Back in 2010 when I started knocking on doors in my district, my goal as a 28 year old kid, I'm going to call myself because that's what I was,

And I'm proud to say that in 2026, that goal was very much being achieved.

We were almost pushing 60% of the tax base, is it on commercial?

And that's why everybody's tax rates are able to go down because we have a good base.

We were creating jobs, we were doing all these things, but most importantly our property taxes is bringing in quite a bit of money.

And so we are proposing with this our basic services for 2627 would be $144,661 that is
[18:33]
a slight increase of $3,130 and that is subsidized by federal dollars through a grant program
[18:41]
and a regional grant program that starts transit receipts for services.

In addition, we're recommending the additional add-on services that would increase our Uber
[18:50]
X-rise as well as establishing a new regional bus system that would relate to our best Southwest
[18:57]
region allowing residents in our city to utilize a system going through the other three cities.

That would increase the cost to $181,760, or an overall increase over the prior year
[19:10]
of $40,000 to earn $29, and as an increase in our monthly payments by $3,352.

Staff is recommending City Council consider and approve this resolution amending this agreement

This is an alternative is still has a connectivity to dark and has expanded in just as Ms. Betty has said it more and more people are utilizing this and it is an alternative and it's a reasonable alternative for our citizens and for people to even our workforce to be able to get to work.

Since the average Lancaster resident utilizes 5,000 gallons of water per month.

We're proposing to maintain the conservation rate for

customers using 1,000 gallons to 15,000 gallons at $3.59 for every 1,000 gallons.

And based on that, increasing our tiered services going up at 15,000 and
[23:16]
one to 30,000 gallons, as well as for our commercial customers utilizing more than 15,000 gallons.

The 2026 base wastewater bill is proving proposed to have a slight increase from $19.56 per month to $20.74 per month.

And the volumetric rate being increased from $11.65 to $12.35.

And also making sure that we are being conscientious of making sure we provide additional information

and related to our winter averaging so that residents understand that they pay the
