[0:00] Okay, good morning everybody. I want to
[0:02] welcome you to May 14th, 2026, our
[0:04] regular board meeting held. I'd like to
[0:07] call this meeting to order. Um, we do
[0:11] have a quorum on our board today.
[0:14] And here with us today is Trevor Andre,
[0:18] our district engineer. Um, Dallas
[0:21] Henline is our collections
[0:25] uh
[0:27] sewer manager. I don't want to say
[0:29] sewer, but I did. Sorry. Um, Steve
[0:32] Clark, our water manager. Uh, Andrew
[0:34] Sumption, our HR. Jeff White, trustee.
[0:38] Mick Sudbury, trustee. Danny Stewart,
[0:40] trustee. Le Fitzgerald is um our
[0:44] controller. And our legal counsel is
[0:46] Nathan Bracken, and Clint Dilly is
[0:49] excused. Uh, will you guys all please
[0:52] stand and with me at the pledge of
[0:54] allegiance?
[0:57] I aliance to the flag of the United
[1:01] States of America and to the republic
[1:03] for which it stands. One nation under
[1:06] God, indivisible, with liberty and
[1:09] justice for all.
[1:11] >> Thank you.
[1:15] And also I'd like to welcome public and
[1:18] guest. Um does anybody here have a
[1:22] conflict what's on our agenda today?
[1:25] Seeing none. Anybody would like to
[1:27] address the board today,
[1:30] Dan?
[1:32] >> I think we're doing great.
[1:33] >> Okay, Doyle.
[1:37] >> Everything's good.
[1:39] >> Water.
[1:40] >> Yeah, we apprec we appreciate taking
[1:42] your time out and coming. And uh so
[1:46] we're going to move on to item F.
[1:49] Let me make sure I'm not screwing up
[1:51] because yesterday I was in a meeting and
[1:52] I bypassed stuff. So, um,
[1:57] do you want to you want to take this?
[1:58] >> Yeah. We're going to skip to the bottom
[2:00] and go with Kim first so that she can go
[2:03] back out to her customers. You want to
[2:05] stand, Kim? Uh, we're excited to have
[2:08] Kim in here. So about a month and a half
[2:11] ago, they decided that they wanted to
[2:14] really make a push on getting autopay
[2:16] set up for as many customers as possible
[2:19] to try and cut down on the amount of
[2:22] phone calls that were coming in. And so
[2:25] they challenged themselves that whoever
[2:27] could get the most uh people signed up
[2:30] on autopays. They between Kim, Mandy,
[2:35] and Katie, they signed up over 50 new
[2:38] customers on autopay, which really cuts
[2:41] down on a lot of
[2:43] >> delinquencies,
[2:46] uh, notices, and things like that. Um,
[2:48] so maybe Le could talk a little bit
[2:50] about how it helps. you you said
[2:53] probably everything we need to say, but
[2:54] yeah, obviously when people sign up for
[2:56] autopay and have money in their bank.
[3:00] It does it cuts down on delinquencies
[3:02] and phone calls and just more work for
[3:05] us. So
[3:06] >> So Kim was the one that did the most.
[3:09] She had 22 of the 51. Wow.
[3:13] >> And so we just wanted to recognize her
[3:14] for her efforts with all of our
[3:16] customers with a gift card.
[3:17] >> Y Thank you.
[3:24] little competition.
[3:25] >> Thank you.
[3:26] >> Appreciate you.
[3:28] >> Look at Manny.
[3:30] >> What are you doing?
[3:33] >> Thanks, Kim.
[3:36] >> Okay, up next we have we have Dawson.
[3:39] Uh Dawson's on our uh water construction
[3:42] crew. He just completed his collections
[3:45] two cert certification. Um Dawson's been
[3:48] making a push lately to learn as much
[3:51] about this the collection side of things
[3:53] as possible. He spent a couple weeks
[3:55] with their crew and is preparing himself
[3:57] to be able to be an on call operator.
[3:59] Thanks to
[4:01] >> Thanks to
[4:05] Mark Manzanerys, he was unable to make
[4:07] it today. Um he's out
[4:09] on the camera van was couldn't pull
[4:11] away. Uh he completed his water
[4:14] distribution one. He's on our
[4:16] collections crew. Uh it's always good to
[4:18] see those operators going outside of the
[4:20] uh area that they specialize in and
[4:24] learn more about the district. So that's
[4:27] Mark Manzanerys. Um Jean Stock, he
[4:31] wasn't able to make it. He's out getting
[4:33] all of our fire extinguishers reertified
[4:35] for the year. And so he's got a
[4:38] >> and he could take 10 minutes to come in
[4:39] here.
[4:40] >> He's got a guy coming out that he
[4:41] couldn't leave alone. Um he just
[4:44] finished up his qualified water
[4:45] efficient landscaper certification. Um
[4:48] that's a big deal. We're excited about
[4:51] that. He's learned how to handle our
[4:54] garden area so that we can keep it as
[4:57] efficient as possible as well as be a
[4:59] good steward and an example to the
[5:02] public on how to do these things. Um and
[5:05] then Ed Tucker, he just finished up his
[5:09] traffic control technician. Ed's kind of
[5:10] our go-to flagger. Um, when we get the a
[5:16] job out there where we need all hands on
[5:18] deck, we kind of lean on Ed. And so him
[5:20] getting that is a is a big deal. He
[5:22] couldn't come in. He's doing CIP. Um,
[5:25] but nobody wants to come see the board.
[5:28] I think that one was a Steve that was a
[5:30] Steve decision on the CIP.
[5:33] >> That one's kind of a plant decision.
[5:35] When it has to be done, it has to be
[5:37] done.
[5:37] >> Trevor, what's going on?
[5:40] So, those are our employee recognitions
[5:42] for today. We're excited about all of
[5:44] them, though.
[5:45] >> Awesome.
[5:45] >> That's awesome.
[5:47] >> Congratulations.
[5:50] >> Okay, let's move on to item G. Who's
[5:52] going to do this one? You, too.
[5:53] >> I'll take part of it and we'll lean a
[5:55] little bit on the employees as well as
[5:58] their managers. Um, first we have
[6:00] Melinda Campbell. Um, she's our newest
[6:03] office staff. You want to stand,
[6:04] Melinda?
[6:05] >> There's a microphone right there.
[6:07] >> Do I need the microphone? Yes, you. Yes,
[6:09] you do. So, I can hear what you're
[6:10] saying.
[6:11] >> So, so the so the microphone can pick
[6:13] you up here. So, we're excited about
[6:16] Melinda. She comes with a lot of
[6:17] customer service experience as well as
[6:19] some leadershipship experience. She's uh
[6:23] been a great fit in the office. She's
[6:26] really dug in and learned a lot and
[6:30] she's expanding that role every day. Uh
[6:32] do you want to take a minute just tell
[6:33] us a little bit about yourself?
[6:35] >> Um like you said, my name is Melinda
[6:37] Campbell. I used to be the cheer coach
[6:40] at Cypress for many years and I retired
[6:44] from that and looked for a big girl job.
[6:47] So, I got my big girl job now. So, um
[6:51] I'm excited to be here. Uh my son is
[6:54] graduating from the fire academy today,
[6:55] so I'm really excited about that.
[6:57] >> Yeah. Nice.
[6:58] >> Thanks, Melinda.
[7:03] » Up next, what time is that today?
[7:08] out to.
[7:10] >> Thanks, Linda. Up next, we have Cameron
[7:14] Peterson. Uh Cameron
[7:18] comes from us from the country. Uh he
[7:20] grew up in a small town, which is kind
[7:23] of exciting for me to have another hick
[7:27] here. Um, but what really excites us
[7:31] about Cameron is his willingness to
[7:33] learn, his work ethic, and the fact that
[7:36] he came in with already having a CDL,
[7:38] which means he can jump into a lot of
[7:41] the things that some newer employees
[7:43] can't when he first got here. Why don't
[7:45] you introduce yourself a little bit?
[7:48] >> Yeah, thanks, Andrew. And yeah, I'm
[7:50] Cameron. I'm really excited to be here.
[7:53] I appreciate being here.
[7:55] There's not a whole lot the city just
[7:59] getting used to it and
[8:01] yeah, I appreciate the opportunity and
[8:03] I'll give it my best.
[8:05] >> Thanks. Got anything to add, Dallas?
[8:07] >> I would just say Cam's finishing up his
[8:08] second week. Um he's been thrown into a
[8:11] pretty labor intensive job that we're on
[8:13] right now and um he's sticking right
[8:15] with the guys and they've reported back
[8:17] that he's fitting in good which is
[8:18] important and we're real excited about
[8:20] it.
