[0:02]
No, that's fine. Just letting you know.
>> We can edit things.
[0:06]
» [laughter]
>> Oh, you can?
[0:08]
» No, it's okay.
>> You know.
[0:09]
» Yeah.
>> Okay.
[0:11]
Let us begin by acknowledging that we
are gathered today in Mi'kma'ki, the
[0:15]
ancestral present and future territory
of the Mi'kmaq people.
[0:19]
Today, we gather with the intent
followed by the living peace and
[0:23]
friendship treaty.
With respect, cooperation, and
[0:27]
coexistence, we are all treaty people.
>> [snorts]
[0:31]
» I call this public hearing to order.
We are considering the land use bylaw
[0:38]
and municipal planning strategy
amendments to rezone portion of PID
[0:44]
PID, I guess that's the word way you
want it. Um, 603-73-107
[0:52]
and in the entirety
of PID 30373024,
[0:59]
known as the old school lab, from
residential to parks and open spaces.
[1:05]
It's July 30th, 2026,
6:30 p.m. We are at Town Hall Chambers.
[1:13]
Um,
the purpose of tonight's public hearing
[1:17]
is to receive verbal and written
submissions regarding the land use bylaw
[1:22]
and rezoning of the two PIDs I mentioned
before.
[1:26]
As part of the bylaw adoption process,
council is required to have a public
[1:30]
hearing to gather feedback from
residents.
[1:33]
This public hearing was advertised on
the Mahone Bay town website and their
[1:39]
social media.
And residents were given the opportunity
[1:43]
to submit feedback in writing, as well.
The structure of this public hearing is
[1:49]
as follows.
The town clerk, who is, um,
[1:53]
not here, but we have the deputy
CAO who is both clerking and CAO for the
[2:01]
evening. He'll give the report of the
clerk.
[2:05]
Then, individuals present will be given
the opportunity to give feedback
[2:10]
to council on the by-law in question.
The purpose of the public hearing is not
[2:17]
for discussion or justification.
So, council will not be responding to
[2:22]
questions or engaging with those present
during the public hearing.
[2:26]
Please allow all those present an
opportunity to speak before you speak
[2:31]
again. Did you hear that, Barry?
>> [laughter]
[2:35]
» Any person present wishing to speak must
state their name and civic address for
[2:40]
the public record.
We ask that those present maintain
[2:45]
respect for the by-law adoption process.
Council and fellow residents as well.
[2:51]
People displaying unacceptable behavior
will be asked to leave the public
[2:55]
hearing and will not be permitted to
return.
[2:58]
Thank you all for attending
and we will begin by asking the town
[3:04]
clerk to give
give us the hearing report.
[3:08]
» Uh good evening, council. Um
to reiterate what the mayor had said,
[3:12]
tonight's public hearing is to
um rezone property ID 60373107
[3:20]
and 60373024
[3:24]
from residential to parks and open
spaces.
[3:27]
Um the motion to initiate this process
was made by counselor Wilson and
[3:31]
seconded by counselor Cover at the
request of the planning advisory
[3:35]
committee.
Uh public information meeting was held
[3:39]
on June 8th and eight members of the
public were in attendance at that
[3:43]
meeting.
Um the planning advisory committee
[3:46]
received a staff report reviewing the
request on July [clears throat] 7th,
[3:49]
2026 and the committee made positive
recommendation to council at this
[3:53]
meeting and at council's July 14th, 2026
meeting they received the recommendation
[3:59]
and the following motion was passed. So,
a motion by counselor Wilson seconded by
[4:03]
counselor Carver that council give first
reading to the municipal planning
[4:08]
strategy and land use bylaw amendment to
change the zone from residential to
[4:12]
parks and open space for the remainder
of the PID 60373107
[4:18]
and the entirety of PID 60373024
[4:23]
and that motion was carried and the
public hearing was scheduled for July
[4:26]
30th at 6:30 p.m. which is presently.
Thank you.
[4:31]
» Okay, thank you for that and will you
also be giving the staff report?
