I declare the meeting
[0:03]
open for What do
[0:05]
we have today?
[0:07]
Tuesday, Monday,
[0:08]
September 21. It's okay
[0:10]
. I, I was
[0:11]
confused for a moment.
[0:12]
I'll probably ask
[0:13]
George Hackney.
[0:16]
I pledge
[0:17]
allegiance to the flag of the
[0:18]
United States of
[0:19]
America and to the republic for which it
[0:21]
stands,
[0:22]
one nation under God
[0:23]
, indivisible, with
[0:24]
liberty and
[0:25]
justice for
[0:26]
all.
[0:28]
I saw "Tuesday"
[0:30]
and my brain malfunctioned.
[0:31]
I forgot to change the date
[0:33]
from Tuesday to Wednesday.
[0:35]
Sabrina, let's let
[0:37]
Mr. Cherokee
[0:38]
pray for us, and
[0:39]
then we'll begin.
[0:43]
Lord, will
[0:44]
Your blessing help us?
[0:45]
Certainly.
[0:49]
Let's all pray together.
[0:50]
Gracious Lord,
[0:51]
we want to thank
[0:53]
You and praise
[0:54]
You for
[0:55]
raising up men and
[0:56]
women who are willing to serve
[0:57]
in the government of our city.
[1:00]
We ask for Your
[1:01]
blessing and
[1:02]
protection for them, for
[1:03]
this community, their
[1:04]
homes, families, and
[1:05]
livelihoods.
[1:08]
And we also ask for
[1:09]
Your blessing
[1:10]
for all who are
[1:11]
gathered here. May everyone
[1:14]
continue to
[1:15]
give generously of their time,
[1:16]
talents, efforts, and
[1:17]
opportunities to
[1:18]
serve this community.
[1:21]
Guide them here with
[1:22]
your Holy Spirit.
[1:25]
May their
[1:25]
deliberations and
[1:26]
decisions be for the
[1:27]
common good and
[1:28]
righteous in Your
[1:29]
sight. In controversial
[1:33]
matters, grant them
[1:34]
the ability to see
[1:35]
beyond their own opinions,
[1:36]
considering what is
[1:38]
best for this
[1:39]
community and its people.
[1:43]
Help us make
[1:44]
this community, this world, a
[1:45]
better place
[1:46]
through our
[1:47]
service. And we
[1:50]
humbly ask for
[1:51]
success in these matters,
[1:53]
not for our glory
[1:54]
, but for Yours. We
[1:58]
pray this for
[2:00]
our city, for
[2:01]
Grayson County, the
[2:02]
Commonwealth of
[2:03]
Kentucky, and this
[2:04]
nation, men,
[2:05]
women, and children, that
[2:06]
godliness,
[2:08]
honesty, decency,
[2:09]
fairness,
[2:10]
truth, justice, and
[2:11]
compassion will prevail. We ask
[2:16]
this now in the name of
[2:17]
Him who taught us that
[2:19]
true leadership
[2:20]
is service, and that the path
[2:21]
to true honor
[2:22]
lies through sacrifice.
[2:25]
Amen.
[2:27]
Thank you, Brother Cherokee.
[2:29]
God's blessing
[2:30]
.
[2:32]
Okay, Sabrina, on to the
[2:35]
property tax discussion.
[2:36]
Good. Does this work?
[2:38]
Yes.
[2:39]
So, the assessed
[2:41]
value of real
[2:44]
property for 2025
[2:46]
was 349,940,552 and
[2:49]
personal property was
[2:51]
83,019,647. The assessed
[2:53]
value of real
[2:56]
property for 2026
[2:58]
changed to 374,673,812. And
[3:01]
personal property was
[3:05]
74,162,386. This is an increase in
[3:07]
real
[3:10]
property value of 24,733,260 and a
[3:12]
decrease in personal
[3:14]
property of 8,857,261. The
[3:18]
real estate tax rate in 2025
[3:21]
was 17.9, which
[3:22]
yielded a revenue of 626,394.
