[0:12] Well, call the meeting [clears throat] to order.
[0:19] » I pledge allegiance to the flag of the United States of America, and to the
[0:24] republic for which it stands, one nation under God, indivisible, with liberty and
[0:30] justice for all.
[0:37] » Amy, would you call roll, please? >> Absolutely. Commissioner Deaton?
[0:40] » Here. >> Commissioner Wolf?
[0:42] » Here. >> Commissioner Wire?
[0:44] » Here. >> Commissioner Bearish?
[0:46] » Here. >> And Mr. Mayor Lindsey?
[0:49] » Here. You have before you the agenda for
[0:52] today.
[0:56] Motion to approve the agenda as presented.
[0:58] » Second. >> We have a motion and a second. All those
[1:02] in favor, signify by saying aye. >> Aye.
[1:04] » Aye. Those opposed, same sign.
[1:07] Motion carries. You have before you the consent
[1:10] calendar. Is there anything you want to discuss on the consent calendar?
[1:15] If not, do I have a motion? >> Move to approve the consent calendar as
[1:19] presented. >> Second.
[1:23] » We have a motion and a second. All those in favor, signify by saying aye.
[1:28] » Aye. >> Aye.
[1:29] » Aye. >> Those opposed, same sign.
[1:32] Motion carries. Seeing no unfinished business,
[1:36] under new business, approve the 2024
[1:41] annual financial report. And Amy, would you like to address this,
[1:45] please?
[1:50] » Sure. This is just the formal accepting of the annual report. It's already been
[1:54] filed with the Department of Legislative Audit.
[2:00] » Okay. No concerns or anything?
[2:03] » None at all. >> Questions or comments?
[2:09] Seeing none, do we have a motion? >> Make a motion to approve the 2024 annual
[2:14] financial report. >> Second.
[2:18] » We have a motion and a second. All those in favor signify saying aye.
[2:23] » Aye. >> Aye.
[2:24] » Those opposed same sign. Motion carries.
[2:29] Review of the 2027 nonprofit funding requests. And again,
[2:34] I'll ask Amy to address this to start. >> Thank you, Mayor. We have 11
[2:39] applications this year for the 2027 funding request that total $487,000
[2:47] and 50 I'm sorry, $487,050.
[2:54] » And at this point in time, I do see some people in the audience. Is there anyone
[2:58] from one of the nonprofits that would like to speak?
[3:10] All right. Eric?
[3:33] » Uh Eric Ortness with the uh Greater Madison Area Chamber of Commerce.
[3:38] Uh if it looks like I've been at a baseball field for 50 hours over the
[3:41] weekend, that's because I I have been hosting the state tournament in town.
[3:46] Um our board of directors is um we we
[3:52] submitted an increase in in funding for this year.
[3:56] We're making a more of a
[4:00] direct focus on bringing
[4:04] events, conferences, meetings, tournaments
[4:09] to town. And with our the way our sales tax
[4:15] revenue is it's our hope that getting more people
[4:19] from out of town into Madison will help drive the the sales tax
[4:24] numbers. So, what I have handed out
[4:29] by no means is that a finished product. Some of the pictures are just
[4:34] placeholders. There's there's still quite a bit of
[4:38] work to do on that booklet. But that is a booklet that will have
[4:42] available for um
[4:45] event holders, tournament directors, uh anybody that is looking to bring uh
[4:51] conferences to town. Uh it's kind of an all-encompassing
[4:56] um booklet for uh any type of event that might want to
[5:01] come to Madison. From lodging to restaurants to meeting places.
[5:05] Um so, that's going to be our focus in in 2027.
[5:11] Is looking to bring more of those things to town.
[5:14] Uh as you know, uh the bike jam that we
[5:17] started, uh that was kind of our first uh dip into the water of new events. And
[5:26] any type of new event takes money.
[5:31] Um takes money to make money.
[5:33] Um so, we are um
[5:37] looking to bring more types uh of those things to town.
[5:42] But then there's also um as you you know, there's all kinds of state
[5:47] associations and and regional meetings that we can we can try and go after
[5:53] with the the additional funding request that we've submitted for 2027.
