[1:41]
We've got Pastor Steve Murphy from the
Smearina Full Gospel Church.
[1:47]
» Hello.
>> Oh, he didn't. I am.
[1:52]
I'm Jason Dorsy, Oak Assembly of God,
but I'm filling in for Pastor Steve
[1:57]
because of the tragic loss of his
granddaughter this week.
[2:00]
» Thank you, sir.
>> So, if it's okay, I want to pray over
[2:02]
this meeting and just pray over his
family and all of our students and
[2:06]
friends and family.
>> Let's pray. Father, we thank you for
[2:10]
your goodness, your grace, your mercy.
Thank you, Lord, for these leaders,
[2:15]
servants of our community. God, we pray
that you would bless this time and lead
[2:20]
us, Lord, and give us wisdom and
direction. Let us glorify you in
[2:24]
everything we do. Bless this city and
all the the people, all the families
[2:29]
that are represented in this room. Lord,
we pray over Pastor Steve and Laura and
[2:34]
their family, tragic loss of their
granddaughter. Lord, we pray that you
[2:38]
would give them comfort, strength,
peace, help. Lord, for all of these
[2:44]
students and friends and family members
that are grieving this tragic loss.
[2:49]
Lord, we pray that you would just
surround them and help us all, Lord,
[2:53]
moments like this to recognize that we
need each other. Lord, give us support
[2:58]
and help and wisdom and guidance. Keep
us safe and healthy and strong. Lord, we
[3:04]
give you thanks and praise in Jesus
name. Amen.
[3:07]
» Amen.
[3:12]
» To the flag of the United States of
America and to the republic for which it
[3:18]
stands. One nation under God,
indivisible, with liberty and justice
[3:23]
for all.
[3:29]
» Roll call, please.
>> Mayor,
[3:32]
» here.
Ginger Stewart here.
[3:37]
» Wendel Walker
>> here.
[3:40]
» Jane Durnney
>> here.
[3:42]
» Stan Marin
>> here.
[3:49]
» Sean Simpson
>> here.
[3:52]
» Dale Kathers
>> here.
[3:54]
» Raymond Hatton
>> here.
[3:57]
» Jim Ed Ransom
>> here.
[3:59]
» Shane Hamilton
>> here.
[4:01]
» Mayor, we have a quorum. Okay, had a
chance to review last meeting minutes.
[4:09]
» Make a motion to accept.
>> Motion to accept by Jim Ed, second by
[4:12]
Raymond. All in favor say I.
>> All opposed. Motion carried.
[4:21]
Now we have
[4:33]
Approval of the November 10th public
hearing and regular meeting minutes. I
[4:39]
didn't mention the
>> make a motion to approve.
[4:42]
» Second.
>> Motion Jim Ed to pass the uh public
[4:46]
hearing minutes. Second by Raymond. All
in favor say I.
[4:50]
» All opposed. Motion carried. [snorts]
Okay. Now we have a public comment for
[4:57]
Miss Becky and Mr. Bill Paxton.
on the beautifification committee
[5:04]
budget.
[5:08]
» Yeah, her voice is gone. So, Vice Becky.
Okay. [laughter]
[5:14]
So, what I want to go over is committee.
I think Becky submitted three sheets to
[5:18]
you already about some stuff there. But
what's been going on? We we we
[5:24]
found out during this mutification
exercise we've been doing for the city
[5:29]
that there was money [snorts] in budget
for that and the
[5:33]
taxes city collect. So what we've done
is we've donated plants, soil, mulch and
[5:39]
water to plants and kept them going this
this year uh on our own and with
[5:44]
building bridges they help water as
well. So that's what we're doing. What
[5:49]
we came up with is a phase thing to
beautify the city. One of them is uh new
[5:55]
pots. We've got 17 current we take care
of and we would purchase 13 more for
[6:02]
additional streets street streetscaping
the fertilizer all those different
[6:06]
things. It's basically around the
library east and west of center street
[6:11]
from the bank north to the courthouse
and [clears throat] the old front north
[6:16]
side of front street there. Uh we
purchased some flags and did put them in
[6:21]
the pots this year. So uh we purchased
some more flags for the pots and uh
[6:27]
power poles if energy approves it and
I'll get into that in a minute. Uh
[6:32]
repair the depot pole lights at the oak
depot along the multi-purpose trail. I
[6:37]
went over and looked at the benches at
the depot the other day and I think that
[6:41]
I can fix those. So I'll volunteer to do
that. One of them is a little unsafe
[6:47]
right now. I think somebody took a nut
off of it and so [snorts] it's a little
[6:50]
wobbly, but it just needs to be sanded
down and and repainted and I've replaced
[6:56]
the boards with
>> boards need to be replaced.
[6:59]
» That's where I was getting swe
um so I've got Cyprus that I'll replace
[7:06]
the boards with 1x sixes and and that's
what what's there now. Uh the other
[7:11]
thing was [snorts] that you know the we
want to do a city cleanup all the litter
[7:17]
in the city u in concert with the city's
annual cleanup and so I will organize
[7:23]
that with Chris Flores and others to do
that. Uh, one of the things I did in my
[7:30]
past that uh, with the forest service
that I did a 58 dumps on the national
[7:37]
forest with core of engineers and
Missouri Department of Conservation. So,
[7:41]
we brought in the equipment to do that.
That was a little bit interesting. So,
[7:45]
u, but, uh, we're doing that city
cleanup. Then one of the things is
[7:50]
eventually landscape around the signs at
city park, Wagner Park, and the depot.
[7:55]
And that would be lowmaintenance
landscaping material, you know, more the
[7:58]
area type vegetation. Uh I noticed too
over at Wagner Park uh that the sign is
[8:08]
need has seen better days and so it
might need to be repainted and I think
[8:12]
that's something that could be done. Uh
>> missing several letters.
[8:18]
» Yeah. Wagner.
>> Yeah. Yeah. So anyway, replace the
[8:23]
temporary power pole at the depot with a
safe permanent power box setup. You
[8:27]
know, it's needs to be looked at a
little bit. Uh phase two was pursue
[8:33]
energy approval for banners for
Christmas fall decorations from the
[8:36]
polls. And there is a process for doing
that. Now, I know several years ago the
[8:40]
city was turned down for it and there
were banners that were purchased the
[8:45]
chamber head, I think, but it because
they use bucket trucks. Now there is a
[8:51]
process. You submit the application. I
don't see a lot of problem but I have
[8:55]
not started the dialogue yet with energy
and and I was told that I could do that.
[9:01]
[snorts] Uh correctly.
Vonda said that you didn't think it was
[9:06]
a problem.
>> Usually I talked to them. They but yeah
[9:10]
we tried to get it
oh that's been what seven years ago.
[9:17]
» Yeah. eight seven eight [clears throat]
years ago. Yeah, we tried when I was
[9:22]
here before, we tried to do it and
they didn't. They shut [clears throat]
