from nrk development

public meeting is being held in

[13:54]
planning act rso 1990 to consider an
[13:58]
amendment to the loyalist township
[13:59]
official plan amendment to the
[14:01]
comprehensive zoning bylaw
[14:04]
2001-38 as amended and the plan of
[14:08]
subdivision
[14:11]
proposed subdivision seeks approval for
[14:13]
a draft plan
[14:14]
draft plan of subdivision consisting of
[14:16]
three
[14:17]
i'm going to skip over that part you can
[14:20]

[14:22]
council shall hear in person or by his
[14:25]
or her counsel solicitor or agent any
[14:27]
person who who claims to be affected by
[14:30]
this application
[14:32]

[15:36]
street

uh i just need to share my screen

so we're here today about the proposed
[16:00]
resident potential development at 315
[16:03]
main street odessa
[16:14]
there we go uh so it is located at the
[16:16]
corner of county road to shane street
[16:19]
and hensey street
[16:20]
um with
[16:22]
frontage on all three streets
[16:26]
um right now the lands are currently
[16:28]
vacant with residential on the
[16:32]
east
[16:33]
sorry the west south and
[16:36]
vacant looks like farmland and
[16:37]
agricultural on the north and
[16:40]
north of the site
[16:43]
so currently the lands have a low
[16:45]
density residential designation on them
[16:48]
and
[16:49]
the proposal is to
[16:51]
move them to a medium density
[16:53]
residential designation to prevent the
[16:55]
development as proposed
[16:58]
so previously back in 2019 we had
[17:01]
submitted an application for draft plan
[17:03]
of subdivision
[17:05]
which included medium density town
[17:07]
houses in this area in this area a
[17:11]
public right-of-way which would have
[17:13]
gone from hensey street to shane street
[17:16]
and a medium density apartment building
[17:18]
once we received comments back from
[17:20]
staff and feedback from the original
[17:23]
public meetings
[17:24]
we have revised the plan and we've
[17:28]
put townhouse units fronting straight on
[17:31]
to hensey and shane street
[17:34]
there's 14
[17:36]
town houses as well as a 22 unit
[17:38]
apartment building which will have
[17:40]
frontage on
[17:41]
highway 2 as well as on
[17:45]
shane street
[17:46]
the there is no will be no access from
[17:49]
highway 2 as
[17:50]
uh it's not permitted at this time and
[17:52]
then there's also a stormwater
[17:54]
management pond proposed which will
[17:57]
help with all the runoff
[17:59]
or potential runoff from the site
[18:01]
controlling it before it goes out into
[18:02]
the existing ditch system
[18:07]
so currently the low the official plan
[18:09]
that
[18:10]
permits low density residential which is
[18:12]
single detached dwelling semi-detached
[18:14]
dwellings
[18:15]
with a total density of 31 units per
[18:18]
hectare
[18:20]
um and the
[18:22]
medium density permits the low density
[18:24]
uses triplexes cluster row housing
[18:28]
street fronting townhouses low-rise
[18:30]
apartments to a maximum
[18:31]
60 units per hectare with a maximum of
[18:34]
four stories
[18:35]
and we are proposing to put
[18:38]
street fronting townhouses a low-rise
[18:40]
apartment which is three stories in
[18:42]
height and a
[18:44]
total net density for the entire site of
[18:47]
48.4 units per net hectare
[18:49]
which removes is
[18:51]
basically the lands that are being
[18:53]
developed with residential so doesn't
[18:55]
include the lands of the storm water
[18:56]
management pond
[18:58]
in that calculation
[19:02]
so originally this is what was proposed
[19:04]
for the site there was 24
[19:08]
units in the apartment building
[19:10]
and there was
[19:11]
16 units with frontage onto the proposed
[19:15]
public road
[19:17]
so we are now proposing a 22 unit
[19:20]
apartment building
[19:22]
same footprint we're just reducing the
[19:24]
number of units in it uh there's a lot
[19:26]
more amenity space we've provided
[19:28]
children's amenity space
[19:30]
and we've also
[19:31]
included 14 uh townhouses which are
[19:35]
i believe they were approximately
[19:38]
2100 square feet in size
[19:41]
two stories in height
[19:46]
so the proposed
[19:49]
apartment building hasn't changed in
[19:51]
terms of the looks of it
[19:54]
although this will all be dealt with the
[19:57]
actual details of which will be dealt
[19:58]
with through the site plan process in
[20:00]
the future once
[20:02]
approved
[20:05]
so currently the lands are a residential
[20:07]
type five zone
[20:09]
which permits the existing
[20:11]
which existing permissions permit street
[20:13]
fronting townhouses and the low-rise
[20:15]
apartment dwelling
[20:17]
this doesn't align with the official
[20:18]
plan um
[20:21]
which
[20:22]
doesn't permit these uses in the low
[20:23]
density use but the zoning permits them
[20:25]
as of right
[20:28]
um so we were proposing to
[20:30]
modify the existing zoning bylaw to
[20:33]
permit these uses
[20:35]
including some lot area
[20:37]
uh reductions minor reductions are still
[20:40]
meeting all the setbacks with exception
[20:44]
of the exterior side yard on one unit
[20:47]
and the front yards we've asked for it
[20:49]
to be six meters which accommodates the
[20:51]
driveway as well as four and a half
[20:52]
meters to the house so your driveway
[20:54]
your garage face is actually pushed back
[20:57]
from the front of the house
[21:00]
and then
[21:01]
through staff we were asked to
[21:03]
propose an amendment to the
[21:05]
maximum
[21:06]
lot coverage for the internal units to
[21:09]
allow for future sheds to be placed in
[21:11]
these rear yards
[21:13]
um
[21:15]
so we've gone up to 51 there the corner
[21:17]
and end units would still comply with
[21:19]
the additional five percent for the
[21:21]
sheds
[21:22]
and we've also provided additional rear
[21:24]
yard space
[21:26]
from what the current by-law proposes
[21:28]
so because we were requesting amendments
[21:30]
to the zoning bylaw that triggered the
[21:33]
official plan amendment
[21:37]
and the
[21:38]
for the apartment building were
[21:40]
requesting a reduction of the front yard
[21:42]
from seven and a half meters to six
[21:44]
meters
[21:45]
and uh parking to be located 1.5 meters
[21:48]
from the street line and this is to
[21:50]
capture a pinch point at the north what
[21:54]
northeast corner of the site
[21:56]
most parking will be outside of the
[21:58]
three meters with exception of the one
[22:00]
pinch point on site
[22:04]
so we have heard some public concerns
[22:07]
about the
[22:08]
about flooding the increases to density
[22:10]
and the traffic that will be generated
[22:12]
from this site
[22:14]
um
[22:15]
the flood
[22:16]
flooding and drainage we do understand
[22:18]
that is an existing ongoing issue in
[22:20]
this area
[22:21]
due to the bedrock and the
[22:24]
lack of storm source so the ditches have
[22:26]
been seen to overflow our site does have
[22:30]
to implement a stormwater management
[22:32]
pond which will
[22:34]
address any flooding issues that would
[22:36]
have resulted from this proposed
[22:37]
development
[22:39]
so
[22:40]
we will be containing and we have to
[22:41]
contain pre pre to post so we have to
[22:45]
contain all flood
[22:47]
and all water before it goes back into
[22:49]
the into the municipal ditches
[22:51]
to the same extent that it would be
[22:53]
today and we've actually i believe
[22:56]
made it better with because we've
[22:58]
increased the size of the pond to allow
[22:59]
for additional
[23:01]
storage on site in those major events
[23:04]
the increase in density on the site so
[23:07]
as
[23:08]
previously noted the zoning bylaw
[23:10]
actually permitted the uses of the
[23:12]
medium density
[23:14]
and would have permitted
[23:16]
the uses as of right
[23:18]
it's a minor increase in density we're
[23:20]
not actually asking for an amendment by
[23:22]
going to the medium density
[23:25]
um
[23:26]
previously we had asked for an
[23:28]
additional
[23:30]
density increase but we've now reduced
[23:32]
the number of units on site and we are
[23:36]
were allocated previously to have 36
[23:39]
units for servicing and that's what we
[23:41]
have proposed on site now
[23:43]
and the increase in traffic as a
[23:47]
we have done a traffic study for this
[23:49]
site
[23:51]
and it found that the
[23:52]
increase in traffic would be
[23:54]
not
[23:55]
negatively impacting the existing
[23:58]
traffic flows in the area
[24:03]
so again this is our revised plan so we
[24:05]
did the storm water management pond is
[24:07]
here and it is approximately
[24:10]
uh 1200 square meters and
[24:14]
the amount so we have amenity space now
[24:16]
across the entire
[24:18]
frontage here as well as each of these
[24:20]
townhouses have a significantly
[24:23]
large backyard
[24:25]
for
[24:26]
what a townhouse would normally have
[24:30]
and the this is for the proposed draft
[24:32]
plan of subdivision
[24:35]
uh so there's three blocks which would
[24:36]
include the three the three townhouses
[24:38]
as well as the
[24:40]
block for the
[24:42]
um
[24:43]
apartment building and there's also a
[24:45]
road widening of three meters and
[24:49]
about three meters on both shane street
[24:50]
and hensey street which is part of why
[24:53]
we've asked for the additional
[24:55]
setback to six meters from seven and a
[24:57]
half for the apartment building because
[24:59]
we have given a three meter widening so
[25:01]
we are
[25:02]
significantly set back we're still nine
[25:04]
meters from where the road currently is
[25:06]
today and that road widening
[25:08]
will likely just be grass in this area
[25:14]
in the future if the city or the
[25:15]
township does choose to actually widen
[25:18]
this road or urbanize this road
[25:20]
there may be sidewalks located within
[25:22]
that area but for now it would just
[25:23]
remain as is today
[25:28]

