First Nations metis and inui people from

across Turtle Island that live and work

in Niagara today the regional

Municipality of Niagara stands with all

indigenous people past and present in

promoting the wise stewardship of the

lands on which we live

improvements our director of Planning
[5:37]
and Development will speak to this
[5:38]
report
[5:40]
thank you madam chair uh this is in
[5:43]
continuation to some previous reports
[5:45]
the staff brought forward
[5:47]
um in response to Bill 109 which as you
[5:50]
can see in the report
[5:51]
um serves to shorten timelines for
[5:54]
processing planning applications
[5:57]
um you'll recall a few months ago we
[5:58]
brought a report forward which is
[6:00]
attached as an appendix to this board
[6:01]
about report about how we expedite some
[6:04]
of the planning processes and look at
[6:06]
enhancements in terms of how we conduct
[6:08]
those processes and move things along uh
[6:11]
recognizing that we don't have as long
[6:13]
once we deem an application complete so
[6:15]
some of the measures you see in this
[6:17]
report that we're bringing forward
[6:19]
tonight are more on the pre-consultation
[6:22]
stage so at the very beginning the
[6:24]
outset before a actual application is
[6:26]
even submitted we've looked at how we go
[6:29]
through the pre-consultation process
[6:31]
looking at better delineating you know
[6:33]
there's certain instances where there
[6:34]
are more major applications that require
[6:36]
a little bit higher level of rigor a
[6:39]
little bit more in terms of deliverable
[6:40]
deliverable goals that we don't normally
[6:42]
ask for right at the outset and really
[6:45]
the intent of that is to ensure that as
[6:47]
we get into the actual application
[6:49]
itself subsequently that there would be
[6:52]
less back and forth between the town and
[6:54]
the applicant less resubmissions the end
[6:57]
goal is to arrive at a better product
[7:00]
from the get-go even before we deem the
[7:02]
application complete
[7:04]
so we've been looking at updating some
[7:06]
of our deliverables and what we require
[7:08]
for those which are outlined in this
[7:10]
report as well as looking at how we deem
[7:13]
an application complete too so not only
[7:15]
are we asking for certain deliverables
[7:17]
as we do now in the pre-consultations
[7:19]
but in conjunction with some work that's
[7:21]
been done around the region with
[7:22]
regional staff and staff from other
[7:24]
lower tier municipalities we've looked
[7:26]
at standardizing some terms of reference
[7:28]
for typical deliverables for planning
[7:31]
applications things like your traffic
[7:33]
impact assessment your functional
[7:35]
servicing reports those main components
[7:37]
to make sure that we're better outlining
[7:39]
what constitutes an actual deliverable
[7:41]
currently right now the way it goes is
[7:44]
um a lot of times when we get these
[7:46]
submission requirements they're not
[7:47]
quite in line with what uh you know the
[7:50]
deliverables that staff had in mind
[7:52]
there's some discrepancies sometimes
[7:55]
there's incomplete information so these
[7:56]
terms of reference that the idea is that
[7:58]
they will guide uh production of better
[8:02]
documents with the appropriate
[8:03]
information from the get-go without
[8:05]
having to go back and forth another big
[8:08]
piece to this is just in terms of how we
[8:10]
deal with the public consultation piece
[8:12]
right now uh when we deem an application
[8:15]
complete we schedule for things like
[8:16]
zoning bylaw amendments and official
[8:18]
plan amendments an open house which is a
[8:20]
non-statutory requirement that's over
[8:23]
and above what the planning act requires
[8:24]
and the statutory public meeting we
[8:27]
looked at varying ways in which we do
[8:29]
this moving forward some municipalities
[8:31]
even bring you know they bring the
[8:33]
statutory public meeting and the staff
[8:35]
recommendation forward the very same
[8:36]
night which you know staff didn't don't
[8:40]
really agree with that approach just
[8:42]
because if there is anything that comes
[8:44]
out of the dialogue for the public
[8:45]
meeting there's no opportunity to
[8:47]
address it so what we're proposing is
[8:48]
that we move the open house up to uh
[8:53]
being undertaken before we actually
[8:55]
receive a complete application that is
[8:57]
actually a requirement to have those
[8:58]
meetings minted we still work with the
[9:01]
applicant to circulate the same
[9:03]
residence counselors uh the agencies
[9:06]
that would have been circulated in the
[9:07]
first place but we're going to be asking
[9:08]
for it to be completed in advance of the
[9:11]
actual application process starting
[9:13]
so that's a big change and really what
[9:16]
that does is that allows us to move when
[9:18]
we hold the statutory public meeting up
[9:20]
further in the process so that we can
[9:22]
still come back with a subsequent
[9:23]
recommendation at a different night so
[9:27]
those are some of the main measures that
[9:29]
we're proposing just again looking at
[9:31]
process enhancements and trying to stick
[9:32]
handle planning applications a little
[9:34]
bit better given the more tight
[9:36]
turnaround timelines for Bill 109 so
[9:38]
happy to answer any questions

um the uh the province is going to

prescribe municipalities where

refunding is not going to apply

and uh as such we are not among those
[10:38]
prescribed do we know has there been a
[10:40]
date set for that or is there any more
[10:43]
any more clarity in the fog
[10:46]

because I was going to touch on that in
[10:53]
my opening comments you're right Bill 97
[10:55]
kind of proposed that flexibility in
[10:57]
terms of there might be municipalities
[10:59]
where this whole refund of planning
[11:01]
applications don't apply they can be
[11:03]
named by the province but no
[11:05]
municipalities have been added to that
[11:06]
list to date we haven't heard anything
[11:09]
further in that regard so July 1st is
[11:12]
the implementation of of Bill 109
[11:14]
timelines but uh you know we've been
[11:16]
waiting to see if there's been any input
[11:18]
in that regard we in the comments and I
[11:19]
know in grimsby's comments as well you
[11:22]
know municipalities that are generally
[11:23]
smaller under 75 000 people we suggested
[11:26]
that that should be you know the rough
[11:27]
criteria in terms of maybe those were
[11:30]
planning application
[11:31]
fees aren't refunded just because from a
[11:33]
resource standpoint an impact standpoint
[11:35]
but again haven't heard anything yet
[11:40]

