[11:01] calls for the month. Uh one call of

[11:04] significance. We had a gas explosion on

[11:06] Chadwick Circle. Um originally came in

[11:08] as the uh homeowner reporting that the

[11:11] hot water heater had been blown up. uh

[11:13] we got there and determined that was not

[11:15] the case. The uh was quite impressive.

[11:18] The uh structure itself sustained

[11:20] significant damage. The homeowner was

[11:22] alive and out front with a neighbor. Um

[11:25] she was in the basement of that

[11:27] structure when the explosion happened.

[11:29] Um the hot water heater was intact. So

[11:31] there was a there was a gas leak that

[11:33] occurred and some ignition source and it

[11:36] found its way to an ignition source and

[11:38] exploded. Um township codes did come out

[11:41] and take a look at it. So, we appreciate

[11:43] their help. Uh, as far as you know, she

[11:45] is, uh, last known condition is she's

[11:46] still alive. She was taken to LGH with

[11:49] burns to the face and legs and then

[11:51] transferred to Lehigh Burn Center. Um,

[11:54] we had one firefighter that was injured

[11:56] trying to get a cat. Cat bit him out of

[11:58] an abundance of caution. We sent him for

[12:00] evaluation and, uh, the paperwork was

[12:02] submitted to the township office. Um,

[12:06] our rescue continues to be out of

[12:08] service this week. Uh it's in the body

[12:10] shop getting some minor body repair done

[12:13] from a accident that that had occurred a

[12:16] few months ago. Um in previous meetings

[12:19] I talked about some of our training and

[12:22] u we had four personnel successfully

[12:25] pass their national registry EMT test.

[12:28] Uh we still have one that is testing

[12:29] this week. Um

[12:33] the fire department is now set up with

[12:35] NOX. the the township has a uh a

[12:38] voluntary voluntary

[12:41] um program with Knox that uh businesses

[12:44] can can request one. Um we are now set

[12:48] up online with a self-service ordering

[12:51] function so that those uh those

[12:53] individuals wishing to get a Knox can do

[12:55] so online. They don't need to fill out

[12:57] the old paper forms anymore. So um

[14:08] response to resident complaints,

[14:19] Lancaster where they displayed patrol

[14:21] vehicles and equipment and engaged with

[14:23] students at Burough's elementary school.

[14:26] We have currently transitioned our

[14:30] report writing system from the Cody's

[14:32] record 6 to the new Cody's uh pathfinder

[14:35] which is web- based. Um and with our

[14:38] annual training officers completed uh

[14:40] their mandatory inservice training

[14:42] modules for 2026. Half of the department

[14:45] completed firearm qualifications and

[14:47] first aid training. The remaining

[14:48] officers will complete uh this training

[14:51] in June.

[14:52] And we have a open position posted till

[14:55] the end of the month.

[15:31] given the the polite nice letter saying

[15:39] violation and that was still ignored and

[15:41] we've gotten to the point where we've

[15:42] had to take action. So just a little

[15:44] background there. Uh I don't have a

[15:46] number for you off the top of my head.

[15:51] violations. We're using uh the new uh

[15:53] computer system tracer for that. Uh

[15:56] we're still learning some of the

[15:57] reporting features of that to be able to

[15:59] to split out just the grass violations.

[16:02] I haven't just haven't quite figured

[16:03] that out yet. So, uh but they're they're

[16:06] rolling in pretty regularly with the

[16:07] grass storm. And then uh the fire chief

[16:10] already stole some of my thunder with

[16:12] the the uh explosion at the house. Uh it

[16:16] was uh it was rather uh I don't know if

[16:19] impressive was a good word to use for

[16:20] it, but it was really amazing what uh

[16:23] the force of that explosion did to the

[16:25] to the house itself, the structure. Uh

[16:28] it was pretty clear even to a

[16:30] nonstructural engineer guy like myself

[16:32] that this house wasn't safe to to keep

[16:35] people in. So we did condemn that. Uh I

[16:37] did actually speak to the resident um I

[16:40] think it was that following Monday. Uh I

[16:42] had contact with her and and met her in

[16:45] person then uh to talk about some

[16:47] concerns she had. Uh she was out of the

[16:50] hospital obviously at that point but uh

[16:52] last I heard she was doing well. I

[16:54] haven't heard from her since then but uh

[16:55] she was doing well relatively at that

[16:58] time. So uh that's all I have for you

[17:01] questions for me. Uh

[17:05] if memory serves me correct, uh based on

[17:08] the photos that I saw from the incident,

[17:11] the property that is right that is

[17:15] literally right there next to

[17:19] the property that almost floated was

[17:21] under construction as well.

[18:54] recommendation. Um,

[18:59] that have come through the door just

[19:01] yet. a few small things, but um keeping

[19:04] up with all of it. It's still a busy

[19:29] month that got a little complicated. we

[19:31] had to pull that back, do some more

[19:33] testing and uh and um rework in the

[19:36] plan. Got that all ready to submit that.

