So this is from Assemblywoman Johnson. It is with deep gratitude, humility

and reflection that I submit my resignation from the position of the Lake Elsinore City Council
[3:06]
effective September 8, 2025, as I will be sworn in as member of the California State Assembly
[3:12]
that afternoon in California. When I was first elected to the City Council in November 2012,
[3:18]
I could not have imagined the incredible journey ahead. For 13 years, I've had the
[3:22]
privilege to learn, lead, launch initiatives that have shaped Lake Elsinore into a place
[3:28]
where families can live, work and play. Yet, like Elsinore, it's not just the city I have
[3:32]
served. It is a home. It is a home where my husband and I build our business, where we
[3:37]
raise our children, and where my heart will always remain. My original motivation to run
[3:42]
for office was inspired by the business community's call for a voice that would
[3:46]
advocate for economic growth in a business-friendly environment. That call became a foundation
[3:52]
for so much of what we accomplished together, strengthening public safety, expanding
[3:56]
in economic development, building new public works facilities in the state of art emergency
[4:01]
operations center, addressing homelessness with a hand up, not a hand out, creating a
[4:06]
2040 vision, implementing the lake management plan, and conservation and development for
[4:11]
the back basin to name just a few of the standouts.
[4:15]
Along the way we have fought battles, some won, some lost.
[4:19]
We stood against the sanctuary state law, represented Lake Elsinore at the White
[4:23]
house and navigate the balance between progress and presentation. Even in moments of compromise,
[4:29]
our focus has always remained the same, doing what is best for the community and residents
[4:33]
who call Lake Elsinore home. Among our greatest accomplishments, the Lake Management Plan stands
[4:38]
out as a hallmark achievement. The cutting edge, science-driven approach we create
[4:42]
is innovative, forward-thinking and built to sustain our most important natural resource.
[4:48]
Its success will continue for generations to come, ensuring responsible growth while preserving
[4:53]
the natural beauty and recreational opportunities that make Lake Elsinore unique.
[4:58]
The solutions that we implement here reflect exactly the kind of leadership our region
[5:02]
and state need moving forward, practical, visionary, and sustainable.
[5:07]
Another lasting source of pride for me is LaunchPoint, our first city-owned project
[5:13]
in business. From the rock tile and fabric selections to the overall design and vision,
[5:19]
I poured my heart into every inch of that project. The Council's commitment to delivering
[5:23]
a world class result was unwavering and together we created something that remains a shining
[5:32]
example of how municipal projects can be both innovative and successful. I remain astonished
[5:39]
by what we have accomplished and proud of the way launch point continues to serve as a true
[5:44]
asset for the residents and visitors alike.

Leader Kelsenor also meant leading through natural disasters and tragedies.
[5:53]
The holy fire, devastating floods, and the remarkable super blooms all demanded resilience,
[5:59]
collaboration and quick action.

Governing through these moments gave me an edge I didn't know I had, and it deepened
[6:06]
my appreciation for our staff and first responders, our team's response was like
[6:10]
no other.
[6:10]
And I work hard to ensure that every level of staff from city employees, the public officers,
[6:15]
fighters, and first responders knew just how valued they were both in times of crisis
[6:19]
and the daily work of running a city.
[6:21]
It was during these moments that the theme Elsinore Strong came to life.
[6:25]
I will always carry pride in having been part of a community that rises to the occasion
[6:29]
time and time again.
[6:30]
Even in tragedy, whether it was the loss of CHP Sergeant Steve Leacon or Riverside
[6:40]
Lake Elsinor was undeniable. What our residents demonstrated was not just an
[6:44]
outpouring of support but a remarkable, deeply woven fabric of care and
[6:48]
resilience. No elect official can truly put into words the power of seeing
[6:52]
community unite in such ways. But I can say with certainty, if one must face
[6:57]
tragedy or hardship, there is no place better to endure in the city of Lake
[7:01]
Elsinor. Together we have tackled challenges, embraced innovation,
[7:06]
built a future stronger than the past from the Veterans Memorial to major
[7:09]
infrastructure improvements. Every effort has been guided by the belief that Lake Elsinore
[7:14]
deserves nothing less than excellence. We pioneered our projects like launch point,
[7:19]
invested in infrastructure through heat works, pavement, technology, advanced environmental
[7:24]
stewardship with the nano-bubbler system, and the safeguard our future with the
[7:28]
lake management plan. Each of these successes reflect not only bold vision but also the
[7:32]
courage to lead in ways few cities dare to. These achievements will endure for
[7:37]
generations, long after our individual terms have ended.