the same question around the refunding

but we don't we don't need to I think

sense that the open house would be held
[12:09]
prior to a complete application are we
[12:14]
going to be uh man you said that they're
[12:17]
not mandated so will we be continuing
[12:20]
and how many open houses do we typically
[12:23]
have
[12:24]
I guess that's my question are we
[12:25]
changing that as well or
[12:30]
you know Madam chair we're not changing
[12:32]
the amount we're still going to be
[12:33]
requiring that applicants undertake open
[12:36]
houses for the same applications that
[12:38]
they were before we're just moving it to
[12:40]
where it happens
[12:41]
um up earlier in advance of deeming an
[12:42]
application complete in some ways again
[12:44]
I and I think I was picking it up a
[12:46]
little bit in what you were saying
[12:47]
counselor it is a good thing just
[12:49]
because you get the comments even
[12:50]
earlier in the process before the
[12:52]
concepts even finalized and as a
[12:54]
requirement of a complete application we
[12:56]
would require the minutes
[12:57]
um the mailing list circulation lists
[13:00]
and all those things that we would
[13:01]
typically keep on file anyways just to
[13:03]
demonstrate that that has been done and
[13:05]
it's been undertaken so still
[13:08]
undertaking the same open house style uh
[13:11]
one-on-one type meeting it's just going
[13:13]
to be earlier in the process okay all
[13:15]
right
[13:16]
perfect sense I think that'll that'll
[13:18]
save you know applications from being
[13:20]
sent back many many times if the all the
[13:23]
you know comments and input is given up
[13:25]
front that certainly makes a lot of
[13:27]

[15:55]
in review and I apologize for not being
[15:57]
able to attend in person tonight

with over 40 Services delivered by the
[16:02]
department we're very proud of how what
[16:05]
we do directly impacts Lincoln residents
[16:08]
each and every day
[16:10]
our 2022 year in review presentation
[16:12]
highlights Key Program and service
[16:15]
accomplishments seasonal operations and
[16:18]
corporate and social infrastructure
[16:19]
projects and capital Investments
[16:22]
this particular slide shows the high
[16:25]
level core functions and
[16:26]
responsibilities from Arts culture and
[16:28]
Heritage promotion to the development of
[16:31]
our parks and open space
[16:33]
implementation of recreational
[16:35]
programming and special events Community
[16:37]
Development Outreach that we started
[16:40]
during the pandemic and continue today
[16:43]
volunteer management our Horticulture
[16:45]
and community beautification
[16:47]
management of our parts facilities
[16:49]
cemeteries cemeteries and Forestry
[16:52]
operations as well as customer service
[16:55]
User Group support Administration and
[16:57]
community outreach
[16:59]
in addition to these high-level
[17:01]
categories of service you see here the
[17:03]
goals of community services department
[17:05]
remain to enhance the quality of life
[17:07]
for residents and Visitors by offering
[17:10]
Parks facilities and programs that
[17:12]
maximize individual and Community Health
[17:15]
and well-being
[17:16]
to increase the capacity of user and
[17:18]
Community groups a sustainable
[17:19]
environment contributors to the
[17:21]
community to support the renewal and
[17:24]
reinvestment in our Parks facilities
[17:26]
cemeteries and green space
[17:29]
to provide services which are
[17:31]
sustainable flexible affordable in
[17:34]
response to community need and in
[17:36]
response to changing demographics and
[17:38]
Industry trends
[17:40]
it's also to improve the economic
[17:42]
development and residential development
[17:43]
opportunities by investing in
[17:45]
programming spaces and Facilities across
[17:48]
the municipality
[17:50]
we continue to diversify and grow
[17:52]
revenue streams by continuously
[17:54]
identifying new and expanded grant
[17:56]
opportunities
[17:57]
and we've strengthened our partnership
[17:58]
and Industry stakeholder work
[18:01]
through
[18:02]
Partnerships such as those with violin
[18:04]
research and Innovation Center mpca Pro
[18:08]
Opa to undertake research advocate for
[18:12]
an advance and strengthen the importance
[18:14]
of Parts
[18:15]
Recreation and public and Open Spaces
[18:18]

so as we pause here on a slide that
[18:24]
doesn't have any stats or any words I I
[18:27]
want to bring it all back to the fact
[18:29]
that well for most of us it feels as
[18:31]
though the global pandemic was a long
[18:34]
time ago
[18:35]
and yet it really wasn't
[18:37]
through through the first quarter of
[18:39]
2022 facility opens can facility
[18:42]
openings continue to happen
[18:45]
capacity limits continue to increase
[18:47]
improve a vaccination
[18:49]
requirements changed the regulations and
[18:52]
restrictions all had an impact on our
[18:55]
programs and services in 2022 but as you
[18:58]
will see in what follows we have much to
[19:00]
be proud of next slide please
[19:04]
foreign so this slide highlights and
[19:06]
we've broken tonight's presentation up
[19:09]
by Recreation and culture and
[19:12]
um public and open spaces and this this
[19:15]
side slide highlights some of the key
[19:17]
stats from our recreational culture side
[19:19]
so 13 events were hosted 16 flag
[19:23]
raisings
[19:24]
27 good citizens were recognized and I
[19:27]
was proud to be part of that event
[19:29]
um as as the MC last year
[19:32]
12 and 200 participants in various
[19:35]
events from rotary opening to many of
[19:39]
the activities that take place in our
[19:41]
parks and facilities and then on the
[19:43]
right hand side you'll see the wonderful
[19:44]
testimonials that we received so we were
[19:48]
regularly survey our participants and
[19:51]
the families and we asked them to give
[19:53]
us feedback and we asked them to tell us
[19:55]
how we're doing and this is just an
[19:56]
example of that next slide please
[20:00]
and our Recreation and programs there
[20:02]
were 130 Recreation programs
[20:05]
861 program participants
[20:08]
over four thousand summer drop-in
[20:11]
program visits so that's when we set up
[20:14]
the pickleball courts and the basketball
[20:15]
courts and the various activities in our
[20:18]
facility and people can just drop in
[20:20]
without formally registering
[20:23]
220 Lincoln senior member club club
[20:27]
members that group is continuing to grow
[20:30]
the Lincoln Community Center and you'll
[20:32]
see on another slide is continuing to
[20:34]
expand its activities
[20:36]
and again testimonials from parents
[20:41]
talking about the various programs
[20:42]
they've participated in how they love
[20:44]
the activities in the town
[20:46]
and I think it's just very very positive
[20:49]
news next slide please

