I aliance to the flag of the United
[3:31]
States of America and to the republic
[3:34]
for which it stands. One nation under
[3:37]
God, indivisible, with liberty and
[3:40]
justice for all.
[3:43]
>> Thank you. [sighs]
[3:51]
Mr.
[3:52]
>> Yes, sir. I am here. Mr.
[3:54]
>> Brown Knight
[3:54]
>> here.
[3:55]
>> I think Marcy's on the way, but we'll
[3:57]
skip her for now. Um, Mrs. Stock
[4:00]
>> here.
[4:00]
>> Mr. Van Stone,
[4:02]
>> here.
[4:02]
>> Mrs. Wells,
[4:03]
>> here.
[4:12]
» Okay. Any uh any question regarding the
[4:14]
uh minutes from the last meeting? That
[4:17]
would be August the 10th.
[4:23]
No, not hearing any comments, questions.
[4:29]
Think they were good. Motion in a second
[4:32]
to adopt.
[4:33]
>> So move.
[4:34]
>> Second.
[4:36]
>> Mr. Hi,
[4:37]
>> Mr. Brown. Hi. Um,
[4:38]
>> Mrs. Stock. Hi,
[4:39]
>> Mr. Vanstone. Hi,
[4:40]
>> Mrs. Wells. Hi.
[4:42]
>> Okay.
[4:47]
Well, we have a we have somewhat of an
[4:49]
unusual agenda this particular meeting.
[4:51]
We don't seem to have anything in
[4:53]
communications. So, [laughter]
[4:58]
» okay.
[5:00]
>> Uh, seeing that we don't have anything
[5:02]
in communications,
[5:04]
we're going to go, I guess, straight to
[5:05]
permission to address council. And I'm
[5:08]
assuming, uh, Doug, you can go first or
[5:10]
Jim.
[5:13]
» Great.
[5:15]
[clears throat] I'm Doug Zmpi. I live at
[5:16]
3901 West Street. I'm here on behalf of
[5:21]
MPF Vermont Preservation Foundation uh
[5:25]
to tell you something you should know
[5:27]
already is that Taste of Marmont is this
[5:29]
coming Sunday
[5:31]
and um Allison [clears throat] has a
[5:34]
handout that I gave to her around
[5:36]
everyone so you can see the handout of
[5:38]
what's taking place.
[5:39]
>> Very nice.
[5:41]
>> That's it. Um Nancy Saffron is the chair
[5:46]
person who does events and she's been
[5:49]
working on taste. She couldn't be here
[5:51]
tonight so she graciously sent me some
[5:53]
notes that she said it would be good if
[5:55]
I said this. So I'm this is on behalf of
[5:58]
Nancy as the chair.
[6:00]
>> [snorts]
[6:00]
>> She said that 10 restaurants are
[6:02]
participating, plus the Boy Scouts
[6:04]
beloved roasted corn will make the
[6:07]
rounds, that 15 Marmont organizations
[6:10]
will be displaying services, good works,
[6:13]
and fun things to bring to the
[6:15]
community. Our very own mayor will be
[6:19]
our master of cotton candy.
[6:22]
>> Y, you're so good at it.
[6:23]
>> Which is a job that you have
[6:25]
permanently, evidently. [snorts]
[6:27]
She said besides the work done by MPF
[6:29]
that Ben James and the maintenance
[6:32]
department, Lisa Hopkins from Exemplar
[6:34]
are key players in making sure that this
[6:36]
event comes together. So it's a really
[6:38]
nice community event all together.
[6:40]
>> And then in response to feedback from
[6:43]
last year, good feedback was that
[6:45]
everyone liked where it was held last
[6:47]
year in the meeting. [snorts]
[6:49]
>> Second is the taste will be starting at
[6:51]
7:30 at 4:30 and ending at 7. That's a
[6:54]
half hour longer than it was in previous
[6:56]
years. And that was a request from
[6:58]
several people saying just a little bit
[7:00]
longer would be nice for families. Still
[7:02]
cut it off at 7:00.
[7:04]
>> So I invite you all to come tell your
[7:07]
friends and neighbors. Uh this is a
[7:09]
wonderful opportunity for community to
[7:11]
get together and MPF is pleased to be
[7:13]
able to present that to the community.
[7:16]
>> Yeah. Just as a reminder, the westbound
[7:18]
traffic lane of the pipe will be uh shut
[7:21]
down for the event. will have full
[7:23]
access to the street.
[7:24]
>> That's great.
[7:25]
>> Yeah.
[7:25]
>> Thank you very much.
[7:26]
>> Yeah.
[7:27]
>> Thank you, Doug.
[7:27]
>> Thanks. Thanks.
[7:34]
» Hi, I'm Casey Agley. Um I live at 3718
[7:38]
Pleasant for those of you um who don't
[7:41]
know me or I haven't met you. Um so we
[7:44]
live across from Dogwood Park and I
[7:47]
wanted to come. It's something that I've
[7:49]
talked a lot with individually with a
[7:52]
lot of you. Um, but just to talk about a
[7:54]
concern that my family has and I know um
[7:58]
others in the community share it and
[8:00]
that is the new fencing at Dogwood Park.
