[0:23]
All right. I have uh five o'clock on
[0:27]
Thursday, July 9th, 2026. I call the
[0:29]
line county fiscal court special called
[0:31]
meeting to order. If you are physically
[0:33]
able to do so, please stand for the
[0:35]
invocation and the pledge. And you're
[0:38]
sitting if you would so kindly give the
[0:40]
invocation, please.
[0:42]
» We come to you thankful for the ability
[0:44]
to be here tonight's
[0:46]
business. We pray that we follow your
[0:49]
will and all that we do. Seek your
[0:51]
guidance. Lord, we thank you for this
[0:53]
community. We thank you for our county,
[0:56]
all the leaders in it, all those work
[0:58]
for the county. We thank you for their
[1:01]
service. Pray
[1:03]
them as they do the county's business.
[1:05]
Pray special protection over our law
[1:08]
enforcement, all of our emergency
[1:10]
people. Thank you for their willingness
[1:13]
today. Go out and protect us as
[1:15]
citizens. Lord, we thank you for our
[1:17]
country. We pray for our military. Pray
[1:19]
for our leaders as they make decisions.
[1:22]
Jesus
[1:27]
name.
[1:30]
I aliance to the flag of the United
[1:33]
States of America and to the republic
[1:37]
for it stands one nation
[1:41]
indivisibley
[1:43]
and justice for all
[1:56]
All
[2:02]
right. So, I on visitor comments, um,
[2:07]
we'll go ahead and do the road
[2:10]
department's report. I'm not sure how
[2:12]
it's
[2:16]
or we can do that when we discuss the
[2:19]
boom.
[2:21]
» Okay.
[2:28]
Yep. Go ahead and give us an update on
[2:31]
what you all are.
[2:51]
should be here.
[3:12]
I know they have been busy working
[3:17]
a lot. Elizabeth animal control.
[3:33]
» I saw that. The one that was left on the
[3:35]
side of the road on Titus.
[3:50]
Wonderful. That helps quite a bit when
[3:53]
Kittin's full and other shelters are
[3:55]
full and
[3:55]
» Absolutely.
[3:56]
» So, yes, doing an excellent job. We
[3:59]
appreciate um both the road department
[4:01]
and what you are doing very much.
[4:04]
Anybody have any questions for
[4:05]
Elizabeth?
[4:13]
You should have a copy of the June 4th
[4:15]
and the June 29th minutes.
[4:30]
All right, we're going to hold I will
[4:31]
pull if you'll pull these out of your
[4:33]
folder. We will do those in August
[4:34]
because they did not get listed on the
[4:36]
agenda somehow.
[4:38]
So if you'll pass those down, I won't
[4:41]
have to waste paper and we will use them
[4:44]
again.
[4:54]
» All right. I make a motion to appoint
[4:56]
Britt Hendrickson to the Line County
[4:58]
Fire District 2 board for a term
[5:01]
expiring June 30th of 2029.
[5:04]
And that should actually be 2027,
[5:07]
I believe.
[5:10]
Uh clerk, I will double check that for
[5:12]
you, but I think that's 2027.
[5:21]
Second by Master Fowler. Any other
[5:24]
questions, concerns?
[5:27]
All those in favor? I I oppose. No.
[5:31]
Motion carries. Also, clerk, for the
[5:34]
record, Master Cumins is absent today.
[5:38]
All right. I'm going to skip six and
[5:40]
move down to seven. Make a motion to
[5:43]
appoint Charles Mackenale to the Line
[5:46]
County Fire District One board for a
[5:49]
one-year term expiring June 30th of
[5:51]
2027.
[5:55]
Second by master Sutton.
[5:59]
Any questions, comments, or concerns?
[6:03]
All those in favor? I
[6:05]
» I oppose. No.
[6:08]
Motion carries.
[6:10]
All right. You should have a contract
[6:13]
along with a resolution.
[6:16]
This is for our 2627
[6:20]
local assistance uh road funds.
[6:24]
Last year, myself and Matt Cartwright
[6:28]
went out and we filmed we had to take a
[6:31]
picture every 300 ft and I think we
[6:35]
submitted 10
[6:37]
approximately 10 roads for this funding
[6:40]
and two were awarded uh and those would
[6:43]
be Canon and Confederate for an amount
[6:45]
of $73,100.
