[0:03] Dorothy just gave me the word
[0:11] I'd like to call this meeting to order
[0:12] I'd like to ask that we all rise for the
[0:15] pledge and remain standing for a moment
[0:17] of silence
[0:34] foreign
[0:54] thank you very much at this time I'd
[0:56] like to recognize our superintendent Mrs
[0:58] trusclair thank you Mr Angel good
[1:00] evening everyone I'm excited to announce
[1:03] that tomorrow is the first day of school
[1:05] for our students who are reporting on a
[1:07] day and we're excited to be bringing our
[1:10] students back to campuses on Friday
[1:12] b-day students will report and our Pre-K
[1:15] students will begin reporting next week
[1:17] this is the first normal start of a
[1:20] school year that we've had in a while
[1:22] and we look forward to a successful year
[1:25] as a reminder to our community buses
[1:28] will be returning to the roads tomorrow
[1:29] morning school zones are in effect
[1:32] please be alert for children waiting at
[1:34] bus stops crossing streets and entering
[1:36] and exiting buses
[1:38] on Monday I shared a letter with our
[1:40] school Community regarding steps that
[1:42] we've taken to enhance school safety
[1:44] measures already in place
[1:46] we are fortunate to have such strong
[1:48] Partnerships with local law enforcement
[1:50] agencies who've spent a great deal of
[1:52] time this summer collaborating with us
[1:54] as we keep student and staff safety a
[1:56] priority
[1:57] our Focus has been on steps that we can
[1:59] take to lessen the chances of a violent
[2:02] incident occurring on our campuses as
[2:05] well as less in the impact should an
[2:07] incident take place we remain committed
[2:10] to safeguarding the students we serve
[2:12] although some measures may seem
[2:14] inconvenient at times such as the
[2:16] requirement to show identification at
[2:19] buzzer entries to gain entry or clear
[2:21] bag policies the safety of our students
[2:24] and staff must remain our priority and
[2:26] we are optimistic that our visitors will
[2:28] understand and recognize our need to be
[2:31] as Vigilant as possible
[2:33] we recently received State testing data
[2:36] and are pleased with the results while
[2:38] there is still work to do I'm extremely
[2:40] proud of the efforts of our entire
[2:42] School Community
[2:44] we are fortunate that our teachers our
[2:46] school leaders District staff have put
[2:48] in the work
[2:49] coming out of the pandemic that our
[2:51] students are in many cases at better
[2:55] standing than they were prior to to the
[2:57] covid pandemic
[2:59] um I want to recognize Dr Robert Lee Mr
[3:03] tushette and Miss hippolyte who've led
[3:05] the work from the district along with
[3:07] their Academic Teams worked right along
[3:10] our with our teachers and leaders in
[3:12] making certain that students moved
[3:14] forward academically and at this time
[3:16] I'd like Dr roblay to share just a few
[3:18] highlights with the board and with the
[3:21] public of some of our good test results
[3:28] good afternoon board
[3:30] so we are excited to talk about some of
[3:33] the results that we got it's important
[3:34] to know that we've had results for high
[3:36] school probably in June but recently we
[3:38] got uh results from three through eight
[3:40] testing data so a lot of what I'm going
[3:42] to share with you today is a state
[3:44] comparison data of where we did how we
[3:46] performed uh with regards to others in
[3:48] the state so for Lafayette Parish we
[3:51] were number one among largest districts
[3:53] in Mastery for students that achieve
[3:56] Mastery or above and one year change of
[4:00] those uh districts in the state so
[4:02] basically if a kid wasn't at Mastery and
[4:04] above we move more kids from Mastery and
[4:07] Mastery above than any of the large
[4:09] districts in the state and when I say
[4:11] large I mean 30 000 kids or plus we're
[4:14] also number one in the region you can
[4:16] see here for four and five for that one
[4:18] year change of moving kids to Mastery
[4:20] level and it's important to know what
[4:22] we're most excited about probably
[4:24] roughly 90 percent of our schools showed
[4:27] growth of some sort that's an amazing
[4:30] accomplish and a true Testament to the
[4:32] principals teachers Educators in our
[4:34] district for for so many of our schools
[4:36] to make some some Treads and make some
[4:38] Headway that way
[4:40] um some other things to to make note of
[4:42] we were recently recognized in the state
[4:44] as top 10 among all districts in
[4:46] Louisiana for again having more students
[4:49] move from below Mastery to Mastery or
[4:51] above
[4:53] um so proud of all of our subgroups that
[4:55] virtually all subgroups in every grade
[4:57] three through eight Grew From prior year
[4:59] leap data so that includes students with
[5:01] disabilities as well as English language
[5:03] Learners all grew in our schools as well
[5:07] as all tested subjects experience growth
[5:10] from last year to this year Ela Math
[5:12] Science Social Studies all experience
[5:15] growth and then finally all grade levels
[5:17] three through eight showed growth as
[5:20] well as when we get into high school
[5:22] we'll look at that as well from last
[5:23] year to this year
[5:25] special recognitions for two schools out
[5:28] there Myrtle Place Elementary was number
[5:30] one in the state of all schools for
[5:33] showing the most Improvement in the
