the items we have going forward tonight.

Well, being that we don't have any
[4:54]
applications to address this evening, um
we're going to move on into a summary of
[5:00]
variance and discretionary use
development permits issued by our
[5:04]
uh development officers um and the
through the development authority. So, I
[5:10]
don't know who wants to start with that
first. Thank you. Senior officer Kirk,
[5:16]
if you wouldn't mind getting us going,
that'd be great.

All right. So, I'll just start off with
[5:22]
an annual permit comparison. So, in
2025, from January 1st until July 14th,
[5:28]
we had 99 development permits and four
MPC meetings. this year. So far, from
[5:34]
January 1st to July 14th, we've had 106
development permits and only one MPC
[5:39]
meeting. So why why only one? So far
this year, uh many of our applications
[5:44]
have been fully permitted uses with
variances under 15%. So those don't
[5:48]
require neighborhood notification and
the development officer can issue those
[5:51]
permits. Applications for discretionary
uses and variances over 15% have all
[5:57]
received support from the neighborhood
notification. So that allows the
[6:00]
development officer to make the decision
and approve that development permit. We
[6:04]
are currently also in our busy permit
season for decks, accessory buildings
[6:09]
like sheds, garages, carports, those
kind of things with most of those
[6:13]
applications being fully compliant. So
they've been issued by the development
[6:16]
officer. And then however to support
ongoing MPC engagement, administration
[6:21]
will begin referring certain
discretionary use applications and those
[6:25]
larger variance requests to the
municipal planning commission. So you
[6:28]
guys will likely see an increase in
applications soon.

[6:35]
we've issued since January 7th.
And we do have a large list in front of
[6:41]
us. Not every single one on the list is
going to have a little presentation. Um
[6:45]
so just bear with me. I know it would
have been really long guys. [laughter]

So the first one is a triplex with a 45%
north sideyard setback variance and a
[6:56]
25% south sideyard setback variance.
That's at 473748th
[7:01]
Avenue. And there's a little picture of
it there on the screen.

Our next one was a daycare outdoor play
area. That's at Sunshine Childare.
[7:11]
That's over by the Lone Mall. Um so you
can see the play area there in the top
[7:15]
right of the screen. That one was put
there. Um there was a mural on the side
[7:18]
so they had to work around that mural.
Um and then I just put a note on there
[7:22]
that daycare locations are subject to
municipal zoning and provincial
[7:26]
regulations. So the property is zoned
shopping center district where day
[7:33]
is
a discretionary use. Uh the daycare
[7:37]
facility was applied for and issued in
2024. the on-site plate area was applied
[7:42]
for in 2026 and the province is the one
who approved that daycare location next
[7:47]
to a liquor store.
>> So, we've had a couple questions about
[7:50]
that. So, thought we would mention that
at this meeting.

