[3:09] impartial panel to meet the high standards of the program which includes

[3:13] demonstrating a spirit of full disclosure to clarify to clearly

[3:17] communicate its financial story the certificate of achievement is

[3:21] awarded to a government the award of financial reporting achievement is also

[3:25] presented to the individuals or department designated by the government

[3:29] as primarily responsible for its having earned the certificate this award is

[3:34] presented to the los alamitos finance department and its personnel

[3:38] this is a big deal [Applause]

[3:48] all right um finance team is here tonight and um starting with brandy

[3:53] valegas she joined the city in september of last year and she served as the

[3:58] accountant she came from private industries served in a number of

[4:02] financial positions and also served with a orange county school

[4:06] district next i have maria ebeneze she's the senior finance assistant she joined

[4:12] department in may of this year and she

[4:15] served in a various finance positions with the city of

[4:19] norwalk on their accounting division and also their transit division as well

[4:24] and lastly i have john balderas he's the finance manager

[4:28] he has over 25 years of professional experience 22 of those years served with

[4:33] the city of la habra he rose progressively through the ranks from

[4:38] accountant to senior accountant to accounting supervisor and joined uh city

[4:42] in may actually the same day that maria joined

[4:45] so that's the team thank you

[4:53] well they go through the grading criteria and there's certain criteria

[4:57] that we have to meet and the auditors help with that as well

[5:01] and then it's judged by impartial team which is basically other finance

[5:06] directors look at our financial report and it has to meet certain criteria we

[5:10] get a report on things we need to improve each year and we incorporate

[5:14] those into the next year's award so it's not a given thing we have to actually

[5:18] earn it okay thank you

[6:39] summer concert series events over the last few weeks

[6:42] there was great attendance i was part of the team along with

[6:46] the mayor that ran the los alamitos community foundation beer garden and we

[6:50] did that to raise funds for the community

[6:53] uh again it was a lot of fun we did raise some money we we also got to enjoy

[6:56] the events um

[6:59] and i got so many compliments not towards me but towards the city staff

[7:03] for the great work that they did in setting up the events

[7:06] particularly the last one at orville was it was like packed at the park and uh it

[7:11] was just a great community event it just felt like a fun evening

[7:16] with the entire community i attended the national night out on august 2nd at

[7:21] little cottonwood which was also really nice to celebrate our law enforcement

[7:26] officers and support them and it was really nice to have our own

[7:30] national night out event in the city so thank you for that

[7:34] i attended the los al community foundation meeting last monday we

[7:37] discussed many things fundraising included and a casino night

[7:42] we are scheduling for mid-november do you recall the the date uh mayor says

[7:46] november 12th maybe um but we'll double check that more details will be released

[7:51] next month in september um so anybody who can make it please try

[7:55] to attend you would buy a ticket and attend and proceeds will go to the

[7:59] community foundation and to support the efforts of the foundation including

[8:04] trying to get our own canine dog here in los alamitos for our police

[8:09] department as well um

[8:12] not in city news but over the weekend i got to uh help my parents celebrate

[8:15] their 50th wedding anniversary so i was really excited about that and uh proud

[8:20] of them for that too um

[8:22] and then on a another personal note you know it's

[8:26] my firm belief that the city is in a great position right now

[8:30] finally the city is financially stable we're up to full staffing in our police

[8:34] department we've got an excellent team of city

[8:37] employees starting from the city manager to our

[8:40] chief of police city staff department leaders as well

[8:45] city councils worked harmoniously together over the last few years to

[8:49] advance the interests of our residents so that's one reason you know i decided

[8:53] i was not going to run for re-election um this year just because of the

[8:57] the great shape that the uh city is in that in a combination with uh

[9:02] uh my significant time work and family commitments made me decide that uh this

[9:08] is probably best for the city and for my family as well so i'll talk more about

[9:12] that at the end of my term but uh you know everyone knows being on the city

[9:15] council has been a tremendous honor for me and

[9:17] truly enjoy working with everyone and uh look forward to the next few months

[9:21] and i'll stick around i'm not moving away or anything like that but

[9:25] yeah we have we have a couple commissions we're going to put you on

[9:27] yeah yeah yeah jones member base sure

[9:31] uh mark uh thanks and we'll talk more in december how's that okay thank you

[9:37] uh a few things uh one the uh

[9:41] orange county public library has a new mobile library that's available and

[9:46] where it's going to be and how you access it just go online to ocpl.org

[9:54] and there's more information and available for working with kids stuff

[9:58] like that in the local community

[10:02] additionally if you have any need for research to get help that a library

[10:08] system can help you with please again access the

[10:14] orange county public library.org and go to chat and they'll have somebody

[10:19] personally available to help you find the information you may need for a

[10:24] particular project you're working on or a project one of your students your

[10:29] kids is working on they can help too now a couple things that i think are

