Lama police department.
[13:21]
Good evening.
[13:22]
Sergeant Engle with the line of police department in Canine units.
[13:25]
Twenty-twenty-five.
[13:26]
In 2025, the line of police department came out.
[13:29]
Sergeant Engle.
[13:30]
Is that green light on?
[13:34]
It is now.
[13:35]
All right.
[13:35]
They're almost touched.
[13:36]
Can you hear me?
[13:37]
Yes.
[13:38]
All right.
[13:39]
In 2025, the line of police department in Canine unit expanded our Canine unit from five
[13:43]
We have dual purpose patrol narcotic dogs to a total of six dual purpose patrol narcotic dogs.
[13:48]
We added patrolman Nevin Stolly with his canine partner Creed.
[13:52]
They graduated training in the spring of last year.
[13:57]
We have two canines assigned to each shift, first second and third shift.
[14:02]
Our canines range in age from two years old all the way to eight years old.
[14:08]
We recertify our canines every spring, which that is basically like a state proficiency test.
[14:14]
Like children have to use that to take out of the stuff to take that in school.
[14:17]
But every year we have to take a test to prove that our dogs are still competent.
[14:20]
And they have all these competencies that the state requires in our context detection and
[14:26]
all the other skills that they are required.
[14:29]
Then additionally, further training that we do, we do 16 hours of training every month.
[14:34]
The United States Supreme Court has determined that that is the amount of hours that we have to train because it's just like any other skill if you don't practice it and train it, the dogs they regress on top of that, we attended the National Association of Professional Canine Handlers, National Seminar in Alpina, Michigan, that's held every year in October.
[14:55]
There is an excess of 350 working dog team
[15:00]
Teams that attend that training, it is to my knowledge, the largest training seminar in the country. Last year, we had approximately 445 deployments of those 445 deployments. Approximately 75% of those are narcotic sniffs. The other 25% consisted of building searches, tracks and handler protection. Out of those deployments, they led to approximately 200 separate arrests. 53 of the deployments were
[15:29]
callouts from other agencies, such as the Allen County Sheriff's Office, the High
[15:34]
State Highway Patrol, Shawnee Township Police Department, all the neighboring agencies that
[15:38]
may not have a canine available to them or one local.
[15:42]
If we are close by, we have a agreement with them that we can come and we can deploy our
[15:47]
canines.
[15:50]
We seized 689.08 grams of narcotics from SNFs that our canines conducted.
[15:56]
We had, in addition to these deployments, we conducted 10 demos for various different
[16:04]
events in schools throughout the community last year.
[16:08]
We are currently awaiting the approval for donations of bullet proof and staff-resistant
[16:13]
vest to be donated from the Invested Interest in Canine Foundation.
[16:21]
So those are for four of our working canines right now.
[16:23]
So that is all that I have to update from 2025 are there any questions any questions for Sargean?
[16:33]
Sargean go thank you for all you and the men and women of the LF
[16:37]
LPD do to serve and to protect our community. We thank you. Thank you councillor
[16:43]

[23:18]
Gagger was so windy.
[23:22]
First I wanted to move to authorize the absence and pay for Councillor
[23:27]
The motion of the second is to authorize the absence and salary of council or
[23:31]
NEPER. Is there any discussions on the motion? All those in favor signify by saying aye.
[23:36]
Aye. All those opposed? Motion passes. Second thing I want to be the first to welcome
[23:42]
I always call them Jesse but Councillor Lowe. Welcome back and we're glad to have you
[23:50]
and grateful for your presence. Quick thing about Councillor Lowe. One day I get a
[23:56]
phone call from him and I'm in my house and he says hey are you at home I said
[24:03]
yeah and he says well come out on your porch well there he was out there in the
[24:07]
driveway but this is while he wasn't on council and he had remembered that I was
[24:12]
a ramspan and he bought me a rams cup he's seen it someone knowing that I was one of
[24:16]
the few besides these wonderful kids in the audience and he bought me a cup and so
[24:22]
So, you know, I want to call him my friend after a quarrel with me like that.
[24:27]
All you got to do is give me something rams, and I love you.
[24:31]
I want to thank my children for standing up for me.
[24:36]
I'm very grateful, my grandchildren, my two solid people in my life, and three if you count
[24:48]
him, but he's an ordinary.
