[13:05] and chair of its statutory public meetings
[13:08] I want to extend a warm welcome on a beautiful
[13:10] June evening to those that are joining us my colleagues
[13:14] and I know you're giving up of your time this
[13:16] evening and we appreciated as to the applicants and staff
[13:20] from the city of Markham
[13:22] under the authority of bill one ninety seven and the
[13:25] city's procedural by law and in consideration of the advice
[13:29] of public health authorities this meeting is being conducted electronically
[13:34] before we begin the development services public meeting there are
[13:37] a few housekeeping matters that I need to address
[13:41] this is a statutory public meeting being held pursuant to
[13:45] the planning act with respect to the two items before
[13:48] us tonight
[13:50] the purpose of this meeting is to receive feedback from
[13:52] members of the public on the proposals submitted
[13:56] no decision has been made on these applications any final
[13:59] decision will not be made tonight
[14:03] please note that a person or public body must make
[14:06] an oral or written submissions to the City before a
[14:09] decision is made if they wish to have status in
[14:12] the event that the application is appealed to the local
[14:15] planning appeal tribunal or L. Pat
[14:19] I think members of committee of enough experience working with
[14:22] this format and with me is there chair

[20:33] a senior planner with the city's planning and urban design
[20:35] department and the purpose of Plains public meeting is to
[20:38] discuss application submitted by wings Canada ink One official plan
[20:42] and zoning bylaw amendment to prevent an automotive service building
[20:45] and body shop development at two five towards the road
[20:49] we note that there's also a concurrent site plan application
[20:52] under review for this proposal as well let's begin with
[20:55] the area context

[21:05] subject lands as outlined in red
[21:07] approximately two point zero nine hectares in size are located
[21:12] on the west west of the intersection of Torbay road
[21:14] and Victoria Park Avenue missling illness to five Tory rode
[21:18] subject lands came in existing one story ... multi unit
[21:23] industrial mixed use office warehouse building with an FSA of
[21:27] with the G. a fair cross for area of eight
[21:29] thousand seven hundred eighty two square meters
[21:32] surrounding land uses include to the north toward the road
[21:34] and industrial uses to the east industrial uses as well
[21:39] as Norodom calling or through a dealership the future wins
[21:44] ... Office nexus three dollar dealership parking area
[21:49] to the south don mills channel watercourse along with commercial
[21:54] office uses an existing dealership of Donnelly north Lexus
[22:00] and to the to the what ... to the ...
[22:03] to the status of west it is office uses gas
[22:07] station parking lots an existing commercial and office uses as
[22:12] well including Woodbine Avenue and Steeles Avenue to the south
[22:17] moving on to the current proposal
[22:20] the owner proposes to demolish half of the west portion
[22:24] of the existing commercial building on the subject lands to
[22:27] construct two story automotive service building and body shop development
[22:32] with a gross floor area of three thousand three hundred
[22:35] thirty three square meters
[22:37] this will include thirty one vehicular parking stalls for automotive
[22:41] repair and servicing the parts department office storage and berries
[22:45] employee ploy amenities they're also hundred ninety six surface parking
[22:49] spaces proposed on site
[22:52] the owner proposes vehicular access on the subject lands on
[22:55] to five toward the road as shown here
[22:58] and from the lands the salsa don valley north Lexus
[23:01] of thirty one twenty skills Avenue a shown here
[23:05] the proposed development would provide an additional service to other
[23:08] regions automotive sales and service facilities within this vicinity
[23:12] during this first submission review the owner requested to change
[23:16] their current proposed current development tools will submission for automotive
[23:20] service building used by adding and body shop development use
[23:24] on the subject the site as well as we'd like
[23:26] to know further details on the proposals was contemplated updates
[23:31] will be provided in the applicant's presentational
[23:34] moving on to the political planning policies and application requirements
[23:40] the subject lands are designated employment area and green way
[23:43] in the twenty fourteen official plan general employment permits maximum
[23:47] heights of two stories to common industrial warehousing activities at
[23:50] work such free office space automotive services ... uses are
[23:55] not permitted on general employment designations however body shop uses
[23:58] are permitted as a discretionary land use which requires a
[24:02] review of site specific development application our policies on the
[24:05] zoning approval to look at building conformity traffic impractical greenest
[24:10] meeting specific design designation policies land use compatibility impact mitigation
[24:15] measures and specific use provisions such as excess realtor display
[24:18] storage and sense of land use provisions of the owner's
[24:22] top submitted and Tricia planning them an application from at
[24:24] the proposed development
[24:26] within the green way designation or the dawn news channel
[24:30] so she'd flood plain any new development would require an
[24:33] appropriate set back from the environmental buffer which which will
[24:36] determine which will be determined consultation with cities natural heritage
[24:40] stop and your CA
[24:44] required zoning bylaw amendment of the subject lands under by
[24:47] law wanna wait eighty one as amended which sells the
[24:50] subject lands are M. or select industrial all the zoning
[24:54] category ...
[24:57] permits a range of industrial uses however does not permit
[25:01] the proposed development prohibits repair of ... of ... repair
[25:05] and servicing of the internal combustion engines and motor vehicles
[25:07] and some of the uses your submitted as owning bottle
[25:10] lemon application to permit the proposed development in this case
[25:15] in terms of outstanding I'd concerns of our items under
[25:19] review and next steps the following have been identified and
[25:22] have been updated to consider the added auto body use
[25:26] city stopper examining the proposal for matters including but not
[25:30] limited to discretionary land use policies including lands compatibility of
[25:35] Development compatibility with surrounding uses and including the TRC screenings
[25:39] all matters as identified before
[25:41] city staff are also assessing the application for site plan
[25:44] matters such as building interface compatibility design landscape design and
[25:48] vehicular put up industrial access matters
[25:53] other items and ... reviews under under other items under
[25:56] review next steps to continue all the city bus stop
[26:00] will examine transportation traffic influx of the city walls review
[26:05] technical studies submitted in support of the application and the
[26:08] next step in the planning process includes a consideration the
[26:11] recommendation report by development service committee and in the event
[26:15] of approval and adoption of the city's a specific official
[26:18] plan amendment and an act of the zoning bylaw by
[26:20] council the endorsement associated ... a contract and by council
[26:25] endorsement of the social a site plan application would follow
[26:28] ... this concludes my presentation researcher ... I believe Nicolette

[27:31] the site is accessed off of ... Torme road which
[27:34] is largely an industrial area and have some service commercial
[27:37] uses surrounding it
[27:40] the proposal is to demolish the western half of the
[27:43] building ... the devising line ... is left over there
[27:47] ... and construct motor vehicle sales absurd motor vehicle repair
[27:53] facility in body shop in its place in the new
[27:56] facility with thirty one base this gives you ... the
[28:02] floor plan showing the thirty one days on it the
[28:06] little ... instead area at the top is the ...
[28:08] mezzanine area which makes it a two story building there's
[28:11] some other minor ... tire repair parts the facilities are
[28:16] small collaboration area on the right
[28:19] ... and the the main change in terms of the
[28:23] body shop ... that came forward was with regards to
[28:27] ... Wayne's Canada has three or four dealerships in the
[28:30] area ... don valley north Lexus Don valley Toyota in
[28:34] the Hyundai dealership and they have a mobile I'll ...
[28:37] body shop repair ...
[28:40] company that goes from site to site and sometimes ends
[28:43] up outside so what they determine those that they will
[28:46] take some of these ... these days and make them
[28:48] specific body shop
[28:50] based
[28:54] these are the proposed elevations and that I just put
[28:57] them up there to show you that the building does
[28:59] look like ... I typical industrial building it's not a
[29:02] number of garage doors ... you know basically their cars
[29:06] will be shuttled in from one end of the building
[29:08] park and then come out on the other end of
[29:11] the basically the building itself looks like an industrial building
[29:14] would look in an area
[29:18] and I mentioned the other ... weeds properties in the
[29:20] area ... Donna Eleanor flexes stumbling or Toyota and then
[29:25] in read the ... future head office site ... which
[29:28] you're just getting ready to start construction on
[29:31] ... and they also on the Hyundai dealership on Woodbine
[29:34] just south of the floral seven so all of these
[29:36] facilities will shuttle vehicles already here the public will not
[29:40] come to this site they will continue to go to
[29:42] their ... original ... dealership and then ... the technicians
[29:47] will bring the cars over here for the surplus capacity
[29:50] it's gonna be created here through through this application
[29:55] so just to go through the discretionary policies in the
[29:58] official plan ... you can see that a discretionary uses
[30:02] permitted in the general employment area for me motor vehicle
[30:06] body shop and repair facility we're not proposing any outdoor
[30:10] storage ... so we have made the change to include
[30:14] the body shop along with that repair facility we believe
[30:17] an official plan releases longer necessary but certainly if ...
[30:22] if stop wanna approved or go ahead with no P.
[30:25] M. M. as well then ... we don't really think
[30:27] ... there's ... there's a need to anymore but ...
[30:32] it it certainly can go ahead as well we do
[30:35] one one or the other
[30:38] so ... as Dimitri mentioned ... winds has submitted a
[30:42] site plan application ... and we continue to work with
[30:44] staff on site plan related matters ... I do agree
[30:48] with Dimitri that there are a number of matters related
[30:50] to site plan to continue to to ... for us
[30:53] to work on
[30:54] ... again it's our submission that OP relief is no
[30:58] longer necessary and that the proposal is for permitted discretionary
[31:02] use in the official plan
[31:04] ... the site is internal to an employment area and
[31:07] in our view has no impact on the adjacent uses
[31:10] ... the traffic study that we submitted ... generally shows
[31:14] work we're actually removing square footage here so we don't
[31:17] think ... the P. traffic ... is actually lessened
[31:21] ... the proposed vehicle repair and body shop is located
[31:24] within a holding flows building I showed you the elevations
[31:27] which show the roll up doors only three roll up
[31:29] doors at the rear of the site so we're not
[31:33] looking at thirty at a different pace so I I
[31:36] do think ... Mr cheer through you to council members
[31:39] that this is a final P. as owning bylaw that
[31:41] can proceed directly to council I believe that the matters
[31:44] ... that need to be resolves ... through working with
[31:47] staff in terms of design and so on and so
[31:49] forth can certainly be done at the ...
[31:52] at the site plan process level and we're committed to
[31:55] continuing to do that ... I think Wayne's as a
[31:59] good corporate citizen in Markham ... has a lot of
[32:01] business going on here and certainly ... this would help
[32:03] expedite the application will be through the process of those

[39:29] the show nice property is approximately nine hectares in size
[39:34] which is about twenty two acres and it's located on
[39:37] the west side of Bayview Avenue
[39:40] the ladies golf club of Toronto is located immediately to
[39:44] the north
[39:45] to the south of the property is the Glenwood ...
[39:49] seniors facility
[39:51] and some low rise residential development
[39:56] a cross beat you Avenue to the east R. three
[40:00] high rise towers which are the landmark towers of Thornhill
[40:05] the fire station
[40:07] and the foreign health community center
[40:10] over to the west across the valley is Pomona mills
[40:14] park and some more low rise residential
[40:22] the subject lands contain several call cultural heritage resources
[40:28] including the McCollum the state house which forms part of
[40:32] the show based hospital itself a a a a gatehouse
[40:39] and stables adjacent to Bayview Avenue
[40:43] formal gardens
[40:45] stone gates and pillars and the gardener's cottage
[40:54] there are other active development applications in the area which
[40:58] includes as you well know the the tried out twelve
[41:02] and fourteen storey residential towers on a ... severed portion
[41:08] of the ladies golf club property
[41:11] which also includes a a public park
[41:15] our Glenwood over to the south is also proposing a
[41:20] ...
[41:21] I need story building on the existing surface parking lot
[41:25] and a statutory public meeting was held in may of
[41:29] twenty eighteen
[41:32] a cross Bayview Avenue is the timber K. temper creek
[41:35] proposal ... for approximately five hundred and seventy nine residential
[41:39] units it's a mixed use mid rise sorry ... high
[41:43] rise development that will also include a public park fronting
[41:47] onto John street staff anticipate that a public meeting will
[41:51] be held ... later in in the fall of of
[41:55] of this year
[41:58] in terms of the dish the proposal at seventy seven
[42:01] fifty Bayview Avenue
[42:05] the proposal is is for five residential towers ranging in
[42:10] height between twenty four and thirty five stories and twelve
[42:14] hundred eighty seven residential units ...
[42:18] the existing private hospital will continue to operate on the

[42:46] greenbelt plan
[42:48] and at the regional level the York region official plan
[42:53] the provincial policy policy statement provides policy direction to municipalities
[42:58] to facilitate efficient land use that supports strong healthy communities
[43:02] through the appropriate mix of residential
[43:05] institutional employment and recreational uses the growth plan provides a
[43:10] framework to manage growth by promoting developments of compact complete
[43:14] communities within the existing built up areas and a green
[43:17] top and green bell plan identifies natural heritage features for
[43:21] permanent protection while supporting conservation of forests watersheds recreation and
[43:27] trail connections
[43:29] the region's official plan designates the subject lands is urban
[43:32] area and this provides for a wide range of uses
[43:35] including residential commercial and institutional uses
[43:40] in terms of the twenty fourteen market Fisher plan the
[43:44] property is designated mixed use mid rise and greenway
[43:49] the mixed use mid rise designation provides for residential dwellings
[43:54] retail service will tell another commercial uses with a maximum
[43:58] building height eight stories
[44:00] the green way designation provides free to logical restoration activity
[44:04] conservation watershed management but erosion control trails and passive recreation
[44:10] uses
[44:12] the site is also subject to a site specific policies
[44:15] under the twenty fourteen official plan which are under appeal
[44:20] the purpose of the appeal relates to whether the site
[44:23] specific policies provide an appropriate policy framework
[44:27] to to guide potential redevelopment of the subject lands
[44:31] staff are hoping to resolve this matter through the current
[44:34] proposal
[44:35] so until the appeal is resolved the policies of the
[44:38] nineteen seven official plan remain in force
[44:43] under the nineteen eighty seven of financial plan the subject
[44:46] lands are designated institutional and hazard lands
[44:50] the institutional designation provides for community educational healthcare uses and
[44:55] hazard lands designation generally prohibits development provides for outdoor recreation
[45:00] conservation parks and pathway uses
[45:04] in addition there are there are site specific policies that
[45:07] the lands are subject to under the Thornhill secondary plan
[45:10] and these policies provide
[45:12] from a wide variety of uses including a private hospital
[45:16] a nursing home retirement housing and residential apartments up to
[45:20] a maximum of seven hundred twenty five units
[45:25] amendments to both the market official plan
[45:28] twenty fourteen and the current and I had the inforce
[45:31] nineteen eighty seven plan are required to permit the proposed
[45:34] development
[45:38] the site is zoned for institutional residential and open space
[45:41] uses under bylaw twenty to thirty seven
[45:44] which permits multiple dwelling units a hotel an accessory restaurant
[45:49] a nursing home
[45:51] and a private hospital
[45:55] the zoning permits a maximum seven hundred twenty five units
[45:58] and this includes dwelling units hotel suites nursing home beds
[46:02] and private hospital beds and also permits a maximum height
[46:05] of ten stories adjacent to Bayview Avenue
[46:10] the zoning is also subject to holding provisions and these
[46:14] provisions are to ensure that the policies and provisions of
[46:17] the Thornhill secondary plan with respect to phasing of Development
[46:21] are implemented in conjunction with servicing allocation the requirement for
[46:26] future studies of the traffic generation and associated impacts and
[46:32] the parkland demand from the development
[46:37] as owning bylaw amendment is also required to prevent the
[46:40] proposed development
[46:45] I dropped five subdivision was recently submitted to facilitate the
[46:50] future extension of royal orchard bill of Boulevard in a
[46:53] southerly direction to connect to the baby you
[46:58] green lane intersection
[47:04] to date staff have identified a number of matters to
[47:08] be addressed through the review of the subject applications and
[47:11] these include
[47:13] compatibility with the existing and planned surrounding surrounding land uses
[47:19] the appropriateness of the proposed building heights inside density
[47:23] the proposed form massing orientation and transitions to the existing
[47:27] residential areas
[47:30] opportunities to provide affordable housing seniors housing and willing units
[47:35] that can accommodate a family household size
[47:39] staff have requested the conceptual master plan for the entire
[47:42] site showing a full build out scenario from the western
[47:45] edge of the site to Bayview Avenue
[47:49] staff will also continue to work
[47:51] with the applicants to now on the review of the
[47:54] applicants transportation studies to determine the traffic impacts
[48:01] staff will also continue an analysis on whether there will
[48:05] be any impacts on the existing community and recreation facilities
[48:10] and staff as identified that the proposed concept plan does
[48:13] not it does not indicate any public park land dedication
[48:18] and staff will continue to work with the option to
[48:20] determine the appropriate medication requirements
[48:25] staff will also continue to review a heritage impact assessment
[48:29] of the historical and architectural features on the property
[48:35] in terms of next steps staff recommends that the record
[48:38] of tonight's public meeting be received that the application be
[48:42] referred back to staff for a recommendation report that addresses
[48:45] all of the comments received from the public members of
[48:48] council staff and external agencies
[48:52] and so that concludes my presentation as I said earlier