[8:21] >> Thank you.
[8:21] >> Thanks.
[8:22] >> What What made you earn a CDL? What were
[8:24] you doing before that?
[8:27] >> Um,
[8:29] really just the opportunities and
[8:32] getting something under my belt that I
[8:35] can have to
[8:37] >> So, you weren't doing over the road or
[8:39] anything like that?
[8:39] >> No, he jumped into Slick, the community
[8:42] college, and paid for it and got it all
[8:44] on his own.
[8:44] >> Yep. I actually graduated the day of my
[8:48] interview, so yeah, I'm pretty new to
[8:50] it, but
[8:51] >> that's good to have.
[8:52] >> Thanks, Cam. Well, welcome. Glad to have
[8:54] you.
[8:55] >> Thank you.
[8:59] » And up next, our newest employee, Trevor
[9:01] Ratcliffe. He just joined the water
[9:02] construction crew. Um Trevor came uh
[9:06] with strong reference from Gavin
[9:10] Henshaw, one of our uh employees. It's
[9:14] always good to have employees that are
[9:16] referencing somebody to give us a idea
[9:18] of who that person might be. Um, why
[9:21] don't you tell us a little bit about
[9:22] yourself, Trevor?
[9:24] >> My name is Trevor Ratcliffe. Grew up
[9:26] here in Magnum my whole life. I like
[9:28] going hunting and I'm excited to be
[9:30] here.
[9:32] >> You got anything to add, Steve?
[9:34] >> Oh, like I say, he's only been here a
[9:36] week, but we're excited to have him. I
[9:39] mean, he's already fitting in great with
[9:41] the guys, so I think
[9:42] >> we got Magna. Yeah, another Magna guy.
[9:45] Thanks, Trevor.
[9:50] That's it for our new employee
[9:51] introductions. We're excited to have
[9:53] them all though.
[9:54] >> See you guys.
[10:02] » Oh. Oh, sorry. Okay. Moving on. Approval
[10:06] of common consent items.
[10:09] >> This is the regular board meeting held
[10:11] April 9th, 2026. Expenses from April 1st
[10:15] to May 6th, 20
[10:17] 26.
[10:19] General expenses 2,26,4483
[10:25] science bank bond payment 1,336,99729.
[10:32] » I'll second it.
[10:33] >> It's been motion second. All in favor?
[10:35] >> I.
[10:36] >> Thank you. Let's move on to our uh
[10:38] department report. Let's move on to
[10:41] general manner manager report. Trevor
[10:43] Andrews filling in.
[10:44] >> Yep. I'll cover that. So, just a few
[10:48] things on here. Andrew is going to go
[10:50] over staffing. So, I'm going to jump
[10:52] from there into operations.
[10:56] Um, as you know, we've been using reuse.
[10:59] That's been going well. Um,
[11:03] the parts for the copper club secondary
[11:06] extension, those are been ordered and
[11:09] just waiting on those before the
[11:11] construction crew will start
[11:14] uh building that.
[11:16] And then want to jump over to the office
[11:21] portion.
[11:23] Um, we worked with Yappify
[11:27] to put in an application for a grant.
[11:30] It's the transparent water billing grant
[11:33] and that will help pay for the AMI uh
[11:37] kind of customer portal that we have
[11:39] with Yapplify. So, if we get that grant,
[11:41] it'll cover 50% of the cost for 3 years,
[11:44] which is pretty significant.
[11:47] Um, and they just look for wanting
[11:51] information at the end of the year, you
[11:53] know, looking at did it change the water
[11:55] use, you know, things like that. So, um,
[11:59] we'll let you know if that comes
[12:00] through.
[12:01] >> Hey, Trevor, I got to ask you a
[12:02] question.
[12:02] >> Yeah.
[12:03] >> I had a resident from Murray called me
[12:05] yesterday for the Jordan Valley. So the
[12:08] question I have, do we have a deal
[12:10] that's on our computers that let's just
[12:13] say if somebody's really using a lots to
[12:16] lots of water, does do we have something
[12:18] that actually bings our computers out
[12:20] here letting them know that that people
[12:22] because this this deal that happened
[12:24] over in in Murray through Jordan Valley,
[12:27] it went for 6 months before
[12:32] they caught it.
[12:33] >> Yeah. So this once we have that AMI
[12:36] customer portal, we can set those
[12:38] notifications and the customer will be
[12:41] able to set their own as well.
[12:42] >> And I think that would be really good
[12:44] because there was,
[12:46] >> you know, six months.
[12:47] >> So So I'll add I don't think it would
[12:49] ever go 6 months because of the way
[12:51] Leo's uh office runs it. Maybe she can
[12:54] talk about what they do.
[12:55] >> We just get all the usages once a month,
[12:58] right? So if it's over a 100,000 gallons
[13:01] of usage, then we notify the customer to
[13:04] set up a leak check.
[13:06] >> Okay.
[13:06] >> Um so but if they don't respond to our
[13:09] notices or anything, then there's no way
[13:12] we can check for a leak.
[13:13] >> Right. Right.
[13:14] >> But if they do, then we'll set up an
[13:16] appointment with our guys and they'll go
[13:17] out and do a leak check. I
[13:18] >> I'm wondering if we need to send out a
[13:20] reminder. I had three people this last
[13:22] month
[13:23] >> had overflows going over because the
[13:25] float changed.
[13:26] >> Yeah. One of them had to replace the
[13:28] whole float. The other ones were just
[13:30] adjustment. People don't even realize
[13:32] that water is just going over the whole
[13:34] float.
[13:34] >> The toilet.
[13:35] >> Yeah. Yeah.
[13:36] >> Maybe we need to send out a reminder.
[13:38] Can we do that with the building?
[13:40] >> Yeah. Yeah. Yeah.
[13:42] >> If was she'd remind them,
[13:44] >> huh?
[13:45] >> If Vie was here, she would. Virginia.
[13:49] Well, I'm just saying that we ought to
[13:50] maybe put something in our billing and
[13:53] just remind people to check the floats
[13:55] because that's so silent they don't even
[13:57] know it.
[13:58] >> And I had that happened to my brother,
[13:59] too. His house, he had like three of his
[14:01] toilets out of four were like going over
[14:03] and he couldn't understand. And Raymond
[14:05] went up there and looked at all the
[14:06] income to find out why they went inside
[14:08] and the toilets the overflow.
[14:10] >> I was just saying if you get 3,000
[14:12] gallons, that's a little too late, isn't
[14:14] it?
[14:15] >> Yeah. 100,000 gallons is a lot.
[14:18] >> I thought it was 3,000.
[14:19] >> No, no, no. We do over a 100,000 in one
[14:22] month. I mean, that's a lot.
[14:25] >> But with this new system, it'll ping
[14:27] them.
[14:28] >> Yeah.
[14:28] >> Continuous use or
[14:30] >> This is us manually doing it. But with
[14:32] the new system, it'll be automatic and
[14:34] they could set their own. Like I
[14:36] average$7,000
[14:38] a month. So, if it goes over that, let
[14:40] me know. Yeah. You know, something like
[14:42] that.
[14:43] >> So, they'll have a lot more control. And
[14:45] we'll also be able to set our own, you
[14:48] know, more
[14:49] >> custom
[14:51] >> alerts.
[14:52] >> Right now, it's all manually.
[14:54] >> I think it's really important because
[14:55] it's going to save a lot of headache,
[14:57] especially on sprinkler systems where
[14:58] they've got sticking valves and things
[15:00] like that
[15:01] >> because it goes in the ground and they
[15:02] don't ever see it.
[15:03] >> That's going to be great.
[15:05] >> Yeah.
[15:07] Um, next we'll jump down to
[15:10] communication and morale. Um,
[15:14] I'll just mention these and then Andrew
[15:16] and Steve can talk a little more about
[15:18] it, but they've done a couple of uh
[15:21] visits to schools. They did a elementary
[15:24] school assembly and then they had um a
[15:29] career day at Lacidge Elementary. So,
[15:31] I'm going to pull up some pictures of
[15:33] that and they can discuss kind of what
[15:35] was going on there.
[15:38] I think we need to I think we need to
[15:41] start visiting the schools a little more
[15:43] often to give some prospective
[15:47] employees.
[15:47] >> Yeah. I think I think the presentations
[15:50] that we prepared for this one partic
[15:53] this one that we did last Friday in
[15:55] particular we could start to reuse and
[15:59] start going to these schools more
[16:00] frequently.
[16:01] >> Well, I think it's important to do that.
