[5:24] found out during this mutification exercise we've been doing for the city

[5:29] that there was money [snorts] in budget for that and the

[5:33] taxes city collect. So what we've done is we've donated plants, soil, mulch and

[5:39] water to plants and kept them going this this year uh on our own and with

[5:44] building bridges they help water as well. So that's what we're doing. What

[5:49] we came up with is a phase thing to beautify the city. One of them is uh new

[5:55] pots. We've got 17 current we take care of and we would purchase 13 more for

[6:02] additional streets street streetscaping the fertilizer all those different

[6:06] things. It's basically around the library east and west of center street

[6:11] from the bank north to the courthouse and [clears throat] the old front north

[6:16] side of front street there. Uh we purchased some flags and did put them in

[6:21] the pots this year. So uh we purchased some more flags for the pots and uh

[6:27] power poles if energy approves it and I'll get into that in a minute. Uh

[6:32] repair the depot pole lights at the oak depot along the multi-purpose trail. I

[6:37] went over and looked at the benches at the depot the other day and I think that

[6:41] I can fix those. So I'll volunteer to do that. One of them is a little unsafe

[6:47] right now. I think somebody took a nut off of it and so [snorts] it's a little

[6:50] wobbly, but it just needs to be sanded down and and repainted and I've replaced

[6:56] the boards with >> boards need to be replaced.

[6:59] » That's where I was getting swe um so I've got Cyprus that I'll replace

[7:06] the boards with 1x sixes and and that's what what's there now. Uh the other

[7:11] thing was [snorts] that you know the we want to do a city cleanup all the litter

[7:17] in the city u in concert with the city's annual cleanup and so I will organize

[7:23] that with Chris Flores and others to do that. Uh, one of the things I did in my

[7:30] past that uh, with the forest service that I did a 58 dumps on the national

[7:37] forest with core of engineers and Missouri Department of Conservation. So,

[7:41] we brought in the equipment to do that. That was a little bit interesting. So,

[7:45] u, but, uh, we're doing that city cleanup. Then one of the things is

[7:50] eventually landscape around the signs at city park, Wagner Park, and the depot.

[7:55] And that would be lowmaintenance landscaping material, you know, more the

[7:58] area type vegetation. Uh I noticed too over at Wagner Park uh that the sign is

[8:08] need has seen better days and so it might need to be repainted and I think

[8:12] that's something that could be done. Uh >> missing several letters.

[8:23] temporary power pole at the depot with a safe permanent power box setup. You

[8:27] know, it's needs to be looked at a little bit. Uh phase two was pursue

[8:33] energy approval for banners for Christmas fall decorations from the

[8:36] polls. And there is a process for doing that. Now, I know several years ago the

[8:40] city was turned down for it and there were banners that were purchased the

[8:45] chamber head, I think, but it because they use bucket trucks. Now there is a

[8:51] process. You submit the application. I don't see a lot of problem but I have

[8:55] not started the dialogue yet with energy and and I was told that I could do that.

[9:06] a problem. >> Usually I talked to them. They but yeah

[9:10] we tried to get it oh that's been what seven years ago.

[10:01] provided the funding for that trail. He's retired now and he does duck hunt

[10:05] on our place and he called me today. So anyway, I'm going to put squeeze on him

[10:10] a little bit for that. And so that'll be volunte donation. Uh blue star memorial.

[10:16] Uh blue star memorials are were started after World War II to recognize veterans

[10:23] and so forth. And so it's a blue star memorial. Uh we did a couple of those up

[10:28] in Popper Bluff when we lived there. Uh it's something just to recognize

[10:33] veterans. It can be a sign, it could be a highway, whatever. But that something

[10:37] we pursue. Uh that would be on the depot grounds. Uh let's see. It was done by

[10:42] the Garden Clubs of America. Federated Garden Clubs of America. Uh landscape

[10:47] around the fish structure across from the police station. Uh needs a little

[10:51] help there. Uh let's see. And the beautifification city's there to help

[10:56] out. Uh the thing here is you got a handdrawn map. like that's just where

[11:01] they were going to go where they're existing and want to go.

[11:05] And so we've submitted a budget here for this year to get some before the end

[11:12] of the year and get the other concrete pots. Uh and

[11:17] if that's okay, would we just go ahead and purchase them

[11:22] and submit the the receipt to the city and get reimbured or city do a purchase

[11:27] order? How would that work? We've got accounts at

[14:30] for watering. So we got that the donations there. That's what's been

[14:34] thrown in already, you know, going to be in. We're going to donate. We're going

[14:39] to uh give some $20 gift cards to Building Bridges because they've watered

[14:44] when we have it. So, it's looked pretty good actually this year. We got real

[14:48] well taken care of. So, anyway, >> we were real lucky. Uh the building

[14:53] bridges folks would do it twice a week. They would water and Bill and I would

[14:59] come in, especially those weeks that it was a 100 degrees and more. We would

[15:04] come in and water at least a couple of times extra a week.

