[5:57] of a 50-ft

[6:00] um 50-ft storm sewer and drainage

[6:02] easement in the property in the

[6:03] southeast side of our industrial park.

[6:05] Um previously, it discharged to the east

[6:08] from the end of where the road

[6:10] was ended. And then now with the

[6:12] completion of South Industry Avenue and

[6:14] 16th Street Southeast in the industrial

[6:16] park, that uh area was filled in and

[6:18] then the drainage area was rerouted a

[6:20] little bit further to the southeast. And

[6:22] there was appropriate storm water uh

[6:24] infrastructure installed at that time.

[6:26] So, since the the drainage was rerouted,

[6:29] um we can relieve we can uh discharge

[6:31] this um easement. Uh it's not needed

[6:34] anymore and that allows this area to be

[6:37] uh more fully developed.

[7:09] that. We reach out to the US Army Corps

[7:11] of Engineers. Um they determine that any

[7:14] wetlands there are non-jurisdictional.

[7:17] Uh we also reach out to South Dakota

[7:18] Department of Ag and Natural Resources.

[7:21] >> So, what is

[7:22] >> They will not require any avoidance or

[7:24] minimization or compens-

[7:26] compensatory mitigation. Um so, we're

[7:29] all clear there and it just comes

[7:31] straight to you as the city commission.

[7:32] Does not go to the planning commission.

[7:37] that uh

[7:39] where the drainage did go across before,

[7:42] when they did some dirt work there and

[7:44] that that area was uh filled in and the

[7:47] water is directed further south.

[7:54] longer drains across that area because

[7:57] it's been uh regraded.

[9:06] mid-July to mid-August. And as that

[9:19] recognize our employee Justin Anderson.

[9:21] He is recently been promoted to a new

[9:23] role as the lead with water and

[9:24] wastewater operator. He has been an

[9:26] operator in our treatment department uh

[9:28] for over 8 years now. He's done a

[9:30] fantastic job and we're very excited to

[9:31] see him move up into this lead role um

[9:34] and and take on more responsibilities

[9:35] within that department. It's great to

[9:36] have him as part of our our

[9:38] organization, and we're just excited to

[9:39] see what he does next.

[9:46] active projects, nothing crossing off

[9:48] this month, and then we'll move on to

[9:50] Egan Avenue.

[9:59] uh Second and Fifth Street, there's

[10:00] still some installation of um

[10:03] median dirt and uh landscaping that

[10:05] remain. Uh I talked to the

[10:08] contractor today that's going to be

[10:10] doing the sod, and they had indicated

[10:12] they they want to do all of the sod at

[10:14] once, but it remains to be seen if

[10:16] they'll if they'll do those first three

[10:18] blocks for us. We kind of

[10:20] hope that they would. Um Fifth to Sixth

[10:22] Street, all of the underground utilities

[10:24] have been completed. They've more

[10:26] completed a while back. Uh the traffic

[10:28] lanes are all done.

[10:30] Um they're working on sidewalks and the

[10:32] remaining retaining walls of this week.

[10:35] Uh Sixth to Eighth Street, again, all

[10:37] the utilities are are complete. Um the

[10:40] paving of the east lanes through Eighth

[10:41] Street has been completed. Um the valley

[10:43] gutter has been poured. That was poured

[10:45] Friday.

[10:46] And the parking areas next to DSU are

[10:49] um ready, and uh we've broken cylinders,

[10:52] and they're those are safe to park on,

[10:54] so that should be good by

[10:56] the first day of classes for DSU.

[10:59] Um the west traffic lanes are only

[11:00] completed to Seventh Street. They plan

[11:02] on completing those to Eighth Street

[11:04] this week, but that'll depend on

[11:07] weather and um if they can get there.

[11:09] They're trying to get the sidewalks done

[11:10] next to DSU first.

[11:13] Um then they'll work on driveways and

[11:16] everything.

[11:17] Um from Eighth Street to Ninth Street,

[11:19] the subgrade is prepared and has been

[11:21] proof rolled.

[11:24] the gravel installation is going to be

[11:26] underway shortly. Um there was an

[11:28] equipment breakdown that prevented them

[11:30] from hauling gravel today, but that

[11:32] should be underway tomorrow.

[11:39] asphalt was supposed to be done today

[11:41] and was not. It will be done right away

[12:33] few days late and are in penalty phase

[12:36] on that.

[12:45] of our projects will be coming up.

[12:46] Nothing new since last month, but our

[12:48] annual chip seal for 2026 will be

[12:51] starting either late August or early

[12:52] September. And then our sidewalk

[12:53] project, the city's contractor is able

[12:55] to start work as early as August 24th.

[12:58] Um we give land owners up until this

[13:00] time to complete them themselves if they

[13:01] so choose. And so this fall you'll start

[13:03] seeing some of those sidewalk and chip

[13:05] sealing projects proceed.

