[0:03] here. >> Look on my screen
[0:08] and then um
[0:14] yeah.
[0:25] » All right. Are we ready? >> I believe we are good.
[0:29] Are you ready? >> Yes.
[0:32] » All right, we're gonna put you through today. [laughter]
[0:37] » All right, let's go. Call this order. Roll call. The wheel will absolutely
[0:46] serious up here.
[0:50] [laughter]
[0:58] Lord God, thank you so much for this opportunity to serve the people of
[1:02] Lincoln County. Just watch over us, watch over our decisions, Lord, just be
[1:08] with families that are hurting, with the the people that were injured this
[1:10] weekend. In your wonderful name, we pray on it.
[1:14] » Amen. I pledge algiance to the flag of the
[1:18] United States of America and to the republic for which it stands. One nation
[1:23] under God, indivisible, with liberty and justice for all.
[1:29] [clears throat]
[1:33] » All right. Any citizens comments? [clears throat]
[1:41] » All right. We move on then to approve the minutes for 24th
[2:34] How are you? >> I'm good.
[2:37] » Did okay? I >> think so. Had a good weekend.
[2:40] » Yes.
[2:45] [laughter] >> Hesitation was great.
[2:50] You're [clears throat]
[2:54] » Yeah, it's too hot. Yeah. >> Break in.
[2:58] » Yes. >> Cannot wait.
[3:01] » Yeah. >> What's the definition of break?
[3:05] » Yeah. It's under 100. [laughter]
[3:09] » It might have a nine in front, but it's okay.
[3:21] » I'll make a motion to approve the minutes.
[3:23] » All right. I'll second that. All in favor say I
[3:36] payroll
[3:39] to run early payroll in November. So we were talking about paying before
[3:46] Thanksgiving. >> I've had several people come and ask me
[3:48] if I could bring it to you guys to get paid. The way it's felt the last couple
[3:51] years we have paid. It's way it's Thanksgiving fail. This year it's not
[3:56] falling that way and they want to get paid on the 25th instead of the 30th
[4:00] when they come back
[4:04] if we do it. I just want everybody to know we're not paying early in December
[4:07] because that's always been an issue big issue. So
[4:12] I'm okay doing early payroll. I can make it work.
[4:15] » Some people like it, some people hate it.
[4:17] » Yes. >> Because it makes their month an extra
[4:20] week. >> It does.
[4:24] I don't know how I feel about it. >> I can I mean I
[4:29] » it doesn't matter to me. I can do it either.
[4:31] » I assume it's because of budgeting is why they want to do it.
[4:34] » Well, they want they want that extra money. So buy all the food and stuff for
[4:37] Black Friday >> on Black Friday and stuff like that.
[4:41] » I understand that. >> Yeah. Christmas that day and stuff. I
[4:45] get it. But that would mean that you guys had to turn in payroll claims a
[4:49] little early so I could get it done. >> I know we've done it before Christmas
[4:55] and Thanksgiving and then it turned out just just [snorts] a hassle.
[4:59] » Some people loved it, some people hated it.
[5:01] » If we do it, I would ask that we only do it one month.
[5:04] » Yeah. >> I don't want to do it.
[5:06] » I don't want to do Christmas. >> Me either.
[5:10] really now.
[5:14] » I've had several boys come ask me and I said all I can do is bring it to you
[5:18] guys. So, it's not my decision. So,
[5:27] » I mean, >> I've had four
[5:31] out of 100 >> probably.
[5:41] on this week. We can wait till the wheel gets back. Let me ask my
[5:46] employees and just see. But I I know several others didn't like it.
[5:52] » If Will comes back and budget it, it's approved next week in the next week or
[5:57] two. Would that be enough time for safety this month? That way they could
[6:01] rely on that instead of or even that safety next month. And that way you
[6:06] Maybe >> get get safety done.
[6:08] » Yeah. October. >> Get that paid early.
[6:11] » No, safety be paid the same time I were on payroll because of taxes.
[6:17] » Yeah, we're not doing two separate. >> I forget about October. You still have a
[6:20] whole another month before Thanksgiving. >> Yeah, October.
[6:25] » End of October. >> Yeah. Long retro, too.
[6:28] » Yeah. >> Yeah. Retro would be end of October as
[6:32] well. >> Yeah. And now that would cover
[6:38] you know future or not. So
[6:47] » what you do? >> I'm fine with waiting if you want to
[6:51] wait and talk to your employees or I'm fine with not doing it.