Serving along each of you, just talking about us, good guys now.

In Servenous City has been one of the most impactful professional, personal experiences
[7:51]
of my life, and I am forever grateful for the trust you placed in me and for the friendship

So bear with me on these, whereas as we only have a few, whereas this is a privilege and duty of the American people to commemorate the 238th anniversary of the drafting of the Constitution of the United States with appropriate ceremonies and activities.

Whereas the Constitution of the United States of America, the guarding of our liberties embodies the principles of limited government in a republic dedicated to the rule by law.
[9:57]
and whereas September 17, 2025 marks the 238th anniversary of the
[10:04]
framing of the Constitution of the United States of America by the
[10:07]
Constitutional Convention, and whereas it is fitting and proper to accord official
[10:12]
recognition to this magnificent document in its memorial anniversary into the
[10:17]
patriotic celebration which commemorates it, and whereas Public Law 915
[10:23]
guarantees the issuance of a proclamation each year by the
[10:26]
President of the United States designated September 17th through the 23rd of 2025 as Constitutional
[10:33]
Week.

Now, therefore, the City Council of the City of Lake Elsinore, California, does hereby proclaim

remembering Constitution Week, honoring one of our most precious documents in

America. The Lucennial chapter of the National Daughters of American Revolution
[11:30]
continues to promote historic preservation, veterans, literacy, American
[11:36]
history, and so many more projects. The historian general of the National
[11:42]
Society Daughters of the American Revolution in Washington DC has
[11:47]
awarded six historic site plaques for our chapter. Five in Lake Elsinore, which is this cultural
[11:55]
center, the Santa Fe train station, the tank house, the Mary McDonald gazebo, and most recently
[12:03]
the Elsinore Valley Cemetery. Also the chapel of memories in Temecula. Thank you again for your support.

I wanted to share it with one of our good partners that we have.

So, you know, it's special that we can recognize
[13:48]
our state partners, you know, again, we have the Sheriff's Department
[13:52]
and, you know, we have local PD and other folks here.
[13:55]
But to have a relationship with the CHP is so important.

You know, fires, floods, everything that we've had
[14:01]
to endure over the years, they've been a partner here
[14:03]
for us, and so we're proud to have them,
[14:06]
proud to call them partners, proud to call them friends.

And so it is an honor to present them

with our proclamation for National Preparedness Month.

for every resident of the city of Lake Elsinore prepare their homes, businesses and communities

for any type of emergencies including natural disasters and potential terrorist attacks.

Whereas National Preparedness Month serves as a reminder that disasters can strike at
[14:34]
any time and it is crucial for individuals, families, and communities to be informed
[14:39]
and prepared to respond effectively.

And whereas the city of Lake Elsinore emergency services through the programs such as Listos,
[14:47]
California Campaign, FEMA, or the Federal Emergency Management Agency's ready campaign.
[14:52]
Another federal, state, local, tribal, territorial, private and volunteer agencies are working to increase public activities.

Preparant for emergencies and to educate individuals on how to take action, whereas FEMA has announced
[15:06]
the 2025 national preparedness theme of preparedness starts at home, and whereas all residents of
[15:14]
the city of Lake Elsinore, California are encouraged to prepare an emergency communications
[15:18]
plan, participate in citizen preparedness activities, and ask to review the Ready Campaigns
[15:25]
website at ready.org for important preparedness tips and information.