[9:26]
me down.
>> Well, there may be a little times
[9:29]
changed a little bit in seven years, I
hope. But if it's okay with you, I'll
[9:32]
just go ahead and and submit the
application, sit down with them, and see
[9:36]
what we can do, bring it back to you
guys, my ladies. Okay. Uh I mentioned
[9:43]
things about low maintenance landscaping
around the courthouse annex and city
[9:47]
ball fields etc. Uh improvements to the
city walking trail that may include
[9:52]
additional benches, flags for light
poles at Veterans Day, whatever. But
[9:56]
that would I've got a friend who's a
landscape architect who was the guy
[10:01]
provided the funding for that trail.
He's retired now and he does duck hunt
[10:05]
on our place and he called me today. So
anyway, I'm going to put squeeze on him
[10:10]
a little bit for that. And so that'll be
volunte donation. Uh blue star memorial.
[10:16]
Uh blue star memorials are were started
after World War II to recognize veterans
[10:23]
and so forth. And so it's a blue star
memorial. Uh we did a couple of those up
[10:28]
in Popper Bluff when we lived there. Uh
it's something just to recognize
[10:33]
veterans. It can be a sign, it could be
a highway, whatever. But that something
[10:37]
we pursue. Uh that would be on the depot
grounds. Uh let's see. It was done by
[10:42]
the Garden Clubs of America. Federated
Garden Clubs of America. Uh landscape
[10:47]
around the fish structure across from
the police station. Uh needs a little
[10:51]
help there. Uh let's see. And the
beautifification city's there to help
[10:56]
out. Uh the thing here is you got a
handdrawn map. like that's just where
[11:01]
they were going to go where they're
existing and want to go.
[11:05]
And so we've submitted a budget here
for this year to get some before the end
[11:12]
of the year and get the other concrete
pots. Uh and
[11:17]
if that's okay,
would we just go ahead and purchase them
[11:22]
and submit the the receipt to the city
and get reimbured or city do a purchase
[11:27]
order? How would that work? We've got
accounts at
[11:31]
» Lowe's.
>> I know at Lowe's and Home Depot and
[11:37]
» so we just Who would I work with to do
that?
[11:41]
» Uh
[11:44]
the office
>> um
[11:47]
probably Vonda.
>> Okay.
[11:50]
» Because I know other girls
[clears throat]
[11:53]
like that. I do know uh that that may
have changed too. Before we had to give
[11:59]
permission to put pots along the
highway, right? Because that's highway
[12:03]
right away.
>> Sidewalks are
[12:05]
» now the others it's not adjacent to the
highway. That's not a problem.
[12:09]
» Yeah, we they're all on the sidewalk
there. They're not close to the road.
[12:13]
But
>> I'm going to some of the sidewalks
[12:16]
though are still highway rightway
though. So
[12:19]
» yeah, all the way to the front door of
the building. [clears throat]
[12:21]
Yeah, that was one of the things I came
up with is making a roller base for them
[12:27]
so you can move them if you had to or
something. So, they're awful heavy. You
[12:31]
got to use a hand truck to move down.
[12:35]
» You just got to ad
[12:45]
» So, is
So, is there anything I missed, young
[12:48]
lady?
Uh the uh one of our friends um has
[12:55]
inherited the Leyon Hill House
>> and they're wanting to upgrade their
[13:00]
backyard and they're going to dig up
they want us to dig up about 20 or 30
[13:07]
boxwood boxwood shrubs and we could use
those for our landscaping around the
[13:15]
park signs and also over by the depot.
So, we're wanting to do that. Uh
[13:25]
where I'm one of the younger ones in the
group. So, and I'm
[13:30]
» 39
>> and I'm 39.
[13:33]
» And so, we would need some assistance in
digging and planting,
[13:40]
but we can we're really good at
supervising.
[13:45]
» Okay. We're very good at supervising.
>> I can testify to that.
[13:50]
» But we have so far as they can go on
private property and dig anything up.
[13:55]
» Oh, well, I was going to pull them up.
I've got an auger as well. So, if the
[14:00]
city can't do it on private property,
they're supposed to.
[14:03]
» Okay, that's got
>> even if it's donating to the city.
[14:07]
» I'm with you.
>> Okay, no problem. I'd understand.
[14:10]
» Just like they're wondering, sir, we
can't go past the meter
[14:13]
» legally. And then in the budget, we got
the budget for next year. Uh the pump
[14:18]
went out on the tank that the city had
bought several years ago. We were using
[14:23]
it this year and it it didn't last very
long. It died.
[14:26]
» It died the first time we used it.
>> Yeah. So anyway, I rigged something up
[14:30]
for watering. So we got that the
donations there. That's what's been
[14:34]
thrown in already, you know, going to be
in. We're going to donate. We're going
[14:39]
to uh give some $20 gift cards to
Building Bridges because they've watered
[14:44]
when we have it. So, it's looked pretty
good actually this year. We got real
[14:48]
well taken care of. So, anyway,
>> we were real lucky. Uh the building
[14:53]
bridges folks would do it twice a week.
They would water and Bill and I would
[14:59]
come in, especially those weeks that it
was a 100 degrees and more. We would
[15:04]
come in and water at least a couple of
times extra a week.
[15:09]
» So, we were
that was a lot of fun.
[15:14]
But we got it done. Um,
as you probably know, one of my big
[15:20]
things is that I'm really excited about
doing stuff around the depot. The Blue
[15:27]
Star Memorial I've been involved with uh
for two very very large projects and uh
[15:34]
this would be a perfect place for um my
grandfather to once more be recognized.
[15:42]
Um, but I also want to get rid of that
that temporary power pole.
[15:48]
» Yeah.
>> That's sitting there and and maybe pick
[15:52]
up some of the
You remember a couple of weeks ago we
[15:56]
had that young man decide to go driving
down the sidewalk and then kind of zoom
[16:02]
off across to the depot area. Well, his
stuff is still laying there and we it
[16:10]
was all there when when we had the merry
banks and so there were little kids and
[16:16]
stuff around all the [clears throat] the
the
[16:20]
debris from that alley. So, we just kind
of wanted that.
[16:26]
But anyway, that's my depot is is my
favorite.
[16:32]
» Worked with your mother a lot before.
Yeah, that was
[16:36]
» I have Johnny now. [laughter] I remember
Mr. Singleton.
[16:40]
» Exactly.
>> I do.
[16:42]
» I do.
>> My papa was one of those people that uh
[16:46]
during the war he was somebody that was
he would get those messages from Western
[16:52]
Union and he had make those
notifications
[16:57]
to families if they had lost somebody in