[6:53] » Yeah, I'm fine with not doing it. try to get people safe here in October
[6:59] with them. >> Okay. I'll make up too.
[7:05] » Second. >> Say hi.
[7:07] » All right. >> All right. Met life.
[7:11] » Okay. >> Got everything figured out.
[7:14] » Well, we have coverage. We just So, there's two different issues of Metife.
[7:18] The first one is the bill. I haven't gotten the bill yet. Um, but we have
[7:23] coverage. They're going back and covering everybody's July 1st. The
[7:27] question is, is that so I'm supposed to have a bill for this month? Do I go back
[7:35] and charge everybody three months of premium at one time or do we the county
[7:41] pay for it? This because I don't know. How do you guys do that?
[7:45] » The said they were going to take care of it.
[7:50] » That's the second part of this. So they didn't get us at 650 with Metife like
[7:58] they said they would. So they're paying the difference because we're keeping the
[8:02] retirees >> on our our plan. It's $20.52 per person.
[8:07] Now say 650. So hub is going to pay the $1,800 difference from what we were
[8:13] paying just for the next six months till we decide if we want to keep the
[8:17] retirees on our in or just our Metife next year. Now, it is portable. They can
[8:23] take it with them and pay for it themselves, which is kind of what
[8:27] they're doing now, but it's still underneath the county's umbrella, but we
[8:30] can remove them from the county's umbrella. And then ours would go back
[8:33] down to 650. I can't add any more new retirees,
[8:38] » right? >> This the ones that we have can stay on
[8:40] it. >> So, the
[8:43] the back that you're talking about is just for retirees.
[8:47] » No, it's for everybody. it. Well, it's like so
[8:51] » how much are we talking? >> I don't know cuz I haven't got a bill.
[8:54] Met life is supposed to be getting me a bill within the next couple of weeks.
[8:56] But I just wanted you guys to start thinking about this because I don't know
[8:59] what to do. Do I charge everybody three months premium at one time and one
[9:03] paycheck or what do we do? >> The boat should have been taken out
[9:08] anyways and they don't know how much it is until
[9:11] they got everybody in.
[9:16] » Let's wait and see how much it is. Okay. >> But I I don't want to punish our
[9:20] employees for them screwing up. Just take a huge chunk out of that chunk.
[9:24] » I don't think it's going to be more I I don't want to I'm guessing because what
[9:29] we paid OPMW it was like4 or 5,000 is what we paid them. But like I said, I
[9:35] don't have a bill so I don't know. >> Yeah. Let's wait for a bill to fully
[9:39] make that decision. Okay. I don't like trying to get them paid early and then
[9:44] we'll take all that away. So let's I know it's coming. It's supposedly
[9:50] difficult call this week to see [clears throat]
[9:54] why. But they did go ahead and backate all of our coverages. So everybody's
[9:58] covered since July 1st. Nobody's just paid for it yet.
[10:03] » That's a very hard. Did you say roughly it was $6 a month
[10:09] per employee? >> 650 a month is what it was per employee.
[10:11] » $6.50 >> per employee. Now that's the county
[10:14] portion. We'll have to pay that. that I'm talking about for part the part that
[10:18] people got additional life insurance that part two one bill I have to go
[10:22] through and separate it but um since we added the retirees over it went to $2053
[10:29] per person which of us want to pay the difference because they quoted a 650 so
[10:34] they're going to pay the difference through the first year to think about
[10:38] what we want to do >> so they're willing to they're going to
[10:43] pay That >> did the employees portion go up that
[10:47] much too? Four times? >> Yes, because we're adding the retirees.
[10:51] So everybody, it's $20 53 cents per person is what it's going to be.
[10:57] » That's the county's part. >> Yes.
[10:59] » What is the employees part? >> I don't know. Just depends on how much
[11:02] coverage you have and their age. And I can't tell you about the bill.
[11:06] » Yeah. >> I mean, there's too many.
[11:08] » That's got to have a little extra coverage.
[11:12] » I don't remember what it is. a lot more. >> No,
[11:16] I don't think anybody's is more than 100. I don't think that
[11:21] » we'll see how much it is. >> And then we'll know.