[3:25]
For 2026, if you
[3:26]
applied the
[3:29]
4% real estate rate increase,
[3:31]
it would be 19.7,
[3:33]
which would yield a revenue of
[3:35]
738,107, which is an
[3:36]
increase of 111,714. The
[3:40]
real estate compensation rate for
[3:42]
2026 would be 19.0,
[3:45]
which would provide a
[3:46]
revenue of 711,880, an
[3:48]
increase of 85,487. Um,
[3:51]
another option is to
[3:52]
leave the 2026 rates
[3:54]
unchanged, which would
[3:55]
be 17.9. And that would
[3:57]
yield an income
[4:00]
of 670,666, an
[4:02]
increase of 44,273.
[4:04]
On personal
[4:06]
property, the
[4:07]
personal property rate in
[4:09]
2025 was 27.19,
[4:11]
yielding an income of 225,730. A
[4:15]
4% increase in the personal property rate in
[4:18]
2026 would make it
[4:20]
35.87, yielding an
[4:22]
income of 266,020, a difference of
[4:24]
40,290. The compensatory
[4:26]
personal
[4:28]
property rate for 2026
[4:30]
is 34.59, yielding an
[4:33]
income of 256,528, an
[4:34]
increase of 30,797.
[4:37]
If we leave the
[4:39]
2026 rates unchanged, the
[4:41]
maximum
[4:43]
personal property rate would
[4:45]
be 32.59, yielding an
[4:47]
income of 241,695, an
[4:48]
increase of 15,965.
[4:51]
Um, if we leave
[4:53]
rates unchanged and
[4:54]
receive approximately the
[4:56]
same revenue, it would
[4:58]
be 30.5,
[5:00]
yielding revenue of 226,195,
[5:02]
an increase of 465. The
[5:04]
motor vehicle rate in
[5:06]
2025 and the rate for
[5:07]
2026 would remain
[5:08]
unchanged at
[5:10]
12.0. In 2025, the income
[5:13]
was 50,651, in 2026, it was
[5:16]
53,223. Um, for the
[5:19]
real
[5:21]
estate compensation rate, the income change
[5:23]
was 85,487. The
[5:25]
personal property rate would
[5:27]
be 30,797, for a total of
[5:29]
116,284. If you choose the
[5:33]
4% income increase for real
[5:34]
estate, the increase
[5:35]
would be 111,714.
[5:37]
The increase for
[5:38]
personal property would
[5:40]
be 40,290, which
[5:41]
would yield an income of
[5:43]
152,004. If
[5:45]
you leave the
[5:47]
real estate rate
[5:48]
unchanged and use the
[5:50]
personal
[5:52]
property rate, which generates the
[5:53]
same income
[5:55]
as last year,
[5:56]
you would get
[5:57]
an increase, or income,
[5:59]
of 44,273 for
[6:01]
real estate and 465 for
[6:02]
personal property, which would
[6:04]
yield a total
[6:05]
income of 44,737. My
[6:08]
recommendation is
[6:09]
to leave the
[6:10]
property rates unchanged. changes. I don't
[6:12]
think a raise
[6:14]
is necessary. I think it's
[6:16]
best to just
[6:17]
leave them unchanged
[6:18]
and not apply the
[6:19]
maximum rate
[6:20]
to personal property.
[6:22]
I believe that receiving the same
[6:23]
revenue
[6:24]
as last year
[6:25]
will allow us
[6:26]
to remain financially
[6:27]
stable, as well as
[6:29]
help citizens
[6:30]
without raising
[6:31]
taxes
[6:31]
unnecessarily. This is
[6:33]
my recommendation as a
[6:35]
CFO, so you
[6:36]
can make your
[6:37]
own decision
[6:38]
. I
[6:40]
support.
[6:42]
Proposal from Bailey,
[6:44]
seconded by George.

[6:48]

[6:49]

[11:20]
Thank you, Arlene. Are there any
[11:24]
questions or anything else
[11:25]
for Arlene before we
[11:27]
move on?
[11:29]
And while we're at it, we
[11:31]
want to make
[11:32]
a motion and
[11:33]
support
[11:33]
holding a

September 24th for the second
[11:38]
reading.
[11:39]
Yes.
[11:39]
I make this
[11:40]
suggestion.
[11:41]
Good.
[11:42]
Clayton's motion to
[11:43]
hold a
[11:43]
special
[11:44]
meeting. The second
[11:45]
offer is from Tuti.
[11:46]
Everyone in favor?
[11:47]
By.
[11:48]
Who is against? OK.