[50:23] so as recognition the site is located on the shortlist
[50:26] hospital our property and ... on fronting onto baby other
[50:32] is as part of this development and the extension of
[50:35] royal orchard Boulevard to the Greenlee and a Bayview intersection
[50:39] proposed as part of the plan of subdivision
[50:43] in the context as you can see we are proposing
[50:46] five ... ... Toler elements of it as part of
[50:50] three buildings on the site ... that surround the existing
[50:54] hospital including the heritage elements and those ... and as
[50:58] you'll see later on ... that's a good portion of
[51:01] the site is subject to a long term lease to
[51:03] shortlist possible so those lands are not going to be
[51:06] redeveloped in the near future ... as you can see
[51:11] the proposal located outside of the the green areas which
[51:17] represent the valley land offers and what we're
[51:21] as will be shown in the further slides there's a
[51:24] substantial amount of green space being remaining on the property
[51:28] as well looks like
[51:32] in terms of the development ... we are dealing with
[51:34] that the north walk the area in yellow ... this
[51:38] represents approximately
[51:41] thirty percent of the entire property about six point seven
[51:45] acres ... and we are looking at said extension of
[51:49] royal orchard Boulevard which splits of the site between the
[51:52] north walk in the cell block and the east bloc
[51:56] and so the north walk is what the applications are
[51:59] intended to deal with
[52:01] all within that block in NYC begin smart the design
[52:04] details but we are proposing a private road system that
[52:08] will continue through ... encircle in blue through and connect
[52:12] into the existing drive we are system the services shoulders
[52:17] and they're ready arrows at the bottom are the existing
[52:21] fire emergency access to the repair site
[52:26] with regards to the cell block as it mentioned it
[52:29] is remaining as part of a long term lease of
[52:33] so that area is not subject to any redevelopment at
[52:36] this time
[52:37] and you can see a purple area which is the
[52:40] identified heritage features which is the formal gardens associated with
[52:45] the original house on the property and we're working with
[52:48] staff with regards to the preservation of that and designation
[52:53] of that feature as well as other features on site
[52:56] ... through the process so that is an ongoing process
[52:59] that we're dealing with but the intent obviously is that
[53:02] the shoulder operations will remain a place where they are
[53:06] medium to long term at this point talk

[53:11] as I mentioned the yellow area the north block is
[53:15] approximately thirty percent of the site ... that's almost equivalent
[53:20] to what is being dedicated to the municipality through the
[53:23] development process in terms of the valley lands are associated
[53:27] with more the creek as well as the royal orchard
[53:32] road extension the long term leasehold lands represent thirty six
[53:36] percent and will stay largely in the current configuration of
[53:40] subject to some upgrades to to the ... formal gardens
[53:43] that are proposed and then the east what was left
[53:46] over that is subject to a number of different constraints
[53:49] and opportunities that will be explored through a future application
[53:53] in the future ... once were larger distance
[53:58] Ford and other road trips are undertaken
[54:03] so with that I'm gonna passed over to next to
[54:05] describe some of the details of this on the site
[54:08] and how we came up with the design that you
[54:11] see before you today thank you
[54:14] thank you David good evening everyone my name is Nichola
[54:17] cosatu principle of this ... WCMH architects and I will
[54:23] be presenting a few slides talking about the design of
[54:26] seventy seven fifty Bayview
[54:29] first I would like to discuss the key feature of
[54:31] the development which is to provide a public access through
[54:35] the site to the Pomona creek valley here ... this
[54:41] path starts at the royal orchard
[54:45] comes along the north edge of the site and then
[54:49] comes right down into the site past the formal gardens
[54:53] with a great view of the existing heritage hospital and
[54:58] comes around
[55:00] and goes right down into the valley away from any
[55:04] kind of traffic or ...
[55:07] the roadway that's actually going through the site
[55:14] this is a view looking at that walkway that goes
[55:17] through this multi use path that goes through the site
[55:22] and what we've done with the design of the residential
[55:25] towers is to place all of the very active amenities
[55:28] on the ground floor and on some of the higher
[55:31] terraces ... so that this pathway is animated and it's
[55:37] also well lit and safe for pedestrians to use to
[55:40] get down to the OP homeowner Creek Valley so we'd
[55:44] landed with landscape features and we've also animated it with
[55:48] the existing
[55:50] terrorists that the hospital currently enjoys looking on to that
[55:54] walkways we feel that this is a very
[55:57] pleasant environment for ... community members to actually pass through
[56:03] the site and go down and enjoy the Pomona Creek
[56:06] Valley
[56:08] as David mentioned we place the buildings on the yellow
[56:12] portion of the site that you saw and that's as
[56:15] far away as possible that we can get from the
[56:19] residential neighborhoods and you can see some of the dimensions
[56:22] here that we're talking about ... the closest dimensions to
[56:26] the southern neighborhood is about one hundred meters
[56:30] to the west the development is a hundred and fifty
[56:33] meters away from the western neighbourhood and into the southeast
[56:38] were two hundred and thirty meters away from the residence
[56:41] to the south
[56:43] and then were generally two hundred and twenty plus or
[56:47] minus meters away from a few happen you so we've
[56:51] concentrated our density into the middle of the site so
[56:55] that we can stay away from the residential neighborhoods and
[56:58] mitigate the impact we have on
[57:01] the highest building is in fact 30
[57:04] 4 story building here
[57:06] and then the buildings we get lower and lower as
[57:09] we go towards the south and west
[57:16] one of the strategies that we took here was to
[57:18] create tall and slender buildings as opposed to a lower
[57:22] and wider buildings lower and wider buildings cast bigger shadows
[57:26] than taller and slender buildings so we opted for that
[57:30] approach you can see clearly here the taller angular line
[57:35] is the forty five degree angular plane that cities will
[57:39] use to mitigate the shadowing impact and impact of the
[57:44] views from the residential neighborhood and we're well below those
[57:48] forty five degree angular planes were in the low thirties
[57:51] and high twenties but twenty I think ... twenty nine
[57:55] on the baby's side in thirty five thirty two thirty
[57:58] five on the on the residential sites were well below
[58:00] the anchor plane which means we're doing our utmost to
[58:03] keep the impact to the residential neighborhoods to a minimum
[58:10] the site plan itself up to take you through the
[58:13] site plan which
[58:14] the first thing we did is put a private drive
[58:17] around the perimeter of the site to capture all of
[58:21] the entrances to the three buildings that we are proposing
[58:25] so one of the entrances drop off areas is here
[58:29] just north looking over the golf course the other one
[58:33] is sort of in the
[58:35] F. middle of the site to drop off with these
[58:38] two buildings which collected those into one entrance and then
[58:41] finally the south tower as a drop off located here
[58:46] and that means that we can connect this to the
[58:48] existing south service drive that connects back to royal orchard
[58:52] so nice neat circular vehicular patterns which is in line
[58:56] by sidewalks will have provisions for cycling ... infrastructure as
[59:02] per the the standards
[59:06] the existing hospital as David save Russia remains for the
[59:09] foreseeable future and the five towers are located here here
[59:13] here here and in this location here you can clearly
[59:17] see the path that cuts through the site so that
[59:19] residents and the public can enjoy the existing out formal
[59:24] gardens of the hospital and we turn towards the south
[59:29] and west and come through this with this beautiful landscape
[59:33] that takes us out to the Pomona valley
[59:36] not only Creek Valley
[59:41] the buildings it is it's very early stages of the
[59:45] building but in this case here we've looked at stepping
[59:48] the top of the buildings to mitigate their impact and
[59:51] to create a very unique look for ... for the
[59:55] development on the skyline

[1:00:04] north east looking southwest

[1:06:14] of the Mona Valley steering committee whose interests include the
[1:06:17] proposed development and proposed subdivision to facilitate the extension overall
[1:06:22] orchard Boulevard the Pomona valley steering committee is made up
[1:06:26] of ward one residents our objectives are to educate and
[1:06:30] help organize local residents to express expressed concerns regarding the
[1:06:34] proposed development more than three hundred residents subscribe to our
[1:06:39] newsletter we are in the process of engaging a planning
[1:06:43] expert to work with us to and ensure residents voices
[1:06:47] are heard throughout the review process
[1:06:50] we have eight key concerns with the development as proposed
[1:06:54] the density is unsuitable for the low cation the design
[1:06:58] is not well integrated within the existing mature community mobility
[1:07:03] options at this location are inferior to those on young
[1:07:06] street traffic from the site will be even more of
[1:07:10] a nightmare the proposed development will damage the rich natural
[1:07:14] heritage of the site the cultural heritage aspects will be
[1:07:19] overwhelmed
[1:07:21] the uncertainty attached to the future phases is worrisome and
[1:07:25] there is a need to safeguard the future for the
[1:07:28] next generation
[1:07:30] liberty is proposed density of twelve hundred ninety seven units
[1:07:33] as unsuitable for this location design revisions are needed to
[1:07:38] reduce density move the tallest buildings to the part of
[1:07:41] the site along Bayview respect the green way areas and
[1:07:45] better integrate the overall design within the existing community it
[1:07:50] is disappointing to learn that liberty has not taken advantage
[1:07:53] of early negative feedback from residents to bring design changes
[1:07:57] to this public meeting
[1:08:02] this is the current entrance to the site as you
[1:08:04] can clearly see this is not young street the phase
[1:08:08] one development is set far back from Bayview there is
[1:08:11] no higher order transit in the area no go train
[1:08:15] no nearby subway station no bus rapid transit
[1:08:20] just leaving the site in the morning heart in rush
[1:08:23] hour is going to break gridlock in the site and
[1:08:26] air pollution for a long line of arguing vehicles will
[1:08:30] liberty is proposing a second way on and off the
[1:08:33] site with the subdivision plan for roll larger Boulevard good
[1:08:37] luck with getting into the line of cars making their
[1:08:39] way down roller chain to baby in the morning including
[1:08:43] all the cars leaving the new tried old buildings just
[1:08:45] north of here
[1:08:48] end of day gridlock can be expected on northbound Bayview
[1:08:51] as cars queue up to turn left onto the site
[1:08:54] further gridlock can be expected as westbound Karsten John street
[1:08:58] turned north on Bayview and attempt to cross two lanes
[1:09:02] to get to the left turn lane to access the
[1:09:04] site
[1:09:06] another aspect of how this design is unsuitable for the
[1:09:10] location is the proposed placement of the tallest thirty five
[1:09:13] storey building buried deep within the site why is this
[1:09:17] big building so far off Bayview Avenue away from the
[1:09:21] amenities Don this major north south corridor and while I
[1:09:25] locate the salt the second tallest building at thirty one
[1:09:28] storeys in the corner of the site furthest from Bayview
[1:09:33] the approved zoning requires that the tallest buildings be located
[1:09:37] along Bayview Avenue well this current zoning defines the tallest
[1:09:41] building set ten stories before even discussing suitable building heights
[1:09:46] let's at least start with locating the tallest buildings directly
[1:09:50] on the major corridor with immediate pedestrian and transit access
[1:09:56] the final aspect of unsuitability as shown on this slide
[1:10:01] the red cross hatched area shows the parts of the
[1:10:04] site that is currently designated as green way lands based
[1:10:08] on the two thousand and fourteen Markham official plan this
[1:10:12] designation is intended to protect national natural heritage including wildlife
[1:10:17] habitat a range of environmental uses are permitted
[1:10:23] liberty's proposal would put four of the five total towers
[1:10:26] in the green light designated area
[1:10:29] closely packed high density design that liberty has advanced could
[1:10:34] not be more at all odds with the planning intentions
[1:10:37] for this site
[1:10:39] opposed degree of intensification is completely unsuitable for the location
[1:10:43] on Bayview thank you

[1:11:32] the proposed development is four days community this is in
[1:11:36] view looking south west in many houses nearby are hard
[1:11:40] to see as the are completed talk by Bob
[1:11:44] it highlighted the Bayview they would court and the morning
[1:11:47] value houses at as D. are quite close to the
[1:11:51] southwest what top right in this picture you can see
[1:11:54] some taller buildings one that is over on young street
[1:11:58] young street has higher order transit as much more suitable
[1:12:03] for this degree of intensification compared to be accurate
[1:12:10] contacts with seventeen because ... ski for putting together this
[1:12:13] trox we can see the existing buildings are in great
[1:12:18] with the largest existing building being the fifteen storey landmark
[1:12:22] convenience and technical houses in presented by trying to brief
[1:12:26] you on the following the proposed zoning described development isn't
[1:12:30] do it talks going up to fifteen stories this is
[1:12:35] what a high rise building it is in this area
[1:12:39] fifteen story
[1:12:42] we'll try to development is twelve to fourteen stories so
[1:12:46] our existing development in program development and other applications are
[1:12:51] all these facts the maximum of fifteen stories you can
[1:12:55] see the proposed liberty developments in orange simply does not
[1:13:00] fix when measured in meters as opposed to storing it
[1:13:04] is three times the height of the land
[1:13:07] it is even harder and what that's the same developer
[1:13:12] builds over on Long Street
[1:13:14] more than the all
[1:13:18] you start looking west from Bayview is one of the

[1:13:30] several respects starting from the low rise residential to the
[1:13:34] south which is shown by the highlighted house in nondescript
[1:13:38] A. G. some property and this picture is in fact
[1:13:41] the Rivera Glenwood to try and residents which seems to
[1:13:44] be happening completely ignore
[1:13:48] you are older residents no matter this may not take
[1:13:51] maybe residential Karofsky hundred seventy people again on the seventy
[1:13:55] people live here long last and it should be treated
[1:13:59] as such that brings us to renounce will das hospital
[1:14:03] what would be the impact of construction all those in
[1:14:07] the office and ultimately tall buildings on the hospital and
[1:14:11] patient because this is where integrated very negative environment for
[1:14:15] the hospital it wouldn't be surprising if it's because the
[1:14:18] hospital determined at least at eight three so we need
[1:14:22] the same to future phases sooner rather than later the
[1:14:25] developer is using this analysis to claim we are creating
[1:14:31] an appropriate relationship to be discouraged mentions how it is
[1:14:37] in your ears
[1:14:41] the map on the right of this slide these outlining
[1:14:45] tremendous heights in the current zoning north is at the
[1:14:48] top would be view Avenue on the east right you
[1:14:52] can see that the plan is for only three stories
[1:14:56] on the western portion of the property but most of
[1:14:59] the fees more educated it's thirty five storey building being
[1:15:02] proposed is more than eleven times the three stories over
[1:15:06] and four times eight stones this is a drastic change
[1:15:11] in direction what was agreed to but Mr
[1:15:15] as noted by the previous speaker you can also see
[1:15:18] that the highlights increases as you move towards the average
[1:15:22] two eight and then ten stores this exhibits the sound
[1:15:27] planning principles of keeping the height close to the major
[1:15:30] corridor which will help to improve proximity shoe boxes and
[1:15:35] amenities it also allowance for more gradual transition from the
[1:15:39] houses and park on the west side of this
[1:15:42] to the proposed development not only ignores existing plan when
[1:15:47] you turn is completely on its head
[1:15:50] the proposed heights need to substantially reviews and strong positions
[1:15:56] need to be respectful of the strategy

[1:16:17] about eight for thirty three years
[1:16:20] I will be speaking about alternative mobility options and how
[1:16:24] they options on Bayview are far inferior to those on
[1:16:29] young street
[1:16:30] we all know that the quality of life depends on
[1:16:33] many factors one aspect of urban livability is how easy
[1:16:38] it is to
[1:16:40] to shop go to work and enjoy local services and
[1:16:45] amenities
[1:16:47] our moment by Kirk can be convenient there's also a
[1:16:50] strong interest in being able to walk cycle or take
[1:16:54] transit to avoid the hassles of traffic and parking
[1:17:00] an American company has developed an online tool called the
[1:17:04] walk score that gives information to help understand how livable
[1:17:09] and address may be
[1:17:11] it provides information including walkability and transit friendliness
[1:17:17] when you enter seven seven five zero Bayview Avenue you'll
[1:17:22] see the scores on the left
[1:17:25] they show that many errands require her
[1:17:28] there's a transit on Bayview but the relatively low score
[1:17:32] of thirty nine out of one hundred reflects a long
[1:17:36] interval of more than fifteen minutes between buses
[1:17:41] by comparison the liberty bell world on your own it's
[1:17:45] a walk score that just nearly double that of the
[1:17:48] baby of the site
[1:17:50] this is much more pedestrian friendly area given that most
[1:17:54] errands can be accomplished to walking to shops in and
[1:17:58] around the on the street
[1:18:00] the transit score for young street is more than double
[1:18:04] that of Bayview was an excellent rating this is because
[1:18:08] of a range of options including bus rapid transit correct
[1:18:13] of French subway station
[1:18:15] was no ready access to higher order transit in the
[1:18:19] John and Bayview area the next best option is to
[1:18:23] go to young street to access the future subway extension
[1:18:28] assuming the closest station will be a young and raw
[1:18:31] orchard it would take about a half an hour to
[1:18:34] walk there
[1:18:36] maybe on a beautiful spring day but not so appealing
[1:18:39] and winter
[1:18:41] SS Reid shoals Markham has a metric that is used
[1:18:45] to track the number of residents who live in areas
[1:18:49] with access to higher order transit
[1:18:52] this metric is based on an eight hundred meter or
[1:18:56] ten minute walk
[1:18:58] as you can see from the snapshot the walk to
[1:19:01] young and rural orchard is two point five Kelco longer
[1:19:05] sports three times the eight hundred meter distance which is
[1:19:10] seen as a reasonable access distance ... so what are
[1:19:15] the other mobility just mobility choices
[1:19:19] private shuttle option is proposed by liberty but this gets
[1:19:23] a yellow rating and a green yellow red rating scheme
[1:19:29] the issue with the private supershuttle is that there's no
[1:19:32] certainty as to whether the person proposed service will be
[1:19:36] maintained
[1:19:37] also there are no transparent judge standards for training safety
[1:19:43] cleanliness and even time in the house it all boils
[1:19:47] down to what the private operator and our climate ...
[1:19:50] client decide
[1:19:52] the private shuttle would have a high degree of uncertainty
[1:19:56] for the long term sustainability and dependability for future residents
[1:20:03] cycling has potential as a yellow rating shows but without
[1:20:07] bicycle lanes on Bayview there's a gap to access major
[1:20:11] north south routes
[1:20:14] change the rest for cyclists on roads such as baby
[1:20:17] rise significantly and the absence of bike lanes
[1:20:22] Karcher Anna's Chanos vehicles may factor in the future but
[1:20:27] right now there are no cursor share services such as
[1:20:30] comment out ... or zip her operating in Markham as
[1:20:35] a result this option is shown in red
[1:20:39] in conclusion allowing the major highrise development proposed by liberty
[1:20:45] without strong mobility options would be simply you're responsible
[1:20:52] please do not allow this misplaced and extreme development to
[1:20:56] proceed thank you Mr chairman