[5:36] level of kids at the Mastery level and
[5:38] above they moved more kids into those
[5:40] Mastery ranges and higher than any other
[5:43] school in the state and they were
[5:44] recognized as well and then of course
[5:46] also recognize and special recognition
[5:48] goes to ECA our Early College Academy as
[5:51] they continue to be a record-breaking
[5:53] campus as a number one rated School in
[5:55] the entire state of Louisiana and again
[5:58] a top 10 School in Louisiana for
[6:00] percentage of students at Mastery level
[6:02] are above for 2022. our sped Department
[6:06] I can't go without saying special kudos
[6:09] to miss ortego and our SED Department
[6:11] who have been working tirelessly to do
[6:13] what's best for our students with
[6:15] disabilities so what you see here is our
[6:17] Improvement in rank amongst the state
[6:20] for moving students with disabilities
[6:22] into Mastery level ranges as well as the
[6:25] change in those levels so you can see in
[6:28] 2019 we were ranked 36 in and the total
[6:31] percentage and 33rd in the movement of
[6:34] change from below Mastery to above and
[6:37] now you can see in 2022 we are number
[6:39] six in the state for students with
[6:41] disabilities overall Proficiency in
[6:43] Mastery or above as well as 13th in the
[6:46] state for still moving kids that were
[6:48] below that Mastery level to now on it or
[6:51] above Mastery level so huge kudos to
[6:53] students with disability and all of our
[6:55] teachers for supporting that work
[6:57] because it it has been truly a team
[7:00] effort
[7:01] um so then the big question goes to how
[7:04] do we stand right now compared to where
[7:05] we were before covid right academically
[7:08] there was always the talk of
[7:10] um the achievement Gap and making up for
[7:12] this
[7:13] um huge learning loss that would have
[7:15] occurred during a pandemic and as you
[7:16] can see for all grades uh three through
[7:19] eight we actually overall have caught up
[7:22] and exceeded where we were pre-covid at
[7:25] 38 and a half percent of our kids are at
[7:27] Mastery or above compared to where we
[7:29] were at 32 and 36 prior to and then you
[7:31] can see for high school we actually
[7:34] caught up and are slowly back onto that
[7:36] improvement from where we were last year
[7:38] at 37.6 percent proficient to 40.1
[7:41] percent I do want to highlight too for
[7:43] high school because algebra one
[7:46] experienced the biggest growth of any uh
[7:50] algebra one uh tested subject in the
[7:53] state 18.8 percentage Point increase
[7:56] that is one of the highest in the state
[7:58] by far so our algebra one kids did an
[8:00] amazing job huge tested to miss Olson in
[8:03] our math department for pushing algebra
[8:05] one that's always a gatekeeper for
[8:07] graduation and so that is that is very
[8:09] promising results there
[8:12] and then finally right here you can see
[8:14] we continue to set trends for the most
[8:16] graduates in lpss I'm proud to say that
[8:18] this past year uh 2022 we graduated more
[8:22] seniors than we've ever graduated before
[8:23] in Lafayette Parish in the 20 years that
[8:25] we've been keeping the latest State
[8:28] transcript records of graduates so we
[8:31] hope to continue that Trend and we're
[8:32] excited about that Trend but a lot of
[8:34] kids that were able to get across the
[8:36] stage and get uh get graduated so those
[8:38] are a few of the highlights from the
[8:39] testing data and things we're most proud
[8:41] of thank you for your time
[8:44] foreign
[8:51] that concludes our comments this evening
[8:54] thank you thank you very much I'd like
[8:58] to spend just one minute kind of
[9:00] following up on all that I guess it was
[9:02] about a week or 10 days ago as I was
[9:04] reading the paper the other morning and
[9:07] I read about
[9:08] what would an outstanding job our school
[9:11] system is done in as you mentioned in
[9:14] some in some areas tops in the state but
[9:16] overall at least in the top 10 percent
[9:18] and I think that's just I think that's
[9:21] phenomenal
[9:22] achievement I do I do want to I just
[9:25] want to take a minute to point out that
[9:27] this this is a community effort
[9:29] literally
[9:31] and by that I mean
[9:33] I want to thank everyone involved not
[9:36] only the school system personnel
[9:40] probably the most responsible but I want to mention that
[9:45] our parents the parents of our students
[9:47] are obviously
[9:49] interested in obviously working with our
[9:52] students
[9:53] obviously our teachers
[9:55] uh I want to thank our custodians you
[9:58] know children don't learn very well in a
[10:01] dirty environment
[10:03] and while I'm on that children don't
[10:05] learn very well on an empty stomach
[10:07] either
[10:09] so I think that our cafeteria Personnel
[10:11] deserve a lot of praise and credit for
[10:14] being a part of the overall growth of
[10:17] our system in Lafayette Parish
[10:19] uh I want to thank our security officers
[10:22] children don't learn if they don't feel
[10:24] safe
[10:25] and I think they do in Lafayette Parish
[10:27] Schools
[10:28] uh and in closing I want to say that one
[10:32] of the most important things that this
[10:34] body does in my opinion in my humble
[10:36] opinion
[10:37] is
[10:41] to hire a superintendent
[10:43] and I'm here to say
[10:45] but you trust me I think this board did
[10:47] a hell of a job in the most recent hire
