[1:03]
So we'll call this meeting to order and we have Mayor Schaefer sending his regrets and we have Deputy Mayor Wynes here today. We also have the Acti Mayor of the Legislative West Board, Joe Argonna, did I say that correctly? Perfect.
[1:20]
So thank you for joining us today and congratulations on the New York appointment, if you will. And so I'm going to turn to the clerk at this point or later on, don't do it on the conference.
[1:31]
So I'll do the landing acknowledgement, then I'll turn into the clerk.
[1:35]
So we acknowledge that this meeting is being held on land, so that have been continued to be cared for by indigenous peoples of Mojog,
[1:41]
Houghton, Shomi, Broughton, Shomi, and I'll go on and finish now a day to send.
[1:45]
We respectfully need to strengthen the consultation and the understanding with all First Nation and May T. P.
[1:51]
So now it's the Ocevoz office.
[1:53]
So I'll ask the clerk to come forward to administer the Ocevoz office to Mayor Argona.
[2:00]
Thank you. Mayor Margonet, you will please rise and read the Declaration of Office.
[2:10]
All right, we want to have been elected or appointed to the Office of Councilor
[2:14]
in the municipality of the County's Edeck County's Leeds and Grendel, do suddenly
[2:18]
promise and declare that I will truly, faithfully and impartially exercise this office
[2:23]
to the best of my knowledge and ability. I have not received and do not receive any payment
[2:28]
or reward or promise, they're of, for the exercise of this office and a bias corrupt
[2:32]
or any improper manner.
[2:34]
I will disclose any peculiarity, interest, direct or indirect in accordance with the Municipal
[2:39]
Conflict of Interest Act.
[2:41]
I will be faithful and bear true allegiance to his majesty King Charles III, and I make this
[2:46]
solemn promise and declaration of conscientiously believing it to be true and knowing that it
[2:50]
is of the same force and effect as it made under oath.
[3:10]
Thank you very much. Okay, so wardens remarks, we're getting into the season for campaigns.
[3:21]
So some of us are running against some of us are not. So I know that that it's a busy time for everyone.
[3:28]
And I appreciate everyone making the effort to be here today. Also, I'd like to just bring everybody up to speed as a last Friday.
[3:36]
we are at a hundred and nine folks who have joined us at the New Year due to act here
[3:41]
again the home that is as of last Friday so obviously there's been some folks who have joined
[3:46]
us since then and we are well in charge to meet our expectations with the ministry of health
[3:54]
and long-term care regarding getting our folks into building and getting it full capacity so
[4:01]
exciting. Go ahead. Think about more. Is that 109 in addition to the 60? No, 100. That's total.
[4:11]
So just for the public's education, when we're having new people join us who weren't with us
[4:17]
at the old maple view, that process is a little bit more onerous than we're folks moving over
[4:22]
from maple view. So I should take onerous, it's just more involved. There's more paint work
[4:28]
And we also have to respect that these people
[4:31]
are making big changes in their life, joining us there.
[4:34]
Some of them are coming from their actual homes.
[4:36]
Some are coming from hospital.
[4:39]
But very pleased to be able to reduce the weight list,
[4:44]
if you will, but also free up some beds
[4:46]
and our hospitals that so desperately need them
[4:50]
in order to deal with acute care needs.
[4:54]
And to be honest, it's better for the folks
[4:57]
rather than being in hospital because long-term care is different than acute care.
[5:03]
So, we are experts at Odette's G-Tac very family home in the team.
[5:10]
I have been working around the clock to make sure that everybody's still in
[5:14]
and getting their feedback as well as our new staff that are being part of the new team expanded team.
[5:22]
So, just like to thank Linda Hunter and her folks out at Chief Hackbearing, it's going to take a while for me not to make that mistake.
[5:33]
Other than that, we have not met with EOWC, but at the end of the day, that work continues on regardless of campaigns and there's still a meeting going on with both problems and federal governments.
[5:51]
So, O, Mayor Scott?
[5:56]
Thank you, Madam Warden.
[5:58]
I have a Saturday note.
[5:59]
Did you take the birthday time at home?
[6:01]
I've had a first death.
[6:04]
And a whole truck died on the weekend.
[6:07]
His wife came in three days prior to her death.
[6:12]
They had dementia, but they had some quality time together.
