[4:39] work uh from home and uh sometimes you know Tuesday and Wednesday is uh similar

[4:44] for me. So I forget to pick my car for from the streets. So and uh there are so

[4:51] many other neighbors who are suffering from this. Uh we are we are we are

[4:55] working hard to uh to pay our bills. Uh and plus this. So the thing is uh uh

[5:01] there is a touring uh regulation as well as ticketing regulations. So uh this

[5:07] time I got the ticket as well as my cars were told. So there was too much for me

[5:13] to uh you know bear for this month. So I was uh requesting you guys to uh look

[5:20] into this regulation and at least remove the towing part, keep the ticket part.

[5:24] Uh so uh uh we get a warning that we don't park in that area for that day or

[6:46] best we can to keep the streets clean and open. But if if there's ever a time

[6:50] that you're going to be late to your car, make sure to call us and we can

[6:53] make sure that it doesn't get ticketed or towed for a few, you know, a few

[6:56] extra minutes. But uh please uh you can consider not

[7:02] going route and uh it takes a lot of money and

[7:06] it's like once all the documents and you just have to go to the appointment take

[7:11] a taxi and get to that area where we post the car. It's too far away from

[9:22] the I guess the the staff here, everybody is really happy at Township

[9:27] and it's been a long time coming. Uh I just hear it all throughout the whole

[9:32] building. So I want to commend uh you Supervisor Jones and Vicki um for what

[9:39] you guys have have done here cuz it's been it's been a tremendous change and

[9:42] the people that work here are so nice. So I'm happy that they're they're happy

[9:45] to work uh for the change. Um anyway, on to uh unfortunately overdose awareness

[9:51] month um which is overdose awareness day is August 31st which is next Monday. And

[9:59] um throughout the nation and the world, people light buildings or monuments

[10:03] purple. So like the Eiffel Tower um and more locally the lean tower looks I

[10:09] think also um merchandise mark um other buildings throughout the country go

[10:15] purple. I'm very happy that this main township in this way will will light

[10:20] something purple thanks to Mike finding light bulbs and all that other stuff.

[10:25] Um, but the the other side of this is, you know, the good news is that opioid

[10:30] deaths throughout the country are down. They're also down in Cook County. And a

[10:35] lot of that is due to what we've been doing here in M Township. We do have uh

[10:39] an NAM machine here that has been distributing Nan to people to help them

[10:45] uh reverse overdoses. And when an overdose is reversed, they have a chance

[10:50] to come and connect with Nick and I and the world of recovery, which um

[10:57] thankfully um you know, again, Main Township has been um on the forefront

[11:03] of. We've been doing this stuff here since 2015. Um, in the last few years,

[11:10] there's been these massive lawsuits throughout the country, federal

[11:13] lawsuits, where for the next 15 years, no, I'm sorry, the next 18 years,

[11:19] billions of dollars are funneling into communities all over the country, and

[11:23] they they have to do like 12 core things that they could spend this money on. And

[11:29] I'm very proud to say that we do probably eight of those 12 things

[11:34] already. And we've been doing them for a long time. And again, that was with the

[11:37] great support of of Supervisor Jones and Pete when he was a the trustee and Susie

[11:44] Moland. Um, so a lot of those things that we started many years ago are now

[11:50] um the country is really asking other communities to go out and do it. So I

[11:55] want to thank you guys for the tremendous support that we had here. I

[11:59] and I, you know, I just want to say there was some some tough times here

[12:02] where um people were not for this. And I recently was in a restaurant. I saw

[12:07] somebody who really wasn't very supportive of the work we were doing.

[12:10] And um and it just was kind of they're like, "Oh, this is great." And I I I was

[12:15] like, "Gosh, you know, would it have been so hard to just support people cuz

[12:19] I've seen a lot of people um get better." The sad part is we also see

[12:24] people die. That still happens. And that's heartbreaking um because of the

[12:28] families and the stigma. Um I always go back to I probably tell this all the

[12:32] time. There's a woman who comes to some of the other programs here um whose son

[12:38] has got some problems and uh she's come to me numerous times and I've talked to

[12:42] this son numerous times and her the stigma part is she said please whatever

[12:46] you do do not tell Marie that this is going on in my family and I said that's

[12:51] nothing to be ashamed of there's absolutely nothing but that's still a

[12:54] thing out in the world but the good news is whenever we are doing what we're

[12:58] doing here um when we do the mainly news or whenever Whenever we promote this, I

[13:04] get phone calls because the sad reality is every day there's people coming into

[13:09] the world of addiction and they're getting sober or they are unfortunately

[13:14] passing away or going to jail. Um, but the good part, the people that Nate and

[13:19] I get to see who are um they're coming to our events, they're sober, they're

[13:24] happy, and they rebuild their lives. So, that's that's the great part of what I I

[13:28] get to see. Uh Nick, did you want to say anything?