[11:24] » And then we have to think about the retirey side too because we have to let
[11:27] them know in November. If we're going to make we want ours go back down to 650 in
[11:32] January, then we'd have to remove the retirees that we have and they can pay
[11:37] for their own or we keep them and we pay the 20 53 for everybody.
[11:43] » Well, you guys put on retirees.
[11:50] » You're meant to be one.
[11:54] » Not officially retired for a few more years, but
[11:59] I mean, that's something that we need to think about, too. We want to go, they'll
[12:02] still have coverage. It just won't be under the county's umbrella. It'll be
[12:07] just directly through Met Life, right? >> Affordable for them.
[12:11] » Okay.
[12:15] Yeah. Let's Let's see what the real numbers are
[12:19] first. >> Hopefully.
[12:22] » When do you think I mean, are they not have any idea when we'll have numbers?
[12:26] They every time I talk to them because I have a conference call hub every other
[12:30] day and every time I talk to them they keep saying next week, next week, next
[12:34] week and I still don't have numbers. So I'm
[12:38] going to tell you what they told me. They told me next week because that's
[12:41] what they tell me, >> right? That's what I hope to
[12:44] » that's what they tell me. But like I said, we're having a conference call on
[12:46] Thursday with Metife hub and myself to see what's going on.
[12:52] Why I have not received a bill?
[12:57] » Can I have I have a question. Is hub the one that's doing your insurance plan
[13:01] now? >> Yes. And they've been really good.
[13:03] » Yeah. >> It just it sounds to me like Met Life is
[13:06] » It's Matt Life. It's not Hub. >> Met Life is the also the one that does
[13:09] our vision and dental. Is that right? >> Yes. Not dental vision.
[13:15] » Vision. So, >> so last minute, what's taking so long is
[13:18] last minute, like a week before July 1st, the original BSP that we were
[13:24] through dropped us. So, Matt life had to take us like a week before July 1st. So,
[13:30] getting everything transitioned over, which usually takes six months, they've
[13:35] transition transitioned us over in four weeks.
[13:39] So they got us coverage so everybody would be, you know, it took us August to
[13:44] get eye insurance. So they did that first before they worried about the bill
[13:49] and all that stuff. So that's why it's taking so long.
[13:52] » Okay. They've been a good company so far.
[13:56] » Uh the reason why I asked is I think we're bringing them in.
[14:00] » Yeah. I sent the number to J. So that's good.
[14:03] » So I highly recommend hub. They're easy to work with. We very transparent. and
[14:07] tell them what you want and I have
[14:11] » definitely pretty deal. >> Yeah.
[14:19] » And again, it's not pub's fault. It's last minute
[14:24] party's fault, right? >> Yes.
[14:29] » Let's wait and see what the numbers are before making any
[14:39] Yes. >> Yeah.
[14:41] » I was reading and listening. >> I was using the wrong ear to listen.
[14:45] » That's all right. That's all right. Okay. So, we'll just take no action on
[14:49] that. Um, we got a Prodigy Food Service Agreement.
[14:55] » The fair said that Stacy Baitman has looked at it immediately.
[15:01] Okay. >> He's in class today, so he sent me a
[15:03] text message.
[15:06] name of a what was the name of the food service
[15:10] company is changing is is really what it is. It's not changing any any numbers.
[15:17] » No no no dollar amounts going out. >> So it's going from
[15:28] place
[15:35] this food service is what it is now. >> Um yes.
[15:43] » Yeah. So it's just just changing the name
[15:47] numbers.
[15:50] Okay. Make a motion to approve it. Fingers are
[15:57] mine.
[16:06] Just trying to get some promises done. I need a little bit of money on 105
[16:11] account
[16:18] 75,000 back in and I got a couple bridge stuff that's going to be transferred
[16:22] back in once you cover most of this but I did 27 something,000
[16:28] ft. >> What is that?
[16:32] » What do you think? >> Um that's first time I've seen that
[16:36] road. >> 10:30 road. Yeah.
[16:39] » One or two. >> Is this something you've been working
[16:43] on? >> Yeah.
[16:48] » Just need some asphalt. That's all that takes for his asphalt.
[16:59] How much? Two.
[17:04] I bet you last a long time. basically finish today whenever customer
[17:12] limit you get out to do
[17:29] my
[17:41] isn't ended there yet.
[17:51] I'll make a motion.
[18:02] I can't second it. >> Why not?