[1:21:14] husband and I have lived in Pomona valley for twenty
[1:21:17] seven years I want to demonstrate just talking full traffic
[1:21:21] already is in the John B. U. area and how
[1:21:24] will be even worse
[1:21:27] first though let's take a step back and ask why
[1:21:29] is track report
[1:21:31] we all know what they're looking for station and I
[1:21:33] will be getting to that soon but the other important
[1:21:35] issues as well emergency vehicles will be delayed I might
[1:21:39] not make it in time when seconds can make the
[1:21:41] difference between life and death is actually a fire station
[1:21:45] right at the intersection it's going to be used by
[1:21:47] this development it's frightening to think how their operations may
[1:21:50] be affected
[1:21:52] their studies to support what we intuitively know
[1:21:56] that more traffic means more accidents and of course increased
[1:21:59] traffic leads to more air pollution more noise pollution
[1:22:04] for those of you who are familiar with John of
[1:22:05] baby here's how it looks clearly this picture wasn't taken
[1:22:08] during rush hour because of it because it would be
[1:22:11] packed with cars
[1:22:13] now take a closer look at John street traveling eastbound
[1:22:15] at the red arrow
[1:22:17] there is a short span of about fifty meters to
[1:22:19] the writer east appear only at where we have three
[1:22:21] lanes as we approach the intersection but the street to
[1:22:24] the left or west of the ... was one way
[1:22:26] so during rush hour I did the through lane fax
[1:22:29] two words one lane blocking everyone's trying to act or
[1:22:32] the left hand turn lane backs up in everyone's trying
[1:22:35] to go straight through as well and one of those
[1:22:37] two things happens almost every afternoon rush hour
[1:22:41] so here we have a wider perspective John and B.
[1:22:43] he was in the top right now and we see
[1:22:45] a lot more of John street as well as hands
[1:22:47] and that
[1:22:48] during rush hour in the afternoon here's what happens to
[1:22:51] traffic in this otherwise three neighborhoods this is part of
[1:22:54] the for healthcare each district is down traffic backs up
[1:22:58] and up and up
[1:23:00] this used to work longer in life when you're looking
[1:23:03] along John street or the branch down Henderson
[1:23:07] so my husband and I are in this yellow car
[1:23:09] we're trying to get home from work we're so close
[1:23:11] media seven may minute walk away
[1:23:15] we're home free if we can get here which is
[1:23:16] the only way interests of division but we can't
[1:23:21] our understanding just can't get over the finish line because
[1:23:23] everyone ahead of us is trying to turn right onto
[1:23:26] John and they're playing chicken with the cars coming from
[1:23:28] the left and the four way stop is everyone wants
[1:23:31] to get into the next stage of the game
[1:23:34] but enough about me
[1:23:35] what about all the people who live on Henderson and
[1:23:37] John I can't get out of the driveway
[1:23:41] in terms of the Google have one of the cameras
[1:23:43] cameras that John Anderson during rush hour
[1:23:46] now that's in the afternoon rush hour mornings also bad
[1:23:49] but not as bad so what happens if the new
[1:23:52] development goes in
[1:23:54] well according to a reduced traffic study the morning will
[1:23:56] be even worse than the acting
[1:23:59] are you kidding me
[1:24:01] why would that happen based on the location of this
[1:24:03] development there actually aren't that many cars being added to
[1:24:06] this route now the traffic study mentioned signal calibration so
[1:24:09] I think that's what's happening is that they're giving more
[1:24:12] single time to north south traffic on beating and cutting
[1:24:16] signal time for good old is down John street
[1:24:20] and according to their study only the left turn from
[1:24:23] Gianna to B. he's problematic somehow your study shows that
[1:24:27] he's found through will be just fine which is impossible
[1:24:31] because of the left hand turn lane is backed up
[1:24:32] and so is the through line because we're all in
[1:24:35] the same lane
[1:24:37] and not just one place at the liberty study underestimates
[1:24:40] the impact additional traffic
[1:24:44] when we went to the traffic study we found a
[1:24:45] number of inconsistencies errors and overly aggressive assumptions it would
[1:24:49] understate the existing traffic situation and severely understate the future
[1:24:53] traffic situation I've listed a few them here I'm not
[1:24:56] gonna go through the money just a time and as
[1:24:58] we were you sure defining the staff other than to
[1:25:01] note that the missing no general growth in traffic last
[1:25:05] I heard Martin was brought
[1:25:08] there's no recognition of other developments in the area other
[1:25:10] than the relatively small one by trial nothing for Thornhill
[1:25:14] square redevelopment nothing to regular choosing young and even if
[1:25:18] there is a subway they're not gonna be taking it
[1:25:21] and many others will now be driving into the subway
[1:25:23] to drop off and pick up
[1:25:26] not to mention the link staff development north of this
[1:25:28] one again not all residents are gonna be taking transit
[1:25:32] and this is just a subset what a couple of
[1:25:34] non experts found
[1:25:37] despite all that you can still see in the study
[1:25:39] that traffic is bad I'm going to get worse so
[1:25:41] let me just finish this section with a quote from
[1:25:44] the traffic study in defending their position on not factoring
[1:25:47] in any general population growth they say
[1:25:50] well I am so long baby you have in your
[1:25:52] height and it is not anticipated but additional general quarter
[1:25:56] growth will occur due to the existing capacity issues and
[1:25:59] delays along the border well let me translate
[1:26:03] traffic is already show bad any general population growth will
[1:26:07] take the long way around this intersection and not actually
[1:26:11] seriously
[1:26:13] so everyone understands just how bad traffic already is
[1:26:18] but how can anyone possibly justify putting an immense hi

[1:26:53] reach natural heritage of the site and about how we
[1:26:57] scale up the proposed development it put the natural heritage
[1:27:00] at the risk
[1:27:02] given this property many people may not fully appreciated just
[1:27:08] how incredible this twenty two acre site it
[1:27:12] property lies within the eastern river watershed Jason to true
[1:27:17] whether courses there are extensive bylines and we'll do land
[1:27:21] and particularly on this site to sign to surveys more
[1:27:26] than ninety four types of the plant twenty eight species
[1:27:30] dubbed the breeding Barrett's and six hundred plus mature trees
[1:27:34] have been identified there are few other sites with the
[1:27:38] mark on that could that robo impressive the diversity of
[1:27:43] natural features and why not right on the site
[1:27:48] this is also remarkable in that it is the home
[1:27:52] two days three endangered and threatened species which are protected
[1:27:56] under I'm tired species at risk act so she needs
[1:28:02] to their diet to the observer living in Germany my
[1:28:05] colleague state tax the little brown myotis is an endanger
[1:28:10] back to speech heritage building on the east side of
[1:28:13] this site there noted as being potential bad habits and
[1:28:19] bad calls very recorded sure monitoring
[1:28:23] sorry days isn't it endangers our future species this is
[1:28:28] smaller you know I like fifties lives in the street
[1:28:32] and has been funded in up her done quicker
[1:28:38] reach national heritage features of the site being taking into
[1:28:43] consideration by the developer well not entirely what is troubling
[1:28:49] is that delivery take spirit have basically acknowledged activities that
[1:28:53] tremendous amount that is unknown about the natural heritage features
[1:28:58] of the site
[1:29:00] during expect observe on it only took the time to
[1:29:03] potentially significant about Atlanta and woodlands and potential fish habitat
[1:29:08] all of which are beyond the school environmental impact I
[1:29:13] suspect
[1:29:15] I think that's Donnelly's Lori done under impact on one
[1:29:20] unbelievably difficult to quantify but somehow they could endorse the
[1:29:25] proposed settlement which would puts the Turkey one twenty one
[1:29:29] eighteen the story building in very close proximity to significant
[1:29:34] environmentally sensitive areas
[1:29:38] the liberty engineering expert this state that
[1:29:42] area are converted to hard surface this
[1:29:47] I want to grow as more run of interest to
[1:29:51] what across experience with the Ontario ministry of environment consideration
[1:29:56] and park a grease that this is a major risk
[1:29:59] associated with the largest scale urban development
[1:30:05] and
[1:30:06] as significant news of the tree canopy the day two
[1:30:10] hundred fifty eight mature trees for more this goes against
[1:30:15] the direction of the city is taking as six to
[1:30:19] increase three a can opener from eighteen percent to two
[1:30:24] percent what
[1:30:26] he clearly state that preservation is a priority over the
[1:30:31] replacement and compensation cash compensation instead of the preservation does
[1:30:36] not help Markham achieve its can OP goal
[1:30:41] this is station on the left shows the extended up
[1:30:44] the proposed underground parking garage excavation to build this garage
[1:30:49] means the most of the existing vegetation will be removed
[1:30:55] in whatever during the space remains or mental and in
[1:30:58] mature trees are to be correct are ... substitute for
[1:31:04] the current mature trees and if they experience a deliberate
[1:31:08] you were going young development is any example it can
[1:31:12] be expected that mature trees very struggle to roll in
[1:31:17] the shallow selected by double occur
[1:31:20] as you can see the proposed development of real damage
[1:31:23] to natural heritage of the site thank you Mr chair

[1:31:39] alright as a twenty six year resident in history teacher
[1:31:42] in Markham I am concerned about the cultural heritage aspects
[1:31:46] of this project we would all agree that cultural heritage
[1:31:50] features are fragile and non renewable
[1:31:54] we would also all agree that we owe a duty
[1:31:56] to future generations to ensure that our shared history is
[1:31:59] protected
[1:32:01] the proposed development risks overwhelming the unique cultural heritage of
[1:32:05] the site
[1:32:07] Markham has four designated areas called heritage conservation districts one
[1:32:12] of these war torn hell as it is commonly called
[1:32:15] is shown on the slide it begins on young street
[1:32:18] and stretches east past Henderson robin
[1:32:22] this year in the area has a special character that
[1:32:24] is reflected in the workers talked region's architectural styles and
[1:32:28] streetscapes
[1:32:30] of course changes will occur in these districts in fact
[1:32:34] the purpose of the heritage designation is to guide changes
[1:32:38] so they contribute to the unique historical character
[1:32:42] construction in these areas is to be complimentary and respectful
[1:32:47] given that the proposed development is in very close proximity
[1:32:50] to the eastern edge of the district and given that
[1:32:53] the scale of this development works anything else in the
[1:32:55] area there is a very real risk of overwhelming to
[1:32:59] her church district
[1:33:02] the proposed development site is unique in that it contains
[1:33:05] a rear is state house on significant acreage right in
[1:33:09] the city join me in admiring what colour Steve house
[1:33:14] shown on the slide which is listed in Markham's register
[1:33:17] properties of cultural heritage built in nineteen thirty seven it
[1:33:21] is the largest and most sophisticated example of Georgian revival
[1:33:25] style and city
[1:33:27] it is a real cultural heritage treasure
[1:33:30] the house was originally built as a country estate hi
[1:33:32] Clement George McCullough who just like his home is an
[1:33:35] important figure in our region's history he ran a successful
[1:33:39] brokerage firm in Toronto and went on to buy the
[1:33:41] Toronto globe and the mailing them for any merged the
[1:33:45] two newspapers to form the globe and mail
[1:33:48] he was also part owner of the Toronto Maple Leafs
[1:33:50] any hired the same architects to build another architectural maple
[1:33:54] leaf gardens to design this home
[1:33:58] Markham has shown leadership when it comes to cultural heritage
[1:34:02] including being one of the first municipalities to establish a
[1:34:05] cultural heritage committee in nineteen seventy five
[1:34:09] Markham also was adopted guidelines related to developments in close
[1:34:12] proximity to cultural culturally significant structure
[1:34:16] these guidelines which cover shown on this slide require thought
[1:34:20] one new developments for respond to and respected Houston heritage
[1:34:25] building too at the height of any new buildings should
[1:34:28] transition within one story of the height of the heritage
[1:34:32] building and three but I heritage building should not be
[1:34:35] integrated with them higher density development it should exist as
[1:34:38] a significant an independent structure
[1:34:41] looking at the proposed development it is clear that these
[1:34:44] guidelines have not been applied I'm not the proposed treatment
[1:34:47] of the McCullough statehouse as a cultural heritage asset is
[1:34:51] one a fundamental disrespect I'm sorry but a pathway does
[1:34:56] not fix the problem
[1:34:59] the proposed development does not respect the cultural heritage of
[1:35:02] the color state house neither in height more proximity liberty
[1:35:08] proposes to build a thirty four story tower fourteen meters
[1:35:14] from what is arguably one of Martin's most in the
[1:35:17] store
[1:35:19] this is of great concern to all of us to
[1:35:20] appreciate and want to protect cultural heritage more community for
[1:35:24] future generations thank you so much for your time

[1:35:41] Herron I like many of other of our presenters this
[1:35:44] evening and my concern residents of Amona valley I live
[1:35:47] on Cedar forest court my wife Linda and I and
[1:35:51] our two grown children have been residents of this area
[1:35:54] for twenty two years
[1:35:56] as you've already seen the we have several concerns for
[1:35:59] phase one of the development those concerns just multiplied when
[1:36:03] we combined them with uncertainty of future phases
[1:36:08] future phases will cause even more traffic as you for
[1:36:12] natural and cultural heritage aspects will be further diminished there
[1:36:16] will be greater impact on schools community centers medical services
[1:36:20] and so on
[1:36:22] staff and council members should ask themselves if we knew
[1:36:26] what the future phases were going to look like what
[1:36:29] it change our view on the density of phase one
[1:36:34] the current zoning applies to the whole site well we
[1:36:38] don't know what the other future phases will look like
[1:36:41] the developers proposing to transfer the current zoning to the
[1:36:44] portion of the site being left for future phases
[1:36:48] current zoning for this site allows for seven hundred twenty
[1:36:51] five units after holding provisions have been satisfied
[1:36:56] but if all the developers going to do is keep
[1:36:58] the current zoning I don't understand why they are proposing
[1:37:02] so many changes to do it
[1:37:04] we know staff are aware of all of this so
[1:37:06] I won't spend too much time on it however I
[1:37:09] will give you just a couple of examples
[1:37:12] the maximum of seven hundred twenty five units under the
[1:37:14] current zoning in close the current eighty nine bed hospital
[1:37:19] with the proposed changes the hospital is in addition
[1:37:23] and effectively giving them another eighty nine units this is
[1:37:26] not a trivial change for comparison this is about the
[1:37:30] same number of units in try dell's largest tower
[1:37:34] they also want to change what is counted as a
[1:37:36] unit
[1:37:37] this just seems strange we don't understand why they're asking
[1:37:41] for this
[1:37:43] another aspect of the current zoning or the requirements spelled
[1:37:46] out in the holding provisions from what we can tell
[1:37:49] the developers proposing to have these provisions removed without actually
[1:37:54] satisfying
[1:37:56] one extremely important provision is the adequacy of still of
[1:37:59] sewer and water infrastructure
[1:38:02] are the storm water management facilities to the satisfaction of
[1:38:06] the city we constantly see evidence that the existing infrastructures
[1:38:10] being stretched to its Max this is obviously critical
[1:38:15] another provision is you can sit to consider is the
[1:38:19] existing transportation network able to handle the development without adversely
[1:38:24] impact there will not there we'll mostly definitely be adverse
[1:38:28] impact so I suppose it's not a surprise that the
[1:38:31] solution is to remove remove the requirement and lastly a
[1:38:35] third requirement would mean that they have to provide actual
[1:38:38] adequate parkland which of course they don't have to do
[1:38:42] despite how important it is for the community and the
[1:38:45] new residents in the development
[1:38:48] so why would any of these changes be made that
[1:38:51] affect future phases before the developers actually disclosed with a
[1:38:55] plan to build if the current zoning is going to
[1:38:58] be capped then there should be minimal changes and the
[1:39:01] holding provision should be kept to we asked the city
[1:39:05] to hold the developer to the holding provisions for phase
[1:39:08] one and not simply cost and the entire existing plants
[1:39:12] favour of the developer
[1:39:14] we encourage staff and Markham council to seriously consider not
[1:39:18] only what makes sense for phase one but also we
[1:39:22] make sense at this time in respect of the zoning
[1:39:25] for the portion of the site designated for future phases
[1:39:29] and we will continue to worry unless someone can tell
[1:39:32] us what stops the developer from coming back later and
[1:39:36] asking for even more future phases thank you Mr chair

[1:39:52] and I'm twenty three years old I was born and
[1:39:55] raised on Cedar four score implement a valley ... growing
[1:39:58] up I was fortunate to participate in many city of
[1:40:00] Markham programs and even got to work for the city
[1:40:03] for four years as a camp counselor and supervisor just
[1:40:05] down the street at the throne community center ... yep
[1:40:09] I hearing about this proposal I'm quite concerned about the
[1:40:11] future of my home almost everything that has already been
[1:40:14] said really comes under the heading of safeguarding the future
[1:40:17] but I particularly want to talk about the neighbourhood walking
[1:40:20] trail and park land
[1:40:24] the developer has proposed a public trail through the development
[1:40:27] which is a good step forward for pedestrian connectivity in
[1:40:31] order to ensure that access cannot be denied by future
[1:40:33] condo board we request that the city secure a public
[1:40:37] easement as well the diagram to the right is taking
[1:40:40] from the existing existing Markham trail not you better start
[1:40:43] indicate where the Cremona mills trail ends and a circle
[1:40:46] where the trail from the new developmental and and as
[1:40:48] you can see there is a gap ... there's currently
[1:40:51] an informal trail in that gap to ensure safety these
[1:40:54] two endpoints need to properly connect over one a creek

