[17:29] To our city that he is only willing to speak and talk to you guys and city council. Nothing to get you guys. We have a mayor and we have other city council members in this building that he should be willing to speak to as well. Just because he's not getting his way is not a reason for him to be disrespectful because he's just being disrespectful to you to by only wanting to speak to you.
[17:59] for whatever reason, I find that very manipulative and very chic. And then I find it very disrespectful
[18:06] to the court that he did not address me.
[18:11] So I don't know if there's a very uneducated as far as
[18:17] like the process of this, but I would hope that the two of you, if you do choose to meet with him,
[18:25] So, you know what, the only way time we're going to be,
[18:28] the only way we're going to music you,
[18:30] is when we invite the rest of the staff,
[18:32] or the rest of the council,
[18:33] and the mayor and the attorney,
[18:36] because that puts you guys in a very awkward situation.
[18:39] And probably not one that I would want to sit in
[18:43] on, like if I was in your position.
[18:46] So anyhow, I'm just, sorry, I'm rambling now,
[18:49] but it's very disrespectful.
[18:51] Thank you.
[18:55] do only tell council discussion or the comment I want to make is also Ryan as was involved
[19:03] that it was the two of us and Ryan and that's what we trust is art.
[19:11] I agree that's great that the attorney was on there but I also trust the new mayor and I feel
[19:17] that Dan Villa after what I watched him do for three hours today was very shady, very disrespectful.
[19:24] He is sat there and he texted and he did not give two cares in the world. All of our
[19:31] community was saying and he was sitting there on his phone the entire time.
[19:36] So my trust is not in him. I don't trust what he's doing. I don't trust reset. So this has nothing to do
[19:43] with you guys. I'm glad that he included Ben Ryan, but he should have included Mr.
[19:47] Edgman, he should have included Wheeler, he should have included all these guys and the mayor.
[19:52] So it's very disrespectful for him to try and manipulate that situation. So again, nothing
[19:59] against you guys. Your character is not any question because it's...
[20:12] I was not here for every council meeting that the Board of Investments and the Health
[20:23] and Human Services came on public comments to present their proposal of the forensic mental
[20:35] health health facility, two rural, and so I don't know any of those.
[20:40] There was a back-and-forth communication and conversation and the ability of this city
[20:46] council to ask any questions of them.
[20:48] The one that I was here for, there was not.
[20:51] It was just, hey, this is what we're doing back, and it was during public comment, which
[20:57] I don't think is the appropriate, now I don't know, Mr. Mayor and council members, if
[21:01] that's the appropriate venue or not or not, but in my estimation it would not be appropriate
[21:06] venue. Has
[21:14] it take to say this? Almost a little bit encouraged that he actually reached
[21:20] out for communication. It kind of blows me around that. Great as it may be, it blew it back,
[21:29] it's just like, well at least he reached out. But I'll
[21:37] try not to bring religion into it,
[21:39] but I'm going to, but just like the snake communicated to Adam and Eve, I would be wary
[21:44] of what he states. Thank you.
[21:48] It's very honor.
[21:56] Laura Krishman, 939 West Forestry.
[21:59] I just want to thank close of you that came out to the hearing today. It's really encouraging
[22:03] to see anyone from the city take time out of your day to support us and putting yourself out there.
[22:13] I also agree I think it's really interesting that Dan reached out afterwards, there were
[22:19] City Council members there, he could have talked to you then, we're there even after
[22:23] the hearing was over, so I don't know, it's just my two sons there, I don't have anything
[22:32] against him reaching out to the two of you but I do think if he wants to have some communications
[22:37] it needs to be all with you, not just two people.
[22:40] He tried to reach out just to the two of you about the tour and he said we all of you.
[22:49] Any other art audience participation?
[22:55] Yes.
[23:11] Who is maybe the 415-8th Avenue?
[23:15] And I've got a problem about the school there at West Elementary.
[23:20] Their access in and out of there is very dangerous for kids.
[23:25] I've seen two different times where kids have almost been run over.
[23:29] There is no track of control with the exit for their parking lot next to an alley.
[23:37] Next corner up is got a four-way control intersection, but they decide to come straight
[23:42] out on 8.
[23:44] I have stopped and officer in the street to see if he can do something about the parking
[23:48] they do there.
[23:50] He said he can't do anything that's a safe road.
[23:54] And it's not a marked no parking, but the guy will overlap in block traffic in the alley and in the parking lot.