[10:51] thank you and we'll get on with the
[10:53] business of the school board
[11:02] um item 2.1 on our uh
[11:05] agenda is discussion or action
[11:08] concerning prospective litigation Mr
[11:10] President I move that the board goes
[11:11] into executive session to discuss the
[11:13] formal demand which has been made by
[11:14] Roxanne Guidry relative to her workers
[11:16] compensation claim second Motion in a
[11:19] second that we retire for discussion
[11:21] concerning litigation all the famous
[11:23] signify by saying aye all opposed motion
[11:26] carried we'll be right back
[11:49] everything
[14:20] foreign
[15:42] Mr President I moved that we return to
[15:44] regular session
[15:47] no one disagrees
[15:49] we have a second and no one disagrees
[15:52] we'll call that
[15:53] affirmative and we'll move back into it
[15:55] into a regular session Mr President I
[15:57] move that the board accept the advice of
[15:59] the third party administrator
[16:01] second motion second by Ms Morrison
[16:04] any discussion
[16:06] all those in favor signify by saying I I
[16:09] want to pull his name motion carried we
[16:11] move on moving moving along to
[16:13] information items
[16:14] 3.1 I'd like to recognize Mr Broussard
[16:18] recognition to Dr Donald agalorg
[16:22] Mr Broussard
[16:29] thank you at this time I'd like to
[16:31] introduce Mr Charles A Bear County agent
[16:34] Parish chairman for our 4-H Youth
[16:36] Development who will do this
[16:37] presentation thank you Mr Broussard
[16:43] um
[16:44] good evening
[16:46] um president Angel
[16:48] superintendent trust Claire members of
[16:50] the board Administration and guests I'm
[16:52] Charles a bear with the LSU Ag Center
[16:54] Parish chair and County agent I'd like
[16:57] to recognize Dr Donald aguillard and
[17:01] I'll tell you a little bit about this
[17:03] award but he has worked with the
[17:07] organization 4-H the AG Center for his
[17:09] 30-plus years in education and what
[17:13] happened this past year the Louisiana
[17:15] 4-H Hall of Fame in 2008 begin
[17:19] recognizing
[17:22] um they're Hall of Fame members for
[17:23] people in the communities that had
[17:25] contributed to the 4-H program across
[17:27] the state so in 2008 they recognized 100
[17:30] people and then every year since then
[17:33] they recognized 12 per year so the Hall
[17:36] of Fame uh realized this first Club
[17:39] started in 1908 and of oils parish and
[17:44] Mansura Louisiana and that was the first
[17:47] corn club and how 4-H begin was LSU was
[17:52] developing new varieties of corn and the
[17:55] farmers didn't want to grow corn so they
[17:58] used children youth to grow the new
[18:01] variety of corn
[18:02] the kids out produce their parents per
[18:05] acre and that's how the LSU AG Center's
[18:08] new crop varieties begin on the farm was
[18:12] through our youth just like the children
[18:14] in our school today so um just tell you
[18:17] a little bit about the history of 4-H
[18:19] but this award recognizes those
[18:21] individuals for the outstanding work
[18:23] dedication and support and commitment
[18:26] for significant contributions over their
[18:29] term and in this case it's over 30 years
[18:31] Dr aguilard was also recognized by the
[18:35] Louisiana 4-H superintendents award
[18:39] for the AG Center in 2011 as a
[18:41] superintendent in Saint Mary and then in
[18:45] 2018 was recognized for the
[18:48] superintendent of the AG Center for a
[18:51] state superintendent in Lafayette but
[18:54] 4-H has a long history of 4-h's motto is
[18:58] learned by doing and through an educator
[19:00] he's helped to incorporate through all
[19:03] his years as a teacher then an
[19:05] administrative keeping us into the
[19:08] school system and giving us supporting
[19:11] for whether it's character education
[19:12] programs or school garden programs so we
[19:16] want to thank him for all those years
[19:18] and supporting our program
[19:20] so with me here this evening he is being
[19:23] inducted for the year 2021 realize a lot
[19:27] has changed so we've tried this a couple
[19:30] of times but tonight we will actually
[19:32] get to recognize him for his
[19:34] contribution for the year 2021 and again
[19:37] I want to recognize and congratulate Dr
[19:39] aguillard for all your years of support
[19:42] for the program and we're going to
[19:44] present this award to you and with me is my co-worker Paul
[19:53] bunger's on
[19:54] to help present
[19:57] congratulations
[20:30] foreign
[20:56] [Applause]
[21:01] thank you very much
[21:03] that's awesome
[21:17] it's definitely not Acadiana colors
[21:31] all right thank you thank you very much
[21:35] let me point out that this is yet
[21:39] another example of a great decision this
[21:41] board made several years ago in
[21:43] appointing him superintendent
[21:45] thank you Dr agallot
[21:58] item 3.2 was Employee Retirement
[22:00] Insurance advisory committee vacancy
[22:02] announcement
[22:03] we have a vacancy on the committee
[22:07] it anyone want to apply it all right out
[22:11] in 3.3 new construction phase 1A site
[22:14] package guaranteed maximum price GMP
[22:16] early release proposal for the new
[22:18] replacement of Lafayette High School
[22:25] good evening board uh president Angel
[22:28] board
[22:31] superintendent transclaire in the
[22:32] community
[22:34] my name is Joseph Groove director of new
[22:36] construction I'm happy to present this