[1:40:58] this happens
[1:41:01] so earlier on this year I was actually given the
[1:41:04] opportunity to volunteer the city of Markham and develop a
[1:41:06] project with the sustainability in asset management department tell the
[1:41:10] sitting in their goal of net zero carbon emissions by
[1:41:12] twenty fifteen and working on this project in many so
[1:41:15] really hopeful about our future Markham and their serious commitment
[1:41:18] to the environment yes ladies development is compromising the city's
[1:41:22] volumes
[1:41:23] parkland is extremely important for the community and I was
[1:41:27] appalled to learn of the developers composing no parkland allocation
[1:41:31] ... despite potentially adding two thousand five hundred new residents
[1:41:34] in just the first phase of development
[1:41:37] park was very busy for Kobe and our joint experience
[1:41:40] COVID was certainly shown imports of access to green space
[1:41:42] for both physical and mental well being
[1:41:46] I've also learned that the current zoning has a holding
[1:41:48] provision which requires that adequate park land be provided in
[1:41:51] phase one and I hope that the City one says
[1:41:53] I'm not being satisfied
[1:41:57] in closing we understand that development is necessary a growing
[1:42:01] city is a healthy city increasing density within the existing
[1:42:04] boundaries does reduce urban sprawl we also understand that there
[1:42:08] will be new development in our area yeah there are
[1:42:11] other qualities of life to consider when thinking about growth
[1:42:13] and development any new development needs of into the existing
[1:42:17] mature neighbourhood recognize existing pressures on services and transportation and
[1:42:21] be done in the context of all of the development
[1:42:24] under consideration keeping in mind that this is not young
[1:42:27] street
[1:42:30] it is upsetting that the serene peaceful green space of
[1:42:33] the site that has a such biodiversity will be raised
[1:42:35] so that downtown style condominiums he dropped onto it but
[1:42:40] if there's going to be higher as development let's not
[1:42:42] exceed the president's and the area for the building up
[1:42:44] for buildings up to fifteen stories with heights generally kept
[1:42:47] close to the main road
[1:42:50] it does really scare me to think what is going
[1:42:52] to happen if the developer is allowed to build something
[1:42:54] that is even remotely close to what they have proposed
[1:42:57] and I'm not just talking in terms of integration with
[1:42:59] the neighbourhood or the impact on traffic but what it
[1:43:02] would mean for the next development if the new president
[1:43:04] is that
[1:43:07] ... enclosing it has been a privilege to grow up
[1:43:10] in such a diverse and welcoming neighborhood speaking to my
[1:43:13] friends and Mona value all agree that staying in this
[1:43:15] neighborhood and raising a family here in this kind of
[1:43:18] environment do you dream of however this proposal if this
[1:43:22] proposal does go forward with that substantial change we all
[1:43:25] feel like we may have to reconsider
[1:43:28] I want to take this time to respect women stocking
[1:43:30] council members that what happens with this development will be
[1:43:33] permanent and the impact is something that we as residents
[1:43:36] will have to live with for decades
[1:43:38] this is our community this is our home and this
[1:43:41] is our future and it's my future so thank you
[1:43:44] Mr chairman of the committee for the opportunity to speak
[1:43:46] to you this evening

[1:44:16] and then dip each and every individual speaker and hearing

[1:44:22] the bar rather high for tonight and ... I appreciated

[1:44:51] landmark condominiums just across the road on Bayview and our
[1:44:56] shared facility common facilities committee we represent nine hundred and
[1:45:01] forty seven units within this complex
[1:45:05] the city of Markham strategic plan building Markham's future together
[1:45:09] contains a number of impressive goals in particular goal three
[1:45:13] safe sustainable and complete community emphasizes we strive to achieve
[1:45:19] complete communities with excellent quality of life
[1:45:23] the quality of life is a serious ... impact with
[1:45:28] the proposed development we are aware that the town of
[1:45:31] market official plan designated properties institutional a hazard the latter
[1:45:37] of which generally prohibits such development notwithstanding that site specific
[1:45:41] policies permit up to seven hundred twenty nine units which
[1:45:45] would include the hospital we understand the application by ...
[1:45:50] seventy seven fifty Bayview
[1:45:52] is six approval to build there are complex in addition
[1:45:56] to the site specific policy it leaves us with the
[1:45:59] capability of adding more towers R. two to the up
[1:46:03] to the area on behalf of the seven hundred and
[1:46:06] forty seven nine hundred forty seven owners which are boards
[1:46:10] represents we want to express our objections for the following
[1:46:16] reasons from the perspective on the other side of being
[1:46:19] you first of all the lands are part of the
[1:46:23] rich heritage as pointed out by the steering committee the
[1:46:26] show that I see is a state has existed in
[1:46:29] its present form providing a hospital for almost seventy years
[1:46:34] a city commitment is preserving the heritage the massive development
[1:46:38] being contemplated paves over the historical ledges legacy
[1:46:43] the subject lands are a wonderful green space in fact
[1:46:47] the proposed zoning includes public spaces it was still have
[1:46:51] a major impact on the environment has been pointed out
[1:46:55] in addition to the proposed are the approved development project
[1:46:59] for while Bayview to try del project that is where
[1:47:02] ham then by plans from Rivera Glenwood proposed time square
[1:47:07] development in foreign hell square
[1:47:10] elad fourteen hundred below grade parking spaces for residents and
[1:47:14] visitors this adds greatly to the native vehicle precedent presence
[1:47:19] we feel this very very strongly in the landmark campus
[1:47:24] because our property is used as a short cut to
[1:47:28] get from a royal orchard through the green lane thereby
[1:47:31] avoiding ... Bayview entirely ... this development what add additional
[1:47:39] traffic on the side street or streets as well we
[1:47:43] have risks of seniors and many ... ... younger apadaz
[1:47:49] tree ins in the area we ask that you denied
[1:47:52] this application and limit the development to that in the
[1:47:56] current official plan that is seven hundred twenty five units
[1:48:00] including all permitted types of of Eunice units thank you
[1:48:04] very much for this opportunity to speak

[1:48:31] many of what the previous speakers have spoken about ...
[1:48:35] today ... I agree with intensification of the general area
[1:48:39] around Bayview and young in accordance to the official plan
[1:48:43] that's currently in force I'm deeply concerned about the proposal
[1:48:46] that liberty development has put forward to build three colossal
[1:48:50] buildings with five large tower on the show nice property
[1:48:54] thank me because I think it goes beyond what is
[1:48:56] reasonable what is sustainable for the existing community this is
[1:49:00] not just the only major new development for this area
[1:49:03] but we because we know if the additional towers are
[1:49:06] being built by trend out and as well as additional
[1:49:08] powers that are being billed for Thornhill square
[1:49:12] we think that for I think that for Thornhill center
[1:49:15] an area that the official plan has called for as
[1:49:19] a new town center we have not seen any plans
[1:49:21] or visions about what the store knows answer would look
[1:49:24] like so it does feel like John and Bayview is
[1:49:27] being built up an intensified haphazardly without engagement from the
[1:49:32] community our planning from the experts this is going to
[1:49:36] result in a in additional influx of of people on
[1:49:40] lease two thousand twenty five hundred people and I think
[1:49:43] many of the previous speakers have spoken very eloquently about
[1:49:47] the impacts of traffic the lack of ... high of
[1:49:52] ... kind of heightened density transit that is available the
[1:49:56] limited infrastructure when it comes to things like stormwater armed
[1:50:00] or capacity are when it comes when we're thinking about
[1:50:04] flooding and then demands on the community center as well
[1:50:07] as well so I would like to see the city
[1:50:12] and the staff hire experts to that specialize in holistic
[1:50:16] urban design of the town centre to redesign John in
[1:50:20] Bayview appropriately with mid rise building the planned infrastructure and
[1:50:24] design Thornhill center to accommodate the additional people that will
[1:50:28] be coming so that is the wording ... community will
[1:50:31] be a thriving place for people to work play and
[1:50:34] live
[1:50:36] so thank you

[1:50:53] Mr chan members of the committee thank you for the
[1:50:55] opportunity to speak tonight my name is Ian Goldberg and
[1:50:59] I'm a resident of the Pomona fatty I am deeply
[1:51:02] concerned about the proposed liberty project on the shoulder Austin
[1:51:06] I strongly believe that the proposed project is completely out
[1:51:10] of sync with the character of the existing neighbourhood and
[1:51:14] if allowed to be extremely prejudicial to the quality of
[1:51:17] life in our community
[1:51:19] I would like to address a few of my specific
[1:51:21] concerns with you
[1:51:23] I have lived in the Pomona valley and the synergy
[1:51:26] for twenty five years in that time traffic and development
[1:51:31] has increased substantially in Thornhill as the one who has
[1:51:34] developed along with Richmond hill and most of the York
[1:51:37] region our infrastructure has not kept pace with this at
[1:51:41] all and now we face traffic gridlock in a very
[1:51:45] long commute home from work our working downtown Toronto in
[1:51:49] pre coated to drive home from finch subway has had
[1:51:52] been quite easy until a few years ago when it
[1:51:56] becomes had become very long and stressful after a day
[1:51:59] of work I would drive north along Henderson to John
[1:52:02] cross over John to the Pomona fatty it was an
[1:52:06] effort to strike before as I see it but in
[1:52:08] recent years the drive can take twenty to thirty minutes
[1:52:12] from steel and Henderson to my hood as everyone knows
[1:52:16] John street is completely jam flappy three hours a day
[1:52:19] from the intersection of John Henderson to the intersection of
[1:52:22] John and Bayview
[1:52:23] the problem is I'm sure the Markham traffic experts will
[1:52:26] acknowledge is at the intersection John and baby I know
[1:52:30] that mom
[1:52:30] can this tried various ways of controlling the traffic lights
[1:52:33] at that intersection and I truly appreciate their efforts but
[1:52:37] it has proved difficult to arrive at a solution because
[1:52:40] easing the congestion on John street increases the congestion on
[1:52:44] baby
[1:52:45] S. core of course is everyone here tonight appreciates liberties
[1:52:49] proposal is for a massive increase in density at the
[1:52:52] precise point of maximum pressure Bayview and John I respectfully
[1:52:58] submit that a high density build will substantially increase the
[1:53:01] existing traffic problem we need to make the assumption but
[1:53:05] that by early next year cope what code will be
[1:53:07] behind us and that these traffic issues will once again
[1:53:11] be major daily issues for the lives of all residents
[1:53:15] I'd like to next address the nature of the project
[1:53:18] itself I honestly find a truly depressing that all mature
[1:53:23] community is under such a grave threat from the company
[1:53:27] which is proposing the project which is so completely and
[1:53:30] fundamentally incompatible with the existing neighbourhood
[1:53:36] the Pomona valley neighborhood has been around for almost fifteen
[1:53:38] years fifty years and this proposed project entirely disregards the
[1:53:43] character nature of the area
[1:53:45] the proposed project does not in any way harmonize or
[1:53:48] blend in with the existing neighbourhood and I will submit
[1:53:52] to be permanently destructive to the existing neighbourhood
[1:53:57] liberty's proposal would make a lot of sense in my
[1:54:00] view if it was to be built at young in
[1:54:02] college or young and Eglington but it makes no sense
[1:54:06] at all on the beautiful shoulder last lands in a
[1:54:08] residential area of mature single family houses with there is
[1:54:13] a valuable valuable belt of greenery and a real community
[1:54:18] the T. is literally proposing building multiple skyscraper skyscrapers overlooking
[1:54:25] residents homes in a pristine and beautiful area of low
[1:54:29] rise single family residences bail proposing massive density in an
[1:54:34] area which quite obviously lacks the infrastructure to support it
[1:54:39] they are proposing to fundamentally change the area full time
[1:54:43] when we purchased our homes and made this part of
[1:54:46] Markham L. community we had a reasonable expectation that we
[1:54:50] could continue to live in the area when we which
[1:54:54] and we did not expect that builders would be seeking
[1:54:56] to build multiple highrises including the thirty fourth storey skyscraper
[1:55:02] overlooking outhouses and of course Markham's current regulations do not
[1:55:07] permit anything of the sort
[1:55:10] many years ago when I made my home in the
[1:55:11] Pomona fed you I like my neighbors was attracted by
[1:55:15] the greenery the quality of the schools the serenity the
[1:55:19] quiet and peaceful neighborhood and the opportunity to raise my
[1:55:23] family in a very special area within the town of
[1:55:26] mock incident was I never wanted to live in young
[1:55:29] in college in congested surroundings if I'd wanted to do
[1:55:33] so I would have thought in that area all those
[1:55:36] years ago of course had I done so I would
[1:55:39] have at least had the benefits of such in areas
[1:55:42] such as effective infrastructure I don't want young and college
[1:55:45] streets to be brought up your full neighbourhood and I
[1:55:49] would humbly and respectfully request that the city of Markham
[1:55:52] should not allow this to happen
[1:55:55] if the proposed project goes ahead the quality of our
[1:55:58] day to die lots will decline the value of the
[1:56:01] homes with a road and Markham will be a far
[1:56:03] less desirable place to live the wonderful quality of life
[1:56:07] that we've enjoyed in our beautiful community will be substantially
[1:56:10] diminished the issue the issue is a huge issue for
[1:56:14] us is the residents of Markham but it will not
[1:56:17] be liberties problem as they will have moved on to
[1:56:20] the next project thank you very much for your time

[1:57:19] heard from other residents
[1:57:21] I'm gonna skip over some of that and get to
[1:57:23] a couple of points that I don't think I've been
[1:57:25] raised
[1:57:27] my name is Martin to worry either forty nine forest
[1:57:29] park crescent in Markham's Ward one
[1:57:32] my family and I moved here twenty six years ago
[1:57:35] it's a wonderful area
[1:57:39] very briefly the proposed density and height for the development
[1:57:45] the liberty ... that this company is looking to do
[1:57:48] on shoulder east is just so over the top it's
[1:57:52] unbelievable
[1:57:53] it simply doesn't fit with the character of the neighborhood
[1:57:58] secondly the proposed development is ill suited to this location
[1:58:03] and we've heard about transit traffic schools libraries all the
[1:58:09] infrastructure that makes this a wonderful neighborhood in which to
[1:58:11] live we'll all come under tremendous pressure
[1:58:16] and these concerns are not adequately addressed in the proposal
[1:58:19] or sorry seven fifty baby
[1:58:23] we're currently looking only at phase one
[1:58:26] so anything that is agreed to for this phase we
[1:58:30] can expect even more of in subsequent phases
[1:58:36] York region is setting a target intensification of the city
[1:58:40] of Markham of seventy five to eighty percent over the
[1:58:43] next thirty years are we heard this from all bottom
[1:58:46] leave York region in his presentation on April nineteenth
[1:58:51] I know those numbers aren't final but I get the
[1:58:54] sense that that level of intensification is coming to America
[1:58:58] and I don't I don't have a problem with that
[1:59:01] let's take a look a word one which currently has
[1:59:04] forty five thousand residents
[1:59:07] several already approved developments most significantly blank staff gateway will
[1:59:13] increase the population award won by the divisional thirty four
[1:59:17] thousand residents were seventy five percent
[1:59:21] meeting the 30 year intensification intensification goal for the area
[1:59:27] further high intensity developments expected particularly around young street and
[1:59:31] Steeles Avenue at around young street and were a larger
[1:59:35] sites that are far better suited for the level of
[1:59:38] intensification that's being proposed on the shoulders plans
[1:59:42] the city American does not need to approve this ad
[1:59:46] hoc high density project in order to meet its long
[1:59:50] term intensification calls
[1:59:54] Mr chairman I strongly urge development services committee and the
[1:59:59] city of Markham to stick to the existing plan
[2:00:03] do not amend the current limits has requested in the
[2:00:06] proposal
[2:00:08] further if the city does decide to modify the current
[2:00:11] zoning or density for this site please first undertake comprehensive
[2:00:16] plan for the future of this area around Bayview Angela
[2:00:21] it's a wonderful area
[2:00:24] let's not spoil
[2:00:27] instead let's use careful planning and appropriate development to make
[2:00:32] it even better

[2:00:52] speak on this important matter
[2:00:55] I speak to you this evening as your average Joe
[2:00:57] public I've never done anything in the public sphere like
[2:01:01] this and yet I felt compelled to speak at this
[2:01:04] meeting because of what I feel is the massively excessive
[2:01:08] nature of this proposal
[2:01:11] some of my remarks you may have already heard in
[2:01:13] a slightly different format from another speaker but they bear
[2:01:17] hearing again for emphasis and to convey the widespread opposition
[2:01:21] to the proposal under discussion as it is currently defined
[2:01:26] to place the proposal in context consider the following
[2:01:31] directly across the street on the east side of Bayview
[2:01:34] the existing landmark of Thornhill buildings are twelve to fifteen
[2:01:38] storeys each
[2:01:40] to the north the royal bank if you condominiums on
[2:01:43] the adjacent lands sold by the trying to ladies golf
[2:01:46] course would be twelve and fourteen stories
[2:01:49] the application to redevelop Thornhill square proposes buildings that will
[2:01:54] range from eight to fifteen stories
[2:01:57] close by there's an application to redevelop thirty six to
[2:02:01] sixty Steeles Avenue east and thirty seven to sixty three
[2:02:05] highland park Boulevard the proposed is the building of two
[2:02:09] thirteen story and two eight story buildings note that this
[2:02:13] is very close to young and stills which is of
[2:02:16] great significance both as an intersection of two major traffic
[2:02:20] arteries and for being within steps of the proposed subway
[2:02:24] station to be built as part of the young north
[2:02:28] subway extension and still this is a very reasonable application
[2:02:33] for such a significant location
[2:02:36] in fact all of the previously mentioned buildings are reasonable
[2:02:40] for their locations all are consistent with similar nearby buildings
[2:02:45] existing or planned and all are respectful of adjacent existing
[2:02:50] residential neighborhoods even under current dozens densification directives the criteria
[2:02:56] of reasonable lady consistency and respect are still mandate for
[2:03:01] good urban design
[2:03:04] the proposal for seventy seven fifty Bayview Avenue is none
[2:03:07] of these things it is not reasonable for the location
[2:03:11] is not consistent with similar nearby buildings the maximum proposed
[2:03:16] height of thirty five stories is more than twice what
[2:03:19] should be permitted
[2:03:21] buildings of eighteen twenty one twenty four thirty one and
[2:03:24] thirty five stories are all completely inappropriate for that site
[2:03:31] the excessive increased population would overwhelm local infrastructure in terms
[2:03:36] of the impact to traffic public transit shopping schools recreation
[2:03:41] facilities and available green space and because of this I
[2:03:45] find that the proposal is not in any way respectful
[2:03:49] of the adjacent community
[2:03:51] it is difficult to know whether the proposal as a
[2:03:53] cynical ploy to ask for the moon expecting that it
[2:03:57] will be cut back to what the developer has in
[2:03:59] mind anyway
[2:04:01] or whether the developer has the audacity to think that
[2:04:04] the City of mark would actually approve such an excessive
[2:04:07] proposal
[2:04:09] in conclusion this proposal fails the test of reasonable eighty
[2:04:14] consistency and respect for the community and therefore urge committee
[2:04:18] members in the city of Markham to reject it as
[2:04:22] it is currently proposed we all of us want to
[2:04:25] see for hill to continue to grow as a vibrant
[2:04:28] successful community
[2:04:30] growth is inevitable and in fact should be embraced Thornhill
[2:04:34] square is a perfect example of a long overdue need
[2:04:38] for revitalization so we need development but we need the
[2:04:42] development the proposal for seventy seven fifty Bayview would not
[2:04:47] provide good development