[16:02] In fact, I'm with the city. We're we
[16:05] want to engage in the schools, you know.
[16:07] So, I think this would be important that
[16:09] we could engage in with all the schools
[16:12] if we can, especially at the younger
[16:14] level. I don't know how much the high
[16:16] school people, but I think from the
[16:19] junior highs down
[16:20] >> would be a big plus.
[16:23] >> They seem to be more receptive in the
[16:24] elementary, I think.
[16:26] >> Yeah.
[16:26] >> Especially like the third to sixth grade
[16:29] age range. They were
[16:30] >> right.
[16:31] >> They really enjoyed it.
[16:33] >> So, these pictures You flip through
[16:34] first. These are at Lakeridge Elementary
[16:38] career day that we did on Tuesday. Uh
[16:41] Steve's crew and uh
[16:43] >> Ty went and set up a booth as well as
[16:46] some people outside showing equipment
[16:48] and they had a chance to talk to all the
[16:49] employee all the kids came through each
[16:52] class one by one and they were able to
[16:54] explain a little bit about what we do
[16:57] here at Magna Water and how the water
[17:00] gets to them. It was a pretty positive
[17:02] experience. They spent from 1:00 till
[17:05] 3:15 that day
[17:07] >> meeting with children and it was pretty
[17:09] exciting. Um then on Friday last week uh
[17:14] we teamed up with Jordan Valley and me
[17:17] and Steve went and spoke to an assembly
[17:20] of kids. They had two assemblies. Um we
[17:23] spoke at both of them and we talked
[17:26] about water conservation. Steve taught
[17:28] them how water gets to their houses and
[17:31] what we do here. And I was able to talk
[17:34] to them a little bit about the different
[17:36] jobs here at Magna Water and
[17:41] what the possibilities are for them if
[17:43] they decided that this was the route
[17:44] that they'd like to go. They liked it so
[17:47] much that they're already trying to
[17:50] invite us back out. So,
[17:52] >> it's pretty exciting.
[17:54] >> Yeah. Last month, Adobe Rock had a
[17:57] >> open open house. And all I heard the
[18:01] kids say, I got to go crawl up on the
[18:03] loader and honk the horn.
[18:07] >> Talk about stimulating cells.
[18:10] >> That's good. That's good.
[18:11] >> I think that's really good.
[18:13] >> Yeah, I think it went well.
[18:14] >> Yeah. Do we take any like any little
[18:18] gadgets to give?
[18:19] >> So, we're going to order some next week
[18:21] to start handing out. We handed out some
[18:24] candy at the Lacage event. Um, at this
[18:28] event, it was such short notice that we
[18:30] didn't have time to get anything ordered
[18:32] that we went and spoke to the assembly.
[18:33] But, uh, we're we're planning on getting
[18:36] some stickers and some pencils and stuff
[18:38] to hand out of these and we look forward
[18:41] to doing some more in the future.
[18:43] >> Mhm.
[18:44] >> That's really nice.
[18:46] >> Okay, that's all I had with the managers
[18:49] report.
[18:50] >> Thank you, Trevor. Now, it's your turn
[18:52] again. Yep. Okay, we'll go into the
[18:55] engineering report. So, just some
[18:58] progress updates. Influent pump station.
[19:01] Um, moving along. Well, I wanted to just
[19:03] bring up a few pictures here because
[19:05] there's some pretty significant
[19:08] uh you know,
[19:11] progress there. This is the grit
[19:13] building with those classifiers. There's
[19:16] the two of them. A lot of intricate
[19:17] piping that's in there. There'll be a
[19:19] platform here in the center.
[19:22] Do they run simultaneously or do they
[19:24] alternate?
[19:25] >> It's one in one. So redundancy and we
[19:28] usually go six months between
[19:32] » and then another significant well we'll
[19:35] just go into this is also part of the
[19:37] grit. This is the grit separator. They
[19:41] did some work down below that grading
[19:43] and then um up here on top with the pump
[19:46] and motor that takes the grit to that
[19:50] grit classifier that we just looked at.
[19:52] Um some other things that have been
[19:54] happening is uh the screw pumps. They
[19:56] grouted those. So they've got them
[19:58] formed up here. Just a few pictures of
[20:01] that. And then we'll watch a a short
[20:03] little video of that process
[20:08] trying to find which one is the best.
[20:11] might be this one. Uh pretty pretty time
[20:14] consuming. They they mix up grout, they
[20:17] put it in this little hopper, and then
[20:18] drop it basically right down onto the
[20:22] um
[20:24] right down onto the screw
[20:26] >> on the augur.
[20:27] >> And the screw
[20:28] >> that close up the gap, Trevor.
[20:30] >> Yeah. What that does is it fills the
[20:33] space in between, you know, what they've
[20:35] already poured and the screw. And the
[20:38] screws just run and pull that up, you
[20:42] know, and they just kind of move this up the screw as they go.
[20:48] >> Imagine that uh wears out the concrete.
[20:53] >> Well, once it once it's complete,
[20:56] um I think this one's actually moving.
[20:59] Yeah. So, once it's complete, what they
[21:01] did was weld a a small little quarter
[21:03] inch bead around that entire screw
[21:05] >> on the auger.
[21:06] >> Yep. And once this grouts in and dries,
[21:09] then they remove that so there's that
[21:12] small gap there so it's not rubbing
[21:14] >> on it.
[21:16] >> Yep. Yep. So
[21:19] >> So I I've got some stuff I picked up.
[21:21] >> Like here's a pretty good picture of
[21:23] that.
[21:24] >> Oh yeah.
[21:26] >> So
[21:27] >> have you ever heard of sewer coat?
[21:30] I picked up a couple pallets of that and
[21:32] they use it to repair manholes and stuff
[21:35] and it is some tough grout. I'm called
[21:38] sewer coat.
[21:39] >> Okay.
[21:40] >> Yeah. So, they got all three of those
[21:42] done last week. Um, successful,
[21:46] worked really well, and so that's just
[21:49] getting much much closer to being a
[21:51] fully functional pump station. So, it's
[21:54] pretty exciting.
[21:56] um Hannes well number eight. We've got a
[21:58] pre-construction meeting um next week.
[22:02] So that will get going here and we'll
[22:06] probably be, you know, breaking ground
[22:08] with that drill in the well this month.
[22:11] Um working on the grant application
[22:14] right now. We've got that about 90%
[22:17] complete, which basically we'll just
[22:19] turn everything in, make sure the EPA is
[22:21] okay with everything we've turned in,
[22:23] and then that grant will be awarded. Um,
[22:26] so that's that's exciting. That's
[22:28] moving.
[22:30] Um, some other things, the change house
[22:33] or operations building at the WRF is
[22:37] it's out to bid right now. It closes on
[22:39] May 21st next week. We had quite a few
[22:42] contractors that were uh they came to
[22:46] our mandatory pre-bid, which means
[22:48] they're the only contractors then that
[22:50] can bid on that. Um
[22:52] >> we had quite a few.
[22:54] >> Yeah, I want to say there was six, seven
[22:56] of them.
[22:57] >> Wow.
[22:57] >> Pretty good interest. Um some questions
[23:01] so far, but I think that's going well.
[23:04] So, we'll see how that shakes out next
[23:07] week and we'll bring that to the board
[23:08] in June.
[23:11] um secondary reservoir in zone three
[23:14] that has been cruising the last month.
[23:17] Got a few pictures here of that. This
[23:21] don't have a lot of in between pictures,
[23:23] but I can show you kind of the beginning
[23:25] and the end. Um so this was pretty close
[23:28] to right at the beginning. Um you can
[23:32] see they're just barely starting to
[23:34] scrape that down. Um, and then as we
[23:39] move, this is about a month later.
[23:41] They've moved quite a bit, but you can
[23:42] see there's lots of water, which they
[23:45] dealt with a lot of water down in the
[23:47] hole throughout.
[23:49] >> That's crazy. All them springs.
[23:51] >> But now we're moving into this was a few
[23:53] weeks ago. Um, they've got it fully dug.
[23:57] They've got liner in. That's what this
[24:00] is going in there.
[24:01] >> What's the white? That looks like a
[24:03] bunch of seagulls there. Uh they've just
[24:05] got bags
[24:06] >> pulling it blowing.
[24:07] >> Yeah.
[24:08] >> So Trevor, I got a question. You know
[24:09] how they have all that problems up there
[24:11] and I actually I went Don took me up
[24:13] there last week and we tooured it and
[24:15] everything. Pretty impressive. But the
[24:17] question where you have all that ground,
[24:19] you know, all them springs. Can that
[24:21] water be some way used to go into this pond or
[24:27] >> So we have a it's complicated. It would
[24:30] be um we have a change application with
[24:32] Kennott to bring spring water to our
[24:34] zone two.