[22:39] board agenda item for early release
[22:42] package phase one a site package for
[22:46] guaranteed maximum price
[22:48] early release proposal for the new
[22:50] replacement of high school at Lafayette
[22:54] and that project will this will give us
[22:56] an opportunity to get started on the
[22:58] project just like we have on most of our
[23:00] other projects we will begin
[23:04] non-destructive construction activities
[23:07] and this will give the contractor
[23:10] and the school staff an opportunity to
[23:12] live on that campus together and learn
[23:15] how to
[23:16] um survive without being chaotic what
[23:21] we're intending to do with this proposal
[23:24] is to
[23:26] um
[23:27] do parking enhancements for the students
[23:30] on the corner of Marie Antoinette and
[23:34] Susan Street I'm going to do some storm
[23:37] water improvements we're going to do
[23:39] some
[23:41] initial campus circulation modifications
[23:44] to help improve the site circulation
[23:47] there and give the students and the
[23:49] parents in the drop-off and the buses
[23:52] improvements
[23:55] um
[23:56] that's basically what I have that we do
[24:00] have the funds to cover that and I want
[24:02] to introduce key players of the team
[24:05] um the CM at risk contractor is Lemoyne
[24:09] and there's been
[24:11] and the architect is acsw fluger
[24:14] Architects and the representative here
[24:16] today is Stephen domain
[24:20] are there any questions
[24:23] yes sir could you have Mr domain Mr Sims
[24:27] uh describe in general what uh
[24:30] stormwater improvements are going to be
[24:33] made as part of this I know there's some
[24:34] neighbors that live around the campus
[24:35] that they're just interested in hearing
[24:38] what we're going to do to mitigate given
[24:40] the fact that we're going to start
[24:41] putting gravel and concrete on grass yes sure
[24:48] all right
[24:50] so the phase 1A project is predominantly
[24:54] a parking lot a new parking lot and with
[24:57] that you know code requires as well as
[24:59] the city requires that you address the
[25:01] storm water
[25:02] runoff that would happen on top of that
[25:05] surface so a hard surface obviously
[25:07] can't absorb the water and the current
[25:09] area that's going in is essentially
[25:12] primarily Turf and grass
[25:14] so we have to adapt and provide a
[25:19] meaningful area for which the storm
[25:21] water runoff would collect on-site we're
[25:25] improving the existing drainage that's
[25:27] along that area along the corner of
[25:29] Marie Antoinette and Susan and we're
[25:31] also
[25:32] taking the opportunity to accommodate
[25:35] for the future work that's about to
[25:37] begin which will be the next phase in
[25:40] the project which is to start working on
[25:42] the building pad itself in order to make
[25:44] sure that we don't have flooding issues
[25:47] or have rain water issues along that
[25:50] area we're capturing the water that's
[25:52] going to be adjacent to the new building
[25:54] and we're diverting it to this new
[25:56] retention area so that we can address
[25:59] that before it becomes an issue later on
[26:02] a project so we're taking the
[26:03] opportunity to address that now before
[26:05] we really get started with above ground
[26:07] work on the building itself where on
[26:09] campus is the retention area going to be
[26:11] so it is along
[26:13] um Marie Antoinette as it approaches
[26:16] Susan
[26:17] essentially Where the Sidewalk is along
[26:20] the side of the baseball fields now so
[26:22] like you're batting cages the batting
[26:24] cages the pitching area all right thank
[26:25] you so much for those answers
[26:29] are there any other questions
[26:31] [Music]
[26:34] some room
[26:36] I'm looking at the photo from uh
[26:39] possible
[26:41] building did we ever decide where on
[26:45] that lane where we are we going to
[26:47] utilize only this baseball softball
[26:50] field or the football field or what
[26:53] approximately where are we going to
[26:55] build this sure the footprint of the
[26:58] building is going to be located
[26:59] centrally in the property pretty much
[27:02] the only green space that's available
[27:03] because we're going to construct School
[27:05] concurrently with the educational
[27:07] process and this is the logical place to
[27:10] do it slight demolition listen that's
[27:13] going to be required but we're getting
[27:15] started on that as soon as possible as
[27:17] far as the baseball and softball field
[27:19] we're working on a collaborative effort
[27:23] to utilize Parks and Recreations where
[27:27] possible to enhance a couple of fields a
[27:30] baseball field and a softball field for
[27:33] us to have our game activities there in
[27:36] practice and it would take the place of
[27:39] those that are being disrupted on the
[27:42] campus that we're using for constructing
[27:49] thank you very much
[27:51] I'm sorry Ms libu
[27:54] um I know it mentions in here the health
[27:55] Academy
[27:57] relocation or demolition alternates is
[28:00] that included or is that just it if
[28:05] the project allows so we priced it both
[28:07] ways we priced it as though it's
[28:09] included and we also priced it to see if
[28:13] we can have resources in-house that we
[28:15] can utilize to give us a better value so
[28:17] that gives an opportunity to get the
[28:19] most feasible approach okay thank you
[28:40] item 3.4 is guaranteed maximum price