[10:35] important to put in the back of your mind

[10:38] these have to do with the orange county sanitation district and there are needed

[10:43] improvements just after the beginning of the year

[10:47] we're going to have some real challenges and i hope we'll be able to keep working

[10:52] with the sanitation district i'll certainly try to do my best

[10:56] but they're putting in an addition to the line that's going down los alamitos

[11:00] boulevard they're going to be looking at approving a line coming in from cyprus

[11:05] that goes from moody

[11:08] across to a ball and on cerritos a bloomfield it'll come down bloomfield

[11:15] ball bloomfield and then across cerritos and hooks in over right near the flood

[11:20] control channel so that's going to cause some major challenges for traffic and

[11:25] that but that's just to give everybody a heads up that that's coming

[11:30] the orange county saturday sanitation district approved bargaining approved

[11:35] final contracts for the bargaining units that work well

[11:38] and the headquarters the new headquarters for the sanitation district

[11:43] is under construction right now and as i just mentioned the trunk sewer project

[11:49] that goes down los alamitos boulevard they're doing preliminary work on that

[11:54] trying to make sure we coordinate that with the

[11:59] traffic conditions that are as light as possible when that work is going to be

[12:04] done lastly coming up

[12:08] i attended the ribbon cutting uh for the new uh therapeutic center over on

[12:13] catella avenue with the mir pro tem and i just want to point out that the

[12:19] revenue and taxation policy committee that will be meeting at the league

[12:24] coming up here in september they've done some good work the bottom

[12:30] line though is they still don't have anything that does a better job of

[12:35] distributing the sales tax more fairly so i think that's something we need to

[12:39] keep focusing on that would benefit most of the cities in california instead of

[12:45] those cities with this just the big box distribution centers that's all i have

[12:57] i was i was slightly busy i went to the express urgent care ribbon cutting and

[13:02] what i wanted to share was they have a telephone number that you can dial if

[13:07] you are experiencing a mental health emergency so you don't have to dial

[13:11] 9-1-1 you can dial 988 for a for mental health help specifically and it's

[13:17] nationwide it's been live since july 16th it's for adults and

[13:22] minors and you get patched to a mental health specialist and they can also text

[13:26] to chat as well you know some of our young people are more comfortable

[13:29] texting but i thought that that was outstanding because we often hear about

[13:33] oh if i had just known that so-and-so was having an issue i would have but

[13:38] they're getting the resources to catch up with what the need is so that number

[13:42] was 988 you can text it or call it and then i was grossly overdressed for

[13:48] the government officials dinner at the orange county fair

[13:52] uh did not know but i look like a superstar y'all i represented los al

[13:57] very well and it was wonderful it was um like officials from all over orange

[14:02] county so and it wasn't a whole lot of politics and so that part was nice and

[14:05] the food was really good and i got my um krispy kreme fried chicken donut which

[14:10] is there you go worth the drive i also did a tour of the mets

[14:15] facility at the joint forces training base with the mosquito and vectors

[14:19] control control district as they try to explore how to deal with our

[14:25] mosquito infestation and they're looking to try to handle it

[14:29] the same way that we deal with the med flies which is um

[14:33] sterilizing the boys because the boys are not the ones that

[14:36] bite it's the ladies and i would like to read a book

[14:40] there is a book it's about three minutes but we'll see how y'all are feeling by

[14:44] the time i get to the end of this and then i'll decide because i like to read

[14:46] the room um i went to a grand opening for the

[14:50] premiere dance art it's so beautiful it's a really nice studio right near um

[14:55] catella deli they've taken up like three or four suites in the upstairs lovely

[15:00] couple they came to our state of the city or no good morning los al

[15:04] super sweet the studio was beautiful they did a presentation of the

[15:07] nutcracker in the middle of august so it was

[15:10] outstanding speaking of catilla deli if you have not been inside lately i highly

[15:16] suggest that you vote they did such a beautiful job in there it's so nice i

[15:21] i've gone several times we're not going to talk about how many but i've gone

[15:24] and um do you have the slides for that uh

[15:29] now this book is super cute because you can share i was engaged as an adult my

[15:33] daughter loved it we went to the discovery cube and it was a mosquito and

[15:37] vector control staff member that wrote the book they're not really selling it

[15:42] they're just you can download it for free it's a flip

[15:45] book on amazon and it can be shared in a classroom or it can just be shared with

[15:48] your children or it can just be you know some light nighttime reading whatever

[15:52] makes you happy and it's really straight to the point on what to look for and how

[17:16] much to fear they might be tasty but humans are smart and they hate us deep

[17:22] in their juicy red hearts they hunt us and kill us so always beware all of the

[17:28] ways you might die i will share here are my babies whose names start

[17:34] with m and these are the ways that they met

[17:37] their end maria mosquito was snared by a thread

[17:42] mandy mosquito died as she fed miranda mosquito was dumped from a pot

[17:49] mckenzie mosquito just got way too hot margaret mosquito was poured from a vase