[8:04]
And so I think um it ended up much
[8:09]
longer and taller than we had expected
[8:13]
and what it was before. Um, so
[8:19]
you know, I think I printed a couple
[8:21]
pictures um just to describe what what I
[8:24]
was um
[8:26]
trying to describe or to show what I was
[8:29]
describing. So this is from Google
[8:31]
images before. This is what we had
[8:33]
before. Um, and this is what we've gone
[8:36]
to after
[8:38]
>> um, in terms of the fencing. So again, I
[8:39]
think it extends. We're looking about 40
[8:42]
feet past the first space and the third
[8:46]
base. And so, um,
[8:48]
>> would you mind passing a
[8:49]
>> Oh, yeah.
[8:52]
So, there's the before obviously and
[8:54]
then here's the after.
[8:56]
>> Yes. And so, yeah, I thought that was a
[8:58]
good a good illustration. And like I
[9:00]
said, I know I've talked this um
[9:02]
individually
[9:04]
and um I'm hopeful and I wanted to raise
[9:07]
it to this body that there might be an
[9:08]
opportunity to look at that fencing and
[9:11]
rightsize that fencing. Um, something
[9:13]
else that my husband and I noticed, um,
[9:16]
so our kitchen window overlooks the the
[9:19]
field in front of the bell tower, and we
[9:21]
had some friends raise this with kids
[9:23]
that play baseball, but a lot of the
[9:26]
spectators are sitting out in the
[9:28]
outfield now because it's hard to see
[9:30]
through the fencing. And so obviously
[9:32]
that's a safety issue, but um you know
[9:36]
and and kind of detracting from the
[9:38]
beauty of the park if it's also not
[9:40]
serving the families that are there to
[9:42]
watch baseball. Like is it something
[9:44]
another reason to consider? Um I printed
[9:46]
out so I took a picture from the top of
[9:48]
bleachers. Um so you can see so where
[9:51]
the batter is you'd have to look through
[9:54]
like three levels of fencing
[9:56]
>> to see that. So I'll pass that around.
[10:00]
Um,
[10:02]
so
[10:03]
I mean that's really, you know, I know
[10:05]
obviously we need to make it safe.
[10:06]
Nobody would argue that that shouldn't
[10:08]
have been replaced. I think it's just
[10:10]
the the massive length and the size. And
[10:13]
so as part, you know, Jim and I had a
[10:15]
great conversation today, but um, as
[10:18]
part of just the ongoing park um,
[10:21]
renovations, I know we're, you know,
[10:23]
still a lot lots up in the air with that
[10:25]
and working on that. Um, just wanted to
[10:27]
raise it, like I said, to this body for
[10:29]
consideration. I was looking last
[10:31]
picture that I'll pass around. Um, so
[10:33]
the length past the dugout is attached
[10:36]
with these straps and bolts. So, I'm
[10:39]
hopeful if this is something that that
[10:41]
we would consider, it doesn't look like
[10:43]
it would be difficult to shorten that
[10:46]
fence. And, you know, we can see the the
[10:49]
paint chipping, hopefully another perk
[10:50]
would be less maintenance. So, the last
[10:54]
one there. So, that's what I had to say.
[10:57]
Again, wanted to to just raise that um
[11:00]
for consideration like as a body as a
[11:03]
whole. So,
[11:04]
>> thank you.
[11:04]
>> All right. Thank you.
[11:05]
>> Thank you very much.
[11:06]
>> Thank you, Casey. Matt, real quick, do
[11:08]
you know are those new poles that it's
[11:11]
that poll looks like it's pretty old.
[11:13]
Did they reuse the old ones or did they
[11:15]
>> As far as I know, they're all new poles.
[11:17]
I don't know why that one is scratched
[11:18]
up.
[11:19]
>> Okay, thanks.
[11:21]
>> I'm sure they're all new poles. Yeah.
[11:23]
>> Yeah. Look at the picture. It doesn't
[11:25]
look
[11:26]
>> And I could see it when she held it up.
[11:27]
Yeah.
[11:28]
>> Maybe just during the install it got
[11:30]
scratched or something, but Yeah.
[11:31]
>> It looks like there are some areas that
[11:34]
I've noticed like the paint is chipping.
[11:35]
>> Uhhuh.
[11:36]
>> So, looks like it'll require
[11:38]
>> poles are painted and the and then the
[11:40]
chain link is vinyl coated.
[11:44]
>> So weird.
[11:46]
>> Is that the fence? Shouldn't do that.
[11:48]
then. Fence
[11:50]
itself. The poles are painted. You said
[11:53]
>> bolts are painted and the fence is vinyl
[11:56]
coated.
[11:57]
>> Is that something we could just request
[11:58]
that someone look into? Did we paint it?
[12:00]
Did the company we had install it? They
[12:02]
came painted. Maybe there's some kind of
[12:03]
warranty on I would think some kind of
[12:05]
warranty on that paint.
[12:06]
>> Yeah, it looks more like the
[12:07]
installation hardware is what's really
[12:10]
appealing more. But um
[12:11]
>> the pole itself is scuffed.
[12:13]
>> Oh yeah.
[12:13]
>> What was the thought behind it being so
[12:17]
tall?
[12:20]
As I remember it, it was basically sort
[12:22]
of I believe it was, you know, the
[12:24]
recommendation from um the Marrymont
[12:29]
Record
[12:30]
Jordan um fencing could be higher
[12:35]
longer.