[2:05:14] executive board one so formula residents there I look at
[2:05:18] seventy Julia street your order maybe even drawn much for
[2:05:22] what I have to say you heard in the fine
[2:05:24] print suggestion made by the owner group I think there's
[2:05:27] strength in repetition
[2:05:30] we do not support the current proposal to redevelop the
[2:05:33] shoulders all property because of the excess of height and
[2:05:37] density a lack of transit and the incompatibility with the
[2:05:42] heritage buildings the neighbourhood
[2:05:45] also needs to demonstrate more respect for the wildlife order
[2:05:48] along more creek as well as for the residents in
[2:05:52] the area
[2:05:53] the project should be no higher than eight stories the
[2:05:57] maximum overall slight density of through floor space index
[2:06:02] this would be compatible with the mark I'm official plan
[2:06:05] of two thousand and fourteen which was based on all
[2:06:09] stakeholder parties coming together to agree on these density light
[2:06:14] armors
[2:06:16] the project lacks a vision and compatibility with the existing
[2:06:20] heritage buildings in the surrounding neighbourhood is exceptional heritage site
[2:06:25] as an integral part of historic foreign help and it
[2:06:28] should be preserved and respected
[2:06:30] there needs to be a more robust green way protection
[2:06:33] area to reserve the natural heritage while white order and
[2:06:37] biodiversity
[2:06:39] there is no ... from school he's the plan or
[2:06:42] design criteria for the immediate area to accommodate the numerous
[2:06:47] development projects which less far include this one or elsewhere
[2:06:52] plaza we try to development on former land so the
[2:06:56] Florida ladies golf club all of these need to be
[2:06:59] worked out together decide on an acceptable criteria for height
[2:07:03] and density and understand resulting community impacts for the outside
[2:07:10] under discussion now low rise design searchers awards stage ...
[2:07:15] Sunnybrook hospital be a major enhancement the currently proposed unimaginable
[2:07:21] concrete and glass high rises
[2:07:26] there is no higher order transit support the proposed density
[2:07:31] debut Abby was not designated for intensification and there will
[2:07:35] be severe traffic issues specially on drums Street and roll
[2:07:38] orchard
[2:07:40] these forty kilometer hour per hour two lane streets are
[2:07:44] the only East West arterials roadways in the area connecting
[2:07:49] to young street
[2:07:52] the entire park land allocation which would be provided on
[2:07:55] this site especially since far hills experienced over crowded parks
[2:08:00] during the open pandemic the availability of our plans next
[2:08:04] three main portent for the health and well being of
[2:08:07] our residents so we respectfully submit these concerns for your
[2:08:12] consideration and your resolution and I thank you Mr chairman

[2:08:42] marketing for the opportunity to speak on a subject that
[2:08:46] will have a lasting and transformative impact on Thornhill I
[2:08:50] lived in formula over twenty six years I move to
[2:08:53] the audio because of his reputation so triangle and pastore
[2:08:58] place to live and raise a family however this amendment
[2:09:02] would transform this historic community into a dense community of
[2:09:06] highrises that will be very similar to the lake shore
[2:09:09] in Toronto and young street
[2:09:12] for this reason I strongly oppose the amendment proposed by
[2:09:14] delivery development to the Markham official plan does not currently
[2:09:19] designed for make ... you slash make rice development
[2:09:23] there are 3 reasons for my opposition the first
[2:09:27] is that liberty development proposal is out of character with
[2:09:31] depth on your community Thornhill is a mature community steep
[2:09:35] in history and then deal with a living heritage that
[2:09:38] can be felt just by walking along John street I
[2:09:42] do not believe that development with five highrises all jamming
[2:09:45] to about nine acres is compatible with a vibrant community
[2:09:50] that treasures and respect the pass
[2:09:53] I am not opposed to development they try down development
[2:09:56] on that Toronto ladies golf club is a good example
[2:10:00] where the developer work with our citizens to bill approach
[2:10:03] I just very much in keeping with the character of
[2:10:06] the community with two towers of fourteen and twelve storage
[2:10:10] try does development placing with Thornhill
[2:10:14] liberties development plans both activations and Erica additions because there's
[2:10:18] no attempt to adopted development to the characters Don hill
[2:10:22] arrogant because liberty is not listening to the community there
[2:10:26] is development is more suited to regional corridors such as
[2:10:29] those along highway four seven and young street where DR
[2:10:33] infrastructures to support such massive developments Thornhill is far lower
[2:10:38] on intensification scale because it does not have the infrastructure
[2:10:42] or order support services to accommodate one thousand two hundred
[2:10:46] and eighty seven new units would be even more to
[2:10:48] come in their faces
[2:10:51] this leads me to my second concern and does traffic
[2:10:53] flow
[2:10:55] as I drive to my office in Toronto every day
[2:10:57] just a constant and heavy streamer traffic from cities north
[2:11:00] of Markham creating congestion and delays the reverse flow in
[2:11:05] the evening we turn home is no different
[2:11:07] the increase in funding of tribe which forced many drivers
[2:11:10] to seek alternate routes including John street in both directions
[2:11:14] between Bayview and young for anyone who traverses John street
[2:11:19] during the rush hours is this a painstakingly long drive
[2:11:22] when I used to take my children to music classic
[2:11:25] six PM it takes about ten minutes to reach Bayview
[2:11:28] from Henderson a long time adjusting over near one kilometer
[2:11:33] my understanding is that there are no plans to widening
[2:11:36] bagel Avenue north for steals until twenty thirty at the
[2:11:39] earliest Toronto also crew has no plans to widen Bayview
[2:11:43] so for steals
[2:11:45] the result is that liberty development proposal is better on
[2:11:48] a winding off baby out when you yes a decade
[2:11:50] away and may never occur
[2:11:53] even the one it does take place
[2:11:56] do only funnel traffic into a more narrow Bayview Avenue
[2:12:00] south of Steeles Avenue this is not public landing and
[2:12:03] there is no such roads infrastructure in place to support
[2:12:07] such a substantial groping traffic
[2:12:10] what their concern is enjoyment of life namely access to
[2:12:13] parks and green space
[2:12:15] it liberty development office limited additional green space meeting our
[2:12:19] current available parks such as promoting bills will be overwhelmed
[2:12:23] even now for Mona it's filled with visitors nightly and
[2:12:27] especially on weekends this is a welcome sight Mr green
[2:12:30] space should be accessible to everyone however with so many
[2:12:35] new resident of residential units and more to come the
[2:12:38] Mona is not sustainable well additional parks we will be
[2:12:42] which a point where there will be overcrowded and enjoyment
[2:12:45] open space would be severely limited
[2:12:48] in closing I asked a city ... so a Markham
[2:12:52] city councillors when deciding where to approved amendment what kind
[2:12:56] of city it once though hello once what don't have
[2:12:58] to look like in the future but the one who
[2:13:01] will be history heritage triangle living in one or one
[2:13:05] dominated by high prices congestion and delays I urge the
[2:13:09] development services committee to reject amendment and work with that
[2:13:13] community to address land development that's more in character with
[2:13:17] historic Thornhill thank you and the Instacart's

[2:13:47] here to represent ladies golf club of Toronto and to
[2:13:50] speak in opposition to the application submitted by seventy seven
[2:13:54] fifty Bayview limited partnership
[2:13:56] ladies owns a hundred and thirty acres of land in
[2:13:59] Thornhill extending from young street in the west to Bayview
[2:14:02] Avenue in the east south of royal orchard Boulevard
[2:14:06] we share a common property line on our southeast border
[2:14:09] with the shoulders property at seventy seven fifty Bayview
[2:14:13] ladies established in nineteen twenty four is the only private
[2:14:17] golf club in North America owned and operated by women
[2:14:21] the club has been operating as a private golf club
[2:14:24] and a successful business employing local residents for ninety seven
[2:14:28] years
[2:14:30] over the years ladies members have witnessed on all sides
[2:14:33] of our property the gradual transition of this area from
[2:14:37] remote farmland to the neighborhood that we all enjoy today
[2:14:41] many of our members live in the townhouses single family
[2:14:44] homes and the mid rise apartments and condos developed along
[2:14:48] young and Bayview
[2:14:50] the presence of the golf club is a defining feature
[2:14:53] of this community
[2:14:56] late is as well known to this committee and to
[2:14:58] the staff having recently received planning approval of the try
[2:15:01] to allow publication involving R. two point four acre site
[2:15:05] at the corner of Bayview unreal or triple of art
[2:15:08] during that four year process many of you have visited
[2:15:11] the club to better understand our plan to secure the
[2:15:15] future of the golf club in this location
[2:15:19] make no mistake the decision to sell a piece of
[2:15:22] our land to secure our future as a golf club
[2:15:25] was very very difficult
[2:15:28] however we believe the application before you tonight threatened stuck
[2:15:33] future
[2:15:35] why you might ask
[2:15:37] the height and density of this proposal is appropriate in
[2:15:40] downtown Toronto or within the regional centre of learning stuff
[2:15:44] it is not appropriate at this location
[2:15:47] five point towers ranging in height from eighteen to thirty
[2:15:50] five stories is an extreme overbuild of this property
[2:15:55] density of this magnitude is not supported in this location
[2:15:59] by either the York region official plan or the Markham
[2:16:02] official plan both of which direct density of this type
[2:16:06] to the regional centers and identified corridors such as young
[2:16:10] street that will be served by higher order transit such
[2:16:13] as subways
[2:16:14] these towers are proposed at the very back of the
[2:16:17] shoulders property away from Bayview behind the existing hospital and
[2:16:21] within the existing greenway system identified in both official plans
[2:16:27] the height limit proposed on shoulder Mason the twenty fourteen
[2:16:30] Markham official plan is eight stories and the zoning as
[2:16:33] you've heard many times places ten stories on the frontage
[2:16:37] of Bayview and three stories exactly where this development is
[2:16:41] proposed
[2:16:43] but for ladies this application presents many concerns about the
[2:16:47] most significant for us is the height density amassing
[2:16:51] three of the five towers the three tallest are aligned
[2:16:55] east to west directly along the border with our golf
[2:16:58] club
[2:16:59] when combined with a six story podium between the two
[2:17:02] closest to the border the application presents a downtown presence
[2:17:07] right along the south side of our existing twelfth fairway
[2:17:11] the size and scale of these buildings when seen from
[2:17:14] the ground where golf is played will be massive and
[2:17:18] overwhelming
[2:17:19] in addition the tall towers are separated from our property
[2:17:22] by a natural private road located directly along the private
[2:17:26] the property line which is expected to carry a very
[2:17:30] very large volume of entrance and exit traffic for all
[2:17:34] five buildings
[2:17:35] in our view the development as proposed is not compatible
[2:17:39] with the existing and planned surrounding land uses
[2:17:44] but there are other considerations in addition to the ominous
[2:17:47] presence of these towers the technical studies on this application
[2:17:51] have failed to consider the impact of this development on
[2:17:54] our land it's as if we don't exist
[2:17:59] shadows from these tall towers will impact our ability to
[2:18:02] grow grass fairways greens and landscaping as well as the
[2:18:05] quality of playing conditions during the active season from April
[2:18:08] to November
[2:18:10] the shuttle study shows areas of concern on the eastern
[2:18:13] half of our golf course
[2:18:15] when studies are especially important when dealing with densely packed
[2:18:19] our buildings as the impact of ground level can be
[2:18:22] extreme for those on the ground the wind study is
[2:18:26] inward facing only considers the ground level conditions at the
[2:18:29] base of the towers themselves there is no consideration of
[2:18:34] the impact of wind on neighboring properties
[2:18:38] the arborist report is intended to account for all trees
[2:18:41] over eight inches in trunk diameter all in order within
[2:18:45] six meters of the property line of the development this
[2:18:49] report addresses off site trees on the east boundary of
[2:18:53] Bayview and the west boundary near promote creek but is
[2:18:57] absolutely silent on any trees within six metres of the
[2:19:00] north property line on ladies property
[2:19:04] the proposed landscape plan does little to address the loss
[2:19:07] of significant trees along the border north to mitigate the
[2:19:10] impacts of the road and the sidewalk directly along the
[2:19:13] edge of the border to the properties mature trees along
[2:19:17] the shared border are an important mitigating factors for noise
[2:19:20] disruption wind and visual disturbance in the context of this
[2:19:24] huge development
[2:19:26] and density of this magnitude in a setting with few
[2:19:29] supports for the resident population will bring its own problems
[2:19:32] to neighboring properties
[2:19:34] dozens of such a densely packed population invites the irresistible
[2:19:39] and somewhat understandable urge to trespass on the beautiful neighboring
[2:19:43] property full of green space
[2:19:45] so in closing having briefly set up some of our
[2:19:48] significant concerns with this proposal one might think that we
[2:19:51] are opposed to any development on the shoulders property
[2:19:56] but as I mentioned in my opening remarks ladies recently
[2:19:59] completed the planning approval process for the royal Bayview the
[2:20:02] tried all development at the corner of royal orchard and
[2:20:04] Bayview Avenue
[2:20:06] so are we being inconsistent
[2:20:09] not in the least we worked hard over forty one
[2:20:13] years with try to help and the community to do
[2:20:16] the right thing with our development
[2:20:19] the buildings are fourteen and twelve storeys in height less
[2:20:22] than the fifteen stories of the landmark building directly across
[2:20:25] Bayview and less than the fifteen stories currently being considered
[2:20:29] on John street just east of Bayview
[2:20:32] the building is an enhancement to the community
[2:20:35] the neighbourhood residents associations all supported the development when it
[2:20:40] came forward to council for approval and members of our
[2:20:43] club have pre purchased units in the buildings to downsize
[2:20:47] and not least of all the money from the sale
[2:20:50] carefully invested secures our legacy is the only private golf
[2:20:54] club owned and operated for women by women it allows
[2:20:58] for careful investment in our course an investment in our
[2:21:02] heritage club house which will soon be in front of
[2:21:04] your heritage committee
[2:21:06] most of all it secures our future in this location
[2:21:10] for the long term
[2:21:12] we do expect to see some development on the shoulders
[2:21:15] lands but it must be compatible with the neighbourhood context
[2:21:20] with fifteen stories maximum along Bayview frontage and stepping down
[2:21:24] in height when moving west and particularly protecting the greenway
[2:21:28] system
[2:21:29] development must also respect the existing planning framework of the
[2:21:33] region of York and the city of Markham represented in
[2:21:37] the official plans which are in fact a covenant between
[2:21:41] council and the community that you serve
[2:21:44] we also expect anything that happen on this property to
[2:21:47] enhance the community we have all come to love
[2:21:50] in the end our hope our efforts to secure ladies
[2:21:53] for the future in this location will not have been
[2:21:56] in vain thank you very much

[2:24:31] being torn Heller is a state of mind deriving from
[2:24:36] its rich history and from living in harmony with this
[2:24:40] beautiful place and its people
[2:24:43] I would like to present to you our petition and

[2:24:51] on our petition that has been signed by by know
[2:24:57] precisely seven hundred and fourteen people song Heller's the seven
[2:25:03] hundred and fourteen people are appalled
[2:25:08] at the image of Fife and later H. towers yes
[2:25:14] this is not going to be straight with five eight
[2:25:18] towers arising from the beautiful grounds alone up valley like
[2:25:24] this story at least nightmare
[2:25:26] the people reject the proposal the building costs on health
[2:25:30] square was chief prefabricated boxes you will see in the
[2:25:34] next which are as well
[2:25:36] we believe that hard ice age and the fact my
[2:25:39] colleagues both the built form and the sense of place
[2:25:43] also on health center
[2:25:45] do you see that might come centre they constituents are
[2:25:49] being treated quite differently the Oscar we have the mark

[2:25:55] Markham center subcommittee so we ask where is our song
[2:26:00] health center subcommittee our expertise sign a team our new

[2:26:09] the answer is that our most recent secondary plan exists
[2:26:15] in this campaign first paper form lofty price in nineteen
[2:26:18] ninety seven the twenty fourteen official plan was never finalized
[2:26:23] because of the delay in getting our twenty fifteen out
[2:26:26] back yeah my show digest and the same time two
[2:26:31] large tried out Tyler Smith recently approved to be built
[2:26:35] over a large area we understood that it was necessary
[2:26:40] to preserve going these golf course and the fact if
[2:26:43] I had to be met and the buildings are beautiful
[2:26:47] or will be beautiful and and in in in keeping
[2:26:52] with the extracting built form however you that peer respect
[2:26:56] some people took are good well as a message that
[2:27:00] they had built all over some health without drying or
[2:27:04] you sent project by project project without regard to the
[2:27:08] cumulative affect on that place the environment the green space
[2:27:13] and our people but for healers do not make the
[2:27:16] same mistake twice this accidental approach and it's cumulative effect
[2:27:22] all in all of these projects into question the character
[2:27:27] of our beautiful community to take away our green space
[2:27:32] the teams based on our clean air with that take
[2:27:35] the weight of family oriented community one project at a
[2:27:39] time until all lost forever and so this time we
[2:27:45] really need you are council to really hear our voices
[2:27:51] marks mother comes public ground play each set and we
[2:27:55] saw your work should be off mark come is committed
[2:27:59] to enhancing and sustaining a unique and vibrant place to
[2:28:02] live work play and invest this is based on providing
[2:28:07] quality design suspects Austin about community and development which reflect
[2:28:14] and recognize a rich history