[24:03] And that little girl got her front tire and the bicycle stuck up underneath fender well, the vehicle trying to get in there.
[24:11] And I don't want to see some little kids getting killed because the city got some stupid and put that exit like that.
[24:17] We need to have the change. I tried getting it done last year.
[24:20] as they're building it and it's going to be a problem. Nothing happened. The
[24:27] paint is all down Main Street yellow for no parking but not one drop around
[24:33] the school there so that's why people think they can park in that spot that
[24:39] doesn't mark as the officer said. It's not marked he can't do anything even though
[24:43] So he saw the person overlapping a block of traffic.
[24:48] In the speeding in that area, it's 15 miles an hour, 25 all the way up to the main road
[24:55] but that zone that is school, I've been there for 20 years and it is 35 and 45 miles an
[25:03] hour when they get a chance.
[25:05] We need a control.
[25:07] We need to do something.
[25:07] We need to start actually following the law, instead of letting people get by with it and change it, same.
[25:16] Oh, I'm lost, but I can't do anything.
[25:19] That road is in the city, and somebody's got to start doing something about it before it gets killed.
[25:26] Thank you.
[25:27] Any
[25:32] other audience participation?
[25:34] Okay,
[25:40] moving on to scheduled matters.
[25:41] We have the approval of Michael Lowe, Nicholas Blair, Kevin Jariak, Tristan Berry, and Courtney
[25:48] Rappers to volunteer fire department, and here they were here last week.
[25:56] Do we have any public comment on this?
[26:02] I'll entertain a motion.
[26:04] Your honor, I would move to approve your appointments.
[26:08] of Michael,
[26:13] is that right?
[26:14] Low, Nicholas Blair, Kevin Jurek,
[26:18] Tristaberry, and Courtney Rasker.
[26:21] Second.
[26:27] It's a great council discussion.
[26:31] Hey, we've got a motion made by council member Wilkie.
[26:34] Second by council vice president Closie.
[26:37] All in favor.
[26:38] Aye, aye.
[26:40] All opposed.
[26:42] Seven to zero.
[26:44] Next, we have resolution number R,
[26:46] Our 26-72, a resolution of the city council authorizing the mayor to execute the sub-task
[26:53] order and all related documents for the RGL planning grant application by and between
[26:58] the city of Laurel and triple tree engineering.
[27:03] Of course,
[27:08] Mr. Mayor, as we discussed and workshop a week ago, the RGL planning grant is $2,500
[27:16] dollars for us to compensate triple tree or preparing the RRGL grant if we are
[27:27] successful in receiving that grant from the state we will be required to supply
[27:33] a $5,000 match. The project is to try and remove significant
[27:39] portions if not all of Ainstreet by way 10 from the 100-year floodplain.
[27:45] trying to find a solution to the flooding problems.
[27:50] Laura has recommended approval, and this is within our 2027 budget.
[28:02] Thank you.
[28:03] Do you have any public comment?
[28:09] Does council have any disclosures or conflict directs, partake communications on this matter?
[28:17] Can't I entertain a motion?
[28:24] Ms. Vermeer, I would approve resolution number R26-172.
[28:30] Second.
[28:30] Okay,
[28:34] is there any council discussion?
[28:39] Okay, we have a motion made by council member Muir,
[28:42] the second by council president Kennedy.
[28:44] All in favor?
[28:46] Aye.
[28:47] All opposed?
[28:49] 7-0.
[28:51] Next, we have a resolution number R, 26-73,
[28:54] a resolution of the city council.
[28:56] Authorizing the mayor to execute the task order
[28:58] and all related documents for the Loret,
[29:01] southeast for the lighting district survey
[29:03] and design by and between the city of Laurel
[29:06] infrastructure and engineering presentation by
[29:09] 4th Center City.
[29:11] And thank you, Mr. Mayor.
[29:13] Task quarter seven is the for a project on Southeast
[29:18] Ford where we're looking to install lighting as we discussed
[29:22] at Worksham.
[29:23] This task order will cover the survey and design where we're required
[29:29] to go out and obtain easements from private property holders
[29:34] to install the lighting.
[29:35] we need to have that design and the easement locations locked down so we can
[29:40] sit down and negotiate those agreements with the affected landowners and
[29:46] this task order would facilitate that moment as well as design to
[29:51] drive the budget forward disease again part of our fiscal 27 budget to approve
[29:57] by the city council.