holiday summer camps
[20:55]
eight weeks total of 934 participants
[20:59]
some great photos and again some great
[21:02]
testimonials of the work that staff
[21:04]
undertook in the summer even though we
[21:06]
were just coming out of the pandemic and
[21:09]
and people were while they were excited
[21:11]
and anxious to register and participate
[21:14]
you know there was still some hesitancy
[21:16]
in going back into into in person next
[21:19]

discover your Park so this is a a
[21:24]
program that has proved to be very
[21:26]
successful when we take our summer staff
[21:28]
and our equipment and we get out to the
[21:30]
park at various dates you'll see all of
[21:32]
those dates this summer located on our
[21:35]
events calendars so across the nine
[21:37]
different dates in the seven different
[21:39]
locations we had 585 attendees come out
[21:43]
this is a great way to Showcase not only
[21:45]
our Parks but also what programs are
[21:48]
available and what staff are doing both
[21:51]
in the Parks and in our facilities when
[21:53]
they're running the formal programs
[21:55]

our aquatic programs
[22:01]
983 hours of swimming lessons
[22:05]
over 1200 swimmers registered in our
[22:08]
life-saving society swim lessons
[22:11]
almost a thousand hours of public swim
[22:13]
and over 10 000 swimmers attended our

public swim programs
[22:18]
and again just a couple of the
[22:20]
testimonials from residents and
[22:22]
participants
[22:24]

these stats demonstrate that our
[22:48]
facilities are utilized and that our
[22:50]
programs are much appreciated and much
[22:53]
valued by our residents

Lincoln seniors Club so if you haven't
[23:01]
been to the Lincoln senior the Lincoln
[23:03]
Community Center and sometime I
[23:04]
encourage you to good drop by we do have
[23:08]
staff there
[23:09]
whenever the facility is open there is a
[23:12]
reception desk there and we do staff
[23:14]
that does
[23:15]
the members are growing so you'll see
[23:19]
there that the stats are 228 with 11
[23:22]
members being over 90 years of age
[23:25]
11 different regular activities take
[23:28]
place almost 52 hours of weekly
[23:31]
programming as well as drop-in programs
[23:34]
we have the last couple of years
[23:35]
received the maximum in provincial
[23:38]
grants and I know you heard more about
[23:40]
that a couple of weeks ago and last year
[23:43]
we uh we received uh 20 000 in special
[23:46]
funds for facility upgrades so we're
[23:49]
able to do things like Carpeting and new
[23:51]
furniture and refelting the billiard
[23:54]
tables and those types of activities
[23:56]
that we work very closely with the
[23:57]
seniors Club in in defining and then
[24:00]
again uh another testimonial about the
[24:02]
club itself
[24:04]

[24:11]
been virtual for some time these are our
[24:13]
followers on Facebook our subscribers to
[24:17]
the the monthly newsletter which
[24:18]
continues to increase and followers on
[24:21]

our operational highlights 480 Demand
[24:35]
work orders requests completed so we
[24:37]
have an internal system for work
[24:39]
requests when um individuals in various
[24:42]
facilities whether it's our fire
[24:44]
stations our Fleming Center our
[24:46]
libraries
[24:47]
identify something that that needs done
[24:49]
it could be something that needs to
[24:51]
repair it be repaired it could be
[24:53]
something that we you know supplies that
[24:55]
are needed more of these are our Demand
[24:57]
work order requests
[24:59]
we had over 7 000 routine schedules site
[25:01]
visits resulting in
[25:03]
over 12 000 completed inspections and
[25:06]
work requests so we do have a software
[25:08]
program that we input our inspections
[25:11]
into and this is very important for us
[25:13]
if we ever have to produce records
[25:16]
um showing our inspections when they're
[25:17]
done on the dates what was inspected in
[25:20]
any of the the comments and the statuses
[25:23]
and then we also added new Fleming
[25:25]
Center lobby and I think most of uh
[25:27]
Council has seen that it looks
[25:29]
phenomenal we can wipe it down we can
[25:31]
change the configuration and we've since
[25:34]
added this year I know this is a 2022
[25:37]
but we've added similar Furniture over
[25:39]
at the Jordan Arena next slide please
[25:44]
in our forestry area 112 trees planted
[25:47]
these were both on our streets and in
[25:49]
our parks
[25:50]
60 trees were replaced
[25:53]
30 streets we conducted the tree pruning
[25:56]
and 105 forestry work requests completed
[26:00]

as council is aware we were very
[26:07]
successful in in getting five out of
[26:09]
five blooms with communities in bloom
[26:11]
last year and we're looking forward to
[26:13]
participating in that again next year
[26:17]
um I think we take a lot of pride in the
[26:19]
work that's done and it's certainly nice
[26:21]
to be recognized by an agency outside of
[26:23]
the organization
[26:24]

our Park enhancements so as Council will
[26:30]
recall this was a uh Capital Park
[26:33]
enhancements project where we said you
[26:37]
know we're going to Pilot some things
[26:38]
we're going to act on what we've heard
[26:40]
from from residents that they would like
[26:43]
to see and so we were able to take the
[26:45]
monies out of that Park enhancements and
[26:47]
upgrade our outdoor washroom seasonally
[26:50]
install safety gates in particular
[26:53]
locations put out four water bottle
[26:56]
refill stations public Barbecues in our
[26:59]
Charles Daly Park
[27:01]
three Trail and walkway connections
[27:04]
um one in particular through Jack
[27:06]
Simpson part uh baseball Dugout covers
[27:09]
soccer pitches we have pitches that we
[27:11]
put out more for recreational use in our
[27:14]
parks
[27:15]
Trail lighting and we upgraded the
[27:17]
splash pad feature at Angelina brokerage
[27:21]

resurfacing started last year we were
[27:31]
able to complete seven parks and as most
[27:35]
of you are aware we've already been able
[27:37]
to complete a couple more this year so

that's the list of the parks and we're

designs of the walkway in the park the

installation of walkways and seating

areas the north share the Shade Sail the

trees are very um
[28:06]
a very exciting absorbent landscape
[28:08]
research project that we've worked very
[28:10]
closely with Vineland research and
[28:12]
Innovation Center on new play equipment
[28:15]
and rubberized surfacing these when at
[28:18]
the time of the
[28:19]
presentation those things were underway
[28:22]
they've actually both been completed now
[28:24]
so we are planning a ribbon cutting and
[28:28]
grand opening of this park for
[28:31]
let me just double check that before I
[28:33]
give you the date I believe it's August
[28:35]
it is August 19th Saturday August 19th
[28:39]
and I believe you have a hold the date
[28:40]