the war. And he even rigged up a a
[17:04]
communication. When he was at home in
the middle of the night, he would get
[17:09]
messages and he would get dressed and go
back down to the depot
[17:15]
» and grab and grab a preacher
did not know that.
[17:19]
» But that's so this is one of those
things that real that's why the blue
[17:23]
star memorial.
>> Yeah.
[17:26]
» So that's sort of what we had to say
tonight. So does anybody have any
[17:31]
questions for us
>> or suggestions? Yeah,
[17:37]
» I noticed y'all are doing a lot of the
donating.
[17:40]
» Well,
>> y'all need to do a fundraiser.
[17:43]
» Well, it
>> unfortunately my motto through life and
[17:47]
it may have got me in trouble once or
twice was lead follower, get out of my
[17:51]
way.
>> So, it was one of those and she she
[17:54]
talked me into it. So, she she made me
do it. That's that's it. So, but anyway,
[17:59]
we like to volunteer. We we did the same
thing when we lived in other communities
[18:04]
and uh and here in Arkansas and other
places and always given back to the
[18:09]
community. So that it's just one of
those things. It's a labor of love
[18:13]
really what it is.
>> Mayor, where exactly does their budget,
[18:16]
their money come from?
>> What's that?
[18:18]
» It's
retail.
[18:24]
» Same place you know that we dealt with
with the depot for so long. That's
[18:29]
right.
[18:32]
I make a motion that we allow them to do
the things that they're wanting to do
[18:38]
now and approve their budget for next
year.
[18:40]
» Mayor,
>> excuse me. Landscape around signs at
[18:45]
courthouse annex. We can't do that.
There's some things we kind of need to
[18:49]
go through here and we mark through.
>> Okay.
[18:54]
» It has to be our
>> city property and this and that. I mean,
[18:58]
there's sitting on the street around it.
>> No. Okay.
[19:03]
» Anything.
>> And the library is not
[19:05]
» state highway. Yeah. The library, the
courthouse, the annex, that's all county
[19:10]
and the health department.
>> So, we can talk to them,
[19:13]
» right?
[19:17]
» Right. But, but just if the city gives
funds for that, the city's funds can't
[19:20]
be used for the courthouse stuff. I
think the courthouse does have a pretty
[19:23]
active master gardener program that
helps benefit them quite a bit. So that
[19:27]
may be who you would coordinate with for
things like that. One of the girls that
[19:30]
at least the city's funds and things
that were purchased with city's money
[19:33]
can't be used for anything that's not
city.
[19:36]
» One of the girls on our beautifification
recreation committee is also on the
[19:40]
master gardener. So yeah, we we just uh
we're just kind of embarrassed by the
[19:47]
way it looks.
>> Right. So I make a motion to allow them
[19:51]
to do the things they want to do with
the guidance of yourself and the county.
[19:56]
Okay.
>> on what their boundaries are and approve
[19:59]
their budget for next year.
>> A second.
[20:01]
» Second by Janie. All in favor say I.
>> All opposed.
[20:05]
» You're fixed up.
>> I'll get to you later. Wayne.
[20:10]
» Sounds good. Thank y'all very much.
Thank you.
[20:13]
» Pick up my thoughts. [laughter]
>> That's the
[20:19]
We appreciate y'all.
>> Thank you.
[20:23]
» [cough]
>> This is not in y'all's packet, but I got
[20:27]
this email from Baby Joe, I don't know,
this morning, maybe that had the final.
[20:32]
This is what they've decided to do on
the crosswalks.
[20:37]
» Put little rabbit feet.
>> I like that.
[20:39]
» On there over by the primary school.
[20:46]
» They're purple now.
>> He'll be more purple than that.
[20:49]
» Yeah, you'll see the purple when they
are purple. It will be okay.
[20:52]
» They were pink at first, but she changed
them to purple. They're just not
[20:55]
probably as dark on here as
>> lavender.
[21:00]
[laughter]
>> They're little rabbit.
[21:02]
» But it'll be purple.
>> Little rabbit. [cough]
[21:06]
» That's
>> Is that okay with everybody?
[21:10]
» I want you to accept them the way that
they're drawn.
[21:13]
» They said they won't start till it gets
a little warmer. It's about too cold.
[21:18]
» Motion to approve. Motion approved by
Sean. Second by Jim Ed. All in favor say
[21:23]
I.
>> All opposed. Motion carried.
[21:28]
» Now ma'am, if you come up and introduce
yourself and
[21:32]
[snorts]
she's not on her list, but I I wanted
[21:37]
her to come up and say a few words and
introduce herself.
[21:41]
» Thank you. Hello. [laughter] Um I'm
Rachel Porter. I'm the executive
[21:46]
director for our senior center in County
and we also do Meals on Wheels. So, we
[21:52]
just kind of wanted to reintroduce
ourselves because there's lots of faces
[21:56]
here. Um, and just express the the need
um we have finances. We just need to
[22:02]
find the people and we know that there's
a great need of seniors 60 and above
[22:07]
that are either isolated and we just
need to find where they're at for either
[22:13]
meals on wheels or to get them to come
to our center. Um, you know, we're right
[22:18]
here behind Newbury Court, so we offer
transportation, we have classes, we
[22:23]
offer a hot meal, and it's free for
anybody 60 and above. I think um it's
[22:28]
just more public awareness that I wanted
to come and ask if you know anybody that
[22:34]
is in need or that you feel like we
could reach out to. I mean, that's what
[22:38]
we're here for. Even during the week, we
take them to Walmart, we go to the gym.
[22:43]
Um, just for that social, you know,
network. Um and again it's free. So um
[22:49]
our biggest issue is we don't want the
people to feel you know forgotten.
[22:56]
Depression is very heavy in the holiday
months. And so if we can get a hold of
[23:00]
them and kind of make that connection
and not just feed their bellies but you
[23:04]
know their heart
>> and have that socialization so they feel
[23:08]
valued and you know there's still a lot
in them. Um that that's really our our
[23:14]
goal. That's why we're here. Um, I only
made 10 packets, but it has our just
[23:20]
like our menu, our calendar, and even
um, you know, our information. We
[23:24]
service all of Lo and Prairie County.
So, we go all the way out to England,
[23:30]
the desert, anywhere in Lone Oak. Um,
you know, we service, we don't have a
[23:34]
waiting list, so there's there's no
reason for us to not serve them if we
[23:39]
can make contact. So, that was really
all I just wanted to introduce myself
[23:43]
and just make you guys aware we're right
up the road and that's what we're here
[23:47]
for.
>> I have a question.
[23:49]
» Yeah.
>> If they were to make us some kind of