[2:28:21] we need your commitment Mr mayor and councillors to preserve
[2:28:26] and enhance the beauty also on help with sensitive development

[2:31:46] we walk cycle Dr right transit commute use the community
[2:31:51] services and enjoy the area so we could directly impact
[2:31:54] that that these applications
[2:31:57] today I would like to share our perspective on the
[2:32:01] development application some attention fact impact on the quality of
[2:32:05] life and the needs of our or run plan to
[2:32:08] create a better future for rested
[2:32:14] so I spent quite some time reading the application documents
[2:32:19] ... what surprised for the magnitude of the request
[2:32:23] first I found out the number of units to be
[2:32:25] developed with the over to the south of us the
[2:32:29] request is for additional software once one thousand two hundred
[2:32:33] eighty seven units and they're keeping the right all day
[2:32:37] origin of seven hundred twenty five units
[2:32:40] it would be naive to think about both units one
[2:32:44] one be developed at some point
[2:32:46] so this is basically almost three times are what the
[2:32:50] bus or unity and exceed on the official plan there
[2:32:55] are a number of they are phase one which is
[2:32:58] not approved a picture that each child on their on
[2:33:02] right up the right process well you know five hours
[2:33:07] they are in the office up that says thank you
[2:33:09] twenty one ... floors it's going to be one and
[2:33:13] one hundred twenty nine stories
[2:33:15] the card will be sixty nine what is that supposed
[2:33:20] to be in the official plan and the density is
[2:33:24] more than double ... it doesn't the reference the head
[2:33:29] sideways and the balance on the subway line density minimums

[2:38:47] resident on Brekken with crescent and star hill I applaud
[2:38:51] progress in construction in Thornhill
[2:38:55] but not happenstance and for the city of Markham deregulated
[2:38:58] to something that is tasteful my primary concern is that
[2:39:02] the secondary plan was prepared in nineteen eighty seven and
[2:39:06] amended it several times including a further amendment request at
[2:39:09] this date and is totally out of date thirty four
[2:39:12] years later the city is using a bandaid approach to
[2:39:15] patch up a secondary plan it is no longer relevant
[2:39:19] it doesn't build in the current and future infrastructure support
[2:39:22] work that is needed to observe the approximately three thousand
[2:39:26] five thousand new residents from this project during the two
[2:39:29] thousand new residents from the proposed tritone Serrano square developments
[2:39:34] nor does it account for the spillover impact from the
[2:39:36] thirty thousand new blank staff gateway residents market needs to
[2:39:41] put a hold on all developments in this area until
[2:39:44] there is a new secondary plan which takes into account
[2:39:47] all current and future developments to gather and a new
[2:39:51] transportation plan to support that secondary plan the key statement
[2:39:55] here again is that all current and future developments be
[2:39:58] considered together with regards to the impacts on infrastructure
[2:40:04] calling from councillor Irish's latest newsletter Ward one with an
[2:40:07] existing population of forty five thousand is mornings Markham's most
[2:40:12] populous area COVID nineteen the Thornhill community center is the
[2:40:16] city's most over used complex that has been for the
[2:40:19] last many years only being some of the needs of
[2:40:22] some of its existing residents we have the potential of
[2:40:26] three to four new massive developments and no where in
[2:40:29] the secondary plan is there mention of investment in the
[2:40:32] community centres growth in keeping with the evolutionary population growth
[2:40:36] and with approximately seven thousand new residents expected or more
[2:40:40] in additional traffic is going to be horrendous and there
[2:40:43] are no closed by public schools children these new developments
[2:40:47] will have to be driven by parents are best there
[2:40:50] are no active plans for upgrading transit our road infrastructure
[2:40:54] to support the collective impact of these developments to reiterate
[2:40:59] market needs to put a hold on all developments in
[2:41:01] this area until there is a new secondary plan which
[2:41:05] takes into account all current and future developments together and
[2:41:09] a new transportation plan to support the new secondary plan

[2:42:03] I'm here to address the council concerning decisions you will
[2:42:06] have to make pertaining to development adjacent to the show
[2:42:10] thanks hospital otherwise known as seventy seven fifty Bayview Avenue
[2:42:16] when I heard that there would be five take towers
[2:42:19] some as high as thirty five stories my first question
[2:42:22] was why why would any developer wants to destroy the
[2:42:26] visual the air space on the tallest structure in the
[2:42:29] area of the land
[2:42:30] mark is only 15 storeys high
[2:42:33] why would any developer not trying preserve green space and
[2:42:37] integrate their buildings to distant the area they are beautiful
[2:42:41] examples of condo living in the area at the Albion
[2:42:44] thank you for example north of Steeles and Unionville gardens
[2:42:48] at Markham center
[2:42:50] why would any developer wanted dressed up to five thousand
[2:42:54] people into an area with no plans to expand the
[2:42:58] main corridor a few afternoon why indeed I for one
[2:43:02] am not the only one who is asking these questions
[2:43:06] almost seventeen hundred households have expressed that opinion by signing
[2:43:11] the petition that has been circulating in the last month
[2:43:15] this is far too much and proceeding far too quickly
[2:43:19] the relationship between seventy seven fifty and at the potential
[2:43:23] developments in the area must be examined as well as
[2:43:27] the collective impact to reiterate Brian's words market needs to
[2:43:31] first put a hold on all the developments in the
[2:43:34] area until a new secondary plan is in place a
[2:43:38] plan which takes into consideration all current and future developments
[2:43:43] together together and a new transportation plan to support the
[2:43:48] secondary plan I would like to quote councillors councillor Keith
[2:43:53] Irish when he gave his opinion to date almost oxen
[2:43:57] on T. R. NTL dot com how would by post
[2:44:00] city on January sixth twenty twenty one about the development
[2:44:05] I'm young and while Archie to quote I think it's
[2:44:09] completely incompatible with the existing neighbourhood there is development and
[2:44:15] then there's development imagine a fifty nine story tower at
[2:44:19] the top of the hill it's going to be enormous
[2:44:23] I agree wholeheartedly with Mr Irish and even though we
[2:44:27] are not getting a fifty nine story tower I reiterate
[2:44:32] these words for seventy seven fifty Bayview Avenue

[2:45:38] one of six meters tall the complete
[2:45:40] I will be more than double the height of existing
[2:45:42] landmark condominiums and little possibly over existing nearby neighborhoods therefore
[2:45:48] they don't fit the urban design of the community that
[2:45:51] consists of mostly single detached homes townhomes and two four
[2:45:55] star units next up is that city so actually the
[2:45:59] maximum height of highrise residential buildings is fifteen stories according
[2:46:04] this is ... the city's official plan chapter eight land
[2:46:07] use so this amendment we actually set a negative precedent
[2:46:10] for future developments in the area mainly the south of
[2:46:13] block or face to by the same developer timber creek

[2:46:19] additionally there's again the insufficient transit issue ... the budget
[2:46:23] of the size needs to be near a major highway
[2:46:25] or close access debate the subways or buses and actually
[2:46:29] the city already designated areas along highway seven young street

[2:46:37] also according to the twenty seventeen York regional traffic study
[2:46:41] undertaken corridors it's an existing group lots as John street
[2:46:45] and green lane Jersey calyx
[2:46:48] next up is the through traffic issue a landmark adding
[2:46:51] to Eric's point earlier many drivers use the landmark we
[2:46:54] are late as you can see here I was treated
[2:46:56] right ... the bypass traffic lights at green lane faxes
[2:47:01] Wilson Boulevard in bay view in orange and actually doing
[2:47:04] a lot of times they go against the traffic flow
[2:47:06] which is illustrated in green arrow it's a one way

[2:47:11] and also a lot of drivers don't obey speed limits
[2:47:15] so this is ... increase of traffic flow will lead
[2:47:18] to more reckless driving
[2:47:20] next up we have ... why we need mixed use
[2:47:23] development
[2:47:24] so currently the mixed use zoning was safe trips and
[2:47:28] travel times residents and prevent Thornhill from being further entrenched
[2:47:31] as just another car in December we need a community
[2:47:34] with diverse the abuses so residents can access services easily
[2:47:38] by walking or cycling and work late and shop all
[2:47:42] in the same neighborhood
[2:47:43] for the councillors amended ground levels the shops and offices
[2:47:47] such as pharmacies doctors offices and corner stores
[2:47:52] and these are the reasons why homogeneous use of this
[2:47:55] property is bad the city's official plan actually requires high
[2:47:58] density residential development staff institutional entities such as daycare places
[2:48:02] of worship the public schools none of which the current
[2:48:05] development as proposed the city's also met a family from
[2:48:08] the units both in square footage in the lay out
[2:48:11] I with the building's not for the micro single studio
[2:48:14] units that cater heavily to overseas investors who do not
[2:48:18] care for the local community
[2:48:19] also the city must reserve density for purpose built rental
[2:48:22] units for families and young professionals seven price out of
[2:48:25] the housing market in terms
[2:48:28] also the exhibits ... city community amenities and place making
[2:48:33] so the existing community facilities are more than twenty years
[2:48:36] old and have rich the capacity limits and will not
[2:48:39] be able to support so many families without permits therefore
[2:48:43] it surely residential development will not for new municipal services
[2:48:47] and will add significant stress the existing community facilities schools
[2:48:51] daycare senior centre and parts
[2:48:55] next up is a bimonthly packed ... this neighbourhood is
[2:48:58] not flood vulnerable clustered identified by the Toronto regional conservatory
[2:49:02] as already
[2:49:03] and this areas actually flooded back in two thousand five
[2:49:06] and repairs on water sewer upgrade are still under way
[2:49:09] as of today and also residents are worried about floods
[2:49:13] if the builder punches one of the highly vulnerable aquifers
[2:49:15] underground during construction which immediately leave the flights as soon

[2:49:21] lastly the greenway designation limits of total argues service area
[2:49:25] to ten percent of the developer like to protect national
[2:49:27] stormwater management in the area
[2:49:30] so in summary I heard City council to keep the

[2:49:37] the importance of development and supports reasonable intensification of the
[2:49:41] proposed development does not address any of the needs of
[2:49:44] the current residents north support sufficient amenities that truly build
[2:49:49] towards a complete communities that people can live work and
[2:49:52] play so we got this proposal is much too intensive
[2:49:57] for the urban design contradicts the city's official plan in
[2:50:01] many ways does not promote social inclusion nor equitable community
[2:50:06] and ... adds considerable stress so the public infrastructure so

[3:03:37] Avenue liberty development after reviewing in detail the urban transportation
[3:03:42] considerations study provided for this site I only have time
[3:03:46] to address the transportation demand management strategies developers strategy for
[3:03:51] how all these people get around and we'll point out
[3:03:54] in five minutes why it will fail this entire proposed
[3:03:58] development is predicated on transportation as long as a future
[3:04:01] contemplated two thousand five hundred plus new residents can get
[3:04:05] around fit into the existing transportation system without causing chaos
[3:04:09] and all is great all will not be great
[3:04:13] I will at times be referring to the municipal quality
[3:04:15] of service ratings for transit and cycling services these range
[3:04:18] from a the best to ask the worst possible and
[3:04:22] our call the level of service or LOS ratings
[3:04:25] table one lists the six potential mobility plan strategies for
[3:04:29] this site the first strategies proximity to transit the study
[3:04:33] sites
[3:04:34] eight B. development sites proximity to bus service along young
[3:04:38] street steals Avenue provides convenient access and connections either thirty
[3:04:42] minute walks from the site not really convenient access in
[3:04:45] that rain and heat and slush and ice there is
[3:04:48] a bus stop close to the site however the level
[3:04:50] of service rating is easy for the transit headway or
[3:04:53] bust frequency this is very unsatisfactory checking the walk scores
[3:04:58] for transit it is rated as thirty nine out of
[3:05:00] one hundred or bad some transit a few nearby public
[3:05:04] transportation options the second mobility strategy is bicycle facilities they
[3:05:10] claim connections allow for a variety of commuting and recreational
[3:05:13] cycling choices when looking at the level of service for
[3:05:16] bicycles in appendix D. they evaluate the Bayview intersections at
[3:05:20] green lane royal orchard in John street each intersection corner
[3:05:24] and road segment were rated for combines twenty four scores
[3:05:28] well for ratings had a level of service of the
[3:05:30] E. very unsatisfactory the other twenty ratings all have LOS
[3:05:34] scores of ash the worst possible bicycling is very dangerous
[3:05:38] of the site very few people ride a bicycle for
[3:05:41] commuting or errands nor let their children ride to school
[3:05:44] or to their friends homes third mobility strategies to pedestrian
[3:05:47] context the walk score for the site is thirty seven
[3:05:50] on a scale of one hundred equating to car dependent
[3:05:54] most errands require a car yes you can safely walk
[3:05:58] to the unsatisfactory LOS E. transit and can visit the
[3:06:02] local neighborhoods on foot but not much chance of walking
[3:06:05] for your errands this site is card opinions the fourth
[3:06:08] mobility strategy is a private shuttle service the study claims
[3:06:11] and efficient on site site channel connection is supportive of
[3:06:15] a reduction in Ottawa who use and ownership for residents
[3:06:18] once you own your necessary car pay for insurance and
[3:06:21] parking you'll not want your condo fees going towards paying
[3:06:24] for any level of shuttle service the fifth mobility strategy
[3:06:28] is to reduce car usage this will be accomplished by
[3:06:32] reduce parking standards to encourage residents employee
[3:06:34] some visitors to reconsider the use and ownership of a
[3:06:38] vehicle if there is limited parking at my place of
[3:06:40] employment that is poor transit services or limited parking at
[3:06:44] a friend's home that has poor transit services I will
[3:06:46] not consider selling my car but will consider finding another
[3:06:49] job that is great transit will not visit my friends
[3:06:52] and relatives they can come to visit me it is
[3:06:55] suggested providing insufficient parking isn't the most effective measure to
[3:07:00] get people on transit the the is written in bold
[3:07:03] italicized and underlined perhaps the actual most effective measure to
[3:07:08] get people on transit is to build the project on
[3:07:10] a site that has good transit available such as beside
[3:07:13] higher order transit or subway station with good transit you
[3:07:17] don't need to restrict parking to get people on if
[3:07:20] you have to restrict parking to get people in transit
[3:07:22] the development is not in the correct place and should
[3:07:24] not be built at all
[3:07:26] after the above five mobility strategies unsatisfactory transit bicycling through
[3:07:30] deadly intersections restaurant context to me was you to walk
[3:07:33] to poor transit and around the neighborhood but not for
[3:07:36] Erin's a glorious free shuttle that the private citizens would
[3:07:39] have to pay for in will likely never operate in
[3:07:43] restricted parking so scarce is to force residents reserves employees
[3:07:46] to take transit their last great mobility travel strategy is
[3:07:49] communication promotion to talk the residents into using these alternatives
[3:07:54] they state communication promotion will successfully manage events in special
[3:07:59] circumstances as they arise their plan is no plan at
[3:08:02] all entire transportation demand management proposal the whole urban transportation
[3:08:07] considerations study just proves this development is is raster waiting
[3:08:11] to happen
[3:08:13] this development does not fit in the into the context
[3:08:17] of the very suburban and very car centric John Bayview
[3:08:20] area it does not deserve to see the light of

[3:09:29] any neighbourhood executive nor an environmental scientist will nor even
[3:09:34] an accountant I come to you to speak with our
[3:09:38] as a concerned citizen with the expertise of living in
[3:09:41] the community of foreign help we currently live online and
[3:09:45] have resided in Thornhill since nineteen eighty so forty one
[3:09:49] years both our sons were born and raised here over
[3:09:52] those years we have watched many changes the community has
[3:09:55] grown and evolved we witnessed the building of the original
[3:09:58] Thornhill square mall in nineteen eighty one the arrival of
[3:10:02] St Luke's accessible living accommodation the rise of the land
[3:10:07] most of the townhouse development to the east of Thornhill
[3:10:09] square the addition the only secondary school just to mention
[3:10:14] a few
[3:10:15] our family has personally utilize the local community resources for
[3:10:18] many years including the ice rink soccer fields will be
[3:10:21] disabilities library resources community center spaces in activities in with
[3:10:26] personally Dennison managing those facilities intensifying her soon to be
[3:10:31] launched into like with their own families now and my
[3:10:33] husband and I sadly have graduated into the arena of
[3:10:37] the senior centre
[3:10:39] I've also worked in Borneo and formula the teacher Thornlea
[3:10:43] secondary school for approximately nineteen years during that time I
[3:10:48] served as the chair of the committee which was established
[3:10:50] to plan the usage of the new bringing which was
[3:10:52] founded with classrooms and computer labs our goal with insuring
[3:10:56] fair apple access for both students and teachers as you
[3:11:01] the stewards of our future in this community move forward
[3:11:05] with these proposals we ask that you ensure the fair
[3:11:09] in fact will access of all residents equal access to
[3:11:13] community resources
[3:11:15] changing noble but I believe that there's a fair and
[3:11:18] equitable access should be the primary driver of decisions it
[3:11:22] must be thought without considered I'm not opposed to development
[3:11:26] but this massive development this massive request on the part
[3:11:30] of liberty is beyond the pale
[3:11:34] the two towers have been approved for baby worthwhile orchard
[3:11:38] that was done sensitive with five towers are proposed at
[3:11:41] Thornhill square formulas where she needed redevelopment for a long
[3:11:45] time the phase five towers with potentially a total of
[3:11:49] eight including face to our as I said beyond the
[3:11:53] pale
[3:11:54] this represents an increase if you take into it top
[3:11:59] fifteen percent of the population towards one in its entirety
[3:12:03] and increase which would be significantly greater for considered immediate
[3:12:07] impact of eight hundred meters we're getting us to the
[3:12:10] interest section phase three nine this increase does not include
[3:12:14] the development proposed for World War Jim Young which will
[3:12:17] be on the subway line and it does not include
[3:12:20] the proposals some of which have been approved for lunch
[3:12:23] actively if you exclude the current proposal for seventy seven
[3:12:29] fifty baby we will reach over thirty three thousand three
[3:12:34] thirty two thousand new future Imran documents and this intensification
[3:12:40] will result in an increase of eighty three percent we
[3:12:44] didn't well within the poll's of the York region intensification
[3:12:47] plans
[3:12:51] there's one small story that I would like to challenge
[3:12:54] them running out of time just give me the hands
[3:12:57] I worked with the quality of the secondary moved north
[3:13:01] to sixteenth Avenue in the late nineteen nineties a year
[3:13:05] and a half later they moved back down onto the
[3:13:08] on to ... Lindemann they could not stand the traffic
[3:13:12] and that was in nineteen ninety eight the traffic is
[3:13:17] absolutely impossible and to put this amount of
[3:13:21] occupants on that land the traffic plans that they are
[3:13:26] proposing we just create total chaos you would be empty
[3:13:30] to the fire station and the paramedics to come out
[3:13:33] of there this development should be pursued with that in
[3:13:36] mind for compatibility in both design and client these buildings
[3:13:41] that are proposed far more than double the proposed held
[3:13:44] square development two point six times the height of the
[3:13:47] existing landmark condominiums five point five times higher than the
[3:13:52] office tower eight times higher than the John street in
[3:13:55] Johnson village townhomes and twelve times the height the average
[3:13:59] from these buildings are much more in line with what
[3:14:02] should be in the high impact transit corridors which have
[3:14:07] been
[3:14:08] set aside it does not belong in this particular area

