[3:13] death of my mother. Um, it was greatly appreciated.
[3:17] I spoke to Jean Ta forest in Lee Bolinsky on November 3rd, 2025 at the
[3:22] trusty meeting about the future growth of pine tree acres. They thought at the
[3:27] time the actual garbage hill would grow another 40 ft and they were unsure of
[3:31] the longevity of the site. Also, I had if I had any more questions, Shantel
[3:36] gave me her business card. I never called her. At the November 25th, 2025
[3:42] planning commission meeting, Lee Bolinsky approached me with his boss,
[3:46] Travis. I don't remember his last name. They said the site would not be getting
[3:50] much taller, but the garbage hill would be increasing another 150 acres, but
[3:55] they still were in within the 527 acres that Waste Management Hit owned at the
[4:00] time. Last week while watching Channel 7 News, there was a story about Pine Tree
[4:05] acres expanding 235 plus acres and how the deputy executive from Mcome County,
[4:12] John Paul Ria, said there would be a 90-day public comment period for
[4:16] residents to voice their opinions. I later re read that this period was
[4:22] October 16, 2025 through January 14, 2026. This was a communitydriven
[4:28] conversation that would be making this ruling on the expansion of Pine Tree
[4:33] acres. Then I found out that there was already was a public hearing and another
[4:38] one is going to be February 18th. Mr. Reer stated at the last planning
[4:42] commission meeting that he was a member of the solid waste planning committee.
[4:46] In fact, I have that correct. But never said anything about the 90-day public
[4:50] comment phase and these public hearings until tonight. In all the months prior
[4:57] to tonight, the Pine Tree Acres has been brought up by myself regarding the
[5:00] master plan and how the potential expansion of the landfill could affect
[5:05] the master plan. You have sat back and have said nothing knowing that a meeting
[5:09] regarding the expansion had already taken place and at least one more is
[5:13] coming up. Why are you hiding this information from the residents until
[5:17] tonight whom we represent are supposed to keep informed? Twothirds of the local
[5:23] communities are needed to vote in favor for this expansion for it to go forward.
[5:27] Of course, it'll pass. They don't want a landfill in their neighborhood. Are you
[5:32] asking for anything in return? For example, having Waste Management pick up
[5:36] garbage on Grashet from 26 to 32 Mile Road. Putting a traffic signal at 29
[5:41] Mile Road and Grash with a no turn on Red from 6:00 a.m. to 6:00 p.m. Mr.
[5:46] Reader, you told me before the county told you people would have to die before
[5:49] light would be installed. put your foot down. Increasing their tip fees to at
[5:54] least the average of the 13 states channel 7 showed them on their broadcast
[5:59] in Canada. So Michigan wouldn't be so attractive to dump trash in. Also,
[6:03] Governor Whitmer keeps talking about fixing the damn roads.

[7:01] based upon that master plan and upon what home county put out because of the
[7:08] dump. So, we're getting all this money coming
[7:13] in from the dump. Kind of looking at that going, okay, what are we doing for
[7:17] our community out here? How about we take some of the dump money and maybe
[7:22] reduce our taxes? Might be a really good idea because that dump's not going away
[7:28] for 30 plus years. And a master plan also ought to have what we're going to
[7:33] do with the dump after it closes. Now, it can be, you know, a little broad
[7:40] brushed on that, but that should be well laid out and that property all around
[7:44] it. Nobody wants to build there, but you should use it as an industrial area. Get
[7:49] some tax dollars coming in and reduce the taxes that the residents are paying.

[14:37] for 5 years uh to supervisor Reer and Deputy Supervisor uh Prabo that would
[14:43] entail um collection to be relatively similar to what it is now. Uh what we
[14:48] are proposing as changes would be transitioning to uh the contents of the
[14:53] cart only. I know most folks are already utilizing the carts. The carts have been
[14:56] in the community for quite some time. Um so we would be asking that whatever
[15:00] folks set out can fit inside the cart with the lid down. Um bulk items would
[15:05] remain at one item uh per week for folks. Um the only change there would be
[15:10] that we're asking them to preschedu it. Um, they can do that online or via our
[15:16] live chat or by calling the call center.