All right. The next one is a daycare
facility expansion. So, they were
[8:01]
bringing their capacity from 30 children
to 50 children and that was to
[8:05]
accommodate some out of school child
care. That's at 502956A
[8:10]
Street. That's um the beehive if
anyone's aware with that one.
[8:15]
The next one is not on the screen, so
I'll just read it out here. It's a home
[8:18]
occupation to for some beauty services
at 7129 Henners Road. Um that was a
[8:24]
discretionary use that no opposition was
received for, so that permit was issued.
[8:29]
The other one is also not on the screen.
Um, it's a demolition of two accessory
[8:34]
residential buildings, uh, both detached
garages and then an addition to existing
[8:39]
detached dwelling. That's at 5960 CE
trail. Um, typically these applications
[8:46]
would be permitted. However, with this
zoning being the future district, they
[8:51]
were discretionary uses and that's why
we had to go with that procedure for
[8:54]
this one.
The next one is on the screen. It's the
[8:58]
one in front of you. Um, it is a forplex
with a 36% sideyard variance, a 33%
[9:05]
one-unit max density variance, and a 16%
oneelement variance to the Queen and
[9:11]
required architecture. So, they
requested just no turret. And then we've
[9:15]
got a picture there showing you guys
what a turret is.
[9:18]
» That was at 512352
Street. So, kind of over by the post
[9:22]
office.
The next one is um apartment housing
[9:27]
developments. So there's two unit or two
buildings there with a 12% 13 unit max
[9:33]
density variance and a waiver to the
requirement for loading space. This is
[9:37]
at 4545 Homestead Way. So this is going
to provide 123 units total for the
[9:43]
community. You're going to have 60 units
in building A and 63 units in building
[9:47]
B. It's a mix of studio, onebedroom,
two-bedroom, and three-bedroom units.
[9:52]
There's amenity areas of an indoor
lounge and gym, an outdoor sports court,
[9:57]
community garden, pergola, and a dog
run. 25% of the lot required to be
[10:02]
landscaping. They're proposing 27%.
202 parking spots were required. They're
[10:07]
proposing 203. And the loading space
requirement was waved due to their
[10:12]
on-site management. They coordinate
their move in and moves out and move
[10:15]
outs and make sure that no parking
spaces are being taken up for that. Do
[10:20]
you sorry just do when do you expect
construction on that?

» They are near construction. They've got
a fire safety plan left to do and their
[10:30]
water and wastewater servicing and then
they can get their building permits. So,
[10:33]
» yeah, they're moving along quickly.

a larger development. Here you can kind
of see an aerial view of what the site
[10:43]
will look like. And then on this screen
here, you can see more of that outdoor
[10:48]
sports court, the community gardens, dog
run, and a pergola.

Okay. And then the next one is
not on the screen yet. It's a secondary
[11:01]
suite at 7021 Deer Street. So those are
discretionary in that neighborhood. No
[11:05]
opposition was received. That permit was
issued.

The next one is up here on the screen.
It's a dangerous goods occupancy for a
[11:14]
bio-refinery.
So the biorefinery will receive and
[11:18]
convert waste organic material into safe
high-grade organic nutrients using a
[11:22]
proprietary thermal hydrarolysis
process. The facility will also use ano
[11:28]
anorobic digestion process to convert
waste organics into bio gas. So that bio
[11:34]
gas will be processed to pipeline
satisfaction gas and sold into the
[11:38]
renewable natural gas markets via an
existing gas transportation
[11:42]
infrastructure which is operated by ATCO
pipelines.

Okay. Um and just for a little bit more
background on this development permit um
[11:53]
application, the chair Chris Contenti
would be familiar with it somewhat as it
[11:57]
was approved previously in 2024. This
application has been reapplied for
[12:02]
multiple times. I I think we're at the
fifth or sixth iteration. So that's why
[12:08]
this time um it didn't go forward to NBC
for a decision because it's been
[12:12]
approved multiple times and there was no
concerns received this time around.
[12:16]

>> Yeah. And largely um most of the reasons
[12:20]
why it's been applied for many times is
because they're working on their
[12:23]
provincial and federal approvals. So,
all right.

else do they burn for the bio

Um, so this one I believe you might have

approved last time. Um, but it is not
wood. It is organic waste material. So
[13:02]
they it includes um animal waste, animal
carcasses um and that type of material.

I if you remember, and I know we're
stretching our memories a little bit
[13:13]
here, one of the conditions that MPC
included last time around was that they
[13:18]
use the bypass route for their hall
route. So that condition was included
[13:22]
this time around again because there
were concerns about smell um and
[13:26]
potential
>> traffic incidents. So that condition
[13:30]
remained on the development condition
set. Um but it isn't just wood. It is
[13:36]
organic material.