[24:49]
my father-in-law, my mother, and my wife. I always joke to you guys that my mother is why I don't
[24:59]
act up while I'm on the city council because she's watching on the TV, but she's here tonight. And
[25:05]
so I have to be extra good, but I got to be honest with you. I'm not the only one she's watching. She's
[25:11]
watching all of you guys. So you better mind yourself. I appreciate you guys for coming and supporting me
[25:18]
tonight and the last thing I have is I want to remind people to be good each other. Thank you.
[25:24]
Thank you. Councillor Gordon, Councillor Wilkerson.
[25:26]
Mr. President, I want to echo sentiments. Welcome aboard. I'm here if you need me.
[25:32]
Also, I want to piggyback on what he's talked about in family and we talked about this prior to chambers.
[25:38]
I think it was Mr. Low who mentioned that he's here. I'm gone to it.
[25:44]
He did act up in school because he knew that his mother would come and watching family
[25:53]
tonight, people don't get nowhere by accident.
[25:57]
They get there because they got people pulling for them and sometimes it's family and sometimes
[26:03]
it's a next door neighbor.
[26:05]
With that in mind, let's continue to be good neighbors.
[26:08]
Thank you, Mr. President.
[26:09]
Thank you, Counselor.
[26:09]
Councillor Wilkerson, Councillor Love.
[26:13]
Thank you.
[26:15]
So be out on the first night.
[26:18]
That was a hard sale.
[26:20]
Real quick.
[26:22]
I don't know if this has ever been done in city chambers before.
[26:25]
But anybody that came to support me tonight would you stand up?
[26:30]
My
[26:37]
family, my friends, even got past council back there.
[26:43]
I appreciate every one of you guys.
[26:45]
I don't want to call out because I'll get all emotional and mushy.
[26:48]
But I really appreciate y'all's support.
[26:51]
It's times I know I fly off and say things.
[26:55]
People don't understand and I don't know if it's discernment or what.
[27:00]
But I do want to say this.
[27:01]
To the people that was in third ward.
[27:04]
There was a period when I thought I abandoned third ward.
[27:07]
They didn't understand I had to take care of home first, and that's what I did.
[27:11]
So that was a hard eight years because I always felt like I let third ward down.
[27:16]
But I'm back, I'm ready, those that supported me, those that went out in the vote.
[27:21]
I appreciate you.
[27:24]
Straight forward to individual, a plan on giving it to them raw, but we're going to be firm
[27:30]
correct and just and do things indecently in order.
[27:35]
With that being said, for those that are under the Sonoma voice, our president has
[27:41]
That's placed me as the chair of public works.
[27:44]
If you have any questions, concern of public works,
[27:47]
I ask the two, speak with me.
[27:50]
Website has my telephone number, also has email.
[27:54]
The other two committees that I set on is neighborhood concerns,
[27:56]
which I hear about a lot, which is the reason why I pushed
[28:01]
to come back.
[28:02]
And I did not do this on my own.
[28:04]
I want everybody in the city to understand
[28:05]
that I don't make moves without praying first.
[28:08]
Amen.
[28:08]
Okay, so I know I'm supposed to be here the other committee that I said on his
[28:15]
human resource committee so if you have any questions about that you'd
[28:20]
dress me if you if you want more for a comfortable and then I won't get with
[28:25]
Mr. Jordan who I found out because I don't know somebody you don't keep
[28:38]
And threw me off by the name because the name changed.
[28:42]
But I was like, wait a minute.
[28:44]
So yeah, we was in the back of the hall, but I was good.
[28:46]
Yeah, very good.
[28:48]
I'm off.
[28:48]
Yeah.
[28:49]
That's how the subject came out.
[28:50]
Yeah.
[28:52]
That's good.
[28:53]
That's good.
[28:56]
Again, thank you to those who supported me during the campaign.
[29:00]
I did a lot of door to door for time's sake.
[29:04]
And you guys this time, a lot of the concerns
[29:07]
will be addressed within committee, or maybe it's council
[29:11]
as a whole, I yet, I have to sit down with Madam Mayor
[29:16]
and have our session.
[29:18]
I encourage all of you guys to come out for the budget hearings.
[29:23]
You hold us accountable for where your money is spent.
[29:27]
And we want to make sure that you are aware of what we're doing
[29:30]
when we're doing it and how we're doing it.
[29:32]
You put us here.
[29:33]
We didn't put ourselves here, OK?
[29:35]
So I appreciate that but I do have one guy that is watching and I promised him I asked them to give me a couple of weeks
[29:43]
He said uh-uh. So I
[29:46]
Would like for the city to please look at the possibility of
[29:52]
Street curve
[29:54]
Going in on North Main Street from the address is a 709
[30:00]
723. Okay, that's about six to seven houses. These individuals have went out and bought their own parking bricks and put out there. They got posed and everything. And it really looks tacky on North Main Street. And they asked, could you please. And I know that that has been when I went out closing, they were asking, then where eight years, nine years,
[30:29]
and they still haven't got it.
