I have proof of publication and title notice of public hearing of the agency board of the
[18:17]
marion county community redevelopment agency to adopt the silver springs community
[18:20]
redevelopment area cra fiscal year 2026 2027 budget published on the publicly accessible
[18:25]
wbsite marion flory legal notices on august 28th, 2026. Thank you.

>> good afternoon. Um again this is our area meeting for september 1st and
[18:37]
it will include the public hearing to consider the budget for the coming fiscal year.
[18:40]
uh, we have four items that are scheduled. Um, and then our notation
[18:44]
regarding some new business that we want to touch base with you on for some direction.
[18:47]
um, for our first item um, I will actually be minutes from the prior meetings.
[18:52]
uh, we have december, february ,april and june. Again we do meet every other
[18:56]
month typically. This is the month that is a slight shift from august to
[19:00]
september to account for the budget consideration process that does need to occur in
[19:03]
september. I need a motion for the minutes.

one is the public hearing for the budget. Then the next item was the
[19:18]
consideration for the sheriff detail agreement just for reference.
[19:20]
then our next item would be consideration of the silver spring series goals and
[19:24]
objectives and then a request for a modification to the silver springs grant for facade
[19:29]
and building improvements related to the event warehouse building.
[19:32]
um and then again we have that new business notation. Um our first item is the public
[19:36]
hearing for the silver springs community to read mount trust budget for 2627.
[19:40]
um we do have our june 1st estimate that did come in. Um, what we had approximating
[19:46]
from that estimate was $519,000 for this year. Um, however, through the clerk
[19:51]
of the ourts offices they have noted to propose for 83 as we don't know what the outcome of
[19:55]
the different religious and so on to relate to and this is what we did have for last year
[20:01]
for instance. Um and the final property values have not come out yet
[20:05]
from the property appraiser's office because they come out this month for instance.
[20:09]
what we do have provided for um our professional services related again to the sheriff's
[20:14]
office agreement. Um we are looking to do the design requirements for the
[20:18]
pedestrian safety improvements for silver springs boulevard which are in our master plan
[20:21]
and also do preliminary work related to the gateway entrances that we are looking
[20:26]
at. Um, so that we can have preliminary coordination with
[20:29]
probably like either the engineering offices and or the convention and visitors bureau
[20:33]
because we will need to maintain for long term maintenance of those facilities
[20:37]
once they're completed. And then also we have a question that has come up in
[20:42]
relation to this properties that are inside this area that the county acquired transfer.
[20:46]
turning them over to this area for formerly. Um then they would come
[20:50]
underneath this area and we would need to address certain um and so what we're looking at
[20:56]
is we're currently coordinating getting that finalized and propped up.
[20:59]
but ome of the primary items are things like insurance general repairs and maintenance
[21:04]
um for the buildings and grounds and then potential capital improvements for things
[21:07]
that maybe you may want to do to kind of update the buildings a little bit.
[21:11]
for instance, for the one the key west building. Um and so in relation to that
[21:16]
budget will we have provided for from our prior iterations that earlier this year noting
[21:20]
insurance premiums and repair and maintenance costs. Um and then also capital
[21:25]
improvement and upkeep um for that facility uh that for instance might be maybe adding
[21:29]
some fencing that might be decorative for to the site to help control access to the
[21:33]
property and at that point that is what staff's recommendation is for the coming fiscal year.

consideration for the sheriff special detail agreement for the coming fiscal year.

um, they have not raised the rates for the coming fiscal year.

um, our next item is something which is somewhat new. Uh, a change o the state
[22:38]
provisions for state statutes regarding what are called special districts, which
[22:41]
applies to almost all special districts. They are required to establish
[22:45]
a set of goals and objectives that include performance measures and standards.
[22:49]
so the cra as a special district must also adopt that um component as well.
[22:54]
um we look at it as a reflection of our sciarra plan which now has the two component
[22:58]
parts that we approved earlier this year. Um, and so we've laid out some
[23:02]
items that we were proposing for it. Um, which are the primary goals
[23:06]
being community outreach with a series of objectives. Then in the attachment
[23:09]
materials we have the performance measures and standards.
[23:12]
um and then the other proposed goals are improvement programs and then capital projects.
[23:16]
um and that would relate to the pedestrian improvements gateway activity and then also the
[23:22]
re-use of the properties that we anticipate being transferred t the cra.
[23:25]
so staff is recommending approval of those to you. And then the idea is at the end
[23:30]
of the fiscal year there would be a report on how ven conducted our operations in
[23:35]
regard to those goals and objectives. For approval.