Hollow indigenous cultural park and

renaming but the design concept was
[28:57]
approved by Council we've been
[28:59]
coordinating ongoing coordination with
[29:01]
Niagara region on the 20 mile Arch
[29:03]
Bridge replacement we've consulted with
[29:05]
the joint accessibility advisory
[29:07]
community
[29:08]
consultation with NEC
[29:10]
additional grants funding secured
[29:14]
two pieces of public art commission
[29:17]
detailed design continues in park
[29:19]
renaming and I stand corrected the date
[29:21]
is August 12th for the opening of the
[29:24]
Ashby Park my apologies

and finally our cemeteries area I I just
[29:34]
think these these I barely need to say
[29:37]
anything because I look at the before
[29:38]
and after of our Cemetery restoration

work it's uh it's incredibly special

we also completed the mount Osborne
[29:50]
Cemetery entrance and driveway and these
[29:53]
are just a few additional stats of work
[29:55]

year's assets just showing some of those
[30:24]
assets so I'm joined by um oh sorry I
[30:28]
actually have a conclusion so post
[30:30]
pandemic uh everyone knows and
[30:32]
appreciates the value of our parks open
[30:34]
spaces recreational facilities and
[30:35]
related programming and special events
[30:37]
the programs and services provided by
[30:40]
Community Services Department are
[30:41]
essential the critically important to
[30:43]
maintaining a Vitality a vital quality
[30:46]
of life ensuring the physical and mental
[30:49]
health and well-being of families
[30:50]
individuals from 8 to 80 and vulnerable
[30:53]
populations
[30:55]
these important Municipal Services
[30:57]
contribute immeasurably to the social
[30:58]
economic and environmental well-being of
[31:01]
a community that is well connected
[31:03]
vibrant resilient
[31:05]
and the contribute continue to
[31:07]
contribute to the town of Lincoln's
[31:09]
ability and capacity to remain a place
[31:11]
to grow a place to prosper a place to
[31:13]
belong
[31:14]

would be proud to have that done over
[31:55]
the course of a term and I think uh over
[31:58]
what you've done uh over the course of
[32:00]
last term I think any Council or
[32:02]
Community would be happy to have that
[32:04]
done over the course of a couple terms
[32:06]
uh every every time every example that
[32:09]
there's a requirement from the community
[32:11]
a request from Council from from anybody
[32:14]
again you and your team are always uh so
[32:18]
um immediately available uh you there's
[32:21]
responses that are Beyond timely
[32:25]
um and I just want to let you know how
[32:26]
much it's appreciated uh by myself
[32:28]
probably by the rest of council as well
[32:29]
and by the community out there again if
[32:32]
I could give gold stars it would be an
[32:34]
enormous one again I want to thank you
[32:35]
and your team for everything you do I
[32:37]
think this report is not just a
[32:39]
reflection of the pro progress if you
[32:41]
guys have made during a a tough year but
[32:43]
again an excellent report card on on the
[32:46]
value that Community Services brings to
[32:48]
the town of Lincoln and just want to say

comments are fairly similar similar to
[33:02]
uh councilor Russell's I'm so proud of
[33:06]
when I look at these all the events and
[33:09]
the activities and the numbers and um
[33:12]
the services that we're providing to our
[33:14]
community and the people who live here
[33:16]
and um they're always fantastic events
[33:20]
the programming numbers are just way out
[33:22]
there for the population we have
[33:25]
um I guess my two my two interests
[33:28]
um it's not really a surprise to anyone
[33:30]
would be the the Lincoln Center and the
[33:32]
seniors programming and the membership
[33:35]
so have you noticed
[33:37]
um an increase in membership numbers and
[33:40]
you know these are a lot there's a lot
[33:43]
of uh programming going on there so just
[33:46]
wondering what you're seeing what's
[33:47]
trending this year
[33:50]
thank you Council I'll start and then
[33:52]
maybe Sarah can add some comments some
[33:54]
we are hearing from staff uh that our
[33:58]
our seniors numbers are growing in and
[33:59]
that's because our community is changing
[34:01]
so we we have heard and I've heard this
[34:04]
directly from Lori Laird and others that
[34:06]
you know new seniors to the area have
[34:08]
come in they've asked about the Lincoln
[34:10]
Community Center they've asked about the
[34:12]
seniors Club
[34:14]
um I'm ever hearing from our wonderfully
[34:16]
passionate pickleball players that that
[34:18]
that particular activity is is growing
[34:21]
and they would love us to the town to to
[34:24]
have an indoor pickleball uh court with
[34:26]
which more than just the Lincoln
[34:28]
Community Center right now but yes we're
[34:30]
definitely seeing an increase in numbers
[34:32]
and I know sir I can speak to some of
[34:34]
the
[34:35]
um neat things that are going on which I
[34:37]
think people bring friends and then
[34:38]
introduce them to the fact that there is
[34:40]
the Lincoln seniors Club
[34:44]
thank you director McKay through you

chair to counselor timmers I can add a
[34:48]
couple of comments we are seeing an
[34:50]
increase in membership at the Lincoln
[34:51]
seniors Club we're only mid-year at this
[34:55]
point but we're trying to exceed last
[34:57]
year's
[34:58]
um numbers so that's always a positive
[34:59]
thing we're excited about that we're
[35:02]
also adding additional programming this
[35:04]
summer for the first time at the Lincoln
[35:06]
Community Center By Request of many of
[35:09]
the groups who typically go away for the
[35:12]
summer and don't participate but are
[35:13]
wanting to so that's a great thing and
[35:15]
we're we're happy to ensure that that
[35:17]
can occur so additional programming
[35:20]
hours being added this summer for those
[35:22]
groups and many of you will remember as
[35:25]
well that we were the recipient of a
[35:27]
seniors Community Grant which was really
[35:29]
the work of Lori Laird who applied for
[35:31]
that Grant and was successful in getting
[35:33]
some funding to be able to operate a
[35:36]
London learned
[35:38]
um
[35:38]
program which was very successful over
[35:41]
the fall winter months that really
[35:42]
introduced a number of our seniors to
[35:45]
activities they may have never tried
[35:47]
before whether it be Nordic pool walking
[35:49]
or pickleball or different activities
[35:52]
that we already have at the facility and
[35:55]
some new ones as well so that helped to
[35:56]
really build the interest in what's
[35:58]
going on there and we're seeing the
[36:00]
benefit of that now in the membership
[36:02]
increase
[36:04]
uh that's great thank you so much um
[36:07]
just a fantastic report and thank you
[36:09]
for all that you do
[36:11]
it's fantastic thank you chair brene
[36:17]