[13:32] » Uh I don't know, not too much, but uh just we're grateful for the opportunity

[13:36] to be able to serve the community. Uh a lot of the events that we've done, uh

[13:41] seeing families come together, get an opportunity to bring their moms, their

[13:46] nephews, and stuff and rebuild those relationships. It's really nice to see,

[13:50] and I'm sure you guys have come to a few of the events. I know Jim had but you

[13:55] could just see those relationships get rebuilt and then the thank yous that we

[13:59] get and I mean I know Marty's probably going to send it to you but I mean very

[14:03] grateful very happy at the opportunity that they get because a lot of the time

[14:07] they don't get to get the opportunity to go golf work out baseball game whatever

[14:11] it's just stuff that they haven't done sober to have the community that people

[14:16] are together to go do those things it really helps cuz I mean you know a lot

[14:20] of these guys if they go by themselves that could lead to trouble But just

[14:24] really grateful that this is, you know, something we get to do. Um, we got great

[14:29] speakers, great food. I mean, it's just a great program. I know a lot of places

[14:34] would kill to have this cuz I mean, it is, you know, it's just something

[14:38] different and it is great and I'm very grateful for it. Thank you.

[14:42] » Well, I I just want to add to that. We're very grateful to have you here. As

[14:46] the artist said, I was here at the inception when Marty brought the concept

[14:51] to us and always thought from the very beginning, from the first time I heard

[14:55] it, I was all for it. I was full on and I still am. And I, you know, just want

[15:01] to remind people that um addiction goes there's excuse me, there's no

[15:07] stereotype. It it it crosses all all u barriers. Every social um class um

[15:18] financial um segment is affected by it. And if it it doesn't matter if you're

[15:25] poor, rich, have a good family, didn't have good family, it doesn't matter.

[15:29] Addiction can affect you in some way or another. And even if you're not the

[15:34] person suffering from addiction, a family member might. And it's and

[15:38] painful thing to, you know, not just to be in an addiction, but also to watch

[15:44] someone you love be addicted. And um so we love having you here.

[15:54] I'm excited that we're going to light the township purple and um are we we're

[16:26] Murphy. We have received in the past couple weeks over $17,000 in grant funds

[16:31] for the recovery connection program. the awesome team at DHS is trying to really

[16:36] push to help us get some rollover funds from some money that we weren't able to

[16:40] get um prior to last year. They're working on getting helping us recapture

[16:44] those funds. And we also received a um pre-application for $40,000 in funds for

[16:50] fiscal year 2027 to support program connection. So, it's really exciting

[16:54] that thanks to the support of Senator Murphy and our team over at DHS who are

[16:59] really I mean absolutely wonderful health care program, we're able to

[17:03] offset some of those awesome things and really um enhance the program. So,

[17:08] » yeah, good stuff. Thank you so much for sticking in there. I mean, the

[17:12] bureaucracy of that blows my mind. We're we're training Danny, so

[18:06] of finding these monies that will help these give more improvement to the great

[18:11] job you've already done yes again it's great

[18:14] support from people here and um it just makes everything a lot easier. So again,

[18:29] » All right. Next item discussion possible to approve memorandum

[18:35] between East Main School District 63 and Maine Township main's youth and family

[18:42] services.

[18:47] Thank you everyone. Just a brief bit of history before we

[18:51] discuss the details. We began a pilot program back in 2022 with Apollo

[18:59] Elementary School in district 63 to provide inschool counseling services for

[19:04] students that had identified barriers to receiving services in our office. So

[19:09] these are students whose parents might not be able to bring their students or

[19:14] they may came from come from a um particularly chaotic family that wasn't

[19:19] able to arrange appointments or kind of handle the logistical aspects of that.