you know it just isn't published and it
[31:14]
kind of you know give back in the
[31:17]
enhanced notice and uh
[31:19]

[31:21]
more public participation might be uh
[31:24]
be held if this was a this was published
[31:27]
along with the other meetings that's one
[31:30]
thing

i'm one of my comments if you under

and i do understand i'm not sure that

there must be another extension in there

there wasn't a lot

there there were it was there was an

allocation to uh another 13 units to
[32:49]
make it 36.

so we've had 218 in extension 219 an
[32:55]
extension
[32:56]
now we're coming to
[32:59]
another extension how many extensions
[33:00]
are we going to have and what's that
[33:02]
going to do to set precedence for other
[33:04]
developments is my question

you know the 36 units are being carried
[34:22]
uh in our uncommitted reserve capacity
[34:25]
so the plant is
[34:27]
uh able to um handle the additional
[34:30]
units
[34:32]

terms of the township's website it

that but i can confirm all additional

notice was mailed to all property owners

within 120 meters of the site as well
[35:08]
um and i'm going forward there's um
[35:12]
there'll be an obviously this is just a
[35:14]
public meeting so there'll be further

meetings to this brought forward in
[35:17]
council with an additional notice um and
[35:19]
so we can definitely ensure that
[35:22]
that it's included on the website

uh there's concerns if they put the fill

in there that was gonna cause problems
[35:54]
with the drainage on shane street
[35:57]
and uh that was brought up in the public
[35:59]
meeting in 91
[36:01]
came on 93 or 94 there's another public
[36:05]
meeting and
[36:06]
they waived the uh
[36:08]
the water studies in the soil testing in
[36:12]
a scramble to get the uh public funding
[36:14]
and after that the next year after that
[36:17]
we had a year and we had problems there
[36:20]
so uh
[36:22]
you know things happened uh
[36:25]
there there were petitions to the to the
[36:28]
earnest downtown council i guess back
[36:31]
then and
[36:32]
delegations and stuff and they ended up
[36:35]
uh in improving the ditches on the north
[36:38]
side of shane street and putting the
[36:41]
fill in the backyards but we still
[36:43]
haven't
[36:44]
i guess i read in the port uh under
[36:46]
functioning ditch on the on the north
[36:49]
side
[36:50]
we've uh
[36:51]
now spent money in the last couple years
[36:53]
improving uh the south side ditch
[36:56]
so that's tax money spent there and uh
[36:59]
i'm really concerned what's going to
[37:00]
happen here and we've already spent what
[37:02]
spent our tax dollars done on these
[37:04]
improvements and it's natural drainage
[37:07]
going down through there so i'm i'm not
[37:08]
really too sure what's going to happen
[37:10]
here i'm i'm concerned
[37:13]

again three year worship we're still

doing this is only for an op not only

concern

that we would have be required to

fulfill as part of the subdivision

so that it's not we weren't required to

it these comments we've received have
[41:44]
not said we need to do the four season
[41:46]
study

and that's part of why we have not

because this is what we like

once again

our quality of life is just being

disregarded so that somebody can build a
[46:31]
development
[46:32]
like this is a rural area and it's quiet
[46:35]
and it's the air is clean and we
[46:37]
hear birds and trees and wind and we get
[46:40]
the smell of the hay and the grass
[46:43]
we get to look at the world the way it
[46:44]
was supposed to be
[46:46]
and it seems like for myself every time
[46:49]
i found a place like this to live
[46:52]
after a few years i've got to pull up
[46:54]
and leave because well here comes the
[46:56]
developer it's all gone again
[46:59]
and
[47:00]
all this
[47:02]
discussion that's going on now in the
[47:03]
world about global warming and climate
[47:06]
change and so on this is relevant
[47:08]
because every time you destroy something
[47:09]
like this chop down trees pave over
[47:12]
grass
[47:14]
that's part of the world that's not
[47:15]
getting cleaned again and you can't go
[47:17]
back once you've dug it dug it up paved

it over and built on it it's gone

so today we're here to discuss the
[1:00:34]
applications for draft plan of
[1:00:36]
subdivision for the property at 496 main
[1:00:39]
street and bath
[1:00:40]
so the purpose of the application is a
[1:00:42]
draft plan of subdivision to create 10
[1:00:44]
new residential blocks with 9 70
[1:00:46]
detached blocks with 18 units and one 10
[1:00:49]
s block with four units for a total of
[1:00:51]
22 units an official plan amendment is
[1:00:54]
requested to change the designation from
[1:00:56]
commercial to medium density residential
[1:00:58]
this is required in order to permit
[1:01:01]
townhouses and semi-detached dwellings
[1:01:03]
on the subject lands
[1:01:04]
and then a zoning bylaw amendment
[1:01:06]
application is proposed in order to
[1:01:08]
implement the proposed draft plan of
[1:01:10]
subdivision and change the zone from a
[1:01:12]
commercial zone to a residential zone
[1:01:15]

of construction dates and range of
[1:02:02]
architectural styles

and the site has an area of 1.2 hectares
[1:02:09]
with 93 meters of frontage on main
[1:02:11]
street there's an existing commercial
[1:02:13]
building on the site there's a u-shaped
[1:02:15]
driveway with two entrances to main

street the land is cleared and grassy
[1:02:19]
and bath creek runs along the north of
[1:02:21]

at the rear of the property which will
[1:02:54]
be designated to the township for
[1:02:56]
conservation

during the pre-consultation meeting with

the township we had certain design
[1:03:08]
considerations established to help guide
[1:03:11]
the development of this subdivision
[1:03:13]
including providing a mix of housing