[12:35]
>> Gotcha.
[12:37]
>> So, okay. So, and is so is an unintended
[12:41]
consequence that like the parents can't
[12:43]
see see? Well, it's one of those things,
[12:45]
you know, when you decide that you're
[12:47]
going to put a little bit more fence in
[12:48]
and it's going to be higher and longer,
[12:50]
so on and so forth. Now, there was some
[12:52]
consideration, as I remember it, given
[12:54]
that they opted for, you know, the black
[12:57]
powdercoated fence, you know, instead of
[12:59]
just galvanized, you know, kind of a
[13:01]
thing that would help it somewhat.
[13:03]
>> Um, but it's one of those things unless,
[13:06]
you know, you could get a computer
[13:07]
animation to sort of show you from
[13:10]
various perspectives, you know, exactly
[13:12]
what this is going to look like. I mean,
[13:14]
as I' you've heard me say in this room
[13:16]
teen times, most people have a very
[13:18]
difficult time imagining off of a
[13:22]
drawing what it's going to look like
[13:24]
visually once it's up. And this is kind
[13:27]
of what we have here, I think.
[13:28]
>> Yeah. Now that it's up, you know, oops,
[13:31]
or some, you know, something like that.
[13:33]
So,
[13:33]
>> Bill, I will say, um, Casey and I have
[13:35]
spoken about this and I've shared with
[13:36]
her, I've gotten this request from
[13:37]
several other parents. Um, is this
[13:39]
something I should be having them direct
[13:41]
the request to you or to the health and
[13:42]
rec committee because I do think it I
[13:44]
think there's enough voices out there
[13:46]
saying it that it may be worth looking
[13:47]
into.
[13:47]
>> Well, no. I I think that it could be
[13:50]
definitely worth looking into.
[13:51]
>> Great.
[13:52]
>> Right. So, it's either going to be you
[13:53]
or it's going to be Matt.
[13:54]
>> Great.
[13:55]
>> Yeah.
[13:56]
As when I'm looking at this, it looks
[13:58]
like the one that's behind the dugout is
[14:04]
super tall, but like how would there be
[14:07]
like a risk of getting hit by a ball
[14:09]
from inside the dugout? So, but on the
[14:12]
old one, it was a lot shorter.
[14:14]
>> I looked it up this weekend and four
[14:16]
feet is the requirement
[14:18]
>> and I think these are eight of those. So
[14:20]
yeah,
[14:20]
>> I mean it seems like maybe that back one
[14:22]
could maybe be and it would be just
[14:25]
>> I think both of them to protect.
[14:27]
>> Yeah. So like that one is all up real
[14:29]
high. The dugout is enclosed all the way
[14:32]
around.
[14:34]
>> Anyway, we this isn't we're not supposed
[14:36]
to be discussing, right?
[14:37]
>> Well, we can I mean again I mean this is
[14:40]
something that probably should be
[14:42]
discussed and it's going to be either
[14:44]
it's going to be Matt or you Alicia.
[14:45]
It's going to go into your committee. Is
[14:47]
there a safety element to it though to
[14:49]
protect people from getting hit?
[14:50]
>> That's the reason that's the reason why
[14:52]
it's extended and um
[14:55]
>> Yeah.
[14:57]
>> I mean, it's definitely a safety thing
[14:59]
and I would also want to consult with
[15:00]
our insurance company and show them
[15:03]
>> what we have and what we would consider.
[15:06]
Um,
[15:07]
>> and there um I think Kleers followed a
[15:11]
standard just an standard for fencing
[15:14]
that dictates the height behind the back
[15:16]
stop and I believe the length and I
[15:19]
think the height although the height I
[15:20]
know for sure on the big field where the
[15:24]
big kids play that's even 10 feet not 8
[15:27]
feet but I but that's definitely a
[15:28]
safety thing because those kids really
[15:31]
hard. They hit a ball really hard. Yeah.
[15:33]
Um,
[15:33]
>> but Matt, wouldn't that have been in the
[15:35]
original drawings? Because this is
[15:36]
longer and taller than the original
[15:37]
drawings.
[15:39]
I did looked at that myself, but but I
[15:41]
mean I about twice as long.
[15:43]
>> There's definitely safety considerations
[15:45]
and there's liability and and um there's
[15:49]
also possible that we made the fence
[15:51]
taller or andor longer than it needs to
[15:53]
be.
[15:53]
>> Or there may have been a design error
[15:55]
too with the the ble I mean the you
[15:58]
can't see from the bleachers. That's
[15:59]
just problematic. that needs to be fixed
[16:02]
>> instead of hashing all these details
[16:04]
out. Let's Lisa, let's let's put this
[16:06]
into your
[16:07]
>> could be all the correct.
[16:08]
>> Sounds great. Thank you.
[16:09]
>> Okay. Yeah.
[16:09]
>> Yeah.
[16:10]
>> Sounds good.
[16:10]
>> Yeah.
[16:12]
>> Jim.
[16:13]
>> Oh, go a different way.
[16:16]
>> Okay. [laughter]
[16:16]
>> I'm just
[16:19]
>> You're just observing.
[16:20]
>> He's just saying hi. [laughter]
[16:23]
>> Everybody's saying hi. fifth.