[19:24] So that program was very successful and so in the next year in 2023 we expanded

[19:31] to um two additional elementary schools within the district. And so we um have

[19:39] been signing the same MOA um since 2022. Uh but this year there are a few changes

[19:46] and I just want to highlight those from the um the document that we have been

[19:50] signing annually. So because of some increased needs in the community, the

[19:56] hours have increased. Previously the MLA specified we had a maximum of 10 hours

[20:00] available per week to devote to seeing students in the schools. that has the

[20:05] district has agreed to increase that to 15. So we're able to meet the challenge

[20:10] of that capacity. And then the other difference in this MOA versions is that

[20:16] we added the family resource center next door as a location um because sometimes

[20:22] for those families are able to get students there or there are already

[20:25] programs there and we can see students from district 63 uh at that location

[20:30] instead. So, it just expands uh another location to us where we're able to serve

[20:35] clients in need. And then the third change uh from the previous MOAS is that

[20:42] the build amount was previously specified as $500 a week. Um but it's

[20:48] changed to $50 per hour, which is essentially the same rate. So, I have

[20:52] actually been billing the district um at a rate of $50 an hour since we started

[20:57] because the hours vary from month to month. Plus, in the summer, the hours

[21:01] fall off significantly because of students not being in school. We still

[21:05] serve some students, but not nearly as many just because they're not able to

[21:08] get here during the summer. So, that simply codifies a change that we've been

[21:13] in practice following for the past uh four years since 20 or 3 years since

[21:19] 2023. So, um any questions about the ML?

[21:26] » I think this is great.

[21:30] It's been wonderful. Tons of great stories that have come out of it. So,

[21:34] we're we're happy to continue it and expand the uh hours even further to

[21:39] serve more families. >> Wonderful. Thank you.

[21:51] person to work full-time here and but also part-time at the school, right?

[21:59] anybody new for the role. Um, okay. Summer Zumbro is our family therapist

[22:05] who's been here for the past 4 years. We had the the job split up between two

[22:11] different family therapists previously. Summer covered some of the schools. Um

[22:15] Aaron covered um other schools, but um with Aaron's departure in the spring, um

[22:22] Summer uh volunteer to handle all of the schools. So she's actually going to be

[22:26] at Washington, Mouser, and Apollo. Um so that'll be part of her job in addition

[22:31] to the groups and clients that she sees here in the building.

[22:35] » Okay. So she'll be in the full-time consent therapist position.

[22:38] » Yes, that's referring her. Yeah. So it's an existing position. We're just

[22:43] allocating some of her time for the district and the district reimbures us

[22:47] for the time that she spends working with students there.

[22:49] » Okay. And then the two are just legal questions for our attorney. Is that

[22:52] going to cause us any possible union problems as a part-time worker at the

[22:56] school district? I'm not sure if the employees there are unionized or whether

[22:59] that did cause us a problem. >> I can actually I can actually address

[23:03] that. >> Okay.

[23:04] » Yeah. So they are and we have very strict guidelines that differentiate

[23:09] between what the social workers in the school do and what our inschool

[23:15] therapist does. So for example um IP hours doing social emotional

[23:21] learning help educational required uh issues that's all something the social

[23:26] workers do. So we don't do any of that to avoid those issues. As I mentioned,

[23:31] » we will focus on mental health concerns, anxiety, depression,

[23:37] uh, family concerns, substance use issues, um, and any other things that we

[23:42] would normally kind of address in the office. So, we're not doing any there's

[23:46] no overlap between what we're doing and what the school social workers were

[23:49] doing. Okay. And then the final question, as far page two, paragraph 8

[23:54] has a force measure provision, which I've never seen in a contract like this.

[23:58] I think that means an unexpected cat catastrophic event. You see them

[24:03] sometimes in lease agreements where there's a flood or a a house burns,

[24:08] building burns down or something like that. I don't know why that provisions

[24:10] in the contract. It says that anyone can say force they can say they're unable to

[24:15] perform. So I don't know why that's in there. That's my question.

[24:20] » Yeah. So >> I delete I don't think it's necessary.