Now therefore the City Council of the City of Lake Elsinore, California does hereby proclaim
[15:33]
the month of September of 2025, a snatch preparedness month, in the City of Lake Elsinore and calls
[15:40]
on all government agencies, private organizations, residents, businesses, to develop the emergency

preparedness plans and work together towards creating a more prepared society.

Good evening everyone. Today is the 175th anniversary of California statehood.
[27:08]
On September 9th, 1850, President Millard Fillmore, who is from Central New York, not too far from where I was born,
[27:16]
signed an act for the admission of the state of California into the Union.
[27:22]
It was part... California became a state as part of the compromise of 1850.
[27:27]
It's a very interesting history and because I happened to see it today, I wanted to make
[27:32]
note of it.
[27:33]
So, happy birthday to the state of California, 175 years old today.
[27:41]
We will go to my first slide.
[27:44]
As you know, I am the RTA representative on the council and keep in mind that youth
[27:50]
ride free on RTA buses and that will continue through the end of December of 2026.
[27:55]
We had some meetings since our last council meeting.
[28:00]
I had a TNOW meeting in Canyon Lake on August 27th.
[28:04]
The Canyon Lake City Manager, Aaron Brown, gave a presentation.
[28:08]
We also had a Board of Directors meeting on August 28th in Riverside.
[28:13]
We completed three different items.
[28:17]
The first, we agreed to enhance 16 bus stop locations,
[28:23]
including their shelters, benches and trash cans in various locations in Western Riverside County.
[28:30]
We also awarded a project to renovate nine 30-year-old restrooms at the Riverside facility, that's the RTA Riverside facility.
[28:39]
And then we also agreed to provide engineering services for six additional electric vehicle charging stations at the Hemet facility.
[28:48]
Just so you know, RTA has facilities in both Riverside and in Hemet.
[28:54]
And so we agreed to enhance those two locations.
[28:59]
We then had a board administration and operations committee meeting on September 3rd.
[29:05]
I am the chair of that board.
[29:07]
And we accepted a study on workers' comp and liability programs.
[29:13]
programs, we set to the full board for their consideration at the end of the month in agreement
[29:18]
to install Wi-Fi routers on dialer ride vehicles. So the full board will consider that at the
[29:25]
end of the month. We also approved the agency's Title VI program. That was their 2025 update.
[29:32]
And then we accepted the California broker compensation disclosure reporting for public
[29:38]
agencies for 2024. So that's what the Board Administration and Operations Committee did,
[29:45]
and we will send all of those items to the full board for their consideration,
[29:48]
as I said, at the end of September. Next slide, please.

I also attended the JPIA meeting, which is the California Joint Powers and
[30:00]
Assurance agency meeting on July 23rd. That is in La Palma, California. I've been the representative
[30:05]
for California JPA since I was first put on the council, or I was first elected to the
[30:11]
council in 2018. And at that particular meeting, we reelected Margaret Finley as the president
[30:19]
of the agency and elected committee members from Lakewood, Norwalk, and Belfour.

We

event awards and the strategic plan and operational overview. The JPIA Board meets once a year.
[30:38]
It usually happens in July, and I did that this year. Next slide, please.

I made note of this at the last meeting, but I thought it was important to bring it up
[30:48]
again and put his picture on the board. That is John Gray. He's a planning commissioner
[30:56]
commissioner here in Lake Elsinore. He is my planning commissioner. I appointed him to
[31:00]
his position. And he received this year from Supervisor Karen Spiegel the 2025 Senior Legacy
[31:08]
Award. And I just wanted to make note of that. John is a terrific individual, a class act,
[31:14]
a real gentleman. And I wanted to make sure that we recognized his accomplishments in
[31:19]
the city. And so to John, if you're watching tonight, thank you for everything that
[31:23]
you do, we truly do appreciate it. Next slide, please. As you know, coming up in two weeks
[31:31]
and a day, the Lake Elsinore Historical Society will present its third Ruth Atkins speaker
[31:37]
series event right in this room. The event will take place Wednesday, September 24th at
[31:43]
7 p.m. And we are honored to have Dr. Michael Bouchard, who works at JPL in Pasadena.
[31:50]
He is a Martian specialist, and he is going to come out and talk about the history of
[32:00]
exploration of Mars, among other things.
[32:02]
It should be a terrific event.
[32:04]
So please plan on coming here on September 24th for our third speaker series event.