[30:31]
So I'm asking right now publicly,
[30:34]
please make sure there's no data in the minutes
[30:37]
that they're asking for courage between those addresses.
[30:41]
That's it.
[30:41]
Thank you again, everybody.
[30:43]
Thank you, Mr. President.
[30:44]
Thank you, Councillor Lowe.
[30:45]
Councillor Jordan.
[30:46]
I was not going to mention that I knew him way back when,
[30:49]
but okay, okay.
[30:51]
I want to be the third to congratulate you, I guess,
[30:54]
on being here.
[30:55]
I'm looking forward to seeing what we can do together.
[30:57]
As I listened to our three council people be sworn in, it hit me pretty hard that we've
[31:06]
all sworn to uphold the Constitution and this is a time where I think pondering what
[31:12]
that means is really important and I will not get on my soapbox and say more other than
[31:17]
just I noted that we all have done that and it's worth considering.
[31:24]
On a lighter note, the library is starting their winter reading program and they have prizes
[31:31]
and you can go pick up a reading tracker and possibly win prizes.
[31:36]
I haven't looked to see what the prizes are yet but that's worth checking and there are
[31:40]
a couple of different concerts coming up soon.
[31:43]
The symphony is going to be doing a candlelight concert at Trinity Methodist Church at the very
[31:47]
end of this month.
[31:49]
And so there are, even though we're past the holidays and past all the fun stuff, there
[31:53]
are things to do in line. Imagine our surprise. And I'm asking it on that.
[31:59]
Thank you, Stuart, Councillor Jordan, Councillor Jones.
[32:01]
Thank you, Mr. President. I don't really have much to say, but I do want to thank everyone
[32:07]
who is in attendance today. It's always nice to look out and see that people are actually
[32:13]
involved or being involved and participating with our meetings. So I want to thank everyone
[32:19]
who came out today and encouraged you to keep coming to the meetings, not just, you know,
[32:24]
to celebrate, sometimes there's some tough conversations that we're having and we would love
[32:29]
to have participation from the community as well. So that's it for me, Mr. President. Thank you.
[32:34]
Thank you, Councillor Jones. Councillor Glent. I'm going to take all your minutes.
[32:38]
I want to welcome all the Councillors. Mr. Love, welcome. You know, you've been here.
[32:44]
You know what to do? You know what to take care of your war with? Let's do it.
[32:50]
Mom, good to see you, Uncle, good to see you too, good to see you all with family,
[32:56]
time mother.
[32:56]
Thank you so much.
[32:58]
Fallon Long.
[32:59]
You guys are here.
[33:00]
It's really nice to see everybody here.
[33:03]
And you say, Mama, I wish my mom was here too.
[33:06]
Yeah, I wish she was here.
[33:07]
But I just got, not much to talk about tonight, but I'm going to bring up by a 44 annual
[33:13]
Well, it happened during my war banquet.
[33:18]
Most people say, 44 years, yes, it's been that long.
[33:22]
I started when I was sophomore in college.
[33:26]
Our president, Dr. Thomas, told all of us,
[33:29]
when we go home for the break, let's do
[33:32]
some special thing for Dr. Martin Luther King.
[33:34]
At that time, it wasn't a holiday.
[33:38]
No word of habit at it.
[33:41]
But you know, Rubin Malley said, come now to the country kitchen.
[33:46]
Me, my mother, and my aunt, Larry Watkins, just got out of prison.
[33:54]
Jerry Piss just passed the bar exam.
[33:58]
And we gave that, it was the first one.
[34:01]
That's when we started that.
[34:03]
And this year, it would be really nice.
[34:06]
I guess we're going to be our superintendent.
[34:10]
And it was starting 3 p.m. We got a nice dinner and we're looking to give a lot of people
[34:17]
awards that had done a great job in our community. The next day on the 19, 17 years we've
[34:24]
been doing our march. And that march started with Jackie Robinson and Mike Muhammad in my
[34:31]
little niece just us three walk 17 years ago. We start off and we walk and I don't
[34:40]
care how cold it is, we're gonna walk and you can drive your car that day and start
[34:46]
at 3pm on 19 and don't forget about the breakfast. Mark the King breakfast there.
