[1:15] this community that we get to call home. There's a shared pride in being part of

[1:20] Lincoln County, a pride in our families, our neighbors, our traditions, and the

[1:25] people who continue to make this a special place to live. Thank you for our

[1:31] sense of community that remains that we are not just residents, but neighbors

[1:36] who care about one another. We ask you to be with us in this meeting. Give our

[1:41] commissioners wisdom as they make decisions that affect our community.

[1:45] Help them to listen well, speak with respect, and always keep the best

[1:50] interest of Lincoln County and its people at heart. When decisions are

[1:54] difficult, give them clarity. When there are differences of opinion, give them

[1:59] patience and understanding. Help everyone in this room work together with

[3:38] we're going to give her, but she's been with the county for a long time.

[3:43] I think some 16 years, I believe. that she served in a very important role

[3:51] as one of our 911 communication officers. They have a tremendous and a

[3:58] stressful job out there, but they do a good job. And we are fortunate in our

[4:04] small rural county to have the facilities and the dedication of the

[4:09] employees. I think it's nine employees out there all together. eight

[4:14] dispatches. The director ACOK is the director of communications, which she

[4:20] has to do a little dispatching from time to time when it gets gets busy herself.

[4:34] recognize some of our communication officers. Would some of you stand up,

[4:46] Thank you all for what you do. Y'all are integral part of the public safety of

[4:50] our county and the million or so that come into our county

[5:35] and we will be presenting her with a nice looking plaque and it reads

[5:41] presented to Tama Crawford, employee of the quarter. Tama has been employed as a

[5:49] 911 communications officer with Lincoln County for 16 years. That's almost two

[5:55] decades you working on. She is a motivated, efficient, calm, and

[6:01] compassionate 911 dispatcher. She was promoted to communications

[6:08] supervisor in 2024. Her approach is simple. Officer safety

[6:15] is priority and the citizens of Lincoln County are heard.

[22:14] think we had uh one one resident that showed that that came and and voiced his

[22:19] concerns. Um and so, Mr. Chairman, my board recommends approval of that change

[22:26] uh unanimously

[22:31] and it's actually specific to 34-522.1 accessory structures. And uh we're

[22:38] making a text change basically adding a a section to it that would um that would

[22:44] control um storage containers, conx boxes um as

[22:51] use of um storage containers in A1 and A2's own zone districts. Mr. Chairman.

[23:25] Prohibiting shipping containers in the A3 district while allowing them with

[23:30] screening in the A1 and A2 districts is illogical. Property owners in the A3

[23:35] district have just as much a need for safe, secure, and affordable structures

[23:38] as A1 and A2 property owners. Rural law enforcement cannot be everywhere. A

[23:44] solid steel container offers a level of theft protection that standard sheds

[23:49] simply cannot match. Building a traditional structure with equivalent

[23:54] security and durable and is durable can cost upwards of $20,000.

[24:00] an unnecessary financial burden on property owners seeking basic utilities.

[24:06] Local government authority exists to protect public health, safety, and

[24:10] general welfare. A container hidden from p public view and neighboring properties

[24:15] threatens none of these. Regulating unseen, harmless structures is a clear

[24:20] government overreach. I ask that you align the A3 regulations with A1 and A2

[24:26] by allowing shipping containers subject to reasonable setbacks and screening

[24:30] standards. This balanced approach protects property rights and personal

[24:34] investments while addressing visual concerns. Thank you.

[25:09] There's an an associated act or

[25:14] or source of funding that seems to be tied into this kind of behind the

[25:18] scenes. Last year, I guess a floating local

[25:22] option sales tax was approved. That basically uh mirror images the first one

[25:29] local option sales tax. This usually goes to the general fund of the county.

[25:35] And uh one of the conditions I saw in the information I saw from Georgia Tech

[25:42] said that uh one of the it's not a precondition. I don't know which one

[25:47] would come first, the chicken or the egg in this case, but it said that

[25:51] ordinances needed to be brought up today. So I don't know how that relates

[25:55] to this action tonight because that I understand it. I can see it when I go to

[25:59] the store. my tax rate went up 9% first of the year. So I guess the thing that I

[26:06] guess I would say is since you got this real bounty in terms of sales tax

[26:11] collections to you know to catch up things like uh I think the unfunded

[26:17] pensions of the of the county governments like 1.4 million and that

[26:22] certainly needs to be you know brought down. That's that's a pretty serious

[26:26] amount. Uh but in in in As this ordinance is is not unlike any

[26:35] others because anytime you do a land use ordinance that

[26:41] conveys benefits to some and denies it to others, there's a potential for

[26:46] future laws suits and and u conflict. And I would hope that if uh there comes

[26:54] a conflict under this particular ordinance, if you if you pass it, that

[26:58] you would uh take into consideration the the bounty that you got from the

[27:03] floating sales tax and and be a little bit more lenient uh in the enforcement

[27:08] of this particular ordinance. Thank you. Thank you.

[28:44] will be put on the website for the next month for you to look at and it will

[28:48] come to a vote before the commission at the October meeting.