[16:59] be handled differently. Um so we would have a separate vehicle for that but
[17:02] this would allow us to transition the trash collection to the um oneperson

[18:03] gets cleaned up. Um whether it comes from our trucks or another hauler's
[18:07] trucks, it's your community. Um we're a guest here and we want to keep it clean.

[24:19] aware last July they experienced a watering break down at Chesterfield
[24:24] along Ratchet. Uh that line that broke was our supply for our township. uh lot
[24:32] of collaboration and work by all the communities and workers to reroute keep
[24:39] us in water during that repair effort. Um even with significant planning and
[24:47] and so forth when the system was brought back online we experienced a water main
[24:52] break uh that correlated with that repressurized sidation of our system.
[24:58] Thus, I submitted the claim to GLWA for the repairs that we we had to do um and
[25:05] the water loss that we also experienced. So, part of their process, which is
[25:11] built into their contract that we have with them, um I submitted the claim,
[25:15] they reviewed it, they've accepted it. Uh they're willing to uh basically cover
[25:20] our costs that we endured for this. Uh part of that is basically creating a
[25:26] resolution and signing this uh relieving them of any further uh damages or claims
[25:33] on that incident.
[25:39] So basically it would we would get back $6,59.77
[25:46] uh which we had to pay out to repair our water loss.

[27:51] fiscal year of a pledge of $500 to enable the committee to continue to

[28:11] pledges from other communities were able to save that farm and keep it
[28:16] preserved. So, they're asking for a donation of $500 for the upcoming year.

[30:17] don't want this to go four months and nothing get done on it and then we have
[30:21] to ask for another four months. Well, before it comes to the board, it's going
[30:25] to go to the planning commission. They are going to be engaging with draft or
[30:29] the draft ordinance and start crafting it. It's going to be a zoning ordinance
[30:33] goes to the planning commission first, then it comes to the board so we can get

[33:24] resources for the Chartered Township of Linux. Over the past year, I focused

[33:47] Shield was structured as an 8020 split with the township covering 80% and
[33:54] employees covering 20%. Life insurance coverage ranged from
[33:59] 5,000 to 10,000 depending on your job title and firefighters received no life
[34:04] insurance coverage at all. The total for the uh township's monthly cost was
[34:09] $13,070.
[34:13] Um before we move forward, I just want to be transparent. I don't take the
[34:16] medical insurance, so I have no personal stake in this outcome. Um my
[34:21] recommendations are based solely on what I believe. In your packet, you're going
[34:25] to find three different options. Option one is the same coverage as this year.
[34:30] So, it' be the 8020 split, but the life insurance would jump up to 25,000 for
[34:35] all employees, including the firefighters,
[34:38] 100% dental and optical, and a $350 stipen. Due to our larger group plan,
[34:45] actually, the results is a savings of $361.39.
[34:51] Option two is a 9010 employee split, but family members would pay 8020. The same
[34:58] the $25,000 life insurance for all employees and firefighters, 100% dental
[35:04] and optical, and a $375 stipen. And then my option three was 100% township paid
[35:12] medical coverage and but the family members would still do the 8020. Uh the
[35:17] $25,000 life insurance for all 100% dental and optical and a $400 stipend.
[35:24] My the human resource department recommends a combination of option three
[35:29] and option two. The employees with 20 years or more and board members would be
[35:35] offered option three whereas employees that are under 20 years would be offered
[35:40] option two. It'd be kind of like a step up program to reward longevity. The
[35:46] total cost they figured out for everyone that is benefiting for it right now
[35:50] would be $84045 more. Um if you divide that by the 40
[35:56] people who are benefiting from this, it comes to $21 per person per month.
[36:02] Uh cost could fluctuate as staffing levels do change. This plan can also be
[36:09] integrated into our broader benefit package that we offer employees for the
[36:13] year. At this time, I'm happy to address any questions the board may have.