[13:08] On the electric side of the world, um

[13:10] our two substation projects are moving

[13:12] along. On the green substation, the work

[13:15] on the control building is a lot of

[13:17] where the work's been occurring lately,

[13:19] um including the interior finishing and

[13:20] then some minor exterior repairs around

[13:22] the building uh from the building

[13:24] installation.

[13:25] Um construction of the communication

[13:27] tower is nearing completion. Only the

[13:28] top sections remaining. And then the

[13:30] transformer field services um was

[13:32] completed on the 7th. And then the

[13:35] electrical crews are reworking the

[13:36] cables in the vault so they can energize

[13:38] the station power for deep for the

[13:40] commissioning of the building which is

[13:41] scheduled on the 17th. Um, this project

[13:44] is expected to be energized by November

[13:46] of this fall.

[13:47] And then the southeast substation uh

[13:49] with the transformer arrived on the

[13:51] 10th. Um, that has been been late but

[13:53] they were happy to see that get in um

[13:55] offloaded and set on the 11th. And so

[13:57] insulation services were able to start

[13:58] right away and the completion was

[14:00] scheduled to be the 14th.

[14:03] Testing of the breakers, CCTV's,

[14:05] arresters, and the switch began on the

[14:06] 12th. And so this is bringing us to the

[14:09] second planned power outage which was

[14:11] scheduled to begin uh today and last

[14:13] approximately two weeks. This has been

[14:15] rescheduled due to the delay in the

[14:16] transformer delivery date um and allows

[14:18] the crews to complete the final

[14:20] transmission connections and power and

[14:21] control wiring.

[14:24] >> And then uh with this uh

[14:27] it says, you know, the

[14:29] uh

[14:30] power outage but that doesn't mean to

[14:32] the citizens.

[14:33] >> Yes. So when we uh the outages at this

[14:35] station would would uh not be energized

[14:36] at the time but we since we have three

[14:38] substations, we'll be able to operate

[14:40] the the city on the other two

[14:41] substations. So outages on both of these

[14:44] are planned um as those construction

[14:46] projects continue. The southeast sub is

[14:48] expected to be energized re-energized on

[14:51] August 30th um and be bringing in that

[14:53] 115 kV to the community.

[14:58] Jumping into some past events, we had

[14:59] National Night Out a couple Tuesdays ago

[15:01] which had some beautiful weather and was

[15:02] a big hit um between the foam party

[15:04] hosted by the library to the dunk tank

[15:06] um and and all the the equipment and and

[15:08] the uh

[15:09] the little train that was pulled around

[15:10] for the kids. That was another

[15:12] successful National Night Out and so we

[15:14] want to thank all of our uh law

[15:15] enforcement and and fire responders for

[15:18] their service to our community and also

[15:20] for putting on another great event

[15:21] downtown Madison.

[15:24] We got a few slides here showing some

[15:26] pictures from the library. They've had a

[15:27] very successful summer reading program.

[15:29] There was a dinosaur theme this year and

[15:31] we had a lot of great participation. And

[15:33] so you see a few pictures here from some

[15:35] of the the runs and the walks that they

[15:36] started out of the year with.

[15:38] And then

[15:40] there's also

[15:41] pictures from their craft afternoon, um

[15:44] from the events of the graphic novel

[15:45] club, and also the Nerf night event. And

[15:48] then the garden club is listed on here

[15:49] as well. The garden club um it has a lot

[15:51] of great community support and uh kids

[15:53] are able to to learn about growing their

[15:55] own produce and putting them to use in

[15:56] some tasty dishes.

[15:59] When we look at summer reading program

[16:00] as we're nearing the end of the summer,

[16:02] we uh have seen that we've had 229

[16:04] elementary age kids read almost 170,000

[16:07] minutes of of of books. It's lots of

[16:09] phenomenal job by those kids and you may

[16:12] have seen some of the yard signs around

[16:14] the community for those who have logged

[16:15] at least 10 hours of reading throughout

[16:17] the summer.

[16:18] There was also 74 teens who read 994

[16:21] books books and 42 adults who read 392

[16:24] books. And so in total the summer

[16:26] programs from the Madison Public Library

[16:28] this year had uh 1,902 attendees

[16:31] throughout its different activities.

[16:36] Last past event we'll note is our most

[16:37] recent city circle at the library. We

[16:39] had uh great conversations including

[16:41] topics such as the city budget, uh our

[16:44] proposed digital currency mining

[16:45] facility, the license plate reader

[16:47] cameras, as well as emerald ash borer.

[16:51] And then switching to upcoming events,

[16:53] um library's always got good things in

[16:54] store and so they have the the school

[16:56] bus event coming up on August 18th 11:00

[16:58] a.m. um at the library park. And they're

[17:01] also working on a teen teen created

[17:03] mural to the children section of the

[17:05] library.

[17:07] So that wraps up the updates for this