[6:00] » Eric, can I clarify because in 2026 I have you at 105,000
[6:04] and 2027 105 again, is there a change? Or you're just
[6:09] » 2026 we
[6:12] we received a uh cut to our funding. So, we we have
[6:16] 85,000 >> Okay.
[6:18] » for 2026. >> I just wanted to make sure on that.
[6:21] » 2025 we were at 95,000. And then this year we are 85,000.
[6:29] And we're requesting 105,000 for 2027.
[6:36] » Correct. So, you requested 105,000 in 26, we're
[6:40] approved for 85,000 >> Correct.
[6:42] » and are requesting again 105. >> Correct.
[6:45] » Thank you. >> [clears throat]
[6:49] [snorts] >> This is very impressive. Thank you.
[6:52] It does highlight, you know, some of the things in that Madison has to offer that
[6:57] you don't just normally think of and that, you know, when you're
[7:01] looking at a town in that that you haven't been to or you have been to
[7:04] before and you're bringing, you know, someone in or a
[7:08] team in regardless of what sport or activity or event it is. So,
[7:13] » Daniel and Rachel in our chamber office that they have put that
[7:19] have been working on that. Eventually we'll have a electronic flip
[7:24] book that we can just email off to people
[7:27] and then have some actual printed booklets
[7:31] available. >> No, very nice. Very nice.
[7:37] » Other questions or comments?
[7:41] Any of the commission?
[7:44] No. >> Well, thank you and you know, we're just
[7:47] in the beginning stages of our budget. So at this point in time we have no
[7:51] answers. >> Thank you.
[7:53] » Thank you.
[8:02] » Well, that's hard to follow cuz I don't have a booklet. So Brooke Rologg, I'm
[8:06] the executive director for the Madison Area Development Corporation. And we are
[8:10] the we are the arm of of development in our area. One specific way we've focused
[8:16] on continuing to generate more revenue for the city is through the industrial
[8:19] park expansion. Of course, you guys are very close with all the projects that
[8:23] we've worked on the last handful of years, but one great example was well
[8:27] we'll be next commission meeting we'll present a new plat and another land sale
[8:31] increase property tax, but our ultimate goal is how how can we be here to to
[8:35] make our continue to make our community thrive
[8:38] through through property taxes, job employment, and quality of life. These
[8:43] are all areas that we we feel we've made great strides in the last handful of
[8:46] years, but we're definitely not taking the foot off the gas. Like the goal is
[8:50] to keep going and keep pushing. How can we find
[8:53] more ways for housing and that industrial park and then
[8:56] obviously continue to utilize the early learning center. But
[9:00] those are all great projects, all things that have forward reaching commitments.
[9:06] And so as always I've greatly appreciated your support. We couldn't
[9:09] have done it without you. But again, we're not we're not looking
[9:12] to slow down anytime anytime soon. So again, no pamphlet, but happy to answer
[9:18] any questions about what the next handful of years or even 12 months looks
[9:22] like for for MADC. >> Very good. Questions or comments from
[9:27] the commission?
[9:30] Well, thank you for what you've done so far and and I support moving forward
[9:35] definitely. >> Thank you guys for your continued
[9:37] support. >> Thank you.
[9:39] Amy, it looks like we might want to update our
[9:42] our names on there. On your spreadsheet.
[9:46] To their new name. >> From LAIC to MADC.
[9:51] Top row. >> So, I will note that I did it on the one
[9:53] right below it, but missed the one above it. So, I will definitely make that
[9:57] correction. >> I will jump back into So, we are a DBA
[10:00] with MADC. So, our legal name will always continue to be like Area
[10:04] Improvement Corporation. So, we cash flow checks.
[10:07] » [laughter] >> So, you weren't wrong after all, Amy.
[10:11] Well, thank you, Brooke. >> [laughter]
[10:14] » Thank you.