[17:57] matilda mosquito squished in an embrace millie mosquito was snagged by a net

[18:04] mia mosquito was gulped by a pet megan mosquito was caught in a trap

[18:10] melissa mosquito was doomed by a slap marsha mosquito was drained from a dish

[18:18] michaela mosquito was swallowed by a fish

[18:21] molly mosquito was cleaned from a bowl and myra mosquito was found by vector

[18:27] control by now dear grandmother was looking

[18:31] quite tired our heads were now full with the

[18:34] knowledge required with blood and some luck we'd be

[18:38] grandmothers too so humans watch out we'll be looking for

[18:43] you and then it gives a little synopsis on

[18:46] what the 80s mosquitoes are and we call them ankle biters because

[18:51] they're an aggressive daytime biting mosquito they are black with white

[18:55] stripes about the size of a dime and they prefer to bite humans

[19:00] instead of buzzing around one's head they tend to fly low to the ground and

[19:04] that's why 80s mosquitoes have earned the nickname ankle biters

[19:08] now they breed in containers and only need small amounts of water to complete

[19:11] their life cycle the best way to get rid of 80s mosquitoes is to check weekly for

[19:16] standing water and dump the water out so a lot of the ways that the mosquitoes

[19:20] were dying were ways that you get rid of mosquitoes like you tip a vase you tip a

[19:24] pot you tip a container because the mamas lay their eggs dry

[19:29] and it takes a cap full of water and years they can lay dormant for years

[19:35] catf they're like gremlins cap full of water they're alive and they can live in

[19:39] your house so

[19:41] hopefully you all will remember how to get rid of

[19:45] the raggedy mosquitoes thank you for indulging me thank you i

[19:49] honestly think that's the first time we've ever been read a bedtime story

[19:54] and thank you i appreciate that okay i did a lot of the things my

[19:58] colleagues did i went to the last four of the band in the parks two at

[20:02] cottonwood and to adora lewis they were just a blast watching people

[20:06] up there dancing and the kids playing around and

[20:09] it was just all about community at both parks and and park and break just did a

[20:13] great job of just planning that and everything just

[20:17] went flawless national night was great it was our

[20:20] first time that we've done it on our own we did that over little cottonwood park

[20:25] we had our bicycle patrol out there which i got for a minute to pretend that

[20:29] i was part of the bike control which was always fun and then we had the

[20:34] sheriff's k-9 unit out there just

[20:38] just doing the community effort and just showing what the the k-9 can do and he

[20:42] was the sheriff was just great at just demonstrating

[20:46] what the k-9 is capable of and following orders and everything which was great

[20:50] um attended the la salle foundation meeting on monday last monday

[20:55] talked about the casino night in november which will be a lot of fun

[20:58] it'll be here in our community center and um next wednesday i'll be going to

[21:03] the dedication of the new stem building over at la salle high school

[21:08] this building is phenomenal and having two sons that are in the

[21:13] science industry that did their lab experiments at lassell high school in

[21:16] the lecture hall i'm really excited about the future

[21:20] generations being able to benefit from this state-of-the-art building

[21:24] and just piggybacking on what mark said regarding the campaign um although he's

[21:30] deserting us i am officially running unopposed and so

[21:34] you'll be stuck with me for another four years

[21:37] um whether you like it or not

[25:27] where we've built it out additional office space this is for work that is

[25:33] the united home remodeling i know is a kind of a deceptive name but they do do

[25:39] construction on commercial buildings as well so that's what that is for okay

[26:13] part of our cyber security program that we pay into an insurance pool for and

[26:18] essentially this is to ensure that we're meeting all the standards that we need

[26:21] to meet to make sure that we're safeguarding all of the information that

[26:25] we're taking in be it information from our residents with

[26:29] regards to registering for classes or just transactions that we're doing

[26:32] through the normal course of city business

[26:35] and then the other amount there that you refer to the 4500

[26:40] that is actually for a master crime program and essentially

[26:45] that provides all the checks and balances to ensure that

[26:48] each of us as city employees are that there's proper checks and balances

[26:53] in place to ensure that we do not um go loose with public funds that there is a

[26:57] very methodical way in which we're spending it but that we're also

[27:01] recording and that we're also auditing it at the end of the day

[27:04] on on the cyber security portion and the insurance for

[27:09] that do we have for any sensitive material do

[27:14] we have double authentication procedures in place we have a number for

[27:19] different i'll say it this way sir for different levels of security we have

[27:23] different levels of what exactly it takes to access that information so

[27:26] there are different places where dual factor authentication will be necessary

[27:31] um there are sectors where that isn't necessary but um we again we follow all

[27:35] of the required dod regs and then also the additional security that's put in

[27:40] place by our banks thank you

[28:30] you know i've read some of the background and i know we have to do this

[28:33] to meet our reporting requirements and that

[28:36] i think i made this point before chief maybe you could share with the community