[24:22] » You know what? So we actually uh have not received this agreement. So we did

[24:25] not review it prior to tonight. If the collect would like, we can uh the board

[24:30] can approve it subject to final township attorney review and approval and and we

[24:37] can definitely look into that just from like a quick glance cuz we did look over

[24:40] it. That would probably be more for like payment for example cuz I I see your

[24:45] point of like what act would the universe Yeah. prevent if there was, you

[24:51] know, some banking crisis where they could have perhaps pay the township in a

[24:55] timely manner that might apply, but we can definitely take a look at that. Uh,

[24:59] I think you said paragraph 8 in its entirety though.

[28:31] full-timers, the early on the day before commencer.

[31:33] Eve, which is Friday, December 24th, and then the office closes at 1:00 p.m.

[31:41] Friday, December 31st. So usually Christmas you have it closed

[31:49] for Christmas Day. So doing this way, you lose.

[32:29] Friday." And so that way we also have taken off on the same day like

[32:34] so. So they would get a comp day. Um, and I mean, you could in theory do like

[32:39] a couple hours or do something, but I don't know if that's something to

[32:43] consider. I don't that would be up to the department as to see if that is

[32:47] feasible. I'm

[32:50] expected to also be with you, not just, you know, I'm not sure.

[33:56] October 1st 2026. We're going to move that down on the agenda after we come

[34:02] back to close from close session. So at this time um we're at business which

[34:11] is discussion and pest control litigation efforts for uninorporated.

[34:25] » All right. So the past couple months we've had some residents with some

[34:29] concerns um about pest control specifically in the unincorporated area.

[34:34] Um so our first concern was trying to figure out you know who has jurisdiction

[34:38] over it to make sure that yes you know township when people call here we're

[34:42] giving out the correct information. So one thing that was actually really

[34:45] helpful about all this is we realized that some of the information we were

[34:47] giving out wasn't exactly the right way to direct people. So we found out that

[34:52] um Cook County actually doesn't really doesn't really have jurisdiction in

[34:57] terms of providing any remediation on their own. They don't provide pest

[35:02] control. animal control doesn't go out and handle it. Um the Department of

[35:06] Public Health kind of keeps a list of where problem areas are, but then

[35:09] they're referring people back to the township. So, previously what we were

[35:13] doing was um people will call here. We were giving them the number to public

[35:17] health. Public health was telling them to call back here. So, we one way that

[35:21] we've kind of effectively handled this is we've eliminated that extra step for

[35:24] people who call. When people call here, we're keeping track of the problem

[35:27] areas. Danny's keeping a list. The other thing that um kind of included in the

[35:32] work packet as well and something after talking to the department of public

[35:36] health animal control and our local um county commissioner is really just

[35:41] encouraging people that this is something that starts at home. This is

[35:44] something that starts in your block. So if you look at your packet, there's some

[35:47] remediation efforts people can make. Making sure that their garbage cans are

[35:51] their garbage is brought out on time the right day that they have lids. There's

[35:55] not holes in it. making sure that you don't have piles of stuff in your yard,

[35:59] your front or backyard. Um perhaps, you know, neighbors can get together and

[36:03] even call local pest control for their own property. But one thing we can do as

[36:07] a township is if there are homes that are not wellmaintained and it's within

[36:12] our jurisdiction with code enforcement, they can reach out to Nater and let them

[36:16] know that there's maybe a property that could use some help that might be

[36:19] causing a problem. Um so again, ways that we were able to help is just that

[36:23] we're not sending residents now here, here, here, here. and we're letting them

[36:26] know, okay, here's where your options, here's some ways you can remediate at

[36:29] this time. Um, whether or not something that, you know, based on what we've

[36:33] heard from the county, whether or not something that the township, I don't

[36:36] know how we even begin to offer services ourselves or control, I don't think

[36:40] that's something we really could do or have the means really to do. But the

[36:44] main thing just kind of starts with some different habits at home, in your

[36:47] neighborhood, and then like we said, when code enforcement can help, we'll

[36:50] send them out what we have um jurisdiction over. So,

[36:55] if there's anything else you recommend or would like us to do here at town

[36:58] hall. We're open to trying to kind of do a little bit more research um as well.

[37:03] So that's just kind of what we came up with in the past.