just a couple comments to follow up on a
[36:23]
couple specifics to follow on councilor
[36:25]
Russell's uh heels two two areas that
[36:27]
that I would say I've Not to take away
[36:29]
from the multitude of uh numerous other
[36:32]
programs and services uh director McKay
[36:35]
but rubberized playground Services
[36:37]
um incredible amount of comments and and
[36:41]
just from people in the community who
[36:43]
who would uh who would have experienced
[36:46]
them I've experiencing with my
[36:47]
granddaughter many parks uh that's a big
[36:49]
that was a big win a lot a lot of
[36:51]
positive feedback and a lot of people
[36:52]
are uh are really happy about those
[36:54]
rubberized playgrounds another thing
[36:56]
just from an observation would be the
[36:57]
way that our community services engages
[37:00]
the public they make them feel uh part
[37:03]
of the community the flag raising
[37:05]
sometimes maybe we don't think some of
[37:07]
these things are are are a big deal but
[37:09]
I know from the feedback that I've got
[37:11]
the the flag raisings the good citizens
[37:13]
Awards play Lincoln those are all ways
[37:15]
that we make
[37:16]
um the general public all the residents
[37:19]
feel uh engaged and part of the
[37:21]
community so thank you very much for
[37:22]

um I'm always impressed and Amazed by
[37:34]
the creativity of your staff and all the
[37:37]
programming that they offer
[37:39]
um question I have is just with regards
[37:41]
you know there's a lot of talk about
[37:42]
covid and its challenges and you know
[37:44]
how we dealt with covet uh with our
[37:47]
parks and that sort of thing and one
[37:49]
thing I remember we were having was
[37:51]
security guards at our parks and now we
[37:55]
don't have security guards and I'm just
[37:57]
wondering if there's any concern about
[38:00]
the parks and
[38:03]
not everybody's at the parks for the
[38:05]
right reasons and if if you're working
[38:07]
with or how do we work with bylaw to
[38:09]
ensure that
[38:11]
um the right people are using the parks
[38:13]
uh thank you councilor through Germany
[38:16]
to the counselor so we did have security
[38:19]
during the pandemic that was mostly
[38:21]
because of the restrictions on numbers
[38:25]
um and we had to at some point you know
[38:26]
restrict the ice the outdoor
[38:30]
um rink and different spaces so that's
[38:32]
why we had security
[38:35]
um as to the right individuals visiting
[38:38]
our Parks we're working very closely
[38:40]
with uh both both Municipal law
[38:43]
enforcement during the day when things
[38:45]
happen as well as nrps we recently had a
[38:49]
meeting with CAO myself director of
[38:52]
Economic and Community Development and
[38:54]
Communications just to talk about
[38:57]
um you know encouraging residents to
[39:00]
when they see things and and they're not
[39:02]
calling the town necessarily but when
[39:05]
they see things because they live close
[39:06]
to the park that they're making the
[39:08]
calls to the non-emergency nrps number
[39:10]
if it's a non-emergency if it is an
[39:12]
emergency where someone one could be
[39:14]
hurt some things being vandalized they
[39:16]
can call the 9-1-1 number and nrps and
[39:19]
nrps has encouraged us to encourage
[39:21]
residents to do that at the time of the
[39:23]
incident because it is difficult for
[39:26]
them to follow up
[39:27]
we are also uh talking about potentially
[39:30]
you know in the future if needed
[39:32]
surveillance in in some of our Parks
[39:36]
um we currently are doing a pilot
[39:38]
project in an Ashby Drive park with
[39:41]
surveillance that has proven to be quite
[39:43]
successful in deterring vandalism
[39:47]
um and other activities so we continue
[39:49]
to look at you know what we can do to
[39:52]
ensure that these spaces remain safe for
[39:56]
the the population at large for the
[39:58]
visitors and for the family and we
[40:00]
continue to inform nrps and work closely
[40:03]
with them as we're notified of
[40:06]
um
[40:07]
unacceptable Behavior or mischief that
[40:10]
that is happening in the community and I
[40:12]
think we will be talking about uh
[40:14]
potentially
[40:15]
a joint event to to help communicate
[40:18]
some of these things to the public
[40:20]
um in a greater larger fashion
[40:23]

think that's I think that's important um
[40:28]
um just a follow-up just
[40:30]
um is there contact information at the
[40:33]
parks where there's contact phone
[40:36]
numbers is there signage indicating for
[40:38]
residents using the parks if they see
[40:40]
something

um that's not quite uh right that you
[40:45]
know to to get immediate or a timely
[40:47]
response is there
[40:49]

do have Park signage indicates the hours
[40:54]
and it indicates that a municipal Town
[40:57]
number it does not have the nrp's uh
[41:00]
nrps's non-emergency number and that's
[41:03]
something we could definitely discuss
[41:05]
with nrps uh and get their approval or
[41:08]
if they agree to
[41:10]