[28:41] i think like we ask i think all the council

[28:44] members that here and all of us that say the same thing

[28:48] we're concerned about our primary targets and in our mind obviously

[28:54] the primary target involves the schools and i'd be curious as to what

[29:00] preparations you've made and then i'll have one other question what

[29:03] preparations you've made in case there is some type of a school incident

[29:10] yes sir first and foremost uh ab481 is like you said a requirement for us to

[29:16] get approval for all of the existing equipment that we already have

[29:20] as which will include all the equipment that is used in the mutual aid region of

[29:26] west county swat now as far as specifically dealing with

[29:30] the threats in our city the high school and the base would obviously be our

[29:34] largest targets now what we've done in preparation for

[29:37] those is we currently have an actor active

[29:41] shooter drill that is in

[29:45] progress of the planning stages with orange county fire authority our support

[29:49] services managers is collaborating with them

[29:52] to deliver this drill which will be in september at mcauliffe middle school in

[29:58] conjunction with the school district uh that will be conducted on a weekend

[30:02] that's first secondly we've already been in communication with the base about

[30:07] conducting a separate active shooter drill for them specifically

[30:11] additionally we've also outfitted every as a result of the uvalde texas

[30:18] school shooting incident one of the lessons that we learned from

[30:22] that was the ability to breach

[30:25] [Music] rooms that were secured so first step

[30:29] was uh orange county fire authority stepped forward and trained um everybody

[30:34] in the region and how to provide because they do this far more than we do about

[30:39] gaining entry through prying doorways

[30:42] so they conducted training to teach all the officers in the region how to do

[30:46] that and then secondly our support services manager went out and

[30:50] acquired a pry tool known as a halogen and we

[30:54] have now placed one of those in each one of the black and whites for the police

[30:58] department to include the supervisor's supervisor's

[31:01] vehicle so that any responding unit would possess the ability to force entry

[31:05] into a school if they had to and

[31:08] the next layer um that we have done is implementing the school resource officer

[31:14] which would be the the most significant of all of those

[31:18] we have we collaborated with the school district

[31:22] to include dr friedman and principal krauss

[31:25] to conduct a process within the police department to select the officer

[31:30] so we have done that uh he has not been fully released as of yet we're waiting

[31:34] for two officers to come out for training

[31:36] but he was there today for the first day of school to to be there introduce

[31:40] himself to the principal he already got a chance to see his new

[31:44] office and we've posted all the pictures on social media of him and and the

[31:48] experience now on a larger scale as it relates to

[31:52] an active shooter response the urban area security initiative grant

[31:57] puts on a three-day active shooter course as well as a tactical emergency

[32:01] casualty care course which deals with traumatic injuries that can be sustained

[32:06] and how to treat those in the field for patrol officers both of those courses

[32:10] being taught by the grant and we are in the process of getting every officer on

[32:14] the department trained in both of those so those are things the proactive

[32:18] measures that we've taken to try to get all the training we can here in the

[32:21] department chief well two questions the first

[32:26] do we have all the high-powered rifles readily available that we might need if

[32:31] there was a hostage type situation to be well equipped to engage that

[32:39] the hostage taker if need be so pretty much every every black and white police

[32:44] car in the county is going to be equipped with it with a shotgun and a

[32:47] patrol rifle so yes we will be ready should that uh incident present itself

[32:52] my second question relates to what we're doing

[32:58] and and how it relates to really trying to

[33:04] trace and get ahead of the situation what i mean by that

[33:09] is do we have any intelligence programs anything that

[33:14] we're working on on a county-wide basis that would kind of identify obviously no

[33:20] we know that most of these uh people that are going over the top and

[33:26] shooting people are young males do we have anything that's tracking

[33:32] social media or that trying to identify these people ahead of time and and

[33:38] getting in front of it so we're not left in a situation here in orange county

[33:43] where the guy comes in and shoots it up then we go back and look at all the

[33:46] social media and the social media we should have picked it up that this guy

[33:50] was over the top uh you know a year ago and we weren't doing anything in that

[33:55] regard so i guess i'm concerned about the mental health aspect of it and what

[34:00] we're trying to do to track you know the the social media and the interaction of

[34:05] these kids to try to identify them early on and stop any

[34:09] uh you know really dangerous illicit behavior that might occur

[34:14] yes sir so on the county-wide scale it's going to be our our okay

[34:18] our fusion center which is orange county information assessment center

[34:21] so our

[34:23] fusion center actually has received national recognition as being one of the

[34:28] best fusion centers in the country so that is the first step and it

[34:32] disseminates information on a county-wide scale of events it tracks

[34:37] every event that is going on in the county in the region all of the events

[34:42] nationally that are terrorism related and it disseminates that information