[23:51]
flyer, could we not mail it out with the
water bill?
[23:53]
» Sure.
>> And I think we discussed that. Yeah.
[23:57]
» Something similar and and the assessor's
office could get us a list of at least
[24:02]
the homeowner so I could send the letter
that way. But, you know, with um just
[24:08]
how the economy is and most of our
seniors are very low income, just um you
[24:13]
know, under $1,200 a month is really
difficult, including their rent. So, if
[24:18]
we can at least provide the meal part,
that would, you know, go a long way.
[24:23]
» Absolutely. It's having something if
they ever make the come over and eat and
[24:29]
make friends and visit,
>> right? I think if they ever get started
[24:33]
coming, they would come all the time.
>> Well, and we've learned that most of our
[24:37]
seniors,
>> for whatever reason, they don't they
[24:40]
don't have contact with their family.
So,
[24:42]
» this is the best way for them to, you
know, feel like they have a family, feel
[24:47]
like they can get a hot lunch, feel like
they have somewhere to go during the day
[24:52]
because, you know, that's one day we're
all going to be there. And I'd really
[24:56]
hope that that's still there for me.
there or not.
[24:59]
» So,
>> but I think it's not it's thank goodness
[25:02]
y'all are there and to have something
that nice here in our town. I mean,
[25:06]
that's and Lord, there's a lot of people
need help.
[25:10]
» Well, and we have the funds and if we
don't use it, we lose it. So, we want to
[25:14]
keep it here so that way we can service
everybody that, you know, can possibly
[25:19]
fall for it. So,
>> anybody y'all running to? Anybody you
[25:24]
can talk to?
I think that suggestion Jimmy Ed had had
[25:28]
was good.
>> I do too. Be [clears throat] good. So,
[25:31]
I'll get with you and get just a one
sheet flyer. Put it in.
[25:36]
» Okay. Reach a lot of people that
probably we don't even know, right?
[25:40]
» Know that need help, you know.
>> Yeah.
[25:42]
» Just a number would be great.
>> Sure. Help all we can.
[25:47]
» Okay. I appreciate it.
>> Thank you. Thanks for coming.
[26:00]
Now, is there anyone here from the L
County Library?
[26:05]
Okay.
[26:12]
Shows they are closed for one thing.
24th and 25th and then the 31st of
[26:19]
January they'll be closed.
[26:26]
Now, budget and finance, uh,
had a chance to look that over, uh,
[26:32]
which we won't finalize this till the
end of January like always.
[26:39]
» Well, when can we start meeting with the
department heads? And
[26:42]
» I think after first year, once we get
numbers in, we know
[26:47]
some of it we may have to take out
whether we want to or not. Well, that's
[26:51]
right. Well, yeah,
>> I think it
[26:54]
» but I still think, you know, we we just
need to meet with the department.
[26:57]
» I told them that we meet with them
individually.
[27:02]
» This is a this is
>> over what they want and what it'll do
[27:07]
for us.
>> This is a lot to absorb.
[27:10]
» Yeah, it is a lot to go through.
[27:17]
to break it in.
[27:26]
» Motion to approve.
>> Need a I got a motion from Sean to go
[27:30]
ahead and approve the preliminary
budget.
[27:33]
» Second. Second by Jim Ed. All in favor
say I.
[27:37]
» All oppose. Was it not you?
>> Oh, Dale. I'm sorry.
[27:40]
» It's okay. I got it.
>> We looking like brothers. [laughter]
[27:46]
They're twos.
[27:54]
Jonathan didn't come. He said he was
sick. So I told him to stay away.
[28:02]
Ordinance number 830. It's an ordinance
to wave the requirements and competitive
[28:08]
bidding for the procurement and chem for
chemicals and spraying mosquitoes the
[28:14]
city of Lono.
Well, every year we do this the end of
[28:18]
the year. We get a lot better deal
buying it. Now
[28:24]
» make a motion we put ordinance 8
to put 8:30 on the floor.
[28:32]
» Second.
>> Second by Dale. All in favor say I. I.
[28:35]
» All oppose. Motion carries.
>> 8:30 or 8:31.
[28:41]
» 8:31.
[28:44]
» 8:31.
>> 8:30.
[28:46]
» 8:30.
>> I don't see 8:30. Where we got that?
[28:50]
» 8:31's on down.
>> I see 8:31.
[28:56]
» Okay.
>> All right. You ready for me?
[29:00]
» Yeah.
>> All right. Ordinance number 830. an
[29:02]
ordinance to wave the requirement for
competitive bidding for the procurement
[29:05]
of chemicals for spraying mosquitoes by
the city of Leno declaring an emergency
[29:08]
and for other purposes whereas Leno city
ordinance number 806 requires
[29:12]
competitive bidding for the purchase of
supplies apparatus equipment materials
[29:15]
and services the cost of which is in
excess of 35,000 and Arkansas code
[29:19]
annotated section 14-58-303
requires competitive bidding for the
[29:24]
purchase by the city of supplies
apparatus equipment materials and
[29:27]
services the cost of which is in excess
of $35,000
[29:31]
The city has an opportunity to obtain
chemicals used in spraying mosquitoes at
[29:34]
a reduced price only available for a
limited time to asssure sufficient
[29:37]
chemical inventory to provide services
to the citizens of Lono during the peak
[29:41]
seasons. And whereas the city council
for the city has determined that an
[29:44]
emergency exists and that placing the
matter for bid if necessary would unduly
[29:47]
delay the ability to obtain the needy
chemicals and would result in an
[29:51]
increased price. And whereas there it
has therefore been determined by the
[29:55]
city council or the city that
competitive bidding if necessary is not
[29:58]
presently feasible or practical and
could unnecessarily harm the city's
[30:01]
functional capability to perform its
stated goal of providing the best
[30:05]
citizen services to its citizens as
possible. Now therefore being ordained
[30:09]
by the city council of the city of Lok
Arkansas one that is was not feasible or
[30:13]
practical to require competitive bidding
by the city of Lok Arkansas as required
[30:16]
by law for this limited [snorts]
purpose. Two, that therefore the
[30:19]
requirement of competitive bidding for
the purchase of these chemicals is
[30:22]
hereby waved. Create that the city is
hereby authorized to purchase mosquito
[30:26]
chemicals from Clark Mosquito Products
for the sum of 119,997
[30:31]
and77100.
Exhibit A attached.
[30:36]
Number four, that the procurement of
these chemicals being necessary for the
[30:39]
city to provide its functional
capabilities and for the health, safety,
[30:42]
and welfare of the citizens of the city,
an emergency is declared to exist. And
[30:45]
this ordinance should be in full force
and effect from and after its passage
[30:48]
and approval.
Motion to accept first reading. First