[30:00] Thank you. Do you have any public comment on this resolution?
[30:08] Council members have any disclosure, conflict or expertise, communication on this. We'll entertain a motion. Mr. Mayor, I would move to approve resolution number R26-73. It's a very
[30:24] council discussion.
[30:30] Got a motion by council member McKay, seconded by council member Wilkie. All in favor? Aye. All opposed?
[30:40] Next, we have resolution number R26-74, resolution of the City Council authorizing to mayor to approve a change order for the project known as blurup sidewalks and lighting improvements.
[30:54] Mr. Sanders.
[30:55] Thank you, Mr. Mayor.
[30:56] Again, as we discussed, this is change order number one.
[31:00] This is for the downtown project.
[31:02] There's currently under construction.
[31:04] We finally have all of our authorizations in place.
[31:08] And this change order number one, roughly $124,000
[31:12] if memory serves, is to address the changes to the design
[31:18] required by MDT to get their permission
[31:21] to do work on Main Street Highway 10.
[31:24] And this is part of the project budget that was approved by the City Council.
[31:29] We included about $300,000 anticipating that there would be things that would jump up.
[31:35] This is one of those anticipated items.
[31:38] We're on time, I think we were ahead of schedule.
[31:41] And we're still under budget.
[31:45] So any public comment on this resolution?
[31:51] Any council members have any conflict to disclose that are ex-particle communication?
[31:58] I'll entertain a motion on this.
[32:01] I have a question.
[32:02] Okay.
[32:04] I saw where he's made where they're digging up part of the street.
[32:08] Is the state going to reimburse us for that repair?
[32:13] No, I believe that was part of their their change and the project design.
[32:19] We can better into significant portions of mainstream to facilitate the stormwater collection and
[32:26] that's all on us. Thank you. Thank you for that. I'll entertain a motion on this.
[32:40] The Council discussion.
[32:46] I have a motion made by Council Member Naylor,
[32:49] and the second by Council Member Wilkie, all in favor. All opposed.
[32:56] Resolution number are 26-75. A resolution of the City Council authorizing the mayor to sign the water supply agreement with CHS.
[33:06] We do not have a presentation on this in any public comment.
[33:14] I'm sorry. I didn't see
[33:18] questions. I feel happy to talk to you about it. Thank you.
[33:28] Any public comment for
[33:35] a Christmas tree. So, this was already an existing customer that
[33:40] we've been servicing. Not a new customer using warmer water that we should be concerned
[33:47] not right now you are correct this isn't a existing customer for about 75 years now and we have a
[33:58] very good idea of the amount of water they have typically used over the years and they also with
[34:07] this tenure contract either party has a major issue and we appreciate that we talk about it anytime
[34:15] So, it's currently moving, it's a situation.
[34:21] I just wanted that on record because in the revised environmental assessment from the state,
[34:26] they called out that we did not raise concerns about the water when we were approving this.
[34:33] And I wanted the record to reflect that.
[34:37] That's the reason. Thank you.
[34:39] Thank you.
[34:40] It's important, Matt, to also mention that most of the water, the refinery takes, is not finished water, like our residents take it's raw water or settled water, which are in the free stages that are not what we serve the residents of the world.
[34:55] Somebody
[34:59] else have both of the comments.
[35:04] Sean White, I'm from Wyoming.
[35:06] So I just have one more question then.
[35:08] You did indicate that if Indian parties had a major change in circumstances,
[35:15] they could be negotiated, correct?
[35:18] That is correct.
[35:20] Three negotiators made the wrong word, but there's channels that sit down and talk about it.
[35:28] So let's say it's been a win-win for
[35:34] this contract, it's fair to me.
[35:37] So the potential then would be, it's just potential in some position,
[35:43] that if it was re-done, it could be less than it should be.
[35:50] I don't know and Mayor actually had a great idea of this go-around for the contract.
[35:56] The minimum amount of water is specified in the contract if they will pay for whether they use it or not for any reason that they may not use as much water.
[36:11] And that goes to City some concerns that we can count on that for at least the next day.
[36:18] In
[36:22] other public comment,
[36:29] councilmember 70 disclosure of
[36:30] conflict or exparte communication.
[36:35] I'll add a chain of motion.
[36:38] Mr. Mayor.
[36:39] I would like to make a motion to approve our 26-75.