[24:35] >> Okay.
[24:36] >> Um but we don't really know where the
[24:38] origin of these ones is. You know, where
[24:40] this spring is coming from. So it would
[24:43] probably take investigating where that
[24:44] is, finding out whose water,
[24:47] possibly water right issues, things of
[24:50] that nature. So
[24:51] >> it just comes
[24:53] in a trench and put a perforated pipe in
[24:55] like we do in a drain field. Right now
[24:57] we have that around the reservoir. Um
[25:00] and it takes it out and it just
[25:02] discharges it in our basically where we
[25:04] would overflow by that holly drilled
[25:07] that spring used to be right up there by
[25:09] them trees.
[25:10] >> Okay.
[25:10] >> And there was some troughs there and it
[25:12] there was quite a bit of water coming
[25:13] out of it.
[25:13] >> I remember we went up there that time.
[25:15] >> Well, that's one below there and there
[25:17] right by that holly road and them trees
[25:19] are there. That's where they watered the
[25:20] cows.
[25:21] >> Okay.
[25:22] >> There is a big spring right there.
[25:24] >> This is coming through the ground. So,
[25:26] we don't know if it originates from that
[25:28] or somewhere completely,
[25:30] >> but yeah, we're capturing and you know,
[25:32] so it doesn't affect our reservoir.
[25:35] >> And I know that spring is up at the top
[25:37] of there.
[25:38] >> So,
[25:39] >> do they just overlap, Trevor, or do they
[25:41] fuse it on?
[25:43] >> They they overlap them and they put a
[25:45] little vent
[25:47] uh between the two layers and then that
[25:49] when that gets wet.
[25:50] >> That's pretty neat. I was watching them
[25:51] do that and they were pretty close to
[25:52] being done. Um, so there's kind of the
[25:54] two sides of the reservoir. This is
[25:57] continuing that progress as they buried
[25:59] some of that liner
[26:02] and then they're here. They are putting
[26:05] some rock around the edges
[26:08] and Dallas was able to get out there and
[26:10] drone. So, we got a a couple, you know,
[26:13] aerial views here. You know what I'd
[26:16] really like you guys to do is get these
[26:17] pictures and I'd like to I would like to
[26:20] have them, you know, made up into
[26:23] frames. And I think some of these
[26:25] projects we're doing, I think we need to
[26:26] put them on our walls just, you know,
[26:30] >> or have it or have it have a screen and
[26:33] have it run through it.
[26:34] >> Right. Right. Right.
[26:35] >> Stand there. And it'd be it'd be
[26:37] important to see some of this stuff on
[26:39] our walls like down that hallway cuz
[26:41] when I go over to other districts, they
[26:43] have all that stuff and I'd like to see
[26:45] that happen.
[26:48] » We'll do that. So, speaking of this
[26:51] project and site visit, I know Mick was
[26:53] out there. He looked at it. We were
[26:55] wanting to see if the board would would
[26:57] like to visit it possibly before the
[27:00] June meeting next next month
[27:05] if there's interest in that.
[27:08] >> I don't know.
[27:09] >> Should we plan?
[27:10] >> I haven't even been down ser
[27:12] >> plan for that. I mean, I think we could
[27:14] do it just before the meeting, you know,
[27:16] maybe it's around 9 or so or 9:30 or
[27:19] >> Everybody says, "When are they going to
[27:20] put the fish in here?" And I said,
[27:21] "There's no fish. This ain't a fishing
[27:24] pond
[27:24] >> and hopefully they don't grow in there.
[27:26] You know,
[27:28] >> should be getting some pretty clean
[27:29] water. So, just a little update on that.
[27:32] Uh
[27:33] >> morning before the uh
[27:35] >> June meeting,
[27:36] >> second Thursday.
[27:37] >> Yeah, if we could plan for that and
[27:39] >> a little bit of coffee and donuts.
[27:41] >> Sure.
[27:42] >> Don't need no donuts.
[27:44] >> Um other things, lead and copper,
[27:46] >> dilbert,
[27:48] >> lead copper service replacements been
[27:50] going well. They've just been moving
[27:52] around the city. Um they've completed
[27:55] 9100 including pavement. Um moving on to
[27:59] other areas. 8950 is one of those. But
[28:02] that's been overall a really good
[28:04] process. The homeowners have been, you
[28:08] know, really receptive
[28:10] um helping us get through that. So that
[28:14] is the end of the engineering report.
[28:16] >> Thank you, Trevor.
[28:17] >> Yep.
[28:19] >> Okay, moving on. Let's move over to
[28:23] We're going to move over to you, Steve.
[28:25] >> All right. Thank you, board chair. Um,
[28:28] so the water production summary for the
[28:30] month of April, as far as culinary goes,
[28:33] we've produced 113.06
[28:37] million gallons or 347 acre feet. That's
[28:41] a 2.82%
[28:43] decrease from 2025.
[28:46] Year to date, we've produced 418.7
[28:50] million gallons for 1,285.03
[28:54] acre feet. That's a 1.2 29% increase
[28:59] from 2025 year to date. So far, year to
[29:03] date, we purchased 263.66
[29:07] acre feet of water from Jordan Valley.
[29:10] And the secondary water production um
[29:13] for April was 16.22. 22 million gallons
[29:17] or 49.8 acre feet. That's a 29.14%
[29:22] decrease from 2025.
[29:26] Year to date, we've done 20.84 million
[29:29] gallons or 63.96
[29:32] acre feet.
[29:34] That's a 0.55% decrease from 2025.
[29:39] As far as call outs go, we had a total
[29:43] of 13. 10 of those were water. Three of
[29:46] them were wastewater for a total of 39
[29:48] hours. 30 that were water and nine were
[29:52] wastewater.
[29:53] We had three service line leaks and then
[29:56] 10 miscellaneous call outs.
[30:00] Um, that's all I have unless you have
[30:02] questions on any of it.
[30:05] >> You have any questions, Jeff?
[30:07] >> Thanks, Steve.
[30:09] K Dallas,
[30:10] >> Mr. Chairman, thank you. Just go over
[30:12] quickly the water reclamation facility
[30:15] operational support for April. The
[30:17] plants running really well. The reuse
[30:19] system is fully operational. We pumped
[30:22] just about 13 1.5 million gallons up to
[30:25] the reservoirs during the month of
[30:27] April. Um BOD and TSS removals still
[30:31] really high at 98%.
[30:33] Um wasting rate is maintained. Daily
[30:36] average plant flow is about the same.
[30:38] We're running about 2.8 million gallons
[30:40] per day right now. And then u the
[30:42] treatment crew completed a scheduled
[30:45] service interview or interval on our
[30:47] Hubra fine screens. There were some
[30:48] wearable rollers that needed to be
[30:50] replaced. And then while we had the
[30:52] system down, we replaced some of the
[30:54] worn fittings from steel to stainless
[30:57] steel just to improve durability and
[31:00] long-term reliability. And then right
[31:03] now we're averaging an annual average of
[31:05] 1.03
[31:07] on the total phosphorus. So we're still
[31:10] looking really good towards our annual
[31:11] average that we need to be under 1.0. Um
[31:15] on the collection system side, we're
[31:17] starting the acoustic inspection with
[31:19] SLR wrap the last week of May. That'll
[31:22] probably take two to three weeks of
[31:24] work. Um, and then right now as far as
[31:27] the Vector location through the town,
[31:29] we're below Magnum Main Street and
[31:32] working our way from 9200 to 8,400. And
[31:35] then with the camera van, we're just up
[31:38] above 35th Souththeast of 8000 up near
[31:42] Belfast and working our way back down to
[31:44] 35th.
[31:45] >> Great.
[31:45] >> So, any questions?
[31:47] >> Nope. I seen him out there um
[31:48] jackhammering around all the
[31:51] >> So
[31:51] >> yeah, we got to get some of those
[31:52] manholes that get paved over up before
[31:54] we do the inspection. So that's right.
[31:56] >> Which numbers on our phosphates on the
[31:58] chart?
[31:59] >> Total phosphorus um it'll be
[32:03] >> just in the bottom on the monthly
[32:04] highlights
[32:06] >> on the
[32:07] >> effluent total FOS currently trending at
[32:10] 1.03.
[32:12] >> And what's our
[32:14] >> 1.0 zero is the annual average. Now that
[32:16] we're into the reuse season, every
[32:19] gallon of water that we send up is we
[32:21] get an equivalent pounds of phosphorus
[32:23] credit back.