[1:03:17]
plain
[1:03:19]
that's bath creek minimizing the number
[1:03:21]
of entrances to main street providing a
[1:03:23]
minimum of two parking spaces per unit
[1:03:26]

the proposed development will be
[1:03:30]
serviced by municipal water and sanitary
[1:03:32]
services servicing will be confirmed as
[1:03:35]
a condition of draft approval um block
[1:03:37]
11 which includes the lands along black
[1:03:39]
creek and the flood plain is a natural
[1:03:41]
open space block which will be dedicated
[1:03:43]
to loyalist township for conservation
[1:03:46]
and this dedication
[1:03:48]
will occur in consultation with the
[1:03:50]
conservation authority
[1:03:53]
the owner will also be required to
[1:03:55]
provide cash in lieu of parkland
[1:03:57]
access to the site is a 18 meter wide
[1:04:00]
public cul-de-sac connecting to main
[1:04:02]
street and individual driveways are
[1:04:03]
proposed for the four townhouse units
[1:04:07]

here's an example built form
[1:04:11]
renderings shown are
[1:04:13]
conceptual at this point but show two to
[1:04:16]
two and a half story buildings two to
[1:04:18]
three bedroom units owner intends to
[1:04:20]
build a high quality product based on

feedback from the
[1:04:24]
virtual open house took it back to the
[1:04:26]
owner that had more traditional colonial
[1:04:28]
design is preferred for the area
[1:04:31]
buyers will be choosing floor plans and
[1:04:33]
landscaping will be required
[1:04:35]

and so in terms of going to the policy
[1:04:41]
context so the proposed development
[1:04:43]
is consistent with the intent of the
[1:04:45]
provincial policy statement as it
[1:04:46]
redevelopment redevelops and

underutilized site in an area intended

for development it's within the urban
[1:04:52]
growth groundry efficiently uses land
[1:04:54]
and resources does not result in the
[1:04:56]
uneconomic extension of services
[1:04:59]
the proposed residential use is
[1:05:01]
compatible with the adjacent residential
[1:05:03]
uses and no public health and safety
[1:05:05]
issues are anticipated as the
[1:05:07]
development setback
[1:05:08]
far enough from box creek
[1:05:11]

[1:05:19]
existing designation is for commercial
[1:05:20]
land uses and medium density residential
[1:05:24]
is proposed the medium density
[1:05:26]
residential is proposed in order to

um we note that the proposed density is
[1:05:33]
actually low density it's less than 31
[1:05:36]
units per net hectare which is what's
[1:05:38]
identified in the
[1:05:40]
township's official plan
[1:05:42]
as the threshold there so
[1:05:44]
seeking to go into the medium density
[1:05:46]
residential designation to permit the
[1:05:49]
townhouse built form
[1:05:51]

so residential uses on the subject lands
[1:05:58]
are appropriately located it's within
[1:06:00]
the settlement area of bath
[1:06:02]
in an area that's within walking
[1:06:03]
distance of parkland community
[1:06:05]
facilities commercial uses

it's compatible with adjacent uses the
[1:06:09]
proposed residential use is more
[1:06:10]
compatible with adjacent residential
[1:06:13]
properties compared to a commercial use
[1:06:16]
it meets the functional needs of site
[1:06:17]
users parking and amenity space are
[1:06:19]
provided on the site consistent with the
[1:06:21]
township standards
[1:06:23]
helps to achieve intensification targets
[1:06:26]
supports residential intensification in
[1:06:28]
the settlement area of bath and complies
[1:06:30]
with division of land policies
[1:06:32]
so engineering studies have been
[1:06:34]
submitted which demonstrate that the
[1:06:35]
development of the subject lands
[1:06:38]
is orderly and logical meaning that
[1:06:40]
servicing can be provided traffic can be
[1:06:43]
accommodated and storm water management
[1:06:46]
can be managed as well
[1:06:48]

so the existing zoning is a commercial
[1:06:53]
c2 zone and we're proposing to place
[1:06:57]
the lands into residential zones and it
[1:07:00]
will be a
[1:07:01]
residential type 4 zone for the
[1:07:03]
semi-detached dwellings and a
[1:07:05]
residential
[1:07:07]
type 5 zone for the townhouse units and
[1:07:10]
we note that site-specific performance
[1:07:12]
standards are proposed throughout to be
[1:07:14]
able to implement the development as
[1:07:16]
shown
[1:07:18]

um so we have heard comments so far and
[1:07:23]
we did host a virtual open house
[1:07:26]
to
[1:07:27]
solicit feedback from the public and
[1:07:29]
have a discussion about the proposed
[1:07:31]
development
[1:07:32]
we heard concerns with compatibility and
[1:07:34]
scale concerns with potential traffic
[1:07:36]
impact and access
[1:07:38]
concerns with availability of water and
[1:07:39]
waste water services concerns about the
[1:07:42]
safety of the open space block in
[1:07:43]
parkland and concerns with flooding and
[1:07:46]
storm water management
[1:07:48]

some concerns related to compatibility
[1:07:53]
and heritage concerns about the density
[1:07:56]
and the size of the lots
[1:07:58]
compatibility specifically with the
[1:08:00]
heritage character of bath preference
[1:08:02]
for fewer single detached homes and need
[1:08:05]
for greater setbacks and separation
[1:08:08]
so we do note that we have heard all of
[1:08:10]
these comments and taken them back to
[1:08:12]
the developer
[1:08:13]
and are awaiting township comments
[1:08:15]
before
[1:08:17]
making changes to the design
[1:08:20]
but to summarize the
[1:08:22]
proposed density is is considered low
[1:08:24]
density in the official plan
[1:08:26]
and the lot sizes and setbacks are
[1:08:28]
consistent with modern construction
[1:08:30]
standards again we note that
[1:08:32]
pending township comments these can be
[1:08:36]
reviewed final layout and building
[1:08:38]
locations will be refined through this
[1:08:40]
process
[1:08:41]
and the buildings will comply with the
[1:08:43]
maximum height of at 10 meters outlined
[1:08:46]
in the zoning bylaw
[1:08:47]
and
[1:08:48]
supports
[1:08:49]
the addition of semi-detached and
[1:08:52]
townhouse dwellings on this site
[1:08:53]
supports providing a range of mix and
[1:08:56]
housing types in bath
[1:08:58]
from a land use perspective supports
[1:09:02]
the efficient use of land and settlement
[1:09:04]
areas making use of existing services
[1:09:07]
and
[1:09:08]
the proposed built form is compatible
[1:09:10]
with adjacent residential uses in terms
[1:09:12]
of scale and bill form
[1:09:14]

and so open space heard the concerns
[1:09:19]
here that need for planning and
[1:09:20]
landscape concerns with the safety of
[1:09:21]
block 11 for parkland and concerned with
[1:09:24]
access to open space for residents we
[1:09:26]
know that landscaping will be required
[1:09:28]
um the intention is to preserve trees
[1:09:30]
wherever possible block 11 will be
[1:09:33]
dedicated as open space for conservation
[1:09:35]
use and it's not intended to be a park
[1:09:37]
space or a public park space um it's
[1:09:40]
intended to let the
[1:09:42]
flood plane function um along the creek
[1:09:45]
and cache and live with parkland will be
[1:09:47]
provided to the township
[1:09:49]

traffic access heard concerns about
[1:09:53]
traffic frequency concerns with the
[1:09:55]
amount of parking need for visitor
[1:09:56]
parking concerns with entrances on the
[1:09:59]
main street ability for trucks to turn
[1:10:00]
around and the need for sidewalks so
[1:10:03]
according to the traffic impact study
[1:10:06]
forecasted traffic levels are
[1:10:07]
anticipated to have negligible impact on
[1:10:09]
surrounding roads the cul-de-sac meets
[1:10:12]
the minimum turn radius required for
[1:10:13]
single-unit trucks the proposal will be
[1:10:15]
reviewed by the fire department
[1:10:17]
in the technical comments and the
[1:10:19]
proposed development meets the minimum
[1:10:21]
parking requirements for residential
[1:10:22]
uses
[1:10:24]

um engineering again concerns with water
[1:10:31]
and wastewater servicing concerns about
[1:10:33]
capacity to support the development and
[1:10:35]
concerns about storm water management
[1:10:37]
flooding and water quality and runoff