[36:48] It's a very counsel discussion.
[36:52] Yes, I do also want to say something.
[36:54] That contract was a 10-year contract the last time.
[36:57] in our negotiations, it went 10 years and through the efforts of the mayor, Matt, for everyone,
[37:04] we put it to where it could be nearly a five year to look at, but the door is open.
[37:11] And I just want people to understand what they're willing to work with us.
[37:15] And it's not just of 10 years, whatever the mayor or the city feels is important.
[37:20] I guess that is exactly correct and it's very, very good the way it was written.
[37:30] So, give it up.
[37:33] It's not any
[37:36] other council discussion.
[37:40] Okay, I've got a motion made by Council Member Canopy, seconded by Council Member Wilkie.
[37:45] All in favour?
[37:46] Bye.
[37:46] All opposed?
[37:48] Assembly No.
[37:49] Resolution No.
[37:50] R26-76.
[37:52] Resolution of the City Council authorizing the mayor to sign a stormwater.
[37:55] memorandum of understanding with CHS.
[37:59] Talk a little bit about this map and what it is.
[38:04] Yes, so we talked about it last week.
[38:08] What the project involves is re-routing the storm water
[38:14] from the south side of the Laurel to keep it off the refinery property.
[38:19] And that's, they initiated this project to not have to deal with our stormwater.
[38:28] However, in this particular case, we will now have two outlets because our existing stormwater outlet is there in case it's ever needed.
[38:38] And also with a new bypass around the refinery property itself.
[38:47] It's a fairly extensive project.
[38:50] I would anticipate this is going to be probably the two, three-year adventure that's
[38:57] buying them under the highway for a lot of things going into it.
[39:03] The refund rate has agreed to pay for the project itself.
[39:09] However, the city for Sushos will be heavily involved with engineering grants, and it will
[39:16] be making use of our engineering firm to help out with the project so to speak. So it's
[39:23] not free to be city by any means. However, it will take care of some issues on the south
[39:29] side. As of right now, we have no way to take care of it. And that would be a storm in
[39:35] what's on the yellow stone and wood one that would be included in this project that has
[39:41] right now we're going to spend so any time we have a paper band to explode on those two streets.
[39:48] Thank you. I have any public comment on this item.
[39:57] Need disclosure of conflict or
[39:58] exparte communication by the council on this matter?
[40:03] Can't I entertain a motion? Mr. Mayor, I vote
[40:06] to approve. Resolution number are 26-7-6. Second.
[40:14] Council discussion.
[40:18] I have a motion made by
[40:19] Council Vice President Closie, second by Council Member Wilkie. All in favor?
[40:24] Aye.
[40:25] All opposed?
[40:27] Senator.
[40:29] Resolution number R26-78. A resolution establishing and increasing monthly compensation for designated
[40:36] glorified department officer positions.
[40:41] Is there any public comment on this matter?
[40:54] Council
[40:58] Thank you.
[41:02] Okay, I'll entertain a motion.
[41:05] Mr. Mayor, I would move to approve resolution number R26-78.
[41:10] Second.
[41:13] The council discussion.
[41:18] Okay, I have a motion by council member McKay, the second by council president canopy.
[41:24] All in favor?
[41:25] Aye.
[41:26] All opposed.
[41:30] Please do nothing.
[41:31] One abstention.
[41:32] Resolution
[41:38] number R26-79, a resolution approving an increase of firefighter call-out paid for the City of Laurel Fire Department.
[41:46] Is there any public comment on this matter?
[41:54] Council is there any disclosure of conflict or exparte communications?
[42:10] I don't
[42:14] see a conflict in that
[42:18] serenity council discussion sorry all I can't emotion first before we have counsel discussion
[42:27] Your Honor, I would move to approve resolution number R-26-79.
[42:33] Okay.
[42:35] The Council discussion.
[42:39] You have a motion made by Council Member Wilkie.
[42:41] For the second, by Council Vice President Closie, all in favor.
[42:45] Aye.
[42:46] All opposed.
[42:48] Assembly No.
[42:50] Resolution number R-26-80, resolution repealing resolution number R-21-57.
[42:56] Terminating fire department drill pay and establishing a training pay rate for active volunteer firefighters.
[43:03] It's a very public comment on this resolution.
[43:09] You need disclosure of conflict or expertise communication by the council.
[43:13] Council member Naver.
[43:15] Thank you, sir.