um you've had a lot of successes and I

must compliment you on the balance that

your programs have brought to arts and
[41:34]
culture as well as the more traditional
[41:37]
Sports and um
[41:39]
um features that uh that we've had in
[41:43]
the town for a long time
[41:45]
your team has had great success with
[41:47]
fundraising and that certainly is
[41:50]
um it's not only welcome but it makes
[41:53]
things happen and I know that's always
[41:55]
very time consuming and I want to thank
[41:57]
you very much for the effort that's put
[41:59]
behind that
[42:01]
I believe that Community Services has a
[42:05]
lot of influence influence and input
[42:08]
across departments and I I would like to
[42:11]
acknowledge I think we all know that
[42:14]
that is the case and just want to add
[42:17]
that on to to your report
[42:20]
in the area of climate change and
[42:22]
adaptation impacts
[42:24]
um
[42:25]
I hope that you'll accept some credit
[42:28]
and maybe include a credit where it's
[42:31]
due in future reports because I don't
[42:34]
know
[42:35]
um
[42:36]
I mean there are just so many elements
[42:38]
of that that come back to the way things
[42:41]
are done by your team and and so it's
[42:44]
good to have that reinforcement I want
[42:46]
to also acknowledge those and thank you
[42:48]

so just a couple comments uh Shannon and

the team um
[43:03]
yeah certainly uh to Echo councilor
[43:05]
Russell's comments you know we've come a
[43:07]
long way
[43:08]
I can remember back in 2014 and uh
[43:12]
Shannon shortly after you came came on
[43:14]
board you know asking about a Parks
[43:17]
master plan and the answer was we don't
[43:19]
have one so you know we started with a
[43:21]
Parks master plan and we've we've come a
[43:23]
long way
[43:25]
um you know to think that we've
[43:27]
constructed Rotary Park uh we've built
[43:29]
our first dog park uh and we've
[43:32]
continued to listen to the residents uh
[43:34]
whenever they've reached out to to have
[43:36]
issues with Mount Osborne Cemetery I
[43:38]
remember uh walking that with the CAO
[43:41]
and uh and uh Mr Warden and you know
[43:45]
within within a year we had privacy
[43:47]
fencing we had water stations uh
[43:50]
throughout the uh throughout the
[43:51]
cemetery and we had new roadways so
[43:54]
we've listened to the residents and we
[43:56]
have we have reacted
[43:58]
um
[43:59]
so certainly we've uh We've we've done
[44:02]
marvelous marvelous work and Community
[44:04]
Services
[44:05]
um I'm wondering Shannon uh if you could
[44:07]
comment recently at one of our touch
[44:09]
points with uh Vice chair mikalak and
[44:12]
myself
[44:13]
you spoke about some of the obstacles
[44:15]
that you're um you're currently dealing
[44:17]
with in terms of uh lifeguards and how
[44:21]
that might affect the hours of our
[44:23]
operations of of some of our pools I'm
[44:25]
wondering if you could comment on that
[44:27]
and just maybe talk about what the plan
[44:29]
is moving forward
[44:32]
thank you chair Bernie I'll start now
[44:34]
and I will maybe ask
[44:36]
associate director aims uh to add a few
[44:39]
more comments so uh we did recently
[44:41]
prepare a memo a briefing note for our
[44:44]
Council to outline that unfortunately we
[44:47]
are going to have to reduce some of our
[44:50]
aquatic programming as a result of not
[44:52]
having been able to recruit what we
[44:55]
would deem a fourth proof so in order to
[44:58]
stop both of our outdoor pools we need a
[45:02]
total of four crews and we've been able
[45:04]
to successfully recruit three this is
[45:07]
not a a Lincoln only problem this is not
[45:10]
an AG or region only problem this is
[45:12]
actually a national problem with less
[45:15]
and less staff coming up with their
[45:18]
lifeguarding certifications and their
[45:21]
ability to uh to work in in the pools
[45:24]
not only in the outdoor pools but in all
[45:26]
Municipal pools and in private pools as
[45:28]
well so we will be reducing
[45:32]
um
[45:32]
some of the programming at the Jordan
[45:35]
Lions outdoor pool this summer
[45:40]
um we will be able to continue at afg
[45:42]
with the full programming as we have in
[45:44]
the past but we will be having to cut
[45:49]
public swim and and close the pool on
[45:51]
the Sunday uh we have one crew and and
[45:54]
obviously they cannot work seven days a
[45:56]
week and we've had to reduce reduce some
[45:59]
of the midweeks so staff took a look at
[46:02]
um stats from the previous years not
[46:05]
just last year but trending they did an
[46:07]
analysis and they made the decisions on
[46:10]
the cuts based on the data that they
[46:12]
looked at and the best recommendations
[46:14]
so sir I don't know if you'd like to add
[46:16]
a additional details about that
[46:20]
uh thanks director McKay through you to
[46:22]
the chair
[46:24]
um all that information is accurate so
[46:26]
all of the programming decisions for the
[46:28]
summer were based on previous
[46:29]
historicals
[46:31]
um so we did prioritize learn to swim
[46:33]
programming as that's really fundamental
[46:36]
to why we operate both of the outdoor
[46:38]
pools and as much available public and
[46:41]
Leisure swimming opportunities as
[46:43]
possible so while there are reductions
[46:45]
I'm going to use that word rather than
[46:47]
cuts
[46:48]
um we're hopeful that you know we are
[46:50]
still actively recruiting and looking
[46:52]
for staff we actually just brought on
[46:54]
another lifeguard just this week so we
[46:57]
still remain hopeful that we may be able
[46:59]
to find some additional staff and and
[47:01]
definitely would entertain any
[47:03]
applicants that are are looking for
[47:05]
summer work
[47:07]
um to
[47:08]
um reach out to us through our human
[47:10]
resources department this is really a
[47:13]
sector-wide issue as director McKay
[47:15]
mentioned and it's certainly not limited
[47:16]
to lifeguards and swimming instructors
[47:18]
however most recently the province did
[47:20]
lower the age for lifeguards 215 so
[47:25]
that's not something that we'll see in
[47:26]
an immediate impact from this summer
[47:28]
because obviously people need to be
[47:30]
trained but we're hopeful that that will
[47:32]
help for next summer to be able to
[47:33]
recruit more staff for our outdoor pools
[47:40]
that's great thank you Sarah
[47:42]
um so just another question uh I had um
[47:46]
through to Shannon Shannon the mayor
[47:48]
used the word balance and um uh you know
[47:51]
I think over the last number of years
[47:53]
you know we've had residents reaching
[47:55]
out to us especially during covid you
[47:58]
know talking about lighting in our parks
[48:00]
and um and just making making
[48:03]
enhancements but but with that
[48:06]
um you know comes vandalism comes
[48:08]
graffiti I recently sent some pictures
[48:11]
with regards to uh some broken lights
[48:14]
that have happened up at brokerage park
[48:16]
over the last couple weeks uh we
[48:18]
continue to see vandalism so I'm just
[48:20]
I'm just wondering uh you know councilor
[48:24]
um mikaluck mentioned about the the
[48:25]
policing and and cameras but but where
[48:28]
is the balance as this continues to to
[48:30]
escalate to make sure that you know the
[48:33]
investments in our parks are are going
[48:35]
to be you know looked after and
[48:37]
maintained and yet provide the safety to
[48:40]
our residents as we as we move forward
[48:45]
but thank you councilman I mean we talk
[48:48]
about that often
[48:50]
um we talk about you know how we stay
[48:53]
informed of what's Happening
[48:55]
how
[48:57]
when we're not in our parks at 10
[48:59]
o'clock 11 o'clock 12 o'clock at night
[49:01]
because it's dark and and we don't
[49:03]
really want people in our Parks when
[49:04]
they're not supposed to be in our Parks
[49:05]
but they are that we need the the eyes
[49:09]
of the residents to be reporting these
[49:11]
things
[49:12]
so
[49:13]
um you know balance may end up being
[49:16]
surveillance in not all but some of our
[49:19]
parks and I think