because yeah, I was wondering about I
think I remember a sort about that
[13:44]
because there was going to be a bit of a
smell but I think they said it wasn't
[13:47]
going to be that bad or something to
that effect. Right. So,

that we've issued. Um none of the other
ones are on the screen, so we're reading

off a paper now. Um the next one is a
secondary suite at 6 Metcafe Way. Again,
[15:13]
that was discretionary. No opposition
was received. Then we've got a home
[15:17]
occupation two for fitness and health
coaching at 563356
[15:22]
Avenue. Another discretionary use that
didn't receive opposition. We've got an
[15:27]
accessory residential building. It was a
shed with a 33% rear yard setback
[15:32]
variance at 14 Riviera Drive. Variances
over 15% can be approved by the DO if no
[15:38]
opposition was received. None was
received for this one. The next one is
[15:42]
an addition. It was a sun room with a
17% rear yard setback variance at two
[15:47]
Eva Crescent. Again, that was a variance
over 15% where no opposition was
[15:52]
received. The next one is a 28% sideyard
setback variance on an existing addition
[15:58]
at 482345A
Street where no opposition was received.
[16:03]
The next one was a home occupation two
for beauty services at 14 Westview
[16:08]
Drive, another discretionary use where
no opposition was received. And the last
[16:13]
one was a food production facility minor
at number 55372
[16:18]
Len Thompson Drive. Another
discretionary use. And that is actually
[16:23]
um sixth on the block that's going into
the blueco collar garage.

our clients in regards to the
[16:49]
willingness for the development
authority to work with them. And I think
[16:53]
that's part of the reason why too we
haven't had a lot of uh applications is
[16:58]
because of the good work you're doing.
So, it's muchly appreciated and uh uh
[17:02]
both myself as a chair and as a council
too. So, thank you for that.

Um so next I think we are going to go
through uh some proposed innovation land
[17:13]
use bylaw amendments and proposed
changes that are coming and manager
[17:19]
uh are you going to lead us through
that?
[17:22]
» Yes.