[43:17] Slowly as I'm keeping the receipt for the name.
[43:29] I'll entertain a motion.
[43:41] We
[43:45] have a motion made by Council Member Edgeman with a second by Council Member Wilkie.
[43:50] All in favor?
[43:51] Aye.
[43:52] All opposed.
[43:55] One abstention.
[43:56] Six is zero.
[44:01] Orments number 26-4.
[44:03] No amendments to the City of Boral imposing a moratorium on annexation applications in order
[44:08] We're going to evaluate municipal infrastructure capacity, water system demands, the impacts
[44:13] of recent changes to the state law, and the proper future growth plans for the city
[44:18] of Borel.
[44:20] Is there any public comment on this matter?
[44:26] There's no Borel, one camera and one, two, zero, zero, zero, zero, zero.
[44:31] I have not reviewed this, and I was wondering if I may ask a question, and how long does the
[44:36] would be an effect, or is it something that, once the city finishes engineering studies
[44:45] and can make a determination that the city council will pass a new resolution to repeal
[44:51] it, I just had no time to catch up on that one one later.
[44:56] This moratorium is to run through September 20, 27.
[45:00] However, the council can release it or amend it to end sooner, if the city is comfortable and feels that we have capacity after our engineering firm has done studies and come to a conclusion on that.
[45:27] Any other public comment?
[45:33] Is there any council disclosure of conflict or exparte communication in this matter?
[45:39] It will entertain a motion.
[45:42] Mr. Bear, I move to approve ordinance 2634.
[45:47] Second.
[45:50] Any council discussion?
[45:56] Seeing none.
[45:57] Got any motion by councilmember Closie, council vice president Closie.
[46:02] And the second councilmember Wilkie.
[46:05] Oh, we've got a new roll call vote.
[46:07] So councilmember Naylor?
[46:10] Yes.
[46:10] Councilmember Banks. Councilmember Wilkie. Councilmember McKay. Yes. Councilmember
[46:20] Vice President Closie. Yes. Councilmember Wheeler. Aye. Councilmember Edgman. Yes.
[46:28] Council President Kennedy. Yes.
[46:32] 7-0.
[46:39] Next Resolution Number R-26-70. A resolution
[46:42] authorizing a mayor to execute an agreement with systems technology consultants for
[46:46] managed network services. And before we move on to this, it's going to read this real quick.
[46:59] This item resolution number R26-70 was a matter that was laid on the table.
[47:05] Council's meeting of August 25th, 2026. A motion to take the matter from the table would now be in
[47:11] order.
[47:14] So I have a motion to remove this from the table. Mr. Mayor, I would like to make a motion
[47:18] I'm sure you'll remove it from the table, please.
[47:20] Second.
[47:26] Okay, it's been moved and seconded to take the Resolution R26-70
[47:32] from the table.
[47:33] This motion is not available.
[47:35] All those in favor say aye.
[47:37] Aye.
[47:38] All opposed?
[47:41] No.
[47:43] We're currently operating off of the original motion
[47:47] that was on the table.
[47:49] There was a motion made to approve this by Councilmember Wilkie,
[47:53] which was seconded by Council Vice President Closie.
[47:58] Is there any public comment?
[48:03] It was a bill, one, two, zero, zero.
[48:05] I would say a critical or more than one.
[48:07] My position today is the same as it was last Tuesday.
[48:11] If there has been no contact between the university
[48:16] and the SEC regarding,
[48:19] it would be handling public records for requesting executions.
[48:24] it would be mine. I guess request the city that they cannot re-contract.
[48:36] Did the public comment?
[48:42] Is there any disclosure of conflict or
[48:44] ex-partake communication? Any council member? Council member McKay?
[48:49] Thank you. Just wanted to share that I did have a conversation to try and get some
[48:53] more understanding about this issue with the mayor on September 3rd. I also did
[48:58] The e-mail is bad on September 2nd, just asking him if he could maybe share a little bit
[49:05] more about the specific records request that was kind of the vote of contention the
[49:11] other night, and he did not respond.
[49:21] Sorry, Heather.
[49:22] Councilor discussion.
[49:24] Our expert taking locations.
[49:25] I'm sorry.
[49:26] We're not on the discussion.
[49:30] Okay.
[49:31] I can share at this point from my discussions with.
[49:35] I cannot get into private personnel issues or decisions, but I can say that a little
[49:44] have been assigned a new technician by its systems.