[16:27]
[laughter]
[16:28]
>> We felt like
[16:30]
>> Did you Did you wish
[16:31]
>> Are you taking roll call again?
[16:33]
>> But this is quite the eighth game here
[16:35]
tonight.
[16:35]
>> Yeah, we've got
[16:37]
>> the [laughter]
[16:40]
>> So, [clears throat] any hitters in the
[16:41]
audience?
[16:42]
>> Hey, I just want to make sure you're
[16:43]
still breathing back there. [laughter]
[16:47]
» All right.
[16:48]
>> Thanks.
[16:51]
» Well, uh any question then? Uh, moving
[16:53]
on. Any question regarding the bills?
[17:00]
» Motion to pay.
[17:01]
the bills. Do we have a a
[17:03]
motion in a second?
[17:05]
>> If you have a question.
[17:08]
>> Okay. Second,
[17:10]
>> I think Susan move.
[17:12]
>> Second.
[17:13]
>> So, let's have Bob second.
[17:15]
>> Mr. Hi,
[17:16]
>> Mrs. Brown. Kn.
[17:20]
» Hi. Sorry,
[17:22]
>> Mrs. Stock.
[17:23]
>> Hi,
[17:23]
>> Mr. Van Stone.
[17:24]
>> Hi,
[17:25]
>> um, Mrs. Wells.
[17:27]
>> Hi.
[17:27]
>> All right, we'll pay some bills.
[17:31]
>> Looks like we got off late this uh this
[17:34]
time.
[17:34]
>> Don't jinx it.
[17:35]
>> Yeah, don't jinx it. Okay. Uh Bob, I
[17:40]
think uh I believe you're up if I'm not
[17:43]
>> I think Matt's up.
[17:44]
>> Oh, Matt. Sorry.
[17:46]
>> Do it.
[17:47]
>> I read and remembered my glasses.
[17:51]
One would steal his thunder.
[17:55]
» Health and recreation committee met on
[17:58]
Wednesday, August 19th
[18:01]
at 4:30 p.m. in the municipal building.
[18:03]
Present were health and w members
[18:05]
Matthew Marcy Lewis and Llaya Wells.
[18:07]
Mayor Brown, village engineer Chris
[18:09]
Erdle, project manager Rod Holloway, and
[18:12]
residents Randy York, Casey Egley,
[18:13]
Alicia Stock, and Greg Wells.
[18:16]
One topic, Dogwood parking lot. Mr. heir
[18:20]
opened the meeting. He reiterated
[18:22]
objectives of the parking lot design.
[18:24]
Ensure accessibility and ADA compliance,
[18:27]
enhance safety with a separate entrance
[18:30]
and exit, plus a drop off zone for
[18:32]
athletes and families, improve flow of
[18:35]
traffic, and optimize parking capacity
[18:38]
and efficiency within the footprint of
[18:40]
the proposed lot. Engineer Erdle
[18:43]
presented color rendered plan views of
[18:46]
four options prepared by Choice One
[18:48]
Engineering. He also recounted the
[18:50]
layout change that had become necessary
[18:52]
for the sidewalk after aligning the
[18:55]
softball field and adapting to
[18:57]
topography. These changes reduced the
[18:59]
footprint available for a parking lot
[19:01]
from the original plans.
[19:04]
Robust discussion ensued [laughter]
[19:07]
among the committee, residents, mayor,
[19:10]
and engineer concerning the functional
[19:13]
and aesthetic aspects of the various
[19:15]
options. Mr. reviewed the project
[19:18]
schedule and described the necessity to
[19:21]
move forward at the upcoming 82426
[19:24]
council meeting in order to construct
[19:26]
the lot this fall. Further delay would
[19:30]
put us into spring construction and
[19:32]
negatively impact the MRA baseball
[19:35]
season.
[19:37]
Mr. put forth a motion which passed
[19:39]
unanimously to endorse a hybrid of
[19:42]
options 2B and three as follows.
[19:46]
Entrance and ADA space as shown in
[19:48]
option 2B. Angled parking 16 foot aisles
[19:52]
as shown in 2B. Dropoff zone similar to
[19:55]
as shown in three. Exit location as
[19:58]
shown in three. That actually makes it a
[20:00]
lot bit smaller in the north and south
[20:03]
direction. um instruct choice one to
[20:06]
adjust the ge geometry of the pavement
[20:08]
striping to optimize the number of
[20:10]
spaces expected to be approximately 12
[20:13]
or 13 and it's contingent on approval of
[20:16]
this final revised plan at council on
[20:19]
August 24th 1926 I mean 2026 engineer
[20:24]
um engineer agreed to expedite revised
[20:28]
drawing preparation ideally with the
[20:30]
changes ready for the committee review
[20:32]
Friday with a contingency of midday um
[20:36]
today. The meeting adjourned at 5:40
[20:39]
p.m. respectfully submitted by the
[20:41]
health and rec.
[20:44]
>> All right. You've heard the report. Any
[20:46]
discussions regarding the report?
[20:50]
>> I mean, you've all seen the drawings and
[20:52]
>> Yeah.
[20:52]
>> I I'm happy with the drawing. I'm happy
[20:54]
with the schedule. What's the rough cost
[20:57]
of this, Matt?