so preliminary calculations show there
[1:10:42]
is capacity to service the proposed
[1:10:43]
development
[1:10:45]
these reports are available
[1:10:47]
and are being reviewed by the township
[1:10:49]
as part of their technical review
[1:10:52]
capacity will be confirmed by the
[1:10:53]
township as a condition of draft
[1:10:55]
approval
[1:10:56]
the storm sewer services will be
[1:10:58]
installed with a connection to main
[1:10:59]
street storm sewers
[1:11:01]
and there is going to be an oil grit
[1:11:02]
separator installed to mitigate any
[1:11:04]
adverse water quality effects and more
[1:11:06]
details on these measures are available
[1:11:08]
in the accompanying report
[1:11:11]

um so in conclusion and based on this
[1:11:17]
the proposed residential uses on the
[1:11:19]
site are consistent with the intent of
[1:11:21]
the pps

a home across the street which was 1850
[1:12:50]
and you start going down that street and
[1:12:52]
that's
[1:12:53]
you're almost going back into the 1800s
[1:12:55]
i think this will exactly take away from
[1:12:58]
the heritage bit of bath ontario it'll
[1:13:01]
become a just another little place
[1:13:04]
like behind like amherst view where
[1:13:07]
you're going to have all these
[1:13:08]
different kinds of things in there
[1:13:11]
we should be trying to keep this
[1:13:14]
as a certain
[1:13:16]
certain plate thing i could see if they
[1:13:18]
wanted to develop this to put this into
[1:13:21]
colonial style homes or period type
[1:13:24]
homes which can be built very easily by
[1:13:26]
a builder and i did check this builder
[1:13:29]
out he looks like he is a is a quality
[1:13:31]
builder
[1:13:32]
i think this is something i don't know
[1:13:34]
anything about the water plane but i
[1:13:35]
know i when i walk there
[1:13:37]
i'm in the last meeting a lot of people
[1:13:39]
had concerns about
[1:13:41]
runoff that where's it going to go
[1:13:44]
is it going to run into the into the
[1:13:46]
bath creek that's there and we have a
[1:13:48]
few pollution problems along there and
[1:13:50]
another thing was that
[1:13:52]
i could see that if they could take
[1:13:53]
those four townhouses out and make that
[1:13:56]
all parkland the people who have
[1:13:58]
children in that area but have a place
[1:14:01]
to play now there's no place for them to
[1:14:03]
go you can't take a three-year-old down
[1:14:05]
to the park all the time
[1:14:07]
and also with those four
[1:14:09]
four
[1:14:10]
townhouses there that's four extra
[1:14:12]
driveways on that bath road and right
[1:14:15]
now i call that the bath road speedway
[1:14:20]
you can't believe how fast the cars are
[1:14:23]
going on that even the trucks coming
[1:14:25]
from
[1:14:26]
coming from the
[1:14:28]
the parge today most of the trucks were
[1:14:31]
doing 65 to 70 k's completing with the
[1:14:35]
cars also all you need is one little
[1:14:37]
child to go out there and boom and it's
[1:14:39]
council's responsibility to make sure
[1:14:42]
that that speed limit is down but also
[1:14:44]
there's just too much congestion on a
[1:14:46]
weekend
[1:14:47]
with a subdivision we've got behind us
[1:14:49]
now
[1:14:50]
with only one exit
[1:14:53]
there could be a possibly 200 cars there
[1:14:55]
you think on the holiday weekend
[1:14:58]
and someone trying to turn left
[1:15:00]
will never get out let alone going down
[1:15:03]
the street again you're going to have
[1:15:05]
you're just going to have one big
[1:15:06]
bottleneck
[1:15:07]
so i just think that if they could get
[1:15:11]
could go back to the drawing board and
[1:15:12]
maybe do a uh
[1:15:14]
a single family development in there
[1:15:17]
with colonial style homes that would
[1:15:20]
match what's going on through there
[1:15:22]
that's what a legacy i'm sure i hope

intended to be dedicated to the township

for conservation in consultation with

this is being provided

in several other areas for example off

highway 6 south of the taylor kid
[1:20:12]
and also off spears road
[1:20:15]
in all those areas there are multiple
[1:20:17]
residential units and the semis
[1:20:20]
i don't think it's at all appropriate in
[1:20:22]
this particular area
[1:20:24]
also
[1:20:26]
which i i noticed that the staff report

the various other yards there's very

large reductions required

illustrates the fact that this is not a

suitable

development for this area as it's

currently indicated

the concern what concerns me is the

historic value of bath

this is one of the oldest communities
[1:24:38]
in ontario
[1:24:39]
we have heritage homes up and down the
[1:24:42]
street
[1:24:45]
and even though
[1:24:47]
your consultant is only required to have
[1:24:50]
blank blank blank
[1:24:51]
and
[1:24:53]
only required to
[1:24:55]
be under 10 meters and
[1:24:57]
i think those rules should be
[1:24:59]
put aside because of the historic value
[1:25:02]
of this of the town
[1:25:04]
we have
[1:25:07]
tried
[1:25:08]
very hard in bath to keep it in its
[1:25:12]
historic
[1:25:13]
nature
[1:25:14]
we had a lac la lac which was local
[1:25:18]
historic conservation
[1:25:20]
a lot of people aren't aware of that
[1:25:23]
we had
[1:25:24]
and we had an historic society we had
[1:25:26]
the fairfield goodside house
[1:25:28]
we have the
[1:25:30]
masonic hall we have the town hall and
[1:25:33]
when we resided the town hall there were
[1:25:35]
a lot of complaints because we weren't
[1:25:38]
staying to the historic nature of bath
[1:25:41]
so there are many many people who need
[1:25:44]
to have this town remain as it is
[1:25:48]
now
[1:25:49]
i invite people to take a drive
[1:25:52]
into amherst view and particularly on
[1:25:56]
walden pond it's called
[1:25:58]
to have a look at the homes that are in
[1:26:00]
there
[1:26:01]
they are chock-a-block on top of each
[1:26:03]
other
[1:26:04]
they are incredibly tall because a
[1:26:06]
walk-out basement evidently isn't a
[1:26:08]
walk-out basement out the back a
[1:26:10]
walk-out basement is a garage on the
[1:26:13]
main floor and then
[1:26:16]
above that the main floor of the house
[1:26:18]
the living section of the house plus the
[1:26:20]
bedrooms on the third floor
[1:26:22]
this is taller than anything we have
[1:26:25]
here in bass um and as i said
[1:26:28]
they're allowed to do it the 10 meters
[1:26:31]
is what they're allowed to do
[1:26:33]
but we should consider
[1:26:35]
that
[1:26:36]
in bath we need to maintain the historic
[1:26:39]
values
[1:26:43]
the first comment or in the first
[1:26:45]
comments
[1:26:47]
they were talking about medium density
[1:26:49]
housing
[1:26:51]
and they made no mention whatsoever of
[1:26:53]
the 130 homes that are
[1:26:56]
going in directly behind here which are
[1:26:58]
medium density so we are not lacking in
[1:27:01]
medium density homes
[1:27:03]
in bath
[1:27:05]
so
[1:27:06]
plus there are many other subdivisions
[1:27:08]
going in
[1:27:12]
one other comment
[1:27:14]
cash in lieu of parkland
[1:27:16]
what's that going to do for the village
[1:27:18]
what's that going to do for the the
[1:27:21]
it's going to give you money in your
[1:27:22]
pocket to do something but
[1:27:24]
it's not going to give our children
[1:27:26]
places to play i'm directly across the
[1:27:29]
street from this place and um
[1:27:33]
it's just uh
[1:27:35]
amazing to me that they could consider
[1:27:38]
putting
[1:27:39]
such a
[1:27:41]
i don't even know what to call it such
[1:27:44]
so many
[1:27:45]
houses
[1:27:46]
on that tiny piece of land
[1:27:49]
um
[1:27:50]
so
[1:27:52]
um
[1:27:54]
also when when we went in to have a look
[1:27:57]
at walden pond
[1:27:59]
which is um
[1:28:00]
in amherst view as i said and it's
[1:28:03]
walkout basements which are actually the
[1:28:06]
main the
[1:28:07]
floor on the ground floor is the walkout
[1:28:10]
basement so then the living quarters are
[1:28:12]
above that and above that again
[1:28:16]
there was an incredible amount of
[1:28:18]
parking
[1:28:20]
on the street
[1:28:22]
there were cars all over the street
[1:28:24]
we
[1:28:25]
couldn't get down the street without
[1:28:27]
swerving back and forth to go around
[1:28:29]
cars that were parked there
[1:28:31]
so um
[1:28:34]
i think
[1:28:36]
that you're dreaming if you think that
[1:28:38]
there's not going to be a parking
[1:28:40]
problem on this street especially with
[1:28:43]
fire trucks
[1:28:44]
and emergency vehicles getting in there
[1:28:47]
um
[1:28:49]
and the every house has at least two
[1:28:52]
cars if not three
[1:28:54]
and there's just definitely not enough
[1:28:56]
parking and they will park on the street
[1:28:58]
and they will possibly park
[1:29:01]
on other streets that are nearby
[1:29:03]
and um