[49:52] That new technician has already started the contact with the City of Wolfe and I have
[50:03] and also visit a little bit with that about searches and how we will manage public records
[50:12] requests in the future, be much more systematic about it, and now we are currently looking
[50:19] into the document folder where the last retrieval was done, and the redacting was done, and
[50:29] we'll have more information out, and hopefully we'll be able to maybe provide some more information
[50:35] public.
[50:41] Is there any other exparte communication?
[50:47] I'll entertain a motion, but we've got a motion
[50:49] on the table. I guess councilman's session to
[50:54] come to my room again. Thank you. I know we don't
[50:59] technically have to share reasons why we vote the way that we do, but I think that we should.
[51:06] So I just wanted to say that through the course of all of the conversation about systems
[51:12] technology and the conversations that were had during workshop last week. It really got me
[51:20] thinking about where we're at and where we're trying to get. We've had a real dissolving and public
[51:27] trust over the last year or so and I feel like we've made a lot of steps trying to be transparent
[51:34] and trying to repair that trust. And I did not feel comfortable with the conversation, the discussion
[51:41] or where things are going last week so when I cast my vote it will be based on the fact that I
[51:47] want to see us moving toward building up better public trust and better transparency.
[51:58] We have council discussion.
[52:04] Okay we have motion on the table. All in favor?
[52:10] All opposed? No. Can you take a more call please? Yeah I'm going to do roll call.
[52:28] Councilmember Wheeler, I, Councilmember Closie, I, Councilmember McCabe, I, Councilmember
[52:39] Wilkins, I, Councilmember Nayla,
[52:45] and Councilmember Banks is not present.
[52:48] So it is 5 to 2.
[52:52] Carries.
[52:58] Take Carries.
[53:00] Thank you.
[53:01] Carries.
[53:02] Thank you.
[53:05] Community announcements.
[53:06] We have a one-limit time limit.
[53:08] This portion of the meeting is to provide an opportunity for citizens to address the council regarding community announcements.
[53:14] The duration for an individual speaking of your community announcements is limited to one minute.
[53:19] While all comments are welcomed, the council will not take any action on any items.
[53:22] the agenda. Are there any community announcements?
[53:25] Interesting.
[53:27] Thank you, Mr. Mayor.
[53:29] The project update downtown.
[53:33] We are aware that it is fall festival this weekend.
[53:37] We had our project update this morning.
[53:39] I can figure it.
[53:40] It anticipates having everything in the area where fall festival will occur.
[53:45] The buttoned up cleaned up and ready to go by Thursday.
[53:50] We're ready. As I said earlier, we're on time, we're on budget and we're ready for the next
[53:56] major event in Florida. Thank you.
[54:06] Well, thank you. I want to invite you guys all. He's so much
[54:10] under here and told me told you about fall festival, but fall festival is Saturday. We've been working
[54:16] really, really hard. We had about 12 food trucks and vendors, 65, maybe 70, 65 to 70.
[54:25] Craft vendors coming down. We have the kids activities. We have the beer gardens from the Carlton. We have the street dance starting at five with Tanglewood.
[54:35] It's hard for me to kind of think that it's the 11th year, but it's here.
[54:41] So I just wanted to invite you guys all to come down. It's a great community event.
[54:46] The AT&C tractors and I think all of you guys need to ride the barrel train around the little festival.
[54:52] I just want to invite you guys, and I just appreciate all you guys are doing.
[54:56] I appreciate you guys, you know, working with us at Laura for these projects.
[55:02] Like, I know that it's been a situation as far as like traffic and people getting into businesses and stuff.
[55:08] But when I see stuff like this happening, it really makes me happy.
[55:11] And I think it's going to be an amazing project altogether.
[55:14] and they're going to finish by Thursday.
[55:20] Thursday.
[55:21] Friday at three.
[55:23] Anyhow, come out.
[55:25] Thank you.
[55:27] Any other community announcements?
[55:32] It was a appeal.
[55:34] 1, 2, 0, 0.
[55:36] I can see a picture of the war on Montana.
[55:38] Public comment is opened online.
[55:41] Should have seen Montana.
[55:42] mental, the fifteenth and you can submit anything about the comment. You can submit information
[55:52] regarding the agreement with the H.S. and the water. You can be fine, relevant. You can
[55:58] say your feelings. You can submit, you know, like he's transcribed to all three of the first
[56:04] virtual scholars. It's like, it is literally, like, your bank, you know, submit whatever you
[56:09] And I did also know that I'm just going to explain it in the CC vote.