[6:48]
We do have to do 15%
[6:51]
uh and that is in our 2627 budget in the
[6:56]
road department. So I will entertain a
[6:59]
motion to accept the contract as
[7:01]
presented
[7:03]
and the approval of resolution 2026-11.
[7:11]
Have a motion by M.
[7:14]
Second by master
[7:27]
office
[7:42]
73,1
[7:52]
executive
[7:57]
direct.
[8:08]
» We will do a roll call vote. Mrick
[8:11]
Sudden. Yes.
[8:13]
» Master Fowler.
[8:14]
» Yes.
[8:15]
» Myself. Yes. And Mag Cumins is absent.
[8:19]
Motion passes.
[8:27]
All right. We are going to skip number
[8:29]
nine because that will also be a
[8:31]
discussion
[8:37]
and move to number 10. So you should
[8:39]
have a concurrence for annexation. Uh we
[8:42]
have discussed this uh previously as
[8:45]
well.
[8:47]
And so Papaiz is asking to be annexed
[8:50]
within the city limits of Katawa. One I
[8:54]
believe for sewer uh and two so that he
[8:57]
can make some expansions and upgrades to
[9:00]
his facility there. And so in order to
[9:03]
do that he um to get the sewer he has to
[9:06]
be annexed. And so has drafted such
[9:10]
concurrence along with exhibit A
[9:13]
and I have no issue with it. The
[9:17]
gentleman is doing very well and I would
[9:19]
like to see his business expanded and do
[9:22]
what he needs to do to
[9:25]
continue there. So I will entertain a
[9:28]
motion to accept it as presented.
[9:32]
Sheriff, if you have anything as well.
[9:51]
Motion by Master Fowler and a second by
[9:53]
Master Sutton.
[9:56]
Any other comments, discussion,
[9:59]
questions?
[10:01]
All right, we will do a roll call vote.
[10:02]
Everyone has to sign as well. Master
[10:06]
Sutton,
[10:07]
» Yes.
[10:08]
» Master Fowler,
[10:09]
» Yes.
[10:10]
» Myself, yes. And master Cumins is
[10:13]
absent.
[10:15]
Motion carried.
[10:37]
license.
[10:48]
Yes.
[10:56]
So, I think everything will be just
[10:58]
fine.
[10:59]
All right. We have no inner fun
[11:02]
transfers, but you should have a list of
[11:06]
regular transfers.
[11:09]
If no one sees any issues with those, I
[11:13]
will entertain a motion to accept those
[11:16]
as printed.
[11:19]
» We have a motion by master Sutton.
[11:23]
» Second by Master Fowler. Any other
[11:25]
questions, comments, or concerns?
[11:28]
All those in favor? I
[11:31]
» I oppos? No. Motion carries.
[11:36]
All right. You should have your finance
[11:38]
officer's report,
[11:42]
your treasures report,
[11:48]
your fiscal year end there, and
[11:59]
all the clerk's report and the sheriff's
[12:04]
report.
[12:06]
or sheriff, do you have anything to add
[12:09]
to
[12:10]
yours?
[12:44]
We've
[12:49]
calendar.
[13:23]
If you'll just make me a copy, I'll put
[13:25]
it back in. I appreciate it.
[13:30]
clerk, you can deem those as received.
[13:36]
All right, we're going to do 17 on the
[13:38]
claims.
[13:43]
All right, I will tell you I am going to
[13:46]
reject two claims.
[13:49]
Uh, one is to the Kitten County
[13:51]
Detention Center.
[13:54]
Um, and the amount of
[13:58]
15,000
[14:14]
15,336.
[14:17]
So,
[14:20]
in talking with the jailer, uh, we
[14:22]
noticed that an inmate was on that bill
[14:25]
that is actually a state inmate and has
[14:27]
been a state inmate since September of
[14:29]
2025
[14:31]
and was transferred from Roer
[14:34]
Correctional Complex to the Kin County
[14:36]
Jail uh back in March and we have been
[14:41]
paying for him that inmate
[14:45]
since. And so I have added up
[14:56]
Yes.
[15:14]
» We talked about a couple months ago.
[15:20]
I don't think so.
[15:24]
» I don't think so. This one was just
[15:26]
brought to my attention at the first of
[15:28]
this week and I went back and did the
[15:30]
research, met with the county attorney.