[21:00]
>> I don't I don't We haven't sent it out
[21:01]
to bid. I believe the rough cost is
[21:03]
approximately 100,000 bucks just
[21:05]
ballpark but don't quote I'm not sure
[21:07]
it's a better question for Rod
[21:10]
>> I I understand I'm just
[21:12]
>> and
[21:13]
>> or for Chris really
[21:14]
>> how are we going to pay for this
[21:15]
>> it's 100% paid for with grants
[21:18]
>> but before we get the grant in which
[21:21]
grants that's the question
[21:23]
>> um I don't know if Kelly Kelly Rod and
[21:26]
Chris are discussing whether it's going
[21:28]
to be grant A or grant B and I don't
[21:31]
know that they've decided that yet. It's
[21:33]
not important to decide immediately.
[21:35]
It's going to be one or the other or a
[21:37]
combin or even possibly a combination.
[21:40]
>> My my only question because I've been
[21:43]
taken to the cold several times by our
[21:45]
fiscal officer. If if we have to uh get
[21:50]
reimbursed from a grant, are we going to
[21:53]
need uh to for the village to
[21:56]
essentially pay for it? And I can't
[21:58]
remember the exact
[22:00]
>> front the money. front the money.
[22:01]
>> Front the money. So in this case, there
[22:04]
is enough in the dogwood fund right now
[22:06]
to cover this.
[22:07]
>> Okay,
[22:08]
that's what I
[22:09]
>> other things would have to be discussed.
[22:12]
>> And I and I got to give a lot of credit
[22:14]
to uh MPF's contribution. Um
[22:17]
>> yes,
[22:17]
>> as far as us having that kind of seed
[22:19]
money to work on this to be able to work
[22:21]
on reimburseable grants. So the answer
[22:23]
is yes.
[22:25]
>> That was my those were my questions
[22:26]
because it wasn't clear to me.
[22:30]
Thank you for the the robust discussion
[22:34]
and for doing this for the village. I
[22:36]
really appreciate it. So
[22:38]
>> good good choice.
[22:39]
>> I think we ended up with a really good
[22:41]
compromise.
[22:42]
>> Oh, I was very pleasantly surprised that
[22:45]
he was able to get space between the
[22:48]
sidewalk and the parking lot.
[22:50]
>> Yeah. And spaces.
[22:51]
>> Oh my gosh.
[22:52]
>> I was really happy to see that.
[22:53]
>> I can't read what that says, how many
[22:55]
feet it is, but
[22:56]
>> 4.5.
[22:57]
>> Mhm.
[22:58]
>> Oh wow.
[23:00]
a lot.
[23:00]
>> Yeah,
[23:01]
>> I think that's wonderful. looks I
[23:02]
[clears throat] think I mean
[23:04]
>> we achieved the goals that you review
[23:07]
you know you talked about at the
[23:09]
beginning of the meeting and um
[23:12]
>> you know we we have more spaces than we
[23:15]
do now because I don't know where that
[23:17]
number came from 14 in the existing but
[23:20]
like we looked out there today and
[23:22]
soccer started so there's some cars out
[23:23]
there there's 10 cars there and there's
[23:26]
it's tight as 10
[23:28]
>> that's what I think that's what I think
[23:30]
is the capacity There's no way.
[23:32]
>> I don't think there's 14 right now. I
[23:34]
mean, you'd have to have really small
[23:36]
cars and drop off huge,
[23:38]
>> but the drop off zone, the exit.
[23:40]
>> Yeah.
[23:41]
>> One way. [clears throat]
[23:42]
>> Um,
[23:44]
>> you know, and keeping a little there's
[23:46]
green. I mean, they did a really good
[23:49]
job of trying to have more green because
[23:52]
even like even like right here that we
[23:55]
didn't even ask for that because you
[23:57]
know for them to keep that and um the
[24:00]
green over here was was that added too.
[24:03]
So I mean I
[24:04]
>> and even this they didn't reduce this
[24:07]
part very much because I thought we were
[24:09]
going to have to sacrifice that and then
[24:11]
he gave us a couple more spaces.
[24:13]
I was really pleased with that that
[24:16]
>> in order to achieve what we wanted and
[24:20]
still maintain as small a footprint as
[24:22]
possible. And I think that's I I feel
[24:25]
really
[24:26]
>> I don't know how we could have done it
[24:28]
smaller without you know sacrificing the
[24:31]
drop off zone or the exit.
[24:34]
>> So
[24:36]
>> good. I the only other thing to throw
[24:38]
>> to see what all
[24:41]
>> came out.
[24:43]
>> Yeah. So I just I had mentioned to Matt
[24:46]
off hand too this also creates some
[24:48]
space to put some trees so that the
[24:51]
people across the street don't have to
[24:52]
see the parking. I mean maybe in
[24:54]
beginning when the trees are smaller but
[24:56]
it looks like there might be enough
[24:58]
space to put some natural um brakes in
[25:01]
there. So
[25:02]
>> yeah. Um, I just I'm want to applaud you
[25:05]
guys. Well done. Yeah, well done. This
[25:07]
was a
[25:07]
>> That's awesome.