[56:13] I respected, but I do wonder like how somebody can make a decision on that with like no guarantee
[56:23] of who's going to be handling public records.
[56:27] Like, we don't even know.
[56:29] And I do feel that there's a conflict that was not addressed.
[56:34] And that's just going to bring in other respected citizens.
[56:36] any
[56:45] other community announcements?
[57:01] Council vice president close. Thank you, Mr. Mayor, just a kind of a community announcement.
[57:07] Friday is the 25th anniversary of 9-11 and we will be doing a 9-11 ceremony process straight here at the Firemen's Memorial Park at 11 a.m.
[57:18] and everybody is welcome to take. Thank you, thank you.
[57:23] Yes, also with the home football game on Friday night there will be a presentation about 9.11 and it's half the position.
[57:35] That is being done by Samara
[57:43] McKay.
[57:44] Thank you.
[57:44] As many of you are probably aware, there was a Laurel High School student that was hit by a car last week on Friday.
[57:53] She's in pretty critical condition.
[57:56] Her and her dad had to go to Seattle Children's Hospital for care.
[58:01] Last update that I had seen was that she was still in the medical school and it was still pretty touch and go.
[58:09] There's been a few fundraisers because as you all can imagine just to up and leave and go to Seattle would be incredibly expensive and I've seen a few fundraisers but at Molly and friends we have a donation bucket on our front counter and you know as much as
[58:26] division as there is in a community sometimes between Friday and today I was able to send Tori that's the dad $730.
[58:36] dollars in cash. I was able to give him $250 before he got on the plane to go to Seattle
[58:43] and then the rest has come in and I've just been low back to him. So that said, I still
[58:49] have the bucket on my front counter. If anybody wants to come in and drop a couple of bucks
[58:53] and to support 40 in rate, he's very grateful. He's posting pretty regular updates on the
[59:00] community pages and his personal Facebook page, but it's a real struggle and a real battle
[59:06] that she's in right now.
[59:07] So if you don't want to donate thoughts, prayers,
[59:10] whatever you've got for them would be greatly appreciated.
[59:13] On the heels of that, Ms. Grenadier,
[59:15] if you would stick around for a minute,
[59:17] I'd like to get a little more information.
[59:18] I think for everybody who gave me $20,
[59:21] so if anybody wants to match that.
[59:24] But I feel like your conversation,
[59:26] which you brought up also is going to speed
[59:28] into another conversation
[59:30] that we're gonna have in emergency services.
[59:31] Our next meeting is on Monday, September 28th.
[59:36] We received a communication about scooters and just kind of the issues with traffic.
[59:43] It sounds like what you're seeing is the same.
[59:46] So I'd like to get a little more information from you before you leave today.
[59:50] And maybe invite you to that emergency services meeting.
[59:53] And we can have a conversation with our chief attendees.
[59:57] So those are more of my first names.
[59:59] As you can see.
[1:00:03] Would it be possible to get a copy of the letter that council, the vice president closely read like that one closely? And then, do you have any comment? It sounds from what I understood and I'm way better at being to comprehend that I am listening. It sounds as though Mr. Villa has said that he has requested meetings from you and you declined them. Can you?
[1:00:27] I requested a meeting with him through a mutual acquaintance at the Hawthorne League of
[1:00:35] Citizen Towns and she contacted him and called me back the next day and said that he was
[1:00:43] he would not meet with me so he never did he never did offer to me would we ever but he
[1:00:51] say he would meet with council members,
[1:00:54] and that was about about two weeks ago, two
[1:00:59] and a half weeks ago, probably, when I talked to Jennifer, so.
[1:01:05] And I think that's probably
[1:01:07] all I'll go into it. I did ask him again today, or let him know that I would be willing
[1:01:13] to meet with him, but he's obviously declining based on information and the slur.
[1:01:21] I look forward to reading that
[1:01:23] communication a little bit more closely.
[1:01:26] I would like to request I don't know
[1:01:27] similar to the response that
[1:01:30] you both had to the two or two
[1:01:31] form screens. It should be all of us
[1:01:33] or none of us. At the very least,
[1:01:36] I'd really like to meet with them.