[32:30]
7 cents
from mosquito
[32:37]
made a motion to
>> that's what the ordinance was.
[32:41]
» That's what the ordinance was.
>> So we don't have to vote to approve the
[32:44]
» we just did.
>> Okay. I just making sure.
[32:49]
» Okay. Uh now community center Mr. Mike
Brown.
[33:01]
Good evening.
>> If y'all will uh at the back of my
[33:07]
packet, I've got a a picture. Um pull it
out. Uh you
[33:14]
and
I want to say this picture is is the
[33:18]
future. Uh, and what it is,
[33:23]
it's the land behind the community
center.
[33:28]
And this is my my dream.
Uh, let me know when when y'all deco.
[33:42]
» I don't remember seeing that.
[33:49]
I got you.
[33:53]
There's a couple
[34:15]
» if you if you find that sheet. Uh
this is uh my dream for uh loan. It's
[34:26]
taking land like that and and building.
You know, mayor, we've talked about a
[34:32]
splash pad. We've talked about uh pickle
ball courts. Uh and then uh I've got
[34:40]
opportunity to apply for a grant on what
they call uh uh
[34:47]
fitness a fitness deal. Uh an outdoor
fitness complex and and this has a this
[34:57]
land has like a uh walking track around
it and
[35:04]
and I know it won't happen overnight,
[cough] so it's going to take some
[35:08]
planning and praying, but this is uh
what we need to envision for the city.
[35:15]
even if it's in the park or if it's at
community center. Uh but this is what
[35:21]
needs to happen
>> now that I guess the splash pad and all
[35:25]
be it
>> being incorporated
[35:28]
» in into that. We've got got enough land
uh just just sitting baron.
[35:36]
Um so that's my vision for the future.
Uh and you see other communities. Uh
[35:46]
they're they're doing it. So that's
that's the vision. hopefully for a long
[35:52]
uh some some uh communities they partner
with schools and uh talked to the lady
[36:00]
this morning the grants for next year we
can start applying for them uh and she
[36:08]
said she uh helped uh community get a
grant and it was like $800,000 grant and
[36:17]
and they were awarded it and uh they got
400,000 of that 800,000.
[36:24]
So uh
so I'll make this promise as long as I'm
[36:30]
here next few years, that's what we'll
be pushing for. I I talked with Jonathan
[36:36]
uh uh parks director and he's on board.
Uh we're going to have to partner up on
[36:42]
some of this stuff to to to get it done
and because if we don't get it done,
[36:47]
we're doing I told him we're doing we're
doing citizens a disservice and so he
[36:53]
agreed with me. So that's what we're
going to start working towards.
[36:58]
Uh speaking of that uh fit court grant
uh I need to see about getting the
[37:05]
approval to apply for this grant. Uh and
at Fit Court it's a $200,000
[37:12]
uh it cost $200,000. The grant is
30,000. Uh
[37:19]
and we can, you know, all this what I'm
looking at in the picture, like I say,
[37:24]
it can't be done overnight, but if we
plan it out in in stages, uh you know,
[37:29]
we're probably looking at five or six
years, uh for this to come fruition.
[37:34]
But, uh I'm asking for the council to uh
grant me the opportunity to apply for
[37:42]
this grant. And it's a nonbinding it's a
non-binding grant. If we get it and we
[37:46]
decide later that we don't want to use
use the money, we don't have to. But it
[37:52]
starts in January.
So if y'all would let me need to go
[37:57]
ahead and get going on with that to
apply for it.
[38:01]
» Make a motion
to apply for motion. Let him apply for
[38:06]
grant
second.
[38:10]
» Raymond second. All in favor say I.
>> All opposed. Motion carries.
[38:15]
» Okay. And uh um since I've already
started my action items, uh we need uh
[38:23]
$3,200
3251 to uh fix uh bathroom. They got to
[38:29]
go through the wall to to uh put the
augur through the the wall and find
[38:36]
where the uh blockage is. Uh, and right
now I've got that bathroom shut down,
[38:43]
which you know, we've got a wet bathroom
and the dry bathroom.
[38:46]
» And we did have AMR come and look, the
original that built the building and
[38:51]
they're talking about remodeling the
showers on both bathrooms. So that's in
[38:57]
the works, just to let y'all know.
>> And that's 3251.
[39:04]
» 3251.
>> 3251. B Franklin
[39:18]
just need y'all's approval to go ahead
and
[39:21]
» make a motion motion to spend the 325
>> Jim Ed second by Sean. All in favor say
[39:28]
I.
>> All opposed. Motion to carry.
[39:32]
» And I want to purchase some Olympic
plates. Uh what I mean by plates is the
[39:37]
the weights. What we've got now we've
had since we've opened and I went in and
[39:44]
looked the other day and they're they're
awful, you know. Uh but a plate
[39:50]
is it's still a plate, but they just
look bad when you got all of their new
[39:54]
equipment in there. So, uh, I want to
get new plates for 22,36016.
[40:03]
And that's, uh, with a, uh, tip staff
approved vendor.
[40:13]
» What we do with the old,
>> we'll we'll keep them. And uh as you
[40:20]
know out on the patio now we we do some
exercise so we'll probably take some out
[40:26]
there and people like to lift out there
so we'll take them and keep them covered
[40:32]
uh uh when they get through using them
[40:47]
for 360.
>> Motion from Sean to approve the wage.
[40:54]
Second by Raymond. All in favor say I.
>> All opposed.
[40:59]
Motion carried.
>> And uh just for information purposes,
[41:05]
uh Saturday from 9:30 to 11:30 we have
uh Santa. Santa's going to be at the
[41:12]
center. And uh
so I got to thinking this morning, well,
[41:18]
everybody hadn't been good. So I got the
Grinch coming too. So we have Santa on
[41:24]
one side and the Grinch on the other
side. Parents can bring the kids and
[41:28]
take a picture of either or both. And
it's uh with no charge.
[41:35]
» This Saturday,
>> this Saturday.
[41:37]
» What time is it? What?
>> 9:30 to 11:30.
[41:42]
Well, you got I got the Grinch for you.
[laughter]
[41:48]
And uh that's pretty much all I have.
Just uh like I say, this this is
[41:54]
hopefully going to be our future, you
know, for this to to happen.
[41:59]
» Well, if you don't want to buy them
whites, tell them it I won't even charge