this is a this is a problem in bath
[1:29:07]

we're just an accident waiting to happen

on that main street

i'm the estate trustee for the home of

leon and teresa cant at 517 main street

thank you where i grew up
[1:30:27]
and
[1:30:30]
my main concern
[1:30:32]
is that i'm reading through the uh
[1:30:34]
council report
[1:30:36]
uh staff report
[1:30:38]
and such
[1:30:40]
a lot of people
[1:30:41]
seem to be thinking of the site as
[1:30:44]
having been a restaurant which yes it
[1:30:47]
was for
[1:30:48]
a good many years before it was a
[1:30:50]
restaurant it was a fish cannery
[1:30:54]
and uh the fish were dropped off at the
[1:30:57]
uh
[1:30:58]
wharf at the bottom of the factory lane
[1:31:00]
uh taken from lake ontario
[1:31:03]
back in the 40s and 50s and such
[1:31:06]
brought up to the cannery for cleaning
[1:31:08]
and
[1:31:10]
packaging
[1:31:12]
then there's
[1:31:13]
fish waste coming from it uh parts that
[1:31:17]
obviously you don't want to find on
[1:31:18]
cattle fish
[1:31:20]
uh
[1:31:22]
back in summer of 1982 i worked for the
[1:31:25]
village bath going through its back
[1:31:27]
records
[1:31:29]
basically
[1:31:30]
helping to trim out stuff that was no
[1:31:32]
longer needed i saw no records
[1:31:35]
with respect to
[1:31:37]
the fish cannery at the time
[1:31:39]
but
[1:31:40]
honestly
[1:31:42]
back in the 40s the 50s the early 60s
[1:31:46]
environmental stuff was not really a
[1:31:48]
consideration
[1:31:49]
and disposal of
[1:31:52]
waste was not so much a consideration
[1:31:55]
there's
[1:31:56]
as well understanding of pollution in
[1:31:59]
the fish
[1:32:00]
particularly in the great lakes was
[1:32:02]
definitely not a consideration yet
[1:32:04]
i remember in the 70s when that started
[1:32:06]
to be understood and
[1:32:08]
was something of a surprise
[1:32:10]
because i was a kid at the time had
[1:32:12]
fishing on the
[1:32:15]
dock
[1:32:16]
out in front of the house
[1:32:19]
the
[1:32:21]
wastes from the fish
[1:32:25]
i'm not sure where it was disposed but
[1:32:27]
there is potential it was exposed on the
[1:32:29]
site
[1:32:32]
buried in the ground there
[1:32:34]
from what i'm
[1:32:35]
seeing in staff reports there was an
[1:32:37]
understanding that there wasn't
[1:32:39]
the potential of an environmental risk
[1:32:41]
there
[1:32:42]
my understanding is that if it was
[1:32:45]
buried on the site or burnt on the site
[1:32:48]
or whatever
[1:32:49]
you're dealing with the pollutants the
[1:32:51]
fish would have had
[1:32:53]
including mercury
[1:32:55]
which would be in the soil
[1:32:57]
i would recommend before
[1:32:59]
proceeding with housing development on
[1:33:02]
that site
[1:33:03]
to double check the soil
[1:33:06]
if necessary
[1:33:07]
some
[1:33:08]
remediation happening
[1:33:10]
obviously
[1:33:12]
operating something like a restaurant
[1:33:14]
where people are in and out quickly
[1:33:16]
enough
[1:33:17]
uh everything's contained within the
[1:33:19]
building is a different thing from
[1:33:21]
kids playing in the backyard
[1:33:24]
and
[1:33:25]
so that
[1:33:26]
for all we know could be contaminated
[1:33:35]

staff as part of the technical review so

record of site conditions are required

and issued by the ministry of
[1:34:07]
environment conservation and parks um to
[1:34:10]
confirm that the analysis that was done
[1:34:12]
and proper cleanup and everything was
[1:34:14]
completed in order to change a
[1:34:17]
non-residential use and and switch it to
[1:34:19]
a more um residential one so we can't
[1:34:21]
we're not permitted to um
[1:34:23]
recommend approval for for changing the
[1:34:26]
site to residential um unless that has
[1:34:28]
been submitted and is satisfactory
[1:34:31]

there are a number of rather large trees

that

they're saying they can't don't have to

remove but

based on the plans that you currently

have for for that density i'd be
[1:36:11]
rather miffed at how you could possibly
[1:36:13]
not remove those trees in order to get
[1:36:15]
those houses in there that's number one
[1:36:18]
number two you talk about two parking
[1:36:20]
spots
[1:36:22]
what are you considering two parking
[1:36:25]
spots obviously the driveway
[1:36:27]
are you considering the garage as
[1:36:28]
another parking spot

council itself is the the water issue

along there as you know you improved

there are still a number of issues with

water

flooding the street

that's something to consider

the traffic
[1:37:05]
issue is going to be
[1:37:08]
a major concern
[1:37:10]
as council knows
[1:37:11]

the caitlyn project is quickly coming to
[1:37:17]
a point where they're going to be
[1:37:19]
building homes
[1:37:20]
now out of that subdivision there is
[1:37:23]
only one exit
[1:37:25]
and that is country club drive
[1:37:28]
out onto main street
[1:37:30]
so you're talking a substantial increase
[1:37:32]
in traffic going
[1:37:35]
east and west on main street
[1:37:38]
and now you're going to add
[1:37:39]
another
[1:37:40]
22 residents
[1:37:42]
in a area that's low density and should
[1:37:46]
remain low density
[1:37:49]
my other concern is
[1:37:52]
ibi talked about
[1:37:54]
two to two and a half stories
[1:37:56]
what are you putting in a half story
[1:37:59]
on top of that house
[1:38:00]
i can see a two-story i can see a
[1:38:02]
three-story but what in tarnation is a
[1:38:04]
half a story
[1:38:06]
so i'd like that answered
[1:38:10]
and finally uh the building that's there
[1:38:12]
itself is obviously owned by
[1:38:17]
or
[1:38:18]
ibm or whoever owns it
[1:38:20]
has it been examined for asbestos and if
[1:38:23]
it has been
[1:38:24]
what were the results
[1:38:26]
from that
[1:38:28]

quite a large municipal

right-of-way in front of the property so
[1:39:11]
there may be instances where the trees

are within the boulevard

and can be preserved as well and new
[1:39:17]
plantings will be provided so that
[1:39:19]
detail is to follow

but will be looked at as part of the
[1:39:23]
townships review i can confirm that yes