[37:05] » We're the main type getting complaints on

[37:09] » Yes. Yeah. Yeah. So it's it is a that that's really it. Um we did look into

[37:14] some things. It's funny cuz we had talked about a few different options

[37:18] such as introducing you know feral cats into the neighborhood. We found out that

[37:22] actually becomes a bigger problem because a lot of times when you

[37:24] introduce cats, people aren't feeding the cats. The cats don't hunt. So now

[37:28] you have rats and cats. Um we looked into if we were to introduce uh other

[37:34] like you know like poison control or poison or other kinds of methods. You

[37:38] have a big liability too of you know people's pets and other things. So it

[37:43] does it is one of those kind of issues that we can sort of just encourage

[37:47] people to see what they can do on their individual blocks first. That probably

[37:51] is the best. >> Yeah. Usually, you know, on the property

[37:55] management side of things, what I usually would tell people, they call and

[37:58] complain, I'm like, well, like you said, we can't really do anything on public uh

[38:04] areas because of potential liability, but you as a homeowner certainly can put

[38:08] out bay boxes. we have poisoned it to keep the rats off of your own property

[38:14] or to help control. >> And the other thing that we've really

[38:17] learned, okay, is, you know, a lot of times people have, you know, if you have

[38:20] a bird feeder, clean up that bird feeder, keep an eye on that. Make sure

[38:23] stuff's not spilling all over. If you're feeding, you know, when you're feeding

[38:26] the cute little animals in your yard and the gym and squirrels and all the cute

[38:30] stuff, the rats don't know it's not for them. So, just being really mindful of

[38:35] what you put out. Um, you know, maybe educate your neighbors about what you

[38:39] put out. let them know that as much as you know that's something everybody who

[38:42] doesn't want to feed the feed the the kids but you just got to remember that

[38:46] it's feeding everything if you're doing that and encouraging that in your

[38:49] neighborhood too. So >> I know the population in the northwest

[38:54] suburbs just cuz I've dealt with it in other areas too is really exploded the

[38:58] rat population. um

[39:02] most of the time the only the most effective treatments are treating the

[39:06] burrows themselves and contraceptives. So obviously the townships have to get

[39:12] involved in either of those, but some villages and cities do. Um but I think

[39:18] educating the public on what to look out for in the burrows and stuff like that

[39:21] is the best way to just kind of educate them. you know, they can bring in

[39:26] passive remediation experts to resolve the problem. Some of those electronic

[39:31] devices that you don't really work well

[39:38] doesn't work. >> It's an electronic device that really

[39:41] bothers me sensations of the the rat propels and doesn't hurt anybody else.

[39:46] So, I found that I've heard that be successful. Also removing dog uh feces

[39:54] is a big problem. Rats live off take your take care your dog

[40:00] get feces off the grass. You know I think people who live close to

[40:04] businesses do large dumpsters with food. You know people who live close to

[40:08] restaurants

[40:12] source of food in need them all close in vicinity. If you don't keep those all

[40:17] close vicinity, you know, do a lot to prevent that. Keep your garbage cans

[40:22] away from any water source like a sewer, train pile, and keep your lids covered.

[40:28] Don't let the the squirrels destroy your garbage cans. Let the squirrels take the

[40:33] food out on the right side. Squirrels are just bad. It's just,

[40:38] you know, breaking yard. And then that's another thing too enforcement. someone

[40:43] notices that there's a problem in their yard. If there's a restaurant that seems

[40:46] like they don't have practices that are handling their garbage and their waste

[40:49] properly, you can let you know then the proper county can handle those types of

[40:54] things. So, that's where we're at right now. Well, we're kind of reaching out to

[40:57] some other townships as well. Um, and kind of just, you know, something that

[41:01] we we are considering. I said Danny's done a great job of handling those call.

[41:05] Have you noticed increase or decrease as some as the rain? We haven't had as much

[41:08] rain right now. Have you noticed a decrease? Yeah. I recall last week just

[41:13] waiting out. Yeah. >> So it seems like heavy rain seems to be

[41:17] an indicator of more calls in the township too. So

[41:20] » especially mosquitoes coming too. >> Yeah. Yeah. We have an district at

[41:26] least. >> How they say they don't have to take

[41:28] care of rents, but they do take care of mosquitoes. That just makes no sense.