[32:24] >> Okay.
[32:25] >> So,
[32:25] >> uh do we have a guideline or do you have
[32:28] a limit on that?
[32:29] >> Uh
[32:30] >> state established a limit on phosphorus.
[32:32] >> Yeah, the state the permit requirement
[32:34] is 1.0 as an annual average. Um, so for
[32:38] example, last year we ended at about
[32:41] 1.3, but with our total FOS credit, we
[32:44] ended up at like 0.85.
[32:46] >> How do you get a FOS credit?
[32:47] >> Because the reuse water that goes up to
[32:50] the town isn't discharged to our regular
[32:52] discharge waters.
[32:53] >> That's good.
[32:54] >> That's why reuse is so important.
[32:55] >> A lot of credits.
[32:57] >> How many credits do you usually get?
[32:59] >> Last year we it was almost point4.
[33:02] >> Oh my in credit.
[33:03] >> That's good. That's why we try to
[33:05] prioritize the reuse water so heavily.
[33:08] >> Everybody I know that's on it loves it.
[33:10] >> We love it. It's really good.
[33:12] >> No fish, no scales,
[33:14] >> no plugs.
[33:15] >> Yeah. Less filter cleaning.
[33:17] >> Yeah.
[33:17] >> And that's all I have, Mr. Chairman.
[33:19] Thank you.
[33:19] >> Okay. Thanks, Dallas.
[33:21] >> Okay, moving on. Let's go over to uh Le,
[33:25] our controller.
[33:26] >> Thank you, Mr. Chair and board. Um, so
[33:29] the first item on my agenda is the legal
[33:32] requirements. um report. I wanted to let
[33:36] you know that I've changed the form a
[33:37] little bit. It used to have another
[33:39] column on the end that was next due
[33:42] date. So, if we completed something in
[33:45] 26, that date would show in 27. But I
[33:48] thought this might be a little bit
[33:50] easier to read. It has date completed
[33:53] and the due date. So, it shows if it's
[33:56] blank, that doesn't mean it's it means
[33:58] it's not done. And then it then with the
[34:01] due date you can see, oh, were we late
[34:02] or were we early? Were we on time? So
[34:06] anyway,
[34:06] >> I like that.
[34:07] >> Yeah, I I thought it was easier to read.
[34:09] But what's coming up is uh our annual
[34:13] filing requirement to the state
[34:14] auditors, our 2025 financial statements.
[34:19] The auditors came out the first of this
[34:21] month and got all their field work in
[34:23] one day. And so
[34:26] we're anticipating having the report
[34:28] presented to the board next month. So
[34:30] that'll be able to be reported to the
[34:32] state by June 30th. And then the blues
[34:35] are the items that were finished by the
[34:38] end of April. Um we got reported
[34:40] everything we needed to to the
[34:42] transparency website. The WWTP
[34:46] annual bioolids report to the state
[34:49] Dallas got that completed.
[34:51] um
[34:53] our registry that we have to file every
[34:55] year to and pay $25 to just update our
[34:58] registry with the lieutenant governor's
[35:00] office. That's done.
[35:02] Um we got our first quarter payroll or
[35:05] yeah payroll reports completed.
[35:08] The municipal wastewater planning
[35:10] program report that is another agenda
[35:12] item later today. Uh the publishment of
[35:17] the CCR report, everyone knows it's got
[35:19] to be out by July 1st to our cons, our
[35:21] customers. So that's another later
[35:24] agenda item to go through. And then the
[35:28] ethical behavior written pledge to the
[35:30] trustees and employees. Um we're
[35:33] anticipating having that all signed by
[35:34] the end of this month.
[35:36] >> Yes, we presented we presented it to
[35:38] them at the last safety meeting. They'll
[35:40] sign it at this coming safety meeting.
[35:41] >> Great. And then the last one on the
[35:44] second page is the grandma training the
[35:46] requirement annual that I completed uh
[35:50] for 2026.
[35:54] And let's see, oh we're working on a
[35:58] freight study with um bone columns, but
[36:02] nothing's come up of that yet.
[36:05] That's the compliance report. If you'd
[36:07] like, I can go on to the financial
[36:09] report unless you have any questions on
[36:11] the I thought it looked really good.
[36:13] >> Okay, we do show a loss right now, but
[36:16] almost every year at this time, we do
[36:18] show a loss.
[36:18] >> That's what I was just going to say.
[36:20] >> At this time of year, we always show
[36:21] that loss.
[36:22] >> And we do and honestly, our budget shows
[36:26] a loss pretty much through the whole
[36:29] entire year until tax money comes in,
[36:31] >> right?
[36:32] >> So, it just that's shows just what
[36:35] happens is if we didn't collect taxes,
[36:38] we would be at a in a deficit,
[36:41] >> right? So it helps support our on&m m
[36:43] and pays our bond payments. So
[36:45] >> well you know what like I said I like
[36:47] this layout because you could understand
[36:49] it and you know and read it a lot better
[36:52] easier. Yeah.
[36:54] >> Shows you where we're under budget or
[36:56] over budget.
[36:57] >> Right now the revenues are under budget
[37:00] and the expenses are under budget too.
[37:03] So that's good. If you'd like, I can go
[37:06] through some more. But um
[37:07] >> Jeff, you have anything you're concerned
[37:10] best I've seen.
[37:11] >> That's what I said. I like this layout.
[37:13] I'm trying to get the city to kind of
[37:15] >> do this kind of stuff.
[37:17] >> Yeah. Great. Good. Um there are
[37:19] restricted funds
[37:21] as we all know, we've spent we're
[37:23] spending them on some projects. So the
[37:25] total of uh funds have gone down. And
[37:30] then in the later page,
[37:31] >> tell me that because I that's where I
[37:33] get really nervous.
[37:34] >> You and I both. But we're okay.
[37:37] >> We're okay.
[37:38] >> We don't have to sell that land yet,
[37:40] right?
[37:42] >> Soon as you can. No, Trevor says.
[37:46] >> As soon as you can.
[37:48] >> So restricted fund balance, we have 12
[37:51] million and unrestricted, we have 12
[37:53] million.
[37:55] And then the rest of the pages are line
[37:58] by line, detail by detail. But you can
[38:00] see on the first page of the detail, our
[38:03] water sales are at 104%. So the sales
[38:05] really aren't
[38:08] low. We're not under budget, just on
[38:10] strictly water sales. It's the other
[38:12] revenue sections that pulls us down
[38:15] under. And
[38:16] >> how about our impact fees? I noticed
[38:18] because we were talking about that the
[38:19] other night with the city, how the
[38:21] impact fees have kind of um
[38:24] slowed way down. Yeah.
[38:27] >> Yeah. We definitely show that same
[38:28] thing. Um,
[38:30] >> don't we have new impact fees? It'll
[38:31] take place on June 1st.
[38:33] >> May 19th is when they go into May,
[38:36] >> right?
[38:37] >> Yeah. 19th.
[38:38] >> It was 90 days on the 19th. Yeah.
[38:40] >> But that means when we don't have impact
[38:42] fees, that means they're not building.
[38:44] So,
[38:44] >> that's right. Yeah.
[38:45] >> It's a plus.
[38:46] >> Mahogany should have quite a few coming,
[38:48] >> which is a good thing.
[38:49] >> Mahogany's paid for phase one and two.
[38:52] the other phases haven't. So,
[38:54] >> so how many phases over there? Four.
[38:56] >> There's four that we've approved so far.
[39:00] We're looking at five right now, and
[39:02] they'll probably be a six and a seven.
[39:06] So, that's that's good for impact fee
[39:08] wise.
[39:12] » Okay.
[39:15] >> So, I mean, overall compared to budget,
[39:17] we're in a good position.
[39:19] >> That's good.
[39:20] >> Great. Thank you. Thanks.
[39:22] >> Thank you.
[39:23] >> Okay, Andrew, your report.
[39:26] >> Thank you, board chair. Uh,
[39:28] first thing I want to draw your
[39:30] attention to is that we are fully
[39:32] staffed.
[39:35] Um, as you know, that's
[39:38] pretty impressive throughout all of the
[39:40] industry right now to be fully staffed.
[39:42] We're pretty excited about that.
[39:44] um just speaks to how well the managers
[39:46] are doing at managing the crew and the
[39:49] morale and as well as what we offer
[39:52] here. Um then we go into training. We
[39:55] talked a little bit about the traffic
[39:56] control tech that Ed did and Jean's uh
[40:00] qualified water efficient landscaper. We
[40:02] did hold a manager league team building.