[15:32]
I also received the court orders. Um,
[15:35]
talked to the sheriff briefly about it,
[15:38]
but I feel that that's an issue between
[15:40]
the Kinney County Detention Center and
[15:41]
the state. And I mean, that person is a
[15:45]
state inmate. They can house state
[15:47]
inmates.
[15:58]
That's why
[16:25]
stop.
[16:37]
I think that's what I found out.
[17:02]
That's correct.
[17:16]
still
[17:39]
» I just I don't
[17:42]
second
[17:48]
I was shocked to see
[17:50]
that person
[17:54]
after that only
[18:04]
come back
[18:09]
understand that
[18:12]
that
[18:29]
I don't feel like it's our
[18:30]
responsibility and I'm not
[18:32]
» I'm not gonna
[18:39]
I mean, we're talking about $4,000
[18:42]
or $4,32.
[18:44]
And, you know, that could be a third of
[18:48]
what we pay monthly on a $15,000 bill.
[18:56]
» Usually,
[18:58]
» Keep up this. I mean,
[19:00]
» That's the jailer.
[19:03]
And I think he had asked prior to and
[19:05]
kind of got the same thing that maybe
[19:07]
this the state would not pay for it. But
[19:09]
when he brought it to my attention and I
[19:11]
looked into it, I feel that he's a state
[19:14]
inmate. I respect that he can't stay
[19:17]
there, but
[19:19]
they can still house state inmates. They
[19:21]
can pay that bill.
[19:25]
» Absolutely.
[19:30]
I'm I'm going to and I've reached out to
[19:32]
the Commonwealth attorney and she has
[19:34]
said she will do whatever is necessary
[19:36]
to make sure we don't have to pay this.
[19:40]
» I agree with you.
[19:48]
» I haven't been able to speak with the
[19:50]
jailer in Kitten or their billing
[19:52]
because they are out.
[19:54]
» Yep.
[19:57]
uh they have been out this week. So
[20:09]
» My recommendation will be to reduce this
[20:12]
payment the 15,000 and some change by
[20:14]
$4,32
[20:16]
and then we can fight it out with the
[20:18]
state later.
[20:33]
Uh I do get the bill uh in all of their
[20:37]
transport orders or when they transport
[20:40]
an inmate.
[20:42]
office.
[20:55]
» But I mean like
[21:11]
No, you should have the vendor claims.
[21:15]
» Yep, that's a total from the previous
[21:19]
» And then the second claim is a it should
[21:22]
be the very last one.
[21:56]
It does. It's not
[22:07]
MCO. Yeah, I I'm not sure if you all
[22:09]
have the updated vendor registration. I
[22:12]
don't with Christa being out for her
[22:15]
procedure um and she worked remotely on
[22:20]
uh Wednesday and today
[22:23]
but there is a check that has been
[22:24]
printed by the treasurer
[22:27]
to Merkco
[22:30]
for the cooling tower in amount of
[22:34]
$1,9650.
[22:40]
And so the cooling tower. Just to give
[22:42]
you a brief update on this, um, is
[22:46]
falling apart. We are having to make
[22:48]
multiple repairs here recently and they
[22:51]
had to come out and fix a selenoid,
[22:55]
which the bill ended up being, 19650.
[22:59]
Well, it's still not allowing water to
[23:02]
enter the cooling tower. And so when we
[23:05]
called them back out yesterday to tell
[23:07]
them, hey, this isn't working, we found
[23:10]
out that that selenoid is for a gas
[23:13]
line, not a water line. And so I
[23:16]
immediately called the owner of Mero uh
[23:18]
and expressed my displeasure uh and that
[23:21]
it needed to be fixed and corrected. And
[23:24]
so
[23:26]
again, I'm rejecting this bill until it
[23:28]
is fixed and corrected uh to Merco for
[23:31]
$1,96.50.
[23:34]
Uh and they are working on fixing that.
[23:38]
And then on top of that today, um the
[23:42]
tank in the cooling tower sprung a leak
[23:45]
and so all the water that's going into
[23:48]
the tower is basically running out the
[23:49]
bottom of the tank.
[23:53]
So, we will see.
[23:55]
» $1,96.50.
[24:00]
» I don't think you have the updated claim
[24:02]
register.
[24:04]
I will have to u check on that first
[24:07]
thing in the morning, but it's in the
[24:08]
checks,
[24:18]
but those are the only two that I do not
[24:21]
uh approve for payment.
[24:28]
And we will need
[24:30]
a vote to reject those.