[28:54] This is a text change to that ordinance which is adding what he is fixing to do

[28:59] tonight. The other stuff just deals with this

[29:03] the other part of this which is about three or four paragraphs is is what

[29:07] we've been doing all along but it all of it will be put on the website. What he's

[29:12] doing now is u he goes through A through F. We adding a G and he will be reading

[29:20] the G. >> Yes sir, Mr. General G prohibited

[29:24] structures subjects to the provision contained in one and two below shipping

[29:29] containers i.e. ConX boxes are prohibited in all zoning districts. A1

[29:36] and A2 districts shipping containers i.e. ConX boxes are permitted in A1 A2

[29:43] districts provided they are not visible from any public roadway or neighboring

[29:48] property line and the owner has obtained a valid permit for the from the

[29:53] community development director or his or her designate. Two temporary permits

[30:00] temporary permits would may be issued for temporary use of a shipping

[30:05] container i.e. ConX box in any zoning district. The temporary permit shall be

[30:11] valid for a period of 90 days unless extended in writing by the community

[30:17] development officer or his or her designate.

[30:22] Okay. We came up with the 90day deal. The county attorney has done some

[30:26] research, looked at some other places and and u what' you tell me 30 to 60

[30:33] days is what most county governments are using on this. I have no problem with

[30:38] 90. I'm just saying that we my point in

[30:43] saying that is we are going at least 30 days if not 60 days for most of the

[30:49] other counties that have addressed this according to Miss Grayson told me that

[30:54] this afternoon. So we we are a little more lenient in

[30:59] most of our stuff than most counties are. For example, in land use planning,

[31:04] if you go to McDuffy or some of the other counties that that do it, you got

[31:08] to have five acres in an agricultural zone to do anything. Lincoln County, we

[31:13] we the least amount. We have 2 and 1/2 acres.

[31:17] This is this is something that is being addressed

[31:22] because it is not a real big it's not an epidemic today,

[31:28] but if we don't address it, it's going to be an epidemic. And I don't want to

[31:33] see Lincoln County look like landfills in most places. And

[31:38] as long as I'm here and as long as I can get two votes, it ain't going to look

[31:42] that way. I think that we're doing what we have to do. And you know, I saw a

[31:47] little saying the other day and I sort of liked it. I might read it again next

[31:50] week when we vote. The decisions we make today will shape what this county should

[31:56] look like and feel like for decades to come. Ladies and gentlemen, that's what

[32:00] we doing. Naturally, you're going to have some

[32:05] people that don't want us to do anything.

[32:09] That's not the way it's it's it's going to be the way it hadn't been. It's not

[32:13] where it's going to be. These containers, there's a there's a need for

[32:17] them. I know they in they're very inexpensive compared to some things.

[32:22] There are some places that they need to go. There are some places they don't

[32:25] need to go. A3 is one of them. And um

[32:31] this will be on the website. You I encourage anyone to go and read it and

[32:36] look at it. I appreciate the encouragement of the people that we have

[32:39] on this and the abandonment vehicle that we just that we just done last month.

[32:44] Some things need to be done. I hope we can go by and not do anything, but we

[32:48] got very few sections on a county code compared to other counties even our

[32:53] size. We don't do we don't do a whole lot in

[32:57] 24 years. How many have we done? Done two this year. Three.

[33:03] General Assembly does thousands. Every year they go to Atlanta. They passing

[33:07] laws. A county ordinance is a law. I don't expect everybody to like what we

[33:14] do. I know they don't. Some things we don't all agree to in

[33:18] life. But some things is inevitable. Some

[33:22] things have to be done to keep a community looking like it looks. We can

[33:29] turn it loose and get in your car ride west.

[33:33] And we we just this group of commissioners don't feel like that we're

[33:37] going to turn this county a loose for people to do any and everything they

[33:42] want to do. Mr. Grant, I'm talking so you've had your talk.

[33:48] So, you know, we're not trying to just come

[33:52] up here and push something down somebody's throat

[33:56] that that they want to do. So, so, you know, I feel like, and I can speak just

[34:02] for me, that we're doing what needs to be done to protect the integrity of this

[34:09] county and that's what we feel like we need to

[34:13] do. So, you know, it's a lot of support. the abandoned vehicles. We had 30 or 40

[34:19] people in here the other week, a few months ago

[34:23] and they should come. I welcome people to come. And what did we do?

[34:29] We made some changes and listen to what they had to say. Had nobody come here,

[34:35] we would have passed the original. But because some people did come and

[34:40] some some people that really made a difference came and sit down and talk to

[34:44] me for 45 minutes. and I know the commissioner Antonus

[34:48] and it made a lot of difference and it opened some eyes and we made some

[34:52] changes. We're not always right and sometimes when you pass these things

[34:56] even though we think they right when we did it two or three years from now it

[35:00] might not be right. It might have to be revisited.

[35:06] But we're not up here just trying to aggravate and make people mad and do

[35:09] whatever Facebook says we doing. We're trying to do what what we think is best

[35:15] for this county and it's a lot of support for some of

[35:19] the things that we do that don't come to this. I asked some of them, come to the

[35:24] meeting, go to the microphone and tell it, "No, we're not going up and do that.