[42:03]
them. I've got a bunch of furniture
need.
[42:09]
Any questions for Mike, guys?
>> Like the vision though, Mr. Mike.
[42:14]
» Thank you.
>> Me, too.
[42:15]
» Thank you, sir.
All right.
[42:20]
Now, we're fire department chief Justin
Whittenberg.
[42:23]
» What I wrote down,
[42:28]
» Good evening, everyone. Um, you'll
notice your seat kind of looks goofy. I
[42:32]
had to w it out. Um, federal government
changed our reporting system right in
[42:36]
the middle of the month. So, it actually
used to say 2 on there. Now it says 45
[42:40]
cuz I hand count the rest of them. So
the information you have is on the 22 up
[42:45]
to the 15th and then we have a few more
after that. So that's why it says 45.
[42:50]
Is there any questions?
>> Questions
[43:00]
works water sewer and streetith
[43:05]
can't say Anthony for some reason.
[43:12]
How we doing?
>> Did they get back to you on the test
[43:15]
stuff?
>> They did. They did. They couldn't find
[43:18]
two sheets of paper.
So, I got with them today, got them sent
[43:24]
over to email. They're going to be
calling me within a week to schedule me
[43:29]
to [snorts] go down there and take a
test.
[43:33]
» Sorry that happened.
>> Well, it's the state. What can you do?
[43:36]
Well, when you go to class for two weeks
and take
[43:40]
» Yeah.
>> refresh your courses and everything,
[43:42]
they go out there and they forget the
test.
[43:44]
» Yeah.
>> Apparently, they didn't even make it up
[43:49]
for me because they couldn't find those
two sheets of paper.
[43:52]
» So, I had to send them in for a second
time.
[43:58]
But, I mean, we had a fairly uneventful
month, which is a good thing for a
[44:02]
change.
We only had three service line leads. We
[44:08]
went through about four tons of gravel
and six bags of concrete.
[44:14]
Our total water pumps quite a bit less
than last month. We're down to 9 or well
[44:19]
9,858,000
gallons with an average of 328,600
[44:24]
pumps daily.
So
[44:28]
it's a little lower than it was last
month, but we had problems the previous
[44:32]
month.
Uh, we only had one main line repair on
[44:36]
our wastewater, but I did have that one
station repair where both pumps got
[44:41]
fried because the electrical box, I
don't know if it was uh lightning or
[44:46]
what fried the electrical box on the
pole which burnt both meters up or both
[44:53]
pumps up. So, I had to replace both of
them at one of the lift stations. That
[44:57]
was one out there by Walmart.
>> They come back adjust that. Yeah, that
[45:02]
that one's all squared away. I'm still
trying to get the book for the uh Bolero
[45:07]
lift station that has the wiring
diagrams in it because our electrician
[45:12]
can't
get it fixed correctly until
[45:18]
cuz I'm only running one pump out there
right now, but I've been fighting with
[45:22]
those people for two months
and I can't seem to get them to just
[45:28]
send me the book.
[45:32]
But on our wastewater, we did uh pump
entry 217.39
[45:37]
million gallons with average of 7.25
million uh pumped on a daily basis. So
[45:48]
» did that on Kimberly Circle that that
have troubles again today?
[45:53]
» Kimberly Circle, there's still trouble
over there. We're still working on it.
[45:58]
We were there till about 1:30. uh Friday
>> from Friday through Saturday morning. It
[46:03]
went back Saturday
and we got the mains repaired, but seven
[46:09]
and eight are still fully backed up. Got
to looking and investigating
[46:15]
up towards their homes. Apparently, from
what we can figure out, they're joined
[46:21]
together into one line towards Maine.
But I don't know if their lines are
[46:28]
orange bird, which is compressed
cardboard with some tar on it, but we
[46:34]
dug a hole with a shovel
and even the probe bride just putting in
[46:39]
there, it went through it and before we
could ever lay eyes on it, as soon as we
[46:44]
dug the hole, it just filled up with
sewage from their house. So,
[46:49]
I let them know that they may need to
call a plumber because it's 10 ft away
[46:54]
from the house at number eight. And I'm
not sure where the uh sewer line for
[47:01]
house 7 taps into it.
>> Yeah. But the two mains or the two
[47:06]
sections of that main running down
Kimberly Circle are now fully repaired,
[47:11]
back field, smooth cover.
>> We're about ready. What about our sewer
[47:15]
we got to put in for the duplexes? And
all
[47:18]
» they have not gotten back with me. I
have not heard a word from
[47:21]
» and I tried to find their plumbers, but
they're not around.
[47:25]
» I don't think they've done anything yet.
>> They were working over there off camera
[47:29]
and McGee,
>> but I don't know what happened. They
[47:33]
left them to do another job or
something.
[47:36]
» Where they at on the new water line out
at the golf course? They got two.
[47:40]
» Yeah. Yeah. They got they got a big
portion of it. and they'll be done by
[47:45]
the end of the year.
>> Oh yeah. Yeah, definitely. [snorts]
[47:51]
That's about it for me.
>> Anybody got any questions, guys?
[47:55]
» Thank you.
>> Yep.
[47:56]
» Thank you, sir.
[48:05]
» Now, our
certified bid tabulation for the paddle
[48:11]
wheels for our sewer ponds. We had bid
open again Thursday.
[48:17]
Y'all have those?
[cough]
[48:41]
You see the low bid was 48,000
[48:50]
» long way from 700, didn't we?
>> Yeah, that one. You know, we had a
[48:55]
single bidder. They didn't even come
back and bid.
[48:58]
» I got on the phone and called because
some of these have done work for
[49:04]
Yeah, this 300,
[49:08]
but every one of them was over 100,000
less than the last close to it.
[49:19]
Anyway, I just need
[49:24]
to get it done.
I I talked to the paddle wheel company
[49:29]
and he's already got most of the frames
and tanks and all ready.
[49:36]
So, just getting the P.
Like he could get them in going pretty
[49:40]
quick.
[snorts] So,
[49:44]
but you'll have to do all the electrical
in the bay to put those in.
[49:50]
Oh, he should have something.
[49:56]
[laughter]
>> That's a elk.
[49:59]
» I knew what that was.
[50:04]
» Yeah.
>> Yeah. I seconded his motion.
[50:07]
» Motion to accept the 408