[28:44] Amendment for the new Truman Early
[28:45] Learning Center
[28:48] good evening members of the board Kyle
[28:51] board lawn director of planning and
[28:52] Facilities we've been working with the
[28:55] architect Grace a bear on the Truman
[28:58] Early Learning Center project along with
[29:01] Lemoine company who is the construction
[29:04] manager at risk in a previous board
[29:07] meeting we've approved guaranteed
[29:08] maximum price number one which was for
[29:10] site Work Foundation work structural
[29:13] steel and Roofing what's presented in
[29:16] the information item tonight is the
[29:18] guaranteed Max number two the final
[29:19] guaranteed Max for the remainder of the
[29:21] building everything else that's related
[29:23] to the building
[29:25] and that price has been
[29:28] reviewed by The Architects and
[29:31] recommended to us for approval and
[29:33] that's why we have it in the information
[29:35] item tonight if there's any questions
[29:37] I'll
[29:40] yes sir Mr Broussard
[29:43] just one question out of curiosity I
[29:45] know what we purchased the site there's
[29:48] property next to it that we're using to
[29:51] Stage uh material are we what is the one
[29:55] next to it are we doing some work on the property that's not fenced in I
[30:00] see the heavy equipment moving dirt around on the property
[30:04] that's not fenced in are we doing
[30:06] anything with that or that's private I
[30:08] believe that's the private property of
[30:10] Ash Industries uh I know Lemoine company
[30:13] has worked an agreement with Ash
[30:15] Industries to create a lay down yard and
[30:19] a place to park their employees during
[30:22] construction which is separate from the
[30:24] site that we purchased so
[30:27] but that's that's something that uh
[30:29] Lemoine worked out with the owners of
[30:31] Ashley Industries but so so the property
[30:33] that's not fenced in has nothing to do
[30:36] with the construction of what we've or
[30:39] what we're doing
[30:42] that's that's correct it doesn't have
[30:45] anything to do with the actual
[30:46] construction of the project really just
[30:47] for lay down of property so it didn't
[30:49] have to be in the footprint of the
[30:51] property where we're actually building
[30:53] the uh the new building so we have a
[30:55] lease agreement that we uh have signed
[30:57] with that ownership of the property and
[31:00] they're allowing us to use that property
[31:02] also for storage of on-site dirt and
[31:04] then we're going to take that dirt and
[31:05] put it back on the site it's uh just
[31:07] there for storage temporarily okay yes
[31:10] sir
[31:13] today
[31:18] Mr Santana you have a question
[31:22] yes sir you have a question
[31:34] I'll send any options
[31:36] is that being discussed tonight
[31:40] it's not being discussed tonight but
[31:42] it's something that we're discussing
[31:44] with the superintendent and staff as we
[31:46] move forward
[31:49] doesn't get participation on it there
[31:59] don't leave Mr bordelon I think you're
[32:01] next too yes sir not going anywhere
[32:06] if there's no other questions we'll move
[32:08] on to the next item which is monthly
[32:10] facilities update
[32:13] uh members of the board in your board
[32:15] packet is the monthly construction
[32:16] update if you have any questions I'll be
[32:19] glad to answer those at this time
[32:22] yes sir
[32:24] I can say the one thing I'm very pleased
[32:26] about they uh they're moving pretty
[32:29] quick on that fence at El Leo judice I
[32:31] don't know if they're not almost
[32:32] finished uh
[32:33] is that a six foot eight foot fence six
[32:36] foot six okay yeah no they finished
[32:39] today because I uh not plugging a restaurant or nothing
[32:43] but I was eating lunch at cageans across
[32:45] the street and I could see him working
[32:46] and uh
[32:48] I could see the backside that they still had some work to do so they
[32:52] finished today we're very very pleased
[32:54] with that because uh that'll just enhance the safety of
[32:58] the school thank you all so much for
[32:59] that
[33:01] yes ma'am
[33:03] thank you Mr President um I just want to
[33:05] commend you on getting broussards
[33:07] um a car rider line finish lane finished
[33:10] uh before school started so
[33:12] congratulations that's amazing and I'm
[33:14] very thankful as well as the awnings for
[33:17] the ROTC building at combo
[33:20] um
[33:21] so appreciate all you do thank you
[33:25] Morrison yes I just wanted to check on
[33:27] the updates for duson the overhangs
[33:30] how's that going I know it went out for
[33:31] a bit and where are we with that
[33:33] contractors uh well tomorrow is a store
[33:37] to school I don't have an exact
[33:39] uh status on where he got but I know he
[33:42] was trying to get all the posts
[33:43] installed at all four schools all four
[33:45] sites before school started I'm not sure
[33:48] if he's accomplished that or not but uh
[33:50] now that school has started he's going
[33:52] to shift his operations to either late evenings late afternoons or
[33:57] weekends so he can avoid the students so
[34:01] once they get started about how long
[34:02] does it take for completion
[34:06] about
[34:08] I don't recall exactly how much time we
[34:11] have in the contract
[34:12] um but I can find that answer out and try to get back with you pretty
[34:17] quickly
[34:19] okay thank you yes sir