[25:08]
>> Hard feat. I I I showed this uh
[25:10]
rendering after Matt sent it to me
[25:12]
today. I showed it to several of the
[25:13]
MPPG members and everyone's thrilled. I
[25:16]
think it accomplishes the the drop off
[25:18]
zone and the In-N-Out safety features
[25:20]
that those members had originally wanted
[25:22]
and thank you for very much for your
[25:24]
efforts on this. Yeah.
[25:25]
>> Well, I think one thing that I would
[25:27]
love to see happen with
[25:29]
>> in the spring or if hopefully it's done
[25:32]
>> is to have maybe MRA have some people
[25:35]
volunteer to help like kind of orient
[25:38]
people to the new parking lot and how to
[25:40]
you know maybe I don't know if they need
[25:42]
to have cones out or something or signs
[25:44]
like you know here's what we were doing
[25:45]
here's the drop off you know how they do
[25:47]
at the elementary school. Well, they did
[25:49]
one that was new,
[25:50]
>> right? So, they don't know in the exit
[25:52]
so that they know how to put an arrow on
[25:54]
the on the asphalt
[25:55]
>> and an arrow on the Yeah. Well,
[25:56]
definitely. Great.
[25:58]
>> But, but the drop off zone might be, you
[26:00]
know, people might not like if we see
[26:02]
people dropping off way over here, we
[26:04]
say, you know,
[26:05]
>> please do it at the parking lot. So, I
[26:07]
think I think it'll be
[26:08]
>> well or somebody even parking in the
[26:10]
drop off zone, you know, it's we need to
[26:13]
>> somehow designated that is something
[26:16]
>> we could paint it with Yeah. And the
[26:17]
yellow lines,
[26:18]
>> whatever those lines are.
[26:20]
>> Really?
[26:21]
>> Yeah. Really?
[26:22]
>> I want to be careful with the yellow
[26:23]
paint.
[26:24]
>> Well, but having the curve now and the
[26:26]
green that
[26:27]
>> the yellow paint won't be as as
[26:28]
noticeable as if it was right on top of
[26:30]
the sidewalk or the look.
[26:32]
>> Did you have a question, Mary Beth?
[26:33]
>> White with white stripes.
[26:36]
>> My only concern
[26:38]
is for your next door neighbor with his
[26:41]
driveway being directly across from the
[26:44]
exit.
[26:46]
[clears throat]
[26:46]
>> Yeah. It used to be an elderly couple
[26:48]
that lived there or maybe a single
[26:50]
person and it was not the activity
[26:52]
coming out of that driveway and now it's
[26:54]
a family. They have two vehicles that
[26:56]
fill their entire driveway and they are
[26:59]
directly across from the exit from this
[27:01]
parking lot. I don't know if you talked
[27:03]
to them if you met them.
[27:05]
>> I haven't seen I haven't shown her this
[27:08]
>> would be a concern for me.
[27:11]
I mean there's a lot of other things I
[27:12]
can say about all of this and I'm not
[27:14]
going to but I That is a consideration
[27:17]
of your neighbor.
[27:18]
>> Well, hey. Hey, Mary Beth.
[27:19]
>> Yeah.
[27:20]
>> Um, the exit out of this is the south
[27:23]
exit. So, I don't believe that is across
[27:25]
from a driveway.
[27:26]
>> It is. It It will be the other one.
[27:30]
>> Well, it's not your driveway.
[27:32]
>> No.
[27:32]
Whose driveway we talking about?
[27:35]
>> The Yeah. Yeah. Um,
[27:37]
>> red brick house
[27:39]
>> right next door to
[27:42]
the
[27:43]
>> Okay.
[27:44]
>> It used to be Ronnie. Okay.
[27:46]
>> Was there um
[27:48]
>> yeah, I I see I know what you mean.
[27:52]
>> I would do that.
[27:53]
>> I think one thing that's going to help a
[27:56]
little bit is that the traffic's going
[27:57]
to always be coming out, so no one's
[27:59]
going to be backing out of that spot.
[28:00]
So, that's
[28:01]
>> that was good. Um the other exit, the
[28:05]
other option where the exit was a little
[28:07]
bit further down,
[28:09]
>> it's still kind of it it
[28:13]
it's not I don't know. It it it was
[28:16]
still sort of in front of their
[28:18]
driveway, but um
[28:21]
>> um
[28:23]
I don't I can't speak for her. I mean, I
[28:26]
talked with her, but I don't want to say
[28:28]
I don't want to speak for her.
[28:31]
>> You know, but
[28:33]
>> I'm sorry.
[28:34]
>> Are they aware of this?
[28:36]
>> I haven't shown her this particular
[28:38]
drawing yet, but um
[28:40]
>> you Yeah, you just saw it, right?
[28:41]
>> We just got it today.
[28:42]
Yeah.
[28:43]
>> Yeah. Right. Um
[28:46]
>> but but this was the exit I believe on
[28:48]
option A original. So it's not like this
[28:52]
is a new position
[28:53]
>> been an option that we've been looking
[28:54]
at
[28:54]
>> for why right
[28:56]
>> the whole time.
[28:56]
Yeah.
[28:59]
>> I think it's a great compromise. I I
[29:01]
think
[29:02]
>> Yeah.
[29:02]
>> It's Jim you have to
[29:04]
>> there's plenty of room as well.
[29:08]
>> Plenty of room to turn. Yeah.