[10:26] » Good afternoon. Uh Mark Even here with the Senior
[10:30] Citizens Center with the my wife, Genie. Uh
[10:34] uh This year we're asking for 15,000. Last
[10:38] year we got 13,500. And we'd like to bring that back up to
[10:42] 15 if we could. Uh
[10:46] I don't know if if uh many of you have been out around the Senior Center, but
[10:50] you can see some of the improvements that I've made to the senior that we've
[10:53] made to the Senior Center. Over this last year we're finishing both
[10:57] of the bathrooms and in the process of re-shingling our shed right now as we
[11:02] speak. So, uh things are happening there. Uh the program's getting larger.
[11:08] Uh and uh if you've been by on a Friday night, you
[11:11] can see that we've got a lot of action going on there.
[11:15] So, uh the monies that we have it has been well
[11:18] spent. That you've given to us. And this next
[11:22] year in 2027, our big push is going to be for a sign out front of the building.
[11:29] Right now, we we don't have any advertisement or sign. People have a
[11:33] hard time trying to find a place. People don't know where it's located. If you
[11:37] put it in your phone, it takes you to the motorcycle shop.
[11:42] So, we'd like to get electronic sign out
[11:44] front of the place, which is which is a big push for us.
[11:48] That way we can advertise what programs are going on and when and if they're
[11:53] canceled and and so forth. Whether we're doing game game night or
[11:59] game day or whatever, it can be advertised
[12:02] uh as so. Uh without our local newspaper,
[12:07] it's it's it's a little bit more of a struggle like it is with everyone else
[12:10] to try and get the word out about what's happening in Madison. I think probably
[12:15] for everyone, that's that's a challenge as to what's happening around town. So.
[12:22] » The newspaper. We still have one, but it's weekly.
[12:25] » Yeah, it's a weekly paper. Yeah, so. Uh I guess with that that's uh
[12:31] that's what we're asking for. >> Energy.
[12:33] No, but we we looked at the demographics and 35% of the residents in Lake County
[12:39] would be eligible to be considered seniors.
[12:43] And we just feel like that's a large percentage of the population of Lake
[12:48] County and we draw in people from other communities as well that come here on
[12:53] Fridays and eat at the local Dairy Queen or Pizza
[12:57] Ranch or Las Tapatías or all the restaurants, you know, and so putting
[13:01] money back in to the Madison community.
[13:05] » And I've been out there in that and I've seen you've really made them some major
[13:09] improvements out there. It really is nice.
[13:13] » We've just got more to go. >> Yeah.
[13:16] Any other questions or comments?
[13:20] Okay. Well, thank you. >> Thank you.
[13:22] » Yes.
[13:26] » [clears throat]
[13:32] » Is there anyone else here in that from a non-profit that would like to speak?
[13:41] If not, thank you I thank you for everyone who's here and again this is
[13:45] the beginning of our budgeting process and so
[13:49] we don't have any answers at this point in time, but we will definitely keep the
[13:53] requests and that in consideration. So
[13:58] with that I'll move on to number eight.
[14:01] » Mr. Mayor, was there a couple additional ones Amy that come in late? I didn't
[14:06] » They there were two actually, yeah. Madison area Arts Council and the
[14:13] um museum came in late. Oh, they didn't
[14:18] come in late. They came in on Friday afternoon. Um I did send those out to
[14:22] you guys. So those um the Arts Council submitted a request for
[14:28] 12,500 and the
[14:32] museum submitted a request for 27,800.
[14:39] » So where the two empty spots are on the page here, they did come in and fill
[14:44] those in with the same request as last year. So thank you for bringing that
[14:48] forward. And then the funding for Habitat uh they
[14:52] did not send in an application this year.
[14:55] » They did not and they did not um the previous year as well. We talked about
[14:58] removing them, but it changes the the data historically on the spreadsheet, so
[15:03] we just left them there. >> Yep.
[15:06] Other questions or comments?
[15:12] Jameson, when do you have the first preliminary budget numbers?
[15:16] Couple weeks. I guess I'd defer to Amy.
[15:19] » For Amy? >> First the budget.
[15:21] » Yeah, towards the end of August we will see those and then we have to reach back
[15:25] out to non-profit funding the first part of September.