[35:28] We just want you to know you support." I got seven, eight of them on my phone. I

[35:31] kept. But if if if you know, it's easy not to do anything. Just sit up here and

[35:38] don't do nothing. We all make the same amount of money if we don't.

[35:44] But sometime you have to take tag by the tail. have to do what you feel like in

[35:48] your heart is the best thing to do for Lincoln County today and for tomorrow.

[35:55] And that's all we trying to do. And and you know, I know everybody don't

[36:02] like it. I mean, I don't like everything we do. A lot of times it don't ever

[36:06] reach this place. A lot of things a lot of things we talk

[36:10] about it never gets this far because it it first of all I ain't going

[36:15] to have three votes if it did. I'm not going to put something on the agenda

[36:18] that I don't think I can get past. I'd be a fool to do that. So I got a one

[36:24] grandchild and he's 13th birthday tonight at 6:30 and I'm sitting up here

[36:29] so I need to hush. But anyway, that um that's just the way I feel and I express

[36:36] pretty well the way I feel and I'm w anybody's welcome to call and talk to

[36:41] any of us, but I'll be glad to talk to anybody about any of this stuff that we

[36:45] do.

[38:15] felt feel. But I can tell you in the last few weeks

[38:19] that I have done a lot more studying, a lot more listening to other county

[38:25] commission meetings on video and talking to commissioners in counties that have

[38:31] already done it like Colombia and some that are in the process of

[38:38] looking or being asked to do it. I don't know if we will ever be asked, but what

[38:43] I don't want to do is to not know be sure that we got

[38:49] everything in ordinance 34, which is the one we deal with mostly, and that's the

[38:54] land use, to be sure that we have the right type of zoning. I know some places

[39:01] have not had that in place. And when you don't have something in place, you can

[39:05] come do anything. You can bring any if you don't have

[39:08] something in place, you can bring a anything you want to a county that don't

[39:13] have it. Christine, you thought I was going to say what I said the other

[39:16] night, didn't you? But I didn't. But but you can you can bring anything you want

[39:21] to without some. So what we're asking is that we put a moratorum

[39:29] on for basically 120 days or until December the

[39:34] 31st. We feel like December the 31st for the

[39:40] next 120 days. I talked to the county attorney that we can come up with a

[39:47] ordinance that governs

[39:51] data centers similar to what we did a couple of years ago that governs

[39:56] uh solar panels, solar farms. So, this this is what we're doing. We're

[40:02] going to look at it. We're going to try to have something

[40:05] if we could have something prior to that, we could go ahead with the

[40:09] ordinance. If we don't, we can extend it if we don't have it.

[40:13] It might be an extension probably will because she has got to get all of this

[40:21] prepared and ready. We already looking at some other counties what they have

[40:27] done

[40:30] and once we do it it takes two months again. So she that that's the reason

[40:36] with 90 days she doesn't have a 30 days to get something done. So, we could be

[40:42] back here in December or or so and and extend this a little while. It's no

[40:48] question we can have the ordinance done before then, but to go through the

[40:53] two-month process that it takes with your first and second readings, it might

[40:58] take a little longer. So, we are going to propose that we do a

[41:04] resolution and I'm going to ask the county clerk, I mean the county

[41:09] attorney if she will to start reading the resolution. The resolution number is

[41:15] 2026-09-08-14.

[41:22] This is a resolution that will allow us to do this. I'm not going to read it in

[41:26] its entirety because this resolution is about as long as I've ever seen one.

[50:48] are served to the seniors at lunch. At the end of the month, I get a invoice

[50:52] from them, which I verify against the meals I show we served. All of that goes

[50:57] in once a month to the CC CSR regional commission for approval.

[54:37] were some issues with the two towers that the county owns on Graves Mountain.

[54:41] One of the lighting systems was struck by lightning. The other lighting system

[54:45] had some severe water damage uh due to a degraded O-ring on the top that allowed

[54:51] water to get in and burn up all of the connectors in there.

[54:56] Reached out and got some quotes to upgrade the tower lighting system on

[55:00] tower one, the original tower that Lincoln County owned where all of our

[55:04] public safety radios are currently housed at. Uh the company stated that

[55:08] that tower system is very annodated. um they could not find any parts for it.

[55:14] The cost for them to come out and upgrade this tower uh lighting control

[55:19] module along with having a monitoring system so if something happens like this

[55:24] again, we can know it very fast is $19,250

[55:30] um to come from Splast. And then for tower two to have them come

[55:35] in and do a similar uh monitoring system where if something with these lights

[55:41] happens again where they go out um the monitoring company will notify someone

[55:46] so we can have it adjusted very quickly and not have the risk of a plane or

[55:51] something striking one of our towers. The cost for that module is $1,750.

[55:58] And there will be a third-party monitoring company that we will u have

[56:03] service us at a monthly agreement of $55 a month.

[1:04:50] spraying in the fall and then a spraying in the spring. Um that amount is

[1:09:38] replacement so it won't be um adjusted out. So we should get the majority of it

[1:09:44] back less than $2,500 but we have to have a motion by this board to spend the

[1:09:48] 22,200 initially and then get reimbured by the