for your information. Um, and our final item is a request for a modification to
[23:55]
an awarded facade and building improvement grant that we did earlier this year.
[23:59]
um, and in july and june, um the applicant has requested some an increase in that funds
[24:04]
as they've identified some additional um hvac work that they're looking to have
[24:08]
completed in the building and it is um older building I will say um that's been there so it
[24:13]
looks like t is due for those kinds of work historic. Um and so just for bearings
[24:20]
it's the event warehouse that lies next to the former hotel site that is currently county
[24:24]
property that we're looking to switch over. Um, and then across from the
[24:27]
holiday inn express and then the future head springs hotel which is located down here.
[24:32]
and then so the applicant provided for the revised grant information.
[24:35]
um and we do support that revision and it relates back to you submit a cost for a
[24:40]
painting electrical roof installation and then of course the larger one is the hvac
[24:43]
replacement. Um so overall the grant increased to an overall amount
[24:48]
of 58 or the overall cost increased to 58 2060. So the rant amount increase
[24:53]
would e 28 650. The overall total would be about $71,000 that would be
[24:59]
involved in the costs that are. Being incurred. And just for reference this is
[25:04]
a comparison of the original costs, the revised costs and how that would play out there.
[25:10]
so staff is recommending approval for this revision and modification to that grant.
[25:15]
which was any questions for staff. And the applicant is here for
[25:19]

like to touch base with you all. All right.

[25:41]
property to the sierra uh, for the hotel next door, miss thompson has reached out to us
[25:45]
asking about potentially having prking take place on that location for her site.
[25:50]
um, she's thinking overflows maybe on a weekend or something of that nature.
[25:54]
from a staff level we think it would be a reasonable interim use of that property.
[25:58]
um, but we need to work through our property management operations and risk management
[26:02]
operations and actually to formally complete that transfer through our system books to
[26:07]
show it be not bcc property but cra property that is umbrella under the bcc.
[26:12]
so we would be looking to bring that forward back to you again likely with our october meeting
[26:17]
that is currently scheduled already in your annual. Meeting and we wanted to find
[26:21]
out if you have any questions concerns issues and if you're agreeing that we can go ahead
[26:26]
discussions. Ith those- I mean that's fine. I think it just needs to be
[26:30]
done on a on an event basis. So all. Right I mean I don't know is we
[26:39]
don't I mean I need to make sure that that calculation whatever the future goes that
[26:42]
because we want to develop that site differently right.
[26:45]
>> and that's something that we. Would contemplate.

as we discuss it. Right.
[26:48]
>> so so the part of the problem is we need to make sure that whatever they do on that
[26:52]
facility in the future can hold the parking and have the parking r have joint parking
[26:56]
if we develop it a certain way. So I you know, as long as we make sure it's temporary.

it? I mean, I know we have a goal for it, but that could take a I

think a very long time to get to that goal. So in the meantime, if we

can help a local business that's great. But we do need to make sure

that it that it is temporary. All right.

and we'll bring back that paperwork because we anticipate with the beginning of the

fiscal ear that's where we we would look to try to accomplish that formal conveyance out of
[27:33]
the board of county commissioners to the sierra. Yeah, for the property itself.

I'll I'll be happy to make that key west building look better again.

I know we wanted to put some of that stuff back and make it look nice again.
[27:43]
so and that would be something that we can evaluate as we go. And for the key building
[27:51]
basically that whole ront thing got destroyed in the storm years ago.
[27:54]
so it'd be great to have that back and have it looking decent.
[27:56]
and for the key west building commissioner we do have a proposal for lease so we are
[28:01]
looking at that and evaluating and bringing to the board. That the one that I.
[28:05]
what we should still be. With some.
[28:09]
>> them we're still going to bring the can as far as the construction.

we're still going to bring that back into some kind of compliance.
[28:14]
right. They are proposing some uh changes to um some that yeah
[28:20]
modification or improvement to the building. I understand that but I didn't
[28:24]
like if it was from the past piece. I mean we'll let the board.

decide where we want to do, but I still think I should go back to that rot on your feature
[28:32]
that it had. But eventually if we want to keep that building we may.