[50:13]
Uh seconded by Janie. All in favor say
I.
[50:17]
» All opposed. Motion carried.
[50:25]
Things are going real well
on that one.
[50:31]
And I told Wendle and two or three more
know another company from Conway
[50:37]
[clears throat] because you know the
bunch that are doing the duplexes and
[50:41]
triplex and they got four houses over
there beyond.
[50:43]
» Yes.
>> We had another company from Conway come
[50:46]
in last week. They bought the last four
lots and they bought two lots on Private
[50:52]
Drive and two off Harrison
>> those apartments over there
[50:58]
» big. So they got eight lots and they're
looking for some more.
[51:01]
» I didn't know they were going to be
twostory.
[51:04]
They're
>> Yeah,
[51:05]
» they're going to be nice.
>> Everything they've already delivered all
[51:09]
the wood for those houses over there.
>> They're framing up behind us now.
[51:14]
» So moving on. things are going and
they've got businesses open. Y'all go in
[51:20]
and look around down here at the old
motel down here.
[51:24]
» Uhhuh.
>> It's open.
[51:25]
» Yeah, I saw the open sourage
everybody to go by and look at. It's
[51:30]
nice. I w I hadn't been in it since they
opened, but I done the final walk
[51:35]
through and it's really nice.
Okay, now police department Chief Keith
[51:41]
Graham.
[51:46]
» Good evening everybody.
>> Good evening.
[51:48]
» Hope everybody had a good month last
month. I know we have. Uh obviously
[51:53]
we've been pretty busy. Never ending
supply of customers that we have.
[51:57]
» Um we dis we're dispatched 129 calls
last month. uh 55 different arrests that
[52:04]
we had and then multiple citations,
contacts, and about 14 [clears throat]
[52:09]
inmates throughout the month total. So,
any questions on the report at all?
[52:18]
» Okay. Uh the only thing I want to add is
if you get any questions, we will start
[52:24]
you will start seeing a increased police
presence on the 16th and 17th of this
[52:30]
month for a national trial that's
coming. Some of them I shouldn't have to
[52:36]
really explain anymore. Uh we have our
plans in place, our security plans, and
[52:42]
we have backup emergency plans in case
things do get out of hand. So I'll leave
[52:47]
it at that. us and Arkansas State Police
are working together to make sure we
[52:51]
have plenty of security. We'll have
drones flying,
[52:55]
bomb dogs, and everything else. But rest
assure everybody will be safe.
[52:59]
» It will be very busy downtown.
>> It will be very busy. So, traffic might
[53:03]
be an issue. You're going to see
national news trucks. You're going to
[53:06]
see local news trucks in the city. So,
[clears throat]
[53:09]
we've already got all that set up and
we're ready to get here and get them.
[53:13]
And that will again happen the 16th 17th
and then the last week of the month in
[53:18]
January, too. It'll be a full week in
January.
[53:23]
Let's see. The only action item I item I
have is the approval for the Taser uh VR
[53:29]
software upgrade. When we originally did
the taser, they shorted on the software,
[53:34]
so we didn't get the exact software we
needed to be able to do the virtual
[53:38]
reality stuff. That's been rectified.
And that's what this is to do is to
[53:43]
modify this ordinance.
>> I like a motion to get to the software.
[53:47]
» Second.
>> Motion to go ahead with the software
[53:51]
upgrade by Jim, second by Raymond. All
favor say I.
[53:56]
» All opposed. Motion carries. Was that a
motion to put ordinance number 831 on
[54:02]
the floor for for review?
>> I didn't say that.
[54:04]
» I'll make that motion.
>> All right. Motion from Jamie to put 831
[54:10]
on the floor.
>> I'm going to read the the ordinance.
[54:15]
» It's not the whole page. It's just a
first page.
[54:19]
» Second by Sean. All in favor say I.
>> All opposed. Motion carries. This is
[54:25]
Ordinance number 831, an ordinance
authorizing the city of Leno, Arkansas
[54:28]
to purchase an Axon taser 10 bundle and
VR upgrade from Axon Enterprises