[40:05] uh Trevor and the engineering group uh
[40:08] led a training where we're where we're
[40:11] all able to participate in uh
[40:14] communication
[40:16] uh activity. Uh and then we also had an
[40:19] on-site fire extinguisher training from
[40:21] Unified. I've got a couple pictures down
[40:23] below that.
[40:24] >> I don't think Le's supposed to be able
[40:25] to touch a extinguisher.
[40:28] >> I didn't look. See
[40:29] >> there? There's Lis. She pulled the pin
[40:31] and she let her have it.
[40:32] >> Yeah, that's good. Um, everybody was
[40:35] able to get their hands on a fire
[40:36] extinguisher.
[40:38] >> A lot of people
[40:39] >> The first one I tried was not It was
[40:41] almost gone. So, it's like And then the
[40:44] second one, man,
[40:47] >> it was full.
[40:49] >> It's always one of the the operators
[40:51] favorite one to do to be able to go out
[40:53] there and get their hands on an
[40:55] experience,
[40:55] >> take their anger out on it. Right.
[40:57] >> So, that was a good training.
[40:59] >> Unified did a good job presenting. So,
[41:02] we're excited to have them and partner
[41:03] with them.
[41:04] >> So, did you will you write them a letter
[41:05] thanking them?
[41:06] >> Yes,
[41:06] >> please.
[41:07] >> We'll do that.
[41:09] Um, the on-site cyber security training
[41:14] was scheduled for May 27th. We're having
[41:15] to push that. Justin Bagos uh had a
[41:20] conflict. So, we'll do that in July. Um,
[41:23] we are doing arbinger training with our
[41:24] three new employees on June 2nd and 3rd.
[41:27] I'll be treating that training. Um, and
[41:31] then we're getting a handful of
[41:32] employees to uh trench and excavation
[41:35] safety training on June 3rd. And then we
[41:39] have a company our a company coming in
[41:41] doing on-site confined space training
[41:43] with our and showing us some tripods and
[41:48] uh going through our gas monitor on June
[41:50] 24th. Uh this month we're focusing on
[41:54] driving safety. Uh we've been covering
[41:57] things like uh
[42:00] speed and what to watch for in each of
[42:03] the morning meetings. Um no conferences
[42:06] currently planned. Succession planning
[42:08] has been completed. We were able to meet
[42:10] with uh people and have 66 discussions
[42:13] on uh what the possibilities are for
[42:16] people that are wanting to move forward.
[42:18] I think the most exciting thing is is to
[42:20] see from the last time we did these
[42:24] meetings to this time that people are
[42:27] grasping hold of, hey, let's plan ahead
[42:29] and let's look to our future. Anything
[42:31] from you guys on the secession planning
[42:34] that we did with you? We had a few come
[42:36] in and talk about the inspector position
[42:38] and a lot of the younger generation were
[42:41] pretty, you know, active in their
[42:43] questions and
[42:45] >> seemed motivated to kind of take the
[42:47] advice that they were given through
[42:49] that. So, it was exciting.
[42:51] >> That's what I've noticed is um they're
[42:55] listening now.
[42:57] >> I mean, they're listening to what it
[42:58] would take.
[42:59] >> Yeah.
[43:00] >> They're they're taking that from them.
[43:02] >> Yeah. So, we'll be better prepared in
[43:04] the future. So, it's exciting. And, uh,
[43:08] the last thing that I wanted to bring up
[43:10] is that that's not on here is a couple
[43:12] things that I've been working on. Uh,
[43:15] one is I'm starting to look into the
[43:18] vehicle evaluation um to see where we're
[43:21] at with with our fleet. And so, I'll
[43:24] have a report next month on that. And
[43:27] then the other thing is is with the
[43:31] union contract expiring next year, um
[43:35] we're starting to evaluate what some of
[43:37] the questions are that that people have
[43:39] come up with so that we're prepared for
[43:41] that that discussion when it comes up.
[43:43] Some of the things that we're looking
[43:45] into currently is where we are with
[43:48] maternity leave and things like that if
[43:51] we're matching up with the other
[43:53] districts and and there's other
[43:56] interests that that that employees have
[43:58] brought up is the sick leave. And so
[44:00] we're we're benchmarking ourselves on
[44:03] that as well so that we're ready for
[44:04] that discussion if it does come up in
[44:06] into the negotiations.
[44:08] >> Um that's it for me unless further
[44:11] questions. So, um, just a heads up, what
[44:13] about the Fourth of July parade?
[44:15] >> Um, I'm I'm entering into that. We're
[44:18] going to use the, uh, camera van. Dallas
[44:21] is going to have it all prepared and
[44:23] we'll have a couple employees and a
[44:24] manager there for that event.
[44:26] >> And then also, just to give the water
[44:29] company a heads up, um, I do have, uh,
[44:34] traffic control out radar in all around
[44:36] the city. So, okay,
[44:38] >> just to give you guys a heads up on
[44:40] that.
[44:41] Um, so
[44:44] >> yeah, I've been noticing that quite a
[44:46] bit.
[44:46] >> Yeah, we've I got them out
[44:48] >> trying to reduce the speed.
[44:50] >> We reduce we reduce the speed on 8,000
[44:53] from 40 to 35 and
[44:55] >> Okay.
[44:56] >> people that we wrote quite a few tickets
[44:58] over on there and I know that's one of
[44:59] our main roads we travel. So
[45:01] >> pretty.
[45:02] >> Yeah. So they're just
[45:04] >> I was wondering if that change was
[45:05] recent.
[45:06] >> Yeah.
[45:07] >> That's cool. I think I think that that's
[45:10] uh definitely needed. So,
[45:13] >> appreciate the city looking into that.
[45:14] >> Yep. I just want to make sure, you know,
[45:16] I want to give you guys all a heads up
[45:17] and
[45:20] >> so you can't say I didn't know that.
[45:21] Yes. Do
[45:23] >> they make the employees pay if they get
[45:25] a speeding ticket? It's it's not
[45:27] >> the taxpayers pay it.
[45:29] >> Uhuh.
[45:30] >> No, I just The employee the employee
[45:32] would pay the ticket.
[45:33] >> Yeah. It's not the water company.
[45:35] >> No employee. No. No. That's on their
[45:37] driving record.
[45:39] >> Yes.
[45:39] >> Hey, give me that look again.
[45:43] >> Fortunately, we haven't had any speeding
[45:47] tickets
[45:48] >> since I've been here.
[45:51] >> Okay. Um, again, I want to take a second
[45:54] really fast. I want to thank all you
[45:56] guys. Like I said, I was laying in bed
[45:58] the other night just thinking my career
[46:00] here for going on 17 years from where I
[46:03] started to where we're at now. It's like
[46:05] night and day. And I hear all the time
[46:07] how how everybody says Magnum Water is
[46:11] so wellrun and I heard that last night
[46:13] through Jordan Valley Water. So that's
[46:15] pretty impressive.
[46:16] >> Yeah.
[46:17] >> So again, I want to thank you guys for
[46:20] how hard you guys work and how you work
[46:22] together.
[46:22] >> I don't think the community understands
[46:24] the grants that you guys get. There's a
[46:26] lot of footwork there and that does save
[46:28] a lot of money.
[46:29] >> Thank you. that that 4 million we got in
[46:31] that reuse, that was a real that's been
[46:35] real neat.
[46:38] >> Yeah, you do a great job all of you.
[46:40] >> Appreciate that feedback, whole team.
[46:42] >> Thank you.
[46:44] >> It's nice to hear cuz we get a lot of
[46:48] not nice customers.
[46:49] >> Oh god.
[46:51] >> Well, we appreciate your feedback. Well,
[46:54] I do and like I said, I mean, like I
[46:56] said, we're we're all the trustees are
[46:58] really couldn't be more impressed.
[47:01] >> Thank you.
[47:02] >> So, okay, let's move on to our water and
[47:05] sewer availability discussion. Trevor.
[47:08] >> Okay. Thank you, chair and board. What
[47:10] we have here is called Box Wheel
[47:12] Maintenance Shop. Um,
[47:15] I will
[47:17] I don't have the GIS pulled up, but
[47:20] hopefully we can kind of orient
[47:22] ourselves here. So, we have uh the SR201
[47:27] and then there's the South Frontage Road
[47:29] and you all know the Godfrey building
[47:32] along there,
[47:33] >> right?
[47:33] >> This is just to the east of the Godfrey
[47:35] building. Um the parcel sits back from
[47:40] the frontage road to the south
[47:45] um right here. And they're just planning
[47:47] a just a smaller commercial building um
[47:50] shop building.