[15:27] » Okay. >> We would certainly take any direction
[15:31] that you'd have today. Obviously, it's going to be contingent on how the
[15:35] broader budget shapes up. I think the the lesson that I see looking through
[15:39] the request for this year is that most entities are looking to get back to
[15:42] where they were previously before last year's cuts
[15:45] or you know, we're on track with the same requests as they had last year. So,
[15:49] any direction we would be happy to take but we can certainly incorporate this
[15:52] into future budget discussions, too. >> Yeah, I think once we get more budget
[15:57] information, look at that, we can get some responses back to these folks.
[16:03] » We have department head budget reviews this week and next. So, once I have that
[16:06] information into the system, I'll have some pretty good preliminary numbers for
[16:11] us to go off of. >> Thank you.
[16:16] » Other questions or comments?
[16:23] All right, then I'll move on to number eight.
[16:26] Authorize the sale of renewable energy credits RECs.
[16:31] Mike, would you like to address that? >> Yeah, so
[16:35] what we're looking at with RECs is that is
[16:39] uh trait of the energy that's produced that
[16:42] we purchased from WAPA. It's basically a renewable energy
[16:45] credit. Right now, they don't have a lot of
[16:48] value if we hang on to them. They're managed by
[16:52] Heartland Energy and you can see the the snapshot at the
[16:56] bottom. Uh
[16:59] that uh the value of what we would have on hand. Um
[17:04] So, I guess what we're asking is just the
[17:07] um for the commission to recommend the the
[17:10] approval of the sale and that Heartland Energy to conduct negotiations on our
[17:14] behalf.
[17:17] » Can you explain, Mike, are these accumulated or
[17:20] So, if >> They're They're accumulated year by
[17:23] year. >> Okay.
[17:24] » Yes. Yep.
[17:25] And then >> And then if you could explain a little
[17:27] bit more for the general public as to why we receive them and why they aren't
[17:31] any benefit to us because they are more of a benefit to taxable agencies. Am I
[17:37] correct on that? >> Correct. There's no requirement from the
[17:40] state for us to show that we have a renewable attribute towards the energy
[17:44] uses that we have. Correct.
[17:47] » But other companies and that that are taxable and that these do have value to
[17:52] them and that's what gives us the ability to say, well, we can't use them,
[17:57] but we can turn them into cash for the city of Madison.
[18:01] » Correct. >> Okay.
[18:05] Any other comments? >> Mr. Mayor, I'm going to abstain from
[18:09] this vote just because I work at Heartland and they're going to do the
[18:13] sale of them, so. >> And again, it's an open sale, so we
[18:18] don't know the exact value, but on the sheet in front of us gives us some ideas
[18:22] and that, you know, uh based on whatever they may sell for, so.
[18:28] » And I'll note that the the historical wrecks from 2024 25 are do not have uh
[18:35] as much value as our estimated 2026 thousand wrecks or 2026 wrecks.
[18:42] So, they're as soon as they fall off and they become they become an older a year
[18:46] older, they lose value. >> Mhm.
[18:50] All right. >> Have we sold them in the past?
[18:53] » No, we couldn't uh with the addendum to the contract that
[18:57] we signed earlier in the year with WAPA, um that allows us to sell our renewable
[19:01] energy credits, so we have not in the past.
[19:07] » Other questions or comments? >> Uh the revenue that we get from the sale
[19:11] of these credits, does that go back into the enterprise fund?
[19:15] » Correct. That stays in the electric fund. Yep.
[19:21] » Other questions or comments?
[19:26] If not, do we have a motion? And Amy, would you take roll on this, please?
[19:31] » Yes.
[19:36] » I'll make a Go ahead. Go ahead. >> I'll make a motion to approve the sale
[19:39] of our renewable energy energy credits. >> Second.
[19:45] » We have a motion and a second. All those in favor, then that signify by saying I
[19:50] uh when your name is called.
[19:54] » So, do I call Kelly or
[19:56] » Yes, you call everybody. >> Um
[20:00] Commissioner Dipdal? >> Abstain.