[11:54]
What time did we
[11:55]
agree on?
[11:56]
At 2:00 p.m.
[11:59]
Okay, next I
[12:00]
need a proposal
[12:02]
and support to
[12:03]
move to a
[12:04]
closed session
[12:05]
pursuant to KRS 61.810.
[12:07]
I am making a suggestion. I
[12:08]
support.
[12:09]
Clayton's suggestion,
[12:10]
Billy's support. Everyone in
[12:12]
favor?
[12:12]
By.
[12:12]
Who is against?
[33:58]
Mhm.
[50:02]
Guys. I accept
[50:03]
the proposal
[50:04]
to return to the
[50:05]
regular meeting
[50:06]
.
[50:06]
I am making a suggestion.
[50:08]
Clayton's proposal,
[50:09]
Duty's support. Everyone in
[50:11]
favor?

By.
[50:12]
Thank you. Oh, anyone against?
[50:15]
Okay, Arlene, do you want to...
[50:19]
We've discussed this, the
[50:20]
employee issue, and
[50:21]
based on the discussions, there's
[50:23]
no need to
[50:24]
take any
[50:25]
further action or
[50:26]
hold
[50:26]
a vote at this time.
[50:30]
OK. Thank you, Arlene.
[50:32]
Okay, guys. The
[50:33]
next issue is
[50:34]
approval of
[50:35]
the minutes of the regular
[50:36]
meeting of
[50:37]
September 8, 2026. If there are
[50:42]
no questions, I
[50:43]
look forward to your suggestion
[50:44]
and support.
[50:45]
George's proposal,
[50:46]
Clayton's support.
[50:49]
Everyone in favor?
[50:50]
By.
[50:50]
Who is against? OK.
[50:53]
Next—approval and
[50:54]
ratification of accounts
[50:55]
. If anyone has any
[50:59]
questions or
[51:00]
comments regarding the
[51:02]
accounts presented. If not, I
[51:05]
await your suggestion
[51:06]
and support so that...
[51:07]
without changes or exceptions
[51:08]
, I make a suggestion.
[51:10]
Sorry, Tim Billy.
[51:11]
Without changes or exceptions,
[51:12]
I move to
[51:13]
accept the bill.
[51:14]
Billy's suggestion,
[51:15]
Clayton's support.
[51:16]
Everyone in favor?
[51:17]
By.
[51:18]
Who is against? OK.
[51:21]
Second and final
[51:22]
reading of a resolution
[51:24]
requiring electronic record
[51:25]
keeping
[51:26]
by pawnshop owners and
[51:26]
operators
[51:27]
. Arlene?
[51:29]
Good. This is the second
[51:31]
reading
[51:32]
tonight. Whereas,
[51:33]
in order to maintain an accurate
[51:34]
and efficient
[51:35]
system of
[51:36]
pawnshop record keeping
[51:37]
for law enforcement purposes
[51:38]
, there is a significant
[51:39]
need for
[51:40]
local
[51:41]
law enforcement officers to have
[51:42]
access to such
[51:43]
records
[51:43]
electronically
[51:45]
on a daily
[51:46]
reporting basis. Because
[51:47]
the requirement to maintain
[51:48]
such a system promotes
[51:49]
the safety and well-being of
[51:50]
the citizens of the City of
[51:51]
Litchfield. Now, therefore, the
[51:52]
City Council of the City of
[51:53]
Litchfield, Kentucky,
[51:54]
enacts the following:
[51:55]
Definitions
[51:56]
for Pawn Shops.
[51:57]
The following defined
[51:58]
terms
[51:59]
apply within the scope of
[52:00]
this regulation. A
[52:01]
pawnbroker is
[52:03]
any person who
[52:04]
provides loans of money
[52:05]
secured by
[52:06]
personal property,
[52:07]
engages in the purchase of
[52:09]
personal property with
[52:10]
the condition of its
[52:11]
resale
[52:12]
at an agreed price,
[52:13]
displays at his
[52:14]
place of business
[52:16]
a sign commonly
[52:17]
used by
[52:18]
pawnbrokers to
[52:19]
indicate his
[52:20]
business, or publicly
[52:22]
advertises the
[52:23]
provision of
[52:24]
loans of money secured by or
[52:26]
deposited with personal
[52:27]
property, according to KRS 226.010
[52:28]
. Section Two:
[52:30]
The following requirements
[52:31]
shall be complied with by
[52:32]
those pawn shops
[52:33]
operating
[52:34]
within the
[52:35]
city limits of Litchfield.