[47:52] And for water and sewer, you can see
[47:56] we've got water along the frontage at
[47:58] the south frontage road, but there's
[48:00] also um water that comes down this
[48:04] frontage road. Well, they're calling it
[48:06] South Frontage Road here, but that's a
[48:07] private line uh or private road to the
[48:10] Godfree properties, but we have
[48:13] easements for our water and sewer that
[48:15] are in there. So, the recommendation is
[48:18] to connect to those um each of those in
[48:21] that road and bring them into the
[48:23] property. We've run the fire flow and um
[48:27] their water demand and everything there
[48:29] looks good. We make the recommendation
[48:32] of approving water. What will they have
[48:34] on there? Just a building with bathrooms
[48:37] in or
[48:38] >> Yep. pretty simple.
[48:39] >> Because they won't use any other water.
[48:41] >> Yeah, the building does have a fire line
[48:43] planned. Um, but other than that, the
[48:46] it's just water and sewer for basically
[48:49] restrooms, little shop water.
[48:53] >> So, Mr. Mr. Chairman, I'd like to make a
[48:55] motion to approve the uh Box Wheel
[48:59] maintenance shop located 6123 West, 2100
[49:03] South for water and sewer connection.
[49:06] >> I'll second that.
[49:07] >> In motion, second. All in favor?
[49:09] >> I
[49:10] >> Thank you.
[49:11] >> Okay, moving on. Project award and
[49:12] agreement. Discussion possibly motion to
[49:15] approve the following projects awarded
[49:19] » and agreement. So, Dallas.
[49:21] >> Yes, sir. Mr. Chairman, what we've have
[49:23] from Twin D is the quote to do our
[49:26] annual collection system rehab project.
[49:29] Um, it's something that we'll work on
[49:30] all summer. It's about 2700 ft roughly
[49:34] of slip lines. Some are manhole to
[49:36] manhole, some are just point and spot
[49:38] repairs. Um, we just target these
[49:41] maintenance projects based on severity
[49:42] of degradation. So, we're starting this
[49:45] a little earlier than we do in the past.
[49:48] We're just trying to avoid some early
[49:50] fall weather that could potentially
[49:52] impact some of these traffic control
[49:54] centers. Um, but you can see the total
[49:57] quote is around 260K. I try to put in an
[50:01] additional 15,000 in case they get into
[50:04] there and find something that needs to
[50:06] be repaired. We don't have to do any
[50:08] type of change to the quote. Um, so I
[50:10] just give them a do not exceed price.
[50:12] And like I said, we'll just be working
[50:14] on this all summer.
[50:16] Now, does that keep infiltration from
[50:18] coming in also or just
[50:20] >> It will. If there's any areas that have
[50:22] infiltration, this will keep it locked
[50:24] out.
[50:24] >> So, is the pipe we're slipping, is it
[50:26] all concrete and spigot?
[50:28] >> Some of them are tile and some of them
[50:30] are concrete.
[50:31] >> Is the tile eroding away?
[50:33] >> Um, it's just more prone to cracks
[50:37] >> and then and then the cracks get roots.
[50:40] So,
[50:40] >> that's just to say we have to fight the
[50:42] roots coming in,
[50:43] >> right?
[50:46] So,
[50:46] >> okay, Mr. Chairman, like to make a
[50:49] motion to approve the 2026 manhole to
[50:54] manhole slip line and spot repair
[50:56] project with Twin D construction for the
[50:59] amount of not to exceed 275,000.
[51:02] I'll
[51:03] >> second that.
[51:04] >> Be a motion. Second. All in favor?
[51:05] >> Have we used Twin D before?
[51:07] >> We have.
[51:08] >> Okay.
[51:08] >> So, question I have. So, you know, we're
[51:10] looking at 260 and like you said, you
[51:12] went 15,000 over. So if they don't where
[51:14] does that where does that money go Leo
[51:16] if we if we don't use the you know we
[51:19] budget for 275 and right here it says
[51:22] 260.
[51:23] >> Well it's not like we take if say it
[51:25] goes down to 260 we don't take 15,000
[51:29] somewhere. It just stays within the
[51:30] operating budget but if there's a a
[51:33] budget item that maybe goes over by the
[51:37] 15 that just kind of washes each other
[51:40] out.
[51:41] >> Okay. Awesome. Thank you. That makes
[51:42] sense.
[51:43] >> Yep.
[51:44] >> Okay. Let's move on. Administration and
[51:46] discussion. Possibly motion to approve
[51:47] the following administration items.
[51:49] Steve.
[51:50] >> All right. Um, thank you. Yeah. So, this
[51:52] is just our annual CCR report that we
[51:55] work with Joel together on.
[51:58] Um,
[52:00] this is due like Leis said, we have to
[52:02] have it out to the customers by July 1st
[52:05] and then we have 10 days after we get it
[52:06] to the customer to submit it to the
[52:08] state. So, um, when at the time that the
[52:14] I was putting the board packet together,
[52:16] we hadn't quite finished it. So, the
[52:18] only changes made to the final are the
[52:21] dates on the THMS and the HAAS and then
[52:24] the lead and copper. Both of those got
[52:27] changed to 2025.
[52:28] >> Yeah, I seen that.
[52:29] >> But other than that, everything else is
[52:31] the same. So,
[52:32] >> looks good. Now, is any of this
[52:34] available to the public
[52:36] >> right now?
[52:37] >> No. Once once we submit it.
[52:39] >> Yes.
[52:40] So it goes to everybody.
[52:41] >> It goes to everybody gets a copy of it.
[52:43] >> It'll be a link will be on the physical
[52:47] bill and then a link will also be on our
[52:51] website that goes straight to the CCR.
[52:54] Um
[52:56] and then anybody that requests comes in
[52:59] whatever can get a paper copy.
[53:02] So
[53:03] >> awesome. Looks pretty good. Look. I
[53:05] think it looks awesome.
[53:06] >> We do add Jordan Valley's water quality
[53:09] data to ours.
[53:11] >> Yeah,
[53:11] >> also when we send it.
[53:13] >> That's also in there. But
[53:15] >> is Jordan Valley in there now? I didn't
[53:17] notice.
[53:17] >> What's that?
[53:18] >> Jordan Valley isn't in there now, is it?
[53:20] It's not
[53:21] >> Oh, yeah. On that new one. Yeah.
[53:22] >> Yeah.
[53:23] >> But on the one we send in, it will be
[53:28] » okay. Does someone want to approve it?
[53:30] >> Sure. Mr. Mo Mr. Mr. Chairman, I'd like
[53:33] to make a motion to approve the 2025
[53:36] consumer confidence report.
[53:38] >> I'll second that.
[53:39] >> And a motion second. All in favor?
[53:40] >> I.
[53:41] >> Okay. Dallas.
[53:43] >> Yes, sir. Mr. Chairman, this is just the
[53:46] municipal wastewater planning program
[53:48] survey. Um, it's an annual thing that me
[53:50] and Trevor and Leo work on each year. It
[53:53] does require a board motion. um just
[53:56] surveys, you know, age of our equipment,
[53:59] projects we're working on, population of
[54:02] the town. Um and then we submit it
[54:05] annually around this time.
[54:08] It's it's a survey that the board has
[54:10] seen before. Not a lot changes. Um
[54:13] >> the format looks different. Usually it's
[54:15] a print screen.
[54:17] >> Yeah, it's tough.
[54:18] >> This year they gave us a report to fill
[54:20] out like this, so that was good.
[54:26] I think I like this better. It's way
[54:28] better.
[54:29] >> That's what I was going to say. I like
[54:30] this.
[54:33] >> A lot faster to fill out.
[54:34] >> Yeah, it is.
[54:41] » Any questions?
[54:42] >> Good.
[54:43] >> Okay. Well, we want to uh approve this.
[54:47] >> Okay. So, Mr. Chairman, I'd like to make
[54:50] a motion to uh approve the 2026
[54:54] municipal wastewater planning program
[54:57] report.
[54:58] >> I'll second that.
[54:59] >> Motion second. All in favor?
[55:00] >> I I
[55:01] >> Hey, just a heads up, you guys. Um I
[55:04] don't know how much copper we've got
[55:05] laying around, but over at Jordan
[55:07] Valley, we've they've been getting we've
[55:09] been they've been getting hit quite a
[55:10] bit for theft.
[55:12] >> Oh, wow.
[55:12] >> And it's actually in their new building
[55:13] they bought in West Valley City off
[55:15] Redwood Road by the Redwood Drive-In. So
[55:18] they put some uh what's them cameras
[55:21] called the light for hunting?