[34:23] and if I could I'll just say it during
[34:25] the construction part the um
[34:27] uh the completion of the Athletic
[34:30] Facility at Acadiana the Dave Cavalier
[34:32] Junior Athletic Facility
[34:34] is very very near completion
[34:38] um I want to thank poche and Pruitt I
[34:40] want to thank Felipe personally for uh
[34:43] for what he has done for us and uh very pleased there'll be a ribbon
[34:48] cutting on September 9th at 5 pm very
[34:52] informal
[34:54] 10-15 minutes I mean the coach will have
[34:56] to break away from the team we don't do
[34:59] formal ribbon cuttings or dedications at
[35:01] Acadiana anymore because the last three
[35:03] we've done we've lost the game so we
[35:07] don't we don't we don't we lost a
[35:09] Lafayette High when we named this
[35:11] Stadium after Bill dots and we lost the
[35:13] Como and Matt McCullough when we named
[35:15] the baseball field after his daddy we
[35:18] named the field after Ted Davidson we
[35:19] lost to Doug Dodson and Como so this is
[35:22] an unofficial ribbon cutting so it's at
[35:24] 5 PM we'd like to invite the public if
[35:26] you want to come by we have a home game
[35:28] that night at Seven we play sulfur uh
[35:31] it's going to be a an exciting time so
[35:33] uh
[35:34] September 9th 5 p.m y'all come on by
[35:37] we're going to be tailgating and having
[35:39] a really good time and cooking and uh so
[35:42] we can show off this brand new facility
[35:43] thank you
[35:44] Mr centini
[35:46] this is going to be our my monthly thing
[35:48] until December we looking good at
[35:50] Woodvale
[35:52] yes sir all right so let's solve a whole
[35:54] bunch of fifth graders at LJ Alamo uh
[35:56] walking to Portable Buildings yesterday
[35:57] being told we're moving back in January
[36:00] so
[36:01] the contractor says he's still on
[36:03] schedule for for that date all right
[36:07] Mr Jesso Dr Chateau hey Kyle quick
[36:10] question
[36:11] what's the timeline for the JW folk
[36:14] playground equipment how long will it
[36:16] take us to install it
[36:18] I am not I'm not on that project uh
[36:22] someone else is but I can try and get an
[36:23] answer I appreciate it Mr Clark could
[36:27] probably give us some details
[36:31] it should be in on the 14th do you know
[36:34] how long it would take to install
[36:36] two days that's what I'm talking about
[36:38] all right y'all want to come do some
[36:40] work at my house
[36:41] two days
[36:44] all right thank you
[36:47] yes sir Mr Broussard
[36:49] I had a question on on the playground
[36:51] equipment at Fox what was that part of
[36:53] the uh
[36:55] the the us paying some of the some of
[36:58] the money raised or took for that are we
[37:01] are funding the whole thing someone
[37:03] asked me a question some time ago about
[37:06] that and this they raised some money for
[37:09] that is that part of the program that
[37:11] we've got are we funding the whole thing
[37:16] I don't believe it I don't believe there
[37:18] was a mansion funds that Capital
[37:20] Improvements yeah the playground
[37:23] equipment had gotten old and outdated we
[37:25] yeah we tore it out and we ordered this
[37:27] somebody helped me it was a long time
[37:30] ago a long time ago and that's just the
[37:33] price of doing business right now we
[37:35] couldn't get it in and it's finally in
[37:38] but you somebody just asking a question
[37:40] this time ago that was matching funds I
[37:43] don't know I saw I told them and thank
[37:45] you for bringing it up so they hope
[37:46] they're listening or I can get in
[37:48] contact with him it be in soon

[41:33] does the president like to make a motion
[41:34] that we approve all items not pooled
[41:37] well they're open we have a in
[41:39] a second that we approve all items not
[41:41] pool we will entertain you know comments
[41:46] concerning any items not pulled
[41:51] uh this is the yes you're welcome to
[41:54] come but
[41:55] this is not a question answers just
[41:57] about a comment session
[42:07] Wayne Calvin uh I think before you
[42:10] proceed with 410 you ought to think
[42:12] twice about it there's a there's a lot
[42:14] of reservations I think you ought to put
[42:16] on that you've given up a lot of
[42:18] responsibility board members to saying
[42:21] dumping this responsibility on your
[42:23] purchasing and your superintendent and
[42:25] when they come up with a project to say
[42:28] hey here's a budget well but how do they
[42:31] know what the budget is before they get
[42:32] estimates before they get criteria
[42:34] before you know what's in the
[42:36] description and all that and they want
[42:38] to prove it and then they're going to
[42:40] work out the details later you're giving
[42:42] up all that responsibilities because the
[42:45] way it reads is once you give them that
[42:47] budget they're free to do whatever they
[42:49] want with it between the superintendent
[42:51] as long as it doesn't exceed that amount
[42:53] so you've given up that total
[42:55] responsibility this is what we elect you
[42:57] to do is to overlook that now I know a
[43:00] lot of times it's overwhelming because
[43:01] we're talking about all these schools
[43:03] and facilities all over the parish so
[43:06] what I expect you to do and I think
[43:09] would be very helpful and I've I've
[43:11] asked the library to do this and it's
[43:12] been very helpful each one of the
[43:14] schools we have in in the system here