general comment on my part we are
[49:26]
becoming more accustomed to surveillance
[49:29]
in our public spaces because of what
[49:31]
happens in our public spaces so the
[49:34]
balance would be ensuring that we can
[49:37]
um stay on top of what's happening in
[49:39]
our public spaces when we're not in our
[49:41]
public spaces and quite frankly when our
[49:42]
public spaces are not deemed open we
[49:45]
don't want people going into the the
[49:46]
parks after hours if they're there
[49:48]
especially for mischief and no good but
[49:52]
we need to know if that's happening and
[49:54]
we're relying on our residents to tell
[49:56]
us so
[49:57]
um
[49:58]
you know lighting is a is a is a
[50:01]
double-edged sword we've talked about
[50:02]
this with Council
[50:04]
um we want people to have sufficient
[50:07]
light in parks to be able to get through
[50:08]
the Parks when they need to early on but
[50:10]
we also have to be mindful of the
[50:13]
residents who live close to our parks
[50:15]
and that's certainly the case in a park
[50:16]
like brokerage where the pathway that
[50:19]
the pathway that goes around the park is
[50:21]
is not far from the backyards of
[50:23]
residents who live there so providing
[50:26]
you know a balance of lighting that
[50:27]
isn't too bright for the the neighboring
[50:30]
residents but bright enough for for
[50:31]
individuals to feel feel safe yet
[50:34]
doesn't invite you know activity that we
[50:37]
we don't want to be happening I think
[50:39]
it's a it's about an Engaged Community
[50:42]
it's about a community that's you know
[50:44]
talking and bringing things forward to
[50:47]
not only the town staff certainly Town
[50:49]
staff but also nrps and
[50:52]
um you know we had some Mischief happen
[50:54]
at the Fleming Center uh this weekend
[50:58]
and when we reported it to the staff
[51:01]
sergeant today
[51:02]
um because it didn't come to us at the
[51:04]
time the staff sergeant said the best
[51:06]
thing for both staff and residents to do
[51:09]
is report it at the time we can act at
[51:12]
the time we can get somebody out there
[51:15]
into those places at the time to to try
[51:18]
to deal with it but to follow up and to
[51:20]
try to figure out what might have
[51:22]
happened and who might have been
[51:23]
responsible it's a little more difficult
[51:25]
so we are encouraging residents to reach
[51:28]
out it's during the daytime will you
[51:30]
know
[51:31]
we'll hit we can get over there we can
[51:33]
get to our facilities if it's in the
[51:35]
evening when our parks are closed and
[51:37]
our facilities are closed and we don't
[51:38]
have staff that's a little bit more
[51:40]
challenging but we do want residents to
[51:42]
report it and we want residents to know
[51:43]
that we are aware and we're working very
[51:45]
closely with nrps to try to figure out
[51:49]
Solutions and solutions that balance
[51:51]
protecting the individuals who live in
[51:54]
close proximity of these spaces but also
[51:56]
you know wanting to shut this down
[52:00]

Lincoln is moving towards a more mature

open government program which is based
[55:29]
on the core belief that the public has a
[55:31]
right to access the records and
[55:33]
proceedings of government to enable
[55:34]
greater openness accountability and
[55:37]
engagement
[55:38]
municipalities are encouraged to
[55:40]
determine how they can bring or expand
[55:42]
their open government activities
[55:45]
um and you know as such Stephanie
[55:47]
Bellissimo our records coordinator has
[55:49]
done a tremendous job working across the
[55:50]
corporation and meeting with all the
[55:52]
Departments mainly to understand the
[55:55]
most requested information that has been
[55:58]
required and that's been included as
[56:02]
well as other material and so we've also
[56:04]
consulted our legal counsel to ensure
[56:05]
all legal aspects have been considered
[56:07]
it's an important project initiative
[56:10]
that our department has taken on and and
[56:14]
that we've completed thus far and we
[56:16]
move closer to open government and uh
[56:18]
and open data and uh hopefully
[56:22]
that explains a little bit about the
[56:24]
report and I'd be happy to answer any
[56:25]

