ordinance and this one has to do with
the swearing in of new council members
[3:13]
or the mayor and we just discovered this
this past election cycle and that is we
[3:19]
had assumed that all new council members
or the mayor would take office
[3:25]
effectively January 1st of the new year
in which they were just elected in
[3:30]
November but we found that not to be
true we found that the old Council mayor
[3:36]
and Council still is
in office until we swear in to a council
[3:44]
meeting like tonight so we just want to
amend the
[3:47]
text that would be ordinance number
2024
[3:55]
622 and that is that we would say
beginning January 1 we would have
[4:00]
swearing in for those who would want to
be sworn in and
[4:05]
ceremonially we could come and swear in
in front of friends and family and the
[4:10]
people of the city but we have that we
can elect to do it either way oh no
[4:15]
excuse me we're saying are we saying
this will

then on it's just an option oh it is an
option for okay so we might have a legal
[4:28]
swearing in private in an office
somewhere in Buford and come back here
[4:33]
and swear in publicly in in front of all
so that is the motion tonight do we have

law requires a Char a charter Amendment

Constitution of the United States or

and so we are under the state guidelines

and so we have to do this with two
public here at meetings like this so we

will get a first pass tonight in
February and in March we should be
[5:33]
compliant with state regulations and we
could then do it for our next election
[5:38]
cycle so all in favor of this amendment

concluding agenda item is the approval

of ordinance number 2023 so that was
from last year 6- 619 this is going to
[5:57]
amend the Lilburn city code with our
alcoholic beverages and our
[6:02]
licensing um city manager would you like

particular text change so we can know
exactly what we're voting for I'm scared

to use the

Amendment to the alcohol ordinance that
will make sure that the language of
[6:24]
alcohol ordinance and business license
all match so we are allowing a new

business use of new type and that is a
wine shop that has not exist
[6:35]
previously there is a wine shop that has
made an
[6:39]
application is this the downtown
downtown at lurn wine shop we are giving
[6:46]
now an ordinance amendment to say that
what they will be doing in that place
[6:53]
fits the rest of the ordinance in our
community and what is the change
[6:57]
specifically that is required here we
didn't have a defined a definition for

wine shop so it's not a use that was
permitted because never had a wi correct
[7:09]
because it was not it was silent in city
code so this allows for the use that's

requested and that is they can sell wine
[7:18]
and other products of cheeses and that
sort of thing and we've never had that

package but which earns a minimum of 70%

of its annual gross revenue from package
sales of wine unless the wine shop isn't
[8:15]
accessories to
restaurant so it can be a wine
[8:21]
tasting organization as
[8:26]
well not just FYI the way we know about
amending texts is when we have
[8:34]
applications and we have a sense of
H and we don't want to do it wrong
[8:40]