[34:46] back to all of us within our operational area now on a more local scale

[34:51] okay itself puts on terrorism liaison training

[34:56] so that we can train all of our officers to be

[35:00] liaisons for acts of terrorism or things to that they may see in the field to

[35:04] create leads that then get sent back to all kayak that they will then

[35:08] investigate so it's almost like a two-way communication we we train the

[35:12] ground-level officers to send leads to them that they will then investigate and

[35:16] push back out information back out to us but they themselves are also have

[35:20] analysts that are working on the internet constantly tracking um these

[35:25] types of acts of terrorism around the country as well as locally and they

[35:28] disseminate that information back to us now um that obviously will you know

[35:35] the most important thing i can tell you is going to be our school resource

[35:38] officer because if we can get our sro in the school and establish those

[35:42] relationships these are the types of relationships that can create leads to

[35:47] prevent this type of thing from happening here great thank you

[35:51] i had a real quick question on that is he also going to be spending time at the

[35:54] two middle schools because they seem to be getting younger and younger so

[35:58] absolutely he will spend time at all the schools but he will just have an office

[36:02] with his computer systems all set up laptop monitoring everything inside of

[36:06] an office at the high school but he will absolutely spend time at all the schools

[36:10] great thank you okay set it for that i'll move the recommended action okay

[36:14] and then item e we'll do that and then we can pass the whole consent yep uh

[36:23] trying to effectively utilize staff is important

[36:28] and i think these approaches where it works

[36:34] makes sense and i'm just wondering if you could talk a little bit about how we

[36:38] balance it what can be done by internal staff what's better in terms of

[36:44] contracting and how in your mind that's fitting together

[36:48] based really on e and f that we're looking at tonight of course sir and

[36:53] maybe a good place for me to start is basically just to talk about the output

[36:56] that we're seeing from community development and then probably public

[37:00] works in general uh i know as the council's aware we've

[37:03] gone from from an operational tempo of 350 000 a

[37:08] year back in 2020 2021 to last year spending 3.5 million dollars on cip

[37:15] projects to this year spending just over four million dollars so the amount of

[37:19] output that is being or projects that are being put out on the street has

[37:23] significantly increased which i think we're starting to see the benefit of

[37:27] that out in the streets what comes along with that though is

[37:31] obviously staff allocation where exactly we're putting money in order to

[37:35] accomplish those jobs and i know the council was very concerned about voting

[37:39] on packages of that size and how exactly we're going to accomplish it

[37:43] one of the things that we've been able to do and i'll give director noda a lot

[37:46] of credit here is being able to constantly ebb and flow where exactly

[37:50] we're assigning our particular staff to work on a given day whereas one day it

[37:54] may be concrete repair and another day it might be park maintenance

[37:58] by by adding these contracts or more aptly

[38:01] increasing these contracts we're able to have staff focus on what i'll call the

[38:05] more specialized work whereas we can take a contractor and have them do the

[38:09] work that maybe doesn't take as much ingenuity or know-how about what exactly

[38:13] is happening on the street level such as landscaping or cleaning the median so

[38:18] this is a reallocation of time um that effectively will make us a little bit

[38:22] more efficient and allow us the uh the manpower to be able to accomplish those

[38:26] projects that the council's approved thank you okay

[39:13] development program for uh fiscal year 2223

[39:17] and so uh see if we can get this

[39:32] there we go i'm going to highlight a bunch of

[39:35] programs um that we're going to go um and

[39:39] you know talk and discuss and welcome council feedback so the first thing that

[39:43] we're going to do is we're going to continue our business outreach so if you

[39:47] recall for um this past fiscal year we went entered into a huge shop local

[39:52] campaign so you got to see a lot of marketing material outreach material out

[39:56] in the community that said shop local support local play local we're going to

[40:00] continue that approach and so we again we want to encourage the

[40:04] community to spend locally here in los alamitos

[40:07] we want to continue with the new business and resident packets so last

[40:11] year we had a big focus on businesses and when a new business re-upped their

[40:15] business license we gave them a packet that provided information on shopping

[40:19] services uh you know uh regular services like dry cleaning and of course

[40:24] restaurant options that serve los sal this year we're going to really hammer

[40:27] out the resident packet it so if you are a new renter or

[40:31] a new homeowner we're going to give you that packet as well so our economic

[40:35] development supervisor will be working with several of the realtors locally to

[40:39] get those new um residents that come into los alamos that information out

[40:43] there to again encourage them to spend locally here in los alamitos and we've

[40:48] started that we've kind of taken a little hiatus but we're going to go back

[40:52] full bore into the business spotlight series

[40:54] where we provide attention and recognition to select los alamitos

[40:58] businesses these little snippets of three or four minutes will introduce the

[41:02] community to these kind of local gems um i don't want to steal your word um

[41:07] mayor pro tem but these these local gems in the community and

[41:11] educate them again on the fabulous restaurants or the fabulous service

[41:17] businesses that we have here again in los alamitos

[41:22] yes ma'am um you mentioned reaching out to local realtors what about property