[55:32]
and $21,84.98
due in November 2029 to finance said
[55:37]

the VR upgrade package. And whereas the
[55:41]
city council desires to utilize the

The total purchase price shall be repaid

[1:01:50]
number 12-1-20225,
a resolution adopting artificial
[1:01:54]
intelligence policy for the city of
Toronto in compliance with act 848 of
[1:01:57]
2025 and for other purposes whereas act
848 of 2025 Arkansas general assembly
[1:02:03]
and codified at Arkansas code imitated
25-1-128
[1:02:07]
requires all public entities including
municipalities to adopt a policy
[1:02:10]
concerning the authorized use of other
artificial intelligence and automated
[1:02:14]
decision tools. And whereas the act
defines AI as a machine based system
[1:02:18]
that can based on a given set of human
defined objectives make predictions,
[1:02:21]
recommendations or decisions including
real or virtual environments. And it
[1:02:25]
defines automated decision tool as a
system or service that uses AI and has
[1:02:29]
been specifically developed and marketed
or specifically modified to make or to
[1:02:33]
be a controlling factor in making
consequential decisions. And whereas the
[1:02:36]
act mandates that final decisions
involving AI must be made by a human
[1:02:40]
employee. And whereas section D of act
848 specifically prohibits the use of AI
[1:02:44]
and automated decision tools by public
employees. And whereas the act further
[1:02:48]
requires municipalities to provide
employee training on AI policy and
[1:02:52]
establish discretionary procedures
[snorts] for violation of this policy.
[1:02:56]
And whereas the Arkansas Municipal
League has made training resources
[1:02:59]
available to assist municipalities in
complying with act 848. Now therefore be
[1:03:03]
it resolved by the city council of the
city of Lok Arkansas section one. The
[1:03:06]
city hereby adopts the attached
artificial intelligence policy which
[1:03:09]
defines the authorized use of AI and
automated decision tools by city
[1:03:13]
employees. Section two, the policy
requires that all consequential
[1:03:16]
decisions involving AI tools must be
reviewed and finalized by a human

employee or authorized design. Section
three, the policy includes a prohibition
[1:03:24]
on the use of AI and automated decision
tools for the following purposes as
[1:03:27]
required by section D of act 848 of
2025. Expressing a personal polit
[1:03:33]
political opinion to an elected official
unless the opinion is within the scope

of the employees regular job duties or
requested by an elected official or

an elected official on a personal
[1:03:46]
opinion if the employee is not a

engaging in illegal activities or
activities otherwise prohibited by
[1:03:53]

all city employees shall complete a
training on the AI policy as provided by

five, the city hereby adopts a

Resolution 122 uh 2022.
a resolution in support of receiving the
[1:04:47]
state ruin federal surplus property
program
[1:04:51]
administered by the state of Arkansas.
>> You know, they now
[1:04:57]
trying to get support to put the state
to put it back in.
[1:05:00]
» I know they ought to. They ought to. It
has saved the city so much money.
[1:05:05]
» Justin sent this to me because the
municipal league sent to the fire chiefs
[1:05:09]
because apparently the majority of the
fire departments are using surplus
[1:05:13]
property and it's really costing them.
So
[1:05:16]
» when I was here before, we've saved
hundreds of thousands of dollars.
[1:05:21]
» I remember working for the county.
>> We got
[1:05:24]

[1:05:27]
» We got generators.

» what was their reason for
>> the budget?
[1:05:36]
» And a lot of these small towns,
>> I don't know what they do without it.

>> Motion from Jim He to put 122025
[1:05:58]

>> Layman seconded. All in favor say I. I.
[1:06:02]
» All opposed. Motion carried. Resolution
number 12-2-2025,
[1:06:07]
a resolution in support of reviving the
[cough] stateun federal surplus property
[1:06:11]
program administered by the state of
Arkansas. Whereas the Arkansas federal
[1:06:14]
surplus property program has
historically provided cities, towns,
[1:06:17]
counties, state agencies, fire
departments, and nonprofits across the
[1:06:20]
state with access to high-quality
government grade equipment and supplies
[1:06:23]
at a fraction of retail cost. And
whereas the program enabled local
[1:06:27]
governments to acquire essential items
such as vehicles, tools, office
[1:06:30]
furniture, emergency response gear, and
generators at discounts of up to 90%,
[1:06:34]
often paying only 5 to 10% of the
original value. And whereas the program
[1:06:38]
was recently shut down due to a reported
$300,000 operating deficit, largely
[1:06:42]
caused by changes in federal policy that
shifted surplus property sales and to
[1:06:47]
online platforms, reducing the volume of
highv value items available to the
[1:06:50]
state. And whereas despite this short
shortfall, [clears throat] local
[1:06:54]
governments collectively paid
approximately $900,000 for surplus items
[1:06:57]
through the program, receiving goods
worth many times that amount,
[1:07:01]
demonstrating the program's high return
investment and value to Arkansas
[1:07:04]
communities. Whereas the sorry, whereas
the closure of the program
[1:07:09]
disproportionately affects small and
rural municipalities that rely on
[1:07:12]
affordable access to durable equipment
to maintain public safety,
[1:07:15]
infrastructure, and essential services.
And whereas the Arkansas Legislative
[1:07:19]
Council's Joint Performance Review
Committee has heard testimony from local
[1:07:22]
officials and emergency responders
urging the a fiscal impact study and
[1:07:26]
reconsideration of the program's
closure. And whereas the city of Lonok
[1:07:29]
has directly benefited from this program
in the past and recognized its critical
[1:07:32]
role in supporting local governmental
operations. Now therefore, be it
[1:07:36]
resolved by the city council of the city
of Lonok, Arkansas, one that we strongly
[1:07:39]
support the revival or replacement of
the Arkansas Federal Surplus Property
[1:07:43]
Program. Uh, two that we urge the
governor, Arkansas general assembly and
[1:07:48]
relevant state agencies to explore
sustainable funding models or
[1:07:51]
partnerships to restore this vital
service. And three, that a copy of this
[1:07:55]
resolution be forwarded to the Arkansas
Department of Public Safety, the
[1:07:58]
Arkansas Legislative Council, and our
local legislative delegation.