» Yes. So this portion of the meeting is
just going to be very informal. Um right
[17:28]
now on the city's website there is a
survey multiple surveys that are live.
[17:34]
So, council endorsed our innovation
amendments plan and timeline back in
[17:40]
May. And so, the plan is to do the
public consultation piece on the front
[17:45]
end. And then we're going to take all
the comments and concerns back and then
[17:49]
develop a report and recommendation from
there to bring back to council for
[17:53]
consideration in the fall, potentially
into the winter of this year. Um, so the
[17:58]
three items we're tackling right now are
landscaping, mixeduse developments, and
[18:02]
a commercial district review. Uh, and
then later, more likely into 2027, we'll
[18:08]
be tackling a fourth component, which
will be housing diversity.
[18:12]
Um, so for our landscaping amendments
right now, we're exploring potential
[18:16]
opportunities to modernize landscaping
standards, support sustainability, and
[18:21]
enhance the long-term health and
appearance of our urban environment. So
[18:24]
this could consider a range of topics.
So zerrycaping, drought tolerant
[18:29]
landscaping options, green roofs,
sustainable storm water options, low
[18:33]
impact development features, and updates
to permitted ground covers and plant
[18:37]
species. Um, so here's some examples
that Jen put in this the PowerPoint here
[18:42]
of types of landscaping that we're
considering. And those are also included
[18:46]
in some handouts that we'll have
available at the farmers market and at
[18:49]
our front desk to show people what we're
actually talking about. Um because when
[18:54]
some people think of say clover for
example um they might think of like the
[18:58]
purple creeping clover versus um
something like shown on the slide here.
[19:02]
So um that's one of the surveys that is
live right now and that is live until
[19:08]
August 31st for public comment.
Um the second one we're going through is
[19:14]
mixeduse developments. Um so sorry so I
guess I'll backtrack here for the
[19:18]
landscaping. uh senior development
officer Kirk will be the lead on that
[19:22]
application and then for the mixed use
developments it'll be senior off senior
[19:26]
development officer Hill um who will be
handling that component. So for the
[19:30]
mixeduse developments um the city's
considering ways to encourage
[19:33]
development that provides additional
housing options while supporting local
[19:37]
businesses and creating vibrant walkable
neighborhoods. Um so this one will
[19:41]
consider a range of topics including uh
opportunities to support mixeduse
[19:45]
development within the DARP area. um
appropriate locations and design
[19:49]
considerations for mixeduse development,
housing options that can be integrated
[19:53]
with commercial uses, and potential
updates to land use districts,
[19:56]
development regulations, and approval
processes along with strategies to
[20:00]
support walkability, neighborhood
vibrancy, and economic development. So,
[20:04]
yes, the counselors just saw me on
Monday night where we had an application
[20:08]
that was proposing something like this
that required a direct control district.
[20:12]
So administration is proposing to find
ways to maybe streamline or smoothen out
[20:18]
that process so that we're not having to
have uh a reasonzoning or a land use by
[20:22]
amendment every time one of these um you
know innovative developments is being
[20:26]
proposed.
[20:29]
» And then lastly we have a commercial
district review. So this is just a
[20:33]
general overview of our commercial
districts reviewing the lists of the
[20:36]
types of permitted and discretionary
uses in all the commercial districts.
[20:40]
Uh, one of the big changes that we're
going to be proposing is including the
[20:43]
definition for multi-tenant lease bay
buildings within some of the commercial
[20:46]
districts and including specific
regulations for lot coverage,
[20:50]
landscaping and parking. So, right now
in some of our commercial districts, we
[20:54]
don't have multi-tenant lease bay
building. So, what happens is the
[20:58]
developer has to apply for a specific
use, but then if they apply for that use
[21:02]
and their tenant, let's say, isn't
personal services, then another
[21:06]
development permit is required for a
change of use. M
[21:09]
» so if someone just wants to build a
shell building, it's a little convoluted
[21:14]
right now. So that's one of the changes
we're proposing. Um but we are going to
[21:18]
do an overview of all of the uses and
see if maybe some can be moved from
[21:22]
permitted to discretionary or vice
versa. Um if some need to be added or
[21:26]
removed and then we're going to do a
comparison with our municipal
[21:29]
comparators to see if they align
somewhat with where our comparators are
[21:33]
at. So, um, they're all very different,
uh, types of reports that'll be going
[21:38]
forward, but we're each assigned one.
So, I'll be doing the commercial review,
[21:43]
so it's separated out, [clears throat]
um, pretty nicely. And so, this is the a
[21:50]
little screenshot of where the surveys
are living right now. Um, and so the
[21:54]
community survey went live at the
beginning of July and it'll be live
[22:00]
until the end of August. So, August 31st
is the cutoff. And then I'll let you
[22:04]
guys look at this. And sorry you're uh
it should be in the agenda package,
[22:07]
Karina. So you won't see this one, but
this is what we'll have for you guys to
[22:10]
take a look at. Um I will be attending
the Lome Farmers Market tomorrow. Uh so
[22:16]
people will have access to that uh
pamphlet and then access to me I guess
[22:21]
to ask questions. Um and then we plan to
have an open house in September to
[22:27]
invite the public to come and comment.
We are going to be doing some
[22:31]
advertising on the website for the open
house um and some social media
[22:36]
advertising and then in September as
well we will have a focus group specific
[22:39]
to our developers and realtors. That one
might be pertaining more so to the
[22:44]
commercial developments and mixed use
but they might be very passionate about
[22:48]
landscaping too. So um after all of that
has been completed, we will do our
[22:54]
comparator review and any impact to
infrastructure like review we'll need to
[22:59]
do and then we hope to bring it back
forward to council in October or
[23:03]
November of this year. Um so that's
where we're at right now. Um if you guys
[23:10]
have any general comments that you want
to make, we're totally happy to accept
[23:14]
those. Um, you can also fill out the
survey as a citizen. And then the plan
[23:18]
would be once we compile all of the
comments and we've actually got [snorts]
[23:25]
a proposal somewhat in place prior to
going back to council. The aim would
[23:30]
become to come to MPC as the technical
advisory component and MPC could make a
[23:36]
recommendation or provide comments to be
included in the report to council. Yeah.