[52:36]
Section One: In
[52:37]
addition to
[52:38]
complying with any
[52:39]
applicable
[52:41]
state laws, including but
[52:42]
not limited to KRS 226.010
[52:44]
–226.990, a pawn shop
[52:45]
shall maintain records of
[52:46]
all purchases,
[52:47]
including items
[52:48]
not subject to collateral.
[52:50]
Said record must be
[52:51]
transmitted electronically
[52:52]
to the Litchfield Police
[52:53]
Department
[52:53]
within 24
[52:54]
hours of
[52:55]
receipt of any
[52:56]
purchased items.
[52:57]
Section Two: Every
[52:58]
owner or operator of
[52:59]
a pawn shop doing
[53:00]
business in the City of
[53:01]
Litchfield,
[53:02]
Kentucky, shall,
[53:03]
within 30 days after
[53:04]
the enactment of this
[53:05]
ordinance,
[53:06]
implement an
[53:06]
electronic
[53:08]
inventory tracking system capable of
[53:09]
transmitting all
[53:12]
information required by law via
[53:13]
computer to an authority
[53:14]
designated by the
[53:16]
Litchfield Police Department. Section
[53:18]
Three: The police
[53:19]
department enters into
[53:21]
an agreement with LeadsOnline, which
[53:22]
operates an electronic
[53:23]
database for
[53:24]
law enforcement
[53:25]
agencies to
[53:26]
identify stolen
[53:27]
goods and individuals
[53:28]
suspected of
[53:29]
theft. Section
[53:31]
Four: The owner
[53:32]
or operator of a
[53:33]
pawn shop
[53:34]
shall be required
[53:34]
to upload
[53:35]
information to an authority
[53:36]
designated by the
[53:38]
Litchfield Police Department within 24
[53:40]
hours of
[53:41]
receipt of purchased
[53:42]
or pawned
[53:43]
goods. Section
[53:44]
Five: Failure by
[53:46]
any owner
[53:47]
or operator of a
[53:48]
pawn shop to comply with the provisions of
[53:49]
this ordinance
[53:50]
shall be deemed
[53:50]
a misdemeanor, and upon
[53:52]
conviction
[53:53]
the offender shall be liable
[53:54]
to a fine not
[53:55]
exceeding $25 for
[53:56]
each separate
[53:57]
offense.
[53:58]
Each day of
[53:59]
failure to comply with this
[54:00]
regulation is considered a
[54:01]
separate
[54:02]
offense.
[54:03]
Section Six: All
[54:04]
ordinances or
[54:04]
parts of ordinances that
[54:06]
conflict with this
[54:06]
ordinance are hereby
[54:07]
repealed to the
[54:08]
extent of such
[54:09]
conflict. Section
[54:10]
Seven: The provisions of
[54:11]
this resolution
[54:12]
are declared
[54:14]
severable, and if
[54:15]
any section,
[54:16]
phrase or provision
[54:18]
is held
[54:19]
invalid, such
[54:20]
invalidity shall not
[54:20]
affect the remaining
[54:21]
sections, phrases or
[54:22]
provisions.
[54:25]
Any questions or
[54:27]
comments on If
[54:28]
not, I will accept
[54:29]
the motion and
[54:30]
support and we
[54:31]
will take a roll call
[54:32]
vote.
[54:32]
I am making a suggestion.
[54:34]
Proposal from
[54:35]
Clayton, seconded by
[54:36]
Toody. Roll
[54:36]
call, George.
[54:38]
By.
[54:41]
Thank you. Okay, next
[54:46]
is the
[54:47]
planning and
[54:49]
zoning recommendation for a change of use for the
[54:51]
land
[54:53]
with PVA number 083-09-29-019.0
[54:55]
B. The owner is George
[54:56]
Heck.
[54:57]
Mr. Mayor, do
[54:58]
I need to recuse
[54:59]
myself to
[54:59]
talk about this?
[55:00]
I have a personal
[55:01]
interest in this matter.