[6:17]
And I just thought I wouldn't mention that.
[6:20]
And I wonder what the total is I can proceed today.
[6:25]
Thank you.
[6:27]
So I know that the CIO, oh, let's see us again.
[6:33]
Thank you through the amount of warning to the mayor.
[6:36]
I just got to text early this morning like a few minutes ago.
[6:39]
We're looking at 121 residents by the end of day today
[6:43]
and to add to what has been described for the warning.
[6:48]
We look at three to five new residents per day, five days a week.
[6:53]
So to get to our numbering, our target data is October 28th of 2020, six to have
[6:57]
been fully popular today.
[7:06]
It exciting times.
[7:08]
And again, just thanking everybody who's working so hard and tired of this late
[7:12]
year to get our folks settled down to the new home.
[7:15]
So we've our number four, which is adoption of the agenda and that is the agenda
[7:18]
for July 23rd, 206 meetings of council be adopted
[7:22]
to circulate misdemeur agreement.
[7:26]
So boom.
[7:27]
And Mr. Scott, at least second.
[7:30]
Okay, motion number 4. A discussion, take note, I'll call the question, all those in favour, anyone in
[7:36]
Bumps and we're carry. Number 5 is disclosure, a Q&A interest and general nature there. Does anybody have an interest to declare?
[7:46]
I have no hands up. Moving on to number 6, the adoption of the minutes of the previous council session on the motion is to the minutes of the meeting of the
[7:53]
Council held on July 23rd, 2026, the special meeting
[7:56]
minutes dated August 11th, 2026, the adopted
[7:59]
as circulated Mr. Henry Williams. Mr.
[8:02]
Mr. Brooklyn, 50 seconds.
[8:04]
Seconded.
[8:05]
Any errors or omissions in those minutes?
[8:10]
I have no hands up.
[8:11]
So I'll call the question all those in favor.
[8:13]
Anyone opposed?
[8:15]
And we're carried.
[8:16]
There are no delegations today or staff reports
[8:18]
so move right on to committee reports and draft resolutions.
[8:21]
So, the motion is that the committee has the whole report data, sorry, Mr. Cameron, will you present?
[8:27]
I got ahead of myself.
[8:29]
Thank you, Madam Warden.
[8:30]
Members, you have before you report the committee of a whole meeting on September 9th, 2026.
[8:35]
Are there any comments or questions regarding that report?
[8:39]
There's not, Madam Warden, which are please read the motion.
[8:41]
Thank you.
[8:43]
But the committee of the whole data September 9th, 2026,
[8:45]
be adopted as circulated, Mr. Cameron will you move?
[8:48]
It's almost Mr. Erwin, it's way second.
[8:52]
It's almost seconded.
[8:53]
Okay. Any discussion?
[8:56]
Seeing none, I'll call the question, all those in favor.
[8:59]
Any opposed?
[9:00]
And we're carried.
[9:02]
Moving on to make a view of large committee of management.
[9:05]
Report data to September 10th, 2026.
[9:07]
Mr. Scott, will you present?
[9:12]
Can I ask you to put your microphone on there?
[9:15]
There we go.
[9:16]
members of the committee have before you then report the
[9:19]
main floor of the large committee of the committee of the
[9:21]
committee of the committee of the committee, September 10th, 20th,
[9:24]
or 6th. I don't need questions or comments regarding the
[9:28]
recommendation. Here in none, or the first gas station, would you
[9:33]
please read the motions. But the main floor of the large committee
[9:36]
of management reports in September 10th, 2026. The adopted as
[9:39]
circulated. Mr. Scott Leigh-Muth.
[9:45]
Mr. Gervamol,
[9:46]
discussion, saying that I'll call the question all those in favor, any post and we're carried.
[9:53]
9.3 cover services and finance committee report data September 16th, Mr. Caleb Lee
[9:58]
present. Thank you, Madam Warden. I've never seen that before. You're the one that made
[10:02]
service to the finance committee, being able to spend with 16th. They're learning comments or
[10:05]
questions. So you have done more than a minute of motion. That the corporate services and finance
[10:11]
committee report to you. It's September 16th, 2026. The adopted as Circulated Mr.
[10:16]
and Mr. Hurghorn, I will use second.
[10:20]
Second.
[10:21]
Okay, motions on floor, any discussion?