[29:09]
>> Any other discussion? Any other points
[29:11]
you want to make?
[29:11]
>> Turn out. Well done. That'll be good.
[29:14]
>> Motion to accept the report.
[29:15]
>> Yes.
[29:16]
>> Second.
[29:18]
Mr. Hair.
[29:19]
>> Hi,
[29:19]
>> Brown Knight.
[29:20]
>> Hi,
[29:20]
>> Dr. Lewis.
[29:21]
>> Hi,
[29:21]
>> Mrs. Stock. Hi,
[29:22]
>> Mr. Van Stone.
[29:23]
>> Hi,
[29:23]
>> Mrs. Wells.
[29:24]
>> Hi.
[29:25]
>> All right.
[29:28]
>> So, we'll be right off to the bids,
[29:30]
right?
[29:31]
>> That's I'll be bugging Chris tomorrow.
[29:36]
» Pass that down to Laya to sign, please.
[29:41]
» Fine.
[29:46]
Bob, sorry. The uh here are the minutes
[29:49]
of the finance committee. The finance
[29:51]
committee met on August 19th, 2026 at
[29:55]
10:02 p.m. In attendance were committee
[29:58]
chairperson Bob Van Stone, committee
[30:01]
members Dr. Marcy Lewis and Alicia
[30:03]
Stock, Mayor Bill Brown, Joanie Vanpelt,
[30:07]
and Carrie uh No,
[30:10]
>> no, novice, I think.
[30:12]
>> Novice. Okay. Uh client executive for
[30:15]
highlight administrative service, which
[30:18]
administers the Ohio plan for the
[30:21]
village. The only item on the agenda was
[30:24]
re review of the village insurance
[30:26]
policy for 2026 into 2027 from the Ohio
[30:32]
plan. The premium for 2025
[30:35]
was $47,38.
[30:38]
The premium for 2026 will be 54,393,
[30:44]
a 15% increase. While the number of
[30:48]
vehicles and vehicle replacement cost
[30:51]
have increased a significant cause the
[30:54]
increase was the loss as a potential
[30:56]
losses over the previous four years. The
[31:00]
committee voted to recommend the council
[31:02]
approve the Ohio plan policy for 2026.
[31:06]
The Ohio plan has provided excellent
[31:09]
service to village. However, it was
[31:11]
recommended the committee review
[31:13]
insurance plans from other companies in
[31:16]
April of 2027
[31:18]
prior to the uh 2027
[31:22]
uh bid uh cycle.
[31:26]
Meeting was adjourned at 1:43 p.m.
[31:28]
respectfully submitted. Bob Van Stone,
[31:30]
Alicia Stock, and Dr. Marcy Lewis.
[31:34]
>> All right, heard the report. Uh any
[31:36]
questions, comments?
[31:38]
very briefly and if this is not a brief
[31:40]
question we don't need to deal with it
[31:41]
with the what are the losses and
[31:44]
potential losses of the previous four
[31:46]
years
[31:48]
>> um
[31:49]
>> we can discuss that
[31:51]
>> I think we can get that from Carrie
[31:53]
>> right we've I mean there's been some
[31:56]
auto um fender bender type stuff some
[31:59]
type stuff that
[32:01]
>> gotcha thank you
[32:02]
>> okay
[32:02]
>> thank you the big what I needed
[32:05]
>> I mean as far as the big cost I thought
[32:06]
there was some kind of litigation that
[32:09]
we haven't
[32:09]
>> potentially potentially. Yes. I'm not
[32:12]
really sure we should discussing that,
[32:13]
but
[32:14]
>> that would be good to talk get it'd be
[32:16]
good for council in my opinion to be
[32:17]
informed about that sometime in an
[32:19]
executive session.
[32:22]
>> Thank you. Sorry, I didn't mean to poke
[32:24]
the big
[32:24]
>> No, no, no, no. Perfectly legitimate
[32:26]
question.
[32:27]
>> Uh, anything else?
[32:29]
>> Motion to approve the
[32:32]
>> roll.
[32:33]
>> I really like your role.
[32:34]
>> Second.
[32:35]
Mr.
[32:36]
>> Hi,
[32:37]
>> Mrs. Mr. Brown Knight.
[32:38]
>> Hi, [clears throat]
[32:38]
>> Dr. Lewis.
[32:39]
>> Hi,
[32:39]
>> Mrs. Stock.
[32:40]
>> Hi,
[32:41]
>> Mr. Van Stone.
[32:42]
>> Hi,
[32:42]
>> and Mrs. Wells.
[32:43]
>> Hi.
[32:45]
>> All right. Looks like we just bought
[32:46]
some insurance
[32:49]
>> if we pass it.
[32:51]
>> Yeah.
[32:52]
>> Do we know when that becomes effective?
[32:54]
When? Is that the beginning of
[32:57]
>> is that October of this year?
[32:58]
>> I think there there's a fiscal year. I
[32:59]
think it's October,
[33:00]
>> but we had to have it approved by the
[33:03]
28th of August.
[33:05]
>> Okay. So, I think it is That's the
[33:07]
reason we're on an emergency for the
[33:10]
legislation.
[33:10]
>> Okay.
[33:11]
>> Yeah.