[18:05] » I just can't. I don't I don't uh I've never done anything for
[18:10] myself this entire time and my neighbors have suffered because it's always the
[18:14] last road graded.
[18:18] So all I'm asking for is that
[18:23] part of gift. Um and it's
[18:29] a little over half mile road will never have to be touched again. At least on
[18:33] 28. >> Yeah,
[18:37] I definitely see where your neighbors suffer. I see it on my road, too. But I
[18:42] could get behind a little bit of gravel, but not not that.
[18:48] » It's according to what if I cut it cut it down to 180 something.
[18:53] » I can't get behind any asphalt. Not when we've got so many already failing.
[18:58] I've got all mine but one and it's going to be patched
[19:03] by well when it cools off. So I start
[19:14] I can't
[19:26] no
[19:33] I can add 30,000 to it. I was going to say that for the other guy, but I could
[19:37] add 30,000 to it.
[19:42] » I think for sure that decision have to be made with all three of us. I mean, I
[19:46] can't, but that's going to be my answer. Unless something
[19:51] I mean, I can go look at it and see. That would help me a little bit if it
[19:54] looks like a road that needs paved or something, but it's ready. It's quite
[20:00] freaking back there. Look back. >> Yeah.
[20:08] Yeah, I can.
[20:18] I mean, we've got I've got a bunch of roads and then that road between us down
[20:22] there. >> Oh, about to be done. When is 980 road
[20:26] going to be? >> So, I need to
[20:29] walk the project. We're going to um paint the areas that need to be cut
[20:36] out. We're going to have a surveyor called that will follow us that that
[20:40] they're going to survey again those old pastations that need to be done. I was
[20:47] we got the notice to proceed from ODOT back I believe July. Uh I have some
[20:53] since we're blocking the entire project to to market ourselves just wanted to
[20:58] get where it's a little bit cooler. Um, so I was hopeful that maybe this month
[21:03] I'd be able to get out there once we do because I've already got the details
[21:07] done uh for the paving. Um, so I just need the patching quantities. So once we
[21:13] get that survey in, it's quantified, then that's going to be us.
[21:19] Now remember that right now it's programmed. It would have to be advanced
[21:23] content to end next year because that's not it's
[21:28] set for um 20 federal year 28 money. Uh so it'll be nice fiscal year. So we
[21:36] can we can move that forward in one year time. Uh that's where it's flushed in
[21:42] current plan. So that's where we're at right now.
[21:50] That one's almost done. We got that one figured out. Like I said, be patched and
[21:58] and all my asphalt will be sh.
[22:03] » Yeah. I just can't I mean my brought in millions of dollars and all that. This
[22:07] is all that I walk away with.
[22:14] I can't
[22:24] You can put it back on the agenda, too. See if Will can help you, but we'll
[22:29] we'll put it back on next agenda.
[22:33] So, we're in We need to continue with it. Yeah.
[22:41] Stop.
[22:45] » All right. Yeah, we definitely need to keep it going till we get some real
[22:50] measurable rain. >> Yeah. Is this another two week?
[22:53] » Another 14 days. Yeah. So,
[23:00] » yeah. I make a motion to extend the burn ban for the next 14 days. I'll second
[23:06] that. All in favor say I.
[23:18] Dorian Danker's appointment to them. >> Yes.
[23:21] » Here's a just a still has a word of appointment.
[23:27] There's nothing to sign or anything. It was just
[23:29] » just showing. >> Yes. Because oath is there as well.
[23:33] » We need to make a motion on that though to accept it.
[23:38] » I believe so. Yeah, I'll make a motion to accept Wayne
[23:42] Dwayne Danker on the county board of health.
[23:46] » Second paper favor say
[23:50] » okay credit card agreement. >> Um we are going to bring that back to
[23:54] the next meeting. There's a few things that Stacy would like to change on that.
[24:03] » So declaration of surplus I don't think I can vote.
[24:07] » Okay. So, we'll have to bring that up, too.
[24:11] But are you um disposing of the same equipment that
[24:15] your shirt wasn't? >> Believe so.
[24:21] » I mean, I can't remember. >> The items for the commissioner's office
[24:24] aren't really items that were ever on inventory. Is the air conditioning unit
[24:27] that came off the roof and um some storage lockers that weren't ever even
[24:34] value to put on inventory, but we did it as a precaution.