So, um, you will see this again when
it's a little more substantial. Just
[23:45]
know that you won't be the
decision-making authority. You'll just
[23:48]
have the chance to comment as a
committee.

council is very interested on us being
[23:58]
more adaptable and flexible in our
development and so that we can be
[24:03]
development ready. When someone wants to
come, the answer is I think we can make
[24:08]
that work. let's see what we can do
rather than well we'll have to go back
[24:12]
to the drawing board and redo this and
redo that. So I'm really excited about
[24:17]
uh getting this going and see where it's
going to lead us. So thank you for that.

these things that are that are going on.
I'm curious about what where they came
[24:34]
from. Like was that direction from
council? Is it something that you review
[24:38]
from time to time due to what other
municipalities are doing?

» Yes to all of that. Um so originally
there was a motion made by council back
[24:51]
in I want to say 2023 or 2024
um to proceed with a complete it's not a
[24:59]
complete review a phased review of the
land use bylaw. So there was four
[25:04]
different components I believe. One was
red tape reduction, one was
[25:07]
administrative amendments, one of them
was innovation. So prior to your council
[25:12]
term starting, the majority of the work
had been completed which included the
[25:15]
administrative amendments and the red
tape reduction. We're now completing the
[25:19]
third phase of that project.
um we decided that we should break it
[25:25]
down even further just because all of
these
[25:28]
» components are so different that we
wouldn't want one to fail because of
[25:32]
others. So,
>> um on top of that, we do keep a running
[25:36]
list administratively of edits we would
like to see or where we see there are
[25:41]
pinch points um to make things a bit a
little bit easier. Um but the land use
[25:46]
bylaw is a living document. So, we have,
do you guys know what we're at for how
[25:51]
many changes we want to make right now?
Like, it's the hundreds, I think, right?
[25:55]
So, we can only do so many at a time.
Uh, and this is one way to get a few
[25:59]
that we think like the mixed use is a
big one.

» And we have heard some concerns from
developers about landscaping just
[26:06]
historically. So, especially with what
was supposed to be a drought year, um
[26:12]
it's good to have some of that drought
resistance stuff come forward because it
[26:15]
could help Lome long term if we have
that in place.

they did like a study with the town with
a whole bunch of the um the locals and

they were kind of like identifying what
the um the culture and what the feel of

development department's role, we're
doing these land use bylaw uh innovation

amendments. The municipal development
plan is now reviewed annually on a
[28:43]
report card basis. So we will provide an
annual report back to council as to how
[28:47]
we're doing with satisfying the
conditions and criteria. we call them um
[28:51]
measuring metrics for how we're dealing
with achieving the MDP.

assessments

strategic plan that is scheduled for I
believe I think it's starting in 2027

but the strategic plan is public. Um
it's on the council agenda from Monday

an idea as to some of the topics our
department specifically will be handling
[29:22]
moving forward. Um, one that I think
will be relevant to this committee will
[29:27]
be the short-term rental bylaw
potentially. Um, and then there is an
[29:32]
area redevelopment plan as well that is
slated to start at the end of Q4 of
[29:37]
2026. So, there's a few planning related
documents, but right now we're just
[29:43]
focused on the land use bylaw. So other
things will come forward in the future
[29:46]
and some of them aren't necessarily our
department. It's more our directorate.

spent a lot of time on that and then by

the time the final plan got approved
through the province I'm sure it was all

that was wiped off the table because it
was not in any sort of budgetary you

know so is this is this I was just
curious this change coincided with any
[30:41]
changes from the provincial government
or no just a general feel