[3:17:16] it in one thousand to eighty seven involvement dwelling units
[3:17:20] we've only had to this traffic condition
[3:17:23] it also goes more motor used to used
[3:17:27] but the residential streets redemption will award the trophy
[3:17:32] in particular that a long road or Jack Williams willow

[3:23:49] on Julia street in Thornhill for over forty years and
[3:23:52] I've seen many changes during to the community during this
[3:23:56] time I am very concerned with this current development proposal
[3:24:01] called the proposal calls for five towers ranging in height
[3:24:04] from eighteen to thirty four stories this does not fit
[3:24:08] in with the look and feel of our neighbor community
[3:24:11] the market regional plan permits a maximum of 8 stories
[3:24:17] calls requesting an increase of approximately two to four times
[3:24:20] the permitted height
[3:24:22] the proposal also requests an increase in the site density
[3:24:25] from two point zero four point zero eight SR or
[3:24:30] floor space index this is twice the permitted amount buildings
[3:24:35] eighteen to thirty five stories does not conform to our
[3:24:39] community
[3:24:40] the market official plan provides for a maximum of seven
[3:24:43] hundred twenty five units the proposal calls for one thousand
[3:24:48] two hundred eighty seven residential units or one point eight
[3:24:52] times the units per minute
[3:24:54] including face to a total of two thousand and twelve
[3:24:58] units are proposed fourteen point eight times units permitted
[3:25:03] I hope the council will reject the proposed increase in
[3:25:06] height density and the number of units to support the
[3:25:09] development which will result in increased traffic and congestion especially
[3:25:14] on our smaller residential streets
[3:25:17] the proposal calls for a reduction in resolution residential parking
[3:25:22] rates from one point two five to one point zero
[3:25:25] space per unit
[3:25:27] the lack of rapid transit in the areas such as
[3:25:29] the subway may result in a higher number of occupants
[3:25:33] of the development using a car to commute to work
[3:25:37] thus requiring more parking spaces than being proposed by the
[3:25:41] developer
[3:25:42] the proposal also calls for reduction in visitor parking rates
[3:25:46] from zero point two five to zero point one visitor
[3:25:49] spaces per unit
[3:25:51] or reduction in the visitor parking space could result in
[3:25:55] gas parking on nearby side streets Thornhill community center and
[3:25:59] the proponent males Park I hope the amendments to permit
[3:26:03] the reduction residential district park manager also rejected
[3:26:08] I am also concerned about any changes to the green
[3:26:10] wave boundaries that would reduce the available green space we
[3:26:14] need to preserve as much screen space in the community

[3:33:21] are they coming from how are we going to help
[3:33:23] the homeless how are we going to help the disadvantage

[3:33:31] there isn't enough transition from the buildings of the heritage
[3:33:36] to this huge intensification the glass facade is probably going
[3:33:42] to increase the bird strike for the birds next door
[3:33:45] to it it will lead to the destruction of animal

[3:33:56] an example I was requesting a ... I live on

[3:34:52] paramedic building is not going to be on Glen Cameron
[3:34:55] so at least we might get an ambulance
[3:34:59] because Barker trucks can't go down that pinch point on
[3:35:03] the bridge at John street because it's one way and
[3:35:06] there's no place for anyone to pullover if a fire
[3:35:09] truck needed to go down there
[3:35:12] it takes away the privacy of the existing homes it
[3:35:16] lurches over of the golf course in the homes
[3:35:22] and some
[3:35:26] of with earlier tried all of the building they were
[3:35:29] going to leave standards I don't see anything that helps

[3:41:02] Thornhill Markham community since nineteen eighty five originally originally living
[3:41:06] on Summerdale I've also seen first hand the impact of
[3:41:09] massive developments as a floral seven was being built on
[3:41:12] my doorstep as I was progressing through primary school my
[3:41:15] husband and I purchased our first family home in Tamarac
[3:41:19] in February of twenty twenty nearly breaking the bank and
[3:41:22] had we known that there would be these massive developments
[3:41:24] forthcoming we would not have purchased this house the massive
[3:41:28] increase in population and traffic density are exactly what we
[3:41:31] wanted to avoid
[3:41:33] we're not against development but the proposed a shoulders development
[3:41:37] buildings are simply not in keeping with the character of
[3:41:40] the existing community and would create a tremendous strain on
[3:41:43] the existing infrastructure and community amenities which already require continual
[3:41:48] maintenance and upgrading due to the age of the neighbourhood
[3:41:52] as mentioned earlier the existing zoning laws permit mixed use
[3:41:56] mid rise
[3:41:58] all in all such mid rise buildings with the majority
[3:42:01] of two to three bedroom units would be in keeping
[3:42:03] with the current character and make about the community and
[3:42:06] would make much more sense than adding several city skyscrapers
[3:42:11] there is a need for more affordable housing for young
[3:42:13] families and these mid rise buildings could provide this to
[3:42:16] the neighbourhood and as a young family such a development
[3:42:19] would have been a very attractive option had we not
[3:42:22] purchased a home in Tamarac
[3:42:25] in addition as a mother of two young children one
[3:42:27] of my primary concerns and one of the reasons we
[3:42:29] moved to the neighborhood is access to recreational programming for
[3:42:33] children this is provided primarily by the Thornhill community center
[3:42:37] with the addition of thousands of new residents how will
[3:42:39] the community center which is already struggling to accommodate current
[3:42:42] residents deal with this additional influx if development is to
[3:42:46] proceed and it should only proceed by honoring the existing
[3:42:49] and appropriate zoning laws the community center contact itself must
[3:42:53] be significantly expanded to accommodate the influx of residents and
[3:42:57] to ensure that local residents have easy access to programming
[3:43:01] it is also necessary to have expanded outdoor programming as
[3:43:05] a sort of community center does not have green space
[3:43:07] or outdoor recreational space directly on the premises the dire
[3:43:11] need for programming and outdoor programming especially for children and
[3:43:15] seniors has been clearly highlighted during this pandemic
[3:43:19] in addition as mentioned over and over again the traffic
[3:43:22] on baby was already considerably heavy with the addition of
[3:43:25] a few more thousand residents this will only increase congestion
[3:43:29] local residents will also choose to divert their routes
[3:43:33] and take Willowbrook and green lane as an alternative which
[3:43:35] will increase traffic right on our doorstep and for obvious
[3:43:38] reasons this is problematic
[3:43:41] development is to proceed and it should only proceed by
[3:43:43] honoring the existing an appropriate zoning laws there must be
[3:43:46] a mass transit hub within walking distance of the proposed
[3:43:49] developments and perhaps underground pedestrian access to the community center
[3:43:53] and shopping center at the were no square this will
[3:43:56] encourage local residents not to get in their cars I
[3:43:59] contribute to the already highly congested beat you traffic and
[3:44:02] finally with additional child Sir what what additional child care
[3:44:06] options will exist for the huge influx of residents at
[3:44:09] the moment there is only one day care within the
[3:44:11] immediate vicinity that accepts invents and this is rocking horse
[3:44:15] daycare on guardian Street there are waiting lists for most
[3:44:18] classes which leaves many parents struggling to find viable child
[3:44:21] care options there is the early on child care center
[3:44:24] within Florida community center and this is government funded which
[3:44:27] is fantastic but they do not take in bins and
[3:44:30] with the proposed development also at your goals are square
[3:44:33] there's no clear communication as to whether this child care
[3:44:35] facility will remain and if so will its capacity increased
[3:44:39] to accommodate the influx of residents so it is obvious
[3:44:43] that additional child care centers will be required if development
[3:44:47] is to proceed and again it should only proceed by
[3:44:50] honoring the existing and appropriate zoning laws the center should
[3:44:53] be incorporated into the ground level units of the proposed
[3:44:56] developments to accommodate this massive increase in residence and once
[3:45:01] again to discourage unnecessary driving that will further contribute to
[3:45:04] our traffic congestion thank you for the opportunity opportunity to

[3:57:00] we need to perform stages three and four of an
[3:57:02] archaeological excavation they're missing and then for the the built
[3:57:07] and cultural heritage resources within the site to become a
[3:57:10] new heritage district
[3:57:12] I'm look at the first the building heights I'm incredibly
[3:57:16] disappointed and saddened to observe the common disregard for our
[3:57:21] Markham official plan of two thousand fourteen snow legal document
[3:57:24] that you as a
[3:57:26] council created to negotiated outcome it's already based on stakeholder
[3:57:30] parties coming together over
[3:57:32] literally hundreds and hundreds of dollars probably well over a
[3:57:35] thousand hours Dainik dedicated to creating these protocols amongst other
[3:57:41] defined requirements it's a violation of the intent of our
[3:57:44] lawful two thousand fourteen official plan word twenty four to
[3:57:49] thirty five floors or thirty four floors would be a
[3:57:51] major increase of approximately three point five times the regional
[3:57:55] plan
[3:57:57] the density is too high
[3:57:59] it's beyond the intent of the complex calculation that local
[3:58:02] residents agencies businesses as well as distant municipalities north and
[3:58:07] south depend upon planning professionals within water sewer power education
[3:58:13] transportation communications fire law enforcement all depends on this plan
[3:58:19] the notation for future planning when it comes to support
[3:58:21] of our residents as well we've heard so many instances
[3:58:24] of that tonight
[3:58:27] U. S. custody ends need to enable our partners by
[3:58:30] following the intentions of the law that you as council
[3:58:34] have created
[3:58:36] her three is performing stages three and four of an
[3:58:39] archaeological excavation
[3:58:42] with our current learnings global focus and mandatory sensitivities to
[3:58:45] understand our history writing historical cultural wrongs and focusing on
[3:58:51] diversity and inclusion whether it be in the past or
[3:58:53] present or planning into our future and for our future
[3:58:57] generations to come we're obliged to make every effort now
[3:59:01] to do the right thing before any masticating occurs near
[3:59:04] our east on river heritage and culture resources within the
[3:59:08] site go well beyond white settlers
[3:59:12] we're living on lands within approximately twenty pre historic indigenous
[3:59:17] settlements every council meeting we listen to the Mayor pay
[3:59:21] hommage to these people
[3:59:24] who are not following through right now marquis logical survey
[3:59:28] near a river the only went to a tested steps
[3:59:31] of five centimeters that's two inches into the subsoil finding
[3:59:35] no evidence of habitat course wouldn't well it won't provide
[3:59:39] an identification of the a rich cultural resources that lie
[3:59:42] within our now natural heritage setting Langstaff oversight found two
[3:59:47] thousand four hundred and seventy two prehistoric artifacts over seventeen
[3:59:50] week period in ninety three I mention this and heritage
[3:59:54] Markham and it was ignored nobody followed up
[3:59:58] so here is
[4:00:00] it's not an easy document to get it takes a
[4:00:02] few minutes it took me a total of one our
[4:00:04] investment of trying to get this document
[4:00:07] nobody's found
[4:00:10] what's really interesting is the document defines within both within
[4:00:14] five years five kilometers which which is where the lank
[4:00:17] staff location was from this site it's estimated that twenty
[4:00:21] probably are not your call village sites exist within the
[4:00:26] ten climbers here's a few of them
[4:00:30] the ladies golf course is a site as defined in
[4:00:32] the document the east on river this is that our
[4:00:35] area is defined within the document the Thornhill site to
[4:00:40] find within the document needs to be some rich work
[4:00:43] done here it's not enough
[4:00:47] the built and cultural heritage resources within the site have
[4:00:50] now become a new judge district albeit it's a small
[4:00:54] one these assets need to be protected from the height
[4:00:57] inclusions by legal instruments available to our planning staff our
[4:01:00] planning staff can look after all of these issues in
[4:01:04] the great document that you created before this yes it's
[4:01:07] been challenged but still it's a great legal document
[4:01:11] when this proposal was being discussed in February twenty twenty
[4:01:14] one heritage market meeting by members the chair repeatedly into
[4:01:19] properly instructed the group that height of the proposed new
[4:01:21] towers was not considered a heritage impact would not be
[4:01:25] included in the discussions and recommendations and actually it was
[4:01:28] included in the minutes until follow
[4:01:31] why was the committee instructed to do so heritage assets
[4:01:34] are always impacted by the height of surrounding infrastructure I've
[4:01:38] never seen otherwise it heritage Markham no the council members
[4:01:43] attending challenge this assertion why not no big deal talk
[4:01:47] about height but not in a strong way it wasn't
[4:01:50] even on the minutes of the beginning

[4:05:08] a world renowned ... private hospital on seventy seven fifty
[4:05:12] baby for sixty eight years
[4:05:15] primarily doing hernia surgery
[4:05:18] in twenty sixteen ... shoulders ... sold the property at
[4:05:23] seventy seven fifty two ... atlas shoulders healthcare who intended
[4:05:29] to build a a health care campus there and ...
[4:05:33] the existing hospitals gonna be one component of that campus
[4:05:37] and to implement that ... the shoulders hospital least back
[4:05:42] ... the side of their hospital and to the immediate
[4:05:45] grounds around if that were necessary for the function of
[4:05:48] their business
[4:05:50] and I mentioned this is true because it's important because
[4:05:52] it it it gives rise to our concerns so I
[4:05:55] want I want I want to be clear that my
[4:05:57] clients not opposed to development on the property but it
[4:06:02] wants to make sure that it's existing operations is not
[4:06:06] adversely impacted by about development and there is currently a
[4:06:11] fifteen year term left on the lease and and the
[4:06:14] hospital intends to stay there for the full term
[4:06:20] I'm advising my clients submitted a letter I hope you
[4:06:22] have it and that you've had a chance to look
[4:06:24] at it not touch to it there was an aerial
[4:06:26] photo that ... outlines in read the the lands that
[4:06:30] all referred to as the least promises that they released
[4:06:33] back that is sort of the shoulders property in the
[4:06:36] middle of of seventy seven fifty
[4:06:39] and it's important because my clients got three areas of
[4:06:43] concern the first is parking the second is the sort
[4:06:46] of ring road access configuration for the proposed development and
[4:06:50] the third is the servicing infrastructure plan
[4:06:54] so with regard to parking the lease requires that ...
[4:06:58] the landlord ... and an atlas sold to liberty in
[4:07:02] twenty nineteen so and and liberty assume the lease so
[4:07:06] there now the landlord they have to provide the hospital
[4:07:10] with surface parking for a specified number of cars in
[4:07:13] a location as specified distance from the front door of
[4:07:17] the hospital
[4:07:18] and we've had discussions about our concerns with liberty over
[4:07:23] the past weeks since we were made aware of some
[4:07:26] of the details of the project and they've never been
[4:07:29] named we we haven't resolved this concern from the plans
[4:07:32] that we've seen there's no guarantee that are parking is
[4:07:36] going to be retained
[4:07:38] so the hospital will end up with certainly less parking
[4:07:42] than they have now and that they're entitled to and
[4:07:45] and we have no idea how much parking will be
[4:07:47] locked
[4:07:48] the second concern with parking arises from the request for
[4:07:52] the reduced parking rate which seems to be a parking
[4:07:56] read more appropriate for development located in a regional centre
[4:08:00] corridor where it's you know a mixed use development better
[4:08:04] served by higher order transit
[4:08:06] that is not
[4:08:08] this site and the impact that we're concerned about is
[4:08:13] that the overflow parking that'll be generated by the parking
[4:08:16] deficiency well then use our parking and and our grounds
[4:08:21] to park a similar concern was raised by one of
[4:08:24] the residents who said they would park on side streets
[4:08:27] in the area that we are the side street in
[4:08:30] the
[4:08:32] the the ring road ... the issue that comes from
[4:08:36] that is that the southern portion of the ring road
[4:08:38] that swings around south of the hospital is actually located
[4:08:42] within our least promise it's currently a driveway for ambulances
[4:08:47] and it's used by recovering patients for their daily exercise
[4:08:52] it's not well traveled it's not it's it's not the
[4:08:56] constructed for frequent traffic
[4:08:59] ... we don't support the location of the ring road
[4:09:01] in this location and and frankly where we
[4:09:06] it basically goes to our lease premises we we don't
[4:09:09] we don't favor that
[4:09:12] we have a similar concern with the infrastructure plan the
[4:09:15] plans that we've seen show that the height that services
[4:09:19] the development also goes through the leased premises to the
[4:09:23] north of the hospital the construction of that piece of
[4:09:27] infrastructure and its maintenance will certainly ... disturb ... patients
[4:09:32] recovering patients at and possibly you know interfere with ...
[4:09:37] surgeries so
[4:09:39] these are legitimate concerns that we've tried to resolve with
[4:09:43] the applicant ... we're bringing them to your attention so
[4:09:47] that they can be considered and addressed and ... in
[4:09:50] in the ... review process for this application and and
[4:09:55] in any approvals that are give