[19:38] So, um we're we're hopeful to to see

[19:40] some uh some stuff back here in the next

[19:42] couple of weeks, two months. Um on that

[19:45] one, uh we are getting ready to start

[19:48] the storm water improvements, uh

[19:49] replacements in the Kensington project.

[19:51] So, we did our first um Lazak, our our

[19:54] foreman, did his first complex project

[19:56] meeting out there uh with all the

[19:58] parties um and that went off uh very

[20:00] well. Um brought Kenzie the club um up

[20:03] to speed with some of their requirements

[20:06] as a utility owner uh as well cuz they

[20:08] had private utilities in that

[20:09] development. So, that was uh good all

[20:12] the way around. Uh the playground at St.

[20:14] Joe's is open uh opened May 21st before

[20:17] Memorial Day, that lovely beautiful

[20:19] weather weekend we had. Um but luckily

[20:22] the few weekends after that I've seen

[20:23] some kids uh playing in there and

[20:24] they've been uh doing great. Uh the

[20:27] playgrounds have been doing great. Um

[20:29] the damage flasher from uh what it we

[20:32] assume uh to be a dump truck with it up

[20:34] on New Damble Pike has been repaired. Um

[20:37] we're ready to submit that for

[20:39] insurance. Uh and the guys are currently

[20:41] uh working on Honeysuckle Lane um to

[20:44] make some improvements to some swim

[20:46] water out there. Um before you tonight

[20:49] will be the uh park ordinance that we

[20:51] had talked about last month. Um

[20:54] and then uh one last thing before I move

[20:56] on is we had uh one of our uh staff

[20:59] members, Tim Heller, uh take and pass as

[21:03] of Friday. Uh he is now a certified

[21:05] playground safety inspector. Um which

[21:07] will help keep all of our playgrounds up

[21:09] to the safety standards um that we all

[21:13] but but to the te with the

[21:15] certification. So, I'm happy to have

[21:17] that unless you guys have any questions.

[21:23] » Uh, last month uh uh Devin did an

[21:27] excellent job of talking about the

[21:28] public works facility and um its history

[21:31] and the status of uh the current

[21:33] facility as as it sits. Um if you

[21:36] recall, we went to bid um last year for

[21:40] the public works building when we

[21:41] thought that it was going to come in at

[21:42] five or six million $6 million. the bids

[21:44] came in significantly more than that.

[21:47] It's caused us to go back and um revise

[21:50] uh the drawings with the eye towards

[21:52] rebidding and hoping to get a better

[21:54] price. Um but as uh we go through that

[21:59] process, we recognize that that while we

[22:01] may not get to, you know, the nine or

[22:03] $10 million that we were looking at

[22:05] before, we're going to end up somewhere

[22:06] in the middle. So, that's going to make

[22:09] us have to make or you have to make some

[22:11] tough decisions about how much of our

[22:12] reserves we spend. We don't have any

[22:15] debt in the township, which is a real uh

[22:18] oddity uh in today's uh local government

[22:21] scene. So, um we're probably going to

[22:23] have to take on debt for the first time,

[22:25] and that may necessitate some increased

[22:27] tax revenue. Um so, just out out of an

[22:30] abundance of caution and transparency,

[22:33] last month we had a report on the old

[22:35] building. This month I'm gonna ask Devin

[22:36] to get up now and give a little report

[22:38] on what the new facility looks like and

[22:40] how it differs from the old design. And

[22:42] next month we'll do uh a little

[22:45] discussion about uh the financing side

[22:47] of things. Um a lot of times uh we go

[22:51] through this process and folks come in,

[22:54] you know, when in January or February or

[22:56] budget time and and say that they didn't

[22:58] have a chance to weigh in, that they

[22:59] hadn't heard anything about this, that

[23:01] we weren't transparent. not not really

[23:02] us, but I mean that's the local I mean

[23:04] that's the that's the typical criticism

[23:06] of local government. So I want to make

[23:07] sure although this gets a little tedious

[23:10] that we give everyone a chance to both

[23:12] online or in person uh learn about what

[23:14] we're doing and why uh to weigh in as

[23:16] part of the process um so that we make

[23:19] uh a good decision um with as much

[23:22] public input input as possible. So if

[23:25] you would

[23:26] » Great uh thank you. So um just to start

[23:30] off here I want to do a little bit of

[23:31] background uh on the next slide about

[23:32] how we got to this point. So uh just a

[23:35] comparison here uh 1990s versus today

[23:37] when when the public works building that

[23:39] exists today uh was built um uh we had

[23:43] approximately 40 mi of roadway um and

[23:46] Gable Park, Wedgewood, Benton Lane uh

[23:48] were just new uh or being built uh

[23:51] neighborhoods. Um uh parks were just

[23:54] starting to be added to the township.