[20:03] » Commissioner Wolfe? >> I.
[20:06] » Commissioner Wire? >> I.
[20:07] » Commissioner Barish? >> I.
[20:10] » And Mr. Mayor Lindsey? >> I.
[20:14] » Thank you. >> Okay.
[20:17] Motion carries. With that, we'll move into number nine,
[20:22] the August financial reports. And now, I'll ask Jameson to cover these.
[20:29] All right. We're going to turn it over to Amy.
[20:36] » Okay, this is the finance update for August, which is on June numbers, which
[20:40] is halfway through the year. Um 2027 budget development continues.
[20:46] Department operating budgets were due August 1st, and capital requests are due
[20:51] August 15th. 26.
[20:57] Um we continue working with Williams and Company to finalize the 2025 audit. I
[21:02] expect that to be back and completed um here in a couple weeks. I've been really
[21:07] efficiently working through everything that we've submitted, so happy to have
[21:11] that one behind us. Uh the 2024 annual report, which um we
[21:17] just talked about earlier in this meeting, has been filed with DLA.
[21:21] The up This update reflects year-to-date activity through June, which is 50% of
[21:25] the fiscal year completed.
[21:29] Cash on hand in general cash, we have 11.9 million. Investments, 2.73 million.
[21:36] Checking, 6.19. Money market, 574,000.
[21:42] Certificates and other, 832. The electric construction count, 1.58
[21:49] million. And in restricted cash, we have 647,000.
[21:56] Our revenue guidelines for June. And overall, most funds remain in a
[22:02] mid-stable position for the mid-year. With the largest variances driven by
[22:07] timing of transfers and debt proceeds in capital projects.
[22:12] The general fund is ahead on revenue because of transfers that were completed
[22:16] early in the year, while sales tax and grant revenues are below projections or
[22:20] not recorded at this time. General fund expenses remain under
[22:25] budget overall. And this is largely because several
[22:28] capital projects and contingency funds have not been used.
[22:39] Expenditure guidelines.
[22:52] Profit loss for June.
[22:57] » Amy, can I ask a question here? Um I'm I'm to show my continued ignorance at
[23:01] trying to figure out how the heck uh tax increments work. Um why do we have
[23:06] expenditures on tax increment districts? Let's see.
[23:12] Three three, five, and six that are not
[23:16] aligning with the revenues.
[23:22] » It's just the timing of when that comes in and goes out. So when when they come
[23:26] back in, that'll balance each other out. It's just a path through. There's only
[23:32] Do you remember which TIF it is that we
[23:36] TIF number three is the only Yeah.
[23:41] There's only one TIF that we receive or or retain part of the funds and it's 25%
[23:46] of the increment that we keep and I believe that's TIF three.
[23:51] For Peaceful Pines.
[24:02] » So next month's report, they might look more in balance.
[24:06] » Yeah, it just depends. >> It may be November when taxes come in,
[24:10] you know, from the property taxes that cover the TIFs.
[24:15] So it may not show up, you know, as soon as you were
[24:19] as we would expect it to, you know, being in the next month.
[24:22] » Yeah, so we would see that in the December report because we don't get the
[24:25] money from the county until after.
[24:42] » That's it. Thank you.
[24:45] » Year-to-date profit loss
[25:04] » Sales tax. Which shows us um for the year at a
[25:08] -5.21%.
[25:20] And then the sales tax graph.
[25:29] And our rolling average for June has us at 2.03% negative.
[25:42] And any other questions?
[25:46] » Questions or comments?
[25:58] Okay, seeing none. Do we have any public comment?
[26:08] Okay. Seeing none. Under announcements, our
[26:12] next regular commission meeting will be Monday, August 17th at 5:30 p.m.
[26:20] And with that, I want to thank everyone who's here.
[26:23] And do we have a motion to adjourn? >> So moved.
[26:28] » Second. >> We have a motion and a second. All those
[26:32] in favor signify by saying aye. Aye.
[26:36] Those opposed same sign. Motion carries.
[26:41] Again, thank you for everyone.
[27:00] » No, very good.