[24:44]
$32.
[24:49]
» We have a motion and a second to approve
[24:53]
the claims minus the Merco $1,96.50
[24:58]
invoice and the Kittin County detention
[25:01]
facility less $4,032.
[25:04]
Any other comments, questions, or
[25:06]
concerns?
[25:08]
All those in favor? I I oppos. No.
[25:13]
Motion carries. And again, clerk Mrick
[25:16]
Cummings is absent.
[25:20]
All right. We are going to go back to
[25:21]
item number nine, the boom mower
[25:23]
discussion. Um, you all should have a
[25:27]
copy of a estimate from CMI
[25:31]
for a new boom mower. And then just one
[25:33]
from John Deere.
[25:36]
And I'm actually gonna let Matt and Mark
[25:39]
um come,
[25:41]
[cough]
[25:42]
excuse me, and talk to you all about
[25:45]
this CMI boom mower. And so, um they can
[25:51]
tell you our boom mower is on its last
[25:53]
leg. Uh we just welded the deck again,
[25:59]
um and just fixed the air conditioning
[26:02]
in the tractor.
[26:04]
And they can will tell you about how um
[26:09]
it is to boomo in that piece of
[26:11]
equipment versus the potential of the
[26:14]
CMI piece of equipment. And they went to
[26:18]
Taylor County and operated the CMI
[26:22]
equipment. You should have some pictures
[26:24]
there as well.
[26:26]
And that piece of equipment can do so
[26:28]
much more than a tractor and just a boom
[26:32]
uh mower. And so guys, I
[26:35]
You all address the court of what you
[26:37]
thought and
[27:10]
A greater blade.
[27:36]
So, is what Mark was saying is once you
[27:38]
put the boom on the tractor, you cannot
[27:41]
add anything else to the tractor. It can
[27:43]
only be used as a boom mower. And so on
[27:47]
top of that, the tractor, and excuse my
[27:50]
demonstration, I'm not the best here,
[27:52]
but you're going down the road and your
[27:54]
boom's to your right. And so you're
[27:58]
having to look this way or look, try to
[28:01]
turn your head and look up to see what
[28:02]
you're cutting. Is that correct?
[28:05]
The mantis,
[28:08]
if the if the boom is to the right, the
[28:10]
whole thing turns. And so now they're
[28:13]
facing what they're mowing and it side
[28:16]
steps or it rolls this way, but you're
[28:19]
facing what you're mowing. And so they
[28:22]
can see safety. Um,
[29:13]
Man, it's the boom.
[29:23]
21 to 24.
[29:35]
» Does that extend with it? Does it come
[29:37]
standard with that?
[30:03]
doesn't break away.
[30:06]
As you all will see, um,
[30:09]
you know, the the tractor
[30:12]
and the the boom mower,
[30:16]
um, is about $220,000.
[30:20]
The Mantis is right around 265. So, it's
[30:23]
about $45,000 more, but it can be used
[30:28]
for so much more. It can be used year
[30:31]
round because you're only boom mowing
[30:33]
when the leaves are on. You're cutting
[30:35]
when the leaves are off. Correct.
[30:38]
» Okay.
[30:48]
» Marky also went with them. They got to
[30:51]
drive it. They got to cut with it. They
[30:53]
got to operate with it.
[30:57]
And so it would be their recommendation
[31:00]
to go with the Mantis. The Mantis can be
[31:04]
purchased on
[31:05]
We are a member. It's similar to the
[31:07]
state price contract. Um my
[31:10]
recommendation at the moment will be to
[31:14]
um we do not have our flex fund amount
[31:16]
yet from the state and we do not have
[31:19]
our rural secondary amount yet from the
[31:21]
state and I would really like to see
[31:23]
those two amounts um before we approve.
[31:27]
Now they do have the funds in their
[31:29]
account to purchase it if we so choose
[31:31]
to purchase it today. But that's a
[31:35]
discussion point I feel that we need to
[31:37]
talk about as well because
[31:39]
» What's the warranty
[31:54]
include everything?
[32:12]
So I I talked to the salesman when I was
[32:14]
doing conference. He's at what county he
[32:18]
» Taylor
[32:20]
is. So to be serviced, will they come
[32:23]
here to service it or will we have to
[32:26]
I don't think they ever
[33:03]
Everybody.
[33:19]
And this one's been around for 10 years,
[33:22]
so you would think in theory kinks and
[33:26]
different things have been worked out.