[15:14] But we got it done. Um, as you probably know, one of my big

[15:20] things is that I'm really excited about doing stuff around the depot. The Blue

[15:27] Star Memorial I've been involved with uh for two very very large projects and uh

[15:34] this would be a perfect place for um my grandfather to once more be recognized.

[15:42] Um, but I also want to get rid of that that temporary power pole.

[15:52] up some of the You remember a couple of weeks ago we

[15:56] had that young man decide to go driving down the sidewalk and then kind of zoom

[16:02] off across to the depot area. Well, his stuff is still laying there and we it

[16:10] was all there when when we had the merry banks and so there were little kids and

[16:16] stuff around all the [clears throat] the the

[16:20] debris from that alley. So, we just kind of wanted that.

[16:26] But anyway, that's my depot is is my favorite.

[17:09] messages and he would get dressed and go back down to the depot

[17:15] » and grab and grab a preacher did not know that.

[17:19] » But that's so this is one of those things that real that's why the blue

[22:02] find the people and we know that there's a great need of seniors 60 and above

[22:07] that are either isolated and we just need to find where they're at for either

[22:13] meals on wheels or to get them to come to our center. Um, you know, we're right

[22:18] here behind Newbury Court, so we offer transportation, we have classes, we

[22:23] offer a hot meal, and it's free for anybody 60 and above. I think um it's

[22:28] just more public awareness that I wanted to come and ask if you know anybody that

[22:34] is in need or that you feel like we could reach out to. I mean, that's what

[22:38] we're here for. Even during the week, we take them to Walmart, we go to the gym.

[22:43] Um, just for that social, you know, network. Um and again it's free. So um

[22:49] our biggest issue is we don't want the people to feel you know forgotten.

[22:56] Depression is very heavy in the holiday months. And so if we can get a hold of

[23:00] them and kind of make that connection and not just feed their bellies but you

[23:04] know their heart >> and have that socialization so they feel

[23:08] valued and you know there's still a lot in them. Um that that's really our our

[23:14] goal. That's why we're here. Um, I only made 10 packets, but it has our just

[23:20] like our menu, our calendar, and even um, you know, our information. We

[23:24] service all of Lo and Prairie County. So, we go all the way out to England,

[23:30] the desert, anywhere in Lone Oak. Um, you know, we service, we don't have a

[23:34] waiting list, so there's there's no reason for us to not serve them if we

[23:39] can make contact. So, that was really all I just wanted to introduce myself

[23:43] and just make you guys aware we're right up the road and that's what we're here

[29:44] emergency exists and that placing the matter for bid if necessary would unduly

[29:47] delay the ability to obtain the needy chemicals and would result in an

[29:51] increased price. And whereas there it has therefore been determined by the

[29:55] city council or the city that competitive bidding if necessary is not

[29:58] presently feasible or practical and could unnecessarily harm the city's

[30:01] functional capability to perform its stated goal of providing the best

[30:05] citizen services to its citizens as possible. Now therefore being ordained

[30:09] by the city council of the city of Lok Arkansas one that is was not feasible or

[30:13] practical to require competitive bidding by the city of Lok Arkansas as required

[30:16] by law for this limited [snorts] purpose. Two, that therefore the

[30:19] requirement of competitive bidding for the purchase of these chemicals is

[30:22] hereby waved. Create that the city is hereby authorized to purchase mosquito

[30:26] chemicals from Clark Mosquito Products for the sum of 119,997

[44:28] it's a little lower than it was last month, but we had problems the previous

[44:32] month. Uh, we only had one main line repair on

[44:36] our wastewater, but I did have that one station repair where both pumps got

[44:41] fried because the electrical box, I don't know if it was uh lightning or

[44:46] what fried the electrical box on the pole which burnt both meters up or both

[44:53] pumps up. So, I had to replace both of them at one of the lift stations. That

[44:57] was one out there by Walmart. >> They come back adjust that. Yeah, that

[45:02] that one's all squared away. I'm still trying to get the book for the uh Bolero

[45:07] lift station that has the wiring diagrams in it because our electrician

[45:12] can't get it fixed correctly until

[45:18] cuz I'm only running one pump out there right now, but I've been fighting with

[45:22] those people for two months and I can't seem to get them to just

[45:28] send me the book.

[45:32] But on our wastewater, we did uh pump entry 217.39

[45:37] million gallons with average of 7.25 million uh pumped on a daily basis. So

[46:49] I let them know that they may need to call a plumber because it's 10 ft away

[46:54] from the house at number eight. And I'm not sure where the uh sewer line for

[55:59] Axon Enterprises Inc. will have a useful life of more than one year and that the

[56:02] principal amount to be financed does not exceed 5% of the assessed value of

[56:06] taxable property located within the city as determined in the last tax assessment

[56:11] as required by Arkansas code annotated 14-78-103A6.

[56:16] Number two, the Axon Taser 10 bundle and VR upgrade shall be purchased for the

[56:19] principal amount of $98,16164.