[24:38] We can't we can't vote to >> the same surplus. Yeah.
[24:44] » Yeah. We're not getting rid of anything important for sure. So it'll get
[24:47] annoying. >> Yeah.
[24:54] » I think this is just to let you guys know there's nothing to sign. It's for
[24:58] the the bearboard the the roof. >> I go claim claim insurance.
[25:14] just information. >> Yes.
[25:22] » What's the reversement about? Uh the auditor says the county owned
[25:28] building
[25:31] can be put on form 33 funds. >> This is the next item, but it does kind
[25:38] of go with it. Um so we're doing relief as well.
[25:42] » Yes. >> 10% for the deduct
[25:45] » I believe. So yes. >> Okay. the deduct
[25:49] » and then this is how we had to do the other money up here on the very top
[25:52] » for the health department or says >> oh wait is it the fair board
[26:03] » we know the next page sorry >> there's any claim on
[26:09] » the roof yeah should be the health department I'm sorry
[26:17] » [clears throat]
[26:21] » So that's just information >> and then we have an estimated needs.
[26:28] » Yes. >> For that account.
[26:29] » Yes. We had to do it a little different. >> So I'll make a motion to approve that.
[26:35] Second. All in favor say I.
[26:50] We have another clinician. >> Yes.
[26:54] » This is a individual was in is in the was in the nursing home in Maker. No
[26:59] family, no income. >> Did you make a motion on 15 and 16?
[27:03] Well, >> 15 was just information. So,
[27:06] » okay. >> Just reviewed it.
[27:12] the um medical examiner's office reached out to the nursing home and had him
[27:20] transported to Brown's funeral home and they're charging us the 350. His name is
[27:24] Lane waving the state fee.
[27:33] » Sir, it's C A R L E S. Sir.
[27:38] » Yeah. >> William,
[27:44] how much was it this time? >> 250. And the last two that were
[27:49] approved, pending family claim, both were claimed by family. So, we haven't
[27:53] paid the last couple. >> Okay. Make a motion to approve it.
[28:00] » I'll second that. Paper sh. >> All right.
[28:10] Emergency management is busy emergency. So we're going to skip over that.
[28:16] You have any minutes you want to talk about?
[28:20] » I don't card form.
[28:24] » Nope. >> No.
[28:27] » The report? >> Yes.
[28:31] Oops.
[28:37] 132. I'll second it.
[29:13] Just take slow.
[29:44] Yes, there was a couple of those there.
[30:27] Make a motion to pre-rans that there.
[31:45] this transfer from the sheriff. Is that It says it was
[31:51] made for the sheriff's account. The temporary transfer will be returned to
[31:56] the general fund. Yeah, type our transfers and recovered something before
[32:03] the money was where I was supposed to make 12 months
[32:08] after it up to the end of the physical year.
[32:22] I was the motion on those.
[32:26] » I'll make a motion on the blankets. >> Second all favor.
[32:38] » She's right there. [laughter]
[32:55] Huh? >> I still want them digitalized
[32:58] » there. No reason not to.
[33:02] » Yeah. >> Or just have them all listed out and
[33:04] some >> Yeah.
[33:11] » I don't mind giving us chat when we're done because I need to get them allized.
[34:53] Yeah.
[36:31] Sorry.
[36:49] Do they have any questions? >> Yes, we have them. Um, it's for district
[36:54] one though.
[36:59] » Check whether we knew about this or not.
[37:05] » Um, his foreman approved it, given verbal approval. They were wanting to
[37:10] get that project started. And then I've already sent it to I sent it to
[37:13] Charlotte last week as well and she was supposed to stop by and sign it, but she
[37:18] left. >> Yes.
[37:19] business. Okay. She can say anything.
[37:24] » It is a temporary um poly pipe to a drilling operation that wasn't going to
[37:30] last very long. >> If
[37:34] that's where that >> they're going down to Arlington
[37:40] there's anything going on.
[37:53] They're going through coverts and stuff. >> Yeah, they if
[38:00] it'll
[38:03] sign it for Tony Sandler and the same bunch that we
[38:08] deal with up here. >> What company that lead?
[38:14] I think it's somebody with one oak maybe
[38:31] just public services.
[38:35] So it doesn't say who they're doing.
[38:40] I like motion approve second.
[38:45] All right.