[41:27] management companies yes we have that list as well correct

[41:31] correct okay

[41:35] oh i want to add there that the estimated annual cost there is zero

[41:37] dollars because we're gonna all do that in-house um and then a lot of uh you

[41:42] know we spent a lot of money was like one-time fee last year of all the

[41:45] marketing material we have banners pull-up banners etc and so uh we're

[41:50] gonna kind of keep that in-house okay so estimated cost is zero

[41:56] next is good morning los alamitos as you recall we had our first one and was very

[42:00] very uh received from the community and a positive experience so we're going to

[42:04] bring that back the second one will be uh save the date october 19 2022. so i

[42:09] got to get jet ready to go on that because he is again going to be the

[42:12] emcee of our event again this is i'm not sure i agreed to

[42:16] that but you have no choice

[42:19] so again a civic engagement between city leaders residents and business owners um

[42:24] education on services and programs available throughout the city so i'm

[42:28] hoping here that this time each of the department heads will gonna give up like

[42:32] a two or three minute um talk uh with everyone there in attendance on what is

[42:37] new and exciting going on in their department so again it's uh save the

[42:41] date where it's going to be held at the community center more outreach will come

[42:44] as we get closer to that date but it is scheduled for october 19 2022 and again

[42:49] the estimated um cost for that is 5 000 because included in that it's free for

[42:55] um community members to come but uh we also will be providing a light breakfast

[42:59] you know and so that's what's the cost for that mostly is the breakfast part

[43:06] right now the next one here is the big one here that we're very excited about

[43:09] because we're going to go into round two of the lost out bucks program right i

[43:13] think council is very aware that the first round was highly successful we

[43:17] generated uh close to a hundred thousand dollars now we're not talking about lost

[43:21] out bucks money but we're talking about uh extra money um plus the lost out

[43:26] bucks into the local community because again um if i remember correctly for

[43:31] every fifty dollars you spend on lifestyle bucks uh you had to spend a

[43:34] minimum of 75 so you had to bring out 25 of your own money to again bring it into

[43:39] the the city so again round two is scheduled uh again we

[43:44] the reason why is to stimulate local business and of course uh continue to

[43:47] economic recovery uh each resident will receive fifty dollars worth of lost our

[43:51] bucks uh new to round two is uh the do good and save app we have partnered with

[43:56] that app to increase our outreach another one uh that's new to round two

[44:00] is double your bucks so the team here in development service is out there trying

[44:04] to create a list for specific businesses so if you visit that specific business

[44:09] on that specific day your lost out bucks will double this again is to encourage

[44:14] uh residents of los alamos to visit new businesses or restaurants or services

[44:19] that they're not used to we learned a lot through our round one

[44:23] so we're scheduled tentatively to launch lost out bucks the week of september

[44:27] 19th the residents will receive it in the mail that week and once you receive

[44:32] it it will be ready to go you can basically open up your mail that day and

[44:37] go that night for dinner and it's ready to go the team is very hard at work

[44:41] right now going out there getting the application and signing up our residents

[44:45] and all that other things we learned is clearly

[44:48] marked envelopes so we can detail that it's a lost out bucks and it's not

[44:52] regular junk mail sending one mail instead of two or three

[44:56] mailers and um expanding our outreach including video we did do a video last

[45:02] year to in um educate the residents and the business owners on the process we're

[45:06] going to slow it down and kind of go really in detail on how to do it again

[45:10] with the purpose of education so that this time round two will be a lot easier

[45:15] for both the resident and the business owner to recoup their money at the end

[45:20] okay estimated um annual cost there is 275

[45:23] 275 000 okay

[45:28] dumpster dipping this time next one we're going to do here is

[45:33] elevate lost cell right this business it's a business development workshop

[45:37] series we're trying to partner up with a couple one of the local company or or

[45:42] organization here we're trying to partner with the los alamitos chamber it

[45:45] consists of workshop designed to assist local businesses and independent

[45:49] entrepreneurs in the city the workshop will provide information

[45:53] and tips on improving their business like marketing plans

[45:57] access to resource for growth utilizing technology for improved growth and

[46:01] outreach so again it's a workshop series and then it also includes personal

[46:06] professional development so the development services team is partnering

[46:09] with the recreation community services for their um women's conference and so

[46:14] again it's just to provide information to help personal growth as a business

[46:17] owner and also growth for your business as well so again we're developing uh

[46:22] we're partnering with both uh a couple agencies but one locally is a chamber of

[46:26] commerce here as well okay uh estimated uh cost there is about

[46:31] a thousand dollars

[46:34] all right we're excited to announce that uh we're almost finalizing our contract

[46:38] so we're going to bring los alamos night market to pine street every saturday