[43:17] come up with a history a reference book
[43:20] the age of the school the size of the
[43:22] school who when it was built how many
[43:25] students we serve did we add any Wings
[43:28] have we done any Replacements any work
[43:30] on that school such that all that is is
[43:33] there and it's available for not only
[43:35] for you but when your replacement comes
[43:37] in because when your replacement comes
[43:39] in they don't know what happened two
[43:41] years ago you know a lot of you have
[43:43] been on here several years and kind of
[43:45] remember a few years back but there's a
[43:48] constant turnover plus you have all that
[43:51] information if you put a big investment
[43:54] in the heating and cooling you know it
[43:56] okay it was done in 2019 while we doing
[43:59] it in 2022 if we did it three years ago
[44:02] you know and we built stiff roof that we
[44:04] build it out of asbestos or did we build
[44:07] it out of a steel metal thing if you
[44:09] have all that history and you have it in
[44:11] a reference thing such that you don't
[44:13] own familiar with the schools in your
[44:15] District but you're familiar with the
[44:17] schools that all across the area and
[44:19] then when we come up with a big project
[44:21] like this one for Truman over Lafayette
[44:23] High on North side that we did earlier
[44:25] with the roofs you know we say okay
[44:27] we're replacing this asbestos roof with
[44:30] a metal roof because that thing is
[44:31] leaking in that metal and that asbestos
[44:34] roof was replaced on there 18 years ago
[44:37] you've got an idea of when it was done
[44:40] and to say okay or if it was a poor
[44:43] design not only that but you should list
[44:45] the architect of these schools and the
[44:47] major contractor of these schools such
[44:50] that you've got a history because if you
[44:52] start seeing a problem that this
[44:54] architect has designed these roofs such
[44:56] that they leak or these walls they said
[44:58] they leak hey we've got a problem here
[45:00] and we've got a history and you can all
[45:02] tie it back in and it takes some of the
[45:05] responsibility off the purchasing manner
[45:07] because if he retired leaves or goes to
[45:10] somewhere else then you've lost all that
[45:13] history you know and you you just it's
[45:16] too hard for you to remember everything
[45:18] that goes on the parish you're trying to
[45:21] deal with many of the education issues
[45:23] but a lot of these bucks look we're
[45:25] spending what 30 million on Truman you
[45:27] know we're spending what gobs on on
[45:30] Lafayette High School not to say that
[45:31] they shouldn't be done but where's the
[45:34] history for this thing just like we're
[45:35] building a new Prairie Elementary you
[45:37] know okay what's what's going in there
[45:40] how are we making it better and are we
[45:42] designing the playground equipment such
[45:44] that maybe we could fence it off and it
[45:46] could be designed for public use other
[45:49] than like we have here at truman where
[45:52] it's in the middle and now you know
[45:55] you'd have to access the school to get
[45:57] to the playground equipment but if you
[45:59] had it fenced off some kind of way you
[46:01] know such that you could have joint use
[46:03] of it says these three months we just
[46:05] had off of school kids could use that
[46:07] playground equipment we're just talking
[46:09] about plant replacing playgrounds at
[46:12] fault you know those kind of things look
[46:14] ahead and have these things but if you
[46:16] have a reference menu that you could use
[46:19] and design all of that you you would
[46:22] have a better idea and then when you
[46:24] come up with that project you'd have it
[46:26] right there and then when the cost
[46:27] estimates come in or change orders come
[46:29] in you could reference that and just say
[46:31] okay here's a change order you know and
[46:34] just like this one at truman IX of
[46:35] thirty thousand it was a thirty thousand
[46:37] what change order we're going to do the
[46:39] fence or the forty two thousand I'm
[46:41] gonna finish we're going to leave it up
[46:42] to those two people you know maybe you
[46:45] think hey you know maybe you got an idea
[46:47] maybe why not put a board fence because
[46:49] a hurricane comes in a big wide open
[46:51] field it's going to slap down a board
[46:53] fence I don't care how new it is you
[46:55] know if you hit the right the wrong
[46:58] ringtone okay but you get the point I
[47:01] think your relationships in too much
[47:03] control you you've got to revisit this
[47:05] thing and just say hey I think you uh
[47:09] you you really want to uh keep better
[47:12] tabs maybe put a limit on there like
[47:14] okay up to 50 000 and after that
[47:17] uh you know you've got to come back
[47:20] thank you
[47:23] and the other any other comments yes sir
[47:30] good evening I'm gonna be short because
[47:32] I'm a preacher so I do know how well I
[47:35] owe you at least as much as we gave him
[47:38] another stuff this in order my past
[47:40] taught me how to do stuff decent in
[47:42] order my name is uh Minister Kerry
[47:43] Williams I am the minister of the
[47:46] Harvard Center Church here in Lafayette
[47:47] under the leadership of Pastor Daniel
[47:49] Kelly and Sharonda Kelly uh question uh
[47:53] we open in September a uh Learning
[47:57] Center here in Lafayette on the uh uh
[48:01] three-way I don't know who's the board