one of the two parking spaces is in the

garage so there's a parking space in the

it's these things that they say oh well

you've got two parking spots

i have a two-car garage and i have a
[1:41:17]
hard time getting my one car
[1:41:20]
uh with all the stuff one has and
[1:41:22]
collects
[1:41:23]
cooling lawnmowers and snowblowers and
[1:41:25]
so forth
[1:41:26]
but nevertheless i
[1:41:28]
i'm certainly uh
[1:41:31]
supportive of this type of group coming
[1:41:34]
in and wanting to do something to for
[1:41:36]
the betterment of bath and bringing new
[1:41:37]
people to bath
[1:41:39]
i just think that they're
[1:41:41]
they're being
[1:41:42]
overly
[1:41:45]
optimistic and thinking that
[1:41:47]
that many units could really have any
[1:41:50]
um
[1:41:52]
any uh
[1:41:53]
way it could uh
[1:41:55]
make bath
[1:41:57]
better
[1:41:58]
we have lots of uh places that are being
[1:42:00]
built as the former person spoke about
[1:42:03]
uh phase eight for one uh the new
[1:42:06]
subdivision that's going in beside fast
[1:42:08]
freddy's in that mall area up there
[1:42:10]
which is quite large as well
[1:42:13]
we're not really hard-pressed for those
[1:42:16]
types of
[1:42:17]
of
[1:42:19]
dwellings
[1:42:20]
being stuck in the middle of a
[1:42:22]
low-density uh area such as
[1:42:26]
what they're proposing now uh
[1:42:28]
like i say i certainly propose the
[1:42:30]
growth of bath and i'd like to see it
[1:42:33]
grow but i think they're just being over
[1:42:35]
optimistic in what they want the plan
[1:42:37]
there and they should really consider
[1:42:39]
about going back to the the drawing

now uh what i understand is that there's

people in the area

and i haven't been able to speak to
[1:46:10]
anyone in the area who
[1:46:12]
really supports this this development
[1:46:15]
there are a lot of concerns
[1:46:18]
and as everybody stated
[1:46:20]
earlier the concerns
[1:46:22]
are about the quality of life in bath
[1:46:25]
the uh
[1:46:26]
the idea that it's a historical place
[1:46:29]
and that it's a smaller place with a lot
[1:46:31]
of uh memories
[1:46:34]
we're we're concerned about the density
[1:46:37]
even though
[1:46:38]
on paper
[1:46:39]
according to regulations
[1:46:41]
it could be a classified as a lower
[1:46:43]
density uh kind of a
[1:46:46]
uh development but that's a number
[1:46:48]
that's a matter of numbers not a matter
[1:46:51]
of lifestyle
[1:46:53]
i the other thing is the the whole
[1:46:55]
traffic study i agree with the
[1:46:58]
concerns that the other people have
[1:47:00]
brought up as well
[1:47:02]
in terms of other development of path
[1:47:04]
that's that's affecting
[1:47:06]
main street anybody coming out of
[1:47:09]
uh loyalist estates
[1:47:11]
turns east
[1:47:13]
and that's across the lane of traffic
[1:47:15]
that's going to be
[1:47:16]
still just as
[1:47:18]
awkward and prolific as it is now so it
[1:47:21]
raises a a problem there
[1:47:23]
i've been to other cul-de-sacs uh in
[1:47:26]
bath
[1:47:27]
and in atmosphere
[1:47:29]
and they're
[1:47:31]
they're cul-de-sacs that have single
[1:47:35]
resident single family residence
[1:47:37]
they have double driveways and still a
[1:47:40]
problem with parking
[1:47:42]
um
[1:47:43]
in this case
[1:47:45]
what's proposed is
[1:47:47]
two cars one under garage and one
[1:47:51]
in the driveway
[1:47:52]
but with the frontages such as they are
[1:47:55]
so small
[1:47:56]
there isn't a lot of room to park in a
[1:47:59]
cul-de-sac like that
[1:48:00]
and i've seen in cul-de-sacs here
[1:48:03]
that people park right in the middle
[1:48:05]
when they have company
[1:48:08]
the kind of development that's being
[1:48:10]
proposed here
[1:48:12]
was
[1:48:14]
idealized by the developer as something
[1:48:16]
for seniors i don't think that's
[1:48:18]
necessarily going to be the case i think
[1:48:20]
the market if those houses are
[1:48:22]
affordable we'll see young families with
[1:48:25]
children
[1:48:26]
and that cul-de-sac is going to turn
[1:48:29]
into a
[1:48:30]
playground the cul-de-sac the way it
[1:48:33]
looks on the land on the uh dimensions
[1:48:36]
opens up onto uh
[1:48:38]
the bath road main street
[1:48:41]
and there's no sidewalk leading to the
[1:48:43]
to the main street
[1:48:44]
that means that anybody coming out of
[1:48:46]
there including smaller people
[1:48:49]
uh just walk along the road
[1:48:51]
uh onto the bathroom sidewalks that's
[1:48:54]
that should be addressed
[1:48:55]
um
[1:48:57]
there
[1:48:58]
the number of other uh
[1:49:02]
uh concerns that that i've heard
[1:49:04]
are uh similar as well
[1:49:07]
uh there's there's a question of parking
[1:49:10]
that's the parking on main street the
[1:49:12]
traffic on main street
[1:49:14]
i don't know what
[1:49:17]
the developers
[1:49:19]
traffic study
[1:49:22]
arrived at but
[1:49:24]
i think and i think everybody that i've
[1:49:26]
spoken to
[1:49:27]
naturally see that there's going to be
[1:49:29]
an impact on the traffic in the area
[1:49:33]
and
[1:49:33]
everybody that i've spoken to feels like
[1:49:36]
a citizen of bat
[1:49:38]
in the neighborhood that they live in
[1:49:40]
and have enjoyed so much
[1:49:43]
so uh just reflecting what people have
[1:49:46]
told me here
[1:49:47]
uh and i'm sure that uh
[1:49:49]
all these
[1:49:51]
concerns have been submitted in writing
[1:49:54]
and uh and tabled at the open house so
[1:49:57]

schools

plural and really we don't we have one
[1:51:28]
and so the buses for all the separate
[1:51:31]
school kids and all the high school kids
[1:51:34]
uh
[1:51:35]
would be leaving the village so that's
[1:51:38]
another concern about that area it's
[1:51:41]
very very congested
[1:51:43]
and you know i liked what i think was
[1:51:46]
mrs mcintosh and odessa was talking
[1:51:50]
about is
[1:51:51]
is you know we moved to an area
[1:51:53]
um so we can hear the birds well right
[1:51:56]
now we hear traffic
[1:51:58]
and i i really
[1:52:00]
think that we would be making a huge
[1:52:03]
mistake for the village bath for the
[1:52:05]
historic
[1:52:06]
uh village of bath and i was part of
[1:52:09]
lockhack so i'm
[1:52:11]
you know
[1:52:12]
quite passionate about that is um we're
[1:52:15]
making a very big mistake that we won't
[1:52:17]
be able to undo
[1:52:22]
and so all my further comments are
[1:52:24]
written
[1:52:25]
but i would also uh move that we
[1:52:28]
are able to write in email in like the
[1:52:31]
odesk people are
[1:52:33]
for those that haven't been able to make

incorporate um any public feedback into

consideration in our technical comments

back to the applicant um which were
[1:53:41]
which we're aiming to send back within
[1:53:43]
the month so

the sooner we can get those to um
[1:53:47]
consider any additional comments um to