[46:42] evening multiple offerings such as live

[46:44] entertainment vendors local artists family activities

[46:48] food and drink options will be available again

[46:52] our parklet series that we did last spring was very very successful and

[46:56] again you know i've been here for a while but there's always a clamoring for

[47:00] the farmer's market for the artisans crafts and all that vendors so we have

[47:05] partnered with a business or an organ design organizer that has they do the

[47:10] one in long beach they do one in bellflower so they're saying that every

[47:13] week they guarantee a minimum of 20 vendors and food vendors will be out

[47:17] there servicing our community and so we're expected to finalize our contract

[47:22] and have this start in october on pine street after all our construction on the

[47:27] streets are done and again um estimated cost is four thousand dollars that's

[47:31] basically for the outreach portion because yes quick question

[47:35] um after the last parkland series was there a survey given to the businesses

[47:39] that are over in that area to see how it affected or impacted or

[47:43] was beneficial to them so we didn't do like an official handout

[47:47] survey so our economic development supervisor alicia booth went out there

[47:52] to talk to them and we received very good response very good

[47:56] response and so that's why we'll see you later but this is the night market it's

[48:01] just a snippet but we plan on in spring of 23 bringing back the parklet series

[48:06] again okay

[48:07] ron ron you said the the report says that it's going to be throughout the

[48:12] course of the year so once this starts it's going to be every saturday all year

[48:15] long that is correct that is correct and and the 4 000 cost is a one-time cost or

[48:20] is that uh well again that cost is for the outreach

[48:24] so the marketing so we wanna outreach heavily so we plan on doing uh mailers

[48:28] out to the community possibly door hangers banners so yes uh you know you

[48:33] know banners you want to replace maybe every couple years so

[48:37] a lot of it will be one-time cost but again as we go out throughout the year

[48:41] it's going to be some recurring cost because we want to continue that

[48:43] outreach as we go from you know month to month to month

[49:14] dollar for estimated total 285 000. again this is just for the first six

[49:19] months um and this is the plan that we're gonna do it might sound ambitious

[49:23] but you know we've done a lot of it already uh from now to the december and

[49:28] january okay any questions on because when coming spring we're going to come

[49:32] back to council so this is what we have planned for the spring which is the

[49:36] parklet series i just want to remind you that the partly series had a very huge

[49:40] bill or attached last year because there was a

[49:43] lot of one-time funding such as the stage we purchased

[49:46] the stage we will not be purchasing another stage so that that cost will go

[49:50] down tremendously the big one here that we're very excited about is the

[49:53] commercial residential beautification program we're not quite there yet we're

[49:58] about 80 percent there but this is a goal to um beautify low solid meals both

[50:04] commercially and residential to increase economic development um you know

[50:09] just like the fields of dream type stuff if you build it they will come we're

[50:13] kind of taking the aspect of it if you make los alamos you know modern and

[50:17] energetic and you know aesthetically looking nice then you know hopefully it

[50:20] will spur economic development and then the last one here sidewalk saturdays

[50:24] during our parklet series we offered a sidewalk saturday where los alamos

[50:29] businesses get to come out to advertise their business or sell their fare free

[50:34] of charge right and so we're going to expand that to certain dates and

[50:40] throughout the year on certain saturdays in the month again throughout the year

[50:44] where they can actually come out in front of their business to sell their

[50:49] goods or advertise their good and they know we're gonna again come back to

[50:52] council see if they can waive that fee and waive that process again making it a

[50:56] lot easier for them to sell and market their business without having to go

[51:01] through the um process with the city of doing an application and paying a fee

[51:04] and all that so again um staff will be coming back in a future council meeting

[51:09] to request funding for these programs but again i just wanna uh tonight we're

[51:13] requesting for the first six or seven month and we're requesting a council to

[51:17] approve uh the 285 thousand dollars to uh start this uh the programs that i

[51:23] mentioned um quick comment back to the residential

[51:26] packets i don't want to speak on behalf of my

[51:29] colleagues but i will anyway is there any way that you could possibly

[51:34] involve the various council members so if

[51:37] somebody moves into carrier row

[51:40] that you give me the opportunity to go and drop off

[51:44] the residential packet that's just the value of living in a

[51:48] small town where you have your local city council representative come and

[51:51] welcome you to the neighborhood it's not mandatory but it's something at

[51:55] least give us the opportunity to be able to do i mean i don't have a problem on a

[51:58] sunday afternoon going and visiting the couple of residents that have moved in

[52:02] over the past couple weeks or so absolutely i could send out an email or

[52:06] the city manager sent on email and we'll give you that option and we can

[52:09] coordinate accordingly okay absolutely thanks

[52:32] the reporting period of 2021 through 2029.