[34:52]
So there are some of the special things that I'm excited about in the month of
[34:56]
January. Also, we're going to have some meetings on a couple of things in the
[35:03]
ward. We've got a couple things that I'm looking at. I'm valuing the alleys,
[35:08]
valuing the streets that need to be paid. I always get my wish list ready to go
[35:12]
in January. And we're going to start working on some next stuff. You know, a lot of
[35:18]
costs came about. I'm sure Allen Center, and it was very happy about that. You know,
[35:24]
And again, we don't think Philippineia Church,
[35:27]
for where you're so hard making that happen.
[35:31]
And we do need a lot of things in our kids
[35:33]
that do in that area.
[35:36]
Second one, we was, I want to think to snow pile.
[35:41]
It did a great job in the area.
[35:44]
I know some calls I made right through on it.
[35:47]
And I appreciate that so much.
[35:50]
And I don't know the guy named who called me up
[35:53]
And it has to be that any older people need to shovel snow he had a three grand kiss two of his sons
[36:00]
And they went around because it had a lot of
[36:02]
That some of the older people wanted shovel they couldn't get it done
[36:05]
And the renegade program no working a lot of time the kids just no kids out there
[36:10]
They could have made a lot of money. I remember we used to do that you know out there and shovel snow
[36:17]
But we don't see no kids coming out
[36:19]
But they came out and I appreciate everything it did
[36:23]
They're not from Lima, but I want to thank them so much what they did.
[36:29]
Neighbors have their neighbors.
[36:31]
We are still, we are doing projects in the wintertime.
[36:36]
I know we'll be taking care of two screen doors,
[36:39]
and we're going to take care of RAM.
[36:42]
And the RAM is going to be taking care right away.
[36:44]
We appreciate the team, the system with that.
[36:47]
They're going to be coming out, so volunteer is going to help out with that
[36:50]
right away. They don't want their name out there. We appreciate they're going to be doing that.
[36:55]
Because the young lady, she could not come out of her house. They don't have a fire department.
[37:00]
They're coming to get out. So we're going to start working on that this weekend.
[37:05]
Making that happen. And I want to thank everyone for coming out tonight.
[37:09]
It looks so good. Like TJ said, come out. Listen. Like Mr. Lo say, it's very important.
[37:16]
If we have a seat, so there's a financial budget.
[37:19]
Come out so you can know what's going on in our community.
[37:22]
There's a lot of good things going on.
[37:24]
Let's keep it going, let's keep it positive.
[37:26]
And I wish everyone a happy new year.
[37:28]
God bless you.
[37:29]
Thank you, Mr. President.
[37:30]
Thank you, Councilor Glenn.
[37:32]
Today, everyone, that's here in the chambers
[37:34]
and those that may be watching at home.
[37:35]
For those that are here in the chamber,
[37:36]
I simply want to say thank you for coming in this evening.
[37:40]
I look around the room and I heard
[37:41]
Councilor Gordon and Councilor Low
[37:44]
speak about their mothers and to see two of them in the front row, it's a blessing.
[37:50]
But not just on the front row, we got one in the back row, which is my mother.
[37:54]
And so, mother Goren, you watch every day from the comfort of your home every Monday
[37:59]
and my mother is here in the chambers, no matter if she just worked a 12-hour shift or not.
[38:04]
Yeah, so we have mothers that are watching us, but however, even in the absence of
[38:09]
these three mothers that are here in the chambers, we have mothers that still come
[38:13]
And they may not be our mothers biologically, but they have been a mother figure in our lives through history and through community.
[38:22]
And so we have Ms. Redmond, Ms. Newsom, and some others that are here in the chambers that we simply say thank you, too, because you guys have paid the way so that our mothers can make sure that we're doing the right things, because you were right there and you were that sense of community and neighbor when they were not the eyes to see what's going on.
[38:39]
So, Councillor Lowe might not have acted up in school because he knew that you were coming.
[38:44]
Right? But when he was out on the streets he knew it was the mothers of others that held us accountable as kids.
[38:50]
And so we simply say thank you to not just my mother and not to the mothers that are here.
[38:54]
We say thank you to all the mothers that are in this room but also watching at home as well.
[39:00]
So thank you. And happy new year. Councillor Gordon.
[39:02]
Mr. President, I move that Lyme City Council adjourned until January 26th at 7 p.m. in these chambers.
[39:09]
Second. The motion of the second to adjourn until January 26th in the Chambers at 7pm. Is there any discussion on that motion?
[39:19]
All those in favor signify by saying aye. Aye. All those opposed motion passes. We are adjourned. Thank you