The Historical Society just loves doing this, and we're really looking forward to Dr.
[32:15]
Dr. Bouchard from JPL, so hopefully you can come out and enjoy that discussion.

[32:29]
Neighborhood, they're going to have some crack ceiling, you know, of the roads,

and you can see the various phases, and I wanted to bring this to your attention

One more thing I wanted to make note of, had the chance last night to go to the California

Cities Riverside County Division meeting.

And Battalion Chief Sean Arnold, who was actually based in Sacramento, but lives here in Southern
[33:06]
California, gave a presentation on the maps that had been recently approved and
[33:11]
were approved earlier tonight.
[33:13]
But the reason why I wanted to raise this
[33:15]
is Chief Arnold will be joining me in Tuscany Hills.
[33:21]
This is my first announcement on this.
[33:23]
On Thursday, October 16th for a Firewise meeting
[33:27]
that we're gonna have up in Tuscany Hills.
[33:29]
More details will be forthcoming,
[33:31]
but I'm looking forward to having Chief Sean Arnold
[33:34]
in Tuscany Hills to talk about
[33:37]
how we can put together a Firewise program,
[33:40]
which is a program that has been set up in the state to help harden houses and possibly reduce insurance rates.
[33:49]
So looking forward to that, more information forthcoming.

And again, that will take place on Thursday, October 16th in Tuscany Hills.

And let me finally say congratulations to Assemblywoman Johnson on her election and her swearing in yesterday.

I did attend the Southern California Association of Governments meeting,
[34:27]
monthly meeting.
[34:28]
We were dark in August.
[34:30]
We picked it back up here in September.
[34:31]
It wasn't a whole lot specific to Lake Ellison or discussed.
[34:37]
We had a long conversation about the upcoming Olympics.
[34:42]
There's some grant funding that was acquired from the state to and granted to MetroLink
[34:48]
to go ahead and help with transportation to and from some folks who think that that's
[34:56]
probably going to run short of expectations and needs,
[35:02]
but we have a few more years to figure all that out, I guess.
[35:06]
And also a discussion on how cities can make themselves
[35:12]
a viewing centers and whatnot, hubs for various
[35:16]
Olympic activities and events, not so much the games
[35:20]
because those have all been assigned,
[35:22]
mostly in the county of Los Angeles,
[35:24]
list despite Mayor Garcetti's previous comments saying that it was going to be a regional
[35:29]
event. It's not so regional anymore and they're now offering viewing opportunities in different
[35:34]
places. So that's what we discussed in large part, some budget items, nothing too exciting.
[35:43]
I'm going to close my comments tonight by expressing my extreme gratitude to Councilwoman
[35:51]
Johnson or now Assemblywoman Johnson for her service here in the city of Lake Elsinore.
[35:57]
We came on at the same time in 2012 and she has been a very positive force for the people
[36:06]
here in Lake Elsinore.
[36:07]
And I do believe that she is going to carry that forward at the state capitol.
[36:13]
My whole heartedly encourage her to go ahead and do her best.
[36:17]
It's going to be an uphill battle being in the super minority party, but if anyone's used
[36:23]
to dealing with difficult situations, she certainly is.
[36:27]
So I'm looking forward to her progress for years to come.
[36:32]
This is a big deal for Lake Elsinore.
[36:34]
We have now had state representatives from our city represent us for almost over a decade.
[36:41]
I have nearly two decades now with a short three-year absence here.
[36:45]
This last three years.
[36:46]
So it's nice to go ahead and get representation period in Sacramento again and
[36:52]
Here at home. We've got work to do and we certainly have an empty seat to either fill by appointment or by election
[36:58]
We'll be talking about that in the next meeting and whatnot. So