this is a very positive thing I I
[56:49]
certainly understand why we would want
[56:51]
to be more open and transparent I'm just
[56:53]
wondering uh if there's something that
[56:55]
has specifically triggered this coming
[56:58]
at this point uh have we had a number of
[57:00]
residents resident complaints uh do we
[57:04]
feel that the Freedom of Information and
[57:05]
Privacy Act has become too restrictive
[57:07]
uh or is this just something that this
[57:10]
is the right thing to do
[57:13]
uh thank you councilor
[57:19]
counter uh counselor in terms of any
[57:22]
kind of information that has been
[57:24]
requested
[57:25]
right now all of the information being
[57:28]
requested is through a formal foi
[57:30]
whereas uh we don't have a policy in
[57:34]
place which we should
[57:35]
um which speaks to routine disclosure of
[57:38]
information
[57:40]
um without a formal submission of an foi
[57:44]
um or active dissemination so
[57:46]
information that we are actively making
[57:49]
the public aware of just without
[57:52]
um a request so as we build up our
[57:55]
website and
[57:57]
um and with more information coming with
[58:00]
our open data we will probably see a
[58:03]
reduction in the fois that we do receive
[58:05]
and that more information is being
[58:08]
actively disseminated to the public more
[58:10]
information is being routinely disclosed
[58:12]
as appropriate
[58:16]
and it's great uh thank you clerk just a
[58:18]
follow-up question I'm wondering if in
[58:21]
the process we have reached out to other
[58:23]
municipalities to see if other
[58:24]
municipalities have already got this
[58:26]
policy in place uh are we a leader here
[58:29]
or are we playing catch-up
[58:32]
um I'll hand it off to Stephanie but I
[58:34]
do want to say that I would say that we
[58:36]
are probably a leader in the region with
[58:39]
um making this policy
[58:42]
um uh coming through this evening with
[58:44]
Council approval so I would say that
[58:46]
we've done extensive research and
[58:48]
Stephanie I'll lead it to you because we
[58:50]
have uh worked with uh numerous
[58:53]
municipalities across Ontario
[58:56]
um we've spoken to numerous
[58:57]
municipalities and their clerks as well
[59:00]
as our legal counsel did some active
[59:03]
research so Stephanie I don't know if
[59:05]
you want to add anything to that
[59:07]
uh thank you Julie through you to the
[59:10]
chair so we have done some extensive
[59:12]
research as Julie was mentioning we had
[59:15]
looked at many different policies that
[59:17]
have come out and it is something that
[59:19]
municipalities are definitely starting
[59:21]
to do but I do believe that we are a
[59:24]
leader in this especially in in the
[59:26]
region I know that it's something that's
[59:28]
been discussed at our previous
[59:31]
Niagara region records group and it's
[59:34]
something that people want to start
[59:35]
working towards um so I definitely would
[59:38]
say we're leading that charge in that
[59:40]
way there have been some several great
[59:43]
policies that we were able to draw on
[59:45]
and like we've said uh like Julie was
[59:46]
mentioning we have reached out to
[59:49]
several municipalities and we're able to
[59:52]
um uh have what they put together help
[59:55]
to inform our policy and make it very
[59:57]
strong
[59:59]

positive very encouraging to hear thank

and the easier way is definitely a

this uh strategy just curious um with
[1:00:34]
regards to the financial portion of this
[1:00:37]
uh fees are not applicable
[1:00:39]
uh you know if the information can be
[1:00:42]
found on the website and I I understand
[1:00:43]
why that's the case I understand is to
[1:00:46]
try to you know get people to
[1:00:49]
put some effort you know into looking
[1:00:51]
things up on their own but
[1:00:53]
what if you don't have a computer what
[1:00:55]
if you don't what if you're not internet
[1:00:57]
Savvy what if you don't have access to
[1:01:00]
technology what if you're old school
[1:01:03]
traditional are you going to have to pay
[1:01:05]
like what's the realities towards this
[1:01:07]
and I compare it to like the arrive can
[1:01:10]
app like the government couldn't make
[1:01:13]
people use the arrive can app because if
[1:01:17]
you didn't have a cell phone or access
[1:01:19]
to technology you couldn't
[1:01:21]
you can't force people to use technology
[1:01:24]
so have we considered that with the
[1:01:26]
financial aspect of this
[1:01:29]

um we're hoping that we can drive as

many people to our website as much as

possible where that houses most of the
[1:01:45]
open data and available and um you know
[1:01:48]
information that is accessible however
[1:01:52]
knowing that not everybody
[1:01:54]
um is uh is is computer savvy as you've
[1:01:57]
just said so
[1:01:58]
um in terms of uh information that is
[1:02:01]
easy to find we'll work with that
[1:02:03]
individual and we'll take those cases
[1:02:06]
um as individual as they come and and
[1:02:09]
work with them in determining what
[1:02:11]
information that they're looking for
[1:02:12]
it's if it's easy and it's and it's very
[1:02:15]
fairly quick to
[1:02:17]
um come across or decipher
[1:02:20]
um we'll work with that individual on a
[1:02:22]
case-by-case basis if it's historical
[1:02:24]
data if it's being uh if it's data that
[1:02:27]
they're requesting that's going to take
[1:02:28]
some time to do research on if it's if
[1:02:31]
it's information that we need time or if
[1:02:35]
it's um you know a certain amount of
[1:02:38]
data that they're requesting in terms of
[1:02:40]
bylaws and minutes and motions and it's
[1:02:43]
going to take significant time to spend
[1:02:45]
and do the research um that's when there
[1:02:48]
will be costs um associated with it but
[1:02:52]
again we would be working with those
[1:02:53]
individuals on a case-by-case basis to
[1:02:56]
determine the best path forward we do
[1:02:58]
recognize that the submission we're
[1:03:00]
going to be asking will be that people
[1:03:02]
complete these um routine disclosure
[1:03:05]
requests online however we will be
[1:03:07]
accounting for those that want to come
[1:03:09]
in person and do it that way so making
[1:03:11]
sure that we are meeting the needs of
[1:03:13]
the residents depending on the need that
[1:03:15]
they're requesting

um will be significantly less depending
[1:04:03]
on what the type of request is so it may
[1:04:06]
not be a routine disclosure fee that we
[1:04:08]
charge it may be just a photocopying fee
[1:04:11]
it may just be something that's easy
[1:04:12]
done that way it may just be something
[1:04:14]
that they go to planning and there will
[1:04:16]
be some sort of uh be associated with
[1:04:18]
that or a financial fee so maybe they
[1:04:20]
need a copy of a water bill so so
[1:04:22]

[1:05:16]
an archivist she's worked on several um
[1:05:19]
we're lucky to have her and so she's
[1:05:21]
worked on significant
[1:05:23]
um archives even with the museum and so
[1:05:25]
we do have a lot of historical data that
[1:05:28]
uh you know we are working through and
[1:05:31]
so some of that information could
[1:05:32]
pertain to that
[1:05:34]
um and uh again that that goes to the
[1:05:37]
research and and all of that information
[1:05:39]
on being requested and so Stephanie
[1:05:41]
would definitely take those requests as
[1:05:43]
they come
[1:05:45]
and and Madam clerk I I'm again on the
[1:05:48]

[1:05:49]
um line
[1:05:51]
um I'm assuming that there could be gaps

with the historic information if members