[33:31]
» My my only other question We have a
[33:33]
problem with it. Will we have to take it
[33:35]
to room or will they come down here?
[34:01]
There's one in I knew there was one in
[34:02]
Tennessee.
[34:05]
» Okay.
[34:06]
» So, this guy I talked to, he said he
[34:08]
only had four left, I think, at this
[34:10]
price.
[34:19]
at this same price.
[34:25]
» Yeah,
[34:27]
» He sold one last week to
[34:31]
» Another county.
[34:34]
» Yeah, that's I think the one they bought
[34:35]
last week.
[34:37]
I mean, but it's
[34:40]
they have the funds. Um
[34:44]
But it's again, we don't have our flex
[34:46]
funds for paving and we don't have the
[34:48]
rule secondary amount. Um, but I want to
[34:52]
present it to you all because and the
[34:55]
other thing is we'll more than likely
[34:56]
potentially I know Jason's not here.
[34:58]
He's on vacation. Mark Vassy's wife was
[35:01]
transported to the hospital today. So,
[35:03]
he's not able to be with us tonight. Um,
[35:06]
but as far as I know, I think we're
[35:08]
keeping the other boom mower tractor so
[35:11]
we could potentially have
[35:13]
two going at the same time
[35:17]
or if we have to use that one for the
[35:19]
grapple purposes or something else, you
[35:21]
still have a boom mower going if that
[35:27]
we were hoping by the middle of this
[35:30]
month, but I will tell you if I don't
[35:32]
hear by the end of July, I think we need
[35:35]
to make a decision. I can't tell you
[35:37]
what KYTC is.
[35:43]
Yes.
[35:49]
And so it's again there source well
[35:51]
similar to state price contract. We are
[35:54]
a member of source well. So
[35:58]
it does not have to be.
[36:11]
Other questions have
[36:43]
about $800, I believe.
[36:57]
» Well, a prime example too to potentially
[37:00]
have to even though it wasn't the boom
[37:02]
mower, the state is extremely busy
[37:04]
because they're short staffed. They're
[37:06]
not doing contracting on their mowing.
[37:08]
So they're having to mow all of their
[37:10]
state roads in their respective
[37:12]
counties. And so line living and are
[37:15]
working together and the state's
[37:17]
currently mowing in Livingston and we
[37:19]
had an issue at 641 and Breezy Loop. And
[37:22]
so one of our bat wings got it today.
[37:28]
We
[37:29]
help them because you couldn't see
[37:31]
pulling out on 641 from Breezy.
[37:46]
questions.
[37:55]
» And I think this is something you all
[37:57]
would really like to have for safety and
[38:00]
just the multiuse.
[38:06]
use it for other things.
[38:18]
» So that arm will bother you.
[38:42]
I assume they had come off.
[39:15]
How many hours?
[39:22]
» Over 8,000.
[39:39]
I mean, I guess we could
[39:42]
potentially make a motion
[39:46]
by June or July 31st.
[40:02]
I mean, they're they're really not. The
[40:05]
flex funds is what we use to resurface
[40:09]
um our roadways. We usually get about
[40:12]
200,000 to resurface. And see, the only
[40:15]
thing is if that is cut, then there's a
[40:18]
potential to move money out of another
[40:20]
line item. if we choose to pave
[40:24]
everything that's currently on our list.
[40:27]
So what's currently on our list is about
[40:28]
222,000
[40:31]
and so we were already going to pay
[40:32]
about 20,000 more than what we usually
[40:34]
get. And so if we don't get that full
[40:36]
amount uh or any reduction then we would
[40:40]
obviously have to pay more out of our
[40:43]
road line or potentially move it from
[40:45]
the road.
[40:59]
any scenario.
[41:09]
» No,
[41:11]
they have done really well with their
[41:13]
budgeting. Jason has done an excellent
[41:16]
job on watching fuel, tires, all of I
[41:20]
mean they do a lot of the maintenance.
[41:21]
Um
[41:23]
I don't know if if you go out to the
[41:25]
convenience center and all the concrete
[41:27]
Mark Lewis um along with the others, but
[41:30]
that man right there knows how to frame
[41:31]
up concrete and put the rebarb in it.