items on the agenda will be removing the ability for EV vehicles to drive through our toll lanes
[37:30]
for free. As you know, electric vehicles do not pay gas tax, so they do not help us expand
[37:38]
or maintain our freeway system.
[37:42]
So I expect a lively discussion at the commission meeting
[37:45]
tomorrow, and I look forward to reporting back to you.

Thank you, sir. Just a couple of slides for tonight. First, though, as Councilman Manos mentioned,
[39:13]
on the next agenda, we will have an item to have a discussion on how we're going to replace
[39:23]
Assemblywoman Johnson, and so that will be next agenda.
[39:27]
And then we'll go from there.

So we had a meeting Monday at the Western Riverside Council Government.
[39:37]
The one item that we did that really sort of impacted us here was the five-year TUMP plan.
[39:43]
So we approved that, and this is how they decide how the money is going to be spent for our region
[39:48]
throughout the next five years and Lake Ellsner did very well and I want to thank Ramon and
[39:52]
his staff because they are always the ones that are making sure that all of our projects
[39:57]
are pushed forward.
[39:59]
One of the other items that I briefed on was on June 12, 2025 President Trump signed
[40:06]
in the law HJA Resolution 878889.
[40:10]
This action revoked the California's authority to set its own vehicle emissions standards
[40:15]
aiming at reducing air pollution and promoting zero emission vehicles which are stricter than the federal governments.
[40:21]
So what does that mean? It means that the regulation would, that required all passenger cars, trucks,
[40:27]
and SUVs to be sold in the state to be zero emission by 2035.
[40:32]
The action also would require manufacturers to sell an increasing percentage of zero emission vehicles,
[40:37]
and then the low NOx regulation would establish stricter oxides of nitrogen engine emission standards
[40:45]
for off-road. So those things that the president did remove California's ability to do something
[40:51]
higher than what the federal government does. So I don't know how folks take it, but I do
[40:59]
know, and I use this joke that didn't go over very well, I said that people in Sacramento
[41:03]
went high into the left. Yeah, well, see, it didn't work here either. Sometimes it
[41:09]
takes a minute, you know. But again, there are some good things that California does,
[41:15]
but for all these things that they propose with the Clean Air Acts and all these things,
[41:20]
we have to be ready for it, and California's not ready for it. And so hopefully between
[41:26]
the President and what we do in California, we can come to some middle ground that makes
[41:29]
sense for all of the residents of California's, because some of these Clean Air Acts, they
[41:35]
hurt our people that struggle the most in the state. They absolutely hurt them.
[41:39]
So anyway, next slide please. So this Saturday at 08.30 at Lowe's we are doing our emergency
[41:49]
preparedness fair. So every year as part of emergency preparedness month we do a fair.
[41:53]
So please come out and support. The city will be there. We'll have our partners from
[41:57]
police and fire and all the other folks. They'll be there. And then also it's an
[42:02]
opportunity to learn about Immersive Preparedness, how you can be prepared.
[42:06]
So you know one of the things in the Simon and Woman Johnson's letter, she talked about
[42:10]
the flowers, floods, fires, and all the other things, well we get them all here in Lake Elsinore.
[42:14]
So it's important that you have a plan together and as Mayor Pro Tempe McGee will say, make
[42:19]
sure that your plan includes provisions for your little furry pets and friends too.
[42:25]
So again, come out and let's talk about this.

and compassionate, and they take care of the residents of Lake Elsinore and make
[43:59]
sure that our cities are safe, but they're also, at the same time, they have a
[44:03]
heart and they're trying to get the homeless folks off the street. So I want
[44:07]
to thank the Sheriff's Department for their hard work and all they do for
[44:10]