[39:34] becomes. Historically, we have always transferred that into a rate per hour

[39:58] to bring that forward and move the range from his current
[40:04] position to increase at a 150 per hour increase
[40:10] based on the certification and the passing of the S2.
[40:15] retroactive to the date of certification. This would be about 30
[40:18] days ago he passed us or 45 actually if I look at the dates on this but
[40:24] historically we have done this throughout the township's time frames
[40:28] each time we've increase the DPW supervisor's rate he is more responsible
[40:35] and required to be under those testing standards for the state of Michigan that

[44:50] consistently moves forward exceeds our expectations.

[46:16] fulltime?
[46:19] » Mr. Gable. No, that is a contractual requirement, but we have to recognize
[46:24] that that official as an employee does not have to be full-time. Mr. Lemieux
[46:31] was a part-time, and that's the way the contract was written. If you look at the
[46:36] contract, the hours and the wages don't even come close to a full-time building
[46:42] official's wages. They are virtually fraction of a full-time building
[46:46] official. And this is only his current contract. This is not the one he would
[46:52] be utilizing for full time, not the one that's signed in the
[46:57] package. There would be a different new blank
[47:01] contract. >> So have presented next month or

[47:14] At this point in time, we're asking for approval to move forward and negotiate

[47:39] to him at all times. It was his personal choice to drive his personal vehicle. I
[47:44] think he only drove his personal vehicle when he was on his way home and he would
[47:47] stop the inspection on the way home to Arma.

[47:56] » Mr. Russio, just to set clarity here, while they're on duty working for the
[48:02] township, liabilitywise, we recommend and highly require that
[48:07] they utilize township equipment so that there is no crisscross of
[48:13] liability. So, while they're on duty and going out and doing inspections,
[48:18] it's highly recommended that they utilize and required to utilize township
[48:23] equipment. Should we be making that mandatory?
[48:27] » That is part of the contract that we're going to be able to negotiate. I'll take
[48:31] that into consideration. Uh Mr. Lemieux, prior there was, you know, a whole
[48:38] different set of processes that was going on and it came to light is when we
[48:43] had become to an employee status. Under that prior contract, they were
[48:49] subcontractors that could in fact utilize their personal vehicle. That has
[48:55] since changed on the liability requirements. And that's what I'm
[48:59] looking at is liability. >> Correct.

[49:43] put in forth. But a building official must be classified as an employee.

[50:05] process extensively with legal not even a year and a half, two years ago and

[50:24] sure we cannot support at this point in time full-time employees for plumbing,
[50:32] mechanical, electrical based upon the building specs, the requirements. So
[50:40] contractually there are requirements in each one of their contracts that require
[50:45] insurance and then debt limitation along with liability insurance that they're
[50:50] required to carry.

[54:01] And what about the deceased people that the police have looked for over the past
[54:07] few years? Every time I drive past there, I think of their families
[54:12] of those two young women that recently were have been looked for in the
[54:18] landfill. Those are things that as our community that we have to look at every
[54:24] day that we drive past there between the garbage, the thoughts of the deceased
[54:31] and all the times that we have those trucks pull out in front of us with all
[54:35] those rolling stops. We shouldn't have to wait for our people to die because of
[54:41] this. And as our representatives here, I think
[54:45] you'd be a little bit more forceful, a little more understanding, and I I'm
[54:50] just kind of disgusted right now.