[48:03] president the uh uh School Board member
[48:06] for that that area maybe
[48:12] so uh you know about the uh about our uh
[48:15] The Learning Center that we're opening
[48:16] up in September on the end so what what
[48:20] we're trying to do uh instead of for the
[48:22] Truman's officer we can send them to our
[48:24] for our to our facility and we will
[48:27] teach them computers and all kinds of
[48:30] stuff in in in in our area and that's what that's what the Harvest The
[48:35] Learning Center is for our children is
[48:38] that of them putting them in jail
[48:40] instead of them for others when they're
[48:42] out of school they come over to our
[48:43] Learning Center but we cannot do this by
[48:45] ourselves we do need help from the board
[48:47] and we're asking uh I'll get with the uh the member that represent that
[48:53] area we do need help for the Learning
[48:55] Center and that's all I ask so we so we
[48:57] can keep our children in in that area uh
[49:01] because it the Learning Center is going
[49:03] to be a very very important area for us
[49:05] the open uh but it takes money thank
[49:08] y'all very much
[49:09] thank you sir
[49:12] yes sir if there's no other public
[49:15] comment uh Mr Broussard
[49:19] I just need to uh
[49:21] I don't know ask a question or make a
[49:22] comment I know we'll just the leadership
[49:25] and and the boys the turnover but it's he he smoked my curiosity as far as
[49:32] the history of the schools and all the
[49:34] buildings that we have and I'm certain
[49:37] somewhere in the archive that we we keep
[49:40] adequate records as to what the school
[49:43] was built with who built the school and
[49:46] when and where
[49:48] but I'm asking the question with the
[49:50] leadership they're sitting behind me or
[49:52] in front of me do we do anyone know for
[49:55] certain that that's as part of our
[49:58] policy or Mr Mr Bullock and can even uh
[50:02] answer the question not you know what
[50:04] just just just just say yes or no it's
[50:07] fine you know when I have to elaborate
[50:09] on
[50:12] the gentleman raised a valid point as to
[50:15] the history and what we've done to any
[50:18] of the HVAC go out a couple of years
[50:20] from now and you will fortunately retire
[50:23] and and uh somebody else take your place
[50:26] so we know that we spend millions of
[50:29] dollars to replace it and it has to it's
[50:31] still going to work I'll try to be as
[50:33] brief as possible in the last 25 years
[50:36] I've collected a lot of information
[50:38] all that information is pretty much
[50:40] stored electronically we have a file
[50:43] electronic file system that's stored in
[50:46] the cloud that is shared amongst
[50:48] everyone in my office and uh if I was to
[50:52] not show up tomorrow all of that
[50:54] information is there and it's pretty
[50:57] well organized that it's it's available
[50:59] so and we keep we keep track track of uh
[51:03] project records electronically uh the
[51:06] contractors the payments The Who The
[51:08] Architects were who the who the
[51:10] subcontractors were so we've got a lot
[51:12] of information stored and it's readily
[51:14] available
[51:17] I knew you would have but just to
[51:19] satisfy the audience curiosity we do
[51:22] keep adequate records as to what are we
[51:24] person who we purchase it from and who
[51:26] did the building thank you
[51:28] Mr boo
[51:31] Mr President
[51:32] um just out of curiosity um I know that
[51:35] Transportation actually doesn't handle
[51:37] the maintenance is it does your
[51:39] department handle maintenance of the
[51:40] buses or is that a separate Department
[51:42] it's it's the maintenance department
[51:43] okay and if somebody needed or had
[51:45] questions with maintenance or bus issues
[51:47] who do they contact I'm just curious is
[51:49] that I've referred somebody to
[51:51] Transportation I was told no that's they
[51:53] can contact either myself or Glenn
[51:55] Oliver a maintenance supervisor great
[51:57] thank you so much
[52:01] okay there's no other questions or
[52:03] comments will uh we'll vote on the
[52:05] motion to
[52:07] adopt all the items and pull
[52:12] which is all of them
[52:15] Madam president Madam Secretary will
[52:18] call for the vote
[52:38] Mr President while we're waiting on the
[52:40] vote
[52:42] um
[52:43] I did have a question if somebody could
[52:45] answer what was what is the
[52:49] what is prepositioned emergency
[52:51] remediation Services if somebody could
[52:53] answer that
[52:57] item 4.12 Miss early
[53:02] you could yell it out Miss early and I
[53:04] can just repeat it if you want
[53:15] those Services would cover any type of the hurt if we have a hurricane
[53:19] they'd be boots on the ground
[53:20] immediately if we have a fire they'd
[53:22] handle those any type of an emergency
[53:24] service we have them in place we are
[53:27] priority customer
[53:28] it's something we don't have now which
[53:30] has been real tough on our custodians
[53:32] and all our maintenance department
[53:33] because they're actually the ones are
[53:34] going out there to do that and guarantee
[53:37] can give us the detail the size of Tree
[53:38] Trunks the dirt that was used which we
[53:40] need to be able to recover our claims
[53:42] under FEMA
[53:57] what's the hold up here
[54:07] motion carry that was the last item on
[54:09] the agenda this meeting is adjourned
[54:26] foreign