[4:19:44] streets onto another residential street but it was to get

[4:19:55] from the citizens on the street that traffic lights being
[4:19:59] installed at the intersection of Julia and B. E. Woodgate
[4:20:03] and John street that was rejected because the city planners
[4:20:08] decided that it would back up traffic into baby when

[4:20:19] there's only one entrance and exit I'm very concerned that
[4:20:22] the increased traffic with the increased developments will cause great
[4:20:27] difficulty in making a left turn out of our street

[4:26:42] the Thornhill square redevelopment so it's really a wonderful time
[4:26:48] my concern is that these things should be looked at
[4:26:51] within the context of a and B. should be considered
[4:26:55] in relation to one another not individually so tonight we
[4:26:59] speak about one particular development and and we're looking at
[4:27:04] at the details concerning this project but as one of
[4:27:08] the former speakers ... indicated and and I think I
[4:27:11] jot down the words correctly they said our current and
[4:27:14] future plans need to be considered together and I think
[4:27:17] that's really really important
[4:27:20] the ... again I have to go back to the
[4:27:22] official plan but in in that ... is section eight
[4:27:25] where there's discussion about land use the talk is about
[4:27:28] use around areas where there is sufficient infrastructure and transit
[4:27:34] and I think that that I also want to point
[4:27:36] out that when we
[4:27:39] look at the greater Toronto area and give
[4:27:42] what's the thought about
[4:27:46] what major arteries north south arteries have buildings that are
[4:27:51] the height of the one or ones that that are
[4:27:55] being considered here really I I can only think about
[4:27:59] construction around the ... don mills and
[4:28:04] this is don mills and Sheppard area which is really
[4:28:09] a whole block allocated towards highrise development so the the
[4:28:14] question that comes to my mind is is that one
[4:28:17] of the considerations for this particular intersection being John
[4:28:23] intersections is going to be a high rise development
[4:28:26] because
[4:28:27] that seems to be what is happening on
[4:28:32] we all understand that there's fear of the unknown people
[4:28:35] are resistant to change I don't hear a great resistance
[4:28:39] to change and I encourage the committee to
[4:28:43] the brace that embrace the willingness of the community members
[4:28:47] to themselves embrace change but to tread carefully into in
[4:28:52] a way which creates mutual satisfaction at benefits everyone

[4:31:26] that the and what do you want I know I

[4:31:37] lines of about two months ago I made the case
[4:31:41] or at least I I reached out to the planners
[4:31:44] and asked for a comprehensive traffic study at least in
[4:31:49] the neighbourhood and they they have a similar position as
[4:31:52] they had with regional council Jones tonight on January seventh
[4:31:56] round you want to share that

[4:32:01] I guess there's a
[4:32:03] a couple of ... couple of issues ... in terms
[4:32:07] of the transportation study I think we have staff agree
[4:32:12] that the transportation impacts from this development and from the
[4:32:17] other applications that are being proposed in the area do
[4:32:20] need to be looked at comprehensively and we're we fully
[4:32:25] support that I think the question is how do you
[4:32:28] actually achieve a comprehensive review and there's a number of
[4:32:32] different ways that that can be
[4:32:36] through our ... you know separate standalone independent study it
[4:32:42] can also be achieved through ... the traffic studies that
[4:32:47] are being prepared and being reviewed right now by staff
[4:32:53] ... and
[4:32:56] by the
[4:33:00] I guess the comments in the ... terms of reference
[4:33:04] that staff will be looking for in those studies that
[4:33:08] look at a full accounting background study background traffic the
[4:33:13] full accounting of the other development applications that are being
[4:33:18] proposed in the area and a full accounting of the
[4:33:21] future implications so I I think from you know from
[4:33:25] that standpoint whether or not this is a completely independent
[4:33:29] third party study or whether it's ... ... thoroughly reviewed
[4:33:35] comprehensive traffic study that's been prepared by the individual ...
[4:33:41] applicant ... I think it can achieve the same goals
[4:33:45] the traffic studies are being prepared by ... competent professionals
[4:33:50] and ... they are being thoroughly reviewed by staff
[4:33:55] so Mister chairman art it through you to run are
[4:33:59] they looking at different scenarios because along with the transportation
[4:34:04] and they're all intertwined it's sort of a chicken and
[4:34:06] egg thing ... you got the building heights which which
[4:34:10] impact the densities or the density impacts the building heights
[4:34:15] and the transit options ... which we talked about you
[4:34:19] know many of the residents talk about that tonight the
[4:34:22] higher order transit options that are open
[4:34:25] all these things filter into one another and so as
[4:34:29] long as the the professional transportation person is looking at
[4:34:33] you know different scenarios you know if we give you
[4:34:36] this much density this is going to be the effect
[4:34:39] on the transportation or if we give you this much
[4:34:42] density then you know this is going to be the
[4:34:45] effect right and and you know what's happening with the
[4:34:48] higher order transit are can we expect any you know
[4:34:51] and so on
[4:34:53] through you Mr chairman ... the scenarios being examined artists
[4:34:58] in areas that are being proposed by the applicant and
[4:35:03] in many ways the worst case scenario speakers the density
[4:35:07] of the running yes I'm going to go any higher
[4:35:09] than what's being proposed right now so if you can
[4:35:12] make it work and I'm not saying you can on
[4:35:14] your phone bills I'm not we now have been finished
[4:35:18] yet you make it work and ... that is the
[4:35:21] worst case scenario arm the other thing too is that
[4:35:25] these traffic impact studies normally look at all the traffic
[4:35:31] obviously but they're looking at transit you're looking at proposed
[4:35:34] improvements and they're also looking at ... are not you
[4:35:39] know nontraditional forms of transit like biking and walking you
[4:35:43] know how those particular ... molds can also help in
[4:35:48] the area but mentally it's not a highly urban areas
[4:35:52] and that's been have lasted much of an impact Wednesday
[4:35:55] over young street most of those those are certain service
[4:35:58] well

[4:37:32] I know that for example the future of go stations
[4:37:36] are going to have minimal parking is to maybe do
[4:37:40] a studies but the study could be done in Markham
[4:37:42] center of Thomas vehicles to get people within a five
[4:37:47] hundred or a thousand meter of the station to the
[4:37:51] station but also to shopping and things like that so
[4:37:54] try to look at the future
[4:37:56] and ... and try to make this a transit oriented
[4:38:00] community

[4:39:46] and a half nor and I have no idea Mr

[4:39:54] the floral seven
[4:39:56] all the way up but who knows how far up
[4:39:58] it could be ... it are they have developments to
[4:40:00] the east over near the borough court ... so I

[4:40:11] a secondary plan committee like we have over market center

[4:40:18] way to do an independent transportation study

[4:45:36] great comments about the connectivity to the open space and

[4:45:42] names but the one suggestion about well if you're gonna
[4:45:45] have a connection through this development get a public easement
[4:45:49] so that it's ... it's part of the public property
[4:45:52] are going through this area to connect to the open
[4:45:55] space ... the impacts ... to the ... adjoining neighbors

[4:46:07] tonight I think we ... and rightly so ... gave
[4:46:12] every speaker there moment and rather than clarify or ask
[4:46:16] questions almost every speaker ... in trying to get to
[4:46:20] a timely fashion this allowed everyone to to speak but
[4:46:24] I think it does ... beg the question and it
[4:46:27] was a small point but even the point about the
[4:46:30] people cutting through landmark and people not recognizing there's already
[4:46:34] been a solution for for that particular
[4:46:38] the issue I think speaks to the fact that we
[4:46:40] still have to share quite a bit of information it's
[4:46:43] not higher order transit by any stretch of the imagination
[4:46:47] but you know they're whether with see the widening of
[4:46:50] Bayview there is an HOV lane wait the reason the
[4:46:54] HOV lane as there is in fact to make transit
[4:46:57] more competitive with us some of the gridlock that that
[4:47:01] the community faces not just in part help by the
[4:47:04] way but not everywhere in the GTA so I think
[4:47:09] ... the pauses let's just go back let's let's think
[4:47:12] about how we move forward ... there's been a suggestion
[4:47:15] I think ...
[4:47:17] we we take
[4:47:20] we have to think about what our next steps are
[4:47:22] going to be a you know it's interesting everything is
[4:47:26] relative and I heard quite a few people this evening
[4:47:30] comment positively about the redevelopment of support elsewhere which ...
[4:47:35] I guess was interesting to kinda here well there was
[4:47:38] a reasonableness and approach to the redevelopment that we've got
[4:47:42] in front of us there and this is going back
[4:47:44] many years ago but when we're dealing with the landmark
[4:47:48] ... you know we we had ... even more people
[4:47:51] that showed up tonight saying that if landmark ever got
[4:47:55] approved it was going to destroy torn hell and ...
[4:47:59] you know we had that development there ... it's fit
[4:48:03] in ... as one of the speakers ... spoke about
[4:48:07] the fact that it's it's been well managed and they've
[4:48:10] won awards for that and I and I also wanted
[4:48:12] to reiterate there's a lot of things that that have
[4:48:15] been brought up in relation to heritage preservation and sustainability
[4:48:21] ... a number of points products at this evening that
[4:48:24] I think we as the city of Markham either have
[4:48:27] a track record or certainly ... there's more of the
[4:48:31] process to be undertaken that this is not the end
[4:48:34] of the process this is really in many respects the
[4:48:37] beginning of the process and there is still a lot
[4:48:40] more work to do so I would just say it's
[4:48:42] for the purpose of this evening the community's been loud
[4:48:45] and clear the the the points were well articulated and
[4:48:52] ... let us go back and think about how we
[4:48:55] move forward with you as the the local councillor working
[4:48:59] with ... the developer taking into account that I think
[4:49:03] there's probably gonna be a layering of this ... because
[4:49:06] unfortunately the planning process also to some degree ... forces
[4:49:13] our hand to be able to respond to applications that
[4:49:18] being said I think there's many points
[4:49:20] so the community of made and we've already heard from
[4:49:23] members of council that there needs to be and if
[4:49:26] it's not in totality in other words the admission of
[4:49:30] the new and and regional council Jones moved ... about
[4:49:34] a week ago or so that's a very comprehensive perhaps
[4:49:38] a bit more longer term thought about what should happen
[4:49:42] in the area in the meantime though I think there
[4:49:45] are elements like traffic and perhaps relationships and perhaps when
[4:49:52] we take a look and by the way it may
[4:49:55] not necessarily be it may not necessarily be a bad
[4:49:59] thing that there isn't park land on the shoulders property
[4:50:04] and maybe that there isn't enough park land on the
[4:50:07] redevelopment of Thornhill square property but when you combine what
[4:50:12] they have to give to the municipality maybe we can
[4:50:15] develop ... further park land as as part of the
[4:50:19] community so these are the where I say I think
[4:50:22] we can take elements of what's happening in the area
[4:50:26] thanks things through a little bit more comprehensively than just
[4:50:30] dealing with one application it's generally done but I think
[4:50:34] we have to take this up several levels and and
[4:50:37] really do it and and not necessarily because I I'm
[4:50:41] not sure we're gonna have the luxury of waiting with
[4:50:44] the process that that you regional council Jones asked us
[4:50:47] to do in a in a broader sense and with
[4:50:51] the objective of ultimately getting a goal
[4:50:55] Raymond station there which may or may not happen so
[4:51:00] anything we we think about in the future would have
[4:51:03] to be tied in with that actually happening because you
[4:51:06] don't want to embark on something that the won't come
[4:51:09] about but in the meantime I think those elements that
[4:51:13] we can combine and be more comprehensive so I'm gonna
[4:51:17] move we receive all the deputations ... is lets us
[4:51:21] talk about this a little bit more and and we'll
[4:51:24] move forward and and a commitment will be I'll make
[4:51:28] it right now and I say it with confidence ...
[4:51:31] with all members of council we will not be dealing
[4:51:34] with these applications in isolation they may not be subject
[4:51:38] to an overall comprehensive plan as I said the planning
[4:51:43] process may not give us the luxury of time to
[4:51:45] do that but there will be traffic park land dedication
[4:51:52] ... the issue of capacity of recreational facilities I think
[4:51:57] I think those are the types of things that we
[4:51:59] don't have to say well you know let's deal with
[4:52:02] them individually know there's enough property here but there's aspects
[4:52:06] of this that we can come together on and develop
[4:52:10] ... a response and a strategy in what applicants have
[4:52:14] come in to us asking for so I'll move that
[4:52:17] they be received and that ... you know obviously this
[4:52:21] be referred back to stop but in that will get
[4:52:24] back to the community with the developing a process that
[4:52:27] allows us to deal with the applications and deal with
[4:52:31] many of the issues they raised tonight I you know
[4:52:34] will work out them and then say that will take
[4:52:37] a comprehensive approach in response to the applications that we
[4:52:42] perceived as well

[4:53:20] doing transit oriented communities and that's what I'd like when
[4:53:25] I put this document together I took both positions hi
[4:53:29] and then also I took a
[4:53:33] and people that are against by but I think the
[4:53:35] issue here is ... is it is it the institutional
[4:53:40] height towards the issues design and I think the issue
[4:53:43] here is minimum design and how integrated all together and
[4:53:48] Mister chair I'd like this to try to make this
[4:53:51] station a model of TOC because this by itself will
[4:53:56] not solve our transit or transit problems but I think
[4:54:00] I think somebody said earlier that we have to work
[4:54:03] with Richmond hill on this line to see what they're
[4:54:06] gonna do and some of their transit orientated community and
[4:54:10] the potential and also we have to work with the
[4:54:12] city across
[4:54:13] and and the goal it on this station here what
[4:54:16] do you have a retail so that it is accessible
[4:54:21] by everybody needs to be a teacher get some office
[4:54:25] and and residential and an integrated in and that and
[4:54:29] also make this a destination every station that we plan
[4:54:32] from here on in should become destinations right now the
[4:54:36] Richmond hill goal line does ten thousand wall before Colbert
[4:54:40] did ten thousand riders today I'd like to see by
[4:54:43] twenty fifty one that this line those three hundred thousand
[4:54:46] passengers okay so that's the serious type of planning we
[4:54:49] gotta do to make transit work and the motion that
[4:54:52] I tabled with your seconded Mr chair it was also
[4:54:56] revealed by Metrolinx so Metrolinx is aware that we're trying
[4:55:00] to do this I also know the big problem we
[4:55:03] have with transit here is the diamond and that's substantial
[4:55:07] dollars to fix that but ... I I'd like I
[4:55:11] didn't go out to try to slow down timber creek
[4:55:15] the September creek or show vice or try dell or
[4:55:18] anybody else but I think what we gotta do this
[4:55:21] we've us all in together maybe there are some retrofitting
[4:55:24] done for the community center there yeah but the thing
[4:55:27] is that we got a look at all that stuff
[4:55:29] and make it a great place and the
[4:55:33] I I look forward to doing this type of planning
[4:55:35] and ... and I enjoyed all the comments and ...
[4:55:40] I had a meeting a couple weeks ago Mister chair
[4:55:43] with the Eileen ratepayers under zoom gonna Friday night and
[4:55:48] they're they're they seem to be located in the like
[4:55:51] to do this but the planning act I think the
[4:55:53] faster we can get on the list the greater and
[4:55:56] and and the drop in the thing that I put
[4:55:59] in the other day I think staff misinterpreted my circles
[4:56:02] wasn't my intent wasn't necessary to a secondary band my
[4:56:06] circles was how far do I go out with a
[4:56:09] times vehicles okay do I go five hundred meters and
[4:56:12] try to get you in the regular thousand meters by
[4:56:15] go two thousand I'm on the other side of the
[4:56:17] ball seven I don't want to do that but anyways
[4:56:19] ... I will enjoy the evening and there's a lot
[4:56:23] of challenges here but I think we have a great
[4:56:26] opportunity to have a great stuff and great job so

[4:56:49] for us to all keep in mind and that is
[4:56:52] ... I do have I do have confidence and faith
[4:56:55] in in ... in ... the city of Markham in
[4:56:58] the staff of the City of mark when we look
[4:57:00] at growth and growth is one of the greatest challenges
[4:57:04] I think we all have here Oct council in terms
[4:57:06] of how we manage it where we put it and
[4:57:09] and many of the concerns that we heard this evening
[4:57:11] we're related to ... capacity will the capacity of recreation
[4:57:17] facilities the libraries at Setra be maintained as growth happens
[4:57:24] I do want to say that I am confident that
[4:57:26] that that's a process that I think we do we're
[4:57:29] we're we're doing our best at and I think that
[4:57:32] ... the growth that is inevitably going to be coming
[4:57:35] across the city and including Thornhill to certain degree will
[4:57:40] support that ... infrastructure and I think councillor are regional
[4:57:44] cancer Jones was just touching on that terms of
[4:57:47] of of how we planned it where we put it
[4:57:49] and and I think this is one of the sites
[4:57:53] that that is very unique in in that again the
[4:57:56] natural heritage the be ... ... the the historical heritage
[4:58:01] and and I have to say that even though it's
[4:58:04] it's quite far from my ward when I when I
[4:58:06] initially saw the drawings and I saw the plans I
[4:58:08] thought that the ...
[4:58:11] the treatment of the site was fairly respectful of of
[4:58:16] ...
[4:58:17] until of the land if you will and and again
[4:58:20] I know that we talk about shuttle studies somewhat there
[4:58:22] there are gonna be shadowing issues I think we got
[4:58:24] a lot of work to do no question about height
[4:58:27] ... and specifics but ... generally I I think ...
[4:58:31] my my position and I deal with this as well
[4:58:33] in my ward is ... as a council we do
[4:58:36] have to figure out how we manage growth and ...
[4:58:41] maintain the services and and infrastructure and and certainly ...
[4:58:46] ensure that the residences that are existing are are are
[4:58:48] well taken care of so I just want to leave
[4:58:50] it I'll leave it at that say that ... we
[4:58:53] got a ways to go on this on this proposal
[4:58:55] but ... I am grateful for hearing from from the
[4:58:58] public today and certainly look forward to seeing this thing