[10:26]
Seeing an on-call question, all those in favor?
[10:28]
All those opposed?
[10:30]
And the carried.
[10:32]
9.4 Accessibility Advisory Committee Report.
[10:35]
Mr. Hurghorn, we present.
[10:39]
Members, you have before you the reports of the Accessibility Advisory Committee meeting,
[10:42]
of April 2026 and August 12th, 2026.
[10:46]
But are any comments or questions regarding recommendations in the report?
[10:51]
Okay.
[10:51]
I have an order.
[10:52]
Read the motion.
[10:53]
At the Accessibility Advisory Committee report stated, if 2026 and August 12th, 2026,
[10:59]
be adopted as circulated, Mr. Burrell will be moved.
[11:02]
So, Mr. Burrell.
[11:03]
Move the motion.
[11:05]
Seconded.
[11:05]
Discussion on the motion.
[11:09]
I'll call the question of all those in favor, any opposed, and we're carried.
[11:14]
Number 10 member reports,
[11:19]
I have no member reports.
[11:22]
I will say that I know there was a health unit meeting after our corporate services meeting
[11:30]
that Mayor Jones had gone to, and then I know that there's work being done alongside
[11:35]
being a peck for it and the chemical health effects, it's here to make sure that that is in order.
[11:43]
So if anybody has any questions about the health units, please reach out to Mayor Jones.
[11:47]
I know she's still reachable by email. Go ahead, Mr Scott.
[11:54]
Two of the of this week, I attended a meeting at the Medical Center for 10 doctors from the UK
[12:00]
Okay, man, towards the facility and talk to the Mr.
[12:05]
Ali and Mr. Ali and Mr. Ali and Mr.
[12:09]
and he had to change the funding,
[12:11]
anybody was going to do,
[12:14]
but they are, I understand that they have to
[12:16]
tour in here right against.
[12:19]
Thank you.
[12:20]
I should have said that in my mayors,
[12:22]
our board is remarks.
[12:24]
So if there was a tour of 10 doctors who are visiting here
[12:28]
from the UK,
[12:29]
This is a big down to our collective efforts using the Sherry Court.
[12:37]
I had some items, and I was the main customer, and the George Smitherman who are working
[12:42]
on behalf of the county as well as the separated municipalities to help us land the doctors
[12:48]
and the United counties.
[12:50]
We will have a press release going out later this week in regards to the outcome that very
[12:56]
excited about the progress that we've made, I will say that there are a number of doctors on
[13:04]
the tour that came that are very interested in joining us. So it is certainly not an easy
[13:12]
process for them to uproot their lives in the UK and come here. There's a lot of paperwork
[13:18]
I would just like to thank our economic development manager and who definitely is the one who is pushing on the back end when it comes to the immigration and using the ready program.
[13:33]
Those are things that we still are involved in and that's a key piece in order to finance track these doctors through the system.
[13:41]
So, we appreciate the efforts on behalf of the province and as well as the federal government who are also working with us trying to expedite their landing here in Canada.
[13:53]
So, I'm very hopeful, Mr. Scott, that this tour will result in further folks joining us in the area.
[14:01]
I know that they were in important Athens, they were in brothel on a number of clinics, I believe
[14:08]
they were in press vibes and they are not going.
[14:12]
So they're really getting a full sum tour of the area and all of the different clinics have
[14:19]
different structures in the how they work.
[14:24]
So it's not all one size but it's all a type thing, so the nice part for the doctors coming
[14:29]
from the UK, they're working under the NHS system, which they are under immense pressure
[14:37]
to see a full amount of people every single day and our model here while we're obviously
[14:45]
stretched ourselves with people without doctors. I would say that if anybody in this room is
[14:53]
approached by a member of your community and they're searching for a doctor please please have
[14:59]
and put their-
[15:00]
Name on the healthcare connect site, because that is the key to getting attached to a doctor. You need to be on a register on there.
[15:09]
The province also changed the parameters of that. It used to be when people put their names on that list. They, they, would forego their existing attachment to a doctor. So say you're moving from rent for you down to Brockville. And you put your name on that list. You would give up your doctor and went through and obviously people don't want to give up their doctors.
[15:29]
So they take in that part out of it.