[55:03]
This is personal for me. I
[55:04]
don't think you'll have to
[55:05]
leave
[55:06]
the room because of this. I
[55:08]
just won't
[55:09]
vote.
[55:10]
Just don't say I do
[55:11]
n't vote.
[55:12]
Don't hold back.
[55:13]
In fact, we
[55:13]
need to
[55:14]
vote on whether
[55:15]
to accept these
[55:15]
recommendations. I would
[55:16]
advise you to
[55:17]
stay away from this
[55:18]
issue.
[55:18]
We're not
[55:19]
having the first
[55:20]
reading tonight anyway
[55:21]
. I won't.
[55:22]
Although we usually
[55:23]
vote for
[55:23]
the recommendation.
[55:24]
Good.
[55:25]
So I would advise
[55:26]
actually going out during this
[55:28]
.
[55:31]
Get out of here,
[55:32]
George. She
[55:33]
convinced us.
[55:36]
If you abstain
[55:37]
from voting, your
[55:38]
vote counts
[55:39]
towards the majority. So.
[55:41]
he
[55:42]
just needs to not vote.
[55:43]
Yes.
[55:43]
If he doesn't vote,
[55:44]
it doesn't
[55:45]
count anywhere.
[55:46]
Yes.
[55:46]
That's what I meant. We don't
[55:49]
kick anyone else out of the room
[55:50]
when we look at
[55:50]
their property.
[55:52]
If he doesn't vote,
[55:54]
yes.
[55:56]
Todd, is this your first
[55:57]
reading?
[55:59]
Uh, well, first
[56:00]
the recommendation...Of course
[56:02]
, the property owner is
[56:04]
George Heck, address:
[56:05]
115 Sequoia Drive.
[56:06]
Current zoning—B-2
[56:08]
"Central Business
[56:09]
District", requested—C-
[56:11]
1 "Highway
[56:12]
Commercial Zone." The
[56:16]
Litchfield City Planning Commission,
[56:17]
having reviewed the
[56:18]
zoning change request,
[56:19]
recommends that the City
[56:20]
Council approve a change
[56:21]
of classification from "
[56:22]
Central
[56:23]
Business" to "
[56:24]
Main Street
[56:24]
Commercial." The Commission
[56:29]
determined that the
[56:30]
current B-2 zoning
[56:31]
is inappropriate and that the
[56:32]
requested
[56:34]
C-1 category better suits
[56:35]
the property and its
[56:36]
intended
[56:37]
use.
[56:42]
Based on these
[56:43]
findings, the commission
[56:44]
recommends approval of the
[56:45]
zoning change and
[56:46]
forwards the recommendation
[56:47]
to the Litchfield City Council
[56:48]
for
[56:49]
final consideration
[56:50]
.
[56:56]
Do we really
[56:57]
need to vote
[56:58]
on this, Arlene?
[56:59]
You must all
[57:00]
vote on whether
[57:01]
to accept this
[57:02]
recommendation.
[57:02]
Good. I am waiting for an
[57:04]
offer.
[57:04]
Proposal to approve.
[57:06]
Second.
[57:06]
Proposal from Tudy,
[57:08]
seconded by Clayton
[57:09]
. Who is "for"?
[57:10]
By.
[57:10]
Who is against? Hey,
[57:13]
George. George.
[57:15]
Come back, George.
[57:17]
Since you're
[57:18]
listening anyway, George,
[57:19]
come on in.
[57:19]
I think it's normal
[57:20]
that he's present at the
[57:21]
first reading, because
[57:22]
we're not voting on it
[57:23]
tonight.
[57:29]
Next—the adoption
[57:30]
of a proclamation regarding "
[57:32]
Production Week 2026.
[57:33]
" Does
[57:34]
Tyler need to read this?
[57:35]
Yes, Tyler should
[57:36]
read this.
[57:37]
Good.
[57:38]
And it's okay
[57:39]
if George is here,
[57:39]
because we're not voting
[57:40]
on it today.