[41:34]
and we
[41:37]
[snorts]
[41:40]
» Uh you know doing a lot of that work in
[41:43]
house uh and they have been very frugal
[41:46]
with their money. Um
[41:49]
you know and I guess my only other
[41:51]
concern looking long uh range is the
[41:56]
potential of that county road aid being
[41:58]
cut again next year. If you recall we
[42:02]
were cut 2 18,000 in the 2526 fiscal
[42:07]
year. Cut 175,000
[42:10]
in the current fiscal year 2627
[42:14]
and not sure what next year 2728 would
[42:19]
be. But again, that's also based on the
[42:22]
actual
[42:24]
gas tax receipts and they were less than
[42:27]
what they anticipated.
[42:33]
What would if y'all we get this? What
[42:35]
would be your first attachment?
[42:38]
Money money came available.
[42:41]
I think a grapple. We've never had a
[42:44]
grapple.
[42:50]
» I think a grapple would be tremendous.
[42:58]
I don't know how we really not done
[43:00]
without a gra all this time to be honest
[43:02]
with you.
[43:08]
» I'd love to have one myself. I don't
[43:11]
have
[43:30]
I don't think so. I don't know if we
[43:32]
could potentially do that.
[43:39]
» Yeah. So, what I was discussing with the
[43:41]
judge is what contingencies.
[43:51]
And what I'm hear
[44:16]
is going to be able to be purchased at
[44:19]
this price by our August
[44:26]
He just told me when I talked to him at
[44:28]
that time they were gone
[44:36]
understand
[44:48]
» That's the way
[45:09]
this $8,000.
[45:16]
» Yes. than it was like on the state price
[45:18]
contract.
[45:34]
I think
[45:39]
we'll give him
[45:41]
hopefully a few minutes to potentially
[45:43]
respond. And so we will go ahead and
[45:46]
move to item number six while we're
[45:49]
waiting on the salesman to potentially
[45:52]
answer our questions.
[45:56]
All right. So it was uh in regards to a
[46:00]
moratorum on data centers
[46:04]
uh and the elected officials met
[46:07]
yesterday with our KO attorney Mr.
[46:12]
This was discussed and I will
[46:17]
defer.
[46:24]
So we saw examples
[46:32]
that has been several counties
[46:48]
afford the county more and more time
[46:53]
effects.
[46:54]
We discussed a wide range of issues,
[46:58]
utilities,
[47:00]
noise, just a number of different
[47:03]
factors that could affect the county's
[47:05]
decision to
[47:08]
legislator
[47:18]
on data centers. You all just give me
[47:21]
guidance and a couple I might suggest I
[47:24]
would look at a time period of one year
[47:27]
or less
[47:29]
county
[47:31]
investigation and also data center
[47:38]
but more than that I would consider
[47:40]
establishing a committee
[47:43]
of business
[47:47]
with experience in both land use and
[47:49]
utilities to look at this issue.
[48:02]
Well, I would like that. I guess I'm the
[48:05]
one who started all this because I was
[48:07]
hearing all this stuff was at the
[48:10]
conference.
[48:12]
I felt like we were blindsided by solar
[48:16]
panels and uh we did not have any idea
[48:19]
those were coming and we got blindsided
[48:21]
and we did not have anything in place to
[48:23]
prevent it.
[48:26]
I don't think we're being blindsided by
[48:29]
data because we hear it all the time and
[48:31]
so I think we in my opinion we would be
[48:34]
negligent not to try to look at
[48:37]
something to at least put something in
[48:39]
place for temporary stop until we get
[48:42]
more information
[48:44]
better in this. So that's the reason why
[48:49]
I ask that we look at a moratorum I
[48:52]
would say for year establish.
[49:05]
So u I just don't want something coming
[49:09]
into our community that potentially do
[49:11]
not belong and I have studied this have
[49:15]
something
[49:18]
» I have to agree I have some bad taste in
[49:20]
my mouth mouth
[49:22]
» Solar
[49:22]
» Solar panels so I can see this being the
[49:24]
same issue
[49:26]
» I have to agree with magistrate Sutton
[49:29]
as well um to at least give us the time
[49:32]
and the opportunity to study it. I can
[49:34]
tell you currently for a 2025
[49:37]
Delta Regional Authority grant that Um I
[49:42]
see out and the county was awarded to do
[49:44]
an actual water study. Want to see what
[49:46]
our current capacity is, what our max
[49:48]
capacity is. Uh and I do not believe I
[49:52]
will confirm with the engineers that
[49:54]
even the potential of a data center
[49:56]
being factored into that study. And so
[49:59]
that's one utility there. And then
[50:01]
looking at the electrical side of it as
[50:04]
well and the land use.
