And further, be it resolved that council authorize the acting public

[7:21] works director or designate to proceed with the required procurement and

[7:25] construction arrangement for the taxiway extension in accordance with the

[7:28] municipality's procurement requirements.

[7:33] So, we had a briefing earlier on today on this. The latest already been been

[7:38] moved forward. So, I know there's at least two hangars that are going to be

[7:41] built immediately and two other ones that are forthcoming here and that will

[7:45] again result in no further lots being

[7:49] available at the airport, so that'll be dealt with the council in a

[7:52] future meeting or and the regional airport authority, so I'll call for the

[8:02] Authority fencing project Manitoba Hydro cost and this resolution is moved by

[8:10] passed resolution number 20260239 on June 10th, 2026 approving electrical

[8:16] servicing for the automatic gate system off old Molson

[8:19] and whereas Manitoba Hydro has determined that a new overhead and

[8:22] electrical service line is required to supply power to the automatic gate.

[8:27] Therefore, be it resolved that council approve the payment of the additional

[8:30] estimated cost of $6,800 plus the GST directly to Manitoba Hydro

[8:35] for the installation of a new overhead electrical service line pole and anchor

[8:39] required to supply power to the automatic gate. And further, be it

[8:43] resolved that the unbudgeted expenditure be funded from the $400,000

[8:46] provincial airport infrastructure grant received from Manitoba Municipal and

[8:50] Northern Relations. Uh I can't say enough about that. The

[8:55] funding that we received from the provincial government as a result of our

[8:58] efforts and continued lobbying uh in the in the January provincial budget and

[9:04] this is another example of us being put to good put to good use, so along with

[9:08] the other projects that are ongoing here at the airport.

[11:08] Road infrastructure major rehabilitation and reconstruction

[11:12] project from the Winnipeg River Bridge from 2013 to 2019 including replacement

[11:18] and widening of the bridge superstructure, improvements to the

[11:21] pedestrian sidewalk, repairs to the bridge foundations, and increased

[11:25] navigational clearance. And whereas the speed limit on the

[11:28] bridge is reduced to 50 km/h during the rehabilitation and reconstruction

[11:33] project and has remained at 50 km per hour following completion of the

[11:38] project. And whereas the posted speed limit on PR

[11:41] 313 immediately east and west of the Winnipeg River Bridge is 70 km per hour.

[11:46] And whereas on May 24th, 2022 resolution 2022-0277,

[11:52] Council approved submitting a request to the province of Manitoba to increase the

[11:56] speed limit on the Winnipeg River Bridge from 50 km to 70 km per hour for which

[12:02] no formal response has been received. And whereas the Rural Municipality of

[12:06] Lac du Bonnet received a new speed limit change request on August 14th, 2026

[12:12] requesting that the speed limit on the Susan and Richard Noel Memorial Bridge

[12:16] be increased from 50 km per hour to 70 km per hour.

[12:21] And whereas Council considers a consistent 70 km per hour speed limit

[12:25] through this section of the PR 313 to be appropriate for consideration

[12:29] for consideration based on the current bridge design and road lake conditions.

[12:34] Therefore, be it resolved that Council of the Rural Municipality of Lac du

[12:37] Bonnet respectfully requests Manitoba Transportation and Infrastructure review

[12:42] the existing 50 km speed limit on the Susan and Richard Noel Memorial Bridge

[12:47] on PR 313 and consider increasing it to 70 km per hour. And further be it

[12:53] resolved that the CAO or designate be authorized to forward this request to

[12:57] Manitoba Transportation and Infrastructure and seek support from our

[13:01] local member of the Legislative Assembly as required.

[13:05] I think it's all self-explanatory but this I know there's

[13:09] » It's quite It's even goes beyond this. When I was uh

[13:14] uh the public works manager and I was there I was the RM's representative when

[13:20] that construction was going on so we so I could advise Council on everything

[13:25] that was going on at the time. Um we questioned the speed limit.

[13:31] The speed limit went down to 50. I questioned them on that and I think I

[13:35] brought this information back to council at that time as a as a manager.

[13:40] And the answer I received is once the construction was over, it would be

[13:46] resuming back to 77 and it never happened. So.

[13:51] » Well, we didn't get a response from our last one because we had put forward a

[13:54] series of speed speed zone requests. I know that we were appealed to the

[13:59] standing committee and there was a gentleman there and we sent that more

[14:02] conversations with that special committee that the Minister Naaler has

[14:05] implemented with their engineers and stuff. This has

[14:08] been very positive. So hopefully this will be a review as well because it just

[14:12] makes sense. I mean there's five different speed zones in that area from,

[14:16] you know, three the highway 11

[14:20] all the way down through there that changes at the local level. So I'll call

[14:40] recycling collection program. Therefore, be it resolved that Council of the Arm

[14:53] be it resolved that the donation be recorded as a disposition of a surplus

[14:57] municipal asset in accordance with the municipality's tendering and procurement

[15:02] policy. Yeah, we have a number of those bins

[15:05] that we're not utilizing anymore. So it just makes sense. It's a very good

[15:08] recycling department part of the municipality.

[17:03] participation, including promotional materials, prize baskets, and giveaways,

[17:08] and the RM's share of a booth cost within the approved budget allocations.