[41:32] The county says the department of public health says they will. That's just

[41:37] » if there was a problem, they would get away with that.

[41:43] Right.

[42:01] that, you know, he had a really good showing uh for the cultural day this

[42:10] know how we did it in such a short period of time. Um, but it was very well

[42:14] attended. Um, I wanted to say congrats to Kathy and welcome back.

[42:19] Um, as far as our projects, we've completed most of our large scale

[42:23] constru construction projects for the year. Uh we do have one more

[42:28] um fairly large project we're looking to get done going out to bid in the next

[42:32] month or so from a main north um area project that's going to be um that was

[42:40] with the uh state of Illinois and the IGA that we signed with them to uh

[42:44] provide a retention area for the the homes to the north. So we will be going

[42:50] into phase one um in the next month or so going after that. So that's it.

[42:57] Yeah, it was a very busy month. A lot of different events. Uh, thank you to

[43:01] everybody that came to National Night Out, help make it such a success. Thank

[43:04] you to uh, Commander Bushy and Cook County Sheriff's, uh, attending the

[43:09] helicopter landing. I think was by far the highlight of the evening. Everybody

[43:14] really got a kick out of that one. So, that was that was a nice surprise for

[43:17] everybody. Um yes, also attended Pakistani cultural uh event which like

[43:23] you said was very well attended. Lots of people had a park about a half a mile

[43:27] away. Um but was a was definitely a very good time and u thanking everybody for

[43:35] helping with national.

[43:41] Um I am excited for the community garage sale coming out. Do we still have spots

[43:46] left for there's still spots that people can get? So that's on the 19th.

[43:52] Um and I did also enjoy attending the national day out there

[43:58] was the coolest thing. Um I mean all the dogs

[44:04] but yeah chicken

[44:13] you set the bar kind of high. So next year they actually

[44:26] I can understand why

[44:35] every year in our

[44:56] Good day. I wanted to uh congratulate our supervisor, Kimberly Joints. uh

[45:02] she's about to receive or has received the award for community college. Um so

[45:09] uh I don't know anyone who's more deserving awards and never seems to get

[45:13] them in Jones. I've been working with HIM

[45:20] I've been working with Kim now for five or six years and it's been nothing but a

[45:24] pleasure as a trustee and now as a supervisor and she's just absolutely

[45:28] great and she's not only does she give back to the community as a public

[45:32] servant but also she gives glowing recommendations from the uh community

[45:36] college system which is our community college in Wayne Township. We're very

[45:41] proud. So congratulations. You deserve it and I'm glad I heard about it and was

[45:46] able to mention it.

[45:53] » Somehow they're they're awarding four four um alumni. Somehow I got picked

[46:00] along with a NASA engineer. >> I don't know. That's pretty awesome. It

[46:07] was awesome. So when you feel free to go by and look

[47:38] And then the kids, we didn't get the kids away from it. I think last year,

[47:42] next year, the trustees be brought in a helicopter.

[48:29] agree. I don't know how he does it. And the weather was perfect, but he he has

[48:34] so many dignitaries and he brings so many people to the community together

[48:41] and it's it's amazing and um I think it's great for our community to

[48:48] um so I was a really nice evening. I also uh went with and Danny to the

[48:57] museum,

[49:00] » the National Ser, which is also in our community, which is I really had never

[49:05] heard of it. But it's also an amazing place in your world where um they honor

[49:12] servants from all over from Jane Goodall to Moni to um Martin Luther. um to

[49:23] Audrey Pepper for her UN work um and Frank I mean the list is on and on and

[49:30] it's really cool because not only do they have do they have this amazing

[49:35] museum which they curated themselves but they also have pictures well a lot of

[49:41] them have the actual um person's actual um signature authentic signature which

[49:48] is amazing but they And they also have it connected to a daycare. So when the

[49:53] kids come through and they look at the pictures, they, you know, they learn

[49:58] this kind of by osmosis who these readers are sort of like instilling in

[50:04] them that this little um you know because they're absorbing it

[50:11] every day as they're in daycare. So it is it's a really amazing place. I did

[50:17] not know about it and um we were very impressed. So I want to thank them for

[50:22] inviting us and hopefully we'll be working with them on other things and

[50:27] initiatives. So that concludes my report. Oh except for I want to remind