[39:02] Thank you.
[39:36] This is the class.
[39:45] The pages want to start together. It's in the middle.
[40:03] What?
[40:06] last year 2025. God.
[41:02] I believe so.
[41:06] I haven't heard anything different.
[41:21] Yeah, looks like transcription.
[45:17] Please not let me change this.
[45:25] Beautiful.
[46:05] You want to talk to us on any business? >> Yeah, absolutely.
[46:08] » Fantastic.
[46:17] » Can I motion claims please? Hold on.
[46:45] » He
[50:12] 3450 going to your district down there.
[50:17] » 3450.
[50:21] » Did you do an unpaid rope deal on it? >> Yeah.
[50:24] » Okay.
[50:29] Had to remember where I was, man. Yeah. In my room. Just three miles.
[50:39] You never remember after it crosses. >> That's
[50:43] 3460 on the south of Highway 62.
[54:10] Zoom today. >> Four. Five.
[54:14] » Five people. >> I think there was one. There was one
[54:18] more. They're not there. Now
[54:30] we get quite a few uh views on our YouTube channel. Every I mean every
[54:36] meeting that I upload by the time I uploaded the next one it's 30 or 40
[54:40] views. So makes me happy that people are watching them.
[54:43] » Yeah, absolutely. >> I know the newspaper is appreciative of
[54:47] it. They use the transcription to instead of having to deal with recording
[54:53] it. >> We transcription pretty good.
[54:58] » We're on your business. >> All right. So, I'm up.
[55:02] » You're up. >> Okay. So, just some updates. Uh going
[55:06] back to that road project we're talking about. So, the thing to what I didn't
[55:11] mention is that there is an environmentalist. It's not a full-blown
[55:16] it's not fairly fun and product. So there's not a significant
[55:20] amount of environmental studies as far as the typical length is but that is
[55:25] running concurrently too. So both both are designed and there still has to be a
[55:30] simplified environmental study done to get this to the planning stage for park
[55:35] transportation. um WA Creek in district 3 um contractor have been in contact
[55:43] with their office uh they have not given a specified start date yet. They've not
[55:47] requested a rework meeting at this point. Uh but they have been sending
[55:53] over uh some of the initial paperwork that's that's required of them. the
[55:58] contract time there will go off whether they're out there or not by November
[56:04] 2nd. From our estimation though and what
[56:09] we're starting to receive uh for them to prepare to get going, I'd imagine that
[56:15] they will be requested that probably this month uh sometime later to have
[56:20] that pre-work conference and once that pre-work conference they'll probably
[56:24] localize in the next to after that. So that's where we're at on that bridge
[56:29] project. Um, as far as we have bridge up in Kendrick and district two, we've been
[56:37] talking to Commissioner B. We pass some delays in the kickoff for the
[56:41] environmental studies uh for footprint. We've had a 30% planning meeting. Uh we
[56:48] have the EPA the environmental consultant has been selected and they're
[56:53] just waiting for the notice to proceed. Um, we have an historic bridge there and
[56:58] the questions become what's going to happen with the historic bridge? What
[57:01] what are some options? Um, so there's some when a commission body gets back uh
[57:07] to town, I need to kind of run uh multiple options. See what
[57:15] right now it's where we've got an alignment and a footprint established.
[57:20] Um, but if we did that way with the federal funding and all the that comes
[57:26] with the reporting with the different agencies, we're probably looking at a
[57:31] two-year duration of of our studies. Um, there are some other options that could
[57:37] expedite it, but it also we would have to take off the federal funding part and
[57:42] there would be no federal funding match and it have full certain. So these are
[57:46] some of the issues that we will discuss what he feels like most
[57:50] » is the historical society willing to document it let us take it down or
[57:55] » that's what will be part of the process of the what are the terms what what of
[58:03] removal what what has been attempted to do uh we we have already attempted uh it
[58:11] was reached out commissioner bond reached out to the town of Kendrick uh
[58:15] to see if that would might be a possible donation to get transported over and set
[58:21] it into a park there, but there wasn't any interest. Uh he did get approached
[58:26] later after that meeting uh with the town uh with the private owner said,
[58:31] "Yeah, that might be something I be up for is to actually take and I have the
[58:37] ability uh to reoquate and relocate it onto my private property, which would
[58:43] have simplified it. Uh since then, um I I received information that I don't
[58:50] think that that's going to uh he's no longer interested in that. So, we're
[58:56] kind of back a square. >> Does it have to stay in the area?