[18:51] a reserve bid equal to the tax arrears and costs owing in respect of each

[18:55] property. Therefore, be it resolved that Council of the Rural Municipality of Lac

[18:58] La Biche will establish a reserve bid on all 2026 tax sale properties in the

[19:03] amount of the full tax arrears and all applicable costs owing in respect of

[19:07] each property. And that's again self-explanatory there.

[19:40] Whitemouth wildfire. And whereas the Municipal Emergency Coordinator, the

[19:44] Fire Chief, and the Economic Develop Officer have identified funding

[19:47] opportunities through the Canadian Red Cross Community Fund to support

[19:51] FireSmart project, the purchase of a fire skid for the Whitemouth

[19:55] cottage residential subdivision, and the critical incident stress management

[19:59] training and resilience development. And whereas the Rural Municipality of Lac du

[20:03] Bonnet is seeking grant funding in the amount of 157,000,

[20:06] with the grant providing 100% funding for eligible project costs and requiring

[20:10] no municipal contribution. Therefore, be it resolved that Council of the Rural

[20:15] Municipality of Lac du Bonnet authorize the Economic Develop Officer to submit

[20:19] an application to the Canadian Red Cross Community Fund in the amount of 157,000

[20:24] for the FireSmart project, fire skid for the Whitemouth cottage subdivision, and

[20:28] CISM training and resilience development initiatives.

[20:32] Again, this is excellent work that's being done through that entire group,

[20:36] our fire department, our EMO team, as well as our economic develop officer.

[21:02] Southeast 1-16-12 uh EPM of roll number 293307

[21:08] in the real municipality of Lack La Mat are

[21:10] were issued an order to remedy a contravention by the real municipality

[21:14] of Lack La Mat in violation of the parking and storage bylaw 1120 on

[21:18] August 24th, 2023, June 6th, 2024, and

[21:23] June 26th, 2026. And whereas the property owner received

[21:27] a penalty notice on or about July 27th, 2026,

[21:31] and whereas council of the real municipality of Lack La Mat heard and

[21:34] received evidence from the property owner regarding the

[21:36] penalty notice on August 18th, 2026. Therefore, be it resolved that council

[21:41] of the real municipality of Lack La Mat hereby confirms the penalty notice

[21:45] 2026-12 issued on July 27th, 2026 to roll number 293307,

[21:53] and further be it resolved that council approves the amount to be added to the

[21:56] tax roll 293307 if not paid within 30 days.

[22:00] And we have the RFT decision, the administrative recommendation, the

[22:03] timeline, the appeal request, the penalty notice ordered to remedy a

[22:07] contravention, and the post tracking for the uh

[22:11] order, order to remedy a contravention, the

[22:14] appeal notice, September, the service tracker report, and then the second

[22:17] service tracker. So, we have all of that documentation in

[25:34] Southwest tie down recommendations, and that resolution is moved by Councillor

[25:37] Redekopp, and seconded by Deputy Mayor Mazier.

[25:40] Whereas Council passed resolution number 20260154

[25:43] on April 14th, 2026, approving relocation, surveying, development, and

[25:48] numbering of the airport aircraft storage and parking tie down area in the

[25:51] southwest portion of the airport to address capacity and safety

[25:55] requirements. And whereas Public Works had evaluated the project and determined

[25:59] the cost to be $29,570 plus applicable dollars plus applicable

[26:04] taxes. Therefore, be it resolved that Council

[26:06] approve the construction of the new southwest tie down area project as

[26:10] recommended by Public Works for a cost of $29,570

[26:14] plus applicable taxes. And further be it resolved that the unbudgeted expenditure

[26:18] be funded from the $400,000 provincial airport infrastructure grant received

[26:22] from Manitoba Municipal and Northern Relations.

[26:26] I I just want to thank the government again for this.

[26:30] Um $400,000.

[26:33] And I know that we're tracking the expenditures, and we're going to

[26:37] provide them with a full summary report on where those funds were actually

[26:42] allocated to be spent to upgrade our facility.

[26:45] And um we need to do that so that I can go back for phase two and three

[26:50] as I've already talked to the minister about. so just thanks to to government

[26:54] and the province again for this because it's really allowing us to move ahead

[26:58] with a number of excellent initiatives for the airport. So, I'll call for the

[28:15] were written to the minister in regards to the education school taxes. 14.3 is

[28:20] the correspondence from the Honorable Greg Dewar Robertson to the Honorable

[28:24] Lisa Naylor regarding the Lac du Bonnet airport expansion funding application.

[28:28] We've applied it for a 2022 million dollar grant for the airport through the

[28:33] Manitoba Communities Capital Fund. And this is correspondence in relation to

[28:37] that in our application. 14.4 is the Lac du Bonnet wildfire mitigation strategy

[28:42] plan public hearing, which is going to be on September the 12th at the Pioneer

[28:48] 14.5 will be the response from the matter of the transportation and

[28:51] infrastructure regarding the Ward 2 Maple Creek drainage moratorium. And

[28:55] that letter is there for the information of the public. We have no in-camera

[29:00] meetings, correct? Nothing? As a result