[50:07]
So I think that is that we do need to
[50:10]
look at and to be able to have all that
[50:12]
information and present it in the best
[50:16]
actual way that we can.
[50:24]
I will have your next meeting
[50:37]
back to the boom.
[50:45]
Okay.
[50:49]
» And Nelson got one today.
[50:51]
» Okay. Give me give me one moment to go
[50:54]
pull the budget because I want to give
[50:55]
you all factual figures.
[51:12]
» Wow.
[51:15]
on the
[51:17]
last
[51:40]
check out. What else? What else?
[52:02]
And so the first day opens
[52:21]
true story.
[52:27]
» [laughter]
[52:29]
» That is true. Paul told me that story.
[52:37]
» I love the popcorn. I don't go in there.
[52:39]
I don't get it.
[53:18]
All right. So, they do have the funds.
[53:23]
Um, the one thing that he also mentioned
[53:25]
was you could potentially do the
[53:29]
loan where you wouldn't have to make the
[53:31]
first payment till July of one of 2027
[53:36]
and then
[53:37]
We didn't really discuss paying it
[53:39]
outright, but I've also reached out to
[53:42]
um a local bank here and I can get the
[53:44]
same deal with a local bank here versus
[53:56]
» Yes. But I do also know that we will
[54:00]
have to have a budget amendment as well
[54:01]
for their actual carryover.
[54:06]
There's something
[54:23]
we didn't have money
[54:26]
for cash.
[54:29]
» It was 4.99
[54:32]
for five years.
[54:35]
penalty to pay off.
[54:36]
» No penalty.
[54:40]
» This is my opinion. I'm not making a
[54:41]
motion. I'm talking loud. I think
[54:44]
we have an option
[54:49]
» Until the budget amendment to the
[54:50]
carryover is put in.
[54:54]
We could
[55:00]
» Authorization of the judge executive to
[55:02]
make the purchase and present Either
[55:17]
either way
[55:22]
the judge executive accomplish purchase.
[55:45]
I can tell you
[56:01]
I was going to say
[56:04]
versus
[56:31]
a motion and a second.
[56:35]
said motion was to authorize the judge
[56:37]
executive to make the purchase one
[56:40]
either with the potential finance option
[56:43]
or to pay out
[56:49]
any other discussion comments or
[56:51]
questions
[56:55]
all those in favor I I no
[57:01]
motion carries
[57:03]
I will get
[57:13]
» I we'll just tell him I can communicate
[57:16]
with them tomorrow.
[57:20]
» All right. So, we had some visitors come
[57:22]
in and we'd already done visitor
[57:23]
comments. Do you all have anything that
[57:25]
you
[57:26]
» Yes. Last say if he wanted he had his
[57:29]
cataract surgery today. So, I just
[57:31]
wanted to see if you had anything.
[57:35]
[laughter]
[57:40]
» We've already approved you. I'm so
[57:42]
sorry.
[57:46]
[laughter]
[57:47]
» Well, it was at 5, but I knew he said he
[57:50]
had his eye surgery today. So, I just
[57:52]
wanted to make sure you didn't have
[57:53]
anything you wanted to address or
[57:56]
» No, you're good.
[57:59]
» Yes.
[58:04]
Um, if you'll get after this, as soon as
[58:06]
we adjourn, if you'll give me like five
[58:08]
minutes, I'll swear you in and then
[58:10]
you'll be good to go.
[58:13]
All right, magistrates, do you all have
[58:15]
anything else
[58:17]
here from the magistrates?
[58:26]
You got anything else? Anything else?
[58:30]
I do believe that he
[58:34]
inter
[58:54]
Holiday
[59:07]
working.
[59:30]
They're about
[59:43]
» Yes, I will communicate with him
[59:45]
tomorrow regarding the purchase.
[59:52]
I see no other business comments or
[59:54]
concerns. I will make a motion to
[59:59]
» Move.
[1:00:03]
» Can we take that as a second? I made the
[1:00:05]
motion.
[1:00:05]
» Made motion. Sorry. [laughter]
[1:00:14]
» All in favor.
[1:00:23]
I'm
[1:00:34]
I don't know this guy, but I take him on
[1:00:36]
his