[55:24] >> Motel cameras out.
[55:26] >> And it's funny is the second time they
[55:29] caught the guys and they arrest them.
[55:31] The guys came back again.
[55:32] >> Same guys.
[55:34] >> You're kidding.
[55:34] >> Have we had any theft? We haven't had
[55:36] any.
[55:38] >> We're pretty secure on
[55:39] >> um and we really don't use a whole lot
[55:41] of copper anymore. Once in a while we
[55:43] do, but we don't keep much on hand.
[55:45] >> Okay. I just want to make sure that we
[55:48] kind of keep an eye on that cuz it's
[55:50] getting crazy again. We've had that down
[55:53] at the ballpark and
[55:56] >> Okay, Andrew discussion for um for
[56:01] season for operating season uh working
[56:04] schedule change.
[56:06] >> Yeah. So, if you'll just remember, board
[56:08] had uh the idea that maybe we help the
[56:11] operators out through the summer by
[56:13] getting in earlier, getting them out of
[56:15] the heat uh as a safety concern. Um so,
[56:19] we just wanted to bring this back to the
[56:21] board and just make sure that we're all
[56:24] still on the same page. We're
[56:26] anticipating starting this summer
[56:28] schedule for the operators, Steve,
[56:30] Dallas, and myself on June 1st through
[56:33] August 13th. the and the on call
[56:37] operator that week would still continue
[56:39] to work the normal schedule of 7 to 5:30
[56:42] so that we have coverage for that last
[56:45] hour of work.
[56:47] >> And what about our front office? Would
[56:49] they work?
[56:49] >> They're going to continue the front
[56:51] office and their managers and Trevor and
[56:54] Clint Dilly would continue with the name
[56:57] same 7 to 5:30 schedule.
[57:00] >> Okay. So, you know, I I'm the one, you
[57:04] know, I'm the one that brought this up
[57:05] about wanting to do this. The only
[57:07] question I have and I I just want to
[57:08] make sure I I can support this again,
[57:11] but that, you know, I don't want to sit
[57:13] and see our operators hanging out till
[57:15] 7:00 in the morning and and uh and then
[57:19] decide to get out on the streets. And if
[57:21] that's going to happen, I we'll just go
[57:22] back to the regular schedule. And I
[57:24] think we had that discussion last year.
[57:27] >> Uh we need to we need to get moving. We
[57:29] need to get here, get going.
[57:31] And it is it's getting way light.
[57:34] >> But I I just I just don't want to see us
[57:37] lolly gagging around going down to the
[57:39] gas station, going to the doughnut shop.
[57:41] >> Yep.
[57:42] >> And uh and and you know, I mean, because
[57:45] at the end of the day, we're all paid,
[57:46] including myself. We're all paid by
[57:48] taxpayers and we all need to look at
[57:50] that.
[57:51] >> I was hoping at six now.
[57:53] >> Yeah.
[57:54] No, I'm in agreement and I think the
[57:55] managers are all in agreement with that they'll get there and they'll get
[57:59] out on the roads as quickly as possible
[58:01] >> because I think this is a morale deal to
[58:04] form two, but in return with the board
[58:06] doing this for the them, they got to
[58:08] give back, too. And and and I'm going to
[58:10] be honest with you, if I have any
[58:13] complaint from the public, we'll just go
[58:15] back to the 7 to 5:30.
[58:18] >> I think we're in agreement
[58:19] >> and I I'm sure the board all agrees.
[58:22] >> Yeah. But I um you know with the office
[58:26] I mean if you think that schedule you
[58:29] know 7:00 to 5:30 I thought I thought we
[58:32] went
[58:34] >> with them I thought we went from 6:30 to
[58:37] 5. No never was okay.
[58:39] >> Uhuh. We didn't change and then the on
[58:41] call person would stay that extra hour.
[58:43] Okay.
[58:43] >> Or it would just shift to the
[58:45] >> Okay. Cool.
[58:46] >> Worked out.
[58:47] >> I'm totally in support as long as I said
[58:49] as long as we don't have any feedback
[58:51] from the community. Okay, great. Thank
[58:53] you. Appreciate your guys' support on
[58:55] that.
[58:55] >> Our next board meeting will be June 11th
[58:59] at 10 o'clock, 2026 here.
[59:04] Um, I don't think I'll second it.
[59:07] >> Okay.
[59:10] It's been motioned second. All in favor?
[59:13] >> I had a conflict. That's why I called
[59:16] Clint. I called you on
[59:18] >> because you're going to be gone. Well,
[59:20] the the 9th of July, I'm trying to ask
[59:23] if we can move it to the 16th in July.
[59:29] » I don't care.
[59:30] >> We can look at that. Um,
[59:34] >> I'm just trying to do it ahead of time.
[59:36] So, I've got the only big enough truck
[59:38] to haul the all their food and
[59:41] everything.
[59:41] >> And if you you know what, I don't have a
[59:42] problem if you if you have to miss the
[59:44] meeting. Me and Danny can take care of
[59:46] it.
[59:47] >> I don't want to miss it. I know, but I I
[59:49] know you don't, but I'm just saying
[59:52] >> you do get a break, too, don't you?
[59:54] >> I don't need This is fun.
[59:57] >> Yeah, we can we can move it. Don't
[59:59] worry.
[59:59] >> If we can move it, that's great.
[1:00:01] >> Um, just a thought or a reminder, I
[1:00:03] guess. June's usually our certified tax
[1:00:06] rate bump.
[1:00:07] >> Yes.
[1:00:08] >> And sometimes we don't have this
[1:00:11] certified rate. They're supposed to It's
[1:00:13] supposed to be out on the 8th. So hoping
[1:00:15] it's done and ready by the 11th, but if
[1:00:18] we don't, we might have to have a
[1:00:20] >> that's
[1:00:21] >> special meeting in June, maybe.
[1:00:23] >> So that might be like the 15th or
[1:00:25] something.
[1:00:25] >> Uh we have to have all of our paperwork
[1:00:28] into the counties or the state by the 20
[1:00:32] or 22nd. So it's got to be around then
[1:00:35] if it's going to be
[1:00:36] >> you'll just give us a little Okay,
[1:00:39] >> I'll contact you. But
[1:00:41] >> they always cut it right to the limit.
[1:00:43] >> That's confusing.
[1:00:45] remember a few times it comes in during
[1:00:47] the board meeting.
[1:00:48] >> If you do have to have a special
[1:00:49] meeting, the law has changed and so you
[1:00:51] could do that completely electronically
[1:00:53] now if that would be easier and save the time and money of doing this
[1:00:57] physically because I imagine if we had
[1:00:58] to do a special meeting it would be like
[1:01:00] five minutes.
[1:01:01] >> Yeah,
[1:01:01] >> that wouldn't be a big thing.
[1:01:04] >> Okay,
[1:01:04] >> that would be do electronic. Okay, just
[1:01:07] let us know whatever.
[1:01:08] >> So, are we in need? We're not in need of
[1:01:11] a closed door meeting today. Am I right?
[1:01:13] No.
[1:01:14] >> Okay. So, we're going to
[1:01:16] uh Does
[1:01:19] We don't have that. Um
[1:01:20] >> We're good.
[1:01:23] >> Yeah, we're good without a post.
[1:01:25] >> Okay. Does uh someone want Okay. So, do
[1:01:30] >> So, does anybody have any any stuff that
[1:01:33] they would like to bring up? Hey, sir. I
[1:01:36] noticed you're you've came into the
[1:01:38] meeting and we're really close to being
[1:01:40] done. Is there anything that you want to
[1:01:41] address to us? I'll talk to
[1:01:44] >> Okay, awesome.
[1:01:46] >> Great.
[1:01:48] >> Nope. I just want to make sure. I didn't
[1:01:49] want to
[1:01:50] >> Thank you.
[1:01:50] >> No problem.
[1:01:52] >> So, does the does the
[1:01:54] I was going to say council. Does the
[1:01:56] board have anything that they want to
[1:01:59] address um or anything? Nathan, do you
[1:02:02] have anything you want to address?
[1:02:04] >> No, but I I would like to chat with you
[1:02:06] and Trevor really quickly afterwards
[1:02:08] about
[1:02:08] >> Okay. Absolutely.
[1:02:09] >> Okay. So I I'd like to make a motion to
[1:02:12] adjourn.
[1:02:14] >> I'll second that.
[1:02:15] >> Motion second. All in favor?
[1:02:18] >> I 11:02.
[1:02:19] >> I think this is a record for us
[1:02:20] >> at 11.
[1:02:21] >> Yeah. Approach.