[57:41]
Good. So, this is the first
[57:43]
reading. An ordinance
[57:44]
to amend and
[57:45]
adopt an updated
[57:46]
zoning map
[57:47]
entitled "
[57:47]
Litchfield,
[57:48]
Kentucky Zoning Map" by
[57:49]
changing the zoning
[57:50]
district classification of the property
[57:51]
located in
[57:52]
Litchfield, Kentucky,
[57:53]
as described below, from B-2
[57:54]
Central Business
[57:55]
Zone to C-1
[57:56]
Highway Commercial Zone. Whereas,
[57:57]
the Planning Commission of
[57:59]
Litchfield, Kentucky,
[58:02]
held a public
[58:03]
hearing on September 14, 2026, on Application
[58:05]
Number RZ-26-146.
[58:07]
The property is currently owned by
[58:09]
George Heck, and has
[58:11]
PVA number 083-09-29-019.0 B. It is
[58:12]
further
[58:14]
described in Deed Book
[58:15]
552, Page 663, Records of the
[58:19]
Grayson County Clerk's Office, and
[58:20]
is located at
[58:21]
: 115 Sequoia
[58:23]
Drive, Litchfield,
[58:25]
Kentucky. The request
[58:26]
called for a change from B-2
[58:27]
Central Business
[58:29]
Zone to C-1 Commercial
[58:30]
Highway Zone. And whereas
[58:31]
the members of the City Council
[58:32]
have conducted a review of
[58:33]
the minutes and evidence
[58:34]
presented before the
[58:35]
Litchfield Planning Commission
[58:36]
, and its recommendation
[58:37]
that the
[58:38]
zoning map amendment be
[58:39]
approved as it
[58:40]
relates to this
[58:41]
property. Her
[58:41]
recommendation
[58:42]
is attached and
[58:43]
incorporated herein by
[58:44]
reference. Therefore, be it
[58:46]
enacted by the City of
[58:47]
Litchfield, Kentucky,
[58:48]
as follows. The boundaries of the
[58:49]
District are shown on the
[58:50]
District Map
[58:51]
entitled "
[58:52]
Litchfield,
[58:53]
Kentucky Zoning Map", which is hereby
[58:55]
amended for the
[58:56]
reasons given, which are an
[58:56]
integral
[58:57]
part of this
[58:58]
document, including
[58:59]
the request for
[58:59]
rezoning from the
[59:00]
Planning Commission
[59:01]
dated 09/15/2026 to the
[59:03]
Litchfield City Council. So,
[59:04]
the description of the property is
[59:05]
as follows. Description
[59:07]
of the property,
[59:08]
listed as
[59:09]
property number
[59:11]
PVA 083-09-29-019.0 B,
[59:12]
Deed Book 552, Page 663,
[59:14]
Records of the
[59:16]
Grayson County Clerk's Office,
[59:18]
located at
[59:19]
: 115 Sequoia
[59:21]
Drive, Litchfield,
[59:22]
Kentucky 42754. Now,
[59:24]
after the passage of this
[59:25]
ordinance, the highway is zoned C-1
[59:26]
Commercial.
[59:30]
OK.
[59:31]
Thank you, Tom. OK.
[59:38]
Adoption
[59:39]
of the Proclamation on
[59:41]
Manufacturing Week
[59:42]
220 2026. We signed this
[59:45]
at the last...
[59:48]
Chamber of Commerce Luncheon.
[59:49]
Ward lunches, yes.
[59:50]
Therefore.
[59:51]
I propose
[59:53]
to accept it.
[59:53]
A suggestion from Billy,
[59:55]
and I support it.
[59:56]
Second.
[59:56]
The second one is from Clayton.
[59:57]
Everyone "in favor"?
[59:58]
Yes.
[59:59]
Who is against?
[1:00:00]
Thank you.
[1:00:04]
We don't need to
[1:00:05]
do anything about
[1:00:06]
business license orders
[1:00:07]
today, do we?
[1:00:08]
No, just an update. We
[1:00:10]
held a
[1:00:11]
committee meeting this
[1:00:12]
evening. There have been several
[1:00:14]
suggestions and ideas
[1:00:15]
for positive changes,
[1:00:16]
and I will begin to formulate
[1:00:18]
them together and
[1:00:18]
try to start
[1:00:20]
working on a
[1:00:21]
draft to
[1:00:22]
present to the
[1:00:23]
council.
[1:00:25]
OK. Thank you, Shirley.
[1:00:27]
OK. Unfinished
[1:00:28]
business, Billy?
[1:00:29]
Yes, sir.
[1:00:30]
Terry?
[1:00:31]
No.
[1:00:31]
Tim?