[4:37]
» I can step in there.
>> Okay, all right, all right. We will have
[4:40]
our planner give the staff report.
>> Yeah, and it's fairly fairly brief here
[4:44]
and straightforward as Eric alluded to
essentially the amendments to the the
[4:49]
documents are basically to update the
two maps. So, one of those being the
[4:53]
future land use map which is attached to
the municipal planning strategy and the
[4:57]
other being the zoning map which is
attached to the land use bylaw. So, both
[5:01]
of those maps need to be updated and
that's really what constitutes the
[5:04]
amendment or change in this case
and as we've said
[5:09]
that would just be changing those two
parks and open space.
[5:14]
In the case of the smaller PID it's the
complete
[5:17]
complete property and in the case of the
larger PID it's to
[5:20]
make the remaining portion match that
parks and open space.
[5:24]
So, that unless there were any questions
you know, staff have deemed that this
[5:28]
met the intent of the planning strategy
of course that was reflected in
[5:33]
council's motion to progress here. So,
unless there's any questions it's a
[5:37]
fairly straightforward amendment before
council tonight.
[5:40]
» Okay, thank you very much.
And
[5:44]
as the planner has said the zoning map
was attached and if you're viewing on
[5:49]
television you can see it there.
Um
[5:53]
Let's see. Now we'll go to the
Do you continue with an overview or was
[5:57]
that all one piece?
>> Unless there's any questions, that's
[6:00]
basically basically yes.
>> Okay. So we will now open the floor to
[6:05]
public comment. I believe we have one
person here to give comment.
[6:11]
» Thank you worship. I'm Barry Hutchinson.
I'm at 195 Summerhill Street from the
[6:15]
Bay.
And uh very simply I'm here to
[6:20]
support the amendments to the municipal
planning strategy and the land use
[6:25]
bylaw.
And I think it's a good move and to
[6:30]
think that it's um
long overdue.
[6:33]
So thank you.
>> Thank you.
[6:37]
We will wait until
um
[6:41]
6:45
for more people to come and if not we
[6:46]
will
finish the business of the meeting.
[6:50]
So
yeah.
[6:52]
You are being on record right now so
>> Thank you.
[6:57]
» Just so that you know.
>> It's supposed to be 46. That's
[7:01]
discuss.
Just see.
[7:04]
So
that's
[7:06]
that's
this.
[7:13]
Let me see.
[7:16]
Or this is the only way I can put it
right now.
[7:20]
You don't say anything to the mayor.
Yeah.
[7:23]
I think we should sign the statute I
have a little bit of hope. Where where
[7:26]
was
today?
[7:28]
Yeah.
[7:34]
The highest of colors.
[7:44]
I think it's
[7:46]
» Interesting moment here.
[7:50]
» Thank you.
What are you going to do with CRB?
[7:55]
Can you move in blue up there?
[8:11]
Would you like to do that?
Okay.
[8:15]
Yeah.
[8:58]
Anybody else have an acute community
announcement or a council announcement?
[9:05]
That they want to do. Penny's doing
Communities in Bloom. Kevin is doing
[9:10]
announcement about the Edgewater opening
on the porch.
[9:13]
» I'm doing one about library.
>> Oh, okay.
[9:16]
» Yeah.
What was that? Library.
[9:20]
» Oh.
[15:04]
» Gross.
[15:09]
» Um we are back in session. 15 minutes
has passed and there are no more
[15:15]
presenters and
um we will continue to check to see if
[15:20]
there's anything else in there until
um the end of this meeting. Um see if
[15:26]
anyone else did a submission by email.
So far, no. So, we will Um I just want
[15:33]
to mention the agenda does say that we
had the developer present and there is
[15:38]
no developer for this. So, that's just a
template that we follow. So, um sorry to
[15:45]
disappoint anyone who was hoping to
engage with a developer or see a
[15:49]
developer. There is no development even
taking place with this change. So,
[15:55]
anyway, um
we have finished with our public comment
[15:59]
and
this ends our business and we will
[16:03]
adjourn this meeting.