[15:32]
So you can have to be from get an on-way
[15:36]
and your doctor might be in for example,
[15:38]
but you want to find somebody in get an on-way
[15:40]
then you just put your name on the list
[15:42]
in the next time that there's an availability of a doctor
[15:45]
that has a roster and a feeling
[15:47]
that you can be added to that roster.
[15:50]
So it's very important to do that.
[15:51]
Go ahead, Mr. Him.
[15:53]
I'm just thinking that more than I just thought,
[15:55]
I guess, sad or not, we're talking health here
[15:58]
the clinic that was set up at the upper end of the family health team and married health
[16:02]
were closed, October 30th because then funding the models are different, 20 to
[16:08]
various health teams, so they weren't able to attract and their practitioners, so there's
[16:16]
short stats of the close-up clinic, in the meantime, kind of roads are important, it's trying
[16:22]
is a clinic in the village, but it may now be available
[16:26]
till March of 2027 for longer.
[16:30]
So it's going to be a gap there.
[16:33]
Again, as you mentioned, the funding model
[16:34]
is a different portion.
[16:36]
It's a disadvantage to healthy, like, upper care.
[16:41]
In the meantime, it's a questionable and whether
[16:44]
how those folks who are currently being served,
[16:47]
We're the one we serve to get on the health care connect and a lot of them don't know
[16:53]
So the communication is going to be improved and they may end up filling up the emergency departments and tell
[17:00]
And other service comes in so it is it's not a good situation
[17:05]
Well, we do have the meeting here today, perhaps there could be something written in the newspaper
[17:10]
Not that I'm telling you what right, but it's a piece of information that the public really doesn't have or they've heard it
[17:17]
and they don't understand the importance of it,
[17:20]
but if you are unattached to me,
[17:22]
to be on healthcare connect,
[17:24]
and more importantly, if you are attached,
[17:26]
if you want to move from one to two the other,
[17:29]
it doesn't automatically preclude you
[17:30]
from giving up your doctor to do that.
[17:33]
So it's very important.
[17:34]
Mayor Scott,
[17:37]
can you be as your microphone, please?
[17:40]
Could you give me one idea of the magnitude?
[17:44]
In the last of this, there are 4,100 patients
[17:47]
register to the hospital and there's only two doctors plus the fact that I understand there are some
[17:58]
individuals who made major donations to the doctor and pay that have come forward but I know they made
[18:08]
that major doctors and major contractors.
[18:12]
Thank you. Okay, any other member reports?
[18:21]
Okay,
[18:22]
was before Council today, listed on the agenda. Does any member have a wish to have one of them
[18:27]
read separately?
[18:30]
Okay. So the motion is the by-laws number 26-666 to 26-68 be adopted and
[18:37]
passed and be signed by the awarding of the County Clerk's Seal, the Corporation, and be
[18:41]
recorded on Mr. Irgonable. Okay. Mr. Burlley, second.
[18:50]
Okay. Any discussion?
[18:53]
saying none. I'll call the question all those in favor. Any votes? And we are carried.
[18:58]
So announcements does any member have an announcement? Do I had Mr. Bloom in the Mr. Burr?
[19:04]
Thank you, Martin. A couple of things. This weekend, long-ready, is the rodeo. Friday and Saturday.
[19:12]
And folks don't understand, but the rodeo has become bigger than the fall fair in terms of attendance.
[19:18]
So, it's a great event and opportunity to celebrate and there's always a dance and associate
[19:25]
with that as well.
[19:26]
As well, the Delta Heart as Festival is this Saturday.
[19:30]
So again, there's lots to do at Rito Lakes this weekend.
[19:35]
Mr. Perno?
[19:37]
Thank you, Edward.
[19:38]
So, on behalf of the Accessibility Committee, I would like everybody to know about her,
[19:43]
second what's turning into second annual accessibility summit. Last year we dealt with the
[19:51]
topic of dispelling the myths around renovations and making existing buildings accessible and
[19:57]
so on. This year the topic is beyond the building creating the culture of inclusion
[20:02]
and so this is all about making sure that people are trained so they understand what various
[20:11]
disability is required in the way of the assistance house, and how to approach people, you
[20:16]
know, changing the mindset. Because there's people that are afraid of what they don't know,
[20:20]
and people just, you know, it's not that they don't want to help people that you don't know how
[20:23]
and how to approach them. So that's sort of the central theme. We're really thrilled to have
[20:28]
Mike Sorman as our keynote speaker for those that may not know. He was the first person with
[20:35]
physical disability to paddle board across all five of the great likes that all still have their
[20:41]
original name at the time. So, and these still do as far as the concern yes exactly. So, that
[20:49]
summit is coming up a week tomorrow, October 2nd, in Campville at the Municipal Center, from
[20:57]
I am to 3 p.m. if you would go to the, if you're interested, go to the, the
[21:02]
United County's website, and along the top banner in the rotation, there's an
[21:07]
opportunity for you to go to the registration page and register for that.