[52:45] today to do the comprehensive update of the city housing element for um the

[52:50] sixth cycle which is the reporting period of 21

[52:53] to 29 so uh the housing element must be

[52:57] updated every eight years and is reviewed and certified by the state

[53:01] which requires that each housing element accommodates and facilitates development

[53:05] of housing to meet the regional housing needs assessment arena numbers i want to

[53:09] remind council on the public that the city has been allocated 769

[53:14] housing units to develop again during our sixth cycle which is again 2021-2029

[53:22] i don't remind you that we are mandated to

[53:26] develop or plan for these units we're not mandated

[53:29] to build these units right now if a developer comes in and wants to build

[53:34] housing of course we're going to you know go down that road but again we're

[53:38] not mandated to build houses we're just mandated to

[53:42] propose these houses so tonight council will consider a resolution of approval

[53:47] for the draft comprehensive update of the housing element and if they approved

[53:52] it then we're going to send it up to hcd for um review

[53:56] i want to just go over a little bit of the timeline that we've been working on

[54:00] the housing element for a while now along with our consultant who is here

[54:04] tonight um if in case a council has any questions um and so

[54:10] recently we presented the housing element to our planning commission which

[54:13] was i think last month and they unanimously approved recommendation to

[54:17] council for approval and um

[54:22] again um we're asking for council to take a look at it and

[54:27] again tonight is a public hearing so to open the public hearing testimony but if

[54:32] everything goes well to adopt the resolution so we can send it up to the

[54:36] housing department of the state to do their review

[54:40] i'm here for any questions again our consultant nicole crist is here as well

[54:45] and um i kick it back to the council

[54:48] okay this being a public hearing i need to open it up for public comment at this

[54:52] point and being a very shy audience i'll go

[54:55] ahead and close it to public common and bring it back to council council member

[54:59] bates and maybe this is a question more for

[55:02] the consultant than specifically for ron but as we know some of these numbers

[55:10] that have come out arena just aren't workable there's no

[55:15] prayer for us to build the number of units on a county or statewide basis

[55:22] that have been laid out as needed in in reyna and these housing units probably

[55:27] aren't needed i'm wondering if there has been any more

[55:32] developments in terms of the counties and skag for that matter the southern

[55:39] california association of government who've challenged these state numbers

[55:44] can you kind of just update us on what the status is

[55:48] of that situation

[55:51] councilman my name is nicole crist i'm with terra nova planning

[55:55] i don't know the detail of the suits there are several suits

[56:00] skag skagg was assigned a number by hcd and had

[56:06] almost no choice right um in how they distributed them

[56:10] there are also lawsuits against hcd

[56:14] pertaining to the arena i am not privy to the

[56:18] um to the legal aspects of this okay thank you councilmember bates maybe if i

[56:23] might just be able to step in just add a little bit of color to the conversation

[56:26] as well so i did want to just point out the timeline that mr nota was referring

[56:31] to was essentially is a 60-day window for hcd to review all of these housing

[56:36] elements i have my doubts as to whether or not

[56:40] the state can actually accomplish that within 60 days and so i think you're

[56:44] going to find that any number or certainty that we could provide you is

[56:49] most likely to drift as we get closer to that final day and i think that you're

[56:53] going to find the same story with the associated lawsuits that go along with

[56:57] it that i think that as this continues to ramp up as we head into the fall i

[57:02] would be shocked if there are not changes that are handed down either by

[57:05] hcd or through skag or ocog or one of the other regional planning boards so i

[57:10] i think your thought process is exactly right that

[57:14] at some point someone's going to realize that these numbers for the entire state

[57:18] are a little out of hand right so okay thank you man any other questions or

[57:22] comments just you know just a quick comment i

[57:25] mean this is something we've talked about over the years right which is

[57:28] sacramento imposing unfunded mandates on us you know just

[57:33] deciding you know in their infinite wisdom that we need to put 760 houses

[57:38] or residences in our city despite the fact that we're pretty much completely

[57:43] built out um and it's just it's an another

[57:46] unfortunate you know overreach by them so it's something we have to deal with

[57:50] and we're dealing with it by the adoption of the new housing element but

[57:54] um again it's disappointing we do what we can

[57:59] within um within those mandates and i want to commend staff for

[58:02] for going back to the drawing board after you know a hiccup earlier this

[58:06] year on this but good job getting it to the finish

[58:10] line and the state's response to those cities that are built out as just

[58:13] eminent domains some commercial property yeah so they really just

[58:18] it doesn't matter to them what the cities look like it's they've got to hit

[58:21] that number yeah i mean we've talked about this too right they're eliminating

[58:24] single-family zoning you buy a house in a in a res in a neighborhood with

[58:28] single-family zoning because you wanted you know that sort of space and you paid

[58:32] for it you know it's expensive in california and then

[58:34] they just decide you know what we're going to let people put apartments next

[58:37] to you or we're going to let people put whatever you know change the nature

[58:40] completely right so it's a shifting everything's shifting

[58:44] right and and it's just uh it's unfortunate but

[58:47] it's the way it is right now okay with that uh can i entertain a