[59:00] » It doesn't have to. We just have to have something donated.
[59:03] » How long that's 60 foot? >> Guy looking for a bridge.
[59:08] » Well, you want to speak with them. Uh yeah,
[59:13] » but we can donate the bridge. He just pays for the hallway, right?
[59:17] » Um that could be worked out the details as far as I the
[59:24] wouldn't have to do pay for that initial like the hall off like how to
[59:29] disassemble. Uh but this this other property owner, he was willing to do it.
[59:34] He's like, "Hey, if you I can actually cover the hauling, but you know, if you
[59:40] donate me the bridge, I'll take take it off and all over to my property." Um, so
[59:46] that could be worked out either way. >> Okay. Um, okay. So, I'm just here in the
[59:51] room or do you want to talk? If you can send
[59:56] me the direct contact, we'll start making contact and see kind of put the
[1:00:00] fillers out and have that established uh as as Will comes back down and obviously
[1:00:06] say hey there is this other opportunity the subway
[1:00:11] if we can go that way then we'll have a standard 12 month process that's no
[1:00:16] longer what's called you know for I cannot give you much detail as far as
[1:00:22] the environment >> I do I'm just know that if we go through
[1:00:26] this historic bridge, there will be multiple uh new steps uh with agencies
[1:00:32] looking at what all can and can't be done this historic bridge and that will
[1:00:38] probably be I'm told 24 months that process.
[1:00:44] So that's where we're at on that one. Um, so that realistic letting date that
[1:00:49] we currently have for that would probably need to be adjusted back here
[1:00:54] on that project. Um, and the other project that we have on the ser plan is
[1:01:00] the west road. There's not been any new developments on there. There's been no
[1:01:05] 30% submission from WSB on that project. Uh so they're still at the same status
[1:01:12] point from >> are they behind or
[1:01:15] » it is behind test.
[1:01:20] » Okay.
[1:01:23] [clears throat]
[1:01:27] What's is this timeline still start construction 27?
[1:01:35] » No, not at all. for east west 840.
[1:01:40] » Yeah. >> Yeah. Now, uh I think it's currently
[1:01:43] budgeted into the the SER plan as a 2031 project, but as far as when it started
[1:01:51] the engineering to where we're at now, uh for the original time frame, they are
[1:01:56] behind schedule off that contract time.
[1:02:07] How come 980 has to have a environmental study done? We're not
[1:02:11] we're just overlaying asphalt, aren't we?
[1:02:13] » It's it's it's still just a an environmental checklist. Like, hey,
[1:02:19] that's why it's not um
[1:02:23] » I want like a review where you can just do it in the day, but it's not like the
[1:02:28] 12 month like everything uh >> time time, right, is
[1:02:34] » for the end of the year. uh but that is a requirement that the department has to
[1:02:39] have some type of fire documentation. So it becomes what's called an accounting
[1:02:43] general. So instead of the full uh federal study uh that they do um on a
[1:02:52] federally funded project, it's a simplified document that has I think 12
[1:03:00] different boxes that you have to check off.
[1:03:06] It's just because they're not let the project.
[1:03:09] » Yeah, >> I have the original plans for
[1:03:14] 980. >> Wow.
[1:03:18] » That actually if I can get a PDF copy that might be helpful for
[1:03:24] » Yeah. >> When we say plans, are they like
[1:03:27] blueprints? Well, they're the the county plan for or
[1:03:32] submit it when we're doing a project. >> Not Don Russell didn't do it, but Broly
[1:03:38] of Engineering did it >> and so it's whatever they divided
[1:03:41] county. It's only 8 by 11, so you have to blow it up [clears throat] in the
[1:03:44] computer. >> Well, everything,
[1:03:48] » you know, if they could just be scanned in uh and really I don't need all the
[1:03:53] all I would really need is that typical section. How did the how what is the
[1:03:58] depth and everything that could be helpful that may uh that would at least
[1:04:02] be helpful to put more information to the contractor
[1:04:05] » right >> in the detailing
[1:04:06] » the survey may be helping >> well whether the survey is there or not
[1:04:10] the survey is pretty simple I'm taking an aerial image
[1:04:15] » we are going to walk >> uh and take orange paint and these are
[1:04:22] cut out sections that we will have to have soft cut dug out and put a new
[1:04:28] bedding material down in there and they'll come back cap it with like a an
[1:04:33] asphalt surface and then they'll do a finishing service on top of that.