[33:12]
>> Um looks like we only have one thing in
[33:13]
miscellaneous here and that would be
[33:14]
village offices will be closed in
[33:16]
observance of Labor Day, Monday,
[33:19]
September the 7th.
[33:20]
>> Gosh, how did that happen? So
[33:22]
>> I'll mark it down.
[33:25]
>> Resolutions. Are we quite ready?
[33:27]
>> We are quite ready. All right. to amend
[33:30]
resolution R1720
[33:32]
to establish court costs as authorized
[33:34]
by section 33.05
[33:37]
of the code of ordinances of the village
[33:39]
of Marrymont.
[33:40]
>> Okay, that's the third reading. We've
[33:43]
already had discussion. A motion and a
[33:45]
second to adopt.
[33:46]
>> So moved.
[33:47]
>> Second.
[33:48]
>> Mr. Hi,
[33:49]
>> Mrs. Brown. Hi,
[33:50]
>> Dr. Lewis. Hi,
[33:51]
>> Mrs. Stock. Hi,
[33:52]
>> Mr. Van Stone. Hi,
[33:53]
>> and Mrs. Wells.
[33:54]
>> Hi.
[33:55]
>> All right.
[33:57]
>> Okay. resolution authorizing application
[34:00]
and working with the Ohio Public Works
[34:02]
Commission.
[34:04]
>> Okay, this is the second reading if
[34:06]
there's any questions.
[34:09]
>> This is just so Chris can apply for
[34:11]
grants, right?
[34:12]
>> Believe so.
[34:13]
>> Okay.
[34:14]
>> All right. Third reading next time.
[34:17]
>> All right. To appoint Jim Kelly as a
[34:20]
member of the parks advisory board for
[34:22]
calendar years 2026 and 2027.
[34:26]
>> This is first reading. Um, in fact, I
[34:28]
spoke with Mr. Kelly on the phone the
[34:29]
other day. I think he's going to be a
[34:30]
good addition. Um, we'll have the second
[34:32]
reading the next time, and I I did
[34:34]
explain to him that he can go ahead and

[36:22]
>> Okay, I think we're good with that. And
[36:24]
it looks like uh just one ordinance,
[36:26]
huh?
[36:28]
>> Yes.
[36:29]
>> To supplement ordinance number 0126,
[36:33]
annual appropriation ordinance.
[36:36]
>> Okay, looks like the third reading. Um

motion and a second to adopt.

[36:48]
>> Hi.
[36:49]
>> All right.
[36:51]
>> Hey, guys. How about that?
[36:54]
>> Oh my goodness.
[36:55]
>> I have one minor.
[36:58]
>> Here we go.
[37:01]
>> All right.
[37:02]
>> Easy.
[37:02]
>> I just I just wanted to let council
[37:04]
know. Um, and some of you probably
[37:06]
already do know this, but our new pool
[37:09]
manager is doing very well. He's super
[37:12]
conscientious. everything's going well
[37:13]
at the pool. You know, there's always a
[37:15]
little something here or there, but
[37:16]
everything's going very well. And um but
[37:18]
he goes back to school on after Thursday
[37:21]
and and Labor Day is the latest that it
[37:24]
can be. So, we're open all the way until
[37:25]
September 6th. And um so, um Bill, our
[37:30]
manager, has assistant managers lined
[37:32]
up. These are all high school kids that
[37:34]
are going to be down there managing the
[37:35]
pool. and our pool commission um has
[37:39]
lined up a schedule to have either
[37:41]
someone from the pool commission or
[37:43]
another adult who's very familiar with
[37:45]
the pool, long longtime members checking
[37:47]
in at once or twice every single day
[37:50]
with the assistant managers, making sure
[37:52]
everything is good. I'm going to
[37:53]
personally go down there and check as
[37:55]
far as the mechanical and the water
[37:57]
chemistry and all that stuff because
[37:58]
they're new that's new to them. So,
[38:00]
everything's going well. But I just
[38:02]
wanted council to be aware of what our
[38:04]
plan is. I see. I have no concerns
[38:07]
whatsoever, but I just don't want to be
[38:09]
out there just doing stuff like I do
[38:11]
sometimes. [laughter]
[38:13]
>> We'll make sure they have my number,
[38:14]
too. I live right there if I need to pop
[38:16]
down. That is not a
[38:17]
>> Yeah. Not
[38:18]
>> Alicia's going to help with the snack
[38:19]
check, too.
[38:21]
>> And then opening night for the theater.
[38:24]
>> Fine.
[38:25]
>> August. So, go online, get your tickets.
[38:28]
>> It'll be great. A lot of preparations
[38:30]
being made for the grand the grand
[38:33]
reopening
[38:33]
>> September 16th. September Wednesday,
[38:36]
September the 16th. Yeah. A lot lot
[38:38]
going on. Expect a lot of people.
[38:40]
>> So exciting.
[38:41]
>> Yeah. Very gonna be very exciting stuff.
[38:43]
>> Yeah, it is so exciting.
[38:44]
>> Yeah. Yeah.
[38:45]
>> All right.
[38:46]
>> Thank you. [clears throat]
[38:47]
>> We're journ.
[38:48]
>> Wow. What do I do now?
[38:51]
>> Yeah. [laughter] Is this something that
[38:53]
I'm supposed to
[38:54]
>> I have no idea.