[1:00:32]
Yes, sir.
[1:00:33]
No.
[1:00:33]
George?
[1:00:34]
No. Is
[1:00:35]
anyone else here? OK.
[1:00:39]
New cases. The
[1:00:42]
Grayson County Alliance has
[1:00:43]
requested $6,000
[1:00:44]
for its annual
[1:00:45]
community
[1:00:46]
Christmas
[1:00:47]
food basket. We previously
[1:00:49]
budgeted
[1:00:51]
$5,000 for this. My
[1:00:53]
recommendation is that
[1:00:55]
we
[1:00:55]
stay within the
[1:00:57]
$5,000 we
[1:00:58]
allocated. If
[1:01:04]
the question of a larger
[1:01:05]
amount arises after this year, we need to
[1:01:06]
discuss it before
[1:01:07]
the budget is formed.
[1:01:08]
Therefore.
[1:01:09]
I move that the
[1:01:10]
mayor's recommendation for
[1:01:12]
$5,000 be accepted.
[1:01:13]
The proposal was made by
[1:01:14]
Billy, seconded by
[1:01:15]
George. Who is "for"?
[1:01:16]
By.
[1:01:17]
Who is "against"? Okay,
[1:01:19]
let's move on to new
[1:01:20]
things. Billy?
[1:01:21]
Yes, sir.
[1:01:22]
Terry?
[1:01:23]
No.
[1:01:23]
Timmy?
[1:01:24]
No.
[1:01:24]
George?
[1:01:25]
No.
[1:01:28]
Yes, I have
[1:01:29]
concerns about the
[1:01:30]
cars Tyler
[1:01:31]
leaves in the lot
[1:01:33]
near the square, especially
[1:01:34]
on South English Street.
[1:01:39]
Some of them are on jack
[1:01:40]
stands and I
[1:01:41]
worry that someone
[1:01:42]
walking on the sidewalk
[1:01:43]
might get hurt.
[1:01:45]
Some of them are on
[1:01:46]
jack stands. And I
[1:01:48]
noticed that
[1:01:49]
some of them had
[1:01:50]
canopies installed because
[1:01:51]
renovations were underway. Can we be
[1:01:53]
held
[1:01:53]
responsible
[1:01:54]
if someone
[1:01:55]
gets hurt on the
[1:01:55]
sidewalk? Some...
[1:01:57]
Is this West Market?
[1:01:58]
Jacks.
[1:01:59]
West Market Street?
[1:02:00]
Yes. It seems to be on the corner of
[1:02:01]
West Market and South
[1:02:02]
English.
[1:02:03]
We can look into this
[1:02:04]
. The ordinance
[1:02:05]
allows them
[1:02:06]
to carry out minor
[1:02:11]
repairs, such as
[1:02:12]
changing the oil or
[1:02:13]
similar work. This is
[1:02:16]
our
[1:02:17]
exclusion zone, so we
[1:02:18]
can check it out.
[1:02:20]
This is a public
[1:02:21]
parking lot. But we
[1:02:23]
will check the situation.
[1:02:25]
Since this is our
[1:02:26]
exclusion zone,
[1:02:27]
maybe we can
[1:02:28]
ban it.
[1:02:29]
Please check
[1:02:30]
this if it's not too difficult.
[1:02:31]
I would be grateful. That's all
[1:02:33]
I had.
[1:02:34]
Now for the new
[1:02:35]
cases, Lori Arlene.
[1:02:41]

the month. The

[1:03:08]

[1:03:10]
everyone who was going to
[1:03:12]
leave had already informed
[1:03:13]
Lori.
[1:03:14]
Yes.
[1:03:14]
OK.
[1:03:16]
CFO Sabrina
[1:03:17]
Rufus has provided you with
[1:03:18]
a copy of the unaudited
[1:03:20]
financial report for
[1:03:21]
June 2026 for
[1:03:22]
your review.
[1:03:25]
Mr. Ruby, do you have
[1:03:27]
anything to add?
[1:03:28]
No. Are
[1:03:29]
there any other
[1:03:29]
questions or
[1:03:30]
comments? I await the
[1:03:31]
motion and its
[1:03:32]
support to
[1:03:33]
close the meeting.
[1:03:33]
I make this
[1:03:34]
suggestion.