[23:55] the township didn't even didn't even own

[23:57] parks back then. Maybe Window Landing in

[23:59] the '90s was just new with that

[24:01] development, but even Hamilton Park at

[24:02] that time was privately owned um by the

[24:05] the Hamilton Plug Park Club, I think is

[24:08] what was called.

[24:09] » Um and Community Park didn't didn't even

[24:11] exist yet. Um it was a farm to my

[24:14] knowledge back then. And also the MS4

[24:16] storm water requirements um were were

[24:18] not in existence. Um we now have over 50

[24:21] mi of local road uh five parks with over

[24:24] 100 acres to manage. uh MS4 uh is up and

[24:27] running and a lot of what we do is based

[24:30] around that with storm water concerns uh

[24:32] today. Uh not to mention about a 50%

[24:36] population increase since n since the

[24:38] early 1990s. Um and we've highlighted

[24:40] some of those roads and uh in color

[24:42] there you can see that not the state

[24:44] roads in blue, but the reds and yellows

[24:46] were roads that weren't weren't here

[24:48] were just recently developing uh when

[24:50] this the current building was was built.

[24:53] Um um so just a little example uh of how

[24:58] that's impacted storage. So just remind

[24:59] you of that photo and how that

[25:01] complicates things. Um so just just

[25:04] taking in mind here with the size of

[25:05] that building and how that looks um when

[25:08] we go through the next slide here. Um so

[25:11] so this is the design for the new

[25:13] building. Um and the current building

[25:15] sits in approximately a quarter of this.

[25:18] So, that tells you the the the the much

[25:21] needed space that we'll be able to

[25:22] create. Um uh to uh have uh additional

[25:27] storage, uh the ability to to to get

[25:30] vehicles in and out without moving 30

[25:32] pieces out to get one piece. Um not to

[25:35] mention just the just the overall safety

[25:37] of being able to move around freely

[25:38] without tripping over a trailer hitch or

[25:40] or or what um whatever may be sticking

[25:43] out of the back of a truck after a

[25:44] workday. Um, in addition to that, we'll

[25:48] have a a separate wash bay, uh, which

[25:50] will allow us to to wash vehicles and

[25:52] not get everything else musty and dirty.

[25:55] Uh, and a mechanics bay, which will will

[25:57] be separated from the the maintenance

[26:00] storage area. Um, we'll have uh have

[26:04] completely separated the the lunchroom

[26:08] areas, the break room areas, all of

[26:10] those things, the offices from the

[26:13] maintenance space, which as most people

[26:16] know tend to be a little bit more

[26:17] dirtier uh with some positive air uh

[26:20] which would would uh negative would

[26:22] decrease the amount of dust and dirt

[26:23] that you see in the office spaces and

[26:25] lunchrooms. And then above that uh which

[26:27] you can see at the top there is the

[26:30] mezzanine which would be the

[26:33] I don't even know how how much more

[26:34] space it would be. It'll be all of the

[26:36] dry storage that we have for filters and

[26:38] recycle bins and all those things that

[26:40] we just currently have stocked in

[26:42] storage containers here and there and

[26:44] everywhere else. Um

[26:47] and then u and then this is the

[26:49] oversight plan. Um uh we did um

[26:54] we had Bill had mention about changing

[26:55] the the scope of this. Uh we did go

[26:58] through and and make some changes to

[27:00] this. So, the original building layout

[27:02] plan did have uh an excessive overhead

[27:04] crane throughout it for for mounting

[27:07] plows and all of those things. Uh we've

[27:09] completely uh removed that through the

[27:11] majority of the building with the

[27:12] exception of the maintenance uh area

[27:14] where we can use that to to put the

[27:16] plows and salt spreaders on um and not

[27:19] need to have that throughout the entire

[27:20] building which is which was a

[27:22] substantial cost. Um and in addition to

[27:25] that by removing the back place uh the

[27:28] place where the red circle is um which

[27:30] would uh be additional outdoor storage

[27:32] and um some vehicle storage for the

[27:36] police uh which had an excessive amount

[27:38] of rock removals to be uh to be done

[27:40] there. Uh by removing that we saved a

[27:43] lot of money as well and then we we

[27:44] would move those things off site. Um so

[27:48] just a couple of things that we looked

[27:49] at um that substantially decreased the

[27:52] cost. Um there were there were

[27:54] oversightes when we talked to the

[27:55] designers originally. So um so we we

[28:00] anticipate these changes to save the

[28:02] project about 1.3 to 1.5 million um and

[28:06] uh bring the total project cost down to

[28:08] about 7.8 million to to 8 million. Um uh

[28:11] like Bill has mentioned before the last

[28:13] the lowest bids with the last round was

[28:15] about $9.3 million. So, we're hoping

[28:18] that these savings, uh, these reductions

[28:21] can help save the project overall.