I mean it's a good it's a good county parcel though just for access or for whatever they do

silver springs boulevard. So, uh, the property is still the event warehouse, but we do
[29:25]
business as now as silver springs vintage warehouse and I just wanted to address the
[29:29]
board and thank you so much for your support to be able to make these modifications.
[29:34]
and we've gone way over budget. I mean why buy two air conditioners when you can buy
[29:39]
three? Um and yeah, one happened as an emergency last week.
[29:44]
we had no choice but the ther two we're going to do at the end of this month now that we
[29:48]
have your assistance. I just wanted to reiterate t is not just us.
[29:52]
it's in the past. You know, it was the bridal store and the rental store and
[29:55]
we didn't have a whole lot of traffic and stuff like that. Now we have 82 different areas
[30:00]
in our store and we have 62 different vendors. We did a soft friends and
[30:06]
family opening on sunday. We had over 300 people. We had cars everywhere.
[30:11]
um so arking definitely is an issue but it's really the safety of the entrance and I
[30:16]
know it's not anything that this board did or this county did this but my building was
[30:20]
there before highway 40 was there for lane and came up to my doorstep and it's is really
[30:27]
a hazard of entering and exiting the building, especially now that we're
[30:32]
having so much traffic. We officially open tomorrow but we have noticed that that be an
[30:37]
issue so that is why I have asked for our um you know, to see what we can what we can do
[30:43]
if we can lease part of it um, even if we can what I'm hoping is that the old motel site next
[30:51]
door to be able to have an entrance and to my back and I understand the I want the
[30:58]
development of the area as well and to bring in another business ver there it's going
[31:02]
to benefit all of us and silver springs is going to benefit our business and and others much
[31:08]
more than um you know, just the the rv park being having heir residents park out there and
[31:16]
which I have no problem sharing that either. But it is it is more than just
[31:20]
parking. It is really a safety hazard now with the amount of traffic
[31:24]
that's going in and out. So I just wanted to point that out but mainly wanted to thank
[31:29]
the board for your support. You've lways been supportive of my business and my building
[31:34]
there and I just really appreciate, you know, this new venture and again having the
[31:39]
county behind us. Thank you.

nothing crazy ut just just in front of that like rv section. So the first thing you see with

our you know, that piece of property is not the rvs in the back.

you know, that would be just to dress it up a little bit. I mean I know the whole purpose
[32:09]
of the cra is to try to enhance the look and feel of the entire thing and I think because I
[32:15]
don't we're not going to have a building there for a while, you know probably or anything like
[32:19]
that but but at least a small little something you know, uh when we move that over to the
[32:26]
cra would help us enhance that and then do we have a plan to put, you know, at least some
[32:31]
future signage on that property, some you know, can we start there with
[32:36]
something? Um. I can ask for signage
[32:39]
regarding. Just the area in general or you know I know we had a plan right
[32:44]
for what the what the sidewalks would look like eventually what the plantings would look you
[32:49]
know what I mean and. Can we start with that piece of property in any small little
[32:53]
ways? Um, I don't see that site being a gateway sign for instance.
[32:57]
um, we are looking at those locations um. But if if maybe we're talking
[33:03]
like a wayfinding style thing we might be able to do something of that nature we'll
[33:07]
have to. >> like my only point was and

I'm thinking out loud and I apologize. Um, but my only point is is
[33:13]
like I would love for there to be somewhere to almost put on display with the new signage
[33:18]
kind of elements that we're trying to do would look like. Right.

so it kind of then gives the other folks examples of you know, maybe what the future
[33:26]
could continue to look like. I don't know. We can look at some options and
[33:29]
bring you some ideas. Mostly the landscape in the back would be perfect right if.
[33:34]
you guys after that we can. And we can do that next. Just for clarification you're
[33:39]
looking at the back side of the property are. Joining the rv.

>> like along that rv park right because that v park I mean it's fine but it looks
[33:47]
like our rv's back there you know and so if we could do a little beautification awesome.

and when you're looking at um the parking have them look it too because it sounds like
[33:57]
probably what you need to have happen there are some cross access so you could probably
[34:02]
plan that drive an entrance as was working.

discussions that we were looking at a while back. Trying to figure out how to