our comments that are being currently

regarding um a call that we got from
[1:57:56]
utilities about a huge water bill at the
[1:57:58]
fairgrounds
[1:58:00]
after the call we immediately checked to
[1:58:02]
find no leaks no water damage so the
[1:58:05]
consumption did not make sense to us
[1:58:08]
as
[1:58:09]
we'd been closed since march of 220.
[1:58:13]
we shut the water off and called our
[1:58:14]
plumber mike carey who verified there
[1:58:16]
was no leaks all outside tops and water
[1:58:19]
lines to exterior buildings
[1:58:21]
are controlled from inside and they were
[1:58:24]
had been blown out and all shut off
[1:58:26]
uh loyalist utilities came and did a
[1:58:29]
download of the information from our
[1:58:31]
meter and provided us with a graph of
[1:58:34]
our usage which showed that we used in
[1:58:36]
excess of 235 cubic meters in one day
[1:58:40]
this translates to about four
[1:58:42]
tractor-trailer loads of water
[1:58:45]
which when you do the math that volume
[1:58:48]
is not possible to go through the meter
[1:58:51]
and water lines that we have
[1:58:54]
we paid a portion of the bill which
[1:58:56]
we believe was in keeping with our usual
[1:58:59]
bill
[1:59:00]
so we're asking council to forgive the
[1:59:02]
remaining portion of the bill not
[1:59:04]
because the oas cannot pay it but
[1:59:07]
because we feel there was a problem and
[1:59:10]
no one has been able to explain and we
[1:59:13]
want to have suggestions on moving
[1:59:16]
forward so it doesn't happen again
[1:59:19]
and we sent a letter to the utilities
[1:59:24]
saying that oh
[1:59:26]
the odessa agriculture society received
[1:59:29]
a bill of 2500 and 1845
[1:59:33]
and from loyalist township examination
[1:59:36]
of the fairgrounds water sewer system by
[1:59:38]
both oas maintenance people licensed
[1:59:41]
plumber and township workers
[1:59:43]
has not rece revealed any reason for the
[1:59:46]
puzzling huge increase in usage
[1:59:49]
the puzzling is the operative word
[1:59:52]
because due to cobid
[1:59:55]
it has resulted in cancellation of all
[1:59:58]
our scheduled events and activities at
[2:00:00]
the fairgrounds including the fair
[2:00:03]
since march of 220. even regular
[2:00:05]
cleaning of the buildings was suspended
[2:00:09]
the oas is managed by volunteers and are
[2:00:12]
striving to preserve the fairgrounds
[2:00:14]
into the future for the benefit of the
[2:00:16]
community
[2:00:17]
despite the lack of revenue from rentals
[2:00:20]
in the fair the oas is still responsible
[2:00:22]
for insurance maintenance and utility
[2:00:25]
expenses
[2:00:26]
based on the amount of our previous
[2:00:28]
bills we send a check for 515.54
[2:00:33]
to cover the
[2:00:34]
march 16th to may 15th billing
[2:00:37]
the oas respectfully asks that the
[2:00:39]
loyalist township forgive
[2:00:41]
the remainder of the
[2:00:43]
25-18-45 bill and worked with the oas to
[2:00:46]
determine the cause of the improbable
[2:00:49]
meter reading
[2:00:50]
so we want to thank you for considering

our request

do are able to weather the rest of this

okay so hello my name is uh alex heyman
[2:05:42]
i'm dialing in today from ottawa i'm
[2:05:45]
here today to talk about food waste and
[2:05:49]
how our company is piloting new
[2:05:51]
technology with 19 municipalities around
[2:05:55]
canada mostly in ontario and how we'd be
[2:05:59]
interested in exploring a potential
[2:06:01]
partnership with
[2:06:03]
loyalist township
[2:06:05]
uh we have connected with mayor bressi
[2:06:08]
in the past at an fcm event and have
[2:06:10]
been in contact with
[2:06:12]
staff
[2:06:14]
over the past year uh regarding several
[2:06:17]
informal uh discussions of a pilot
[2:06:20]
program and so we'd like to share more
[2:06:22]
information with council tonight and our
[2:06:25]
request at the end of this presentation
[2:06:27]
will be that
[2:06:29]
council asks staff to explore this
[2:06:32]
further
[2:06:35]
so food cycle science as i mentioned
[2:06:36]
we're based out of ottawa and our
[2:06:39]
company is focused on music technology
[2:06:42]
to solve the problem of food waste
[2:06:46]
recently we've started partnering with
[2:06:48]
many municipalities in canada to offer a
[2:06:51]
solution for food waste diversion
[2:06:55]
in the storm on dundas and glengarry
[2:06:57]
area you're now working with three
[2:06:59]
municipalities there which are south
[2:07:01]
stormont south dundas and south
[2:07:03]
glengarry and those will be interesting
[2:07:06]
references because they're fairly close
[2:07:09]
to loyalists
[2:07:11]
in the direct to consumer space we work
[2:07:13]
with brands including vitamix breville
[2:07:15]
and sage and we also have a line of
[2:07:18]
commercial food cycler machines
[2:07:23]
as you know food waste is a big problem
[2:07:25]
today and anywhere from 25 to 50 percent
[2:07:29]
of the waste our houses produce is
[2:07:31]
organic waste food waste is very heavy
[2:07:35]
and we spend a lot of money on food that
[2:07:37]
is ultimately wasted
[2:07:39]
it's a significant problem for
[2:07:41]
greenhouse gas emissions because once
[2:07:43]
food waste reaches the landfill it
[2:07:46]
decomposes anaerobically and releases
[2:07:49]
harmful methane gases methane was a big
[2:07:52]
discussion at the recent cop26
[2:07:54]
conference and so it's a very uh
[2:07:56]
interesting topic right now
[2:07:59]
municipalities spend a lot of money on
[2:08:02]
landfills and waste management and as
[2:08:04]
our landfills continue to fill up those
[2:08:07]
costs will only continue to rise and
[2:08:09]
thus
[2:08:10]
it'd be good idea to investigate
[2:08:13]
all methods available for diversion
[2:08:16]
there's the environmental side
[2:08:19]
again the methane gas being produced and
[2:08:21]
finally there's the community aspect
[2:08:24]
that having food waste in the garbage
[2:08:26]
attracts animals creates odors and if we
[2:08:29]
can get that out of the garbage and
[2:08:31]
diverted
[2:08:32]
you got less animals you have less waste
[2:08:35]
you may even not have to collect the
[2:08:36]
garbage as often
[2:08:40]
a lot of people say to us haven't we
[2:08:42]
solved this already can't we just get
[2:08:44]
green bins like a city like kingston has
[2:08:47]
well yes in a lot of communities are
[2:08:49]
considering solutions such as green bins
[2:08:52]
however they tend to work best in large
[2:08:54]
cities with economies of scale and
[2:08:57]
residents don't always like them for
[2:08:59]
example sudbury recently implemented a
[2:09:01]
green bin program in the participation
[2:09:03]
rate was very very low
[2:09:06]
contamination is an issue there's more
[2:09:08]
trucks on the road for doing collection
[2:09:10]
which leads to safety concerns and
[2:09:13]
ultimately it's not something that
[2:09:14]
everybody buys into
[2:09:16]
it can work but it's expensive and not
[2:09:19]
everybody likes it
[2:09:21]
there's backyard composting which is
[2:09:22]
great and i like to thank everybody who
[2:09:25]
is backyard composting please continue
[2:09:27]
to do so
[2:09:29]
um it's a great option but again it's
[2:09:31]
not for everybody and many of those at
[2:09:33]
backyard compost aren't doing it during
[2:09:36]
the winter
[2:09:37]
and lastly there's a landfill that's not
[2:09:39]
a great solution for a number of reasons
[2:09:43]
so we've done at foodcycler is we've
[2:09:45]
created a countertop appliance about the
[2:09:48]
size of a bread machine
[2:09:50]
and the way it works is you put your
[2:09:52]
food waste into the bucket you put the
[2:09:54]
bucket into the machine and a few hours
[2:09:57]
later
[2:09:58]
your food waste has been reduced in
[2:10:00]
weight and volume by 90
[2:10:02]
leaving you with a dry sterile and
[2:10:04]
odorless soil amendment that many folks
[2:10:07]
use for gardening
[2:10:09]
landscaping can be composted or
[2:10:12]
exploring pelletizing it into home
[2:10:14]
heating fuel there's a lot of
[2:10:17]
applications for this material but
[2:10:20]
overall
[2:10:21]
it's a very simple clean and easy
[2:10:24]
process and we're learning in all our
[2:10:26]
pilot programs with municipalities in
[2:10:28]
canada that residents like it because
[2:10:31]
it's super easy
[2:10:34]
in terms of the environmental impact
[2:10:37]
we're able to reduce our greenhouse gas
[2:10:39]
emissions from food waste by upwards of
[2:10:41]
95
[2:10:43]
versus sending it to landfill which is
[2:10:45]
quite significant
[2:10:47]
we're able to offer considerable cost
[2:10:50]
savings versus sending
[2:10:52]
our food waste to a municipal landfill
[2:10:55]
or to private sector disposal
[2:10:58]
and lastly we're helping municipalities
[2:11:00]
comply with environmental regulations
[2:11:03]
that
[2:11:04]
are coming in the next few years
[2:11:07]
the mystery of environment conservation
[2:11:09]
and parks has listed a food waste policy
[2:11:13]
statement that is
[2:11:15]
asking more municipalities to have
[2:11:17]
diversion systems for food waste in
[2:11:20]
place over the next few years
[2:11:23]
and we hear from residents that they're
[2:11:25]
interested in being part of the solution
[2:11:28]
they want their local government to come
[2:11:30]
to them with solutions to help address
[2:11:33]
this challenge
[2:11:36]
a quick touch on a pilot project this is
[2:11:38]
one of our older ones in the city of
[2:11:40]
nelson in bc
[2:11:42]
with 250 households we're able to divert
[2:11:45]
25 tons of food waste over a three-month
[2:11:48]
period
[2:11:49]
diversion continues to this day
[2:11:53]
residents really liked it
[2:11:55]
4.5 at a 5-star rating with less than 1
[2:11:59]
saying they would not recommend it to
[2:12:00]
others
[2:12:01]
lots of learnings from this pilot
[2:12:03]
program as well that we've taken and
[2:12:05]
adopted into our programs and i think
[2:12:07]
the number of municipalities buying into
[2:12:10]
this is evidence of that success
[2:12:14]
recently from the federal government we
[2:12:16]
were awarded a grant through the impact
[2:12:19]
canada food waste reduction challenge
[2:12:21]
it's a multi-stage project with these
[2:12:24]
grants we're able to help offset the
[2:12:26]
cost of pilot programs to municipalities
[2:12:29]
that want to try out this technology
[2:12:32]
and if we're successful in future stages
[2:12:34]
of the challenge there will be funding
[2:12:36]
to help scale up these projects so
[2:12:39]
currently we're in stage one and there's
[2:12:41]
two more stages to this program
[2:12:45]
within our pilot program we have a
[2:12:47]
12-week program where residents purchase
[2:12:50]
a food cycler from the municipality at a
[2:12:52]
subsidized rate use the food cycler for
[2:12:55]
12 weeks and then report their usage and
[2:12:57]
fill out a survey at the end it's a very
[2:13:00]
quick
[2:13:01]
process that allows the municipality to
[2:13:04]
get data
[2:13:05]
very quickly and with minimal staff time
[2:13:08]
required
[2:13:09]
for municipalities that started the
[2:13:12]
program in august we're now reporting
[2:13:14]
final data back to them and doing the
[2:13:16]
final reports so it's a very
[2:13:18]
quick process to get some good data
[2:13:21]
about food waste generation in the
[2:13:23]
community
[2:13:25]
in terms of pilot size typically we
[2:13:28]
recommend starting about 100 households
[2:13:31]
and that comes with a cost municipality
[2:13:33]
of about 10 thousand dollars
[2:13:36]
and the way the pricing breaks down is
[2:13:38]
in the chart on the right so the device
[2:13:40]
has a 500
[2:13:42]
retail price our company plus the
[2:13:45]
federal grant cuts that in half
[2:13:47]
we then look for the municipality to
[2:13:49]
subsidize a hundred dollars which leaves
[2:13:51]
the resident to cover 150 dollars to
[2:13:54]
participate in the pilot program
[2:13:57]
that seems to be the sweet spot between
[2:13:59]
keeping it accessible to as many people
[2:14:01]
as possible but not placing an undue
[2:14:03]
burden on taxpayers to subsidize this
[2:14:07]
we found it's worked very well with all
[2:14:09]
of the other municipalities we work with
[2:14:12]
now
[2:14:13]