[1:04:36] » So when you cut it out, you're going to cut the whole width of the road out,
[1:04:39] right? >> The full at least minimum one lane.
[1:04:43] » So if like a lot of damage is >> third of it and the other lane is good,
[1:04:50] we're just going to take that section out. uh we'll probably do it to where if
[1:04:56] they're showing pavement distresses um probably 10 foot beyond uh wherever
[1:05:02] those distresses are. So that's what we but we'll take one little lane and have
[1:05:07] that cut out. We'll have a base that'll be taken all the way daylighted out to
[1:05:13] the shoulder so that if there's any water penetration that
[1:05:19] water has a way to get off and out off the base back into the arches. That's
[1:05:25] how I have it perfectly detailed out
[1:05:31] and there will be a lot of patch suction from there. You know, I could go with a
[1:05:34] generic 20%. But this is just a better way to have it.
[1:05:38] » Sure. right? >> You know, specific numbers because when
[1:05:42] we let it like that and it's called out for 20%.
[1:05:46] What ends up happen the contractor uh there's a lot of labor in the passion
[1:05:51] and so they rather not do it. So if it's not called out specifically and if it's
[1:05:56] one of those questionable spots, >> they're going to overlay without
[1:05:59] treating anything, >> right?
[1:06:01] » If they can because it'll be faster than money in the asphalt just want to put
[1:06:05] down the asphalt. >> Sure. So we could do it either way and
[1:06:09] that would expedite. But I just figured this is how I generally have done it is
[1:06:14] detail out specific locations where the passion needs to happen.
[1:06:22] » Sounds good.
[1:06:26] » Like I said it it's a plan for 20 uh 28. So that would be July 127 when that
[1:06:33] funding rolls over into the the SER plan.
[1:06:42] » Okay. Thank you. >> Okay.
[1:06:45] » Any any other questions that you have with the CD or what we got going on?
[1:06:50] Bridge inspection and the signs. >> It's been pretty straightforward for me.
[1:06:58] » Good deal. Can you give me a price on mile per hour signs? I
[1:07:03] » sure can. >> We discussed doing the use tax at all
[1:07:07] the entrances.
[1:07:10] » What >> price for the smile per hour signs at
[1:07:13] all the entrances to the county? >> We had talked we had said we were going
[1:07:18] to buy them. I just have another
[1:07:22] » It's the one that goes on the highway that says all roads are 35 mph and less
[1:07:28] in Lincoln County. >> Um can you email me that because that's
[1:07:34] more specialized. Uh we'd have to kind of take a look at
[1:07:37] how to set that up into the program because that would be something that's
[1:07:41] unique that it's not just a 35 miles. >> Yeah.
[1:07:45] » And then we'll get you a quote. >> Okay. They know how many
[1:07:49] » I'll add them up for you in the and I'll list it in the email.
[1:07:52] » Okay.
[1:07:56] » Um, what kind of size are you guys thinking about?
[1:08:00] » Oh, that was a specific size and I don't remember what it was. I looked it up a
[1:08:04] while back and I can't remember. >> Yeah,
[1:08:07] » I mean I would think 24 by 24 >> something like that.
[1:08:11] » Yeah. >> Something that's that's easily readable.
[1:08:14] » Yeah. And it goes on the welcome to Lincoln County, you know, Lincoln
[1:08:19] County. >> Those also be needed to be paid or
[1:08:22] » No, those are already provides those. >> All right.
[1:08:31] Well,
[1:08:35] anything else? My last argument, in case you want to
[1:08:39] change your mind, is the pickroughs have donated quite a bit of material for the
[1:08:42] base.
[1:08:47] All counties
[1:08:57] got to do some looking, I guess. >> Totally different road right now, but it
[1:09:03] was all blow sand. >> Yeah,
[1:09:04] » just a just a two-lane run. Not even a two-lane, one lane run, two track.
[1:09:11] » [snorts] >> Okay, I make a motion to adjourn.
[1:09:14] » Second it. All in favor say I. >> I.
[1:09:21] » All right.
[1:09:25] » Yeah, we're good.
[1:09:31] David's ablation.