[56:24] The total purchase price of $98,161.64 shall be financed directly through Axon

[56:30] Enterprises, Inc. Number three, the city is authorized to enter into a short-term

[56:34] financing agreement with Axon Enterprises, Inc. pursuant to amendment

[56:37] 78 in the act for the purpose of purchasing the Axon Taser 10 bundle and

[56:41] VR upgrade package in the amount of $98,16164

[56:45] with an interest rate of 0.00% peranom. The total purchase price shall be repaid

[1:02:07] requires all public entities including municipalities to adopt a policy

[1:02:10] concerning the authorized use of other artificial intelligence and automated

[1:02:14] decision tools. And whereas the act defines AI as a machine based system

[1:02:18] that can based on a given set of human defined objectives make predictions,

[1:02:21] recommendations or decisions including real or virtual environments. And it

[1:02:25] defines automated decision tool as a system or service that uses AI and has

[1:02:29] been specifically developed and marketed or specifically modified to make or to

[1:02:33] be a controlling factor in making consequential decisions. And whereas the

[1:02:36] act mandates that final decisions involving AI must be made by a human

[1:02:40] employee. And whereas section D of act 848 specifically prohibits the use of AI

[1:02:44] and automated decision tools by public employees. And whereas the act further

[1:02:48] requires municipalities to provide employee training on AI policy and

[1:02:52] establish discretionary procedures [snorts] for violation of this policy.

[1:02:56] And whereas the Arkansas Municipal League has made training resources

[1:02:59] available to assist municipalities in complying with act 848. Now therefore be

[1:03:03] it resolved by the city council of the city of Lok Arkansas section one. The

[1:03:06] city hereby adopts the attached artificial intelligence policy which

[1:03:09] defines the authorized use of AI and automated decision tools by city

[1:03:13] employees. Section two, the policy requires that all consequential

[1:03:16] decisions involving AI tools must be reviewed and finalized by a human

[1:03:20] employee or authorized design. Section three, the policy includes a prohibition

[1:03:24] on the use of AI and automated decision tools for the following purposes as

[1:03:27] required by section D of act 848 of 2025. Expressing a personal polit

[1:03:33] political opinion to an elected official unless the opinion is within the scope

[1:03:36] of the employees regular job duties or requested by an elected official or

[1:03:40] public entity or engaging in lobbying in an elected official on a personal

[1:03:46] opinion if the employee is not a registered lobbyist for the city.

[1:03:50] engaging in illegal activities or activities otherwise prohibited by

[1:03:53] federal law or state law intentionally overriding or add avoiding the cyber

[1:03:57] security or system integrity procedures of the city. Section four,

[1:04:01] all city employees shall complete a training on the AI policy as provided by

[1:04:04] the Arkansas Municipal League or other approved sources prior to using AI and

[1:04:08] city business or city equipment. Section five, the city hereby adopts a

[1:04:12] disciplinary procedure for violations of AI policy which shall be incorporated

[1:06:07] a resolution in support of reviving the [cough] stateun federal surplus property

[1:06:11] program administered by the state of Arkansas. Whereas the Arkansas federal

[1:06:14] surplus property program has historically provided cities, towns,

[1:06:17] counties, state agencies, fire departments, and nonprofits across the

[1:06:20] state with access to high-quality government grade equipment and supplies

[1:06:23] at a fraction of retail cost. And whereas the program enabled local

[1:06:27] governments to acquire essential items such as vehicles, tools, office

[1:06:30] furniture, emergency response gear, and generators at discounts of up to 90%,

[1:06:34] often paying only 5 to 10% of the original value. And whereas the program

[1:06:38] was recently shut down due to a reported $300,000 operating deficit, largely

[1:06:42] caused by changes in federal policy that shifted surplus property sales and to

[1:06:47] online platforms, reducing the volume of highv value items available to the

[1:06:50] state. And whereas despite this short shortfall, [clears throat] local

[1:06:54] governments collectively paid approximately $900,000 for surplus items

[1:06:57] through the program, receiving goods worth many times that amount,

[1:07:01] demonstrating the program's high return investment and value to Arkansas

[1:07:04] communities. Whereas the sorry, whereas the closure of the program

[1:07:09] disproportionately affects small and rural municipalities that rely on

[1:07:12] affordable access to durable equipment to maintain public safety,

[1:07:15] infrastructure, and essential services. And whereas the Arkansas Legislative

[1:07:19] Council's Joint Performance Review Committee has heard testimony from local

[1:07:22] officials and emergency responders urging the a fiscal impact study and

[1:07:26] reconsideration of the program's closure. And whereas the city of Lonok

[1:07:29] has directly benefited from this program in the past and recognized its critical

[1:07:32] role in supporting local governmental operations. Now therefore, be it

[1:07:36] resolved by the city council of the city of Lonok, Arkansas, one that we strongly

[1:07:39] support the revival or replacement of the Arkansas Federal Surplus Property

[1:07:43] Program. Uh, two that we urge the governor, Arkansas general assembly and

[1:07:48] relevant state agencies to explore sustainable funding models or

[1:07:51] partnerships to restore this vital service. And three, that a copy of this

[1:07:55] resolution be forwarded to the Arkansas Department of Public Safety, the

[1:07:58] Arkansas Legislative Council, and our local legislative delegation.