[55:32] looking for 300 acres on between 20 mile 29 mile and 30 mile road off of East
[55:38] Grait. I haven't signed anything, but I've been told by my neighbors that I am
[55:42] in within that area that they're going to be calling me next. Um, I don't
[55:46] understand why New Haven or Romeo can pass a one-year moratorum, but we're
[55:53] going to pass it forward. I appreciate the effort, but if there's no confidence
[55:58] I'm just to protect my family, if I eventually get that phone call, I'm
[56:02] probably going to have to sign a public or a agreement to purchase of a tenant.
[56:07] These contracts are two years with an option of three. Um, so even if nothing
[56:13] happens in the four months and we extend four months after that, it's we're those
[56:17] contracts outlast that. So I don't want to be touching the property line of a of

[1:05:48] moved in that township that was supposed to be closed down. It never happened.
[1:05:54] Then I was asked, "How tall is this thing going to actually go?" And they
[1:05:59] had no answer. But the first time they told me it was,
[1:06:02] "Oh, it's only going to go up to a certain height." So then two years
[1:06:06] later, they lied to me again about it and said they don't know. Nobody knows
[1:06:09] what's going to happen with the height. And it's just nothing but about
[1:06:15] what goes on with that landfill. They want to act like there are nice friends
[1:06:20] in the neighborhood, but they don't do anything for us. And the fact that all
[1:06:25] this garbage comes off those tires and mud and all the coming down 29 and
[1:06:31] then up and down Brashet. They have a system that they can have a
[1:06:36] flush out system where the trucks just go across it. All the water sprays up in
[1:06:41] their facility there and cleans out the damn underc carriage of all those
[1:06:45] vehicles and the tires. >> Why don't we do that?

[1:06:58] landfill wants to be nice guys and show us how much they like us over here.

[1:07:58] say. Uh the two big items, the dump and the data center. My big things to come

[1:08:09] want to first off give credit where credit's due. I'm impressed with the
[1:08:12] trustees here. They kind of seem like real people, real residents. I know that
[1:08:17] a lot of people that work for Lennox Township aren't even residents, which is
[1:08:20] kind of astonishing to me. But, uh, first off, I want to make a point that
[1:08:25] all the time and money afforded here on these things tonight, and nothing's been
[1:08:29] really said or done as far as transparency when these things are going
[1:08:32] to happen and what's going to happen during them. Use the social medias.
[1:08:36] That's how the world communicates these days. Why is there not money allowed to
[1:08:41] a third party or somebody something to use social media? That's how everybody
[1:08:46] finds everything out, you know? >> Um
[1:08:52] yeah, I I feel like sometimes our words are just kind of futile up here. They
[1:08:56] get heard, but nobody's listening. So, it's unfortunate. But as far as the dump
[1:09:01] goes, I work on the water and sometimes I'm all the way as far down as almost
[1:09:05] Detroit and I can see that dump from on top above the trees from miles and miles
[1:09:11] around even across the Canadian border on the lake. Um, I don't know if you
[1:09:17] guys know, but most, if not, I'd like to get some waste management lawyer
[1:09:21] statistics on this, but most of that garbage trucks that I see on GRA that
[1:09:24] are causing all this havoc and, >> you know, fueling the stoplight issue
[1:09:29] are all Canadian garbage trucks. >> It's not even our garbage.
[1:09:33] » There's some kind of backboard deal or something. All the millions get paid.
[1:09:37] You can't interfere with free market. I get that whole. But we're doing things
[1:09:41] here in the township to limit the data center business businesses from
[1:09:45] happening or trying to control that. How come there's no control over the dump?

[1:09:53] get, but it's it's unfortunate. >> But uh yeah, it seems like the stop
[1:09:57] light isn't the answer. It's the trucks that are the the problem. So

[1:10:32] everybody in here probably heard of Blakes's Orchard up in Armada. Uh they
[1:10:36] have a parking lot on the north side of the center road and one on the south
[1:10:40] side. Several years ago at their own expense they put a traffic light in
[1:10:44] there. I know that's a county road not a state road but if somebody was willing
[1:10:49] to pay for it I don't know if the state would have a different approach to it. I
[1:10:54] think that's maybe something we should check into see that would be a
[1:11:00] possibility. And as the lady said from on waste
[1:11:04] management being a good neighbor, maybe they would like to do that for