[1:01:38] Also, I've been to all the
[1:01:39] public hearings. Councilmember
[1:01:41] Edgeman has also been to all of the public
[1:01:43] hearings, which I think we have a unique
[1:01:45] perspective given that we've been to those
[1:01:47] as well. But I really feel that it should be all of us. Thank you.
[1:01:53] It would be nice if he would come before council and meet at a council meeting and discuss things.
[1:01:59] I understand why he only wants to meet with two because he doesn't want to quorum because
[1:02:05] in the public isn't writing. So that's probably why he's doing that. But he knows my feelings
[1:02:14] about meeting with a legislator and not meeting with the executive branch of the city
[1:02:21] because he will be an applicant for annexation and he has to do that through the city.
[1:02:30] He doesn't do that through the legislative branch of the organization.
[1:02:34] And so I'm not sure why he sent that to Council President Kennedy and Council Vice President
[1:02:41] close see that I have my own personal theories but he's not going to advise us. That's one thing
[1:02:48] that he's not going to do and there's things that channels that he's going to have to follow.
[1:02:57] I know that we've received some information that DPHHS might like to meet with us.
[1:03:06] But I have not followed up on that because in conversations with our attorney, it would
[1:03:15] be advisable for us to come in with the renter versus a developer or the owner of the
[1:03:21] property.
[1:03:22] And right now BOI is the owner and the developer property and that's why we asked me with
[1:03:28] them to let them know our situation and especially in terms of our water and what we're doing to
[1:03:34] to try to remedy that or to build on our systems
[1:03:37] and they have refused to me.
[1:03:39] So I think they probably said that to them
[1:03:43] because I did mention that I had wanted to meet him
[1:03:47] and that he has not followed through without it,
[1:03:51] this meeting, etc.
[1:03:54] It's Council of Vice President Clinton.
[1:03:55] Thank you, Mr. Mayor.
[1:03:57] I had forwarded that letter to Brittany.
[1:04:00] So she, I think in a copy to read tonight.
[1:04:02] So she can send in our council members, okay, so everybody has a problem has to do is just make that a public document since it's going to go out to all council members and we'll just make that a public document on our web page even though I feel that he's disparaging me a little bit because he did not contact me and make a public ask to meet with you if he would have I would have certainly obliged and said that
[1:04:32] probably that the whole council, but he has not made any contacts with me.
[1:04:40] That won't be way. I've been able to contact the state through intermediaries.
[1:04:44] That's it. So that's why I did it that way, but I'm not refusing his calls. He's
[1:04:51] just not making. So I'll take I'll take any of their calls and I'm glad to be with
[1:04:55] any of them, but I won't make any decisions. I think what's very clear what he
[1:05:00] mentioned in there is that I felt that a mayor cannot meet with them. That is totally wrong.
[1:05:07] I feel that a mayor cannot obligate our city to send a letter to the state as an application.
[1:05:16] That that you serves the authority that the council has for our city and to take action for our city.
[1:05:23] I feel that the mayor must meet and be out there and advocate for our city but it's not the mayor's job or the chief administrator's job to give the city away or to let people know that they can do something that they don't have the right or the approval to let them do.
[1:05:50] that only the City Council has the authority to do.
[1:05:54] I think that I just feel that those balance were exceeded in the past and it's my job to
[1:06:03] make sure that that doesn't happen.
[1:06:05] So if I were to meet in front of the state on the City's behalf and I was to negotiate something,
[1:06:13] that negotiation would only come from you and from the authority that you would give me
[1:06:17] through a resolution to say, hey, we'd like them to move to a different location in the city,
[1:06:23] but that hasn't happened. I haven't been able to get a week, so I won't come to you with
[1:06:28] guidance and approval until I can make sure that I can secure it. So any other counsel discussion
[1:06:44] beyond public participation, sorry.
[1:06:49] No mayor updates. Tonight, unscheduled matters we have none.
[1:06:53] So move on to adjournment. Do we have any public comment on adjournment?
[1:07:00] Intertain a motion.
[1:07:02] Mr. Mayor, I would move to adjourn this motion.
[1:07:05] This meeting.
[1:07:06] Thank you.
[1:07:08] Any council discussion on that?
[1:07:11] Okay, we have a motion by Council Member McKay.
[1:07:14] Second by Council Member Wilkie. All in favour?
[1:07:17] Aye.
[1:07:18] Any opposed?
[1:07:20] 7-0.
[1:07:20] Thank you very much.