uh numbers like uh

does the cost go down even more
[2:16:02]
so there's certainly around 100 bucks
[2:16:07]
i'd say there's certainly further
[2:16:08]
economies of scale that could be
[2:16:11]
achieved what we found with the pilot
[2:16:13]
programs we keep the size very low to
[2:16:16]
test the concept directly in the
[2:16:19]
community and if there is success we'd
[2:16:21]
work with you to find grants that could
[2:16:23]
fund the expansion there's a lot of
[2:16:26]
money out there right now particularly
[2:16:28]
from the federal government through the
[2:16:30]
green municipal fund that supports this
[2:16:32]
and as several of our communities are
[2:16:34]
wrapping up pilots with positive results
[2:16:37]
that's the angle we're taking to fund
[2:16:39]
the expansion so that hopefully the cost
[2:16:42]
to a resident to participate
[2:16:44]
would eventually be zero and no out of
[2:16:47]
pocket cost just like many would expect
[2:16:49]
with a green vent type program
[2:16:52]

gives us really high resolution models

it some of it is outdated
[2:39:29]
the technology is a little bit better

now

and also it's going to help us fill some

gaps in our data

bath road um the rationale for staff not

the entire

area there is designated industrial in
[2:45:23]
the official plan and it's also zoned
[2:45:25]
general industrial um

including the residential property um so

essentially when we're reviewing the

selling of township property um we're we

are recommending it be given to the
[2:45:36]
other property owner the entire piece
[2:45:39]
and that um the other land holding isn't
[2:45:41]
is also an industrial property and it's
[2:45:43]
proposing industrial uses
[2:45:45]

the other property is a residential
[2:45:48]
property so it's it's a legal
[2:45:50]
non-conforming use um our official plan
[2:45:53]
speaks to any land use that doesn't
[2:45:55]
conform to land use designations in in
[2:45:58]
the official plan um in general should

cease to exist over over time in the in
[2:46:04]
the long term um however in special
[2:46:06]
circumstances we can consider extension
[2:46:10]
extending or enlarging these types of
[2:46:12]
properties um specifically said to avoid
[2:46:15]
unnecessary hardship um so where these
[2:46:18]
have kind of typically been considered
[2:46:20]
is for example if

if a well is straddling lot lines

or where we mostly see these is if

someone has a legal non-conforming

residential structure and they want to

our municipality i did a tour of the
[2:55:51]
lafarge plant um
[2:55:53]
with uh with some of the lafarge
[2:55:55]
representatives from the committee um
[2:55:58]
that we also have counselor parks sits
[2:56:00]
on the committee as well and uh
[2:56:03]
it was really impressive to see the
[2:56:05]
amount of energy the money
[2:56:07]
that's gone into that uh facility
[2:56:10]
and
[2:56:12]
for the betterment of our residents but
[2:56:14]
also for the betterment of the
[2:56:15]
environment some of the things that
[2:56:16]
they've brought into place they're
[2:56:18]
they're making use of uh material that
[2:56:20]
would otherwise be in landfill
[2:56:22]
um and making it a a viable fuel option
[2:56:27]
and also using um ammonia to be able to
[2:56:30]
basically reduce the greenhouse gas
[2:56:32]
emissions
[2:56:33]
um
[2:56:34]
then
[2:56:35]
instead of putting out gases you're
[2:56:37]
basically putting out moisture and to
[2:56:40]
see the technology in place it's pretty
[2:56:42]
uh for me with my background in
[2:56:44]
engineering i mean
[2:56:46]
i love it that's my thing is to to try
[2:56:49]
and figure out how this stuff works and
[2:56:50]
and be able to look at it
[2:56:52]
that way so um it's not completed yet
[2:56:55]
it's going to be going on for at least
[2:56:57]
one more year because as the remainder
[2:56:59]
has been done during shutdown um
[2:57:02]
but uh they've put millions and millions
[2:57:04]
of dollars into this and uh
[2:57:07]
it's it's it's better for everyone when
[2:57:08]
it's the environment and it's good for
[2:57:09]
our township when it helps our residents
[2:57:13]