[21:11]
Thank you very much.
[21:13]
Mr. Haley.
[21:14]
Thank you very much.
[21:15]
On Sunday October the 4th, from the home, we'll be hosting a 6th annual agricultural
[21:22]
showcase.
[21:23]
And it's just what it would have sounds. I would have to have a sit there.
[21:27]
So I'm bringing all the culture in the area and I'm trying to help people understand
[21:33]
where their roots come from. So that's a little bit of the legion and now we're going
[21:37]
on from 10 to 2 on Sunday in the fourth.
[21:42]
Just, let's just go ahead
[21:49]
and follow me.
[21:50]
You're absolutely right about the plants in the ditch. They were not cut down.
[21:56]
I'd afraid that as I get older my eyes are just good to say just the big and I may
[22:03]
understand but the areas are safe and grace as my eyes get poor I'm able to identify
[22:13]
the B.S. Equator.
[22:17]
Well, Mr. Scott, I appreciate the apology but I certainly didn't expect
[22:21]
when I just know that even I am shocked at the amount of bright lighting that her popping up absolutely.
[22:30]
Everywhere, in the most obscure places. And I say that in that, I've seen that everywhere, from the
[22:37]
state and March River, up to 12th and late in the north. But like little pockets along roads on
[22:45]
its that are just out of nowhere. And this piece is extremely invasive and chokes off wetlands. And
[22:54]
know that we have serious problem with gamut, we late, being choked out and will seek creaked,
[23:00]
and this is something that one of my constituents, Mr. Griffin, who has been beating
[23:07]
restaurant for many years, and now it's only now, it seems, and to be honest, I was very
[23:13]
ignorant about it, I understood what it was, but I don't think I was educated enough until
[23:18]
I think we're at a Roma, one of the groups that was there doing education, just an incredibly
[23:26]
invasive plant that chokes everything off. So I appreciate the efforts that people are trying
[23:33]
to slow the spread down and kill these plants because we certainly don't want our wetlands or
[23:40]
rivers and lakes and streams choked off by them. The other thing I would like to make comment about
[23:48]
in regards to the accessibility announcement. Last year was such an eye-opening conference because
[23:56]
a year ago when my husband had a serious operation on his foot and was unable to walk
[24:03]
and we had to be in a wheelchair for a month. You start to look at the world very differently.
[24:13]
So what I am extremely proud to say is that it gives me a different lens to look through.
[24:21]
But some of the work that we've done even in our own municipality,
[24:24]
we just opened a brand and playground in TLTI.
[24:27]
And lands down, that is accessible to all children.
[24:30]
And these are the things that we need to consider what we're making upgrades to certain spaces.
[24:37]
So there's nothing more rewarding to see all types of children
[24:41]
be able to enjoy a playground that is built for everyone and does not exclude everyone. So I would
[24:47]
highly recommend being a part of the temple date as you will learn bots. Any other announcements?
[24:56]
Seeing none, I will move to questions from the media. You're good? Okay, questions from the public
[25:03]
network. Okay, there is no close meeting, so we'll move on to the confirmatory by-law.
[25:08]
by the number 26-69 being a pilot of confirming proceedings of the Council of the United
[25:14]
Townies of Lisa Gremble at its meeting held in September 24, 2026, the adoption of past
[25:19]
beside the board and the county clerk sailed to the sealed corporation and be recorded.
[25:24]
Mr. Svalve, will you move? Mr. Wyman's, please second. All seconds, okay? All those in favor?
[25:32]
Any opposed? And we're caring. Moving right along to adjournments, so it's a short meeting to
[25:37]
your folks that the meeting are the county's council will now adjourn at 926. Mr.
[25:44]
Haley, leave your Mr. Pamberley second.
[25:47]
So second, all those in favor, all those opposed.
